Norm Thawley, long-time president of Moutere Hills RSA, served abroad in World War Two so he knows all about no-man’s land. “The new (Ruby Bay) bypass makes us feel a bit like we’re living in no-man’s land,” says Norm who has lived in Nile Road, on the Richmond side of the new highway, with his wife Letty for 55 years. In fact one hectare of their almost 100 yearold family orchard was used to build the new stretch of road.

Whereas the Thawleys’ letter box was on the main road last week, since the opening of the bypass on Friday it’s now in effect at the end of a one km driveway off nearby Dominion Road. Letty says, “We’re not quite sure what will happen to our rubbish collection and mail delivery – we had our skip missed a couple of weeks ago because of the upheaval – but we expect everything will work out fine. And we haven’t tried crossing the new highway to drive back (go to page 5)

Former Waimea student killed in campsite tragedy

Waimea College staff who remember the delightful student Rosemary Ives are still trying to come to terms with news of the 25 year-old woman’s tragic death. Rosemary was accidentally shot dead by a hunter whiling brushing her teeth in the bush at a campsite near Turangi on the weekend. Deputy principal Faye Costain says, “I remember Rose very well and with fondness; she was one of those all-round good kids and she was very active in environmental issues.” Faye says Waimea College will be represented at Rabbit Island on Thursday, October 28, when a celebration of Rose’s life will be held.

The scheme will provide greater reliability to the 3800 hectares of the Waimea Plains currently irrigated and will allow an additional 1500 hectares to be irrigated which could add $40m to the region’s horticultural and agricultural

He says as well as these commercial benefits, “The proposal is environmentally savvy, designed to protect and enhance the recreational and ecological aspects of Waimea’s water. The project has been developed collaboratively with groups such as Fish and Game, iwi and other environmental and recreational interests.” It is expected the dam’s storage will also contribute to local residential and urban water supply. Meanwhile Tasman mayor Richard Kempthorne, for many years a strong advocate of the dam proposal, says, “It’s marvelous to have this support, both moral and tangible, from central government. It indicates encouragement for a winning project and knowing the work the committee (WWAC) has done I’m not at all surprised they’ve

been able to convince government of the project’s absolute necessity and tremendous value to our region. Council is right behind this project which is not a council, but a community project.” Joseph Thomas says, “The dam is one of the most significant infrastructure projects which has happened or will happen, not just in Tasman district but the Nelson region, for many, many years. It’s footprint isn’t as big as the Ruby Bay bypass but it’s benefits to Nelson region are greater.” Still smiling at news of the government’s contribution to the design costs, Joseph says, “They don’t just give that money away you know.” The design process could be completed by the end of 2011 and Joseph says, “There is still a tremendous amount of work to do before we have our dam.”

Great weekend for the Valiant-hearted Top of the South Chrysler Club couldn’t have scripted a better weekend for its annual gathering of Mopars and enthusiasts. Covering the range of Chrsyler, Dodge, Plymouth and Desoto, 102 registered Mopars from as far afield as Warkworth and Invercargill converged on Higgins Park in Pigeon Valley where they were admired by discerning petrol heads and curious spectators alike on a glorious Spring Saturday. Event organizer John Kerse says soon after leaving high school in 1979 he bought his first Mopar, an AP6, after his father had owned a Valiant for many years. “I bought a couple more before my marriage, mortgage and the kids took over for quite a while,” he says. Like father like son, John’s lad bought a Valiant Charger and on going to Brisbane to live left dad to babysit his pride and joy. “That revived my passion for the Valiant and there has been no looking back since,” says John. Marty Ayers of Richmond blames commercial scallop fishing for his enthusiastic involvement with Valiant. “In 1973 I was living in Takaka and got a job scallop fishing when I left school. I was earning heaps of money

and bought lots of expensive toys, including a brand new 1973 VJ Charger. I’ve been hooked since then and always had a Valiant,” says Marty. Reflecting on the glory days of the Valiant, which were the 1970s and early 80s era, John and Marty say, “They were the quickest 6-cyclinder cars going around before the turbo Falcons came along. Valiant won the Benson & Hedges races for many years until then.”

