Dam documents made available The about-turn made by the Tasman District Council (TDC) regarding their decision on the Waimea Dam appeared to perplex a number of residents. TDC communications manager Chris Choat says council used the
Standing Order 23.6 “Revocation or alteration by recommendation in report”, to revise their decision of August 28 not to continue with the dam. A meeting was called for September 6, so council could reconsider their decision in light
of new information and a revised funding offer from their joint venture partners. Under this revised proposal, irrigators through WIL are now servicing 75% of the additional borrowing costs to close the $23m funding gap.
The introduction of the large institutional investor in WIL has closed the funding gap and significantly reduced financial risks to council. It is expected that by WIL contributing effectively 75% of the servicing costs, the impact
on ratepayers can be minimal. Now that the council has accepted the offer, the principles underlying it are able to be made public and the revised funding report of September 6 is now available online through the TDC website.

Harness racing allegations Dead pig left in Richmond bus stop disappoint past president Emily Beaumont Reporter

Past president of the Nelson Harness Racing Club, John McKenzie, says he is “completely and utterly disappointed” at the race-fixing allegations the industry is facing, and says he has never been aware of any deception within the club. John’s seven year run as club president finished nearly a year ago, and he says the allegations will have “big ramifications” for the entire industry. A police enquiry into the alleged fixing found at least one of the drivers manipulated the result of a race this year, on Friday, June 8 in Richmond. Eleven people nationwide have so far been arrested and charged in relation to Operation Inca – an on-
going National Organised Crime Group investigation into alleged corruption in the harness racing industry that began nearly 18 months ago. Embroiled in scandal, the industry also has prominent figures on drugs charges which John says is “as bad if not worse. It’s not a good look to think that people in the industry are using and selling drugs among themselves”. John says the industry is challenging enough to be in and these allegations have the potential to “ruin livelihoods”, but as far as he’s aware industry figures in our region aren’t under any suspicion. “I must say it has no bearing on the Nelson club at all, apart from the respect that if the charges are proved it could turn people away from racing. Until it’s sorted we don’t know how big it will be for harness racing.”
A dead pig was found lying on the seat of a Richmond bus stop on the morning of Wednesday, September 19. Local taxi driver John Pirie came across the dead pig in the early hours of this morning. “I was just driving past doing my thing when I saw it. It looked extremely healthy, almost as though it could’ve been sleeping.”
He says he couldn’t see any signs of a cause of death. Tasman District Council communications manager Chris Choat says he saw it on his way in to Richmond this morning. “Someone’s killed it and couldn’t be bothered to do anything with it, so they have dumped it there. “I didn’t stop, but it appears as though someone has shot it or
stuck it quickly.” He says he hasn’t seen it upclose so can’t speculate on how the animal came to its “sad end”. “I just saw it and I rang our guys and asked them to go and get it, it will be removed shortly. “I imagine there’s a couple of teenagers giggling into their cornies this morning.”

An ambulance came to rest on its side after a collision with a van while enroute to a call-out.

Ambulance rolls at busy intersection Emily Beaumont A young boy’s birthday party at Richmond’s Queen St McDonalds was brought to a halt when his father, Greg Taylor, witnessed an ambulance “up in the air, then on its side”. The family were enjoying dinner on Thursday, September 20, when at 5.45pm they heard the wail of an ambulance siren, accompanied by flashing lights, approaching the intersection of Queen St and Gladstone Rd from Lower Queen St. Greg says as the ambulance approached the lights and slowed
somewhat, a fuel tanker was turning right from the motorway, obscuring the view of the ambulance for another vehicle, a van, heading straight through a green light down Gladstone Rd. The two collided, causing the ambulance to roll. With everyone in McDonalds “like stunned mullets”, Greg’s instinct soon kicked in and he hurried to the intersection where the ambulance was resting on its side. “Me and another chap kicked the glass out of the windscreen to help the two ambulance drivers get out. Then I went and disconnected the van’s bat-
tery to eliminate any fire risk,” says Greg. The ambulance was on its way to an incident and not carrying any passengers at the time. St John immediately despatched another ambulance to the original incident, while also despatching an ambulance with managers to the accident. The driver of the other vehicle was assessed at the scene but did not require hospital transportation. The ambulance officers were uninjured. “We are providing support to everyone involved in this accident,” says James McMeekin, St John, Tasman District.

