The Tasman region has done an ‘outstanding job’ throughout the lockdown, says Tasman mayor Tim King. “I really think the results in terms of our case numbers speak for themselves, in terms of how well we have done.” Tim says he has seen a lot of supportive messages from people in the community in terms of the collective response. He said there are two sides to remember, and that although the region has done well during the lockdown, a lot of people and small businesses in the community are concerned about their future. “There is an appreciation around how well we have done but there are massive economic implications, and there is concern for small businesses, especially around tourism and hospitality.” Tim says that the region’s essential workers have been ‘standout.’ “The region’s essential workers have really stood out. People working at supermarkets, in agriculture and horticulture, medical personal, transport operators, the list goes on. These people have worked hard to keep the region supplied and running, and they deserve a huge amount of our respect.” Tim says that, as we move into level 3 today, we need to keep a focus on supporting local businesses. “All of these local businesses have always helped our community out,” Tim says. “A lot of them have sponsored sports teams, given to community groups. This is our chance as a community to do

Denise Jones is one of the team at the locally owned Caltex in Richmond, and remembers it was a bit worrying starting a new job just

before a pandemic struck. It has become second nature for New Zealanders to look for the two metre marks on the floor when entering a store and to search out the hand sanitizer, but it wasn’t like that five weeks ago. “There was a bit of confusion at the start, “says Denise. “Which way to enter the shop, whether we were even open, what we could sell that’s what I remember most about the very beginning.” Caltex didn’t experience any panic buying nor have they been busy through the lock-

The police paid them a visit at the beginning of the lockdown to provide support which Denise found reassuring and she considers herself very lucky to have a job. “As I live alone, I enjoy coming into work, but it does make me think of

all those elderly people in the community who are also on their own and not able to get out. I wish more could be done.” The staff at the Urgent Medical Care unit also had a steep learning curve with a virus the experts were learning about as it developed.

Local nurse Susan Smith was thankful for the team spirit of the nurses. “Luckily, we have an amazing lead nurse so we all fell looked after, prepared and able to give the best care we can,” she said. “The public have, in general, been understanding and respectful.”

Waimea dam seeks government funding for Covid recovery Matt McCrorie Waimea Water and its contractors have recommenced construction on the Waimea Community Dam, as of yesterday, when the country moved back into Alert Level 3, and the project may see a much-needed boost in government funding. Waimea Water CEO Mike Scott says the project’s main contractor, Fulton Hogan and Taylors, have developed a Covid-19 control plan for the dam. “Fulton Hogan and Taylors’ Covid-19 Control Plan will be based on the health and safety standards and protocols developed collectively and collaboratively by the construction industry to meet MBIE expectations.” Mike says. Teachers ready to go back to school

Schools in the region will partially reopen today, the Government announced last week, as the country moves from Alert Level 4 to Alert Level 3. Prime Minister Jacinda Ardern announced that early learning centres and schools would be open for students up to and including year 10, but only for families who needed them. Peter Verstappen, President of the Nelson Principals’ Association, says that teachers in the region are supportive of the move. “Schools understand that we are really here to serve the needs of the state. What we can do for the community is to accommodate the community needs as people try to return to some sort of normal.” Peter says that the strong message is that people should stay at home under Level 3, - if there is no other option for alternative care, then school is open. Teachers around the region have been working hard over the last week to make sure that schools are safe, and Peter

says that one of the directions schools have taken is to create bubbles. “For example, at Wakefield School we will have 10 people – eight children and two staff – per bubble. They will essentially be their own school. They will have their own entrance to the school, maintain their own space, and will maintain a distance of one metre inside.” Peter says that other measures are being looked at, for example, keeping siblings in the same school bubble, and making playgrounds and most sports equipment off limits. Schools will be maintaining a focus of having as few people at school as they can. “We will only have as many staff as we need.” One obstacle that has been highlighted for teachers will be managing students in the classroom and those learning at home, at the same time. “Most of our kids will stay at home, and the programme at schools will be the home learning programme, along with some extra activities. So this should make it easier for teach-

