Kiwi anglers ‘hung out to dry’ over amendment bill The future of recreational freshwater fishing in New Zealand is looking grim if new legislation passes as currently proposed, says a South Island angler. The stated aim of the Green Party’s Freshwater Fish Amendment Bill, currently at select committee stage, is to increase protection of indigenous freshwater fish species without directly impacting
on recreational angling, but Murchison man Felix Borenstein says this is “totally disingenuous.” “Of course it will affect recreational fishing,” he says, “if passed in its current form, this Bill will effectively strip Fish & Game of its statutory authority, put the Department of Conservation in charge of all freshwater management and exempt iwi from any
restrictions around the moving and selling of game fish, so how could it not? “To claim otherwise is to display either a frightening degree of political naivety or a total disregard for over 100,000 Kiwi anglers who are being hung out to dry by this Bill." Felix supports protection of indigenous freshwater fish species
but not, he says, at the expense of Kiwis for whom angling is part of the New Zealand way of life. “The biggest threat to indigenous fish stocks isn’t introduced species; it’s poor water quality,” he says, “disempowering anglers, hamstringing their advocacy organisation and curtailing their freedoms isn’t going to fix that.” As owner of a luxury fishing
lodge Felix admits he has “skin in the game” on the issue but insists this is not his prime motivation for speaking out against the Bill. “I was a recreational angler long before I built a lodge and I still am,” he says. “Unless it’s revised, the Bill will make it a hell of a lot harder for over 100,000 anglers to enjoy the health benefits of being out in nature.”

Writer Arnold Clark with his ‘labour of love’; a tribute to Wakefield School’s upcoming 175th birthday celebration. Photo: Amy Russ
Richmond resident Arnold Clark has written a book, ‘Into the 21st Century’, as a tribute to Wakefield School’s upcoming 175th birthday celebrations next month. Arnold has spent the last 20 months voluntarily researching, interviewing, writing and compiling the last 25 years of the school’s history. “I wanted to carry on from Marion Stringer’s book and record the next 25 years of history,” says Arnold. “Wakefield School is very special and significant. It is the oldest school in New Zealand - being built in 1843 just three years after the Treaty of Waitangi was signed.” A member of the Waimea Historical Society, and editor of past newsletter Village News, Arnold spent many hours of many days collecting his information.
“I was gobsmacked by the number of activities and programmes that the school does, and has done, that is what I found the most interesting. “In my opinion, it is up there with some of the best country schools in New Zealand.” Amanda Ledger designed the front cover of the book and Jenie and Lindsay Bradley from Wakefield Print spent hours designing the format and layout. “It has been a labour of love,” says Arnold. “I’ve thoroughly enjoyed the whole process. It is a very personal compilation.” Arnold’s book ‘Into the 21st Century’ will be launched on Friday, November 9, and copies can be purchased for $25 during the weekend’s celebrations, or alternatively from the Wakefield School office after the birthday celebrations. For more information call Arnold Clark on 5447834.

Variety of events on offer over holiday weekend McKee Memorial Reserve reopening for long weekend The McKee Memorial Recreation Reserve campsite at Ruby Bay will reopen on Friday, October 19, in time for campers to enjoy a long weekend at the popular site. A Tasman District Council spokesperson says, initially, numbers will be limited to 100 – 150 people. They explain that the reason for the reduced camping numbers is to allow the council to test the newly-upgraded sewage system and gather data that will determine how many people the system can comfortably support. They say if the results from the first couple of weeks of data is positive they hope to be able to increase camping numbers closer to their prestorm levels in time for the Christmas holiday period. McKee campground has been closed for camping since a large storm in February. After a big clean-up effort and upgrades to the sewerage and stormwater systems, the camp will once more offer a low-cost family camping option. Wastewater drug testing to begin in the region Wastewater testing is to be rolled out across the country, with the expansion of police and Institute of Environmental Science and Research (ESR)’s pilot programme. Wastewater testing has been conducted by ESR at three locations across New Zealand, and analysis of these sites have revealed extensive and diverse patterns of drug use and has significantly enhanced understanding around the demand and supply of illicit drugs. Police Commissioner Mike Bush says wastewater testing is crucial to police’s understanding of drug consumption in our communities. “Over the past 18 months, 1.5kg of methamphetamine was estimated to have been consumed on average each week across the three test sites. This translates to an estimated $2 million a week in social harm.” The drugs currently tested for are: methamphetamine, cocaine, heroin, MDMA and Fentanyl. Testing in the region is expected to begin by the end of the month. Nationwide 2018 ‘ShakeOut’ to take place A national earthquake and tsunami drill entitled ‘New Zealand ShakeOut’ is taking place on Thursday, October 18, at 9:30am. Wherever the public is at that time, anyone can take part in the drill. Just Drop, Cover and Hold, for up to one minute. Events are held across the world to remind people of the right action to take during an earthquake – Drop, Cover and Hold – and to practice a tsunami evacuation if in a coastal area.

