Fed up with finding dead animals and household rubbish dumped near riverbanks, council is taking a hard line approach on the region’s worst litter bugs. Ratepayers are forking out up to $10,000 a year to cover clean up costs for illegal dumpings, which occur “at least once a week” near Tasman’s riverbeds and forestry roads. Members of the general public are taking trailer loads of household rubbish and leaving them near rivers, thinking they are out of sight. Dumping rubbish in public areas is illegal under the Litter Act. Tasman District Council asset utilities engineer David Stephenson says there will be no more warnings and those caught could be slapped with an instant $400 fine. If the material is dangerous or causing “significant” environmental
harm then fines can be much larger. “If we’ve got enough information to fine or to prosecute than that’s where we will go,” he says. “It’s not worthwhile giving out warnings anymore.” It has even got to the point where security cameras and patrol staff have been “considered” by council. They are also hoping members of the public will tip them off if they see people driving to the river with a trailer full of rubbish. “It’s one of the options we are looking at at the moment, putting security cameras up. But the best patrol is if anyone sees anything suspicious.” David says “messy” dead animals are common, while old fridges filled with rubbish, green waste and unregistered or stolen vehicles are also regularly dumped. “People think it’s not such a big issue dumping green waste but it’s got its SEE PAGE 3

The future of Robbie’s Bar & Bistro in Richmond is uncertain says its franchisor, but he is hoping to find a new owner “at a bargain price” to continue running the business. Two weeks ago the local owners of the Richmond business went into receivership and closed the restaurant for several days. But the doors are back open and Paul Kofoed, who owns the brand of all 12 Robbie’s throughout the South Island, says he is hoping for community support and a new owner. “Basically it’s been really tough economic times, especially to trade a hospitality business at the moment. own problems with the mess it creates and the weeds and that sort of thing.” The illegal dumpings occur more often in the summer months, but council say it needs to be brought to the public’s attention now before the problems multiply. “There is obviously the visual problems [it causes] but it is just a nuisance. Sometimes it’s dangerous and the cost of it, because it’s on public land council has to go and clean it up.” Rivers have historically been the major problem area because of vehicle access and the mindset that they are hidden from the public. It can costs ratepayers hundreds of dollars just for one clean up while the total costs averages between $8000 and $10,000 a year. Often the materials found by council could have been reused or recycled and the message is clear that TDC encourage owners to consider those options before throwing it in the trash. If mate-

New system gets people talking Brightwater School has marked its place at the cutting edge of telecommunications technology, this month becoming one of the first schools in the Tasman District to have a Fiberphone system installed. The Fiberphone system runs through the school’s high speed broadband system, The Loop, which the majority of local schools are connected to. The Voice over Internet Protocol (VoIP) system runs entirely off the internet, but for anyone calling in or out, it works the same way as a physical phone line. Principal Gerald Baldwin says the move was made as the school’s phones were coming off contract with their former provider, and a director of Fiberphone approached the school. The system has now been up and running for two weeks, and Gerald says the improve-
ments are dramatic. “We’ve already seen significant time savings, which can only be a plus,” says Gerald. One difference from a typical phone line is that voicemail messages are sent directly to the recipient’s email. “Instead of having to go to the telephone, our admin lady Helen can look at the messages when she wants to and do the absentees when it suits, so we can spend more time doing the jobs we need to be doing,” says Gerald. “It also picks up the white pages; if your number is in the white pages it will tell us who you are before we answer it.” The Fiberphone network also costs less than their former plan. “The benefit in the bigger picture is we now have more money to spend on other things around the school,” says Gerald. Auckland Point School was the first school in the Nelson area to join the Fiberphone network, having had the system installed a month ago.

