Maggy Barry visits Nelson Grey Power Members of the Nelson Grey Power committee and office volunteers met with Maggie Barry, MP for North Shore and National Party Spokesperson for Seniors and Veterans and local Nelson MP Nick Smith, National Party spokesperson for Electoral Reform, State Services, and Crown- Maori relations during a visit to Nelson on Friday 3rd May. Questions were asked and discussed which were: * Goldcard discounts relevant to Nelson people. Maggie pointed out that as part of the previous Government she had been instrumental in securing benefits in regards to eyes, ears, teeth, legal services, funeral directors, and many more. She drew attention to the reciprocity with Australia regarding travel within Australia – all States. * End of Life Choice Bill

As predicted the last few months have been extremely busy for our office volunteers renewing member subscriptions and signing up new members. Thank you to our volunteers who made themselves available in public places during our annual “Out and About” membership drive. They really enjoy meeting you all out there! It was also encouraging to see many more members renewing their membership or joining up for the first time via our Nelson Grey Power website. Our Nelson Grey Power Association Inc. Annual General Meeting was held on 6th April 2019. Unfortunately there was not a quorum present resulting in calling a Special General Meeting on 29 April in order to accept the annual accounts and set the annual subscription rate. The single annual subscrip-
tion will increase to $25.00 per annum from 1 April 2020. Our speaker at the AGM was Craig Piner from Fire and Emergency NZ who spoke about the Pigeon Valley fire in Tasman recently and also older people safety in emergency and fire situations. Pauline Daly was awarded Life Membership of Nelson Grey Power at this meeting. Since our last Grey Power magazine in March 2019 we have: * Addressed NMDHB meeting regarding lack of blood collection facility in Stoke * Upgraded our Nelson Grey Power member website to improve member application/renewal process * Upgrading to fibre communications in the office

Information for members from the Office for Seniors Diane Turner Director, Office for Seniors This year (and in future years) the Winter Energy Payment is paid from 1 May to 1 October. We had many people last year telling us what a difference it made, helping them keep their homes warmer, and themselves and their family healthier. People don’t need to apply for the Winter Energy Payment. If they’re eligible, they’ll get it automatically with their other payments.

Couples and people with dependent children will get $31.82 a week and single people will get $20.46 a week. People paid weekly will get their first payment in the week beginning 6 May. This will be a part payment because 1 May is part way through the week. This includes people getting Jobseeker Support, Sole Parent Support, Supported Living Payment, Youth Payment, Young Parent Payment and Emergency Benefit. People paid fortnightly
(NZ Super and Veteran’s Pension) will get their first payment on 14 May, which will be a full payment. For couples getting NZ Super or Veteran’s Pension the Winter Energy Payment is all paid to one person. The system we use for payments can’t split it to pay into two separate accounts. People can switch the payment to the other person’s account by calling our Seniors line on 0800 552 002. Seniors heading overseas over the winter months

Office Administrator Welcome to our new members some of which will be receiving their first magazine. If you have a yellow label with exp 31/03/2019 then you are now an unfinancial member, but we hope you renew and continue to enjoy the benefits of being a Nelson Grey Power member. Thank you for your continued support and to those that filled out the form on the front of the last magazine. In the busy time of March and April this is a bonus indeed. Thank you
to our volunteers who work twice as many shifts at this busy time to cope with all members due on the same date. One of our long-standing volunteers has just resigned again, who has done extra shifts in the office as well as been at some of our out and about venues. Peg Salton you will be missed as you made yourself available at short notice to fill the roster cancellations as well. Influenza and older people The World Health Organization (WHO) and the Ministry of Health (MoH) recommend annual influenza vaccination for all adults aged 65 years or older. Annual influenza vaccination for adults aged 65 years or older is free. Ask for your free flu shot at your Pharmacy or General Practice. Aging and the serious impact of influenza infection The natural decline in immune function associated with aging can increase an older person’s vulnerability to both the risk of infectious disease and serious complications. Disease complications in older people with influenza include pneumonia, second-
ary bacterial infection, heart attack, heart failure, stroke, exacerbation of asthma or increased frailty. Influenza may also exacerbate existing conditions such as heart disease, heart failure, diabetes, kidney disease or chronic obstructive pulmonary disease (COPD). Influenza increases the risk of death The risk of influenza-related death increases with advancing age, the presence of chronic conditions, or increasing levels of frailty. Hence the importance to get vaccinated if over 65 years of age every year. Influenza increases the risk of hospitalisation Increasing levels of frailty and the presence of existing con-

