Resounding Success for JP Service Centres

Metlifecare Oakwoods resident Gwen Thompson waters the daffodils in her garden. Spring officially started this month and there is no better way to celebrate the warmth and sun by getting stuck into the garden.

Since the beginning of July, members of the Nelson Bays Justices of the Peace Association have provided JP services on Saturday mornings from 10am to 12 noon at the Nelson Public Library and Richmond Mall. The response from the public has been extremely positive – so much so that there have been times when people have been waiting in a queue for the JPs to arrive. This service not only makes access to a JP very easy for members of the public, but is also raising the profile of Justices of the Peace and helping the community to better understand the services offered.

Justices of the Peace are statutory (Crown) appointees, and provide their services absolutely free of charge.

Thoughts from the President

As reported in the Waimea and Nelson Weekly I am stepping down from the President’s job at Nelson Grey Power. As a volunteer job it has its challenges and requires a reasonable amount of time but most of all dedicated volunteers. Without the support of these people who are prepared to perform the never ending tasks that are required to run a group the size of Nelson Grey Power we would not exist.

We have also lost our long serving Office Manager Patsy Mayers who deserves a medal for keeping me under control for all the years she has run Nelson Grey Power. We are fortunate in gaining the services of Kim Harding to take

Patsy’s place in the office.

Addo Mulders who has served Nelson Grey Power for many years as spokesperson for Transport is also considering retirement. After all eighty plus is a good time to step back. Addo has assured me he will still lurk in the background chasing up local councils with the transport problems.

After all these years as President I will miss the involvement of the problems of our senior citizens and also the friendship and contact had with the members. I will remain until a suitable replacement has been elected at the next Meeting.

A game for everybody From a Busy Office to a Life of Leisure Our Office Volunteers enjoyed a lovely lunch and a bit of entertainment to farewell our Office Manager Patsy Mayers.

We managed to actually have her photo taken and believe me that’s no easy task.

Patsy managed our Office for nine years and made many friends among our volunteers. She really appreciated their help and input .

Lots of laughs, lots of stress, especially at renewal time, when we have queues out the door and

mail up to your elbows.

You will have seen her out and about with the Grey Power banner and gazebo at the A&P Shows and the fairs.

On a personal note, Patsy was a great help to me when I filled the role of Zone Director and was on the Federation Board.

She was a mine of information.

In 1842, a new settler by the name of Pratt, decided to load his family and baggage in a ship’s boat and shorten the journey to Nelson town by landing at Auckland Point. For the occasion he wore his best coat and top hat, but suddenly found himself up to his waist in water as he hauled the boat to the beach.

Family and heavy luggage ashore he eventually negotiated the use of a handcart to drag it all to town.

One of the questions often asked is “how does one become a JP?” Appointments are made where there are not enough Justices to adequately serve the community in a par-

ticular area, based either on the nominee’s place of residence or workplace.

Appointment is not an honour in the way that a QSO or MBE is an honour, nor is it to reward a deserving citizen. The Nelson Bays JP Association carries out regular reviews of coverage with reference to both geographic and demographic considerations – first to ensure there are enough JPs spread appropriately around the

Grey Power Nelson region, but also to ensure ethnic considerations have been met and to maintain a succession plan so older JPs can retire without unduly reducing the level of JP service available in their locality. While appointment is for life, after service for at least 10 years a JP can apply for “JP(Retired)” status, and the Nelson Bays Association has 20 members in this category.

While need for an appointment is a prime criterion, nominees are required to demonstrate to the Minister (Hon Chester Borrows) that such an appointment is a continuation of community service, not the commencement of it, and accordingly letters of support from at least 2 community groups in which the proposed nominee has been active (not just a member) are required. These must contain words to the effect that the organisation supports the nomination of the proposed nominee as a Justice of the Peace. Hon Chester Borrows has also stated that he will not approve appointment where the nominee is 70 years of age or over. Nominations are made by the electorate

News MP for the electorate in which the nominee is registered, and often follow a recommendation from the local JP Association.

