Tasman rates higher than national average Tasman District Council’s 20,224 ratepayers are forking out one of the biggest rates bills in the country according to the National Ratepayers Report released by the New Zealand Taxpayers Union on Monday. The average residential rates in Tasman were calculated at $3056,

$394 more than the national average for unitary councils and well above the national average for all councils of $2251. The TDC’s top level staff are also relatively well paid with 33, or 12 per cent, of the 269 staff earning more than $100,000, two per cent more than the national average for unitary

councils. However, Tasman mayor Richard Kempthorne’s annual pay packet of $129,719 is less than the national average of $160,314 while chief executive Lindsay McKenzie’s salary of $308,236 is also lower than the national average of $367,439. Tasman dis-

trict councillors get an average of $38,482 compared to the national figure of $56,319. Tasman’s borrowing costs per ratepayer are $393 compared to the national average of $324. Nelson City Council’s average residential rates are $2804 while mayor Rachel Reese gets

$128,875 and former chief executive Clare Hadley was paid $309,426. Nelson city councillors are paid an average of $44,885. Twenty of Nelson city’s 267 staff earn over $100,000 which is three per cent lower than the national average and five per cent lower than Tasman.

Twins lose locks for cancer Simon Bloomberg Two years of hard work, brushing hair and untangling knots ended in a snip last week when Tapawera twins Chloe and Paige Nieman had their long, golden locks cut off to raise funds for the Cancer Society. Chloe and Paige, aged nine, started their hair growing mission just over two years ago after their mother Haley showed them a video on Facebook of a girl having her long hair cut off to help make a wig for a cancer patient. The twins were so impressed by the girl they decided to follow suit and last Friday they were the ones being videoed and photographed as hairdresser Mel Douglas-Solly cut off their locks for cancer in the ANZ in Richmond. “I showed them the video on Facebook

and spoke to them about cancer and why the girl was doing it and they said, ‘we want to do it too’. It was their decision entirely and I’m very proud of them,” Haley says. Chloe says she and Paige are happy that they will be helping a child who lost their hair during treatment for cancer and raising funds for the Cancer Society. Chloe is also pleased that her new hairstyle has the fringe benefits of “not so many tangles and less brushing before school in the morning”. “I got a fright when I saw it in the mirror and it feels weird but I don’t mind,” she says.

Chloe’s best friend Hannah Newport had the afternoon off school to watch the haircutting saying, “it’s cool what Chloe is doing”. Chloe’s dad Geoff, children from Jig Saw Preschool, Tasman mayor Richard Kempthorne, Cancer Society Nelson manager Michelle Hunt and many of the bank’s customers also watched the twins donate their hair to charity. ANZ’s Brayden LukitauNgaamo told on-lookers that “cancer is an ugly disease but what makes it beautiful is when you see young girls like Chloe and Paige doing something like this.” Chloe and Paige are donating their locks to US-

based wig company Wigs for Kids. Mel posted the hair, which had to be 20cm long, to Wigs for Kids, and money from the sale will go to the New Zealand Cancer Society. The hair-raising charity event also received around $1000 from donations which will help boost the Cancer Society’s annual Daffodil Day Appeal that is being held this Friday. Michelle says collectors will be setting up stalls throughout Richmond and in Brightwater, Wakefield and outside Raeward Fresh for Daffodil Day. Collectors will also be going door-to-door in the Beach Rd and Wakatu Estate industrial areas on Friday.

Expansion of the Lakes-Murchison ward, a separate ward for Mapua, a reduction in councillors, and establishment of a Maori ward, are all up for discussion as part of Tasman District Council’s representation review. The Local Electoral Act 2001 requires all councils to review the number and make-up of elected representatives every six years. Electoral officer Sandra Hartley says the council is “looking at ways to involve the community and get their feedback prior to any formal decision.” However, Tapawera Community Association chairman Evan Baigent says, “the council needs to have these discussions with the community before a proposal is put out.” Losing one councillor in the 2006 review, Lakes-Murchison has the potential to be hit once again, with the ward officially ‘over-represented’. Evan says that the Lakes-Murchison ward is already “too big of an ask”, and stresses that “it’s not just about the number of people you’re representing”. Teacher, storyteller, legend Judene Edgar