Influenza increases the risks of disability and frailty Older people have lower physiological reserves to aid a return to pre-illness function. Periods of restricted activity such as hospitalisations in older people are significant causes of ongoing disability and loss of the ability to do daily activities. Following hospitalisation of older people with an illness such as influenza, the inability to complete daily activities once home is substantially higher in those who required admission to an intensive care unit (ICU) than those who did not. Admission to
an ICU has been related to a two-fold increase in outcomes such as polypharmacy (lots of pills), urinary and/or faecal incontinence, depression, immobility and cognitive impairment in the subsequent 12 months following admission. The survival rate of older people has also been shown to be reduced following discharge from an ICU, ranging from two-thirds at 6 months to around half at 12 months. Influenza vaccination supports healthy aging and maintenance of independence for older people. Get immunised today, protect yourself, your loved ones and your community. Just ask your Pharmacy or GP!

Meet the Volunteer – Kees Van Ginkel I departed from the Netherlands in March 1954 with the KLM and arrived in Auckland NZ on 1 April. This was subsidized by the Dutch government under a contract with the NZ government to ease unemployment and a housing shortage in Holland. The deciding factor was my father dying within 7 weeks of lung cancer. I had to take over his milk round and shop and at the time I was a motor mechanic. I went by train and ferry to Christchurch where I was introduced to my new boss at Haines Motors. After 5 years there I went to work for the French company building the harbour for 2 years before returning
to Holland. I preferred NZ so returned to Christchurch as a mechanic with the NZ Railway Road Services but there was also an amount of bus driving involved. I had now met Jean and in June 1962 we married. I now did a three-year tech course for a Garage Management Certificate and with this I got a job as a Service Manager in Ross and so we moved to the West Coast. We now had one daughter and while on the coast our second daughter was born. After 5 years on the coast we went to Australia where I ran a car repair
workshop. From here we went to Europe and I worked for a few months for my original boss in Holland. We returned to NZ but the job with Leyland that had been promised did not happen as Leyland in the UK went bankrupt. I got a job as foreman in a used car workshop and after 2 years as a workshop foreman with Andrews & Bevan. I was promoted to assistant for the NZ Service Manager and stayed doing that until A & B were taken over by Repco. Instead of being made redundant I got the job as Service Administrator

for the newly formed A & B firm in Auckland. When I retired at 60 I kept working approx. 18 hours per week. A new tax law was coming in which would have been terrible for us Grey Power protested strongly so we joined Grey Power in Auckland. We both retired and moved to Richmond about 1999/2000 and joined the Nelson Grey Power. Jean was sorting the change from a card system in the Grey Power office to computerized. I started volunteering then on the front desk in the office and am still doing this. Kees turned 90 earlier this year and a morning tea with the volunteers was held for him.

Winter Wonder Philippa Foes-Lamb
Winter is one of my favourite seasons – I love the quality of the light and hard frosts followed by lovely clear, calm days. I can garden to my heart’s content without getting too hot which is just wonderful. Now is the time to start pruning your roses. The pruning method depends on the type of roses you have, i.e. shrub, climber, rambler, miniature or carpet. The main rule of thumb for all varieties is to remove any dead or diseased wood or spindly growth. When you’re pruning shrub roses it’s important to take off any growth that is growing into the centre of the bush and prune back to a strong outward facing bud. Climbers and ramblers can be slightly daunting, especially if they are large and well-established. I remove any growth that is growing
out towards me and train the new season’s growth by tying it down. The name ‘’miniature’’ rose can be deceiving – this relates to the size of the flower, not necessarily the size of the rose bush. Miniature roses can be pruned in the same way as shrub roses. Carpet roses are simplicity itself – all they need is a trim back with hedge clippers, Have a coffee, tea or a wine with your choice of cabinet food or something from the menu. So be a devil and treat yourself to the relaxing ambience and welcoming staff at Sinful Coffee.

