Police are behind a new council bylaw that could see a 12 hour liquor ban across the entire Tasman region. A 24-hour liquor ban is also proposed for the Richmond, Motueka and Takaka CBDs, and for Riwaka over part of the year. The proposed Tasman District Council bylaw change also includes an earlier start to the Kaiteriteri liquor ban, from December 1 to March 1 from 4pm to 7am.

Steam museum to host classics An annual classic car show that has been running for more than 20 years will return to the Pigeon Valley Steam Museum this Sunday. The classic car day is hosted by the Rover Car Club although members of other clubs, as well as the general public, are welcome to attend. Last year’s event saw members of more than 30 clubs throughout the region attend the day and the total number of cars reached more than 300. Rover Car Club chairman Adrian Chandler, of Brightwater, was expecting even higher numbers for the Brightwater classic car owner Adrian Chandler with his 1947 Rover 3500 V8. He is the third owner of the car, which “hasn’t even gone around the clock yet”. The event will be held rain or shine. Gates open at 10am. Entry fee is $5 per car and $2 per motorcycle.

Residents say no to arbitration

Residents of Waimea Village voted to pull out of the arbitration process at a special meeting on Sunday night as the levy increase saga at Waimea Village continues to draw out. Around 120 people turned up to hear chairman of the residents committee, Jerry Rowland, give his recommendation which all but three, who abstained, agreed with. They say they went through arbitration last year and have had enough of the process. They feel the increase the owners of the village – Michael and Carolyn Wright – are asking for is over the top and unaffordable. They feel the village isn’t making money because of poor management, not low levy fees. It is unsure what the arbitrator will decide to do with the announcement, if arbitration is terminated and a resolution isn’t found, going to court is likely.

Michael Wright was contacted but did not want to comment for this article. The dispute between the owners of the village and its residents started in 2010 when the monthly fees paid by the residents was proposed to raise from $80 to $153. The issue went to arbitration where it was ruled that the levies should be increased, to $125 per month. Less than six months later Michael and Carolyn proposed another rate increase, to $284, saying they would continue to go back to arbitration year after year until they got the increase they wanted. Residents in the village have told Waimea Weekly they are scared that if the increase was to go ahead that they will not be able to afford the increase on a fixed pension. Earlier this year the frustration of the residents culminated in two vocal protests on the lawn out-

side the village. Councillors, MPs and local community leaders have gone in to bat for the residents, saying the increase proposed by the Wrights are unfair and unjust. Jerry says the meeting was constructive and positive. He says the residents will continue to fight for their rights although he did mention that he was unsure what the next step would be. But they were adamant they would not participate in the process. “We are not going to continue with it, we’ve asked for termination because we don’t want to be a part of it. Our lease agreement states that settlement should be by agreement or arbitration. We always wanted to go by agreement, we opposed arbitration. Their point of view was that an agreement had not been reached, but they never tried. They contacted arbitrators before we’d even objected.”

Salisbury has 28 days to challenge closure Salisbury School is set to close at the end of the year, in favour of a co-educational residential facility based in Christchurch. The decision was announced yesterday afternoon and comes despite months of protest and petitions against the school’s closure. But it appears the board, former students and staff are ready for a fight and will continue to oppose the decision. Salisbury School board chairperson Helen McDonnell has labelled the announcement to close New Zealand’s only residential special school for girls with intellectual impairment as “disappointing” and questioned the “deeply concerning” decision to make such a facility co-educational. “Our primary concern has always been, and will continue to be, the welfare Salisbury School is of the students who need end of the year. Salisbury School – both now and in the future,” says Helen. “Many parents come to us because their daughters have a proven history of failure in mainstream schooling – and they are at risk in a co-educational environment.” Salisbury School’s 62 full time equivalent staff, many of whom now face redundancy, were told of the decision at a special meeting held at 2pm with the announcement delivered just before 5pm. Helen disagreed with the Ministry of Education’s

desire to place schools closer to where the girls are from, instead suggesting that they could easily move out of town in the future. “Girls currently travel from all over the country to attend Salisbury, and many would still be required to do so for the North Island and Christchurch facilities. What’s most important is that the school they arrive at is a safe environment for them.” Salisbury School has a notional roll of 80, this means it is funded to accommodate for the learning and living needs of up to 80 girls each year. The Ministry has allowed 28 days for the boards of the affected schools to respond with any final reasons they should not be closed. Helen says the school intends to take full advantage of that opportuset to close at the nity. The announcement comes just weeks after the Ministry of Education opened the region’s first Maori immersion school at the cost of $4 million right next door. Salisbury School was set to reach its centenary in two years time. Other schools that faced potential closure are Westbridge Residential School in West Auckland, Halswell Residential College and McKenzie Residential School. It is believed one of the Christchurch schools and the school in West Auckland will remain open.

