Meeting with the Minister The Executive of Nelson Grey Power Inc met with Hon. Chris Tremain over breakfast during the time the Minister was in town for the National Party Conference.

The meeting was arranged to discuss the concerns that Nelson Grey Power has had since the introduction of the Local Government Act in 2012 which requires local bodies to refocus their attention on core issues and to give priority to providing essential services in a much more financially prudent way.

With both of our local Councils having huge long term debt the introduction of the new legislation was welcomed and has the full support of this association and most, if not all, ratepayers. The concerns that

Nelson Grey Power have had related to statements made by some councillors since the new legislation came into force and during the recent Annual Plan process where comments like “it will be business as usual� were being made.

We see that the requirements under the new legislation definitely do not provide for a business as usual approach and Chris allayed our worst fears in this respect. He advised that council performance would be monitored and

there would be government regulations introduced soon to address council financial management responsibilities. Chris said the door would always be open to raise any concerns we might have in the future directly with him.

Time to have your Say Neville Male President With the Local Body Elections taking place between September 20 and October 12, it is most important that all members of Nelson Grey Power take the time to vote for candidates who will represent the concerns of our older population over the next three years.

As an advocacy group for the many issues being faced by older persons in Nelson and Richmond our strength is in the large number of members we have (presently 9600 and growing) and the local body elections gives us the opportunity to really have an important say in who should be elected on to our two councils.

Traditionally the voter turnout for local body elections has been very poor (in 2010 less than 50%) and unfortunately there is much apathy and disinterest in what councils do.

This has come about on the one hand due largely to the

prevailing attitude of most ratepayers that “they take no notice of what I have to say” and on the other to council having the lack of a community caring profile.

Unless there is a willingness to get beyond this complacency and to see change take place at the council table the dissatisfaction with council performance will continue. This is the very reason why all ratepayers should ensure that they complete the voting papers that they receive and cast a vote for a new council. It is only through the ballot box that ratepayers will have the opportunity to make that change and you only get that opportunity once every three years.

One of the questions I am often asked is “who should we vote for?”

Most ratepayers do not have a good knowledge of how well sitting council-

lors have performed and for new candidates it is equally perplexing. Unfortunately we do not have a performance measurement system for sitting councillors which would help voters get a better understanding of those that have performed well and those that haven’t.

I am strongly of the view that councillors should not be continually re-elected and at the election every attempt should be made to get “new blood” around the council table. There can be some exceptions to this where the skills of sitting councillors are of continuing value to the community. However, no councillor should expect his or her time on council to be indefinite. There are some councillors who have been there far too long. Remember you don’t have to vote for all twelve. Just select those you think will do

a good job.

We will be hosting two Meet the Candidates forums for the local body elections, one for NCC and one for TDC and all interested Nelson Grey Power members are invited to attend to hear what the candidates have to say about addressing the issues facing our older population.

The details for dates and venues for the forums are on page 9 of this magazine.

We look forward to seeing you there.

Finally to let you know we are making slow but sure progress on the drafting of a Strategic Plan for an Ageing Community. We hope to have a framework finalised to take to the regions major organisations, with the plan of hosting a forum for those organisations in October.

Response to Annual Plan

Nelson Grey Power made a comprehensive submission to the Nelson City Council Annual Plan process giving an emphasis to concerns about increasing rates and the effect of long term debt on our members.

Council has given assurances that the rate increase will be at around 2% and to achieve this adjustments have been made to the draft Annual Plan as a result of concerns expressed by many during the council deliberations.

This we are also being told will be the likely level of rate increase for at least the 2014/15 financial year.

We did raise a number of

matters about what we saw as non essential items in the Annual Plan budget and when presenting our submissions asked council to apply an “is it essential or is it desirable” approach to decision making during these tight financially difficult times. We also commented that we saw council being dysfunctional and not united for the good of its ratepayers on many issues and asked for this to be put right as ratepayers deserved better.

Council has now confirmed it has a monitoring system in place to gauge the utilisation of disabled car parks within the CBD and will in future adjust

numbers and locations as demand increases. We will continue to closely watch how council manages this in the future. We also raised our concerns about items of capital expenditure proposed for transport, wastewater, an after hours answering service, earthquake prone buildings, the School of Music and the Theatre Royal. In general adjustments to reprioritise expenditure against the affordability of these items has been undertaken. We will however be raising some further matters with council as a follow up to our submissions once a new council is elected later this year.