As well as the services provided by JPs on Saturday mornings at the Nelson Library or Richmond Mall, JPs are happy to serve the community at all reasonable times.

A a list of local JPs is included in the Yellow Pages sorted by residential and in some instance by workplace locality, and can also be found on the internet

by Googling “Justices of the Peace” and selecting “Royal Federation of NZ Justices Associations”, clicking on “Find a JP” and entering the appropriate location and ideally the post code as well, and then locating a JP close by.

It is recommended that you choose a JP who is identified as belonging to a JP Association, as these are in regular receipt of updates to the law and the procedures JPs should follow.

Another Year of Excessive Rate Rises

By Errol Millar The Magna Carta was signed in 1215. And is the origin of today’s Local Body rating system. It has done quite well for 800 years but over recent years the rating system has become inequitable, discriminatory, unfair and most importantly unsustainable.

The system is open to and receives the greatest institutional and statutory misuse and abuse possible. To detail these failings would take many pages but more important is the way

in which the rating system can be reconstructed or replaced.

Every time a rate is struck, a small number of ratepayers find themselves receiving a reduction in rates while others get a massive increase. The main contributing factor is the “Valuation”.

Is it not time if a council strikes a 3% rate increase, every ratepayers rates only increase by 3%.

It can be done and believe it or not, quite simply, even though our local authori-

The 3 yearly revaluations are a sham.

They are just another mechanism for an additional tax grab. Valuations are a valuer’s opinion of the “potential sale price” of a property. If neighbouring property is sold at an inflated price, then this reflects on the valuation of all surrounding properties. Monaco is a classic example of the effect inflated property purchases have had on neighbouring properties. Some massive prices paid for properties over recent years have doubled the rates for many neighbouring homeowners who have no interest in “selling”.

Why not have all properties valued at capital value nationally. And this does not mean an increase in rates. The

land value could be replaced by capital value and the charge per $ recalculated to retain the same total paid. For example a Nelson ratepayer whose general rate is struck on a land value of $110,000 is charged $0.62495 in the dollar, and pays $687.50 in general rates. Convert the property to the capital value of $230,000 divided by the total general rate paid $687.50 and the new per $ charge converts to $0.29891. That conversion would stop another raid in the ratepayers!

The reforms of local government currently with a Parliamentary Select Committee have been watered down to such an extent councils will be able to circumvent them and it will be business as usual when it comes to the annual “Tax Grab” (rate increases). The spending on non-core and nonessential projects will not change. The pet projects and personal agendas of those elected to “represent us” will continue to be promoted on behalf of those with loud voices and deep pockets.

It is time for the ratepayers of New Zealand to speak out and tell the government “enough is enough”.

The Kaipara District Council has just been replaced by a Commissioner. It is virtually bankrupt with a very small ratepayer base being expected to service massive loans.

Perhaps Nelson ratepayers may soon be paying Kaipara’s loans off as well, the NCC has decided to become a “Guaranteeing Local Authority” and join a consortium of councils to underwrite each other’s debts. How intelligent is that?

Joan Lees

MEET THE VOLUNTEER

By Kim Harding You may see Joan when you come into the Stoke office at the front desk. She normally does an afternoon shift once a fortnight. Joan was a teacher for 40 odd years after attending training college in Wellington in 1945-1946. She had a BA degree to teach secondary but says the children were all taller than her and she found it a bit disconcerting.

Joan travelled abroad teaching in London for two years where she says she had a marvelous time. During this time she was able to visit Norway, France and Italy

just to name a few. Retirement from teaching was at the end of 1985 from Henley school after fifteen years there.

Joan’s parents had a farm at Stanley Brook after her lawyer father decided to change vocation and become a farmer.

For six years Joan used to go to Birchwood School and read to children.

