During periods of market fluctuation and uncertainly, people may be hesitant to move or buy a home, saying they are waiting for “better times.” The issue with this approach is that better times usually become evident only after prices and interest rates have already risen. Potential homebuyers who have been sitting on the fence soon find they have missed a valuable opportunity to participate in a ripe marketplace. Before you shop for a new home or condo, do your homework. Take the time to get pre-approved for a mortgage so you can shop with confidence. Not only does being armed with a pre-approved mortgage define what you can afford, it locks you into today’s excellent mortgage rates for 90 days or more. Locking in means you don’t have to worry about rising mortgage rates and if they drop, yours should too. Be sure to get your home-buying team together well before you shop. Choose an experienced builder/developer who is building in a neighbourhood you love, along with a specialized real estate lawyer and mortgage expert. Having these key people in place will make your transaction easier and less stressful, regardless of market conditions.

We’re all well aware of the importance of location when it comes to real estate. Choosing the right one involves a careful consideration of lifestyle and budget. A home is a big investment, so consider all the avenues – downtown, and out of town – before setting your sights on a particular neighbourhood. You can’t dispute the countless benefits of a downtown address: employment, amenities and entertainment at every turn; a car-free, commutefree existence; and of course, rapidly rising real estate values. But for many hopeful homebuyers, it’s these sky-high values that put them on the doorstep of home ownership without the means to get their foot over the threshold. By venturing outside of the 416, many home hunters are finding the square footage they desire at prices they can afford. When I moved from the 416 to the 905, I heard comments like, “That’s so far!” My question is, “Far from what?” What do I really want and need close to home? Shopping, services and grocery stores? Check. Schools and parks? Check. Access to highways and public transit? Check. All that, and the square footage my family needed in a home, made the 905 the right choice for us. While a downtown dwelling would have been a blast in my heyday, my family has changed my view of “need” versus “want.” I’ve gladly given up pubs and clubs for schools, parks and movie nights in my dedicated media room. Of course, the suburbs aren’t for everyone. Some thrive on the constant go, go, go of the big city, and find it’s the perfect place to live the single life or raise a family. Location really is a matter of personal preference. For those who don’t want to venture out of the 416, whether it’s for entertainment, convenience or the ROI factor, condos and townhomes provide all the benefits of a 416 address at an affordable price. Consider your needs today and in the future, and explore everything the GTA has to offer. You may be surprised at where you end up!

Aqualina at Bayside kicks off TO’s newest community By Sonia Bell
O
n May 22, one of Toronto’s newest condominiums, Aqualina at Bayside, officially broke ground. And as the first of eight buildings that will eventually make up a 13-acre master-planned community, the ground-breaking event also marked the beginnings of one of the city’s most highly anticipated neighbourhoods – Bayside, set in the heart of the emerging East Bayfront area. The $910-million community, which meticulously amalgamates residential, employment, cultural and commercial space, is expected to not only transform Toronto’s waterfront, but the city in its entirety. Toronto mayor John Tory, who was present at the event, spoke highly of the project: “What we are doing with the revitalization of our waterfront is among our most important and exciting projects taking place across our city. This project is about bringing the community together; it is not only going to be a place to live, but it’s also going to have a dynamic space for artists and its going to have affordable housing, and these are two things that, blended together, are extremely important to creating the kind of Toronto we want moving forward... It’s going to make this city a global leader.” The Bayside residential phase kicked off with a bang, starting with Aqualina at Bayside by Hines and Tridel. Designed by world-renowned architecture firm Arquitectonica, the 13-story condo will surely awe with its distinctive glass cubes, angled windows and large balconies facing the lake and skyline. “We have never built on the waterfront in Toronto until this project,”

said Tridel president Leo DelZotto. “And what was the attraction? The planned community. It isn’t a one-off, slap another building in between a bunch of other buildings, where nothing is harmonious. Bayside is a new frontier and sets a new standard for Toronto and what [the city] should be all about. The quality of buildings and the quality of life that is being created is what we want to be associated with... Toronto is a community that deserves the opportunity to enjoy its waterfront and we’re happy to be helping with the execution of that vision.” Aqualina has a long list of defining amenities including: a multi-level rooftop with indoor and outdoor lounges, sun deck and infinity pool, game room, billiard room, fitness centre with a spinning and yoga studio, screening theatre, whirlpool spa and aqua lounge. Removing regulatory barriers is key to prosperity By Bryan Tuckey
I
n a recent column, I referenced the Ontario government’s review of four key pieces of legislation including the Growth Plan and the Greenbelt Plan. The land and development industry is actively involved in the ongoing review process. We have a number of important recommendations to bring forward, all of which will significantly increase our industry’s ability to build quality, complete communities across the GTA. Among our list of recommendations is encouraging the province and municipalities to focus on removing barriers to intensification in areas that are ready for development. These regulatory barriers exist at municipal, regional and provincial levels, and are a significant source for delays in bringing new residential and commercial developments to market. This is important because the province is forecasting that up to 100,000 people and 50,000 jobs will come to the GTA every single year for the next few decades. Through the Growth Plan, the province mandates that much of that growth be accommodated through intensification in order to protect land in the Greenbelt. Removing barriers would not only make it easier to comply with the existing policies, but it would also save time and money. It’s unfortunate but true that any delays in the development process result in additional costs for new-home buyers and business owners. The first step is for municipalities to implement a “making this happen” strategy by pre-designating and pre-zoning lands where they want intensification to occur. Zoning bylaws have to be updated, and targeting development to certain corridors will help reduce unnecessary delays and costs, as well as improve housing choice for new-home buyers. Building homes that people can afford to purchase and businesses that can remain competitive has been a growing challenge for our industry, partially due to the perpetual increase of government fees and charges on

