hen only a new home will do, those in the market will be pleasantly surprised by the exceptional value and detail it offers. When you buy new, you don’t inherit someone else’s worn carpeting, personal taste in kitchen appliances or paint colour preferences. You get a fresh, clean space that’s waiting for your personal imprint. If you’ve always fantasized about buying a brand new home, here are a few tips that can help you make the process a pleasant one: ›› Shop the mortgage market to see what you can afford before you start your hunt; ›› Contract a lawyer who is willing to review your offer and close the deal; ›› Don’t be persuaded by high pressure sales tactics while you’re out shopping; ›› Determine which options and upgrades you want as part of your offer and ensure your lender will finance what’s required, if needed; ›› To save money, consider which upgrades you could purchase and install yourself after the sale closes. Some upgrades such as rough-ins and wiring inside the walls are easier to do before construction. Factors such as the cost of the home, neighbourhood, lot size and special features play a big role in your final decision. Determining which features your new house absolutely must have, and which features you could live without, should be among your first steps in the home-buying process. What price Development Charges?

Government fees and other costs are rising to the point that future affordability may be threatened

W

ant to startle yourself just a little? Dog-ear this page, and turn to page C16 of this issue (but be sure to come back!) and read my column on the increasingly challenging issue of Development Charges and other government fees associated with new-home development. You may be surprised to learn that, in Ottawa, such fees account for about 23 per cent of the cost of a new home – or about $100,000 of a single-family home. Twentyfive years ago, the costs accounted for just three per cent. In the Greater Toronto Area, for another example, the fees average more than $116,000 for a single-family home. Why should you care? You should care because these costs are transferred straight on to you, the new-home buyer, when purchasing such property. Do you know what portion of the cost of your prospective new home or condo goes toward Development Charges? Do you know if the fees in your potential community are rising (spoiler alert: they are), how fast and what the increases are based on? These are all questions worth asking, as you explore this topic and how it might influence your homebuying decision.

Canada’s unemployment rate has room to drop much further before we’ll see pressure on wages that could trigger inflation, according to a new report from CIBC World Markets Inc. The report notes that historically, today’s 6.9-percent unemployment rate would already be generating wage and price pressures. In both 1999 and 2005, the Bank of Canada declared the economy had exhausted economic slack and reached full employment at essentially the very same jobless rate. In both cases, the Bank raised interest rates to cool the country’s overheating economy. “But full employment ain’t what it used to be, and that’s good news for job seekers,” says Avery Shenfeld, chief economist at CIBC. “Demographic and public policy changes in recent years have lowered the noninflationary rate of unemployment. That will allow the Bank of Canada to keep rates low for long, and press ahead towards further labour market improvements.” Shenfeld notes that, unlike the U.S., where millions of discouraged workers have given up searching for work and no longer count among the unemployed, discouraged workers excluded from the jobless count represent only 0.1 per cent of Canada’s working-age population. Those saying they want work but aren’t in the labour force represent the same two per cent share that they did when the output gap was zero in 2005. While the participation rate has dropped, he adds that’s solely due to shifting demographics, as a greater share of the population reaches retirement age. If the population shares of each age cohort are held constant, the participation rate would have been rising since the recession, as other than youth, each demographic group’s participation rate has been steady or rising. “Underemployment is, however, a factor that has led to an understatement of labour market slack relative to the past cycle,” says Shenfeld. “There are close to 900,000 Canadians working part-time because that’s all they can get, rather than by choice. Changes in government policy are a factor in the reduced level of frictional unemployment. “New immigration rules are focussed on tilting the mix of new Canadians towards those with targeted skills and stronger language proficiency,” notes Shenfeld. “Those coming in under the Provincial Nominee Program, focused largely on job-ready individuals who cross the border with a job offer in hand, represent 13 per cent of new permanent residents, up from only two per cent in 2005.” Tighter rules for unemployment eligibility now require Canadians to accept a wider range of employment offers rather than continue to search for a job that’s either higher paying or closer to home. EI recipients now represent 37 per cent of unemployed in Canada, down from 51 per cent in 2009 and an average of 47 per cent in the ten years prior to the last recession. Shenfeld also suspects declining unionization coverage could also be a modest factor by reducing worker bargaining power, particularly as Canadian workers now compete with “right to work” states south of the border. He notes that this could reduce the wage inflation pace at any given level of unemployment. “All of this implies that the labour market has more room to run to lower unemployment rates before wage pressures threaten the Bank of Canada’s two per cent CPI target. Add to that some other factors putting downward pressure on CPI and there are reasons for the Bank of Canada to eschew rate hikes until early 2015. “By that point, we expect Canada’s unemployment rate to be in the vicinity of 6.2 per cent, well below what had previously been the Bank of Canada’s comfort zone.”

