BILD’s got the answers, said Dave Wilkes, the president and CEO of the Building Industry and Land Development (BILD) at the kick-off of the association’s campaign, Building Answers. The campaign is focused on answering the public’s questions about new-home and condo development via its BuildingAnswers.ca website. In fact, the association has committed to answering individual questions within two business days and said should the same (or substantially the same) question be submitted 10 times, the question will be published on the site. “It’s natural for residents to have questions and want to understand the changes they are seeing in and around their communities. As the industry that builds the places where people live, work and play, we are committed to facilitating an informed discussion,” said Wilkes. “With 115,000 new people calling the GTA their home every year and the population expected to grow by 40 per cent to 9.7 million by 2041, development and housing construction is highly visible throughout the region.” You’ll likely catch glimpses of its green and white branding colours, like the ones below, around town, on social media and in this issue. I’ve seen several of the questions so far, and I plan on publishing a few of them right here in this space. “Now is the time for an open and factual discussion on development in the GTA given the generational challenge of housing supply and affordability,” said Wilkes. “This campaign will allow everyone to participate in the dialogue about what our region will look like.”

NoN-resideNt coNdo owNership highest in three Canadian housing markets New information released last month by from the Canadian Housing Statistics Program (CHSP) sheds light on the prevalence of non-resident homeownership in three Canadian housing markets in British Columbia, Ontario and Nova Scotia. A nonresident owner is defined as a person who has their primary dwelling outside of Canada.

“Condominium apartments had the highest prevalence of non-resident ownership, particularly in Vancouver and Toronto,” says Aled ab Iorwerth, Deputy Chief Economist, Canada Mortgage and Housing Corporation. “In general, non-resident ownership is more frequent in newer and higher value residential properties. The CHSP data allows us to better understand the role of non-residents as a component of demand in Canadian housing markets, a topic that is of public interest in terms of the source of funds and the investment behaviour associated with such properties.”

StUdy HigHligHtS Non-resident participation in housing markets

Properties that have at least one non-resident owner amounted to 6.2 per cent in British Columbia (Vancouver 7.6 per cent), 3.3 per cent in Ontario (Toronto 3.8 per cent) and 6.2 per cent in Nova Scotia (Halifax 4.3 per cent). The proportion of non-resident participation is highest for condominium apartments. Condos with at least one non-resident owner was at 10.4 per cent in British Columbia and 6.1 per cent in Ontario, and higher in Vancouver (11.2 per cent) and Toronto. In Vancouver, properties constructed in 20162017 with at least one non-resident owner is 15.3 per cent, compared with 11.2 per cent for those built between 2011-2015 and less than six per cent for properties constructed between 1961-1990. This figure is higher (19.2 per cent) for condominium apartments built in 2016-2017. In comparison, the share of Toronto properties constructed in 2016-2017 with at least one nonresident owner is 6.1 per cent, while the share for residential properties of all periods of construction is 3.8 per cent. 12  New Home + Condo Guide  |  Apr. 13–27, 2019

In Nova Scotia, the proportion of properties that have at least one non-resident owner is higher in the rest of the province (7.1 per cent) than in the Halifax CMA (4.3 per cent), suggesting that non-resident ownership is more prevalent among vacation-oriented properties outside of the province’s major urban centre. Comparison of median assessment value between non-resident and resident owned properties

The median assessment value of condominiums owned by non-residents is higher than those owned by residents in British Columbia (29.1 per cent), Ontario (20.2 per cent), and Nova Scotia (10.8 per cent). In Vancouver, the median assessment value of a condominium owned by a non-resident is $96,000 more than one owned by a resident, the highest differential in the Vancouver CMA. In Toronto, the median assessment value of a condominium owned by a non-resident is $37,000 more than one owned by a resident, the highest differential in the Toronto CMA. In Ontario, the median assessment value of single detached houses owned by non-residents was lower than those owned by residents by $35,000, but the data shows differently in Ontario’s two largest urban centres of Toronto and OttawaGatineau (Ontario part). Under the CHSP, non-resident homeownership is measured in two ways: By residency ownership and residency participation. Under residency ownership, a property is classified as non-resident owned when the majority of owners are non-residents. Under residency participation, a property is classified as having non-resident participation when at least one owner is non-resident. These complementary concepts permit a more detailed understanding of nonresident activity. The concept of non-resident participation, in particular, illustrates the upper bounds of non-resident ownership in these provinces, as reported in the most recent Housing Market Insight (HMI) released by Canada Mortgage and Housing Corporation (CMHC).