new homes. These fees are taxes on new homes paid by new-home buyers and make up approximately 20 per cent of the cost of a home, according to an Altus Group study conducted a few years ago. Our association has advocated for fair and reasonable government fees and charges for several years. We understand that growth pays for growth, but new-home buyers already pay their fair share. It is estimated that more than $1 billion in development charges is paid to municipalities across the GTA every year. All these factors act as barriers to the implementation of the Growth Plan, and BILD is proud to be at the table with our government partners on behalf of the industry and newhome buyers.

What new condo investors (and their renters) want By Barbara Lawlor
N
ew investment condos are becoming a popular practice with savvy savers who want to put their hard-earned dollars to work for them. Historically, real estate has proven an investment that produces a better return on investment than many stocks and mutual funds over time. Real estate brings with it less risk, and unlike the complicated jungle of the stock market, is easy to understand for the masses. If you are considering an income property to round out your financial portfolio, follow the general rule of making location, location, location tops on your priority list. When it comes to looking for a place to live, everyone – including renters – places location uppermost in importance. This means the address you choose must appeal to potential tenants who will want to rent your suite, as well as purchasers when you are ready to sell someday. Depending on your budget, you may select a condo in an established neighbourhood where amenities are in place, or one in an up-and-coming area where prices may be lower at the outset. My advice is to purchase in the best area you can afford. What should you focus on? Today, easy access to public transportation and major highways is critical. Just look at the immediate success of condominiums that are going up on subway lines. In Toronto, young professionals want to avoid the costs associated with owning a vehicle, and when they live in a condo convenient to public transit, this becomes an option rather than a necessity. Even those who own cars want to minimize commuting time, so access to major thoroughfares is important. You will notice a trend in Toronto away from including parking spaces in condominiums. Examine how easy it is to get to bus and/or subway stops, and take a good look at what people can walk to from the condominiums you are considering. If you purchase a large suite with two or three bedrooms, which may appeal to families, consider what kid-friendly amenities are nearby. Parks are important to most everyone nowadays, but particularly to those who have children and/or pets. Are there libraries close by? And what about schools? Toronto has some very fine educational options. After you have zeroed in on location, concentrate on the other components that are critical to your decision. Is the builder reputable with a track record for success? Do the amenities in the building hold appeal for a diverse market? Will the architecture fit into the surroundings well? Do the suite choices have balconies and great views? Think about what you would appreciate as a renter and decide accordingly. The great news is that condominiums are such a good investment that even private equity firms, pension funds and big banks are looking to the condo market. The main thing is to buy now, rather than later, while mortgage interest rates are phenomenally low and before prices go up even more. Enjoy the process of looking for your next fantastic investment. The choices across the Greater Toronto Area are amazing, with a multitude of locations that offer beauty and convenience.

Doling out the dough By Jayson Schwarz
A
t the closing of a new residential real estate transaction there are usually three groups who get paid: the builder, the government, and the lawyer. Each group involves the payment on fairly specific items, and the builder and your lawyer will collect from you for the government remittance. Generally speaking, your lawyer collects all of the necessary money from your mortgage company and from you. You will need certified cheques, bank drafts or cash, because of your lawyer’s trust account requirements. Here’s how the builder gets paid, and where all the money your lawyer wants, needs to go. The builder will get paid the purchase price of the property less the deposit, plus certain other things. You may even get a credit for items called “adjustments.” The adjustments will be reflected on a document called the Statement of Adjustments which contains a multitude of details, all related to your original agreement. The Statement of Adjustments will include the HST payable (the rebate will be broken out), the original purchase price on the property, real estate taxes, hydro expenses, common expenses and maintenance fees (as applicable), connection costs, levies and charges, to name but a few. This document is incredibly important. Review it carefully and get everything explained to you, so you understand all the charges that you are required to pay. It is at this point that you find out the final number you are paying to the builder for your new home. The Ontario government and the City of Toronto will get paid a Land Transfer Tax, unless you are entitled to the rebate or exemption, and sales tax on goods (if applicable). There are many other items, but they usually show up on your lawyer’s disbursement account or trust reconciliation, as do many of the municipal compliance request charges. 18 NEW CONDO GUIDE JUNE 6 - 20, 2015
Okay, now what about that lawyer? First of all, you are going to pay the legal fee, whatever the amount the two of you agreed to. You did of course have a pre-agreed fee, didn’t you? Then there is a list of disbursements. Disbursements are those monies expended by your lawyer on your behalf necessary to properly search and close the transaction. Be careful – it is here that someone may try to take advantage of you by charging large fax, mail and photocopy fees. Have your lawyer justify all expenditures that don’t make sense. Disbursements include registration charges, title insurance, couriers, searches of all kinds, and many other items necessary to close your transaction. Remember, a large part of your closing costs is based on what you negotiate at the beginning of your purchase, and are outlined in your Agreement of Purchase and Sale. Please remember, only a lawyer can provide legal service – that is the law!