ers,” Peter says. There may be difficulty where numbers of students returning to school begin to grow in two or three weeks’ time, Peter says. “That period of crossover will be a trickier time.” While there have been challenges as schools and teachers have had to change the way they work through the pandemic, Peter says that it is a good chance to think about the future of education. “My own staff have shown themselves to be really motivated and open-minded about transferring to a home-based learning environment - teachers have risen to the challenge and found some pleasure in being creative.” “I’ve always been a strong advocate for breaking down the barriers between home and school in service of children’s learning – and in this region I think we can be well pleased with the way parents and teachers have seen themselves as partners in learning,” Peter says. “I think parents and teachers have a newfound respect for each other.”

Water Restrictions continue to ease

Water restrictions have shifted back to Stage 1 for Moutere East residents. This despite only modest rainfall of between 6-11 mm last weekend. Cooling temperatures, reduced demand and aquifer recharge made the change effective on Monday April 27. Residents in Moutere West remain unchanged at Stage 1. Dennis Bush-King, convenor of Tasman’s Dry Weather Task Force, hopes the remaining restrictions will not affect too many people. “Despite the Covid-19 lockdown, water use has been well managed, but it is still drier than normal going into winter this year and this may have implications for winter feed availability,” he says. For irrigators in the Dove a ceasetake remains in place, and the Dovedale Rural Water Supply remains at Phase B. Under Phase B restrictions you can’t water the lawns, fill or top up your pool or use water for play activities. You can still water veggie gardens and fruit trees with a handheld hose, timer system or bucket. Watering your amenity

gardens and trees is only permitted every second day, again using a handheld hose or timer system. If your street address is an even number, water on even-numbered calendar days, and likewise for odd numbers. There are no restrictions in place across the balance of Tasman district.

Local competition for aspiring young writers

The Tasman Youth Council is organising a writing competition for highschool-aged youth around the Tasman region. Proposed by Tasman Youth Councillor Gulliver MacDonald, who has organized it with the help of fellow Youth Counsellors Jacob Evans and Mackenzie Brough, the theme for the writing piece is “Life in lockdown.” Entries should be under 800 words. Details of the competition, along with the due date, will be available on the Tasman Youth Council and Tasman District Council Facebook pages. A prize of $65 will be awarded to the winner, selected by Tasman District Mayor Tim King.

ic effects of the coronavirus pandemic. “We still don’t fully understand the impact battling this pandemic will have on our community in the longterm. However, this is one step we can take to lessen the

burden on all ratepayers at this time,” Tasman Mayor Tim King said of the decision made to drop rates increase. The council expects the zero rates increase to equate to a loss of income of around $2.3 million over a yearlong period. According to council, both councillors and council staff will be looking into how savings can be made to offset the reduction in rates income. Other income, from commercial rentals and dividends from Nelson Airport and Port Nelson, will also be less than projected, which could create a further shortfall in council revenue. Tim says that the effects of a zero per cent rates increase Tim King will have an effect on some council services and projects for some time. “We’ll be asking everyone to bear that in mind and manage their expectations as we navigate our way through this unprecedented event.” “The focus right now is helping our communities get though the difficult weeks and months ahead, while taking a long-term approach to our economic recovery. We’ll get there by working together.” The council noted that, while the zero rates increase means the overall rates revenue for council is zero, this may not translate to zero rates increase for all ratepayers. Actual increases for individual ratepayers vary because of different services they may receive. Councillor Dana Wensley says that a zero rates increase was a good faith decision in taking steps to hear the concerns of the community. “One of the questions I asked was, ‘can we cover essential service and regulatory functions with a zero per cent rates increase’, we were told ‘yes’,” says Dana. Dana says that council may look different as an outcome of the Covid-19 pandemic. “We will have to make hard decisions going forward as to what council will look like after Covid,” she says. “Covid has taught us that we can work smarter – I understand that there have been discussions about what we can do to cut costs and looking at how people work in ways that we hadn’t thought of before.” Some potential savings presented to Council in a staff report include a zero staff pay increase this year across the board, deferring capital expenditure not already contracted for, cost containment through reduced training, travel and accommodation costs, redirecting some accommodation expenditure through having more permanent work from home arrangements, and deferring recruitment of non-critical new positions in the 2020/2021 financial year. Dana says that the biggest thing the public can do to ensure the economic resilience of the region was to make the lockdown work. “I’m really proud of our region. We’ve done really well.”