New disclosure requirements in the Condominium Act provide owners with more information than ever, but all of this information can quickly become overwhelming. What are all the documents and what do they tell you? The following is an overview of the rules and regulations governing condo living. CONDOMINIUM DECLARATION

The declaration is like the constitution of a condo. It provides information regarding each suite’s boundaries and share of common expenses expressed as a percentage of the total budget. 14  New Home + Condo Guide  |  Apr. 13–27, 2019

The declaration also describes any recreational facilities and how they will be used. It can also contain restrictions on the use or occupation of the units and common elements. A review of the declaration will tell you exactly what you are buying. A declaration can only be changed if over 80 per cent of the owners agree to the change. This makes subsequent changes to the declaration difficult and rare. BY-LAWS

The by-laws control how condominium corporations are run. They outline the qualifications

of condominium directors, their remuneration (if any), and the quorum necessary for a meeting. The by-laws may also outline when and how the condominium can borrow money. This is important if there is ever a special assessment levied. As an alternative to a special assessment the condo may be able to borrow funds, if allowed in the by-laws, rather than makeup any shortfalls from the unit owners. By-laws can be passed, appealed or amended by the board of directors. Before becoming effective, by-laws must be approved by a majority


of the units of the corporation and registered with the land registry office.

CONDOMINIUM RULES

STATUS CERTIFICATE

The board of directors can also make, amend or repeal rules. The rules govern the safety, security or welfare of the owners and the property or assets of the corporation. They typically prevent unreasonable interference with the use and enjoyment of the common elements or units. It’s common for the rules to prevent owners from renting out their units for short periods of time (ie. Airbnb) or restrict visitors’ use of the common elements. It is also increasingly common for the rules to limit the number and/or size of pets allowed in the building. Rules can vary greatly in each condominium, so even if you are familiar with condo living it’s important to review the rules in each building you buy into. They can impact lifestyle choices, which while not legal issues, should be

A status certificate will include information regarding increases in common expenses, law suits against the condominium corporation and any upcoming large expenditures for repairs. It indicates if the current owner is in default of paying common expenses and if any increase in common expenses has been declared by the condominium board. While sifting through these documents may seem overwhelming, careful review of the rules and regulations

governing your condo could save you a lot of time and unexpected cost down the road. You should also seek the advice of a real estate lawyer and accountant who can point out abnormalities or possible red flags. Don’t forget the best help you can get is from a real estate lawyer who understands condominium law. Be careful and find someone who is knowledgeable and cares about you and your family. OntariO’s update of development and housing plans is the right mOve

In hindsight, the signs were there all along: a rapid escalation of land values, the slowing of new development across the Greater Toronto Area, and a rise in community resistance against new development in existing neighbourhoods. This is the legacy of the previous provincial government’s Growth Plan and housing policies in the GTA. Our 20  New Home + Condo Guide  |  Apr. 13–27, 2019

current challenges around housing supply and affordability are the result. The new government is looking to make much-needed changes, even as critics raise predictable objections. Never mind that these same critics never supported any development plan nor are likely do to so, and never mind the disheartening prospects confronting those looking for a new home or apartment in the GTA. Nor does it matter to these pundits that the region is growing annually by 115,000 people, all requiring housing, places to