On Sunday the convoy of Mopars visited Kaiteriteri where they were again gazed upon by hundreds of admiring and envious fans. Geoff Gaul of Spring Grove, who owns several Mopars and helped organize the Labour weekend event, says, “Thanks so much to Waimea Print, Brightwater Hotel and Brightwater Motors for their generous sponsorship in allowing us to put on our show at Higgins Park.”

Submissions on amalgamation last chance to have your say

Tasman District Councillor Judene Edgar has done her homework and explains the importance of expressing your views on the issue of Tasman District and Nelson City councils becoming one, or remaining seperate. Over the past year or so we’ve read and heard a lot about amalgamation and the amalgamation petition. It is with a real sense of anti-climax that we now read that the Local Government Commission has called for submissions on amalgamation – but what do we submit on? Sure we can go to the Local Government Commission website (www.lgc.govt.nz) and read a number of documents and view maps, but at the end of the day this information is primarily about the process and the legal requirements of the Commission. One paragraph of interest within the long list of Acts and sub-parts was that “If the Commission prepares a draft reorganisation scheme for the union of Nelson City and Tasman District, it must provide for one council for the combined area”. There will be no other options presented. It is “amalgamation or nothing at all”. So instead of what we’d been led to believe, that we could have a review of various governance options, the question very clearly is “do we want amalgamation”? Do we want to be one Council with Nelson? For me, this question can be summarised down into three key parts. First, do I want local facilities and services or do I want to go back under Nelson’s shadow and be told that I have to drive there for everything? Second, do I want to pay for all of the facilities (performing arts centre, conference centre, sculptures) and infrastructure (roading, sewerage) that Nelson have planned and delayed? And finally, do I want all of the decisions about what happens in the region controlled by a Nelson-majority council? As I’ve answered ‘no’ to all of these questions what do I do now? A submission can be as simple as a one liner, a page, or as big as a ream of photocopy paper. For those of us who are probably more likely to do something between a one liner and a page, here is the crux of the matter. *State whether you want amalgamation or not; *Give your name, address and phone number. *Say whether you’d like to talk to your submission at a hearing. *Send to the Local Government Commission at info@lgc.govt.nz or post to PO Box 5362, Wellington 6145 by Monday 8 November. Additionally, you may wish to state why you don’t (or do) want amalgamation, concerns you have and any other information you wish. Remember, you, like me, the silent majority, need to have a say and be heard on this matter too, not just the lobby groups.

Waimea choose head students after rigorous process

Long gone are the days when the Form 6 (Year 12) stragglers, last to escape from the final formal assembly of the year became head students by default for the next school year. “Selection of head students is actually a fairly rigorous process,” says Waimea College deputy principal Faye Costain on introducing the new leadership group made up of Alice Knight, Katie Goad, Jared McMahon, while the other, James de Hamel, is presently completing student exchange experience in Argentina. Faye explains, “It’s a thorough seven-step process which starts with each candidate’s written application to which staff add their comments. Then a leadership camp is attended by candidates where they are observed by staff and they make speeches. They are then short-listed after unsuitable or less likely candidates are removed and senior students get to vote for their preferred leaders. Final interviews are conducted by senior

Norm says, “We’re not complaining about the bypass because that’s progress and I’m sure the benefits will far outweigh any inconvenience. I recall driving to Motueka many years ago when you had to go around so many bends along the estuary it was quicker to bypass Mariri and go over Harley Road and through Lower Moutere.” The Thawleys, well aware of the hundreds of apple trucks and trailers which thunder along the highways during the busy apple harvest season, are relieved the bypass will divert heavy traffic from the residential communities of Tasman,

Alice says, “I want to encourage more involvement between students of all ages; more interaction between students of all form classes, years 9 to 13.” Katie says, “I want to ensure senior students appreciate and fulfill their responsibilities as good role models. “It’s very important year 13 students should become more involved with younger students.” Jared says, “I believe year 9 students, many of the boys in particular, have a negative attitude towards learning and school in general. “Year 13 students need to step up and be a positive influence by encouraging these younger students and always reminding them of the great value of making the most of these very important few years at secondary school.”

