Economic outlook bodes well for SWO Gains in manufacturing and other areas a boost

I

f you paid attention to the Bank of Canada’s latest interest rate announcement on Oct. 23, your reaction may have been mixed. Pleased – because the Bank held its target for the overnight rate at one per cent, where it has been since September 2010. Somewhat concerned, perhaps – because the accompanying commentary from BoC governor Stephen Poloz was less than rosy. Something about an economic environment that is “less favourable for Canada,” as well as delayed growth in exports and business investment. The Bank’s forecast of GDP growth of just 1.6 per cent for this year is certainly no reason to celebrate. But what is also happening is that the Canadian dollar is under pressure – in fact declining the day of Poloz’s announcement. TD Economics, meanwhile, is among those predicting the dollar will drop further in 2014. This, of course, would be good news for export-based industries such as manufacturing, automotive and steel production. And we know how important those sectors are to Southwestern Ontario communities such as Hamilton, Cambridge and Woodstock. Indeed, 2013 may not be wrapping up as a stellar year for local economies in SWO, but the forecast for 2014 is looking better and better.

Tips and advice for selecting a new-home builder by Karen Kessel Buying a new home is a big decision, but it doesn’t have to

be a difficult one. Preparing yourself and doing your homework is the key to being able to make this important decision with total confidence. Before you sign on the dotted line, use the following tips and advice to assist you through the process. 1| Where and what to buy: There is a vast array of new communities and new condominiums to choose from, so first make the decision on where you want to live and the type of home that best fits your lifestyle. Check out prices and stay on budget with what you can afford, as you may want to buy that new couch or kitchen table when you move in. Once you have decided on the community location, home design and price, you now need to roll up your sleeves and do your research to find the right builder for your dream home. 2| Builder reputation: In my professional opinion, this is one of the most important items to consider with the biggest investment you will make in your life. When speaking with the sales representative at the sales office, ask questions and get answers to things that are important to you. How long has the builder been in business? Are they a small local builder or large development company? How many homes do they build annually? What is their background and experience? What do their customers say about them? Stop and ask the construction workers building the new homes – would they buy a home from this builder? What is the builder’s after sales service program like? Are there hidden costs? Don’t rush your decision, as you may want to go back two or three times to ensure that you feel comfortable with the builder you are selecting. 3| Tarion: In Ontario, all new home and condominium builders must register with Tarion. Tarion is a private corporation which was established in 1976 to protect the rights of new-home buyers and regulate new-home builders. They basically administer the Ontario New Home Warranties Plan Act, which outlines the warranty protection that new-home purchasers are entitled to in Ontario. This program protects consumers when builders fail to fulfil their warranty obligations. They assist and resolve disputes about warranty coverage, investigate illegal building practices and promote high

So much to review and consider. 5| Customer satisfaction: The best way to check out a builder is to talk to people who live in the community or condominium building you are interested in. Ask them if they are happy with their new home and their experience buying from the builder. How quickly were issues resolved, and if they were resolved, did it meet their satisfaction?. Having worked with a number of home and condominium developers in my career, here’s the best story I can share with you: a woman who downsized from a large home and purchased a new condominium. A big lifestyle change. She advised me that when she conducted her Pre-Delivery Inspection, there wasn’t a single defect, and on moving day when she opened the door to her new condo, it had been completely cleaned with a gift basket waiting for her on the counter – a thank you from the builder! Now that is satisfaction!

Securing the best mortgage FOR YOUR FIRST HOME by Jeff Paikin Securing your first mortgage is truly one of life’s