A $26 million motorsport park is one step closer to reality after an initial consent was given the green light from a pair of individual commissioners. David Collins and Malcolm Hunt approved the right to start building at the motorsport park, in Stanley Brook Valley near Tapawera. Developer Garry Adcock says it was a positive step forward and hoped construction could begin as early as January. He says the first process, though, involves speaking to the site’s neighbours about their previous concerns and talking to individual groups that would like to be a part of the project. The motorsport park will be built on a 203 hectare block of land owned by contractors Adcock and Donaldson Ltd. The site is approximately 62 kilometres from the centre of Nelson, 50 kilometres from Richmond. Garry says Adcock and Donaldson Ltd would likely lease the motorsport park out to an entity, company or trust. The motorsport park would cater for most forms of motorsport in the region including rally, drag racing, speedway, motocross, off-road racing facilities as well as driver training facilities, cycle tracks and accommodation. Under the consent, construction must have started within a ten year timeframe and gives the developers around 35 years to complete it. The project is currently under a 15 day period where anyone can lodge an appeal for the decision to be reviewed in the Environment Court. If there was no appeal, the project would move straight into its design process. That will involve taking the concept design and turning it into engineering plans. “The whole process has not been fast but we’re prepared for that. We will tick the box off from the appeal process and if there’s no appeal then obviously we’ll be straight into design,” says Garry. “Once that happens, I guess we’ll be straight into constructing.” A lake created for water sports, an airstrip and helipad were declined because of a lack of information. Consent to take water was also declined. The Nelson Vintage Car Club was the first group to check out the site, making a visit over the weekend. has been high. The only current crematoriums in the Nelson/ Tasman region are in Motueka and Wakapuaka. Waimea’s lack of a crematorium is part of the reason why it was so sought after. Francis Day says it is progressing well, but an official completion date was yet to be announced. “It’s all on schedule and that’s all we can really say. There have been no setbacks or holdups so it’s all going to plan,” he says. Building began at the beginning of April. Francis would not disclose the figure of how much construction of the crematorium will cost but hinted that it will be the best crematorium in the Nelson and Tasman region.
A privately owned crematorium could be opened in Hope as early as October as its construction remains firmly on track. The crematorium is being built by Gibbons Construction on a site next to Gardens of the World. It will be owned by the Day family, who run the Waimea Richmond Funeral Services. The Day family also own Gardens of the World, however the crematorium will be an entirely different entity. Public interest in the project, which will make it the only crematorium in the Waimea region,

Power lifters descend on mall The Richmond Mall turned into a temporary gym over the weekend as 122 members of the public attempted to lift their own body weight. The challenge was hosted by the Richmond Mall and the Power Angels, who are three Nelson power lifters. Richmond Mall manager David Hill was pleased with the turnout, with peak crowds of close to 500 people. “We’re absolutely thrilled to bits. It was good to see the community getting behind such a good
promotion,” he says. David himself got on the weights, managing to dead lift his own body weight, once he learnt the correct technique. Power Angels member Celia McMillan spoke of the variety of people that entered. Children right through to adults gave it a crack, with the majority being able to lift their own body weight. Alex Douglas lifted the day’s highest tally of 250kg. More than $400 was raised for the Richmond Mall Foundation.

Volunteers up for award For the students involved in St Paul’s Vinnies, volunteering is more like fun, often doing art and craft projects to help less fortunate children. Students at St Paul’s Catholic School are amongst more than 150 young Nelsonians nominated for the Youth Volunteer Awareness Recognition Event to be held this Thursday as part of Volunteer Awareness Week. The event is run by Volunteer Nelson, Nelson and Tasman councils and Youth Councils, and The New Hub. It will be held at the Nelson College Hall after the New Hub building, the original venue, was given a poor rating on the recent earth-
quake assessment, leaving activities suspended. The night will include prominent guest speakers and a selection of Nelson youth performances will provide entertainment. Every nominee will receive a certificate to signify their nomination and the contribution they make to society. “Volunteers are the glue that make our communities stick together and there are a lot of young, unsung heroes out there. The event is an opportunity to bring together these remarkable young volunteers and officially thank them,” says Mary Curnow, chair of Volunteer Nelson.