“To me, there are three things we all should do every day. If you laugh, you think, and you cry, that’s a full day. That’s a heck of a day. You do that seven days a week, you’re going to have something special.” Those lines from a speech by Jim Valvano, basketball player, coach and broadcaster, were a favourite of Jerry Rowland – teacher, storyteller, legend – and so much more. Jerry passed away August 5 in Nelson Hospital, telling stories and making friends with everyone around him, right to the end. He was surrounded by those dearest to him, his wife Barbara and three children, Jeff, Pam and Jody. “He never knew a stranger,” says Barb, “everyone was a friend.” It was six years ago when I first met Jerry, and I too, had the pleasure and privilege to call him a friend. Tall and slender, his beaming smile and charisma filled any room. And despite being there to talk about Waimea Village and the fight to keep their home, and 171 others, Jerry’s face still lit up, eager to share a story or two with his new friend. Born in New York, he called Florida home before migrating to New Zealand in 1970. The history teacher, talented basketballer and sports coach was a born orator, engaging young and old alike. “He related to all generations,” says Jody, “that was his gift.” Jerry’s penchant for storytelling is legendary. Barb and Jerry shifted to Waimea Village after retiring from teaching in Edgecumbe, but the call was too strong and he continued relief teaching at Nayland College until he was 80. Jerry’s students loved him too, as attested to by comments from former students.

I could sit all day listening to his awesome stories.” “He’s a legend! His stories beat classwork any day.” Jerry also taught all three of his children history. “Dad didn’t make us take history, but we wanted to,” recalls Pam. “He loved his history. It was more than just dates and facts. It was about the people and the stories,” says Jody. “One of his favourites was how Rasputin died. Today you would Google it, but we didn’t have to, we had dad,” recalls Jeff. For his fellow Waimea Village committee members, Jerry will be remembered for his storytelling, jigsaws, painting, cycling, knowledge of history, and for being a great leader. “He loved the village and how it functioned mattered to him very much,” says Joyce Wilson. “He was the voice we needed.”

“He changed the village dramatically,” agrees Barry Wilson. Waimea Weekly owner Steve Page, who supported Jerry throughout the four-year battle says, “it was a privilege to know the guy – he was one of the world’s nice guys.” “I’m so pleased everything was sorted before he left,” says Alan. Family, friends, village residents and fellow Probus members were all quite shocked when Jerry, who’d “never been crook in his life”, suddenly passed. But in his brief sickness, he again took inspiration from the words of Jim Valvano. “Cancer can take away all of my physical abilities. It cannot touch my mind, it cannot touch my heart, and it cannot touch my soul. And those three things are going to carry on forever.” And that’s how his family and friends will remember him – full of life and full of stories.

simon@waimeaweekly.co.nz A Richmond couple are teaming up with Victory Vets to offer cut-price de-sexing for large bully, bully-cross or brindle dog breeds, to help reduce the number of unwanted puppies. Deb and Mike, who don’t want their last name published, are funding an offer to have 30 dogs de-sexed for $25 before the end of October to help reduce the number of unwanted puppies. Victory Vets’ practice manager Brendan Hickman says Too Many Puppies is a great initiative and they are happy to help by providing a discounted rate for their services. Brendan says the large mixed bully breeds tend to have big litters which often means there’s too many puppies and not enough homes. Many of these puppies end up at the SPCA and Brendan says Deb and Mike’s initiative is potentially saving a lot of heartache. “These breeds have big litters so it can be a real problem finding homes for all the puppies,” Brendan says. “But you often have nice families with a really nice bully dog but they can’t afford

Boating safety course for women, Wednesday, July 26: Maureen May of Coastguard Nelson says their boating safety course, ‘Suddenly in Charge’ was absolutely fantastic with almost 90 people wanting to take part. While only 40 were able to attend the first session, held on Wednesday, August 2, Maureen says a second course will take place on Tuesday, September 26, which is already fully booked. Organisers were overwhelmed with the response and if there are still more ladies keen to learn after the second course, a third will be organised for October. Lifestyle blockers learn handy skills, Wednesday, August 16: After a hugely successful fundraiser, Dovedale School PTA estimates it has raised just under $3500, although the final total is yet to be calculated. It was the first time the PTA had run the fundraising event, which gave lifestyle block owners the opportunity to learn some practical skills including fencing, butchery and sheep care. Teamwork strengthens emergency response Judene Edgar Reporter