Involvement with Guides NZ found her working her way up to a trainer training adult leaders. Now Joan belongs to The Trefoil Guild for former members of Guides NZ which gives sup-

Locals Buy Funeral Home On 31 August 2012 Shone & Shirley Funeral Directors once again became ‘locally owned’. Bev and Gary Boucher first became associated with Shone & Shirley when they were running their previous business at the same location ‘Down To Earth’ Garden Centre.

As they had decided to wind down that business, they were then approached

by Ian Bell, Bell, Lamb and Trotter Funeral Directors, Christchurch on the possibility of building a funeral home. They thought this would be a wonderful new venture and so together

they designed and built the fabulous new building at 164 Tahunanui Drive which is now home to Shone & Shirley. Village Makes Living Easy Nelson retirement village Summerset in the Sun has been seeing an amazing amount of growth in recent months.

With more than 50 new residents and 40 new homes it is starting to look and feel like a vibrant community.

Village manager James Hamilton says he has been “blown away” by the response from the people who call the village home.

“The place is going flat out.

It’s really bubbling and the residents are taking real pride in their new environment. We have an incredible range of events and facilities. The phrase we are starting to hear the most is ‘I wish I had done it sooner’.

“People in the village can’t believe how much fun they are having.”

While speaking to us, James was watching a load of soil being delivered for the newly minted gardening group. For residents not so green fingered, there was always Tai Chi, decorative painting classes, movie nights, or the cards group to enjoy.

“The lifestyle here is really wonderful. Retirement villages are places where people come to live life and enjoy it. I think that’s something the public should be more aware of. That retirement villages are not places where people go to sit around all day, especially in sunny Nelson!”

The retirement village is currently in its third stage of development under

The village will eventually be home to up to 300 people, all enjoying state-ofthe-art facilities.

“In the next few years we expect we will have completed a village centre featuring a bowling green, hair salon, visiting consultant’s rooms, exercise room, cafe, resident bar and much more,” James says.

“Until then we will enjoy what we have, which is a lot! The heated pool is starting to look more appealing with the warmer weather approaching. Residents are enjoying the indoor spa pool now and of course, there is the ever popular weekly Happy Hour in the

resident lounge to keep us amused.

“This really doesn’t feel like coming to work for me. It is a pleasure being here among such wonderful people with amazing stories to tell.”

Resident Irene Ford is another Summersetian who loves her life at the village.

“It’s fantastic. Everything is, the people are marvellous, my cottage is really comfortable, I can’t find any fault with it. I’m really happy. I have got my independence but there are also a whole lot of other things I can join in on if I want to,” she says.

“I am independent but I can be looked after if I need it. I wasn’t ready for a home where I would just sit there, but I did feel like I would like support if it was needed.”

Irene is an avid movie night attendee and is enjoying regular card games.

She says one aspect of the village she has particular appreciated is the village van that takes residents on trips into Nelson and on outings.

“I’ve got to know a lot of people here. My neighbour is wonderful and as the village grows I think it is just going to keep getting better. I am very happy here, it was a marvellous decision.”

Going Digital New Zealand television is going digital in stages with everyone in Nelson and Tasman needing to make the move by 28 April 2013 if they want to continue watching TV. “Everyone in Nelson and Tasman who wants to watch television after 28 April 2013 will need the right settop box or a television with Freeview built-in together with an aerial or satellite dish,” said Going Digital National Manager Greg Harford.

Digital television offers more channels, better pictures, and new features such as an electronic programming guide.

“You don’t need a new television to go digital. Any set can be converted with the right equipment,” said Mr Harford.

The Government has launched a tar-

geted assistance package to support those groups most likely to face technical and financial barriers in going digital. The package is available to those who aren’t already watching digital television and are either: • aged 75 and over with a Community Services Card; or • recipients of a Veteran’s Pension or Invalids’ Benefit; or • former Veteran’s Pension and Invalid’s Benefit recipients who transferred to New Zealand Superannuation at age 65 or over.