They’re a social lot, the residents of Richmond’s Barrington Place, and for nearly two decades they’ve ensured one of their annual gatherings benefits the Nelson Tasman Hospice. Long-time resident Barbara James initiated annual street dinners with a pot-luck theme and now she’s calling on other streets to follow suit. “We have so much fun, we really do. They’re a lovely occasion, and for such a good cause. It’s a marvellous street, and we’d love to see other streets do the same,” says Barbara. Raising more than $15,000 over the years through donations and raffles held on the evening, their inaugural dinner party was hosted in a resident’s garage and over the years the odd themed party has been introduced, including dressing up as countries for the rugby world cup. “I just enjoy the company and the neighbourhood, they’re really wonderful neighbours. There’s always someone around to give you a hand if you need it,” says Barbara. At this year’s street dinner on Saturday, October 6, residents donated raffle prizes including honey, beer, a locally-shot calendar and a miniature cactus garden, with all proceeds, along with generous dona-

Wikipedia says Stuttering is a speech disorder characterized by repetition of sounds, syllables, or words; prolongation of sounds; and interruptions in speech known as blocks. Hello, my name is Stanley Page-Bates. With International Stuttering Awareness Day on October 22, it’s time to tell my stuttering story. I live in Richmond and I’m 15 years old. At three I started stumbling over my words. It soon became a habit and then progressed into a fullblown stutter – I was now one of the 1% of the worldwide population with a stutter. By the time I was five my stutter was the worse it had ever been. I can still remember sitting on the mat in my class, on my first term of primary school. We were passing a microphone around the class introducing ourselves - this is the definition of ‘terror’ for a stutterer. I used to dread a public speaking situation. It seemed to take minutes just to say, “hello, my name is Stanley”. DB Draught is the drop that is more rewarding than any other. The fact that it’s a great tasting, easy drinking, full-flavoured beer only further adds to DB Draught’s strong following across NZ. It has a crystal-clear, copper gold colour with a malty and slightly nutty flavour to balance the mild, aromatic hop aromas and clean bitterness. The beer is very smooth with a long finish and hints of caramel flavours in the aftertaste.