Mayoral candidates support wood burner review During the last few weeks Nelson City Council mayoral candidates have publicly stated they will support a review of the highly restrictive, draconian and unfair regulation that apply to the use of wood burners.

Our President Neville Male who has led the charge in this would like to thank all Nelson Grey Power members for their support on this issue, which does show that we are an organisation that is being listened to. We will continue to represent your interests on this and other issues with the utmost vigour.

Consumer Price Index Neville Male President The recently completed review has clearly shown that the Consumer Price Index does not accurately reflect the real cost of living increases and is letting superannuitants and poor people down. Diana Crossan, the former Retirement Commissioner who headed the review process, has stated that “Lower income households had the highest price change and higher

income households had the lowest price change” The review found that the real experience of price inflation for superannuitants and the poor is not reflected in the current Consumer Price Index as it is skewed to reflect the experience of white middle income New Zealanders. It was found that the differences came because of the higher proportion of income that older people spend on their health, hous-

ing, utilities and food all of which are high inflation areas. Work is now under way by Statistics NZ to create inflation indexes that will more accurately track cost of living for superannuitants and the poor after recommendations to do that fell by the wayside in 1996 and 2004.

Nelson Grey Power Inc will be keeping a close eye on this and will be making submissions to our local MPs and Government.

Nelson Grey Power Member. Former Wallace County Councillor and Chair of Te Anau Town Council in the ‘70s, Deputy Chair of Guardians of Lakes Manapouri and Te Anau. Chairman of Sport Tasman for seven years and NelsonMarlborough DHB Board member since 2001.

What sort of qualities make for a good councillor? Do you just need to be a well known and intentioned citizen? I will have a go at proposing what I think makes the grade. Mayors are the chairperson of the council and these comments include them as far as I am concerned. Remember no candidate can promise any outcome, they are each just one vote at the table.

Councillors are there to make decisions. If you are not decisive you will really struggle. Strongly developed personal values will

What qualities are needed? help.

You must have a thick skin.

Sadly once you are elected everything becomes your fault. A small but vocal group will inevitably suddenly regard you as stupid and probably corrupt or at the very least self serving. Commonly they are against everything the council does.

You need to be able to listen, to change your mind when evidence says you should, and also be able to support majority decisions. Ideology and dogma need to be seen for what they are; evidence and strategy should be the ba-

sis of decisions.

You need a good reason to stand. Lowering rates is not enough. You need to know what you are for more than what you are against. A passion for the future of your region and an idea of what sort of place you wish to see your children grow up in is the key. This is called vision.

Your passion will see you through the negative stuff and keep you alert in boring meetings!

It is also important to have read the council’s Long Term Plan which sets out the direction your Council has already agreed. If you

Grey Power Nelson can get behind this document things should go well for you. The Annual Plan is a small subset of this and is pretty much the budget for the year which determines the rates.

Patience is a virtue they say. You will need lots of it. You will try hard to get citizens involved with the Long Term Plan. No matter how hard you try people will still complain that they haven’t been consulted. Such is life.

Candidates ideally should understand the main role of Council. It is to confirm the Long Term Plan or Strategy and be responsible for the development of policies that will sup-

News port the outcomes of the Plan. Confirming through the Chief Executive’s reports that Council Officers (Management) are doing what they said they would, i.e. implementing the Annual Plan is the audit role. Rate setting is the way you ensure that there are adequate resources for the CE to do the job.

It is the Council’s job then to set direction, provide resources and audit outcomes. That is Governance.

Becoming familiar with all the Local Body legislation is a tedious requirement and is important, but nothing like as important as the other qualities I mentioned. Being a law-

yer, accountant or businessman is not in itself a qualification for Council. If the Council needs professional advice it can get it.

Finally, I would like to em-

phasise again that long term vision is the most important quality to look for in a candidate. It is sadly one of the rarest qualities on many Boards and Councils.

What a great response to our membership survey in our March magazine. Over 1000 responses, with many making very good suggestions and comments.