milestones. Being able to carry a six-figure loan indicates that you have achieved well-regarded levels of prosperity and responsibility. Before you apply for a mortgage, there are a number of measures first-time and seasoned buyers alike can take to ensure they qualify for the best mortgage possible. Keep in mind that reducing your mortgage rate by just one per cent can save you thousands of dollars over the life of your mortgage. The primary focus for all prospective buyers should be to exhibit an ability to manage their personal finances within your current income environment. Mortgage lenders look at your debt-to-income (DTI) ratio to determine how much you can afford to borrow. This ratio is calculated by dividing your monthly gross income by the amount you use to pay off debts such as auto loans, student loans and credit card balances each month. Lending institutions rely on your credit score – a three-digit number that reflects the history and amounts of credit, and anything else that would affect your creditworthiness. Using this formula, lenders feel they can predict with considerable accuracy how comfortably a borrower can carry the mortgage. You should never apply for a mortgage without first getting your credit reports. The primary reason is to ensure there aren’t any errors or discrepancies. Errors on your file can force you to pay a higher interest rate on your mortgage and in some cases even torpedo your chances of getting a loan altogether. You could discover accounts that aren’t even yours, or collection accounts for debts you no longer owe. Once you’ve confirmed the accuracy of your credit report, you can now begin to take steps to improve your credit score in the months leading up to your purchase. Thirty-five percent of your score is determined by your payment history. Consistently being late on your credit card payments will significantly hurt your rating. Do your best to keep the balance on your credit cards under a quarter of the total line of credit. At the very least, pay your credit card bills on time to preserve a respectable score. If possible, pay off the balance entirely and promptly. Don’t close the credit card accounts when you pay them off, however. Closing credit accounts can negatively effect on your credit score. The second most important part of your credit score is your level of debt. You should look to pay down student or car loans that may be keeping your score down. Mortgage advisors will always encourage first-time buyers to limit their major purchases on credit until after they’ve secured their mortgage. You might want to push back that new car until after you’ve bought your first home! As a

first-time homebuyer, extending your unsecured credit to the maximum by buying one or more new cars before you get your first mortgage will almost always force you to remain a renter, and have you paying someone else’s mortgage for years to come. Don’t apply for more credit than you need, as too many accounts can hurt your mortgage application. Young professionals who’ve been renting or living with parents and don’t have a credit history might benefit from having utilities in your own name. It won’t establish a credit score, but it can still be helpful for a first-time borrower. The best thing you can do is to get a credit card and use it with the utmost prudence. Using it in place of money, then using that cash to make your monthly payments can go a long way to helping you build credit. It takes time and there are really no shortcuts or tricks that can take you from bad credit or no credit at all to a high score. So, while it is important to establish credit, it is even more important to take the time to do the right things to maintain good credit. Securing a good mortgage doesn’t have to be burdensome or disheartening. If you take the necessary steps to tidy up your financial affairs, you will find all aspects of homeownership, not just your mortgage, to be relaxing and rewarding. Happy hunting.

It’s time for Tarion’s annual

customer satisfaction survey. If you bought a new home in the past year, now’s your chance to tell Tarion all about your home buying experience. Ever y fall, Tarion sends customer satisfaction surveys to approximately 40,000 homeowners. We’re looking for feedback on your builder’s customer service and your experience with Tarion. You’ll be asked questions about most stages of the homeowner-builder relationship beginning with the signing of the agreement of purchase and sale, through to construction, the pre-delivery inspection, and finally your builder’s after-sales service. You’ll also be asked about your interactions with Tarion. Your feedback is important to us and helps shape the way we do business. For example, last year’s survey showed us that homeowners who used our online warranty service, MyHome, had a significantly higher level of satisfaction with Tarion than those who didn’t manage their warranty through MyHome. This kind of information tells us we’re on the right track with our enhanced MyHome initiatives and lets us know that the changes we’re making are providing a better homeownership experience. Your feedback also helps us educate builders, letting them know what they are doing right, or where improvements can be made. Once the survey results are tabulated, Tarion sends qualified builders a copy of their individual results (without identifying the participants, of course). We also provide builders with the average results of their category. (Builders are grouped into small, medium, large and highrise categories.) So not only do builders get a true indication of

