Maximising the carbon-reducing role of ports in the green economy

The expansion of the UK Emissions Trading Scheme (ETS) to the maritime sector brings a renewed focus on industry decarbonisation, with a significant impact on those operators who produce the largest volumes of carbon emissions. Synergie Environ Sector Director Gavin Ramsey describes how it also creates opportunities for port infrastructure to play a key role in sustainable energy development as well as ameliorating ETS compliance costs for vessel operators.

Maritime ports are well-suited to be net-zero energy hubs. They often have good availability of development land compared to other industrial sites, are well-connected in terms of transport and utilities infrastructure and, from a planning policy perspective, are an established location for industrial development.

For example, switching from diesel-powered port infrastructure, including cranes to electrified plant powered via renewable sources such as wind or solar, is one way in which carbon emissions can be directly reduced. There are many examples of how ports have embraced this technology.

In addition to renewables infrastructure, there has been a recent focus on more innovative processes that can deliver the net-zero agenda. Renewable energy generation can be coupled with electrolysis to produce green hydrogen, and some recent research has shown promise in the production of hydrogen from seawater. Low-carbon hydrogen can also be produced through steam methane reforming, which converts mains-supplied natural gas for

synthesis. Hydrogen can be used on-site to fuel mobile plant such as forklifts or to generate heat and power for port facilities.

One of the key challenges with green or lowcarbon hydrogen production is with storage. However, ports can be used as a base for hydrogen reforming into ammonia, which is significantly easier to store and transport. Green ammonia has been receiving attention in recent years for its potential use as a zeroemission shipping fuel, which would have obvious direct benefits to vessel operators from a decarbonisation perspective.

Anaerobic digestion (AD) can be employed to process biodegradable organic wastes such as food or fish waste for the production of biogas. Biogas in turn can be used directly for heat and power, or can be upgraded to biomethane either as a raw gas for hydrogen production or for grid injection. Less biodegradable organic wastes such as wood or plant material can be treated through a pyrolysis process to produce char materials, which can count as carbon credits for the purposes of offsetting.

In conclusion, ports can play a valuable role not only in the decarbonisation of the maritime sector, but as green energy hubs to support sustainable infrastructure on a global scale. These investments have the power to enable and facilitate a wider green economy while delivering carbon reductions for port and vessel operators.

VUBA RESIN SIGNS DEAL WITH ABP AT PORT OF GOOLE

Associated British Ports (ABP) is delighted to welcome Vuba Resin, one of the UK’s most fastest growing companies in terms of both sales and prominence, to the Port of Goole.

Listed in the Financial Times top 1,000 fastest growing businesses in Europe and with celebrity customers such as singer Olly Murs, Vuba is going from strength to strength after 15 years. Their operation at the Humber’s most significant inland port will see them develop a port terminal facility for their production line, including storage, drying, blending and bagging.

Vuba are the latest exciting major business to commit to Goole. Metsa announced its plans in April for a 2.6 million square foot tissue factory in Goole, following this plans were submitted by HBD on behalf of St John’s College Cambridge for a 5.5 million square foot manufacturing, logistics and industrial scheme. Both major developments sit within the wider Humber Freeport Goole tax sites. ABP anticipates this will bring further demand for import and export of goods at the Port of Goole.

VITERRA SIGNS DEAL WITH ABP IN THE HUMBER

Associated British Ports (ABP) and Viterra, one of the world leading grain marketers, are excited to announce the construction of a new state-ofthe-art storage warehouse at the Immingham International Terminal (HIT).

The £10 million investment will add a further 40,000 metric tonnes (MT) capacity to their existing capacity giving almost 80,000 metric tonnes of undercover storage. The new facility is designed to support Viterra’s growing demand for efficient and reliable storage solutions, catering for their several different imported commodities.

Andrew Dawes, Director of the Humber ports said: “We are thrilled to partner with Viterra on this significant project. This new warehouse adjacent to deep water berths, will not only increase our storage capacity for Viterra, but also reinforce our position as a leading UK port for the import and export of Agri-Bulks.

customers, but also strengthening British trade. This investment is about creating a more resilient, responsive infrastructure that uplifts key sectors across the economy. Globally, Viterra is a world leading agriculture network, active in 39 countries worldwide, marketing more than 100 million metric tonnes of agricultural commodities per year. The company renewed its relationship with ABP in April 2022 with the opening of a new 35,000 mt storage facility located on the Humber International Terminal. This is complemented by additional storage within ABP’s Bulk Park facility located within the Port of Immingham.