The writer drove over the new Ruby Bay bypass and then back along the old stretch of highway (now Te Mamaku Drive and Ruby Bay Scenic Route) on Sunday afternoon to compare driving times while staying just inside applicable speed limits. The bypass took 5 minutes, 42 seconds, a saving of just over three minutes but the margin will be somewhat greater during school arrivals and departures and when those awkward-to-pass trucks are about. Norm says, “Let’s just hope straightening the road eliminates a lot of those crashes on the corners, like those we’ve seen so often on the bend here.”

Appleby and Redwoods Valley Community Picnic Calling all residents of Appleby and Redwoods Valley, past and present. Planning and preparation is well underway for the annual Community Picnic to be held on Sunday, November 7 at Rabbit Island and everyone with a connection to the area is invited to attend. Last year a community picnic was held as part of the Appleby School Reunion celebrations and there were numerous requests for a similar event to be held on a regular basis. “In this day and age, when we are all so busy, it’s important to take time out to get together as a community,” says one of the organisers, Sue Davies. “Rural communities and the people living in them have changed significantly over the years and nowadays we often jump in the car to head to town, driving past neighbouring properties without even realising who lives there. The former CRT building was in need of general maintenance due to wear and tear and together with the considerable refit to make it suitable for the ever-expanding, award-winning meat storage, packaging and sales outlet, the total cost of the conversion is $600,000. “It sounds a lot of money but it it’s a sign of progress and Westmeat has gone ahead in leaps and bounds in recent times and we’ve certainly outgrown our present building,” says Kevin. He says his staff and customers will have twice as much room as they’re somehow managing in at the moment and looks forward “to a bit more elbow room.” The new will be open by the end of November. Westmeat won the Supplier of the Year title at the 2010 Nelson Hospitality Awards.

This Week Before late night closing of pubs and the advent of nightclubs, dances and movies were the places to go for relaxation and romance. Local historian Peter Kearns reflects on a time when Richmond had a movie theatre.

This is a long gone memory for some readers I am sure. Yes indeed, Richmond did have its own picture theatre. From the Town Hall still in Cambridge Street films were frequently run from a projection box mounted on the Town Hall roof; getting to which one had to climb a flight of stairs attached to the east side of the building. Mr Harold and Mrs Dolly Williams, who resided in Tahunanui, were the operators known to have started in 1939 with screenings continuing until 1969 when support waned with the advent of television. A local and much younger Ray Shalders, shown in the photo, was one of the regular projectionists having received training from Mr Williams; this was about 1948 onwards. At an earlier time Ray had been assisting Mr

Williams by carrying the heavy films up the external flight of stairs to the projection room, a task that was too much for Mr Williams, from this came the exciting opportunity to become a projectionist. Following the death or Mr Williams in 1954 at the relatively young age of only 42 Mrs Williams maintained the continuity of the enterprise and was later assisted by her son Terry. In the meantime Ray had assumed responsibility for most of the projection work and was able to train Terry. There was a back-up operator available and he was Bill Coleman. Most filming occurred on the nights of Wednesday, Friday and Saturday with matinee sessions as well on Saturday. My parents were regular patrons on Saturdays with a permanent seat reservation. There was one row of seats at the rear of the Hall which were special in that the seating was raised, perhaps about 9 inches and therefore regarded as the better seats. Ticket prices that I remember were 1/- ( one shilling ) for adults and 9d (nine pence) for children. I recall our parents would give us a 1/- which enabled us to get an ice cream at half time and maybe with that extra 3d (three pence) lollies as well. If children wished to attend night sessions I believe the adult price applied. There was a regular ticket taker at the door by the name of Ernie Ross who lived in Edward Street. There were also two other ladies who assisted as ushers, ticket sellers and serving at half time in the attached canteen, these being Coral Calder and Barbara Shackleton. Carol subsequently married Ray the projectionist. All filming commenced with standing for the National Anthem and generally the first half would be documentaries, frequently New Zealand events including sport such as All Black rugby, other sport codes and of course