Locals feel Anzac Spirit despite lockdown Matt McCrorie While Anzac services throughout the country were cancelled due to Covid-19, Tasman residents didn’t let that stop them from celebrating in their own way. While the usual dawn parade that has become a fixture of ANZAC day for years was unable to go ahead due to level 4 restrictions, a number of Tasman residents stood at the end of their driveways as the sun rose on Saturday April 25, as a sign of respect for those who lost their lives in First World War. ANZAC displays were also set up in resident’s home and front lawns, with many using whatever they had in their house to create homemade ‘Poppies’ to remember those who fought for our country.

Richmond Ward Councillor Dana Wensley laid a wreath at the Richmond Cenotaph on behalf of the Tasman District Council. President of Richmond and Waimea RSA John Llewellyn said he was ‘so impressed’ with people efforts to commemorate in their own way around the region. “I’ve been walking around, and I’ve been so impressed with the amount of people who put poppies and different displays on their fences,” he says. “People have really gotten into the spirit of it.” “I went down and put some flowers down at the memorial, and someone else put a wreath down as well.” “Some of us stood at dawn, and I think for the situation it has been quite well done.” John says that in the absence

of the usual dawn parade, he wasn’t entirely sure how people would commemorate this year. “I was impressed that so many people got amongst it. It’s a Remembrance Day, and people were able to remember in their own way and have their own service.” John also said this year in particular was a good opportunity for younger ones to get involved and learn more about ANZAC. “A lot of people got involved this year, especially the younger ones. I’ve got grandkids who made poppies and home and got to learn about it that way.” John said that he was impressed that poppies had been placed on the headstones of former servicemen at the Richmond Cemetery. “It’s a great mark of respect for the former servicemen.”

Thousands sign Air NZ petition Charles Anderson More than 10,000 people have signed a petition imploring the Government and Air New Zealand to stop a proposal to shift the airline’s engineering hub from Nelson. The proposal, which staff were told of last week, will see Nelson will lose at least 100 high paying jobs and $10 million in regional income if the shift of Air New Zealand’s heavy aviation maintenance work to Christchurch takes place. The airline has made the decision to transfer its heavy aviation maintenance work for turbo propped aircraft like the ATRs and Q300s to Christchurch in what is being described as a ‘brutal blow’ for the Nelson region. Will Snowden, who started the petition, says if you live in Nelson, own a business, or

support a business in Nelson the proposal will impact you in some negative way. “Nelson is the last Regional base Air NZ has left, all others have been closed. Air NZ and the Government (the majority shareholder in Air NZ) have a responsibility to all of NZ to promote and develop Regional NZ.” Nelson MP Nick Smith says it is not surprising that Air NZ is downsizing its aircraft maintenance with the global collapse in aviation, but he is very disappointed at the closure of Nelson’s heavy maintenance facility. “The worry is that we will not recover these skilled jobs when the Covid-19 emergency is behind us. The only consolation is the retention of the light overnight maintenance.” Nick remains confident about the retention of air services

Nick Smith, MP for Nelson, has recently expressed disappointed over the final electorate boundaries announced by the representation commission. The Representation Commission released the final electorate boundaries and names for the 2020 and 2023 General Elections on 17 April 2020. The final boundaries will see Brightwater shift from the Nelson electorate, represented by Nick, to the West Coast Tasman electorate, currently represented by Damien O’Connor. “Brightwater is a great community that I have been fortunate enough to be parliamentary representative of for 30 years, including eight years when it was my home,” Nick says. “I accept it is a numbers game with Nelson’s growth exceeding that of the West Coast, but still believe it has a far stronger community of interest with Richmond and Nelson than Motueka and the West Coast.”