what their buyers think of their service, they also get to see how they measure up against their peers. The new home marketplace is highly competitive and I can assure you that most builders give a lot of weight to their survey results and use them to evaluate and improve on their customer service practices. Survey results are also used to determine finalists and recipients of the Tarion Awards of Excellence. The Awards of Excellence are the only awards in the province that recognize builders solely on the basis of their customer service. And they are judged by the people whose opinions matter most – yours. For Ontario home builders, good customer service means going above and beyond to make sure buyers have the best new homeownership experience possible, and that’s why we want to hear from you. By taking 10 minutes out of your day to complete a survey, you can tell us about your homebuying experience and influence whether your builder should be recognized for their customer service. Happy, satisfied homeowners are the best indicator of good customer service. As the regulator, I was heartened to hear some of the 2012 award recipients’ approaches to customer service. One of them told us that their buyers are not just customers, but also their neighbours. Providing open communication and top notch customer service is always a priority. Another recipient told us that their key to success is their availability to buyers on site, after hours and on weekends to answer questions, not only at the time of purchase, but long after homeowners move in. We know that good customer service can mean the difference between a positive homebuying experience, and one filled with headaches. We also know that building a home is not a perfect science. New homes can be constructed in a harsh climate and are susceptible to human error, so it isn’t uncommon for a new home to need repairs after its owners move in. Most homeowners have realistic expectations and know that repairs are often a part of the new-home ownership process. We usually see about 50 per cent of new-home owners submitting 30-Day Tarion Warranty forms. But our actual claim numbers are much, much lower, because builders who take customer service seriously will fix any warranted items in a timely manner, which results in happy homeowners. That’s not only good customer service, it’s good business sense. Builders who respond to their homeowners’ concerns understand how important their reputation is and often find themselves with repeat buyers and positive referrals. So, if you have taken possession of a new home in the past year, look for the Tarion survey arriving in your mailbox or inbox this month. amilton may be only less than an hour’s drive west along the Queen Elizabeth Way, but it has long lived in the shadows of its big city neighbour Toronto. Long known as Steeltown, The Hammer and other less-thancomplementary monikers, Hamilton has undergone a fundamental transformation that has the city poised for long-term prosperity. For homebuyers considering purchasing in the area, there are good reasons to consider Hamilton. The city has been cited as among Canada’s most welcoming areas, particularly for first-time buyers. The Real Estate Investment Network, for example, has named Hamilton as the top real estate investment town in all of Ontario through to 2018. Continuing diversification of the city’s economy, coupled with increased accessibility provided by the transportation improvements, provides a strong economic base, the group says. In a few short years, Hamilton’s economy will be unrecognizable compared to past decades. In recent years, Hamilton has seen significant expansion in sectors such as health care and post-secondary education, offsetting a historical reliance on steel manufacturing. Indeed,

Hamilton’s economy today is much more diversified than the Hammer of old. Economic growth in Hamilton is strong. The Conference Board of Canada, in its Metropolitan Outlook – Autumn 2012, cited the Hamilton-Burlington economy as the fastest growing in Ontario for 2012. In its outlook for Autumn 2013, the Board says Hamilton can expect growth of 1.3 per cent in 2013, as the city faces some challenges in manufacturing and in the services sector. Hamilton’s gross domestic product (GDP) is being boosted by renewed demand for steel and growth in several other manufacturing industries. Housing demand in Hamilton is to remain stable through 2013, as improving economic conditions and higher net migration will support demand in the area, according to Canada Mortgage and Housing Corp. (CMHC). Gradual improvement in job and income growth during the latter part of this year, combined with modest price increases, should support Hamilton resale activity, CMHC says. The Hamilton census metropolitan area (CMA) is seeing something of a shift towards higher-density housing, while lowrise starts are seeing more concentration in surrounding communities. In the Hamilton CMA, the average new home price will be driven by compositional factors, CMHC says. In 2010, buyers were looking to purchase homes at the upper end of the price scale prior to the implementation of the HST. The surge in demand resulted in prices of new single-detached homes averaging more than $450,000. While the average price continued to be pulled upwards by some of the luxury homes in neighbouring Burlington, both the median and average new home prices are expected to rise modestly. Average home prices are also on the rise, to $387,456 in June 2013 from $361,464 in June 2012, according to the Canadian Real Estate Association. Non-residential projects underway in the region include major expansions in the health care sector, and millions of dollars spent on infrastructure improvements. it is home to the Royal Botanical gardens, a major tourist attraction and significant local and regional horticultural, education, conservation and scientific resource.