work, schools, and commuting infrastructure. The fact is, despite the critics’ objections, the changes proposed by the government are quite measured and focus on two areas. The first is a housing supply action plan that outlines how we get more homes for rent and purchase built faster. The government is looking at proposals to remove barriers and speed up development, as it currently takes more than 11 years to complete an average low-rise development and 10 years to complete an average …continued on page 22

high-rise development in the GTA. The government is also looking for proposals on ways to encourage “missing middle housing” –the townhomes and low- and mid-rise apartments that provide gentle density in existing neighbourhoods and can serve as starter homes at a lower price point. Finally, the government is looking for proposals to lower the cost of development by addressing the cost of land and the charges added to new developments. This in turn will positively impact the affordability of new homes. The second area the government is focusing on is adjusting the Growth Plan, the policy that guides where and how development occurs across the GTA and the Greater Golden Horseshoe. people and jobs required per hectare—a direct determinant of built form and housing mix. The current government has rightly pointed out that the one-sizefits-all approach doesn’t work, and that treating development in communities like Brantford, Hamilton and Waterloo in a manner similar to Toronto makes no sense. Other proposed changes include giving municipalities some flexibility to develop housing on lands that have previously been designated as employment areas and on small pieces of land that are currently outside their settlement area boundaries, and continuing to encourage density around major transit station areas. If adopted, these changes will give more flexibility to municipalities and will encourage the right types of homes to be built and the right density based on the infrastructure available.

These proposed changes are all about one thing: providing homes for hardworking individuals and families across a growing region. Our current generational housing challenge has been 14 years in the making and through these actions the provincial government is making good on its promise of working to increase housing supply in our region while continuing to protect the environment. Is the New StreSS teSt CausIng you stress? Ben Myers

In late March I attended the Teranet Market Insights Forum, and listened to a presentation by Stéfane Marion, the Chief Economist and Strategist for National Bank. Marion started out with his thoughts on the Canadian economy and indicated that there is a 50 per cent chance of a recession in Canada, and a 54 per cent chance that the Bank of Canada cuts interest rates this year. The first part of that statement might scare you, but the second part might make you happy if you’re in the market for a new home. Interest rates have been a big topic in Canada over the last two years, with the new mortgage stress test going into effect last year. Canadians seeking a mortgage from federally regulated lenders are required to qualify at a rate that is two percentage points higher than their actual contracted rate. This has had two major consequences, lower transaction activity overall, and more mortgage activity outside the federally regulated lenders. According to Teranet, 75.3 per cent of all residential mortgages in Ontario were issued by Canada’s ‘Big-5’ banks in 2017, but that market share dropped to 72.6 per cent in 2018. companies all increased their piece of the pie. The Teranet data also showed that Generation Z (people born since 1997), the newest entrants into the housing market have over 20 per cent of their mortgages with private lenders. But, keep in mind that this is a large percentage of a small number of mortgages. These mortgages come with much higher interest rates, which puts these young homeowners at financial risk. This is one of the unintended consequences of the stress test. Marion questioned the reasoning behind the stress test, saying that most Canadians must qualify at an interest rate of 5.5

per cent, yet the Bank of Canada recently said they won’t raise the overnight rate above 3 per cent in the next couple years. Marion says this makes no sense given the 2-per-cent stress test: Why would you have to qualify at a rate that won’t exist? Marion did point out that despite his bank’s thoughts on a potential recession, that there are some relatively positive national economic data. Business profits in Canada are the highest in over 10 years, domestic employment for prime age workers is very strong and well above equivalent U.S. levels, population growth is the highest in the OECD, and that a …continued on page 26

Another stressworthy piece of data was shared by Marion in his presentation, the increased rental demand as a result of the stress test delaying home purchases has brought about sharp increases in rental rates. In fact, the rate of rent growth nationally in 2018 was 4.3 per cent according to CMHC, the highest since 1991. Marion noted that the rate of rent growth in 2019 as published by Statistics Canada is 10 standard deviations higher than normal. According to Rentals.ca, the average asking rent of a new rental unit in Canada was $1,888 in February, up $100 from December. In conclusion, there are a lot of conflicting views on the state of the Canadian economy, the growth prospects for the housing market, and the government’s next intervention in the housing market. Marion noted that there have been

over 40 interventions since 2006, and now they’re added a new first-time homebuyers incentive to help those Gen Zs and Gen Xs buy their first home, and who knows what impact that will have on the market. My advice is always this: Do a lot of research, hire an experienced team that includes a realtor and a mortgage broker, and always buy what you can afford. Good luck.