Tuesday, August 22, a 5.8 magnitude earthquake struck Nelson causing damage to commercial and residential properties. NZ Response Team 2 (RT2), the region’s specialist civil defence rescue team, was called to Trinder Engineering on Gladstone Rd to support the Richmond Volunteer Fire Brigade (RVFB) to locate and extricate seven unaccounted for employees. The scenario, was designed as a first-of-its-kind training exercise between the fire brigade, who are first responders, and RT2, who are part of the Nelson Tasman Civil Defence Emergency Management Group. The response team consists of up to 24 volunteers who train regularly to ensure they meet national Urban Search and Rescue standards. “Our main aim is to save the greatest number of lives in the shortest amount of time,” says RT2 welfare officer Karen Cargill. During civil defence emergencies or incidents such as flooding or if a vehicle has gone down a bank, RT2 will be called to employ their specialist skills, but as these events (thankfully) don’t happen very often, it means that the responders don’t get to work together very often. Karen says, “we wanted to en-

A casualty is lowered down on a stretcher during an earthquake exercise at Trinder Engineering. hance the ability of the fire brigade to respond, but also to strengthen our working relationship and [combined] team response to critical incidents.” Deputy section leader Jason Monopoli agrees. “When the call goes out it’s important for us to be able to work together – that way lives will be saved.” Richmond Volunteer Fire Brigade senior station officer Nigel Lammas says the inter-agency interaction is very beneficial as it means they “understand each other’s systems and what each

team brings to a major incident.” Working in combined teams, RT2 and the fire brigade undertook a “recee” (recommaissance) and size up prior to an indepth search for ‘employees’. First aid was administered and the ‘walking wounded’ were escorted out. The response team are first aid and PHEC trained – pre-hospital emergency care – essentially midway between first aid and paramedic training, as well as having specialist rope and stretcher skills. Some of the wounded needed to be rescued from under heavy ma-

chinery and others stretchered out. All the while, the responders needed to take care of obstacles, and evacuate the building when heavy aftershocks hit. The final exercise was a two-point lower stretcher evacuation, used to lower a stretcher down from a height, in this scenario, from a mezzanine floor. The patient is blanketed and lashed to a stretcher, with two rope lines at the top of the stretcher and two lines at the bottom for the rescuers on the ground. While gently lowering the stretcher down to the ground,

the two rescuers on the ground need to guide the stretcher clear of any obstructions while keeping it slightly angled so the stretcher isn’t fully vertical. All the while monitoring the patient. After the success of their first combined training exercise, Nigel is hoping that it will become an annual event. Despite the disruption and disturbance, Janti Makan from Trinder Engineering says, “we’re always keen to support our local emergency services – you never know when you might need them.” Janti, who is also a Brightwater Rural Fire Force volunteer, is looking forward to a combined training exercise with his brigade. Both RVFB and RT2 are currently recruiting. Anyone over 18 with a reasonable standard of fitness is welcome to come along to the Richmond Fire Brigade on a Tuesday nights from 7.30pm to have a look at their training sessions. Due to the nature of RT2 training, formal recruitment only occurs once every two years, but expressions of interest are accepted at any time. The next selection weekend is being held in November 2017. Wai-West Horticulture has top employee on staff Simon Bloomberg Appleby’s Ralph Bastian took out two titles at the Young Grower of the Year annual awards dinner held in Christchurch last week. Ralph, 29, was named winner of the Balance Leadership Panel and received the Outstanding Leadership Award at Thursday’s awards. The Wai-West Horticulture orchard block supervisor had won the Nelson Young Fruit Grower in July. It was an outstanding achievement by Ralph who has only been working in the pip fruit industry for three years. He initially started training as a pilot, completing a Diploma in Aviation with the Nelson Aviation College and then “worked in market gardens for almost a decade” before joining Wai-West Horticulture. “I was looking for a new challenge so I switched to pip fruit,” Ralph says. “It was the best change I ever made - I absolutely love my job.” Ralph says Wai-West Horticulture is a great employer, “providing plenty of opportunities to learn”.