The city is working with Metrolinx, the provincial body responsible for expanding transit in the GTA and Hamilton area, and is awaiting a final recommendation for the project. Other recent significant industrial news includes Canada Bread’s new $100-million, 375,000-sq.-ft. bakery in the city’s industrial park in Glanbrook, replacing three smaller operations in Toronto. The project is to create 300 permanent jobs, as well as 120 construction and 31 seasonal positions. Columbian Chemical also recently announced a major expansion of carbon black production at its plant in Hamilton. Beyond these industrial expansions, Hamilton is also seeing a marked increase in other types of businesses moving into the downtown area. Much of the employment growth, in fact, is taking place in creative services, education, professional-scientific and health care. CMHC says job prospects are expected to continue to improve, and Hamilton will likely fare better than other Ontario markets due to its increasingly diverse base of industries, which keep the labour market more balanced. Thanks to billions of dollars in infrastructure improvements around and within the city, as well as expanded GO Train services, the “new” Hamilton is becoming more accessible as well as desirable. Buyers can acquire more affordable property here and commute to Toronto, or other neighbouring communities such as Burlington, Oakville or Mississauga. An emerging condominium market provides buyers with an even more affordable entry into Hamilton. Developers see this potential and a number of new projects are underway from all of Losani Homes, Empire Communities, Multi-Area Developments, New Horizon Homes, Spallacci Homes and Country Green Homes, with many aimed at first-time buyers and priced accordingly. Hamilton also has plenty going for it in terms of culture and entertainment. It is home to the Royal Botanical Gardens, a major tourist attraction and significant local and regional horticultural, education, conservation and scientific resource. The city is also home to the Art Gallery of Hamilton, Ontario’s third largest public gallery.

For sports enthusiasts, there’s the Hamilton Tiger Cats of the Canadian Football League. More recently, in 1996, the Hamilton Bulldogs of the American Hockey League came to town and play out of Copps Coliseum. Copps, located downtown, which also serves as a venue for concerts and other events. If living in the city is not exactly your favour, development is also leading to growth in adjacent areas such as Ancaster, Dundas, Flamborough, Glanbrook and Stoney Creek. Homes by DeSantis, Losani Homes, Branthaven Homes, Mattamy Homes, Rosehaven Homes and other builders all have communities under way in these towns.

Canada poised to take advantage of U.S. recovery in 2014: CIBC CORPORATE CANADA HAS NEVER BEEN IN A BETTER POSITION

to capitalize on a U.S. economic recovery, CIBC World Markets Inc. reports in the latest Composite Indicator of Corporate Canada’s Strength. “While it is widely expected that stronger growth in the U.S. next year will have an upside benefit for Canada, what might surprise many is how quickly and significantly corporate Canada will ramp up spending to capitalize on the long awaited rebound in global demand,” says Benjamin Tal, deputy chief economist at CIBC. Using the bank’s Composite Indicator of Corporate Canada’s Strength, he finds that, while softening somewhat recently, the index is still hovering around an all-time high and is almost a full point above its long-term average. “That’s important since the higher the level of our index, the more responsive corporate Canada has been to a shift in U.S. demand.” Tal notes that, on average, a one-per-cent change in U.S. growth has led to a full three-percentage-point change in capital expenditures by Canadian corporations. However, during periods of high-index readings like we have currently, the same increase in U.S. demand has translated into a four-percentage-

point acceleration in capital spending by Canadian companies. “The response by corporate Canada is directly linked not only to the speed of the recovery south of the border, but also to its financial position at the eve of that acceleration,” he says. “Given the highly elevated level of our index, the ability of Canadian corporations to respond to improving U.S. demand has never been better. “What’s more, this is not a tale of one or two major industries that biased the aggregate results. The index performance is widely based. In fact, improvement in key measures such as cash position and profit margin in recent years actually appears more impressive when the mighty energy sector is excluded.” CIBC Economics is calling for the U.S. economy to expand by 3.2 per cent in 2014, more than double the projected pace in 2013, with the global economy growing by four per cent next year.