Lifetime shares its vision for panda markham, a mixed-use development near markham Centre A community meeting was held last month at the Milliken Mills Community Centre in Markham for Lifetime Developments’ proposed development at Warden and Highway 7, close to Downtown Markham. The development, branded Panda Markham, is a visionary 5.8-acre mixed-use plan that will encompass five luxury residential towers, adding 2,206 residential units to this growing, indemand location. Representatives from Lifetime Developments and the Panda Markham team presented their vision and responded to questions regarding the development proposal. According to Lifetime’s principal Brian Brown, “Our proposal will bring new attention to one of the most desirable locations in the Greater Toronto Area. With stunning architecture by world-respected Hariri Pontarini Architects, Panda Markham will be a new landmark adding muchneeded new residences to one of Canada’s fastest-growing and most thriving cities.” The five proposed towers will range from 28 to 48 storeys in height, with terraces of varying lengths and widths adding

visual interest by which to scale the building and create a unique silhouette that changes dramatically depending on where the community is viewed from. Panda Markham’s suite mix will range from one-bedroom to threebedroom designs to accommodate the spectrum of purchasers, including families. Inviting indoor and outdoor amenities will expand their living space. Green space between and around the towers, as well as the site’s location overlooking the Rouge River, will ensure that nature is always part of everyday life. REDEVELOPS TORONTO LANDMARK AS THE UNITED BUILDING The United Building in Toronto, announced today by Davpart Inc., is North America’s tallest architectural heritage retention development. Located on the northeast corner of University Avenue and Dundas Street West, the United Building will evolve to a 55-storey high rise which will highlight the restored heritage structure of the storied Maclean Publishing Company/Maclean-Hunter Building at 481 University Avenue, with commercial and retail space from the ground floor to the 10th floor and new residences above the historic structure. “From 1910 to the 1980s, 481 was the location of Maclean Publishing and later Maclean-Hunter with several buildings added to become one of the most recognized structures on University Avenue,” said Davpart Inc. President and CEO David Hofstedter. During the 20th century, Maclean-Hunter grew to become the largest Canadian publisher of trade journals and the home to flagship Maclean’s magazine, Chatelaine and the Financial Post newspaper.

While restoring the exterior, we will complete the interior to the highest standard of contemporary office and retail available today, so their current uses can continue,” said Hofstedter. The United design team includes B+H Architects as the prime consultant and design architects; heritage consultants ERA Architects Inc. and Tomas Pearce Interior Design Consulting Inc. room goals! Designer Lisa Canning creates an inspiring and efficient laundry space.

I recently worked with Alison, a busy firefighter and mom who was in need of a major laundry room overhaul. At work, people depend on Alison to help save lives, and at home, her family depends on her for countless things. So, creating systems and spaces that allow her to efficiently get the job done was my main goal and of course, it had to look good, too. ESSENTIAL APPLIANCES

STORAGE

No laundry room is complete without a washer and dryer. For this space I chose Maytag’s (maytag.ca) Front Load Extra Power Washer and Dryer pair that have an Extra Power feature. For the washer, the Extra Power button fights stains that dissolve best in hot water and in cold – all in one load. For the dryer, the Extra Power button helps get thick fabrics drier the first time by adding extra time to the cycle.

Alison’s home is on the smaller size, so every single square inch of this space needed to count. I went with taller than normal uppers from Ikea (ikea.ca) in a high gloss navy blue for a look that is both modern and functional, allowing Alison to store detergent, cleaning supplies, towels and other necessities within arms’ reach. We also incorporated storage on the other side of the room with multiple drawers and decorative shelving. This space doubles as a desk for Alison’s young daughter when not needed for folding.