Everyone in Nelson and Tasman who could qualify for the package will receive a letter from the Going Digital team by the end of October on how to take up the assistance. Anyone who fits the criteria above and doesn’t receive a letter should check

Red Cross in Nelson

The mission of New Zealand Red Cross is to improve the lives of vulnerable people by mobilising the power of humanity and enhancing community resilience. New Zealand Red Cross is active in our local community in a number of different ways.

Our volunteers deliver meals-on-wheels every weekday in Atawhai, Nelson, Stoke, Richmond and Motueka. Although we have a strong team of permanent drivers, we would welcome more relief drivers.

Our Community Transport van provides transportation to and from medical and

health related appointments every weekday. This service is run by volunteer drivers & covers the Atawhai, Nelson, Stoke and Richmond areas. We rely on donations from those who use the service to keep it running.

We run the Community Visiting Service, in which volunteers are linked with an aged care facility to befriend and visit residents who may have limited family or social contact. Volunteers generally visit residents on a weekly or fortnightly basis.

The Emergency Response Team meets each week, with a focus on being ready to respond to any disasters which may occur locally, nationally or internationally.

We operate three opportunity shops in the region- Vanguard Street, Nelson; Parkers Road, Tahunanui and Queen Street, Richmond. Motueka also has a shop for the local community.

We deliver a variety of First Aid courses locally on a weekly basis. People Saver

courses are delivered free in primary schools throughout the region, as are SaveA-Mate courses in secondary schools.

We run a program for 9-12 year olds in the October and January school holidays. These programs are designed for children who may otherwise not get opportunities to participate in recreational and social activities due to family hardship or circumstances.

Multifocal Contact Lenses

For many people the subject of contact lenses may not be the most earth shattering or provoke hugely strong reactions but there has nevertheless been a quiet revolution taking place within the industry.

The contact lens industry is a global business and all the major players spend large amounts of money on research and development.

After being something of a neglected area, multifocal lenses are now becoming the focus of a lot of attention. Part of the reason for this is the fact that there is now a generation of people for whom contact lenses are an everyday and indispensible part of life, but as there can be no escaping ageing they are beginning to suffer from presbyopia but would still prefer to wear contact lenses. While lenses are not for everyone, many people find them convenient and feel more confident using them.

Presbyopia is a common age-related eye condition that basically means the

lens of the eye loses its flexibility so it can be difficult, to focus when looking at objects at different distances or it can be hard to see things written in small print. In the past, the stereotype image of granny with a hefty pair of bifocals bouncing around her neck would have been the solution. But there are many different alternatives available today.

Bifocal and multifocal lenses come in all manner of different sorts and there are daily, two-weekly and monthly disposable lenses. Most lenses that are sold are referred to as soft lenses, which simply means they are made from a material that allows lots of oxygen to reach the eye.

This is essential for your eyes and makes the lenses comfortable to wear.

Another type of contact lens is called gas permeable or rigid gas permeable lenses. Although fewer of these types of lenses are sold, many eye professionals rate them highly be-

cause they provide excellent vision.

To those who are new to contact lenses as well as people who have been wearing them for a long time, there is a simple golden rule and that is to remember to first consult an eye care professional and have a fitting.

Because of the different vision strengths involved with multifocal lenses, it may also be necessary to try different lenses to find ones that work for you. But another benefit from having an eye check-up is that many diseases can be spotted through an eye exami-

It is important for our houses to be kept warm during the colder months and I am well aware that the cost of heating is a major concern to those endeavouring to keep their electricity accounts to an affordable level.

We must be concerned that the government is considering stopping the subsidy for upgrading the insula-

News tion of homes from the end of June next year. Subsidy is available for ceiling and under floor insulation and some of the insulation providers still have some additional funding for those with a Community Services Card. The subsidy applies to homes built prior to year 2000. I strongly believe that the government is taking a backward step on this issue.