Community fruit and vege stall set up Emily Beaumont
Being prepared for a natural disaster Events around the world constantly remind us of the need to be prepared for natural disasters.
Ensuring that people and businesses have a reliable power supply as soon as possible after an emergency event is a responsibility that Network Tasman takes very seriously. We participate in the Nelson Tasman Lifelines group which works together to improve the resilience of critical infrastructure services across the region including water, electricity, communications and fuel.
Kate Westrupp shows off some of the fruit and vege that has been left at the new community fruit and vege stand she established. Photo: Emily Beaumont.
Seeing good food go to waste is a scourge for plenty of households and Richmond woman Kate Westrupp decided to do something about it. Last week, Kate established the area’s first community fruit and vege stand on the corner of Churchill Ave and Polglase St in Richmond, and it’s already proving popular. “I always think stuff needs to be used. I’ve given away all sorts of things over the years,” says Kate. The kiwi-grown, pay-it-forward scheme began in the North Island and has been paving the way for tonnes of fresh fruit and veges to land on tables instead of in the bin. Offering fruit and vege free for the taking, the idea is to drop off anything spare in return, though there is no pressure to trade if you’re unable, you can just take what you like. While Kate doesn’t garden, she says the stand provides a mechanism for those who do and saves excess produce going to waste. “I hope people come and use it. Take the food and eat it, and, obviously, people need to bring food as well.”
We also have a portable back-up control room that has a generator and radio communications. This means we can maintain our control room function even if the control room at our head office in Richmond is unavailable. Practising is crucial when it comes to being prepared so we run exercises from our back-up control room to make sure it is ready in the event of an emergency.
Remember in the event of a natural disaster it’s critically important to stay away from downed power lines and to treat all electrical network equipment as live. If our 0800 number and website are not operating as usual listen for news and updates from local radio stations.

On 18 October 2018 the national earthquake drill and tsunami hīkoi (evacuation), called New Zealand ShakeOut, will take place. Many organisations around the country are planning special events and it’s an ideal time for all of us to look at our crisis preparedness and make sure we’re as ready as we can be if, and when, a natural disaster occurs.

Rotary Club of Richmond have funded a new international project entitled Days for Girls. Days for Girls is an organisation where over 50,000 volunteers worldwide sew washable menstrual kits for women and girls in underdeveloped countries. The programme is made up of a network of dedicated and passionate individuals working to ensure women and girls have the solutions they need. There are 18 teams working throughout New Zealand for the organisation and last year 6,000 kits were produced, of that, 1,500 were kept for local distribution for women in need. Rotary Club of Richmond member, Debra Gibbs, started a volunteer group six weeks ago in the old Information Centre building on Gladstone Rd, but says there was 6 months of planning to get the ball rolling. “After I heard of the organisation, Days for Girls, I gave a presentation to the Rotary Club of Richmond because I wanted them to help with sponsorship, which they now are. Tasman District Council have kindly given us the use of the building for free and we have been awarded a community grant to help with materials.” The team received word
increase in tax was only 6.8 cents per litre. She failed to include the increase in petrol excise tax of 3.5 cents/litre introduced on 1 October and the new 10c/litre regional fuel tax. The combination of tax and levies now makes up over half the cost and is the reason we pay much more than Australia where petrol is $1.59 per litre. The increase in petrol taxes has been compounded by a falling kiwi dollar. The Government needs to accept some responsibility for this too. Its economic policies of banning overseas investment, ending oil and gas exploration, increasing taxation and record strikes have
seen business confidence plummet and the kiwi dollar fall. Petrol taxes have been raised in the past but never as quickly or by so much. An historic comparison shows petrol per litre was 91c in 1999, $1.77 in 2008, $1.96 in 2017 and is now $2.48. That equates to an 8% a year rise under the Clark Labour Government, a 1% per year rise under the Key/English National Government and a 25% rise in the first year of this Ardern/ Peters Government! The increases in fuel tax come in the same week as the Government reveals a $5.5 billion surplus for 2017/18. This equates to over

Nelson Matters Death and taxes have long been references as the two certainties in life. Three reports this month have highlighted the excessive tax appetite of the Ardern/Peters government. The Government has hiked the petrol taxes three times in their first year and another three increases are planned that will add another 10c a litre over the next two years. It rubs salt in the wound that Labour promised no new taxes. Prime Minister Jacinda Ardern was disingenuous last week in slating fuel companies for “fleecing” New Zealanders and claiming the

$3,000 per household. It shows there was no justification for the hike in fuel taxes or repealing National’s income tax reductions. National tax changes focusses on lower and middle income earners by increasing the 10.5c rate band from $14,000 to $22,000 and the 17.5c rate band from $48,000 to $52,000. These would have put $26 a week into every Nelson household on 1 April 2018. Tax reductions are a good way of increasing household incomes without adding to inflationary pressures. The debate over tax is going to get louder for three reasons. Firstly, inflation means we now have many
middle income families paying the top rates of income tax. Secondly, the Government is wasting huge sums on poor quality spending to buy Winston Peter’s support and with its dozens of working groups. Thirdly, the Government keeps adding new taxes with the new fuel tax, the new tourism tax and the proposed capital gains tax. The Government needs to get the message that New Zealanders are not just an ATM machine for their new and increasing taxes. You can help by adding your name to National’s petition - stopthefueltax.co.nz Advt.