Tasman businesses changing the way they trade for level 3 Matt McCrorie After nearly 5 weeks at home, local hospitality businesses are ready to get back to work. However due to the restrictions at level three, cafes and restaurants around the region have had to adapt and change the way they do business. Mishael Sowman, owner of Ginger Café and Ambrosia Café in the Richmond mall, said she is ‘totally thrilled’ to be able to trade again. Ginger Café, which is in the mall but has an entry to the car park, has set up an online ordering system, which can be found via their Facebook page. After customers place and pay for their coffee online, they can pick up their coffee, which will be left for them at a station in front of the café. “We have done a lot of research and making sure we are doing everything safely,” Mishael says. The Café owner said that being able to begin trading at level 3 is ‘a step in the right direction.” “People are hanging out for a good coffee, we are thrilled that people have been so supportive. Local charity finds a home for unwanted food Matt McCrorie Long lines, toilet paper shortages - supermarkets were packed in the days before New Zealand moved into Alert Level 4. While people across the region were stocking up, businesses around the region were doing the opposite. Cafes and restaurants in the Tasman and Nelson region had two days to get rid of fresh food and produce before they closed their doors for the foreseeable future. So, what happened to all that food?

That’s where a local charity, Kai with Love, stepped in. The group Kai with Love was started two years ago with the aim of redistributing food that would otherwise have gone to waste, to people in the community who have a need. “We had so many calls –cafes, restaurants - a lot of these people called Nick Smith’s office, and they put them onto us,” says Abigail Packer, one of the founders of Kai with Love. “Couplands, for example, had masses of stock to get rid of – and a very short time to get it out. They called Bidfood and said ‘help’ and they contacted us – so there’s a fantastic network,” Abigail says.

Kai with Love has received nearly twice as many donations during the course of the lockdown, and they’ve seen an increase in distribution of 40 per cent. “The number of households needing extra food has grown at an alarming rate,” Abigail says, “and we had tonnes of food coming in.” Steven Dunne, co-founder of Kai with Love, says the lockdown has meant that Kai with Love has expanded their distribution zone. “We’ve gone to Tapawera, Murchison and Motueka. In Wakefield they’d been lining up – the line was almost the length of Wakefield standing two metres apart. There is a need out there.” Steven said that local police

have also been a huge help, helping to distribute food to those in need. “People are so grateful.” Along with deliveries, the group has also been using a drive-through system from their base at Richmond Community Church to get food into the hands of those who need it. “We have a lot of people who usually work hard, pay the bills, and still can’t make ends meet,” Abigail says. “I think one of the reasons we have seen an increase in distribution is the uncertainty and fear, people are living suddenly on 80 per cent of their usual income and they’re already running out.” “It hits everybody.” However, Abigail and Steven

both say there has been an incredible ‘swell’ of generosity in the community that has risen to meet the need. “The businesses that are hurting – in their own pain they are reaching out to help those in need.” One of the businesses that contacted Kai with Love was Willowcreek Eggs. “They have thousands of eggs – and they can’t stop the chickens. We have these beautiful eggs to give to people who need food, but at the same time we’re hearing that big parts of their income has gone down because they deal with restaurants.” Abigail says that while it’s been a hard time for everyone, it has brought out the best in the community.

