Good progress being made Neville Male President Having now been in the role of president for four months it is pleasing to be able to report that progress is being made on many fronts. The number one priority for your Executive has been to increase the membership and to entice back those members who had not renewed their membership. As much as we have had good results we still must continue down this path and as previously advised to you we want to have 10000 financial members by the end of 2013. You can help us to achieve this by encouraging

family members and friends who are over 50 years to sign up. This is most important as we start to move into a more community focused phase of development, which as I have previously stated is designed to get the community at large to recognize that the backbone of our community is contained in the knowledge and experience that our older citizens can bring to the table. To gain this recognition not only from the decision makers but also from the community around us we must achieve greater credibility as the organization so that Nelson Grey Power is without question seen by all as the

voice of our older citizens. Strength in numbers will put the “petrol in the tank” as we drive forward. We are very keen to see more new members in the 50–60 age group as they will be the future of our organization. It gives me pleasure to advise the appointment of Louise Carter to our executive committee. Louise has had extensive experience in the hospital and health industry and will be our health spokesperson. I have previously stressed to you the importance of being able to communicate with you on a more regular basis using email and website technology. There is no doubt that we will see an increase in postage costs in the future and if we can have most of our membership on email then we can keep you informed with up to the minute news releases on crucial matter both local and national that will impact on the older age group. For those of you that don’t have email we will continue to use normal postage but as the government starts to reduce delivery days it will make it more difficult to get information to you quickly. We are asking you all to take part in a Membership Sur-

vey and the questionnaire for this is within this month’s magazine. It is important that you respond to this survey as this will assist the executive to prioritise our key areas of work looking ahead. If you do have email let us know and we will email the questionnaire to you for completion. Otherwise you will find the form on page 26. As from Monday 18 March 2013 we will be moving into a new office at 33 Putaitai Street in Stoke between Kiwibank/Post Office and the Stoke Library. The lease on our current cramped premises is about to expire and this move will not only give us more office space but it is a much more modern facility. Access is from Putaitai Street opposite the Countdown carpark and is a matter of a three minute walk from our present office. We have achieved this move with no increase in rent being required. I want to mention the new

Office News Yes it’s now nearing the start of the membership year which means if you have a yellow sticker on your membership card it is time to start thinking about renewing. There is still time to go into a draw for great prizes so renew early before March end for your last chance to win. RATS RATS RATS! When the first immigrants arrived in Nelson, many found they had to share their bedrooms with rats that were so plentiful that even poison had little effect. The native rats or “kiori” had no fear of man. Alfred Saunders, an early settler on the Fifeshire, described this plight: ‘At night we had to keep a stick in hand to thrash them away from the candle,’ he said. “Keepourassets” Petition a great effort

It has been reported in the media over the holidays that a total of 340,000 signatures have been received, it is now estimated that the up to date figures is close to 365,000 signatures. However it is expected once the invalid factor around 20%, is taken out, it falls short of the 380,000 figure that will need to be covered.

It is hoped to present the petition in the first week of March with a total of 380000 signatures. Clerk of the house thinks the 380000 should cover us as if we do not have enough signatures it will delay us by two months and the count starts from scratch for valid signatures as they test different batch samples.

What goes on at Nelson Nursing Service? From the top of your head to your toes - Jill and Fenella lead the team of health professionals in the Nelson Nursing Service building and offer an increased range of health care services available both at the clinic at 469 Main Road Stoke and to people in their own home. The Home Based Support services and the team of home support workers are coordinated by Helen and Wendy. Helen or Wendy initially visit every client to discuss the type of assistance needed, establish a care plan including deciding on the most suitable days and times for home support visits and then they keep in contact with the client and their family throughout the service to make sure the support continues to meet the needs.