I have just come in from a very wet and blustery walk – not too cold yet but if we can believe the weather experts that is to come. After having some good, and much needed rain overnight the ground will be a bit soggy to do too much in the way of digging, so I do hope most of your winter veges are all in and starting to settle. Garlic of course is the last thing to be planted (on the shortest day according to the experts) but you don’t need to do much deep digging for this. Just separate the cloves and plant about two centimetres deep, or double their length, and about 10cm apart and firm in. An application of Seasol mixed with Powerfeed will give them a good start and I have mulched the garden with peastraw so this should help. I am going to try some elephant garlic this year – so watch this space. A single clove of this can look as big as a whole head but the flavour is not as strong and it is a good choice when wanting that delicate sweet taste of garlic in a dish. They still have this at Bay Nurseries and if anyone is looking for some tiger worms to help the worm farm along or add to the compost, you can also purchase them here. The photo this week is a bit special. It is a Vireya rhododendron “Saxton Blush” and is special as it was given to me to look after while my friend is overseas for several years. It had not flowered and is very old and pot bound. Because of the shape of the pot I cannot take it out to root prune or change the soil so had to just cut it back and top up the mix and feed it and hope for the best. I used the Seasol and Powerfeed combo as a foliar
spray and also kept up the Thrive soluble plant food and this is the result. I am sure she will be delighted. Vireyas are good to grow in pots and tubs as they do not mind their roots being restricted, they also do not like frosts so to be able to move them under shelter in the winter is good and the two hybrids “Saxton Blush” and “Saxton Glow” are excellent pot specimens. These rhododendrons are sub-tropical and do not have extensive root systems so they can be grown in spaces under trees or in garden groups where their roots will be restricted by other plants. They do need some sun but will happily do with good filtered light, an acid, moisture retentive soil and they do need protection from strong winds. They flower at irregular times and the colours are really stunning from bright reds, “Ne Plus Ultra” is a favourite of mine, “Java Light – orange, “Haloed Gold”, and the list goes on. Persimmons (Diospyros kaki) are another lovely tree to grow in a smaller garden and the bright orange fruit looks stunning on the tree at this time of year. Originally from Japan these trees arrived in New Zealand in the early 1870’s and many varieties have been grown here in home gardens since the turn of the century. They come in astringent and non-astringent varieties with the nonastringent being the most popular as the fruit can be eaten straight from the tree and has a soft, sweet almost apricot flavour when eaten raw. The “Jiro” and the “Fuyu” are the most widely grown and the climate here in Nelson is well suited to these trees. They are very long-lived and have beautiful autumn foliage and
a smaller drooping habit making them ideal for smaller gardens.

• Take pots and tubs out of their saucers at this time of year. Turn the saucer up side down or if you wish to, put a good layer of gravel in the saucer then place the plant pot on this so the roots are not left sitting with wet cold feet. We do not like this and neither do your plants. • Keep weeding and deadheading where needed. If the ground is very wet avoiding walking on it too much as the soil structure can be damaged by constant usage. • Did you know that when you plant garlic it is good to plant it with your roses? This has been done by organic gardeners for many years as the garlic repels aphids and is said to intensify the fragrance of roses. So - no excuse now if your vege garden is full – you can still plant garlic. • Liquid fertiliser such as fish emulsion, or your preferred feed used as a foliar spray will encourage growth on veges and bedding plants and if Seasol is added that will also help strengthen the plants going into winter. • It is still not too late to plant bulbs – Tulips in pots can make a stunning display. • Never prune spring flowering shrubs and climbers in winter. Leave forsythia, weigela, philadelphus, spirea and montana clematis until after they have flowered in spring.

Annual Car Rally gets brains in gear (almost) The old adage “if all else fails, read the instructions” could easily have been applied to almost half the crews who took up the challenge of the annual Club Waimea Car Rally held recently. Adults, however, being adults showed a certain inability to follow straightforward simple instructions, or was it more a case of believing they could read the warped mind of the course plotter. By allowing local knowledge to override common sense, many crews soon found they were off the course that initially took them around in circles in Richmond before heading on a country-style tiki-tour through Hope, Brightwater, Wakefield, and Belgrove before heading back to Richmond. Off-course is probably an under-statement considering some of the mileages covered and reports of crews going round and round in ever-decreasing, and in some cases ever-increasing, circles. In an effort to keep one step ahead of crews, a couple of curve balls were
thrown in by the organiser this year in a effort to get them thinking outside the square, including a variation on the straight-ahead theme and the introduction of a series of cryptic clues. While this did have the desired effect to a certain degree, obeying instructions and carrying them out in the correct order, while the downfall of many, didn’t, much to the dismay of the organiser, faze the majority of the crews. Club welcomes Lawn Bowlers
Richmond Bowling Club has been given the green light to go ahead with the move to Club Waimea after Australian company Metlifecare was given approval to buy the Richmond Bowling Club’s land. The merger will benefit both Clubs, with Club Waimea receiving new members through the Bowling Club. “It will give us a chance to show off our club, and really cement our place as the hub of sport in Richmond,” says Club Waimea manager John Hewison. The Bowling Club will experience a substantial reduction in their running and upkeep costs, as the new lawn being laid at Club Waimea is artificial, as opposed to the natural lawns at the current location. An artificial lawn requires low to no maintenance and can be played on all year round, as opposed to the seven months of play that the natural lawn offers. The members will also have access to the Club facilities, including the bar, function rooms and bathrooms. Much of the club’s existing equipment can be relocated to the new clubhouses and lawns, further reducing the cost of getting set up. “It’s put us into a situation of being more financially manageable, and not having to increase