Arrest for Red Cross burglary Nelson Police have arrested a man in relation to the Red Cross Service Centre burglary in July. A 12-seater transit van, a large amount of emergency equipment, hand-held radios, and generators were taken from the premises. It’s been a little over two years, but for 17-year-old cheerleader and head coach Annabel Noar, that’s all it took to go from the lowest point of her life to the highest. Discovery of a tumour in her leg in April 2015 saw the former dancer and gymnast taking up cheerleading to help with her post-surgery recovery and rehabilitation. “It used to be something that me and my little sister [Joelle] did," Annabel says. But thanks to her mother Maxine Noar, they now run Electrix Cheerleading which has more than 100 cheerleaders, male and female. Maxine, Annabel and her friend Paige Byers, have qualified as cheerleading coaches. "I like that it’s family oriented – anyone can join.” Now the club has taken the next step in its growth, moving into their new home at Flip Out in Tahunanui. “For the past two years we’ve had to use facilities at different locations and the junior and senior teams didn’t get to practice together, so we needed our own home,” says Maxine. “It’s great to have purposebuilt facilities with a sprung floor.” Waimea Intermediate student Charlotte Danielson-Watts, 13, joined Electrix one year ago, and this weekend she captained the junior team in the two-day Olympia cheer competition in Auckland. Electrix took two of their nine teams up to the competition – the first time they have entered full teams in the competitions. “Both teams got great marks which is amazing for our first team comp, and our soloist, Issy Anderson, came second, which was fantastic,” says Maxine. “I’m so proud of how hard

they worked.” Maxine says that a lot of people don’t appreciate the physicality of cheerleading. Competitive cheerleading is light on pom poms and sequins, but heavy on synchronicity, teamwork and athleticism, she says. Every routine must include four elements – stunting, jumps, tumbling and dance. Despite the skill and technique required, Maxine says it brings kids to sport that may not go to sport or who might be intimidated by other sports. And the club's new home is only the start. Year 13 students Annabel and Paige want to take on Electrix full-time next year when they finish school with plans to grow the sport. “All the competitions are in the North Island so I would love to grow cheerleading in the South Island,” says Annabel. Vive la New Caledonia Judene Edgar It was a bittersweet win for Year 13 winner Lara Endersby at this years’ Alliance Francaise regional Concours Oral (French-speaking competition), held at the New Life Centre on last Friday. The Nelson College for Girls student won the Year 12 regional and national Concours Oral competitions last year, meaning she was eligible to compete, but not eligible to represent the region at this years’ nationals. However, this means that second-place Year 13 student, Waimea College’s Daniel Leaper, is heading to Wellington in a little over two weeks’ time, with a chance to win a trip to New Caledonia. “It’s such a generous prize and such a good way to get people involved,” says Lara. Last year, both regional winners, Lara (Year 12) and Georgia Dunn, the Year 13 winner from Waimea College, went on to win the nationals. With a one-in-seven chance at the nationals, Daniel’s eyes are squarely on the prize. “Sean [Reilly who placed third] and I have been working really hard. “We’ve been going to the Alliance Francaise café conversations at La

Gourmandise to prepare. “It’s very cool winning – it’s been on my mind all week.” Also heading up to the Concours Oral nationals is first-time entrant, Year 12 winner Lola Beinert, from Nelson College for Girls. “It was awesome,” she says. For the 54 students from across the top of the south it is a true day of French immersion. One-by-one the students are ushered into a room where they meet two judges who get them to read and explain text and pictures in French to assess their conversational level. The rest of the day is spent singing, playing games and competing in quizzes – all in French. Prizes are awarded to the top three for each Year level, with the top Year 12 and Year 13 students representing the region at the nationals. Quiz master Doug Hill says, “it was an absolutely brilliant day. “Every year is better than the one before.” Alliance Francaise has been hosting the awards for 20 years. They provide enjoyable and educational French cultural activities and are open to anyone interested in all things French.