Friday night (19th Oct) we will be hosting a meet and greet in the clubrooms located at the track which will be a great night to catch up with some of the old and not so old competitors from over the years and talk about the hey days of local speedway. As expected, we will be guessing some tall tales will be told at this event. The following day, on the Saturday, (20th) there will be a show and shine in the speedway car park for all the fans and general public to come along and have a look at some of the cars of yesteryear, as well as the modern race cars. This is free to the public so come along and get your photo taken in your favourite race car and have a chat to some of the drivers. An odd number of wheels on a bike with a lot of power and no brakes is justifiably crazy for most of us “normal” people, but for these competitors it’s just “another night at the speedway”. Then there are the other big meetings in the offering, like the Coca Cola Fireworks night on the 3rd November. This season the club, along with Coca Cola, have spared no expense on a pyrotechnic display to rival no other. A group of runners enjoy the sunny conditions near the Maitai Dam on Saturday, October 13. Photo: Supplied.
Weekend offers iconic trail runs Saturday’s sun and clear blue skies were welcomed by runners and walkers as they anticipated ‘race day’ after the atrocious conditions of the previous two days. Athletes had two iconic trail runs to chose from: either the Abel Tasman Coastal Classic or the local run on a section of the Dun Mountain Trail starting at the Maitai Dam. Conditions for both events were excellent, with just a few muddy
spots from the recent rainfall. The first of our local harrier club men home in the Abel Tasman was Graeme Sellars, who ran strongly throughout the challenging 38km course to finish in a commendable time of 3.15.38hrs, giving him 3rd place in the 60+ age group, while Anthea Lees was the first of the local harrier women home. Meanwhile, up at the Maitai Dam, 30 local athletes enjoyed their 7km
scenic course along the Dun Mountain Trail, appreciating being away from the town and the traffic. The first man home was Cliff Bowman, with Robyn Deane the first woman. Of the walkers, Daryl Nish was the fastest man and Elaine Lewellin the fastest woman. This Saturday the local run is from the OK Corral. It will be a good training run for the last of the Waimea Harrier 10km Road Races.

Sunday, October 28, hails the third ‘Rally Against Breast Cancer’ event in the region. Sponsored by Kelly Bowater Travel, this is an opportunity for the whole family to get together in an active way. The sessions, called Cardio Tennis, are run on courts at nine tennis clubs around the region. Cardio on Court provides a way to socialise and exercise on court that people have not perhaps thought of. No knowledge of tennis required, all genders and ages can take part, it’s for the whole family. Nelson Bays Tennis Association decided to get behind families in this region by supporting the Breast Cancer Foundation in raising funds that will go toward research into new targeted treatments, life-saving awareness and education programmes.
“We hope to let families know that they can take part in Cardio Tennis sessions that are full of fun, at a pace dictated by themselves with a group of likeminded people while raising funds for a worthwhile cause.” ‘Kelly Bowater Travel Rally Against Breast Cancer’ is run for an hour by club coaches, using rackets and balls (provided) in group situations that work on getting your heart rate elevated by moving and tracking a ball in different situations on court, always fun and challenging. Are you looking for a change of activity that includes the whole family, plus realise how important it is to support the many people that have been involved in breast cancer? 15 Years of Mudgway – for exceptional design and build options For the owners of Mudgway Construction Limited, building and architecture is their absolute passion; they love to design and build quality homes that are uniquely special – homes people can feel proud of. Jason and Ange Mudgway first started the business 15 years ago in Central Otago before moving to Dunedin for two years. “I was building up on a
really cold hill and I said ‘no, I can’t do this – it was pretty icy,” says Jason. “Around the same time, my parents expressed they wanted to retire up here, so we went in together on a lovely lifestyle property just outside Richmond, on the edge of Hope,” says Ange.” “The move has enabled them to retire somewhere a bit nicer than a small section somewhere;