We had our monthly meeting recently and Rose Biss from TDC visited us to talk about the Strategic Review of Brightwater. This is all about how the Council sees Brightwater looking in 20 years time and this is our opportunity to have input into that. Do you have ideas for how Brightwater could look in 20 years? Please let us know. It could be about further residential land, the effects of flooding in our area, what about more industrial land and where could/ should that be situated? What about the youth of our Community? What facilities would you like to see? What about public transport, perhaps transport for youth to get to Richmond or Nelson in holiday times? What about facilities for young families? What do they need from the Community? Also let’s not forget the older residents, what are their needs? community. Our rolls have dropped due to a lot of children moving onto kindergarten and other family reasons. With the colder mornings the children have enjoyed baking fritters, muffins and pizzas, and also having nice warm milos to drink. Coming up we have trips to Chipmunks and a Gym session with Linda Mace as well as a dress-up day and an airport walk. The children enjoy getting out and having fun and it provides a chance for the children and adults from different sessions and days to meet up. On the last day of term we are having a disco for the playcentre children and adults to have some fun before we all head off for a week or two break. We had a very successful quiz evening in mid May, raising just under $4000. Fundraising is essential for the daily running of our centre and we thank all that were involved in making it such a great night. We have spaces available. You are entitled to three free visits, so come and meet our friendly team and check out our playcentre where your child/children will have

Golfer lands hole in one It only took two months for Robert Golding to land his first hole in one. Many of the world’s top golfers will go their entire career without landing the prized scalp of sinking the ball in the hole after just one swing. But Robert, an employee at Westmeat Richmond, struck his just last weekend at the Totaradale Golf Club, a club he only joined in March. The hole in the one was struck on the 17th hole. “I was just pleased to get it on the green. I think my mates were more excited than I was. Before it even hit the ground one of them said it was a good
ball,” says Robert. It is the 94th hole in one witnessed at the club since 1964. On average, there are two hole in ones every year and so far this is the first of 2012. The previous two came in December 2011. Totaradale Golf Club vice president Eric Bradley says the 17th hole is the best hole to view from and Robert was happily witnessing the ball carry on to the hole. “It just landed in front of the flag and kept rolling. Like I said, I was just happy to get it on the green; I thought it could have been a birdie chance.”

No Knapping for hill climb champ Kevin Knapp reigned supreme at the Spooners Bush Rd Gravel Hill Climb on Sunday, cruising to overall victory with three of the day’s four fastest times. Kevin, driving a Mitsubishi Evolution 6.5, had taken the lead after an impressive first run time of 2 minutes 14.240 seconds. But he didn’t just stop there and faster in each of his runs. His best was 2 minutes 8.820 seconds. The race was initially planned for Slaters Rd on the Whangamoa, but was relocated to Spooners just days leading up the race. All drivers were given three attempts on the gravel course. The winner was the driver with the fastest time amongst the three. The race brought in 14 local entrants, all competing over four separate classes; Class A 0-1400cc,