1 FOLDING SPACE

Whether you are a Netflix-and-fold kind of person or not, I think a dependable laundry space needs to have ample counter space. Here I used butcher block counters to provide a warm textural contrast against the blue cabinetry and marble wallpapered walls that I found at Anewall (anewall.com). Installing a counter over a front-load washer and dryer is always a must for me as it provides a durable surface and creates a more built-in look to your appliances.

HANG IT

I think one of the most overlooked functions of a laundry room is space for hanging clothing that needs to air dry. Whether you use a folding wire contraption that allows clothing to lay flat, a rope that allows you to hang clothing, or hooks like I did right here, you definitely need to plan for this element so the behaviour of air drying clothing actually happens.Â

MAKE IT BEAUTIFUL

I am a big believer that when a space is beautiful, we are happy to be there, and this makes us super productive. So, we utilized all kinds of strategies to make this space just gorgeous. We wrapped a marble wallpaper along all the walls, we added gorgeous crown moulding, we added teal accents that we found at HomeSense (homesense.ca) and just had so much fun with art, beautiful towels, and greenery.

Modern townhome designs offer affordable options that don’t skimp on style

Over the past 10 years, there has been a mandate for municipalities to increase density, not only in major transit corridors, but throughout suburban communities around the GTA, too. This not only helps take advantage of existing infrastructure, but also helps to expand communities typically offering traditional townhomes and singles. Two product types have evolved out of this mandate – the backto-back townhome, also referred to as “Village Homes”, and stacked homes, often called “Urban Towns”. While this satisfies new planning initiatives, it also brings

more affordable housing types into the marketplace. Back-to-back towns feature two blocks of townhomes that back onto each other with a common wall along the rear. They are usually two or three storeys by design. Two-storey designs have a traditional single-car garage and an entry-level main floor. Typically in the three-storey designs, the second floor becomes the main living area with a kitchen, dining and family room, and access to a front balcony outdoor amenity space. Designs usually offer a choice of two- and three-bedroom plans. Along with a full basement, this gives the homeowner a lot of living space, with a lower price than a traditional townhome with a backyard. The stacked units are also a back-to-back configuration. This

Jordan KideCKel style of home offers one- or twostorey units stacked on top of each other. They are typically built in blocks of five to eight units. There are many floorplan options within these units and some offer a private rooftop terrace. Sometimes these communities come with surface parking, but typically offer underground parking. This style of community has been very well received by first-time homebuyers as well as buyers wanting to downsize. A big plus is you have your own front door with direct access to outside, avoiding a common hallway. A very successful example of this style community, called “Uptowns” in Brampton, offers a combination of one, two- and three-bedroom designs along with private roof-top terraces. These two examples show how architects, builders and developers are being very creative is designing homes for the ever-changing needs of a growing population. even want a tomato plant or two. Many varieties thrive in containers. For those who grow herbs and vegetables, “eating close to home” takes on a whole new meaning. Remember that balcony gardening brings with it the necessity for a little research into what will grow well in specific sun/shade and wind conditions. Garden centre experts can help with this, as can other gardeners. Ask about what kinds of plants will thrive in your specific conditions. For example, what direction does your suite face, and what floor are you on. Ask about colourful annuals, hardy perennials, richly textured succulents and even some plants that can add visual interest during the winter, such as ornamental grasses. Fountains, living walls – the possibilities are diverse and exciting. Then think outside the planter box. Condo-owners are incorporating natural materials such as rocks on their balconies to bring more of the outdoors

“up”. Keep groupings in mind, too. You may want to highlight one statement plant in a container, or perhaps group three or more and combine hardy and delicate flowers for an interesting effect. Consider foliage as well. Use highquality potting soil, and remember that during the summer months, containers need frequent watering. If you love the outdoors, you will love living in a condominium. Give your balcony garden some careful thought and make the most of it!