lost most of their foliage now - fallen leaves are mother nature’s bounty and it’s the perfect time to make the most of them. You can pile them up somewhere (a wooden compost bin is perfect) and leave them to rot down, which can take a year or more or you can fill large black rubbish bags, tie the bags and then poke holes in the bottom. Turning the bags once a week will ensure they break down more quickly – you’ll have beautiful leaf mould in just a few months. Whichever method you choose, sprinkling blood and bone and dolomite lime in amongst the leaves will help speed up the process. If you normally use garden lime on your brassica crops or elsewhere in your garden, try dolomite lime. Dolomite lime also contains magnesium which is an important mineral for plant health. I am Maxwell Clark, a long time Resident of Richmond and foundation pupil of Henley school, and went to Waimea Intermediate and Waimea College. I am a father, grand-father and recently a great-grand-father. I am the Manging Director of MediMax Ambulance Services and work in the Health sector, caring for people as both an Intensive Care Paramedic and a Registered Nurse. It is time for a new Mayor to take Tasman forward whilst at the same time respecting and protecting our Districts many treasures and businesses. U I will listen to concerns and encourage more ratepayer participation. These ‘secret’ Council workshops behind closed doors with the public excluded where decisions are formulated... must be stopped. In a democratic society the ratepayers are entitled to attend to hear the discussions and the input into the decision-making. I will open these workshops for the ratepayers to attend if they wish.
WE MUST DO BETTER U We have one of the highest rates and the highest reticulated water changes in the country. U The Council borrowing (debt) as at 28th February 2019 was $195.5 million (gross debt). U This year the Council is going to increase your rates by 2.74% plus growth of between 1.2% and 1.3% TOTAL = 4% Rate increase (approx). U When you consider that the cost of living in NZ is 1.9% this year our rates are excessive, it’s time to live within our means. U Rates are set each year by the Individual Council Departments by bringing their budgets together for approval and then the rates are set for the coming year. MY WAY FORWARD IS: U Using one department this year as an example: U Engineers Department: This department has a yearly capital works programme for Engineering Services to provide services to the public such as footpaths, stormwater, roading etc. This year 30% of the approval and funded works programme which your rates paid for last year… was never undertaken. U You are paying higher than needed Annual Rates for projects that are not being done or completed. This practise must STOP. U Water Conservation: make a water storage tank part of the Building Code on ‘new’ buildings. U For existing homes, I will encourage installation of a water storage tank. If a homeowner wanted to have one, I would get the council to facilitate ‘bulk purchase’ for the benefit of the homeowner.

To hear means to connect Hearing Nelson is an independent charity set up to improve the lives of those hard of hearing and to prevent hearing loss. Hearing Nelson’s Fieldworkers run clinics in rest homes across the region, where residents can book to have their hearing aids cleaned and dried. Bi-monthly community clinics allow members of the community to bring their hearing aids for cleaning and drying and provides an opportunity to gain advice on hearing aids and hearing aid management, free for members or $10.00 for non-members. Tracy Dawson, Education and Communications Manager runs hearing management workshops to nurses and carers working in rest homes, the hospitals and out in the community on how to communicate effectively with the 1 in 6 people in New Zealand who have a hearing loss, how to
manage hearing aids and impart the latest research in technological advances, such as rechargeable hearing aids and hearing aid accessories. Tracy is also responsible for running education Programmes to schools and colleges, training to NMIT students in the prevention of Noise Induced hearing loss and delivering community talks. Hearing Nelson are actively responding to recent research that suggests a strong correlation between untreated hearing loss and dementia. Grant Searchfield from Auckland University suggests that a person with mild hearing loss is twice as likely to develop dementia. A person with profound hearing loss, is five times as likely to develop dementia. Evidence also suggests untreated hearing loss is strongly connected with falls, poor mental