A total of 55% from single members and 45% from households with two or more members.

Many mentioned the discount book and wanted a wider range of businesses in Nelson and Richmond.

We had already started on this and the latest discount book we hope reflects our ongoing efforts to continue to build on it.

Rates, electricity, food, optical and dental costs and the cost of living in general were major issues as was the call for a free blood

testing station for Stoke, which we will pursue immediately.

Rest home care, regular district nurse visits – especially to outlying areas like Tapawera, prescription and medical costs were highlighted.

Suggestions to improve the magazine included more jokes, guest contributors, buy sell swap section and and the option of sending it online.

Regular surveys, meetings with guest speakers – although poorly supported in the past and more involvement of members was suggested and our new President does have this as a priority.

A total of 20 members responded with ‘yes’ to our question regarding volunteering to assist with projects, and to the executive this is a very good response.

We have a strong family of long standing volunteers at present but we will be inviting more members to volunteer from time to time.

Power Discounts Urging members to wait Recent offers of long-term supply contracts by some electricity supply companies should be carefully considered.

Electricity is now one of the biggest household items, particularly for families on low or fixed incomes. Any opportunity to reduce that cost can be tempting, but people should be wary of offers that sound almost too good to be true.

In recent weeks however, some power companies have launched campaigns to sign consumers up to long-term contracts that would prevent them from changing suppliers if a special deal for Grey Power is eventually reached.

These campaigns have included telephone calls in the evenings and even house calls, and suggest the companies involved are trying to prevent customers from changing suppliers for significant lengths of time.

This aggressive marketing technique is unusual in New Zealand, and un-

fair on many people, particularly the elderly, who could be talked into accepting offers that fail to disclose all the facts such as line charges. They could also miss out on the Grey Power deal, if and when it is settled.

The Kiwi Energy Trust, which is based in Nelson, is another possible option for Grey Power members to consider if the Grey Power Federation initiatives do not come to fruition or are considered unattractive.

Eric Davy Transport Spring is fast approaching and I hope you all had a safe winter while driving.

I can advise that a parking review is being conducted by Nelson City Council and I have asked that an increase in Disabled Parks be allowed for in each block of Trafalgar St. This will improve the current numbers. The NBus is getting good patronage of persons using Gold Cards and this is to be encouraged. There has also been a review asked for to see if there can be changes to routes etc to better attract more per-

There have been some issues about the timing from one bus arriving 5 minutes after the bus has left heading for the hospital. That has caused some consternation as the delay for the next hospital bus was too long.

I would ask that if you have concerns about the condition of footpaths, kerb crossings for mobility scooters etc you should let me know. You can address the concerns personally to me via the Greypower Office.

The BBC (Better Breathers Club) may be the place for you!

We all know that regular exercise is good for health, but it can be difficult if you can’t breathe well.

Nelson Asthma Society’s Better Breathers Club can help you learn how to practice and perform appropriate exercise specific to people with conditions such as emphysema, chronic bronchitis, COPD and asthma. At the BBC we’ll teach you how to breathe correctly and show you movements you can do at home anytime that are

proven to help with mobilising your mid-body and help ‘get things moving’ around your chest, shoulders, back and lungs.

Regular attendance means you have a better chance of improving your breathing and daily management of tasks, get to know your classmates and hear from some interesting visiting speakers.

The BBC classes are held on Wednesdays: twice a month in Nelson, once a month in Richmond and at the hospital hydrotherapy pool on Mondays.

Burning questions Council approved wood heaters As you know the topic of wood burners is a very hot issue with our two councils, and although we have had many members contact our office we would welcome more feedback on this.

If you have replaced your old wood burner with a certified Clean Air rated wood burner, we want to hear from you whether or not your home heating has improved, stayed the same or worsened. Have your health concerns with the enforced Clean Air compliance decreased? Increased? Or not changed?

These are important ques-

tions we need the answers to in order to advocate on your behalf on this issue.

Let’s talk about the overall performance of your new approved wood burner.

Does smoke billow into the room when the fire door is opened? Is your fire more difficult to light?

Once lit does your fire burn sluggishly with lower heat output than specified?