Lorna is the lead community based Registered Nurse visiting people at home to assist them with wound healing and other nursing care. Lorna is also skilled in providing assessment and advice on leg ulcer management. She will conduct a Doppler assessment which will determine how well (or not) the blood is flowing in your legs (poor blood flow is a common reason for why some leg ulcers occur). A very effective treatment is Compression Therapy. Gone are the days of unattractive clinical-looking support hose – we can fit and supply you with compression hosiery in a wide variety of styles and colours. They’re certainly worth the investment and are wonderful for swollen ankles, tired and aching legs and ulcers that just won’t heal

Occupational Health is all about employers knowing the health status of their staff at the commencement of employment, education and intervention to protect staff from harm at work, and monitoring staff health status over the years of employment. With an aging workforce it is critical to identify health issues arising from being older versus health issues arising from exposure to the work environment. Occupational Work Place Health services are provided by Registered Nurses Tracy, Des, Helen and Tara who has recently joined the team. Tara recently graduated from NMIT and is very keen to learn about health care delivered in the community this being a perfect match to our aim to teach her as much as we can during her 12 months with us. With the vaccines in the fridge the nurses are ready to under-

take our annual influenza vaccination visits to workplaces. Providing expert professional and timely Injury Rehabilitation services to both adults and children has led Nelson Nursing Service to having a health professional team with assessment and rehabilitation skills. The team includes physiotherapists Celia and Steph, occupational therapists Michele and Ali , dietitian Annette, speech language therapist Catherine, psychologists Elena, Rosie and Judith, registered nurses Joan Fenella and Jill, and doctor Mark. Our on-site rehabilitation gym is proving to be a great plus and the recent donation of additional equipment by the Manchester Unity Lodge adds to the range of rehabilitation strategies used. Nelson Hospital visits made easier Car parking at the hospital has become very difficult at times and not all of us travel by car anyway. If you have an appointment or are visiting the hospital on a week day, why not travel by NBus; (Route 1 Richmond to Nelson.) Bus travel is FREE to Gold Card holders between 9.00am to 3.00pm. Outside these times you have to pay the fare. Getting to the main entrance from Waimea Road used to be a prob-

Rates – A fair and just system suggested The following demonstrates the rate problem for some 320,000 households in this country. • The first 160,000 have household incomes less than $20,100 which houses an estimated 430,000 people. • Another 160,000 households have incomes $20101 to $29100 [these are Statistics New Zealand figures rounded]. • Each group is 10% of the 1.6 million households in NZ. Many of this 20% of households have more than five people living in them on these incomes. It’s not hard to see that the elderly on fixed incomes are being taxed via

rates and GST out of their homes. How they and those who are renting survive is beyond comprehension. Elderly and low income house holders have to stop eating to pay the rates and GST, and that’s not only unfair it’s inhumane. And the government blames the councils. Councils never paid fifty to ninety million to Warner Brothers and Peter Jackson to get the Hobbits here and therefore directly assist private companies and their shareholders. What the Grey Power study team showed was that: “The rates burden can be illustrated by the following scenario. If a property valu-

ation indicates a rate demand of $2500, single living alone superannuitants will pay $48.08 or 13.8% per week of their pension in rates and that leaves them $300.84 to cover all other living costs. If the valuation is equal to $4500 per year this group would spend nearly a quarter [25%] of their weekly income on rates. Compare that with a family earning $80.000 with a rate demand of $4500, they will only pay around 3% of their income in rates. The Grey Power Federation study suggests that an increase of around four percent in income tax rates take place and that the 4%

be ring fenced for local bodies’ needs and then allocated using a designed formula, as we do for health and ACC funding systems. This formula would ensure that a fair and just system was being used so as to enshrine the principle of equality and fairness was returned to both the taxation and rating (payment) demands in a balance and fair manner. Thousands of houses occupied by pensioners have doubled in value over the past 5 years. How is a pensioner meant to pay the rates when their only income is the pension? Local Body Report Errol Millar Local Bodies (NCC) As you may be aware Pam Coltman is our representative for TDC matters with myself concentrating on the Nelson City Council. Hence the NCC title. Time will tell (very shortly) if the changes to the Local Government Act will have any affect at all on the social non-core spending on “feel good” projects and activities which have been the main reason for the spate of double digit rate rises we have seen over the last decade. Local Government is now required to work under a

new purpose statement: “To meet the current and future needs of communities for good quality infrastructure, local public services and the performance of regulatory functions in a way that is most cost-effective for the households and businesses” Looking at a schedule of projects which the Nelson City Council considers “appear to align with the new purpose” it appears as “business as usual”. Practically all of the social non-core, non-essential spending is in this schedule and has been aligned to “public service” to possibly conform, fifteen items on another schedule tagged

