MORTGAGE TYPES

You can choose any of these mortgage options which fit into the two basic mortgage types. Lenders may even customize these options to suit your needs.

All mortgages are of two basic types:

OPEN MORTGAGE: Allows borrowers to repay all or part of the total amount of their mortgage at any time without penalty. Because of flexibility, this is ideal for borrowers who plan to sell their homes in the near future or who want to switch from a short-term mortgage at high interest rates to a longer term when mortgage interest rates fall.

CLOSED MORTGAGE: Usually has the lowest interest rate available but lacks the flexible features of other mortgage options. A good choice for those who want the security of knowing their monthly payment is fixed for a longer term. Prepayment options are available but they are subject to conditions.

PORTABLE MORTGAGE: Flexibility if borrowers move. Borrowers can take the mortgage to their new home or can transfer it (usually with the consent of the lender) to the purchaser of their old home. This is an attractive option if the rate on the existing mortgage is lower than current rates.

CONVENTIONAL: The buyer can borrow up to 80% of the purchase price or the value of the property, whichever is less.The down payment has to be at least 20%. INSURED OR HIGH-RATIO: A buyer can borrow up to 95% of the purchase price or the value of the property, whichever is less. The down payment can be as low as 5%.

EDMONTON CONTINUES TO BEAT ECONOMIC EXPECTATIONS, AND THAT’S POSITIVE NEWS for people

While most of Alberta’s cities are struggling because of lower oil prices, the economy in our capital is proving remarkably resilient. In the new-home sector, Lethbridge is the only other major city in Alberta to show an increase in home starts so far this year.

Through the first three-quarters of 2015, Edmonton builders have started work on 13,500 single- and multifamily homes. That’s almost 3,500 homes over the total in 2014, a year when oil prices started above $100 U.S. a barrel. A surge in multi-family construction is responsible for the upswing, but demand for single-family homes remains solid – almost 4,500 basements were poured so far in 2015. A strong construction sector is one reason Edmonton is poised to avoid slipping into recession this year. Early this year, forecasters such as the

Conference Board of Canada were certain our city’s economy would shrink in 2015. That’s not the view of the City of Edmonton’s chief economist. John Rose recently updated his calculations and decided the city’s economic output would edge up enough to avoid being classified as a recession. That’s an important vote of confidence at a time when a lot of national media coverage just assumes that doom and gloom have taken hold in all parts of the province. Rose pointed to a diversified local economy and the city’s large contingent of public sector workers as reasons Edmonton is still growing. Alberta’s new NDP government has given repeated assurances that it will not slash jobs to balance the budget. Looking ahead, we can be confident that the jobs of thousands of civil servants, nurses, teachers and other public sector employees will be helping to keep the city’s economy churning along. Those strong economic fundamentals are reflected in the creation of a total of 3,000 new jobs in the city during August despite layoffs in the energy sector. And while the unemployment rate has edged up to 5.9 per cent, it’s still significantly lower than the national rate of 7.1 per cent. The city’s strong economic fundamentals are winning recognition internationally. The annual Emerging Trends in Real Estate report by consulting firm PwC looks at all major U.S. and Canadian markets. The just-released 2015 edition remains positive about Edmonton’s prospects. “Robust growth in residential construction, retail sales and personal services sectors is expected to assume a more prominent role in Edmonton’s expansion of the next 12 to 24 months,” the report says. “These strong fundamental drivers will help insulate Edmonton’s economy from external shocks.” Buying a home is a big step and a key factor in the decision will be the economic health of the community. The recent positive forecasts for Edmonton’s future are a great confidence booster. Why we need context, not just data, on foreign investors By Wayne Karl

IMAGINE A HOUSE OF CARDS – or a game of Jenga – where one wrong move could cause everything to come crashing down. This is the fear some have when it comes to foreign investors in Canadian real estate. The concern is that foreign buyers– those who live elsewhere but buy properties in Canada and rent them out – are driving up home prices, particularly in hot markets such as Vancouver and Toronto. This offshore demand is leading to an artificial, unsustainable market, some believe, which could cause a crash if for any reason these owners pulled out or sold their homes en masse. “People are concerned that foreign buyers are coming in and buying too many properties and driving the prices up,” Ben Myers, senior vice-president, market research and analytics at Fortress Real Developments, told New Home Guide. “That is the big concern.” Canada Mortgage and Housing Corp. is taking steps to address this “data gap,” by scheduling meetings with industry stakeholders and other measures. Prime Minister Stephen Harper also promises to get a better handle on the issue. Some of these foreign buyers are paying cash – given that Canadian properties are a relative bargain compared to prices back home for Chinese buyers, for example. This means they’re not borrowing from Canadian banks or requiring insurance from CMHC, further contributing to the dearth of data. Without such transparency, it could fall on real estate agents and lawyers to report such transactions.

The problem with this scenario, points out Don R. Campbell, well known real estate investor and author, is that “data without action or policy is just knowledge.” There is nothing currently in place preventing foreigners from purchasing Canadian real estate. “I’m a stats guy,” adds Myers. “I’d love to see the information, but I think we have a pretty good idea that residential real estate sales activity to non-domestic buyers is pretty isolated to Toronto and Vancouver. Should Canadian taxpayers in every other metro area be on the hook for the cost of collecting this info?