Class B 1400-1800cc, Class C 1800cc and over, Class D 4WD. Class A driver Greg Teece was second on the overall standings; his best time was 2 minutes 13.26 seconds. Garry Adcock took out Class C in his BMW. His second run of 2 minutes 15.780 seconds was his best time of the day. His son Aaron Adcock, driving a Ford Escort, was sixth overall and first in Class C with a day’s best time of 2 minutes 22.320 seconds. Tahunanui’s Cam Lankshear had the only spill of the day, hitting a tree stump around a corner. The crash halted his race for at least five minutes while they attempted to get the Toyota Starlet out of the bush. It resulted in bent steering, leading to a damaged drive shaft but he emerged from the crash unscathed.
Now that winter is definitely upon us, the best place to catch fish is at D’urville Island. The guys in the club that have been going down most weekends have reported good numbers of kingfish, snapper, blue cod and other species. Unfortunately they wouldn’t divulge exactly where these fish were but said that they would be more than happy to share some of these spots to any newcomers to the club next season. Sounds like a good reason to join the club. This week we look at how to targeting kingfish with jigs, which is an exciting way to feel the power of one of the most sort after game fish in New Zealand. You need good gear to consistently catch them. I recommend Jigging Master (JM) and Jigstar fishing gear that can be brought at your local fishing tackle retailer. Look for a medium rod weight that
can work a 200gm to 400gm lure like a JM Three Kings Special or JM Ocean Devil and match it with a good overhead reel like the JM PE5n Power Spell. These tiny reels are more powerful than a Tiagra 80w that are used to catch marlin. At 60lbs of max drag compared to 44lbs of drag for the Tiagra you have more than enough stopping power of ultra-smooth drag. For terminal tackle you can’t beat JM 11/0 jig hooks and Jigstar assist cord, grommets and knot sleeve. Use Jigman PE6 (80lb) braid that is coloured every 10 meters so you can judge the depth of water you are jigging in. Add to the end of this 5 meters of fluorocarbon 120lb leader and you are ready to go. Next week, where to go to find the fish. The Waimea Old Boys women’s team has suffered its first loss of the season to rivals Stoke. Waimea unfortunately couldn’t find any rhythm throughout the game and walked away with a 32-17 loss. The first half was a close contest, both teams showing good skills and great defence. Waimea’s attempt to put the first points on the board was unsuccessful with a missed penalty five minutes into the game. But Waimea fought hard with great support play and saw outstanding flanker

Waimea conceded the first points of the second half only three minutes in. Stoke’s centre caught Waimea napping and used it to her advantage scoring three consecutive tries for Stoke in what was an outstanding game for the individual player. Waimea was not ready to let Stoke take the game and with some amazing runs and support play Waimea’s Kylie Albert crash over for a well deserved try. With the scoreline very close, Waimea needed to keep the intensity

Taking to the game what it learnt at practise paid dividends for Garin Senior A when the high school side recorded its first win in Grade 3, beating Tapawera Wadsworth Motors to the tune of 3419. Garin played a consistent four quarters which was evident in the quarters as they scored 9-6, 7-4, 9-9 and 9-1. Consistency is not always present in the college team’s game. However, coach Sarah Rankin says the side lifted to play the game they are capable of. Centre, Makaila Powick came in for praise from her coach – she played an excellent defensive game where she picked up considerable ball, she displayed good timing as she drove onto the ball
and fed beautifully. Olivia Nott turned in a creditable performance at goal shoot, she worked the circle well and took the ball strongly to convert the shot, many of them from range. Tapawera Wadsworth Motors struggled up against Garin College’s style of play as it worked to develop new combinations on the court. Tania Higgins did a great job in the centre bib – her cool head was the steadying influence through the court. The playmaker possesses a reliable pass and shoulders a hefty work load through court. But the strong final quarter saw Garin home.

Current Dog Registration expires 30 June 2012

The Dog Control Act 1996 requires that all dogs over the age of three months be registered for the current Registration Year. The Registration Year runs from 1 July to 30 June. Registration forms for all dogs currently on Councils database will be posted mid June 2012. If you own a dog and do not receive a registration form, please immediately contact your nearest Council office. The Registration Fee structure for 2012/2013 remains unchanged from 2011/2012: • Urban Dog $50.00 • Rural Dog $30.00 Whether a dog is Urban or Rural is determined by the size of the property on which they reside. Dogs on properties less than one hectare are deemed Urban, dogs on properties of one hectare or more are deemed Rural. A penalty equating to 50% of relevant urban/rural fees will be imposed on owners of dogs that have not been registered by 1 August 2012. The cost of dog control and administration is funded by dog owners, accordingly all revenue received and retained by Council in relation to dogs is expended solely on dog related activities, these include: • Compliance with Dog Control Legislation – Registration, microchipping requirements – Maintenance of local and National Dog databases • Enforcement of Dog Control Legislation – Providing designated Dog Control Officers – Providing a system for the lodging and recording of complaints – Providing a physical response to incidents and complaints – Providing a physical response in relation to animal welfare – Classifying dangerous and menacing dogs – Issuing infringement notices for offences – Prosecuting offences under the Dog Control Act 1996 • Providing Dog pound facilities • Education of the general public and local interest groups in regards to; owner obligations, safety around dogs, and other dog related topics.