Who’s the boss? It might be you – if you join your condo board of directors by Marnie Bennett

Politics. It’s a mainstay of both the evening news and cocktail party chitchat. But if you’re a condo owner, there’s one type of government that’s particularly relevant: your condo board of directors. If you’re new to condo culture, you may not be familiar with the concept. As explained by Ontario’s Ministry of Consumer Ser v ices, a condo development is run like a small town. It has an elected board of directors – a “town council” consisting of a president, secretary, treasurer and additional directors – who make decisions on behalf of the owners. Many of my clients are startled to learn that so many important decisions – such as hiring of the management company and budgeting for future repairs – are in the hands of volunteers. On the one hand, serving on the board is a lot of responsibility for untrained, unpaid personnel. On the other, who better to entrust with such decisions? Elected condo owners have the most at stake and, in theory, should have the best interests of all owners at heart. What I find exciting about this system is that condo owners have the opportunity to make their voices heard in a very real way. If you own a unit, you’re a member of the condo corporation; this means you get a vote on any decisions made at the annual general meeting (AGM) or other owners meetings.

Even better, if you take a special interest in the issues affecting your home, you can run for election on your condo board. In communities where the level of involvement is low, you may find a director position landing on your lap without even trying. Now, I know some owners are hesitant to make the time commitment necessary. As a director, you’ll attend the AGM and monthly board meetings, plus any owners meetings or special committee meetings that arise. In addition, directors can experience frustration when there’s dissension among members; as with any organization, things don’t always run smoothly. Without a doubt, it’s a trade-off: your time and energy in exchange for greater control over your home and investment. At the very least, I urge you to attend your AGM to find out what’s going on around you. Once you’re tuned in, you may be surprised to find out how much you care about the issues.

When people find out what I do, they often

ask for advice about buying a new home or dealing with their builder. I always encourage buyers to make sure they have a good understanding of the process involved in buying a new home before they make a purchase. Because often, buyers walk into a model home, fall in love and make the biggest purchase of their life based on emotion alone. Here are my five simple steps to get you on the inside track when buying a new home. Step 1

Get a pre-approved mortgage before you start looking at new homes. This will give you a sense what type of home you can afford and how your prospective mortgage payments will fit into your budget. Being pre-approved will also allow you to make a faster purchase if you see something you love. Step 2

Research your builder. Once you’ve narrowed your search, be sure to research prospective builders. The builder and the relationship you have with them is one of the most important aspects of your home buying experience. First off, check that the builder is in fact licensed by visiting the Licensed Builder Directory on tarion.com where you’ll find builder customer service records for the past 10 years and a list of any chargeable conciliations and claims. A chargeable conciliation occurs if a builder and a homeowner disagree about whether an item is covered under the warranty program and, after an inspection, the item is found to have been covered. Claims refer to situations where the builder did not resolve a homeowner claim and Tarion stepped in to work directly with the homeowner to resolve the issue. You may want to consider these numbers in comparison to the number of new home possessions in the builder’s profile. The next step is to ask around. You may want to walk around neighbourhoods where the builder has built and inquire about these homeowners’ experiences. Speaking to other homeowners will give you a good indication of whether the builder stands behind his construction and 26 New home & Condo guide eastern Ontario | nov 30, 2013 - Jan 11, 2014

is attentive to customers over the long term. You can also ask for references in online communities and social media platforms. There are a number of active home-related sites where homeowners share experiences. Step 3