T
he Children’s Discovery Centre – the GTA’s only Children’s Museum designed specifically for kids – opened its doors at 45 Strachan Ave. with an official ribbon-cutting celebration. Joining CEO and founder Jeanhy Shim were Adam Vaughan, Member of Parliament, Spadina-Fort York; Mike Layton, City Councillor, Ward 19; Jennifer Keesmaat, Chief Planner, City of Toronto; Geraldine Mabin, educator and Advisory Board Member; and representing Toronto’s young citizens, Maya Jordan, Levi Aaron and James Tito. In her remarks, Shim commented, “This passion project started only 18 months ago as a grassroots initiative and today with the support of other parents, friends, family and sponsors, we’ve brought this pilot project to life.” The Children’s Discovery Centre encompasses 20,000 sq. ft. of indoor space that will be open daily until Sept. 30 in its temporary location, donated by Diamondcorp and BUILD Toronto in the Garrison Point neighbourhood. Shim describes the Discovery Centre “like the ultimate mash-up of the ROM, Ontario Science Centre and AGO for children six and under to play, explore, learn, create, get messy, dress up and use their imaginations.” There are 10 themed Discovery Zones, each thoughtfully designed by a team of early childhood development professionals and curators to stir the imagination and inspire our youngest children to learn through creative play. 24 NEW CONDO GUIDE JUNE 6 - 20, 2015
A residential construction boom is contributing to the growth and transformation of Toronto, and record numbers of young people are raising children in condos located in the core. Shim knows first-hand the challenges of child rearing in an urban environment, having a young daughter of her own. “This is not only a place for our youngest children to explore and play, but it will facilitate connections between parents, grandparents, nannies, day care workers, teachers and visitors to our city,” Shim says. According to Statistics Canada figures, the number of children ages four and under, living in Toronto’s Downtown West area increased 55 per cent between 2006 and 2011. In the next five to 10 years, a further 6,000 babies could potentially be born to condo residents living in this same area – 49 per cent of whom were 25 to 39 years in 2011. “We project that this will effectively triple the number of families with young children residing in the downtown core, resulting in heightened demand for family-focused products, services, amenities and lifestyle experiences,” Shim adds. Shim first had the idea for the Children’s Discovery Centre when visiting the Bay Area Discovery Museum in San Francisco with her nieces almost 11 years ago. In the intervening years, she continued to hone her research and marketing skills in the GTA’s housing industry while also becoming a mother and raising her daughter in a downtown condo. Finding a dearth of quality experiences and fun things to do with her own child rekindled the idea for creating Toronto’s first children’s museum for young kids. To help her achieve her goal, Shim has assembled an advisory board of highly respected early childhood development professionals. “Our goal is to be the ultimate family-friendly destination in downtown Toronto, with an admission price well below other attractions catering to children,” says Shim. The pilot project will run until Sept. 30, 2015, by which time Shim and her team hope to have located a permanent home in the City. The Children’s Discovery Centre is located at 45 Strachan Avenue, at Ordnance, and is open daily 9:30 a.m. to 4:30 p.m., including holidays. Individual play-all-day pass is $13 each plus tax. Why new condo developers price units below market value By Andrew La Fleur
I
had a great question from a new condo investor client recently. I was explaining how some new condo projects are priced below current available resale condos, when my client asked me: Why would a Toronto condo developer sell a pre-construction condo below market value? Good question! And there is some logic behind the price tag. But before I answer that question, here’s a little background. You see, when it comes to condo investing, I have two cardinal rules that I always tell my clients to follow. If you follow these two rules you will always cash in on the condo market: #1: Always buy a pre-construction condo below market value. If you buy a pre-construction condo that will not be completed for three to five years which is priced below what comparable finished condos are selling for, you get built-in equity from day one that will serve to provide you with a)

tremendous upside potential on price appreciation, and b) insulation against any potential downturns in the market between when you buy and when the building is completed. #2: Always buy a pre-construction condo that will be cash-flow positive. If you buy an investment condo that is cash-flow positive (potential monthly income is greater than potential monthly expenses with 20 per cent down payment) then you will always earn positive income on the property regardless of what happens to the price (up or down) of that property.