In your opinion has the amount of smoke emissions from your fire reduced?

Overall do you feel that your fire has downgraded in quality rather than upgraded?

We want to hear from you if you have any comments to make on the above, so we can continue to offer feedback on the new Clean Air requirements.

Hello, my name is Joy Beggs, and I am a volunteer with Nelson Grey Power. I have been doing this for about 4-5 years.

I really enjoy my time there, it is great fun, and I have met many lovely people.

I have been living in Nelson for the last seven years, shifting from Christchurch, after living there all my life, and I have never regretted the move.

I am a widow, with three grown up sons. Terry

News belonging to Maria’s brother in the New Forest, which is not far from Southampton. I did not know just what to expect but was blown away by the scenery. It is true that many animals roam about free. I saw, horses, cows, pigs, ponies and donkeys, all just outside the cottage.

This cottage is about 150 years old.

Driving around, we would come to lovely old hotels, very old, just everywhere.

We spent a day at Salisbury, about two or three hours just in the cathedral. I must admit, I did help the Eng-

lish economy a little, as all the shops were beautifully stocked with lovely clothes!

We went over to Christchurch the next day. The history of all these places blows me away. I have seen so many Cathedrals, Monasteries, Priory’s, etc. It makes one think of the life these people had, and what made so many leave their homes and had the courage to travel to other lands.

I have only two more weeks here, and then I will be home to Nelson, which in my opinion is still the best place in the world to live.

Arthritis, it could surprise you There are 530,000 people in New Zealand living with arthritis, including about 14,600 in the Nelson and Tasman regions.

Arthritis New Zealand is the national organisation focused on raising awareness of the more than 140 different forms of arthritis, advocating for those with the condition, and providing advice and support.

Arthritis is the leading cause of disability in New Zealand. People with arthritis are 5% less likely to be employed than those without arthritis, and there are 17,940 people receiving

sickness or invalids benefits as a result of musculo-skeletal conditions, the bulk of which will be arthritis.

The perception that arthritis is only an older person’s condition is wrong. Arthritis can occur to anyone at any age, and there are currently 1000 children in the country with the condition.

Arthritis New Zealand has a team of Arthritis Educators, who provide expert advice and guidance, help people learn how to selfmanage their condition and pain, and provide upto-date information about the various forms of arthri-

Baby boomers health worse than past generations In spite of medical advances, members of the baby boomer generation are in worse health than their parents were at the same stage of life, with obesity and lack of exercise taking a toll, according to a U.S study.

About 13% of baby boomers – the generation born in the two decades after World War Two reported being in “excellent” health in middle age, compared to 32% of the previous generation who said the same thing at the same stage of life, say researchers in JAMA Internal Medicine.

Overall, about 39% of boomers were obese,compared to about 29% of the previous generation. Baby boomers were also less likely to get regular exercise.

About 16% of baby boomers had diabetes, compared to 12% of the previous generation. And baby boomers were more likely to have high cholesterol and high blood pressure.

But the news wasn’t all bad. The study found that boomers don’t smoke as much as the previous generation, and are less likely to have the lung

“It really needs to have a high priority in your personal life. People should just do everything they can to be active and eat healthily. It would make such a dramatic difference.”

What memory?

While on a road trip, an elderly couple, stopped at a roadside restaurant for lunch.

After finishing their meal, they left the restaurant, and resumed their trip.

When leaving, the elderly woman unknowingly left her glasses on the table, and she didn’t miss them until they had been driving for about forty minutes.

By then, to add to the aggravation, they had to travel quite a distance before they could find a place to turn around, in order to return to the restaurant to retrieve her

glasses.

All the way back, the elderly husband became the classic grumpy old man. He fussed and complained, and scolded his wife relentlessly during the entire return drive.

The more he chided her, the more agitated he became. He just wouldn’t let up for a single minute.

To her relief, they finally arrived at the restaurant.

As the woman got out of the car, and hurried inside to retrieve her glasses, the old geezer yelled to her; “While you’re in there, you might as well get my hat and walking stick!”

Statistics New Zealand First 2013 census results will be released on December 3.

Results from the 2013 census, revealing how many people there were in New Zealand on census night, will be released on Tuesday, December 3, 2013.