Just a thought - we deserve the right to protest All that is needed for evil to triumph is for good men to do nothing” – (Edmond Burke, Irish Orator) I am fascinated to listen to people’s reaction to the current wave of strikes occurring; both the French rolling stoppages, and the secondary teachers’ strikes. Many might expect me to suggest such actions would go against a Christian code of employment. Rather I want us to consider what it would mean, if we were to lose the right to protest, or to disagree with a new edict of government or employer. One of the foundations of democratic government, is the right to strike and to protest when you feel an injustice has been committed. I hear many responding negatively to the teachers’ strike – mostly on the grounds of inconvenience for parents or the effects it could have on the children’s education. Others are disdainful of the full scale riots in France where the Prime minister is trying to radically change the living conditions won generations ago. The reality is, that life, wages, conditions, etc

Freshwater is a vital resource required to support our basic living needs, but also critical to New Zealanders for recreational and tourism opportunities. However, this resource is being monopolised in several ways. In Australia farm water is being sold to investors in Asia, Europe and North America. Water is essentially open to the highest bidder, regardless of the potential impact on land, livestock and the farming communities. In New Zealand the issue has generally been with degradation through excessive use or through impacts on its quality. Education can play a key role in improving our understanding of the need to protect our freshwater. Actions to protect our water resources are increasing in urgency with the current cumulative stresses imposed by rapid land use change in New Zealand. This Friday, 29 October, Professor David Hamilton will be speaking at the 67th Thomas Cawthron Memorial Lecture. David Hamilton is a Professor in Biological Sciences and holds the position of Environment Bay of Plenty Chair in Lakes Management & Restoration at Waikato University. Centuries ago Martin Luther, a little known German theological professor, took on the might of the historical Catholic Church (which was endorsed by various Govern-

ments at that time). He claimed the right for The Bible to be written in the common language, and for people to organize their own Christian churches alongside the existing church. He was to be burned at the stake – yet he stood up for the concept that The Bible, not the church, was the source of God’s truth. The common people heard him gladly, and joined the protest, which eventually led to religious freedom. Luther claiming the right to be heard, declared his belief, and concluded: “Here I stand. I can do no other.” Protest is a positive part of democratic life, and flows into the religious freedom we enjoy in NZ today. We should jealously guard the right to lawfully protest.

AFS (American Field Service) student host mum Marion Goodman says, “Having Merle with us means we visit places and stop to see and do things in our own district we would otherwise take for granted. We wouldn’t have pulled over at the Maruia Falls, driven up to Lake Rotoiti or walked up the Centre of New Zealand otherwise, so we’re glad having Merle here caused us to do such things because we’ve enjoyed these experiences.” Merle, from the Netherlands, is spending a year in Richmond with her host sister Georgia while attending Garin College together. She says, “Every day I find things about normal life in Richmond which are so different to what I am used to. To think western culture will be much the same everywhere is so wrong. You put hot chips in bread, spaghetti on a piece of toast, you pile everything you can think of on a pizza and then mix coke and icecream together. It sounds crazy but when you actually try these things they’re quite nice.” Merle says she felt comfortable with her host family from the first meeting. Georgia has broadened her social circle since sharing her home with Merle. Host sister Georgia Goodman (left) and AFS student “I’m more inclined to meet people for Merle Maas whisk up an omelette entree Merle’s benefit which is good for me too. And this is the only chance I will get to have a temporary sister, which is a nice change from only having brothers,” she says. Merle is helping in the annual environment enhancement activity, Tasman Bay Big Beaches Clean-up, in November as part of the community service AFS students are obliged to perform.Both Merle and the Goodman family agree, “Sharing your life through an AFS programme connection is mutually enjoyable and life-enriching.”