Lions Club to celebrate 50 years of service Amy Russ The Richmond Lions Club are extending an invitation out to all past and present members to help celebrate the club’s 50 years of service to the community, on November 3. John Harwood, convenor of the club and chairman of the events organising committee, says guests can look forward to a dinner on the Saturday night, with a guest speaker and some entertainment. And on the following Sunday there will be a BBQ lunch at the Richmond Showgrounds on Lower Queen St for
those who wish to stay on. John has been a member of the Richmond Club for 45 years, is a fivetimes past-president and has seen many members come and go, “I enjoy the social times in the club, but also the comradery and being able to help other people. By being a team, you are able to put your heads together and work together to help people out.” Joining the club in 1973, John has been a part of projects like the building of the bus shelter on Salisbury Rd, building of seating at Waimea College, building the Richmond Kindergarten
playground and extending the Richmond Senior Citizens Hall and the tennis pavilion. Mindless vandalism upsets reserve users Emily Beaumont Frequent users of Bill Wilkes reserve in Richmond were “angry and disappointed” to discover vandals had attacked areas of the park overnight on Saturday, September 22. Grates were ripped from drains, freshly planted trees uprooted and the cherished children’s swing burnt. Nearby resident Colleen Gibb says, while it’s usually just beer bottles and takeaway wrappers left behind, this time the vandals have “overstepped the mark”. “Obviously, somebody thought it was a smart idea to ruin someone’s fun, it was a kid’s swing,” says Roddy Gordon. “We need to focus on swift reporting so when someone sees something like this happening it’s dealt with straight away. We should be able to name and shame them if they’re caught. It’s time to catch them now before they move onto another level of crime.” Police say the culprits were not caught.

Mycoplasma bovis forces on farm judging for A&P show’s cattle competitions Due to the Mycoplasma bovis outbreak, there will be no cattle competitions at the Nelson A & P show this year. However, the A & P association is eager to foster the continued involvement of the younger exhibitors. The usual classes of calf care and handling for junior and senior, yearling care and handling, best hand-reared calf and champion calf as advertised in the schedule will be judged on farm this year. In addition, there will be a new class for a story/diary and photo where the entrant can write about how they raised and prepared their calf, alongside a photo of their animal. The announcement of the winning entries and the presentation of ribbons and trophies will take place at the Nelson A & P show entertainment stage on Saturday, November 24, from 12pm-12.30pm. Feedback sought on draft of alcohol in public places bylaw The public is invited to offer feedback on the draft of the Control of Alcohol in Public Places bylaw by Tuesday, October 16. The goal of the bylaw remains unchanged – to reduce incidences of alcoholrelated crime and disorder in our district to benefit both residents and visitors. The draft bylaw also continues the police powers to enforce the alcohol ban in defined public places. A full copy of the draft replacement bylaw is available at tasman.govt.nz/feedback.

Temporary water chlorination for Richmond supply The temporary water chlorination for the Richmond supply that began on September 19 will continue until October 2, due to two major pieces of work going on in the Richmond water network. As these works both involve connecting to or cutting into the existing water supply, chlorinating the water ensures the water remains safe to drink. The level of chlorine is low – around 0.3mg/l (0.3 parts per million).

Greg ‘Kell’ Kelly is riding the length and breadth of New Zealand, Australia and the USA on his Harley Davidson motorcycle to raise funds and awareness for Younger Onset Dementia. Diagnosed with the incurable disease, in particular Frontotemporal Dementia (FTD), in January 2016, Kell, as he is more commonly known, completed the Australian leg of his motorbike journey in 2017 and is now making his way through the country for the next five weeks, for the second phase of his ‘Turning the Lights on Young Onset Dementia Worldwide’ trip. “There is no cure for Dementia, it is a terminal disease, but I will fight this with everything I have. There are some drugs that may slow it down for a short time, but it won’t stop it from robbing me of my life,” says Kell, “I am taking steps to keep my brain and

Coronation Forest spanning generations Amy Russ
Each year, since Queen Elizabeth II coronation in 1953, school children have been making their way to an area in Golden Downs Forest, known as Coronation Forest, to take part in a week of tree-planting. The forest was the idea of Arnold Cork, who was the senior agricultural instructor for the Nelson Education Board in the early 1950’s. Arnold realised early on that forestry was destined to play a major role in the New Zealand economy and thought that the best way for children to appreciate this was for them to be involved in their own forest. His plan for this activity was confirmed in 1953 when the Forest Service set aside an area in Golden Downs to be known as Coronation Forest. That year over 700 children, from 20 schools across the region, planted six hectares of Douglasfir and the tradition has carried on every year since then. There is a growing number of thirdgeneration planters at the event and it is common for there to be parents in attendance who had also planted trees at Coronation Forest. Six schools attended this year’s planting week hosted by Nelson Forests Limited, from