Review your agreement of purchase and sale with a real estate lawyer before signing to ensure you understand exactly what is included in the price of the home. If you are buying a condo, review the disclosure statement to understand what items are part of your unit and what are considered common elements. Make sure anything that is agreed to verbally by your sales representative is reflected in writing. Step 4

Learn about your new home warranty. It’s easy to become overwhelmed by the process of buying a new home. You’ll spend a lot of time with bankers and lawyers, pouring over legal documents. Warranty information typically falls to the bottom of the reading list because no one expects anything to go wrong in their new home. But, you’ll do yourself a disservice by not taking the time to learn about your warranty rights and obligations. If an issue does arise, not knowing how to manage it can turn a minor inconvenience into a major aggravation. Step 5

Register for Tarion’s online MyHome service. Your MyHome account will take care of most of the tasks associated with managing your warranty, such as remembering deadlines and keeping track of correspondence. It also allows you to submit your warranty claim forms easily and securely, receive email correspondence from Tarion including alerts for important warranty deadlines, and allows you to submit supporting documents such as photos, receipts and agreements. Ottawa’s Official Plan review gets it right

Every five years, the City of Ottawa must review and update its Official Plan. This document provides a general road map of where and how the city plans to grow. The review process is long and complex, and must take into consideration all major elements such as infrastructure, transportation and built form. The wording in the documents must be general enough to allow for creative and unforeseen solutions, but specific enough to provide assurance about elements such as land use locations and general height zones. The planning department is primarily responsible for the Official Plan but almost every other city department is involved to some degree. The engineering department must produce an Infrastructure Master Plan and the transportation engineering group must produce a Transportation Master Plan, both of which need to be coordinated with the Official Plan and all of the work is overseen by a group of councillors. Although an Official Plan must be produced by the city, the growth that results from it is generated by the residential and business communities. In order for these groups to understand and support the Official Plan, it is necessary for them to be involved to some degree in the review process. So, with a core group of elected officials, staff, community associations and industry representatives, there are more than 100 people all trying to work towards a common objective but often with radically different wants and needs over a period of about one year. From this core group, there are many more thousands of public and

private individuals who participate to varying degrees along the way. As work progresses, it is posted on the city’s web site where anyone can review the material. The complete exercise amounts to a huge logistical challenge that consumes a vast amount of time, energy and money. A City Council meeting was scheduled for Nov. 26 to review the current Official Plan. At a meeting on Dec. 11, City Council will adopt the Official Plan by bylaw and then send it off to the Ontario Ministry of Municipal Affairs and Housing for approval. It usually takes the Ministry one to two months to review and approve the document. Once the approved documents are received, a 20-day appeal period begins, and community

Although an Official Plan must be produced by the city, the growth that results from it is generated by the residential and business communities. associations and industry experts must do a detailed review to see whether any changes were made and then make a decision on whether there are any elements of the document that they will appeal. There are usually some appeals that arise from individuals and companies that may be negatively impacted in some way, and these are most often resolved through negotiations. Sometimes, if the Official Plan demands a significant change in direction, there are appeals from large companies or associations who would be affected in a major way. These appeals can take years and millions of dollars to resolve. It is important to understand that just because the City is responsible for undertaking Official Plan reviews and even though they have the best of intentions, they do not always get it right. The appeal process is available for these situations, but the cost can be prohibitive on high level issues such as boundary expansions. This time around, the City of Ottawa should be congratulated for the job it has done over the past year. It has succeeded in involving community associations, industry and private individuals in a meaningful way and has been open to dialogue on challenging issues. Not all parties agree on all things, but that is to be expected. The most important element of this exercise was that all of the main participants were given the opportunity to communicate and express their opinions. This is exactly what a healthy democratic process can achieve and we believe that it has resulted in a much better Official Plan than would have otherwise been possible. Councillor Peter Hume is chairman of the planning committee and has been primarily responsible for this success. He has managed to facilitate a process that allowed a wide range of competing interests to work together constructively to achieve an important objective. We look forward to continuing our work together in building a world-class capital city.