Coastal Spirit of Christchurch, the football club which beat Richmond AFC’s division one side into next season’s Mainland League, hosted an under-19 tournament over Labour Weekend. A Richmond squad particpated in this extremely tough series of matches. “We thought it would be a very valuable opportunity to participate as part of our club’s young player development programme,” says Richmond AFC president and under-19 team manager Stu Reid. “We knew the competition would be a level above what we’re playing in our local league and so it proved to be.” While scoring only one win and two goals (penalty to Daniel Grimshaw and open play goal to Sam Barnett) in six matches Stu says the leaning experience for the Richmond players, coach Steve Clark and himself was priceless. “We learned more from this weekend tournament than we did in the entire local under-19 league. We were taught lots of lessons and now we know what we have to do to step up to that next level,” says Stu. Tasman Resource Management Plan (TRMP) Proposed Changes 20 & 21 and Proposed Variation 71

Temporary Reservation and speed-limit uplifting for Waka te Tasman event at Kaiteriteri

Public notice is given pursuant to Clause 5 of the First Schedule of the Resource Management Act 1991 that the Tasman District Council has prepared amendments to the Tasman Resource Management Plan, known as Proposed Changes 20 and 21 and Proposed Variation 71.

The Motueka Waka Ama Club has applied to Tasman District Council to run an Event within the Kaiteriteri and Marahau areas on Friday 12 November and Saturday 13 November 2010. The planned races will have competing craft and support vessels passing through and occupying the Kaiteriteri swimming and water-ski areas at the start and finish of each event, and racing between Anawera Point, Fisherman Island and Guilbert Point Pursuant to the provisions contained in the Navigation Safety Bylaw, the Tasman District Council’s Harbourmaster has granted a temporary reservation of the Kaiteriteri swimming and water-ski areas for the purposes of the Event, between the hours of 5.00 pm and 9.00 pm on Friday 12 November and 8.30 am and 5.00 pm on Saturday 13 November 2010. The effect of the temporary reservation will be to prevent other activities including water skiing or swimming from occurring within that area for the time specified. Alternative swimming areas for members of the public include north of the Kaiteriteri boat ramp and Little Kaiteriteri Beach during these times. The nearest waterskiing areas for beach starts are at Stillwell Beach or Adele Island. Event marshalls have the authority to require other users to vacate the reserved areas as required, but may allow limited use when racers are well offshore, at the Club’s discretion. An uplift of the 5 knot speed restrictions has also been granted to waka ama and support vessels directly involved in the event between Anawera Point and Guilbert Point, including Fisherman Island but excluding Otuwhero Inlet and Little Kaiteriteri. A number of conditions have been imposed on the organisers of the event. These may be viewed by contacting the Motueka Waka Ama Club, or Tasman District Council’s Harbourmaster on Ph. 03 543 8400 during office hours.

Proposed Change 20 - Richmond East Development Area Proposed Change 20 amends Parts I, II and VI of the Tasman Resource Management Plan (the “Plan”) to accommodate the Richmond East Development Area with approximately 50 hectares of residential land and 34 hectares of serviced rural-residential land. Proposed Change 21 – Active Fault Rupture Risk Management Proposed Change 21 amends Parts I and II of the Tasman Resource Management Plan (the “Plan”) to provide a more accurate location of the Wairau Segment of the Alpine Fault and the Waimea-Flaxmore Fault on the planning maps, and to amend the relevant rules accordingly, particularly Section 18.13. Proposed Variation 71 – Slope Instability Risk Area Proposed Change 21 amends Parts I and II of the Tasman Resource Management Plan (the “Plan”) to provide a more extensive area of the Slope Instability Risk Area adjacent to Richmond on the planning maps, and to amend the relevant rules accordingly, particularly Section 18.12. Submissions Any person may make a submission on any part of the proposed changes or variations. Submissions need to be in writing, and must clearly indicate support or opposition to the provisions. Grants are up to a maximum of $5,000 and there are two funding rounds annually with closing dates of 31 October 2010 and 30 April 2011.