2) Because the pre-construction condo market In Toronto is a buyer’s market. For most of the last decade it was seller’s market. Before it was pretty much a given that prices would rise by around eight per cent every year and therefore if you bought a little above current market values you would not worry because you knew that in a couple years, prices would be much higher. Today there are no guarantees. Buyers are more cautious and recently, prices have been more or less flat.
Always buy a preconstruction condo that will be cash-flow positive Generally speaking, if you follow rule #1, then rule #2 takes care of itself because a condo priced below current market value is cash-flow positive 90 per cent of the time. So, back to the original question: Why would a condo developer sell a pre-construction condo below market value? There may be a number of reasons why a condo developer in Toronto would take this approach to pricing, but I need to emphasize that this type of pricing is not a given when it comes to pre-construction condos. In fact, I would say that most new condo projects out there are priced higher than comparable resales. This was certainly true for the better part of 2010 through 2012 during the last condo boom. Now the market has shifted back in favour of buyers as the number of new condo sales are down and inventory is up. Here are three reasons why some developers are pricing their buildings this way now: 1) To keep condo investors happy. Developers realize that if they want to sell out a building with 300 or more units – one that will not be completed for several years – they won’t do it by marketing to end-users alone. They need investors to buy suites so they can get construction financing to get the project out of the ground. So how do you attract investors, and more importantly, how do you ensure they will be repeat buyers that keep coming back every time you launch a new building? Simple. Offer them something worth investing in. Something with a huge upside potential. And that is the primary reason why they price their buildings below current market resale values.
3) To sell out the building quickly. Momentum is so vitally important when selling a condo building with hundreds of units. Developers can save millions of dollars in marketing and ‘soft costs’ if they are able to sell out a building in a few months rather than dragging things on over a few years. They have a strong incentive to reach 70 per cent sold as quickly as possible and the best way to sell out a building quickly is to price it low and generate as much ‘buzz’ as possible especially during the first 30 days after launch when buyer interest in the project is at it’s peak.

Ontario updates Condo Act, offering support for owners By Taylor Stinson

ood news for Ontario condo owners: there’s soon to be more protection in place for the approximately 1.3 million residents who live in a condominium in the province. With about 700,000 condo units and 10,000 condo corporations, the Ontario government has proposed the new Protecting Condominium Owners Act in order to improve consumer protection in the condo sector. About half of all new home construction in the province is condo towers. Due to quickly emerging growth in the condo market, the Ministry of Government and Consumer Services reviewed the current Condominium Act using a collaborative public process, receiving over 2,200 submissions from condo owners, developers, managers and industry experts. Many of the respondents clearly articulated the need for more protection for condo buyers, as well as improvements in how condos are run and managed, and the financial sustainability of the buildings. Ontario is set to create a Condominium Authority, which will provide dispute 38 NEW CONDO GUIDE JUNE 6 - 20, 2015
resolution, consumer protection, financial management, govern how condos are run and set stricter rules about condo manager licensing and training. This range of services is mainly to ensure that condo owners won’t have to go to court over a conflict with the condo board or a neighbour, but also to give owners more access to crucial information about their buildings and financial management. A $1-per-month levy will be paid by condo owners in order to fund the Condominium Authority, as well as fees paid by condo developers. The Authority will be required to publicly disclose information, and be subject to oversight by the Auditor General for the purpose of transparency. The idea is that the Authority will mainly provide advice for condo owners and mediation services to resolve disputes such as noise complaints or bylaw infractions, but it will also serve as an easier way to get financial documents from the condo board of directors. The proposed act would also set extra safeguards to protect condo owners and help them make informed decisions about their purchase. It would require developers to give prospective buyers a copy of an easy-to-read guide to condominium living at the time of sale, and provide clearer, more comprehensive rules to prevent buyers from being surprised by unexpected costs after purchasing a newly built condo. Not only will condo owners have increased protection against developers, but they will also be protected against fraud and mismanagement on the condo management level, and they will have some input and further clarity on financial matters. The proposed act would further make it easier for condo owners and boards to participate and vote at meetings. The changes to the Condominium Act will also help buyers avoid unexpected costs relating to surprise hikes in condo fees, be they a result of confusing wording by a condo developer or due to inadequate reserve funds. All of the rules are meant to enforce clear contracts, make it easier for individual owners to feel as if they have a voice on the condo board when it comes to certain issues, and will hold boards accountable for their directors and provide basic training.