Air New Zealand’s proposal to close Nelson’s heavy engineering workshop for Q300 and ATR aircraft is a brutal blow for hundreds of Nelson families and our regional economy. It means the loss of over 100 well paid jobs. Aircraft engineering is a highly qualified profession requiring meticulous skills. We should be proud of the centre of excellence that has been developed here over 20 years and the new engineering hangar at Nelson airport which was opened by Sir John Key in 2015. The growth saw Nelson doing major overhauls for Virgin aircraft and other Pacific airlines. The proposal means we

lose the work of the major regular overhauls of turboprop aircraft and are left with the minor overnight maintenance checks. The blow to our economy is huge. We lose over $10million a year of regional income. It will force the closure of several other Nelson aviation businesses whose major contracts are with Air New Zealand. It weakens our regional cluster of aviation skills that includes aviation engineering, pilot training and helicopter companies like HNZ. It also weakens the diversity of Nelson’s economic base. The skills of these 100 aircraft engineers cannot easily transfer to other Nelson businesses. Most

will have to leave Nelson to secure work. The impact and disruption flows onto partners and children. I accept that Air New Zealand needs to downsize its engineering staff alongside its pilots, air stewards and ground staff in the wake of the downturn in aviation from the Covid-19 pandemic. My dispute is the permanent closure of Nelson as a heavy engineering base. Aviation will recover alongside domestic and international tourism. It will be very difficult to re-establish this heavy engineering base once the skills have dissipated. The Government is a 52% shareholder in Air New Zealand and

is providing $900 million to support it through this crisis. Nelson provides 2% of the New Zealand Government’s tax revenues and so is providing $18 million of this support. I resent providing this when the company is treating Nelson so poorly. I commend Mayors Rachel Reese and Tim King for standing up for this local industry and jobs. We want to see an alternative transitional plan to the Covid-19 crisis that helps Air New Zealand retain its engineering workshop here. I am very disappointed at the silence of the Government parties of Labour, NZ First and the Greens on this closure. It is an-

The Government is putting billions into speculative job creating projects in regions like Northland but turning a blind eye to this established industry in Nelson. Chisnall ponders life at home Jacob Page Waimea and Greenacres professional golfer Ryan Chisnall expects to play plenty of rounds at his home course in the coming weeks. Ryan, who finished tied for 42nd at the New Zealand Open last month,

has spent the lockdown at home, a far cry from the usual globe trotting of a pro golfer. ”This break is something I haven’t had since I was 13 or 14. ”I don’t think I’ve had four weeks at home like this in 10 years and since I turned

pro I’ve been playing all year round. With a restricted form of golf allowed under the new Level 3 Coronavirus restrictions, Ryan is eager to get the clubs out again. ”It obviously won’t be what it was, not for some time, but it will be nice to know I

can get back out and about and play a few rounds.” Ryan sits just outside the world’s top 1000 and says if the Coronavirus continues for months, he may need to find part-time work ”to put a few dollars in the pocket” and give him something else to do.”

Mountain biking back on the menu at Level 3 Mountain biking activities will be permitted on some trails in the Nelson / Tasman region from following the Government’s announcement that the country will move to COVID-19 Alert Level Three after the Anzac Day weekend. All trails on Nelson City Council owned land have reopen, including the Coppermine Trails and Tasman District Council owned land are open. In addition, Ngāti Koata has made the decision to open a limited area of their forestry land for access to users who have a valid permit. Riders will be able to access the Fireball skid, and ride Firball, IV Line and Hulk’n Hogan trails. All other Ngāti Koata areas will remain closed to all recreation, which includes the back (Maitai) side of the Codgers area and all of Sharlands. It is vital that users respect these closures. Patrols will be undertaken to ensure compliance and if compliance is poor then access to all Ngati Koata-owned areas will be closed again. It is important that only permitted riders enter Ngāti Koata land and that riders stick to the area that has been opened. Nelson Mountain Bike Club members are permitted riders as long as they have proof of their current membership. The Councils, in conversation with Ngāti Koata and Tasman Pine Forests Ltd, acknowledge the importance of forestry operations commencing as soon as possible and ensuring that those working in and entering the forest are not unnecessarily exposed to any unnecessary COVID-19 risk. While the government has advised that mountain biking is an acceptable form of recreation at Alert Level Three, it’s important to note that riders should travel to their nearest trail rather than their favourite, stick to trails they know well, and not take on rides above their experience level. Cycling New Zealand recommends that mountain bikers only ride trails graded 1 – 3 for difficulty during this time. It is also crucial that people still observe physical distancing rules while using trails. That means only going riding on your own or with people from your bubble, staying at least 2 metres apart from other riders, and avoiding handling infrastructure or other rider’s gear. Tasman Mayor Tim King says “Thanks to all those who have stayed home over the last month, your efforts are paying off. Please be patient over the long weekend and when you do have the freedom to get out on the trails again, I ask you to do it safely and responsibly. Ride your closest trails and ride within your limits.”