Signed memorabilia donated by two of New Zealand’s biggest sporting stars, the perfect Father’s Day present, and a luxury weekend at WOW are just some of the auction items at this year’s Appleby School Country Fair. The annual school fair has always been one of the most popular family events on the calendar and this year’s edition looks like being another show-stopper. The September 2 fair will have all the regular attractions including live music, pony rides, a petting zoo, plant and produce sales, food and beverage sales and, of course, the silent auction which deputy principal Nic Walker says has attracted some stellar items. “We’ve got a signed Oklahoma City Thunder top from Steven Adams, and a pair of boxing gloves signed by WBO heavyweight champion Joseph Parker which are both very special,” Nic says. “One of our parents managed to get them for us so we are very lucky.” The silent auction will also include the perfect Father’s Day present, tickets to the All Blacks final Bledisloe Cup game in Auckland. Tickets to the Silver Ferns game against Jamaica and a weekend for two to Wellington, which includes tickets to World of WearableArt, will also be up for auction. Nic says the fair always receives great support from the school community with many “past families coming back each year to help.” He says it’s the school’s biggest fund-raiser of the year and it’s been “all hands to the pump” over the last few weeks to get everything organised for the big day. The Appleby School Country fair will be held at the school grounds on the Moutere Highway Saturday, September 2, from 11am to 2pm.

Charles Anderson As a district court judge for almost two decades Bill Unwin was used to hearing stories. But nothing quite prepared him for the voluntary job he took up in retirement – hearing from those who were at the end of their lives. Bill signed up to be a life writer for the Nelson Tasman Hospice seven years ago, and in that time he has interviewed about 30 people from all different backgrounds. “A lot of people are reticent. Some say they have nothing to say, but they always have everyone has a story.” Bill says it has been a privilege to hear and record them. “The dignity of people that have been told they have less than 12 months to live, and come to terms with that, and then share it, is extraordinary.” The process is beneficial to the patient, as the conversation and recollection is therapeutic, but it also gives family members a chance to

To prepare himself for the job Bill had to go through an extensive interview and then training to make sure he was a good fit. He spends about an hour a week with a patient but much of the time is spent transcribing interviews. “One of the best moments

is reading the story back to them, and watching them lie back and smile,” Bill says. Bill was made companion of the Queen's Service Order for services to the judiciary in 2010. “It is something that you have to give back to the community. If you’ve had a life like I have, you have to. It’s a

wonderful scheme.” Nelson Tasman Hospice is embarking on its most ambitious project in its 30-year history – a new $11.5 million hospice at Suffolk Rd. It is due to be completed by the end of 2018 but is fund-raising to help reach that goal. To donate visit www.nelsonhospice.org.nz/donate.

Judene Edgar Wakefield teacher Isobel Ford has traded in her whiteboard for waders as part of a national Science Teachers Leadership Programme, designed to enhance science delivery and learning in schools. The two-year programme coordinated by the Royal Society and funded by the Ministry of Business, Innovation and Employment, enables a teacher to spend two terms undertaking hands-on science within a host organisation working alongside their scientific staff. The teacher is then supported for a further 12 to 18 months to implement that knowledge within

their school. “It’s a really amazing opportunity,” says Isobel. “I have a particular interest in the importance of using science well for understanding the environment and environmental issues.” As the Enviroschools leader for the past three years at Wakefield School, Isobel pitched the idea of working with the Tasman District Council. Wakefield Principal Peter Verstappen says, when the opportunity arose “we leapt towards it.” “It’s a fantastic, rich professional learning opportunity that doesn’t come along often, that’s also designed to add real value back to the school.”

Wakefield School focuses on collaborative teaching and democratic learning, so Peter says the programme fits with the school’s approach. “It’s about stepping away from content and focussing on ‘the nature of science’ – how to do science and what science means in the world.” Isobel is assisting with fieldwork, as well as the recording and use of data. Already she’s been out in the field helping take soil samples, river water quality monitoring, and wetlands mapping. “It’s been interesting to see the extent of science council use in terms of mapping wetlands, soil contamination, biodiversity, biosecurity, planning and land use.”