Fund-raising concert for one night only Amy Russ A special ‘One Night Only’ concert has been put together to raise funds for Leukaemia and Blood Cancer New Zealand at the Richmond Town Hall on Saturday, October 6. A collaboration by MaryAnn McNatty, who manages Richmond Town Hall under contract to Tasman District
Council, Norman Phillips from the Nelson Male Voice Choir, crooner Phil Rimmer and other volunteers, MaryAnn promises an entertaining evening with all proceeds from ticket sales and donation buckets going to the foundation. There will be four main performing acts - Nelson’s only men’s barbershop group, ‘Men in Accord’, who will
be performing a selection of well-known songs, ‘Octavia’ a female A Capella group, ‘The Crooner’ Phil Rimmer, and the Nelson Male Voice Choir. I just finished reading a Sci Fi novel. Whole pages of the Sci part went whizzing right past my brain, but other themes in the book resonated with me; is there other life ‘out there’, how finely focussed much scientific research inevitably becomes within a certain field, the book was translated from and set in China, so surprise at how much space research goes on in China, etc. Another theme that was intriguing, and one on which the plot turned, was that although the story was full of astrophysicists, string theorists, and
nanomaterials researchers, and that the book did promote the idea that science will save us, it was not the scientists but the diamond-in-therough, cigar-chewing, under-valued cop who carried the vision in the story. Although not an exact parallel, it brought to mind a theme in another book I enjoy, the bible. I think it was Jesus who said one day when he was talking to God, “…thank you for hiding these things from those

who think themselves wise and clever and for revealing them to ordinary people.” Don’t you wonder why Jesus would have said that? I imagine there were many reasons behind that prayer, but one of them might have been that Jesus was SO pleased that everyone who really wanted to, whether they were an astrophysicist or an ordinary person living their ordinary lives, could come along and listen to what he had to say, and it would make perfect sense. In memory of a loved hockey legend The Nelson Hockey Association (NHA) are pleased to announce the Town vs Country game for the Mark Wilkens Trophy on Saturday, September 29. A stalwart of the Nelson hockey scene, Mark tragically passed away while playing the game that he loved so much at Saxton Field in 2015. The trophy was commissioned by
Jamie Brown and created by Kieran Cleary. Jamie says it was a great way to remember a man who had given so much to the game in Nelson and at national level. “We wanted to play a game in Mark’s honour and thought an annual Town vs Country concept was a great way for players, who did not necessarily belong to the same clubs,
to get together and compete.” After last year’s inaugural game, the trophy was presented by Mark’s widow, Kathy Wilkens. “Although a trophy was up for grabs, the game was played in such high spirits and fair play which I think Mark would have appreciated. I am sure all the players are looking forward to this event continuing
and the friendly rematches that will occur in the years to come,” continues Jamie. The teams will be split by the clubs of origin – the first club you played for – town teams will be selected from Federal and Waimai United hockey clubs and the country team will be selected from Stoke, Tasman and Rewa hockey clubs.

Top of the South combined women’s hockey team, Tasman District Women, had a great result last week as part of the National Seniors hockey tournament held in Wellington. The team, consisting of players from Nelson, Marlborough and West Coast, won a silver medal after playing a tough game in the final against North Harbour. Everyone was really excited and ready to match the big union. Everyone worked hard, they gave it their all, and that’s all you can ask for. Paul and I were very proud of the girls it was a terrific week of great hockey.”

My concern is the impact on Nelson families and businesses and that they are at the same time reducing the investment in our local roads. The extra 3.5c/litre tax comes into effect Monday 1 October and comes on top of the 11.5c/litre hike on 1 July for the Auckland regional fuel tax. Officials warned the Government that fuel companies would impose the extra regional tax where there is the least competition. They were right and South Island communities like Nelson are paying the most. This sharp rise in fuel taxes is de-
taxes during this Parliamentary term. Prime Minister Ardern argues it is a duty and not a tax. That does not wash. Tax now makes up 50% of the cost of petrol when you add the excise, GST, regional fuel tax, ACC levy and other levies. Petrol in Australia costs $1.59 a litre and the huge difference is the tax. This difference will further grow with Labour promising further hikes in 2019 and 2020. Fuel taxes have previously been increased but not as quickly or by as much. Petrol cost 91 cents a litre in 2000 increasing to $1.77

The rise from $1.96 to $2.35 under the Ardern Labour Government is a 20% increase in the first year. Families are not just hit with the extra $20 when they fill up. Fuel costs affect everything from vegetables, bread and meat, to the cost of the plumber. This is just one of many areas where the Government is imposing extra costs that will impact on the cost of living. These hikes in road user costs
mean Nelson and Tasman will be increasing our contribution from $100m to $110m a year to the National Land Transport Fund. I might accept the extra $10m a year in costs if it were being invested in our roads but the Government is simultaneously reducing the funding for State Highway upgrades by 70%. The $135m National committed for the Southern Link is gone. Mayor Richard Kempthorne was rightly ropeable that there were no funds for upgrading the deadly Appleby section of State Highway 60. The upgrades proposed for Motueka and the Whangamoa have also
been deferred. Instead the Government is putting billions into their pet tramway projects in Auckland. This is not just about cost but lives. Our regional road toll is ugly and growing. Our most dangerous roads are in areas where investment has not kept up with growth. The safety data on new stretches of highway like the Ruby Bay Bypass that National completed in 2012 shows highway upgrades save lives. Nelsonians are being asked to pay more for less. It is highway robbery. Advt.