health and social isolation. Hearing Nelson are slowly helping to change attitudes by encouraging members of our community to respond early to signs of hearing loss, people wait on average 7 – 10 years, and in this time their cognitive processing ability can decline by 30-40% due to the lack of sound coming in and if a person has tinnitus (ringing in the ears) this can be amplified as the brain looks for sound internally when external sound is limited. There are real benefits from early intervention, in particular, in a person’s ability to feel connected to people. When will you get your test? The National Bowel Screening Programme is free for men and women aged 60 to 74. The programme saves lives through finding bowel cancer early, when it is easier to treat. People living in the Nelson district who are eligible for publicly funded healthcare will be automatically enrolled in the programme. Invitations to take part will be sent through the mail. During the first two years of the programme, when you receive your invitation will depend on your age and birthdate. Age 59: Around your 60th birthday, regardless of your birthdate. 60 to 73: Around your birthday. If you have an even birthdate (eg 2nd, 14th, 26th of the month) you will receive an invitation before August 2019. Report back from Grey Power NZ Federation 2019 AGM Christine Tuffnell President, Nelson Grey Power This was held in Wellington 2022 May 2019. Christine Tuffnell and George Truman were the Nelson Grey Power delegates and Sue Sara attended as an observer. Voting strength for the AGM was 120. Nelson has 2 of these votes. Nelson Grey Power was successful in getting our Nelson remits passed: * Dental hygiene services for older people * Revision of the Deed of Amendment and Restatement between Government and NZ Post * Utilising the Parliamentary TV channel out of sitting for literacy purposes * Consumer/customer representation on State-owned Enterprise Boards * Establishment of a Deed of Understanding between Government and Kiwibank Other significant remits passed were: * Only parents of NZ citizens be considered for the Family Reunification programme * Financial assistance for local Councils for the operation, upgrade and growth of social and pensioner housing * Lobby for an equitable local body rating system nationwide Reporting back on progress
with remits from the 2018 AGM appointment of an Aged Care Commissioner remains a priority for the Federation and they continue to lobby Government. The Hon Jacinda Ardern, Prime Minister, in a short address to the AGM gave assurances that this is being planned for. The Prime Minister also spoke about the Government’s “wellbeing approach” and its intention to up-grade the Super Gold card and provide an app for seniors to access business discounts given that half the people with a Super Gold card have a mobile phone and 500,000 seniors are on internet. In the Treasurer’s Report to the AGM it was noted that capitation fees from Grey Power Associations is 41.3% of income for the Federation, with Kiwibank supplying 18.5% and Grey Power Electricity supplying 32.1% of income. Magazine postage continues to be the largest expense – costing 21.8% of expenditure. It was agreed that the Capitation Fee for the 2019 year remain at $5.00 inclusive of GST. The Federation budget for 2019 currently shows a significant deficit and has been sent back to the Federation Board for rework. The Federation is giving priority to Accident Compensation and issues with and complaints about this service. Kevin Gar-