ABP has invested significantly in grain handling operations across the group to maintain customer demand. This has included

purchasing new cranes, refurbishing existing cranes and investing in landside equipment.

The Port of Immingham is suitably located in north Lincolnshire and is the largest port in the UK by volume of tonnage. It plays an important role in supporting UK supply chains for both imports and exports across Europe and beyond. ABP’S PROPOSALS FOR ITS MAJOR PORT EXPANSION SITE IN THE HUMBER

Associated British Ports (ABP) has submitted a planning application for the development of land at its Stallingborough Interchange site to provide high quality automotive open storage space to new and existing customers of the Ports of Immingham and Grimsby.

The largest port operator in the UK completed the purchase of the freehold of the 227.5acre site in December last year signalling a commitment to its new property strategy.

An outline planning application has been submitted across 96 acres of the site to be targeted towards the automotive sector. The planning application includes external storage and distribution of goods and products (Class B8) associated with port-related import-export activities; together with up to 12,000 square metres floor space of associated buildings, landscaping (including land for biodiversity net gain), infrastructure, ground mounted solar PVs and other associated works.

Andrew Dawes, Regional Director of the Humber ports said: “This strategic investment in the growth of our Humber ports continues to ensure we maintain a leading position in the port sector. Supporting our customers expansion is also critical as it assists the investment in the region for jobs.

“Demand is expected to increase for energy generation, automotive storage, bulk warehousing, and storage and distribution uses and this new site will ensure the delivery of state-ofthe-art infrastructure, facilities, and technological innovation for new and existing customers.”

Greg Lacey, Head of Property (Humber) for ABP said: “A year after the purchase of what is such a significant investment site, we bring to fruition our shared ambition to create a major UK port logistics development. This is part of the wider Stallingborough development that will deliver up to a further 1.5m sq. ft. of industrial and manufacturing space across the remainder of the site that benefits from an existing planning consent.

“The site is one of the largest development land parcels in such proximity to the ports, and of significant scale versus wider opportunities in the Yorkshire region. The sizeable investment we made in this shows ABP is a key player in supporting the growth of commercial activities within the region.”

70 acres of the site will be developed for the automotive sector to support the growth at the Ports of Immingham and Grimsby for both existing customers for import and export and new entrants to the market. ABP will be looking to start on site next year with the scheme. The remainder of the application provides high quality green landscaping areas to boost biodiversity and a phase of ground mounted solar panels to provide green energy to the development.

In a prime strategic location next to the A180 and located two miles from the Port of Immingham and six miles from the Port of Grimsby, the designated employment site is one of the largest of the original Enterprise Zones in the area and is key to future proofing the continued growth of ABP’s commercial business on the Humber.

The site has been allocated in the local plan for employment use since 2013. Also referred to as Pioneer Business Park (PBP), it has traditionally been used as agricultural farmland and is strategically positioned directly adjacent to the A180 dual carriageway, leading to Grimsby and local motorway networks. The site

Transportation: Four Industry Predictions for 2025

As we embark on the journey into 2025, here are Transporeon’s predictions for the transportation sector in 2025.

The sustainability pressure will remain

Companies will keep focusing on sustainability by improving their operational efficiency. This means using technology, data, and AI to reduce empty miles and wasted time, making the whole operation – and thus the supply chain – more sustainable.

Collaboration with suppliers and carriers committed to sustainability will also become increasingly important from a branding standpoint. Building green supply chain partnerships will be crucial in reducing environmental impact, enhancing brand reputation, and attracting environmentally conscious customers.

The AI revolution: from automation to autonomous decision-making

Expect to see AI move beyond simple tasks such as route optimisation and into the realm of autonomous decision-making. By analysing vast amounts of data, advanced algorithms will be able to adjust their routes as real-time conditions change, such as changes in road layout or new buildings, or changes in driver availability and cost fluctuations. This will also impact price negotiations. Instead of negotiating prices for each shipment individually with all the counterparts, companies with AI-powered tools can process all the negotiations simultaneously.