Investors betting on the Canadian condo market expect to keep winning By Ben Myers
W
ith the rising popularity of TV shows that investigate, sensationalize and embellish house flipping, most people have at least given thought to owning an investment property (regardless of their financial situation). If you talked about the idea with a friend or relative, there is no doubt that one of those conversations included a disapproving furrowed brow, a roll of the eyes, or a shaking of the head by the person you are talking to. There is a lot of skepticism about investing in real estate. Is it really a big gamble? A lot of people I know like to bet on the condo market in Canada, especially pre-construction highrise projects in Vancouver and Toronto. In the Vancouver CMA over the past 12 months, approximately 7,000 condominium apartments have been completed. In the Toronto CMA, a record high of nearly 28,000 units have completed, and there has been much talk of both markets being over-supplied. Despite this talk, condo investors have continued to buy, and many existing investors still believe the value of their units will continue to go up. A Canada Mortgage and Housing Corp. (CMHC) survey of almost 43,000 condominium owners in those two metro areas revealed that 55 per cent of investors believe the value of their property will increase over the next year. Naysayers might respond by saying: investors tend to be overly optimistic. That is not the case. Sixty per cent of condo owners that live in their units (endusers) also anticipate that their home will appreciate in value over the next 12 months. Another common hypothesis is that condo investors have less to lose, they are not putting much down and are leveraging themselves through the roof. Many also believe that these investors are in it for the short term, and are more likely to get hurt if the market takes a turn for the worse. The results of the CMHC survey indicate that neither of these theories are correct. Only 36 per cent of condo investors made a down payments of less than 20 per cent on their suite, while 41 per cent of endusers did. Nearly one-quarter of all condo investors have held their unit for over 10 years, and 53 per cent of investors plan to hold their suites for five years or more.

If you are betting on the Toronto condominium market, I would suggest holding the unit for five or more years, and making a down payment of 20 per cent or greater. This approach has worked well for many investors during this current condo boom. These private landlords don’t think the boom is ending in 2015 either. Sixty-four per cent of Toronto condo investors believe the value of their unit will increase over the next year, up from 56 per cent last year. With April condominium resale values up six per cent annually, it looks like folks that have bet on condos have won again.

hat’s the difference between new lowrise and highrise homes in the GTA? A mind-boggling $326,659, according to figures released recently by the Building Industry and Land Development Association (BILD). The price gap has grown into a gulf, hitting a new high in April and tripling in the last 10 years. In the last year alone, the price of a new, lowrise detached home swelled 16 per cent to $775,419, while the average cost of a new highrise condo came in at $448,760, up three per cent year over year, according to RealNet’s New Home Price Index. $800,000

According to BILD president and CEO Bryan Tuckey, “A significant factor in the rising cost of new homes has been increased demand that is far outpacing supply, particularly in ground-related housing.” Indeed, the record-high price gap in April was accompanied by record low inventory of lowrise homes up for sale, numbering just 5,171 in the GTA. “As the price gap continues to grow, new-home purchasers are faced with decreasing choice in housing type,” Tuckey adds, adding that those most affected are first-time buyers and new Canadians. “Buying a ground-related home in the GTA has become increasingly challenging for most purchasers, many of whom have been taken out of the lowrise market entirely.” Meanwhile, those in the market for a brand new highrise condo home have their pick of the crop, with 19,580 apartment condos up for grabs in the GTA in April.

Regional ups and downs coming to Canada’s housing market in 2015-16 By Lydia McNutt
L
ower oil prices are a key contributor to the two very different tales being told of the housing market by Canada Mortgage and Housing Corp. (CMHC) in its second quarter 2015 Housing Market Outlook. From a national view, eroding market conditions in the Prairies will be stabilized by activity in Ontario and BC, bringing the overall picture into more balanced territory. The housing agency predicts the national pace of housing starts will decline through 2015 and into 2016, but with some regional disparities. While oil-producing provinces like Alberta are seeing a slowdown in starts and sales, housing markets in Ontario and British Columbia are enjoying an upswing from some notable downs – lower energy prices, a lower Canadian dollar and low mortgage rates, according to Bob Dugan, chief economist for CMHC.
“Moreover, since the inventory of completed and unabsorbed units remains above the historical average, we expect the pace of new home construction to moderate over the next couple of years as builders focus on managing the existing inventory,” Dugan adds. This year, CMHC expects between 166,540 and 188,580 housing starts, with a point forecast of 181,618 units. Looking ahead to 2016, starts are forecast to range from 162,840 to 190,830 units, with a point forecast of 181,800 units. Regional review BRITISH COLUMBIA: Growth in employment and population will keep housing
starts at stable levels in 2015 and 2016, ranging between 26,400 and 29,800 units this year, up to 26,100 to 30,500 units next year. Multi-unit housing starts will pick up in 2016 as demand for denser housing forms rises and inventories of completed and unabsorbed units falls. THE PRAIRIES: Housing starts are on a downward trend, numbering 55,067 units in 2014, with a forecast of 43,400 to 49,500 units in 2015, and between 38,900 and 46,300 units in 2016. ONTARIO: Harsh weather put a damper on Ontario housing starts in early 2015,
but those are expected to pick up through 2015 with sunny days ahead, before slowing again in 2016. Starts will range between 56,800 to 64,200 units in 2015, and 54,500 to 63,600 units in 2016. QUEBEC: CMHC expects steady housing starts in 2015 with a slight increase in
2016. “A gradual acceleration of Quebec’s economic growth over the next two years will provide some stimulus to housing demand in 2015 and 2016,” says Kevin Hughes, Quebec’s regional economist at CMHC. “During this period, resale markets will tighten somewhat, eventually translating into higher levels of housing starts.” ATLANTIC REGION: Housing starts are expected to decline moderately in both
2015 and 2016, into the range of 6,960 to 7,820 units, and 6,620 to 7,590 units, respectively.