Tracey Martin, Minister of Seniors, advised the AGM that from July 1 ACC policy will change regarding injury to those over 65 years of age and still in the workforce. They will be able to receive superannuation or Veteran payments along with ACC payments for up to 2 years. The Hon. Winston Peters, Deputy Prime Minister, addressed the AGM reminding those present of the history of national superannuation. By 2028 there will be 1 million people over 65 years of age, but managed carefully, national superannuation can continue. Kiwibank CEO, Steve Jurkovich and other staff members, also presented to the AGM regarding Kiwibank’s latest announcement (Thursday 16 May 2019) that Kiwibank is going cheque free from 28 February 2020. Many Grey Power Associations raised their concerns about this to Steve, including Nelson Grey Power who presented analysis of our March 2019 income: 185 cheques presented – making up 20% of our income. 21% of our income came from internet banking 59% of our income came from EFTPOS and cash payments.
Kiwibank has proposed support to people wanting to “Step up” to digital banking (despite the fact that our data showed only 21% using internet banking at present – thus needing 79% of those paying membership to “step-up” to digital means.) We put it to Kiwibank that this is not a “digital divide” but a digital crevasse! Gary Holden, CEO of Pulse Electricity/ Grey Power Electricity, discussed the Government’s Price Review of Electricity, completed in January 2019, and shortly to be made public. The review will make recommendations regarding pricing, power discounts, win backs, and low user regimes. Nelson Grey Power also raised the issue of local Council’s divesting themselves of pensioner housing, and took the opportunity to discuss this with the Hon. Simon Bridges, Leader of the Opposition, when he spoke at the Federation dinner. There was also considerable discussion about Retirement Village contracts, occupational rights agreements, and climate change, and whether these were the business of Grey Power. All in all, an excellent AGM, where Associations were able to share what was or was not working for them – a great source of ideas for other Associations.

Graeme O’Brien pledges to put ratepayers needs first in every decision More unsustainable rates increases Nelson Council states that for 2019/20, “This Annual Plan proposes an average rate rise of 4.2%, which is 0.3% higher than projected, however remains within the rates cap.” This latest increase, well above the rate of inflation and the increases retirees have received in their pensions, is a continuation of increases that we have seen for many years now. Worse still, the “headline” figure of 4.2% is a gross distortion of the rates increase most residential ratepayers will experience.* • Around 70% of Nelson residential ratepayers will experience a rates increase greater than the so-called 4.2% cap. • Around 43% will experience rates increases greater than 6.0%. More than 10% will experience increases greater than 7.5%. Many of those on fixed incomes will experience these sorts of increases this year as the largest impact is on smaller properties on flat land. • Around 73% of residential ratepayers have over the past ten years seen their rates increase by a factor of 170%.
What can be done? It is clear that the current Council is incapable of balancing a budget or prioritising expenditures between “must haves” and “nice to haves”. For example, the latest budgets show the following examples of questionable expenditure: • • • • •
$914,000 is budgeted for “Council Publicity”. $269,000 will be spent on iwi liaison, compared to $61,000 last year. $1,408,000 will be spent on “Festivals”, compared to $1,062,000 last year. $858,000 is budgeted for a mountain bike “hub” and new trails. $566,000 is for the annual Arts Festival. Even Wellington only has an Arts Festival once every two years, not annually like Nelson.

bers via our September 2018 magazine to find out how Nelson Grey Power members are being treated in their dealings with Government Departments, local Councils, community services, and businesses. The results were published in our December 2018 magazine. Get an enduring power of attorney – now! Kaye Lawrence Solicitor at Nelson Bays Community Law If there is one thing that I would recommend any client over the age of 20 years to do – that would be to appoint an enduring power of attorney! It may save your family an awful lot of grief if you should happen to lose your mental capacity and decisions need to be made on your behalf. There are two types of ‘powers of attorney’, so don’t get the two confused. The standard (or ordinary) power of attorney generally refers to a temporary or specific power that you give to someone to act on
your behalf when you may be, say out of the country, or for a specific purpose only. And it is a power that is used on your behalf whilst you are still mentally capable. An ‘enduring power of attorney’ (an “epa”) is a power conferred on someone to act on your behalf when you no longer have the mental capacity to do so. There are two types of epa. There is a property epa. You can appoint more than one person to act on your behalf, and you specify whether those persons act jointly or severally. He/She/They make financial decisions (for instance your investments, property, house,
money, shares, bonds). The other epa is a personal care and welfare. There can be only one epa for this. This person makes all decisions touching and concerning your welfare. You can appoint the same person to be your epa for both property and personal care and welfare. Failing to appoint an epa whilst you still have the mental capacity to do so may mean that your family may need to apply to the Family court for orders under the Protection of Personal and Property Rights Act 1988 (the PPPR Act). This can be an expensive and time-consuming process. You may want to give some serious and careful thought about who you would ap-

point as your epa(s). It would be someone you trust, who will act with your best interests at heart, not mentally incapable and someone over 20 years. It should also be someone who will work together with your other family members. And of course, someone who is willing to do it! There are some strict legal requirements about the documents that have to be completed when appointing an epa. Don’t try and do this one yourself! Go to a lawyer and have him/her complete the paperwork for you and your chosen person(s) to sign. It may cost you between $300 $400 in legal fees but it will be well worth it, should you need it.