Christmas has come four months early for teenage singing sensation Hana Tava with the 13 year old set to perform in front of 100,000 people at Coca Cola Christmas in the Park Christchurch. Hana was one of more than 200 performers auditioning for a spot at Christ-

Thirty-two new LED street lamps will go live on Queen St before the start of October. The current lighting along Queen St within the CBD area falls short of the standard of lighting required in high pedestrian areas. From My Desk Before heading off to Fashion Island this morning, I took a quiet moment to stand out on my deck and take in the gorgeous morning. My garden is waking from its winter hibernation and camellia, rhododendrons and spring flowers are blooming with colour reminding me of an artist’s palette. Monarch butterflies are frolicking around the trees and the birds are singing songs to one another. A perfect start to my day. Heading in to the centre I stop at a few of the stores for a catch up with the teams and even here it is like winter has all but disappeared. The stores have bright spring colours gracing the windows, the phoenix palms are alive with birds and the atmosphere at Fashion Island is energized, awaiting the new day to begin. The redevelopment of the Richmond Mall hits full speed during September, coinciding with the October school holidays. Work is currently underway to retile the food court while new furniture is being bought for the entire mall. There is also the relocation process of a number of businesses. Hey Sushi will be open a new store between Hungry Wok and Shamiana, Michael Hill will move back into an upgraded store, Health 2000 in relocating to a new store next to Vodafone, Just Incredible is opening a new store near the Queen St entrance to the mall while Westpac is set to become the second bank at the mall, after the Kiwibank inside Paper Plus.

Robbie’s to become beer café Robbie’s Bar & Bistro’s new owners will turn it into a beer café. Manager Craig Harrington, who’s father owns the current lease for the site on the corner of Gladstone Rd and Queen St, announced yesterday that its new name would be Robbie’s Beer Café – Home of Harrington’s. The beer café will have a variety of craft beer with mainly Harrington’s on tap. The restaurant will be a steakhouse, with input from Matt Bouterey. Some recipes from the existing menu will remain while others will be added. Craig says the market is changing and that the craft beer market is “definitely” on the move. “There’s a lot of good beer around our country

and they’re not really featuring. A bar like this, we can put a few on tap and they can come and go,” he says. Craig is the founder of the Nelson Harrington’s Brewery, which also had a bar in Queen St. He then joined forces with Dave Barrett and Tracy Banner, eventually reopening the business as the Sprig & Fern. Craig’s restraint of trade ends in December and he says he is ready to get back into the industry. The majority of the existing staff would remain at Robbie’s. However, he indicated that there would be some changes. The restaurant is likely to be open on Father’s Day before closing for four days, prior to opening as Robbie’s Beer Café.

Fire fighters in demand

The Richmond Volunteer Fire Brigade is currently searching for around ten more volunteers and one of its latest recruits says it is the ultimate dream. Jock McDonald always wanted to be a fire fighter but living in Scotland there was no volunteer brigade. So when the 23 year old moved to Richmond with his partner last year, he was eager to sign up. Six months on, Jock is now a trained recruit and could not be happier. “We don’t have anything like this back home – it’s either careers or rural. I had been looking to join a brigade and when I came over here and saw the volunteer brigades it was like a dream come true,” he says. “It’s something I’ve always wanted to do.” For Jock, who is a landscaper at Nelmac, the best part about joining the brigade is the amount of friends he has made. “When I first came to Richmond I didn’t know anyone so getting into

the fire brigade and meeting 20-30 people – that was just such a relief. The training is really good, you learn so many new skills and there’s so much that I’ve done in the last six months that I never thought I’d be able to do.” Jock has only attended “one big fire” so far and says it was good to get the monkey off his back. “When it came around, the training just kicked in and you do it naturally. It was amazing to see the other guys in action.” Chief fire officer Ralph Lonsdale says the brigade is open to volunteers of all ages. However, they must be over 18 years old to join. Volunteers must live and work near Richmond. “It’s good to have a nice mix of people. Shift workers are good because they work at night but they’re home during the day. Keen is also good,” he says. Coastal link underway

The new coastal link from Nelson to Mapua will be one of the most scenic cycle rides in the entire country according to project manager Stuart Hughes. Three separate contractors have been announced to begin work on completing the Nelson to Mapua segment of the NelsonTasman Great Taste Cycle Trail by Christmas. The current work will occur between Richmond and Mapua with a purpose built suspension bridge to be constructed across the Waimea River in the coming months. Access to the bridge will come from Lower

Queen St. This particular segment of the trail will not be open to the public until after an official opening ceremony. A temporary bypass route will go across Queen St for a couple months due to a “no construction” period in the resource consent while bird nesting occurs. When the link is finished, it will create a looped track between Nelson City and Mapua. The timing of its completion should fall just before summer, which Stuart says will be a key time for the trail to draw tourists. “We should have that done for when the masses are here. It’s going to be tremendous.”

Waimea students dominate mathix

Two Waimea Intermediate School teams have won the Nelson Mathix in their respective age groups. Teams in both the Year 7 and Year 8 divisions finished top place. The Nelson Mathix was attended by each school in the Nelson-Tasman region and was held at the Motueka High School Hall last Thursday. Teacher Jon Linyard says the school has been working really hard in mathematics and the results of the mathix were positive. Teams of four were picked following semicompetitive inter-class mathix competitions. “It’s neat to see results like that,” says Jon.