5 ways to build better neighbourhoods in the GTA By Wayne Karl

idrise homes are key to the successful growth of GTA neighbourhoods, and there are five ways to make this happen, according to a new report from the Pembina Institute and the Ontario Home Builders’ Association (OHBA). The study identifies barriers to creating walkable, affordable and transit-connected homes for families, and recommends five simple changes to development rules to help increase the supply of familyfriendly midrise homes. Make Way for Midrise: How to Build More Homes in Walkable, Transit-Connected Neighbourhoods, shows how the GTA could build more medium-density housing where it is needed most. This is critical to accommodate the region’s growing population, while still providing affordable choices for families in central neighbourhoods. “Our region has a very strong housing market, but for many people affordable choices are limited,” Mike Collins-Williams, director of policy for the OHBA, told New Condo Guide. “For many homeowners and potential homebuyers, their affordable choices are limited to either highrise towers or traditional suburban neighbourhoods. Our recommendations would provide more choices by offering more locations for affordable midrise development which are often more suitable for neighbourhood avenues and main streets, as well as along rapid transit corridors.

“Midrise buildings are more human-scaled in terms of size. They fit into the character of neighbourhoods and animate sidewalk culture, in particular by providing street-level retail. They can also offer family-sized units. Midrise, mixed-use development is a valuable tool when creating neighbourhoods that support healthy lifestyles and local economies, since it can help increase walkability and put more people close to transit, while also supporting local business.” The report notes important implications for upcoming transit projects, such as SmartTrack and the HurontarioMain light rail line. Unless there are strong requirements for higher-density development along new transit lines, the region is squandering opportunities to create thousands of new homes and businesses in these GTA neighbourhoods where people want to live and work. The report identifies five additional changes to make midrise development more economically viable. »1. Require minimum densities along rapid transit lines »2. Eliminate minimum parking requirements »3. Pre-approve midrise development along avenues and transit corridors »4. Require retail planning before midrise is built »5. Make parkland dedication rules more equitable “A number of rules, regulations and financial constraints make building midrise cost-prohibitive, compared to other options,” says Collins-Williams. This means developers often choose to build highrise instead, to generate better returns on their investment by selling more units. If developers do take on the higher costs of midrise buildings, these are ultimately passed on to homebuyers, making the units too costly for many families.
“A number of rules, regulations and financial constraints make building midrise cost-prohibitive, compared to other options” “It doesn’t have to be this way,” Collins-Williams says. “The provincial government recently revised the building code to allow for wood frame construction up to six storeys – a simple policy change that will help encourage midrise development. But there are real challenges, some organized community groups are opposed to any changes in their neighbourhoods (NIMBYism) and fight midrise proposals. Some municipalities are resistant to pre-zoning for midrise as they prefer to have control over all new proposals and to obtain section 37 density bonusing money, which means midrise homes take longer to go through the planning process and are more expensive to bring to the market.” Some municipalities, for example, still plan for and require more parking than is necessary, even though many people are choosing to own just one car per household and in transitaccessible locations, no car at all. “Such a plan would deliver more affordable homes in walkable, transitconnected neighbourhoods. Our recommendations also mean a shift towards more transit-accessible and oriented development, rather than auto-centric, and would provide a wide range of housing options for people living in the region.” For more content on this subject, visit YPNextHome.ca

Multi-task masters ⊲ A staple I’ve returned to time and time again, simple stools can function as side tables, extra seats or cocktail tables (especially when clustered together), and tuck away or move easily to suit so many uses. ⊲ Hard stools are great if you prioritize the table space (pulled up to seats to hold a drink), and soft stools make for plusher seating (but can still hold a serving tray). Either way, use this as a chance to add a new texture, like faux fur, cowhide, rich wood, or natural stone. Lighten up ⊲ Adding layers of light to a room is key to beautiful design: harsh shadows from one lonely lamp drag down any decor, so you should always include as many types of lighting as possible (sconces, floor lamps, table lights, pendants, etc). However, the lighting source doesn’t have to be strictly functional. Consider choosing a piece that makes its own statement – after all, it’ll be in the spotlight! ⊲ Simple white shades are timeless (the modern trend being non-tapered cylinders and squares), but even more trendy is the bare Edison-style bulb. This touch of industrial style plays well against traditional or modern furnishings because of the raw, elemental nature of the exposed filament.