“I’ve found the scientists have been really willing to share their knowledge and show how they work with science, and how important it is that science is used to underpin their policy decisions.” Council’s environmental information manager Rob Smith says, “Isobel is teaching our future leaders so we thought it was a great opportunity to be able to support her understanding and theirs.” Peter is looking forward to Isobel bringing back “more science grunt in terms of practice and knowledge but also in terms of our focus of the children being citizens in action.”

Focus on WakeField Gold star firefighters gather for first reunion Brittany Spencer

What’s happening at Wakefield School? “I learned about truck safety. You have to be five metres away from the truck to be seen. It is the same with bikes and the same with walking. I got to go in the truck. We had to put our thumbs up when we could see the people. I loved truck safety. Some trucks are very dangerous. One day when I was coming back from Totaranui a truck went too fast around the corner and the road was shut down for four hours. It was annoying.” - By Tayla, age six.

Over 600 years experience at battling blazes and fighting to save lives was crammed into Club Waimea for the Richmond Volunteer Fire Brigade’s Gold Star Reunion on Sunday. Around 20 firefighters who have received a gold star for 25 years service, gathered together for their very first reunion. Among them, and sat around a table reminiscing about the days before pagers, firetrucks, radios, and breathing apparatus, were former chief fire officer Fred Waldner, Geoff Mead, double gold star member Gerald Holland, and former deputy chief fire officer Eddie Lammas. The reunion, a first for Richmond’s gold members, was kick-started by a couple of members with poor health wanting to catch up for a meal, and was extended to include all the gold star members. “We’re one big family,” says Eddie. “You can go from one station to another and you’re always welcome, and there’s great

camaraderie so the chance to get together is always a good one.” Eddie says the gold members have seen the fire brigade and it’s role change drastically over the years. “There are a hell of a lot more call-outs now, more accidents, rescues, support for the ambulance services, more cardiac arrests - we respond to a lot more medical incidents than we used to.” The brigade had some pretty major fires in the early days, the New Zealand Box Factory, Rabbit Island, and the Richmond Hills all make the list, but Fred Waldner says a fire at the port was one of the most memorable. “There’s been so many over the years but we had a ship fire in Port Nelson in the 80s, the ship was packed solid with cardboard and somehow it caught alight. “The big problem was that we were pumping water in and it started to lean, so we had to pump all the water out again so

it didn’t tip right over - it was quite scary actually.” Geoff Mead was also part of the team that battled the maritime fire. “The breathing apparatus was pretty new back then and it was a real struggle. “I remember going in and the whole thing was covered with foam, you had to follow a hose to walk through all the foam, once you got to the end of the hose you would extend it a bit further, working your way forward and extinguishing as you went.” Geoff, who has been part of the brigade for over 35 years, says the biggest change he’s seen is the equipment. “When we first joined there were no pagers, we all had fire bells in our homes, they made a hell of noise, we used to hide them in cupboards but they’d always wake the kids up in the night. “And as for the trucks, we started off with an old v8 cut down car and look at the gear that they’ve got now.”

Football title race gets exciting Andrew Board The race for the region's top football title will come down to the wire after an injury-time goal by Tahuna FC stunned league-leaders Richmond Athletic at Jubilee Park on Saturday. Holding a 3-1 advantage with ten minutes remaining, Richmond looked as if they'd done enough to keep the four point lead at the top

The Nelson Motorcycle Club is staging an event for the younger motocross riders at MotoXPark in Eighty-Eight Valley this weekend, to replace the cancelled Tasman secondary schools’ champs. The new teams event has been extended to include mini motocross riders aged from four to 16 years. It will also have a community focus with riders competing for one of seven Nelson charities, and all pro-

ceeds from the event are going to the charities. One of the organisers Delwyn Leitch says they are “fortunate to have some great sponsors on board” including Placemakers, Star Moving, Nelson Brake Services, Tyres and More, Stainless Steel Concepts, Leitch Contracting and Barnett Construction. All proceeds from the event will go to Nelson Marlborough Rescue