At the time of the last census in 2006, there were 4.03 million people residing in New Zealand. Including overseas visitors, there were 4.14 million people.

Due to the seven-year gap since the last census, the update of information will be highly anticipated by many people and organisations.

News The initial release of information in December will be followed by regular releases over the following 18 months, all of which will be freely available on the Statistics NZ website www. stats.govt.nz Final statistics released from the 2012 Agricultural Production Census.

Final statistics from the Agricultural Production Statistics: June 2012, are now available. The final release includes national and regional figures for land use, livestock, forestry, arable and horticulture crops, and farm practices.

Notable findings include: Dairy cattle numbers were 6.4 million, up 1.2 million from 2007. Sheep numbers were 31.3 million, down 7.2

million from 2007. Beef numbers were 3.7 million, down 660,000 from 2007.

The planted area of wine grapes increased to 34,560 hectares, up 17 percent from 2007. The survey was conducted in partnership with the Ministry for Primary Industries.

Disability Survey From July to October of this year, Statistics NZ will be collecting data as part of the 2013 Disability survey.

Conducted in each census year, the Disability survey is the most comprehensive source of data on disabled people living in New Zealand.

The Disability survey was last held in 2006, after the survey planned for 2011 was postponed due to the

Grey Power Nelson decision not to proceed with the census following the Canterbury earthquake. The Disability survey requires census data for sample selection.

Disability data is used for: supporting policy analysis, programme development, and service delivery, advocating for the rights of disabled people, reporting against the New Zealand Disability Strategy, meeting obligations for reporting and monitoring under the UN Convention on the Rights of Person with Disabilities, enabling the development of a health expectancy measure by the Ministry of Health.

Initial outputs from the survey are planned for mid-2014.

The Great Printer Rip Off Ink costs more than vintage champagne – and devious behaviour means you constantly have to buy cartridges.

Ink cartridges cost about $1 and are sold for $40 to $55 – the ink works out at $6000 per litre.

The companies who produce and market printer cartridges sell us very cheap printers and cash in on the ink. Of course, you can try refilling, the practice can be less than successful and messy. As many have discovered to their horror, refills are so

exorbitantly expensive that printer ink, costs far more drop for drop than fine Champagne, Vintage Port or Chanel 5.

A typical family running a busy printer can easily spend $400 -Grey Power North Shore spends up to $700 a year on ink. That is just the start of the rip off.

If you think that you are getting through ink cartridges more quickly than ever, you are probably right. Over the past decade, manufacturers have actually reduced the amount of ink inside them.

Some brands of printers use up far more ink because they keep on running pointless ‘cleaning cycles’.

If you are buying a printer, check the cost of the refills and Avoid printers that have ‘three-inone’ colour cartridges – It’s cheaper to buy the three colours, cyan, magenta and yellow as separate refills. It’s also cheaper to get

your pictures processed by companies offering this service.

Max for Mayor I am locally educated, have lived most of my life in Richmond and I am a member of Grey Power. I have seen our district grow dramatically especially in the last ten years. As a local business owner and Managing Director of MediMax for more than fifteen years I have developed an extensive working network throughout the district and have a strong sense of what the people of Tasman want from their Council.

The people of Tasman are saying it is time for a change.  Rates must be affordable and fair – we cannot have another Headingly Lane.  Core services must again become our priority. We need a flexible policy, however, so that funds can be reallocated should we again face circumstances such as the recent flooding of homes and businesses.  The majority of Tasman residents are opposed to amalgamation. It is possible to work co-operatively without amalgamating.  The current Council has borrowed $100 million in the last 6 years. Borrowing currently stands at $159 million and is expected to rise to $311 Million. We must regain control over this excessive spending.  The proposed Lee Valley Dam must not go ahead. The only capacity it has is to financially ruin our district. Other safer and more affordable options for irrigation and water supply are available – let’s investigate them first before spending even more money.  We must balance the growth of our local industries with protecting our unique and beautiful environment.

The people of Tasman must be listened to – I am prepared to listen.