3. Get seated ⊲ While most homes will have a standby sofa or sectional for everyday lounging, don’t underestimate the value of a full-sized, single seat chair. You’ll want something that will cocoon you when you just need some alone time. A pair of matching sofas can be a great look, but don’t be afraid of asymmetry and different periods – the best groupings include some variety to suit all different seating situations. ⊲ Upholstered furniture does not have to use the same material on the front and back, which gives you another great chance to embrace a high impact look in a smaller dose. A bold fabric or finish on just one side gives a touch of drama without sacrificing any practicality. Then use accent pillows in a relating fabric to connect it back to your sofa for harmony. Get the look: When I visited In The Know (affectionately known as ITK), they had not one but two cool classic egg chairs – one in bold red and one with an industrial metal “shell” and brown leather seat. 5. Hit the bench ⊲ Often associated with pianos or parks, the humble bench is a powerful piece of seating. I like to use one in long or awkward floor plans for its ability to connect spaces. In a room too big for one seating group, break the space into multiple areas with a bench in the middle to serve both seating groups. It creates a visual line, while serving double duty. ⊲ A bench also makes a stylish seat for your dining table (just stick to a twoseater so nobody is trapped in the middle), or an extra cocktail table option for Standing Room Only occasions. 4. Looking Back ⊲ A mirror is often thought of as a fashion accessory – one full length in the bedroom for getting dressed, and one in the foyer for a quick heading-outthe-door check. However, mirrors are bigger than ever as a decor accessory that, besides doubling the visual space, can bring a beauty all their own. Antique mirrors, with natural (or applied) patina, bring a very on-trend touch of old-world glam to a space. ⊲ I recently designed a custom aged glass mirror for a client, but you can simulate this look with a fun DIY project by picking up a stripping or antiquing kit, some gold spray paint, and a budget mirror. Make sure to read the directions carefully (and wear protective gear), and once the antiquing is finished a few tiny spurts of the spray paint will give it an extra level of dimension. Low lending rates changing Canadians’ mortgage habits By Lydia McNutt
C
anadians have been sitting, very comfortably, in an ultra-low mortgage interest rate environment for years now. Just when we thought rates couldn’t go any lower, they did, as the Bank of Canada dropped its key lending rate to 0.75 per cent in January, and the big banks followed suit. At the BoC’s latest rate announcement on May 27, that rate stayed put. Twenty years ago, the lending rate for a five-year, fixed-rate mortgage was 10.75 per cent. Back in 1981, it was 20.25 per cent! (source: RateHub.ca) Today’s numbers in the two-per-cent range are hard to believe, and they’re changing how Canadians handle their debt load. Canadians are doing everything they can to make the most of these low lending rates, according to the 2015 Mortgage Consumer Survey by conducted Canada Mortgage and Housing Corp. (CMHC).
LENDER LOYALTY: When it comes to loyalty, first-time homebuyers were flightier than their repeat-buyer counterparts. Renewers were more likely to stay with their current lender (86 per cent) whereas only 47 per cent of first-timers stuck with the financial institution they deal with regularly. Interest rates were the main reason for consumers to jump ship to another lender, at 63 per cent.
SURVEY SAYS… According to CMHC, 60 per cent of mortgage renewers did so before their mortgage term expired, and 55 per cent of them did it to avoid a rise in rates in the future. Furthermore, mortgage renewers reported taking action to pay off their mortgage sooner. Forty-nine per cent set their mortgage payment higher than the minimum required, while 32 per cent made either lumpsum payments, increased their regular payment, or both. GOING BROKER: CMHC also investigated the share of mortgage consumers who used the services of a mortgage broker. The survey found that broker market share is on the rise, having increased from 32 per cent in 2012 to 42 per cent in 2015. Almost twice as many homebuyers (both first-time and repeat) used a broker (49 per cent), versus existing homeowners who were refinancing their mortgage (24 per cent). 78 NEW CONDO GUIDE JUNE 6 - 20, 2015

New Condo Guide: Why did SigNature Communities, Berkshire Axis Development and Andiel Homes team up in Toronto’s Downtown East neighbourhood for its latest development, East United? Sebastian Mizzi: Simply put, every single person involved in this project believes wholeheartedly that the east end of downtown Toronto is the place to be. From the King East Design District, to the Distillery, to St. Lawrence Market, and all the restaurants, cafes, shops, jobs and infrastructure in between, the east 80 NEW CONDO GUIDE JUNE 6 - 20, 2015
end has it all. We as a group wanted to be part of the city and to contribute to its future. NCG: What’s the most important element to the revitalization of this inner-city pocket? SM: With anything, you need to build a consensus. Going from having a vision for a neighbourhood to actually building and implementing change is a big step. That said, I think you can see the consensus around the east end forming. Along with East United, the Globe and Mail building is coming on-line just down the street on Berkeley. There are several major projects along the East Waterfront, not to mention the potential to bring 70,000 jobs into the area with the Lower Don Lands redevelopment. Keep in mind, the east-end is already a collection of great neighbourhoods. The attention they are now getting in terms of development is overdue, in my opinion.
NCG: East United will reflect the area’s old and new elements. What was the biggest challenge in bringing these two sides together? SM: Whenever you are balancing two elements against each other, you always want to make sure that you do it in a way that elevates both. Luckily our design team – architects Giannone Petricone Associates, and the Design Agency, who handled interiors – rose to the challenge. We wanted a building that paid homage to the history of this site, but still set a tone for a new design-driven future in the east end.