Summer touch just around the corner Emily Beaumont Registrations continue to come in for the upcoming NBS Richmond Summer Touch module 2018/19 season and touch coordinator Aleisha Hart says they’re on track for the opening games on Wednesday, October 17. “We’re excited about the season starting, soon the goal posts will be removed and the rugby players will be trading their boots for touch shoes,” says Aleisha. With around 30 teams already registered for the adults grade, they usually expect around 40 teams and can accept more, but urge those interested in registering to do so by early October. Held at Jubilee Park on Wednesday afternoons and evenings the children’s grades are followed by the adults. Aleisha, together with Wayne Bateman, was instrumental in getting the kids touch module off the ground in 2011. “We started with less than ten teams and now we have around 40 kids teams, it’s just great to have so much involvement from the youth. The kids module took off once we got it under way and has never dropped off. It’s grown in strength with good turnouts and numbers.” says Aleisha. The competition is run through the Waimea Old Boys Rugby Football club in association with and full affiliation to Touch NZ, operating regionally under Nelson Bays and playing by official Touch NZ rules.

Sizeable entries from other regions provided exciting competition for local players at this year’s Talley’s Nelson Spring Open, with players coming from all corners of the country. Due to a new graded format being trialled, matches were more evenly contested, allowing for more challenging games at all levels. Play commenced on Friday, September 21, with doubles, followed by singles on Saturday and Sunday. Charlotte McCashin and Dallas Ehau from Richmond placed as runners-up against Oliver Clarke and Max Sowman from Blenheim, the overall winners of the under-8 grade. Doubles pair Harry Pugh, from Hope, and Oscar Sanford-Jury from Marlborough took the under-14’s-boys doubles title with relative ease. Zac Lyttle and Oscar Symonds won the 17-andover grade for the men’s doubles team, delighting spectators with close matches throughout. The under-10 girls singles final was a closely fought match between Maisson Begg and Danielle Sheepers, with Maisson prevailing 4-2, 5-3. Nelson Bays Tennis Association (NBTA) regional coordinator, Ali McQuillan, says West Harbour player Emma Anderson returned to defend her 2017 title and won gold again in the under-14 girls singles. Richmond’s Christie Gilbert took the under-16 girls title, coming back in the second set to win in, what Ali says, what was an exciting 3-setter against Hope’s Rani McGuire, 6/7, 6/4, 10/4. “Camaraderie and sportsmanship were the order of the day, evident over the whole weekend of play.” Talley’s Nelson Summer Open is back on April 5, 6 and 7, 2019.

Nelson runners and walkers were spoilt for choice on Saturday, September 22. There were three possible events in the region they could take part in: the ‘Snout Run’ in Picton, the ‘Abel Tasman Expedition’ and the local ‘Bayview Race’. Despite this, there were still 58 athletes lining up at the start of what is often referred to as the ‘Bayview Challenge’. After starting out on the flat, it climbed to the top of Bayview Rd, followed the
undulating ridgeway track to the Centre of New Zealand and then descended back onto Milton Street. The run was closely contested, with Roydon Hawks coming home first in a great time of 45.27 mins, followed by Stu Cottam only 4 seconds behind him. Robyn Deane ran an excellent race to be first home in the woman’s field in an equally impressive time of 49.02 mins, with Collette Read finishing strongly in 49.30

Opportunity of a lifetime for young dancers Amy Russ Six local girls have the ‘opportunity of a lifetime’ to perform for the Royal New Zealand Ballet Company in a rendition of ‘The Nutcracker’ in November. The prestigious company are staging a national tour of the performance for the first time since 2010 at venues throughout the South Island – in Blenheim, Christchurch, Invercargill and Dunedin. In each area local dancers are auditioned to perform alongside the company’s dynamic dancers, and

Frankie Palmer is looking forward to the event and says, “it is quite amazing that we get to perform with the Royal New Zealand Ballet, it is not very often someone will get that opportunity and we are quite lucky.” Waimea College student Kaitlyn Sampson has big dreams for her future and says the event gives them the opportunity of a lifetime, “I want to be a professional dancer and I think this experience will help us to be more

professional.” Trudy Fargher, owner of the Fargher Academy of Dance where the girls attend, says it is always great to give dancers new experiences and opportunities. “The girls are all excited about performing and are looking forward to learning about the rehearsal process with the company, as well as working with all the other young dancers in the rehearsals.” The girls will be performing in two shows in Blenheim on November 8 and 9.