Predictive maintenance will become more prevalent, with AI and machine learning algorithms analysing data from IoT sensors to anticipate equipment failures, minimising downtime and optimising maintenance schedules.

Finally, as in other industries, AI will assist people by automating time-consuming and error-prone manual tasks. These repetitive jobs can be streamlined to save substantial time and effort, freeing people to perform more important and rewarding responsibilities.

Driver shortages continue: is AI the salvation?

The driver shortage of 2024 will continue to cast shadows in 2025.

Attracting new talent to the industry will require a concerted effort to improve working conditions, offer competitive salaries, and invest in driver training programs.

At the same time, companies will increasingly turn to automation technologies, such as autonomous lorries and robotic warehouse assistants, to alleviate the pressure on their people.

Optimising driver time will also be a primary point on the agenda. Companies will be looking to use AI-powered technology to minimise delays, reduce dwell times at loading docks, and maximise driver productivity to make the most of their existing workforce while improving driver satisfaction and retention.

Real-time Visibility: from data to actionable insights

In 2025, the focus will shift from simply seeing where shipments are to extracting valuable insights from the data.

This means using the power of predictive analytics to anticipate disruptions, optimise routes, and proactively address delays.

Integrated platforms will play a crucial role in this evolution, connecting TMS, warehouse management systems, driver navigation and other data sources to create a seamless flow of information and optimise decision-making across the entire supply chain.

Data-driven collaboration will also become increasingly important, with companies sharing information with partners and customers to improve efficiency, reduce waste, and build stronger, more transparent relationships.

Embracing 2025 and beyond

While 2025 promises a modernised transportation industry with AI-powered abilities, there is a big asterisk attached to all the above mentioned benefits of technology: it’s clear that transportation has underindexed in technology adoption compared to other industries. And, with the coming technology, data, and AI evolution being rapidly adopted, it’s clear that companies that embrace the digitisation of their operations early and be the first to reap the benefits.

National Planning Policy Framework announcement - government recognises importance of logistics facilities for the economy

Business group Logistics UK has reacted with optimism to the government’s National Planning Policy Framework (NPPF), announced on the 12th December, which recognises the importance of logistics developments to the economy for the first time. The business group is also urging planners to understand that the logistics sector is vital to the delivery of all the new housing the government wants to see.

“The government’s instruction to planners to support the economy by identifying suitable locations for freight and logistics is a significant step forward for our sector,” says Jonathan Walker, Logistics UK’s Head of Infrastructure and Planning Policy, who adds: “It is also good news that the updated NPPF calls for local planners to have regard to industries of national importance and national industrial strategy, to support economic growth.”

Jonathan Walker continues, “As new houses are delivered, planners must ensure that they have the supportive systems that they need to be part of sustainable communities. This includes enabling the logistics sector to provide the facilities required to serve homes, as well as hospitals, offices and schools, with the goods they need, when they need them.

so today’s announcement will help our sector play a greater part in rebuilding the economy. Nothing moves without logistics, and it is essential that the key role logistics plays is top of mind when local plans and spatial development strategies are being developed. All those served by the new developments – whether domestic or commercial – will expect to access the goods they need, every day.”

Shipping from the UK to Klaipeda

ENGINEERING EXCELLENCE WITH 300-TONNE ENGINEERING PROJECT

Over the past three decades, Grayton has established an outstanding reputation for its expertise in repairing, maintaining, and replacing industrial machinery and equipment.

When the Barton-upon-Humber-based engineering specialist was approached by a long-term client to redesign and produce a 300-tonne rotating drying machine, it became one of the most challenging and intricate undertakings in Grayton’s history.

The project, commissioned by Ensus, a manufacturer of green fuel and high-protein animal feed. Ensus employs a process of drying and milling grains to extract ethanol from raw materials before converting the remaining ingredients into feed. Processing over 200m³ of grain per hour, the large rotating dryer is critical to Ensus’ operations.