NCG: How have the surrounding neighbourhoods flavoured this new project? SM: In every way. For instance, the suite finishing packages we’ve come up with are each named after and inspired by neighbourhoods in the area. Purchasers can choose between ‘King East Design District,’ ‘Distillery District’ or ‘St. Lawrence Market’ packages. They can also mix and match for something a little more custom. Then there is the podium, which is meant to reflect the industrial roots of the neighbourhood. Moving beyond design, we actually committed to sourcing as much material from the east end as possible. And of course, all our marketing has been about uniting the east. It’s a message we’ve all gotten behind. NCG: What’s Toronto’s next up-andcoming neighbourhood to watch? SM: To be honest, I think there is so much potential in the east end, that this is going to remain the neighbourhood to watch for quite some time. he arrival of Eau Du Soleil, one of Toronto’s most iconic waterfront condominiums, has solidified Empire Communities’ strong commitment to the Humber Bay Shores community. Condo investors in it for the long haul By Lydia McNutt

omestic condo investors in Toronto and Vancouver are in it for the along haul with plans to rent out their units, according to the Condominium Owners Survey released recently by Canada Mortgage and Housing Corp. (CMHC). The national housing authority examines condo owners in Canada’s hottest real estate markets, which were thought to be largely investor territory. The national housing authority surveyed 42,191 Toronto and Vancouver households, and of those that owned a condominium, 83.3 per cent lived in it, while the remaining 16.2 per cent owned a condo as a primary residence plus at least one secondary condo unit – investors. Survey says… Of the secondary suites, ⊲ 52% were rented to tenants ⊲ 33% were occupied by family/friends ⊲ 7.6% were sitting empty and up for rent, under construction or undergoing renovation 90 NEW CONDO GUIDE JUNE 6 - 20, 2015
A closer look at the investors: ⊲ 75% of condo investors surveyed typically own one secondary unit ⊲ 10% of investors hold three or more secondary suites ⊲ 45% currently have no mortgage on their last purchased unit And it’s not a quick sell-off either. The survey shows that investors are holding their assets for at least five years, though many keep them for longer than that. Condo investors recognize the value of their assets. CMHC found that 55 per cent expect the value of their condo unit to increase over the next year, and more than half purchased their unit with the expectation of earning rental income. However, the report shows a slowdown in investor activity, with 90 per cent saying they do not expect to buy another investment condo within the next year. A
s real estate prices continue to make headlines Canada-wide, Canadians are looking to do even more with the equity they’ve got tied up in their properties. Like most homeowners, I love watching my hardearned equity appreciate year-over-year. Yet, whenever I think about the money I’ve got tied up in my Toronto home, I really want more tangible, more immediate gratification because I’m not planning to sell for at least another 15 years, if ever. Neither is one of my best friends, who feels much the same way about her exquisite home. During one of our many real estate-centered discussions, she mentioned a two-week luxury trip to an
exotic island over the upcoming Christmas break. “How on earth can you afford that during prime time with your mortgage?” I asked, ever the direct, questioning best-friend-forever. “We’re only paying airfare. It’s a home exchange, so the accommodation is free!” she replied. “What?” She explained the home exchange concept, which I immediately recognized from the 2006 movie The Holiday starring Cameron Diaz and Kate Winslett, who swap homes in Los Angeles, California and Surrey, England. Of course, I immediately clicked into homeexchange.com and took a good look around. That same night, I paid the $170 annual membership fee, completed my member profile, and posted photos and a description of my property. I then checked out the homes offered everywhere from the south of France to Fiji and everywhere in between. Members may offer simultaneous or nonsimultaneous exchanges, if they’re travelling or own secondary/vacation homes as well as their primary residences. My friend’s seven swaps have always been simultaneous, while one of mine gave me a superb cottage on a Bahamian out island when the owners visited family and took care of real estate business near Vancouver, B.C. My contribution? For 10 days, I was the official chicken-sitter for a 50-bird flock (roosters, chicks, laying hens) that required feeding, watering and regular cuddling. (Yes, chickens like to cuddle and I no longer eat chicken.) It’s a whole lot like online dating, real estate style, and a little bit like the first steps you take when shopping to buy a home. Similarly to online dating, you can’t take it personally if your city or home is “declined,” and unlike home purchases, affordability and financing aren’t an issue because no money changes hands. After a preliminary gander to see what types of apartments, condos, townhouses, city houses, country retreats and beach cottages are on offer, you consider location, because as always with real estate, it’s all about the location. continued on pg. 96