Contented Dementia Supporting someone with Dementia? This is not to be missed! Alzheimers Nelson is delighted to introduce Janion Heywood who will be speaking at Saxton Oval on Wed 19th June 2019 1.30pm2.30pm A drug-less system of caring for people with dementia which enables the person to live contentedly with a lifelong disability, rather than disintegrate with an ultimately fatal illness. It is a programme designed to be used at home, and focuses as much on the primary carer and the family and community, as it does on the person with dementia, thus giving eve-
ryone new skills, new coping strategies and the chance for contentment, rather than burnout. It is simple, and requires some work, but is oh so rewarding! This talk will introduce you to the Photograph Album and the Three Golden Rules. The idea is you will understand what it is like to have dementia and be able to let go of concepts of remembering and forgetting. Biography: Janion describes herself as a retired doctor and full-time human being. She believes wellness is more fun than illness, and people are more interesting than their diseases. She dreams of a true Health based sys-
tem rather than our current illness system and does not subscribe to the belief that there is a pill for every ill, but there may well be a plant or food for treating for most of them! For the last 10 years of her practicing she cared for up to 32 people in a Continuing Care Facility and loves the older people and their amazing life stories. She believes people with dementia are not absent, they are simply present somewhere else. Janion was born and trained in England but has been in New Zealand for 36 years, so feels like a kiwi, though she understands she still sounds very English! Pulmonary Rehabilitation Pulmonary Rehabilitation is an 8-week programme for people with a lung conditions who have symptoms of breathlessness. Why attend? • To gain confidence and knowledge so you feel better able to cope with your condition • To understand medication better and when to take it • Have fun and feel good • To meet others who have similar challenges What does the programme consist of? The programme starts with a
respiratory nurse and a preassessment appointment. The programme has 2 sessions a week (normally Tues & Fri) for 8 weeks. Each session is two hours and includes exercises and information sharing on a variety of relevant topics. Cottage Pie Ingredients • 2 cups cooked minced meat • ½ tsp salt • I Onion • Pinch pepper • 1 slice bread • 2 Tbsp black sauce • 2 Tbsp butter • 2 Tbsp tomato sauce • 2 Tbsp flour 1 cup of stock • ½ cup grated cheese Topping • 2 cups mashed potato • 25 gms butter • 1 egg yolk • ¼ cup milk
Recipes
Heat the butter and fry the minced onion and minced bread until beginning to colour, stir in the flour, salt and pepper and cook 1 minute. Add the black and tomato sauces, and then gradually stir in the stock. Stir over the heat until the sauce boils and thickens. Combine the minced meat and sauce, then pour into a 20cm baking dish. Sprinkle the grated cheese on top. Topping Mash the potatoes and while still hot, add the egg yolks, butter and milk. Beat well and make it smooth and creamy. Spread the potato topping on top of the cheese and mark with a fork. Bake at 180ºC for 20 – 30 minutes, until golden brown. Kindly supplied by Shirley Smith

Fish Battercakes Ingredients • 500gm cubed raw fish Batter • 1 egg • ¼ cup milk • ½ tsp onion salt • ½ tsp paprika • ½ tsp curry powder • 1 cup self-raising flour
This is a thicker batter with 1cm cubes of raw fish, shallow fried in spoonfuls. Stir 500gm cubed raw fish in to batter. Drop tablespoonfuls into hot oil 5mm deep. Cook until golden brown, then turn carefully with tongs and cook the other side. As soon as the batter in the centre of the battercake is cooked the cubes of fish will be cooked too.