Medicine Benefits

Disability allowance for medicines If you have an on-going medical condition and you need to pay for prescription medicines and other costs not covered by other agencies you may be eligible for a disability allowance. A disability allowance, up to a maximum of $60 a week, can be paid to help you with your costs. This can include costs in addition to your prescription fees, such as the costs of visiting your GP. To qualify for an allowance you must have a

disability that is likely to last at least six months for which you have to pay costs. You have to be a New Zealand citizen or permanent resident and normally live in New Zealand. Individuals of any age can apply for a disability allowance.

It will also depend on how much you and your spouse earn.

If you are already receiving a disability allowance make sure WINZ or Senior Services are aware of any increased costs you have to meet, like higher prescription fees, so that

these can be assessed.

Grey Power Nelson Prescription Subsidy Card If you get more than 20 prescription items in a year you should be eligible for a Prescription Subsidy Card The Prescription Subsidy Card (PSC) is to help individuals, families or family units who have more than 20 prescription items dispensed in a year. By using the PSC these people and their families will pay a maximum of $100 on prescription charges in any one year.

After you have reached 20 items you will not need to pay further prescription charges until

News February the following year. There is no income testing for the PSC. • How can I get a Prescription Subsidy Card?

Your pharmacist will automatically keep a prescription count for you from the beginning of February each year. Once your family unit has paid for 20 subsidised prescription items you will be issued with a card.

You need to make sure the pharmacist knows the names and ages of all the people who may be eligible to receive a subsidy from the card.

If you go to different pharmacies you will need

to keep your prescription receipts and give these to your usual pharmacy or, when you have collected 20 receipts, to any pharmacy that can then issue your card to you.

The pharmacy will not charge you for this service.

• How can I use my Prescription Subsidy Card?

Your usual pharmacy will have recorded that you have a PSC and automatically reduce the amount you have to pay for your subsidised prescription medicines. If you go to different pharmacies you will need to have a record of your PSC number or

“As with all charities the trigger to get involved is often a very personal thing. There are generally two main themes – a desire to contribute to their community, and some personal exposure to hospice that has generated a desire to give something back”. In all cases there is a genuine desire to “give”, and in Mary’s experience volunteers are all too often apologetic about not being able to do or give more.

In her eyes looking after the volunteer service has therefore been incredibly humbling.

Three volunteers recently joined Mary in celebrating their 25 year milestone.

So what keeps people in-

volved over such a long period of time? Mary tells us that real care is taken to try and get to know each person and to take note of what’s going on in their lives – many volunteers have been known to describe it as a “family”. It is not uncommon for volunteers to duck in and out of the service based on what’s happening with their lives – extended overseas travels or a change in health can lead to someone taking some time out but when things are on an even keel again they “bounce back” in to action again. There’s also not a week that goes by without a greeting card landing on the doormat of a volunteer to say “hello, we’re thinking of you”.

So what do volunteers actually do? There are currently more than 35

Grey Power Nelson volunteer “jobs” on the go covering everything from patient massage to home visits, delivering flowers, cutting hair, driving patients, writing a life story, selling raffle tickets or working in one of the many charity shops. There really is something for everybody and this might be why so many people continue to knock on the hospice volunteer door keen to play their part.

Nelson Tasman Hospice is eternally thankful to these willing individuals – the services they provide are vital to helping raise over $1million which is needed each year to provide the hos-

Raising money is just one side of the coin – the services volunteers provide enable hospice to do that much more for patients, and this at the end of the day is what it’s all about.

Ginger Crunch

For the Base:

For the Icing:

250g softened butter

2 cup sifted icing sugar

1/2 cup caster sugar

120g butter

2 cups flour

1/2 cup golden syrup

1 tsp baking powder

4 tsp ginger

1 tblsp ground ginger Pinch of salt Preheat oven to 180C. Cream butter and sugar.

Fold in sifted flour, baking powder, ground ginger and salt and mix to combine. Mixture should be chunky and sticky. Press mixture into a greased lined lamington tray (approx 20cms x 30cms).

Bake for 20 mins or until brown.

While the ginger crunch is baking, mix all the icing ingredients together in a small saucepan over a moderate heat. Stir until the butter is melted and simmer for 2 minutes.

Pour the icing over the top while the ginger crunch is still warm. Slice it into squares before completely cooled.