For some running and operating a business would be daunting at any age, but for these 16 and 17 year olds it has been a ball. On Saturday Garin College, along with four other local high schools in the region, set up shop at Nelson Markets as part of the Young Enterprise Scheme where they had to create their own business. Although Garin College missed out on the top prize for the day it didn’t stop the students from having fun, selling their products and most of all learning about what it takes to run a good business. Kings of the court ASB Nelson Pine win national club championship for the first time

Phillip Rollo ASB Nelson Pine has created history, coming back from one set down to claim its first ever VNZ Club Championship – doing it all in front of a packed Trafalgar Centre on Saturday night. Nelson Pine captain and setter Patrick Shone says the win was a “dream” for the Colin Redpath-coached squad. The 2012 team included many former stars of Nelson secondary school scene who had left the region to pursue further study. The South Auckland side had been demolished by Nelson Pine 3-0 in pool play and the final started in a similar vein with Patrick and Ben “Sticky” Glue, who has recently signed a contract in Sweden, linking well to give the Pines a 25-19 first set win. Patrick says it was important to get off to a perfect start as Nelson Pine looked to further dent the confidence of Sparta. “We knew we had their number, we demolished them in pool play but we always knew it was going to be a final where anything could happen. They’re a very good team and we knew they’d come out all guns blazing.”

Sparta battled hard in the second and third sets, edging Nelson Pine 26-24 and 25-22 as the pendulum swung away from the home side. Knowing it was do-or-die, Nelson Pine regained control to win the fourth set 25-16 and took the fixture to a deciding fifth set, Nelson Pine’s first of the tournament. Then from seven points down, Nelson Pine claimed the historic 16-14 win to end the tournament as champions for the first time. There were also plenty of individual accolades for ASB Nelson Pine with libero Jack Redpath being named defender of the tournament, Charlie Stewart was named best passer of the tournament while Patrick was named best setter of the tournament to go with his tournament MVP award.

Waimea College Under 15 Tournament Team 2012 Waimea College has a strong history at the South Island under 15 rugby tournament and with the side going all the way in 2010, there is a little bit of pressure on the latest crop of talent. However, the boys are confident that they have all of the factors needed to continue Waimea’s impressive run. This year is the ninth year that the college has sent a team to this competition and every year it competes fiercely with the best co-educational schools from all parts of the South Island. This tournament is seen as an important stepping stone onto the first XV not only for on the field

development but learning to travel and play away from home. This Sunday the team heads to Temuka. The tournament runs from Monday September 3 to September 5 and will feature 27 teams from around the South Island. The team is coached by Bruce McLachlan and assisted by Sean Young and Andrew Woolley. Ricki Hutton is the team’s manager. It has been a big effort for the team to make it to the tournament, participating in working bees, finding sponsors and, of course, training hard. Final Proposal for Representation Arrangements for the 2013 Local Elections

Notice of general meeting – Monday 10 September 2012 at 7.00 pm – Mapua Community Hall (supper room), have your say in our public forum held as part of the general meeting – casual visitors or potential new members – all welcome!

On 19 July 2012 the Tasman District Council considered the submissions received on its initial proposal regarding the representation arrangements for the Council and its constituent community boards to apply for the local elections to be held on 12 October 2013, and in October 2016. The Council received eight submissions on its proposal. Some of these submissions raised matters that Council could not consider under the law. Having considered all of the submissions, Council resolved to adopt its initial proposal as the Council’s final proposal, viz: • Retain the current five wards, their names and boundaries. • Retain the Mayor who will be elected at large, and 13 Councillors to be elected from wards as follows: two councillors for Golden Bay Ward, one for Lakes-Murchison Ward, three councillors for Motueka Ward, three councillors for Moutere-Waimea Ward and four councillors for Richmond Ward. • Retain the current Motueka and Golden Bay Community Boards, their current boundaries, names and membership; The Council rejected the matters raised in the submissions for the following reasons: – Golden Bay and Motueka Community Boards appear to be supported by their communities, as is evidenced by Council only receiving two requests to remove these Boards. – A request to change a ward boundary to move a property into a different ward was rejected as changes to meshblock boundaries would require Statistics NZ approval, redrawing of the plans and certification by the Surveyor-General at Land Information New Zealand, which could have significant financial costs. – Two ward councillors for Lakes-Murchison Ward on the basis of an isolated community was rejected by the Local Government Commission in 2006, who subsequently enlarged the ward area and reduced the representation to one councillor to comply with Section 19V(2) of the Local Electoral Act 2001. Council is therefore reluctant to revisit this. – The two submissions proposing a new Ruby Coast Moutere Hills Ward, along with its own councillors and community board failed to show Council any evidence that the Ward comprised a separate community of interest requiring separate representation from the current Moutere-Waimea Ward. Also this proposal would not have met the councillor/ population ratio under Section 19V(2) of the Local Electoral Act, which would have shown the new ward over-represented and the residual Moutere/Waimea Ward well under represented. Any person who made a submission on the Council’s initial proposal may lodge an appeal against the Council’s decision. An appeal must relate to the matters raised in that person’s submission. Appeals must be made in writing, and received no later than 4.30 pm on Friday 7 September 2012.