“If we find out foreign buyers own 1.2 per cent of Canadian residential dwellings – 3.5 per cent in Toronto units and 6.1 per cent in Vancouver – then what? How much will it cost to take the next steps? “Even if you had the proper data and the world’s best econometricians, you could never know what a home would have sold for if a foreign purchaser didn’t buy it,” says Myers. Campbell says any such data would be “incredibly inaccurate, given the many ways in which the ultimate purchaser can hide who is buying.” He also points out that The Personal Information Protection and Electronic Documents Act (PIPEDA) could limit any disclosure. PIPEDA sets out ground rules for how private sector organizations may collect, use or disclose personal information in the course of commercial activities.

What to do when you hire a contractor Many experienced and reliable contractors work in your community – highly skilled professionals who do business the right way. MANY CANADIANS LOOKING TO LOCK IN

Canada’s continuing low interest rate environment has Canadians thinking now is the time to lock in a longterm mortgage. A new poll from CIBC reveals the majority of Canadians, 74 per cent, would opt for a medium or long-term mortgage if they were to acquire, refinance or renew a mortgage today. Twenty-seven per cent think now is the time to look beyond the traditional five-year fixed mortgage for a term of up to 10 years. “Canadians are recognizing that today’s historically low rates won’t last forever and some are looking for ways to bring predictability to their finances over the long term,” says Barry Gollom, vice-president, mortgages and lending at CIBC. “Most Canadians tend to opt for a fixed rate over five years when choosing a mortgage today. With more than one in four Canadians now saying they would choose a longer term of seven or 10 years, we may be seeing the start of a shift to longer terms.”

BENEFITS OF A LONG-TERM MORTGAGE

Locking in to a fixed rate, medium or long-term mortgage can reduce the stress that can come with following interest rates. “If interest rates rise in the next year or two, homeowners with shorter term mortgages or variable rate mortgages could see their payments move higher,” Gollom says. “Having a medium or longer term fixed rate can act as a measure of stability and protection – especially for those who have recently bought their first home.” The prospect of rising rates may not be something Canadians have to worry too much about in the near term. During its interest rate announcement on May 27, the Bank of Canada announced it was going to hold its overnight lending rate at 0.75 per cent. “The overnight rate has only been sitting at 0.75 per cent for a little less than three months now, after Governor Stephen Poloz finally decided to cut it down from the one per cent it had held steady at for nearly 4.5 years,” says Alyssa Richard, founder and CEO of RateHub.ca. “That decision was made in January, in an attempt to shield highly indebted Canadians from the negative impacts of the significant drop in oil prices (and job losses that have occurred as a result).” CIBC says the shift to longer term, fixed rate mortgages signals growing interest by Canadians to gain greater control and certainty over their largest financial obligation. With a consistent and predictable mortgage payment at today’s low rates guaranteed for many years, Canadians may have the opportunity to pay down their mortgage faster and minimize interest costs, which will help to keep them on track for their broader financial goals. “Finding an expert who can crunch the numbers on a variety of mortgage options while factoring in your other debts, your savings goals and your personal risk tolerance is an extremely important part of the evaluation process,” says Gollom. New Edmonton LRT line rolls on despite problems By Gene Kosowan

AFTER A 17-MONTH DELAY AND PLAGUED BY A HOST OF PROBLEMS, Edmonton’s newest LRT line officially opened recently. And it doesn’t look like the issues surrounding the new Metro Line, which connects part of northwest Edmonton to downtown, will be resolved any time soon. The first week alone, the line was affected by overcrowding and a faulty coupling that connected two passenger rail cars. Traffic congestion on at least one major artery that the line intersects, leaving vehicular traffic waiting several minutes for each train to cross at a sloth-like 25 km per hour — half the speed it was designed to travel. Part of the problem with the new Edmonton LRT line was in the planning process, especially with traffic congestion, when one station was moved before a traffic study could be conducted. A city audit released in August blamed poor communication between city council, administration and levels of planning, management and construction for the snafus in the $53-million project. Interestingly, within a week of the line’s opening, council fired its city manager.

But the heart of the matter lies in the coordination of two different signal systems, says Graeme McElheran, the city’s communications manager for transportation services. The new Metro line uses a communication-based train control system, which pinpoints a train’s track position. The software works differently from the full-block system on the existing Capital line, which McElheran says works on the basis of a station being empty before another train can enter. The LRT debacle has been a major black eye for Mayor Don Iveson, who made expansion of public transportation a major plank in his platform when running for the city’s top job in 2013 – and part of his dream to convert Edmonton into a more sustainable city. It has also made realtor Wendi Freudenreich’s job a lot tougher. “I’ve had deals fall apart because of transit lines, as nobody likes to live by a transit zone because of the noise from construction that’s gone on for far too long,” she says. “As well, congestion of traffic will definitely play a role in where people choose to live, if it turns out that an inefficient LRT line crosses where they want to commute.” McElheran says the bugs are being worked out, which will eventually decrease station wait times and bring transit rail speed up to 50 km per hour. Long term plans include expanding the Metro Line through Blatchford Park (which when built, is touted to be one of the world’s largest sustainable neighbourhoods) and further north to the city of St. Albert.