I have had the insulation on our home upgraded recently and the house is warmer as a result so I can recommend that if you wish to upgrade your insulation do so while some subsidy is available.

The Referendum Petition is going well and has now exceeded 205000 signatures.

I was saddened to learn of the accidental death of a Nelson Assn. Member and I have visited the family and given them the cheque for $2000.00 from AIL Insurance. All Grey Power Members are covered for accidental death by the sponsorship agreement with AIL Insurance. I urge all members to make a note to family that you have this cover as part of your Grey Power membership.

Your association is going to have some change to the executive committee due to some resignations. I understand President Gordon Currie is standing down after a long period of being president. I sincerely hope that some members will

come forward to fill the vacant positions and keep our organisation very active in the Nelson area.

It was a pleasure to attend a function held to farewell Patsy Mayers Office Manager and the previous Secretary who has resigned from the position of Office Manager. I wish Patsy well in whatever she chooses to do in the future.

The Board is still very concerned with the problems that our members continue to have with health services, cost of energy and rates.

A Job Well Done

By Pam Schouten I dislike that phrase “The End of an Era”, but it does describe Gordon’s position as President of Nelson Grey Power.

I first joined the committee just after Gordon became president; it must have been some 18 years ago.

The membership at that time was about 2,500 and we had a wee office at the back of the then H&J Smith’s building in Stoke.

Most of the work could be done from home, but we still had volunteers to look after the interests of Grey Power.

Some of those volunteers are still at the front desk of the new office. Murray

Fisher, Joan Lees, Bev Stephens are all still there.

I mention our volunteers because Gordon placed huge emphasis on their contribution to them helping ease his way.

Gordon’s name and face has become synonymous as the front person of Nelson Grey Power and he has worked hard to achieve this.

Property Rates and Local Bodies was one his interests and many submissions were made to local councils as regards rate rises and other issues that affected our members. As an aside this is also important to the Federation at Board Level

and it was because of their advocacy that the Rates Rebate was introduced.

Many of you will have seen and met Gordon at one or another of our outings around the district. The time he has put into presenting Grey Power to the public has been phenomenal.

He will still be playing an important part in Grey Power as Zone Director for the seven Associations in our region. He takes their concerns to the New Zealand Federation Board who can advocate on their behalf.

I cannot stress enough the work Gordon has done on behalf of the Members of Grey Power. His stance has always been but “How will it effect our members?”

and he weighs things up from that standpoint.

We wish you well Gordon in what you choose to do and I am sure you will represent Grey Power at national level to the members’ advantage.

Enduring Power of Attorney

Have you considered who will attend to your property, assets and personal welfare if you become mentally incapacitated and you are unable to take care of your affairs?

Most people appreciate the need for a will. However, a lot of people do not realise that your will is only activated on your death. If by accident, illness or age you become incapable of managing your own affairs it is essential that arrangements have been made for someone of your choosing to step into your shoes and manage your affairs for you.

Without such arrange-

ments, your family and close friends do not have authority to take care of your affairs and have to turn to the Courts for this permission. This can be a costly and difficult process at a time when emotions are already fraught.

An Enduring Power of Attorney (EPOA) will assist in preventing further distress to family and friends and allow for the orderly administration of the incapacitated person’s affairs (such as closing bank accounts, transferring property and providing consent). EPOAs cannot be made once mental capacity is lost. Therefore, it is cru-

cial to arrange these matters now while you can.

What Is An Enduring Power of Attorney? An EPOA is a simple document that provides authority to a chosen person to manage your affairs or make decisions for you if you are unable.

Who Needs To Make Enduring Powers of Attorney? Everyone should have EPOAs. In particular, the elderly, people diagnosed with illnesses that can cause mental competence to deteriorate or who have family history of such illnesses, those travelling overseas, those going into hospital for major sur-

gery, or in any situation of risk should make EPOAs. We strongly recommend that anyone participating in high risk sporting activities should consider EPOAs too.