here they enjoy taking care of the gardens and I do the lawns,” adds Jason. “It was pretty rundown when we bought it three years ago – we’ve had to rebuild parts of it, including the fence which we’ve replaced with a stone entranceway.” “We love living here; it’s close to everything; we often walk into Richmond,” says Ange. Jason, who has many years building experience, says when people are considering building in the NelsonTasman region it’s good to choose somewhere central if possible, “because you have to do a lot of commuting.” Established in 2003, Mudgway Construction has been built on a solid foundation of industry experience, and has developed an impressive portfolio of high quality construction projects; it has built many beautiful yet practical homes over the years; ones that prioritise family needs, budgets and lifestyles, and the company has also achieved great outcomes when tasked to do light commercial work. “I originally

15 Years of “You can be really clever with budgets,” says Jason. “You don’t have to have the biggest house in the world but you can make it feel big – create that sense of space, and make it work for your family. Good design is so much better than poor design, and you can do it for a similar price to a ‘normal’ build.” When you build with Mudgway Construction, you can count on quality, including the materials the company uses. “We have been using a lot of cedar and we love it,” says Jason. “It’s the most stable timber on the planet and we are also looking at using another sustainable product called ‘Abodo’, which has been introduced by David Trubridge. This is a NZ-sourced oven-baked pine which is meant to be as stable as cedar.” Having forged a strong reputation for exemplary building work it has completed in Central Otago, the company is a relatively newcomer to
the Nelson-Tasman region, where it has been operating for the past three years. Mudgway Construction prides itself on working as a team, and appreciates the contribution made by all its employees. “We have taken on a lot of locals and have loved all of our apprentices, including the two we are training currently – a male and a female apprentice who are just incredible,” says Jason. “They are so focused and diligent; they learn and listen,” adds Ange. “We are also the types of people who never ‘shut down’ a good idea – we encourage our staff to contribute when planning a project. We hire staff as direct employees, not contractors, and we are proud to pay our staff above the living wage, including our apprentices. We are about controlling our quality and it’s not uncommon for me to don a tool belt myself to ensure the quality is being

We aim for the best possible quality and have worked with some of New Zealand’s most awarded architects. We did a commercial build down in Central Otago called ‘Living
Options’ which was a day centre for intellectually-impaired people; it was a beautifully designed building by Mason and Wales who are New Zealand’s oldest architectural firm. We used beautiful timbers, and when we handed it over, an architect who is renowned for being one of the hardest architects to deal with in NZ, found one small fault – a tiny bit of sanding wasn’t done - but he said it was the best
build he had ever seen, so we got a lot more building work from them after that!” Locally, Mudgway Construction has paired up with architects such as Arthouse Architecture and KR Architects. “Both companies have been great to deal with.” If you would like an architecturally-designed home, the team at Mudgway is happy to build from your own set of plans or liaise with your architect, and they will