The use of motorised vehicles is also prohibited. The duck shooting season, due to start on May 2, has also been postponed. Michael says the current retail market relies on locals supporting locals. ”There’s a lot of crystal ball gazing at the moment and no one has any definite answers. ”We all have to come together and support each other to get through this. More of us will be able to return to work and some students will be back at school, but it’s essential that we don’t see this as a return to normal. The message is still clear – stay home if you can and maintain your physical distancing if you are out and about. We’ll continue to provide essential services and expand that to include the services we can deliver safely within the Level Three restrictions to enable others to restart their work. As more businesses return, whether it is within a restricted physical presence or online, we need to support them. It’s one of the positive things we can do as we rebuild our communities. Of the businesses that supported you in the good times through sponsorship and goods, now is the time to repay them with your custom and support. Remember, we are on the right track, we just need to keep it up.

Council services – what’s different at Level Three? There have been some limited changes to Council services as there are still many restrictions in place under Alert Level Three, which will be in place until at least 11 May. Mountain bike tracks Mountain bike parks and tracks are now open but riders need to be sensible. Don’t drive long distances to your favourite track. Choose a nearby track that you are experienced at riding. Always maintain your physical distance from other riders and don’t gather in groups. Resource Recovery Centres Normal opening hours have resumed at most sites, but with limited services. The Collingwood site will only open on Thursday mornings from 9.00 am to 12.00 pm. Access is being managed to limit numbers and customers may experience delays. One person only per vehicle will be permitted. Sites have been changed to maintain physical distancing, avoid face-to-face contact and include hand washing and hygiene measures.

Please delay your trip to the Resource Recovery Centre or arrange contactless collection by a commercial waste company if possible. Kerbside recycling and rubbish Kerbside recycling and rubbish collection services will continue as normal. Glass makes up around 50% of all recycling and will continue to be sent to Auckland for recycling. The plant that processes other recycling (paper, cardboard, plastics and cans) will remain closed in Level Three and these materials will be sent to landfill. We’ll be working with our contractor to reopen this plant once alert levels drop.

If you’re a resident in the Motueka Ward, you should have your voting papers by now. Please remember completed voting papers must be returned by post. Voting officially closes at 12 noon on Tuesday 12 May 2020 but please post your vote no later than Thursday 7 May 2020 to ensure it arrives in time. What stays the same?

COVID-19 restrictions have meant we haven’t been able to deliver Newsline to homes throughout the District each fortnight. The Council has committed to a 0% rates income increase next year* as one way to try to ease the financial demands on our community.

*excludes an allowance for population growth. The Council is achieving the overall 0% rates income increase by reducing the proposed general rate. Because our District has a high number of targeted rates determined by where people live and the services they receive, the overall amount individual ratepayers pay will vary.

Work on some Council projects will be restarting provided our contractors can meet the requirements for physical distancing and increased hygiene on site. We’re currently working through this with them.

Speed Limit Bylaw consultation extended The public consultation on a proposal to change speed limits on four roads around the district has been extended into May. It had been due to close on 30 March 2020 but will remain open for feedback, in light of the COVID-19 restrictions. The proposal is to set lower limits for three roads – Gibbs Valley Road, Hoddy Road and Wharariki Road and to extend an existing 50km/h speed limit on Abel Tasman Drive in Pōhara by 25m.