While the cost of preparing an EPOA is minimal compared to the security and peace of mind for all parties we do realise the difficulty at times in dealing with these costs and have agreed to offer a substantial discount to Grey Power members for the months of September and October 2012.

Internet Seminar NZ Shakeout a Success

By Jess Breeze (RN) A free seminar in August on internet scamming was held In Richmond for senior citizens.

This internet safety course was received really well with 42 people attending and there was 100% positive feedback. Guest speaker John Parsons is an internet safety and risk assessment consultant who gave a very well presented 2 hour seminar on internet safety impressing the audience by giving practical examples of how internet scams can affect us and how we can protect our-

selves. 70% of New Zealand adults have been the targets of some form of cybercrime, with the most common complaint being computer scams, fraud and viruses.

The most common thing learned was not to click on links. I was very excited about the success of this seminar and if the community expresses their interest I would love to do another one.

Dementia: Living together In September 2012 ADI will mark the first World Alzheimer’s Month with awareness-raising activities across the world taking place over 30 days. World Alzheimer’s Day on 21 September will play a key role in the month as the coordinated international effort reaches its peak.

The theme for World Alzheimer’s Month 2012 is ‘Dementia: Living together’.

Alzheimer associations across the world will focus their activities on reducing the stigma associated with dementia and making communities more dementia-friendly by offering a range of programmes and events.

Activities will include educational seminars,

workshops and enjoyable social events for people with dementia and their carer’s. Memory Walks will take place in numerous countries with communities gathering to show their commitment to remembering those who they have lost and creating a society where people with dementia and their families can live without the fear of discrimination.

The World Alzheimer Report 2012 will be launched during the month, and will be on the topic of stigma.

Alzheimer’s Disease International has produced materials for World Alzheimer’s Month, which will be used by many member associations around the world.

2012 will mark the first global month-long campaign and a website dedicated to the Month will be available soon.

First of October is International Older Persons Day The International Day of Older Persons is observed on 1 October each year.

On 14 December 1990 the United Nations General Assembly voted to establish October 1 as the International Day of Older Persons as recorded in Resolution 45/106.

The holiday was observed for the first time on October 1, 1991. The holiday is celebrated by raising awareness about issues affecting the elderly, such as senescence and elder abuse. It is also a day to appreciate the contributions that older people make to society.

Enliven recognises that at some ages and stages, those moments come thicker and faster than others but that a setback doesn’t have to be a one-way ticket.

Our positive ageing services ensure older New Zealanders have a communitybased option to assist them to stay as independent as

they want to be in their own homes, and to feel great about it!

The Enliven philosophy recognises that some things make for a healthier, happy life, no matter what your age: Harakeke Club Day activity programmes for people with Alzheimer’s disease or related dementia.

The Harakeke Club venues are friendly day activity programmes for people

with Alzheimer’s disease or related dementia.

• Transport is available to and from the clubs and a midday meal, morning and afternoon teas provided.

• The centres are purposebuilt standalone dementia specific facilities which run five days a week, 8.304.30pm.

• Professionally trained staff take a holistic approach to healthcare.

• Some garden settings.

• Varied and needs-based programme.

Subsidies apply. DHB Clinical Assessment teams (PSE and CST) assess clients for entry to day activity programmes and eligibility for appropriate DHB funding.

Totara Club Day activity programmes for older people The Totara Club programme is for isolated or frail older people living in the community.

• Totara Club provides

senior citizens with the chance to meet others for company, activities and outings.

• Opportunities for maintaining skills, interests and community interaction • Totara Club caters for different needs and levels of support.

• Professionally trained staff co-ordinate and supervise the programme.

• In most cases transport to and from home is available and a midday meal is provided Totara Club is able to access funds from Ministry of Health and Work and Income for most people who use this service.