Creating Masterpieces endeavour to keep within your budget. If it’s a residential home you require, Mudgway will work with you to provide a timeless design for your home; a unique and personalised property within your pre-established budget. Mudgway also has a solid background in the build and renovation of light commercial properties. “We will work with developers, architects and/ or draughtsmen to price and plan projects, with excellent attention to detail, clear communication and adherence to a pre-established budget.” An area of building work Mudgway Construction has been proud of during its 15 years in business, is its work in the education sector. “We treat all our builds the same; our high standards are maintained for all our projects,” says Ange. “We completed work on George Street Normal School, in Dunedin, which was opened by the Prime Minister.” The Mudgway team were invited into the assembly hall where a big show was put on by the children in appreciation of the work they had done. “The kids were really into it; were really involved in the project. We love doing ‘school work’ – it’s really rewarding.” Jason and Ange are always looking to improve on their skills, and their passion for building is backed up the qualifications they have achieved – Ange has a national cer-
tificate in Health and Safety, and Jason, who is a licensed building practitioner, also holds a diploma in Construction Management. At Mudgway Construction, Ange works in admin and health and safety, and has also set up a company called ‘Safe Trades’ which helps trades and construction companies understand the Health and Safety At Work Act. If you are looking for a building company that has the experience and expertise you require to achieve a high standard for your residential or light commercial build, look no further than Mudgway Construction Limited! Mudgway thrives on a reputation for friendly and honest communication, professional planning and consultation and a timely construction process when building or renovating. “We will do whatever work is required – if an old lady needs her letterbox shifted, we are more than happy to come and do it. We would also love to discuss your aspirations to build a quality home or to get a light commercial project underway if that’s what you require. If you are looking at sections, we can advise you about where the hidden costs may lie and recommend building options for a particular site.”

This took place with two thefts on Malthouse Crescent, and one each on Starveall Street and Waimea West Road. If you see any activity that seems not right don’t hesitate to contact the police DDI: 03 541 8210 Wakefield Police number or 111. As a community we should all look out for each other. This brings me back to the monitored security cameras for Brightwater, we are currently pricing these up this to be stationed in the Brightwater area to allow that bit of security for all residents.
Other news we have discussed is the State Highway past River Terrace and potential for the 80km to be pushed further towards Wakefield past Robinson Road intersection. As the new housing development comes online many residents are finding it dangerous to enter onto the highway with the 100km speed limit. This is just one idea to try and limit the risks. Also, this month, was discussed the hot topic of the dam and ratepayer costs, this is still a work in progress as the TDC works on the budgets. The Brightwater fire brigade is looking for recruits to join, so if any of you have the time to help out this would be appreciated as we move into the summer months. Enjoy the warm spring nights New members are welcome Membership may be obtained by paying $5 to the Treasurer at any monthly meeting or by direct credit to the Brightwater Community Association a/c Westpac 03 0751 0266168 00 Put your first name in “Particulars” and your surname in “Reference”.

Waimea College has been awarded second-place in the inaugural Showquest national final, New Zealand’s new music, dance and drama showcase for schools. The online judging took place over the week from September 17 and event judge and renowned kiwi singer, Jackie Clarke, says she found the school performances thoroughly engaging. “There is no better feeling, and there is no more healing and positive energy you can bring to the world then actually putting on a show, communicating ideas, feelings, emotions, and aspirations, and sharing that with your community,” says Jackie. Waimea College’s piece ‘Distorted Images’ was themed around body image. Student co-captain Jordana Arnold says, “we wanted to get across the message that you don’t have to change yourself to fit in, just be yourself and express yourself ”. Teams were judged overall on their performance, soundtrack, costuming, choreography and theme.

From 3.00 pm on Sunday 21 October 2018, there will be checkpoints set up at the approaches to Kaiteriteri. The marshals at these checkpoints will be advising motorists attending the event to use the ‘park and ride’ services provided by the event organisers. This is due to very limited parking in Kaiteriteri township. This will not restrict access for residents, or visitors to the area who are not attending the event. From 6.00 pm till 12.00 am on Sunday 21 October 2018, the full length of Inlet Road and a 300m beachfront section of Kaiteriteri-Sandy Bay Road will be closed to vehicle access. We recommend all Kaiteriteri boat ramp users return to shore before the closure is in place, or organise to access vehicles and boat trailers via Kaiteriteri-Sandy Bay Road after 5.00 pm. Pedestrian and cyclist access will not be restricted in the closed section of road. Please see map below for closure location. Please note this is not a Council event. For more information, including parking and the ‘park and ride’ service, please visit www.liftoff.co.nz.