“Projects that require careful consideration”. Includes community housing, holiday programmes, after school programme, youth programme, pre-school programme, rental properties - with Haven Road land and buildings being highlighted, Performing Arts Centre feasibility and youth development fund (which sends youths to Outward Bound and Spirit of Adventure) could be possible casualties of the new purpose! We will wait with interest for the release of the draft annual plan. Members will be canvassed (those who have sent in their e-mail address to the Grey Power office) for their views on what they consider are the major issues in the plan.

Remember the last plan signalled an average rate increase of over 5% per annum for the next five years. Realistically 10% for most, so it is in all our interests that we constantly challenge waste, demand prudence and competent financial governance as at the end of the day it’s our money! Stop Press - NCC announces 2.4% rate increase. On a more positive note there are signs that council wants to have more community input to decision making and in this respect Nelson Grey Power will be taking a lead role in a newly formed Community Noise Monitoring Group, a problem which has been effecting many members.

Change in prescription costs From 1 January 2013, the Ministry of Health is increasing the amount people contribute towards the cost of their medication from $3 to $5 per subsidised prescription item – this cost is often referred to as a co-payment or prescription charge. Clients may not have to pay this increase until they renew their prescription costs. If the medicine is not fully subsidised, there may be an additional cost to clients. More information on the prescription charge changes is on the Min-

istry of Health website: www.health.govt.nz/ medications What does this mean for Senior Services and Work and Income clients? This may impact on clients receiving Disability Allowance that includes prescription costs. If clients are currently receiving a Disability Allowance for prescription costs, they will need to contact Senior Services (0800 552 002) or Work and Income (0800 559 009) when they are charged the increased amount. The client’s Disability Allowance will be

reassessed to ensure they are receiving the correct amount. It is important to note that the change in costs does not take effect until 1 January 2013. Clients will not be able to claim for the increased costs until after that date. If a client is not currently receiving Disability Allowance and would like to apply they can request a Disability Allowance application. Extended Warranty – Do you need one? Salespeople are very keen to sell extended warranties on many electronic goods today, and often pressure customers to buy one. But do you really need to? Volunteers at the Citizens Advice Bureau often help people who wonder what their rights are when things go wrong with purchases, yet we seldom recommend purchasing extended warranties. Why? Because in New Zealand the Consumer Guarantees Act already provides many protections when you purchase goods for personal use. The Act says goods must be fit for the purpose, be safe, last a reasonable time, have no minor defects, and

be acceptable in look and finish. So how long is a ‘reasonable time’? While a manuf a c t u r e r ’s warranty for a computer may be one year, you can expect it to last about 5 years. (To find out the expected life of an appliance, ask us at CAB.. You’ll probably be surprised ) We recommend you check exactly what’s provided by the extended warranty and decide for yourself if it is better than what you already get for free under NZ law. The trader should be able to clearly explain how

their warranty exceeds the CGA. New legislation under consideration requires them to have printed information comparing the two. Sadly, some salespeople really don’t understand what’s provided by the Act, and may give incorrect information. The old saying ‘Buyer beware’ still applies today! Some extended warranties can be quite expensive, so consider if you actually need the ‘extension’. For example, because technology is changing so fast, few people keep cell-phones

for more than a couple of years. Why would you buy a 5-year extended warranty? We’ve found that sometimes only certain parts or faults are covered in the extended warranty, and if you use the warranty to get a replacement, the new goods aren’t covered. It pays to read the fine print. Arny, who has an engineering and electrical background, went about upgrading and improving the system and realised that there was a gap in the market for good, sound advice and products. Almost a decade on and they’ve also changed the way scores of other Nelsonians live.