When the equipment completely failed, halting production, Grayton’s skilled engineers stepped in. Upon examination, it was evident that the dryer was nearing the end of its serviceable lifespan. Following a temporary fix, Ensus entrusted Grayton with the task of re-designing and re-developing a replacement unit.

Standing 25m long and weighing more than 300 tonnes, replacing the custom-built dryer was a significant undertaking requiring meticulous planning to minimize downtime.

Carl Meale, Grayton’s recently promoted Managing Director, oversaw the project:

One of the initial challenges was analysing the original machine’s design. Without existing blueprints, Grayton’s engineers conducted an exhaustive 3D scan of the equipment, enabling precise novel engineering of every single component.

Over several months, a remarkable 20,226 components were meticulously measured, inspected, and documented. Simultaneously, each part was assessed for stress, wear, and damage. The re-design was then modified and upgraded to enhance performance and reliability.

“The original dryer was a bespoke design that had transformed hundreds of thousands of tonnes of grain into green fuel and animal feed throughout its lifetime. Eventually, its failure was inevitable.

“The sheer volume of grain processed exerted tremendous forces and stresses on the machinery. Experience gained from years of maintaining the original system, enabled us to work closely with the client to identify flaws, such as difficult-to-access components during routine servicing.

TACKLING CHALLENGES WITH PRECISION

Delivering the large-scale redesign and redevelopment of the existing dryer required assembling a highly experienced and multidisciplinary team of engineers as well as RJE- Grayton’s in-house design team

“Our team were particularly concerned about the chain drive powering the rotating drums.

Chain drives, when subjected to extreme forces, tend to stretch and wear over time, leading to breakdowns. In some cases, a broken chain can render machinery unusable. By replacing the chain drive with a direct drive, we eliminated this risk while improving overall efficiency and dependability.”

DELIVERING ENGINEERING INNOVATION

With the design agreed and finalised, Grayton commenced the fabrication and assembly process. Specialist components were sourced, and the team set a nine-month timeline for completing every stage, including fabricating three new chambers, each increasing to a 10m diameter.

Each component required fabrication, and given the intense pressures the machine would endure, every weld underwent rigorous testing to ensure quality and durability.

A project like this required military-like precision and co-ordination. Led by Grayton’s seasoned project Manager Ian Johnstone he carefully oversaw all elements of the project, working across all engineering disciplines.

Grayton is committed to inspiring and supporting the next generation of talented engineers through its apprenticeship programme. Each apprentice who worked on the project was mentored by experienced members of the team, helping them to develop teamwork, collaboration and problem solving skills.

From start to finish nearly 120,000 hours were devoted towards delivering the project. Following completion of the fabrication process, the new dryer was assembled off site and transported to the work area in preparation for installation.

ENHANCING EFFICIENCY AND PRODUCTIVITY

Now fully operational, the dryer has significantly improved Enswus’s production reliability, boosting both output and productivity. Jason Wildmore, Engineering Manager at Ensus, was thrilled with the end result:

“Our previous dryer had several issues, and its failure highlighted the need for a redesigned system to enhance reliability and deliver a long-term solution. The improvements made by Grayton are expected to prolong the dryer’s lifespan, leading to substantial cost savings over time.

Grayton has been a trusted partner since our plant opened in 2010.

This complex project required extensive engineering and innovative problem-solving to improve the equipment’s reliability.

Despite the technical challenges posed by a complex project of this nature, Grayton completed the project safely, on time, and within budget—an achievement they can be immensely proud of. They did a fantastic job for us from start to finish”

A LEGACY OF EXCELLENCE

The successful completion of this project is expected to provide substantial long-term benefits for Ensus. The redevelopment work carried out by Grayton extends the lifespan of the dryer beyond that of its predecessor, while the enhanced reliability is anticipated to boost productivity over time.

Employers and educators breaking down barriers to improving skills

A partnership which places businesses at the heart of Hull and East Yorkshire’s local skills system focused at its latest event on addressing the accessibility issues which present barriers for young people trying to get into training and work.

The HEY Local Skills Improvement Plan (LSIP) brought together employers and training and education providers who are working to tackle exclusion arising from physical disability, special educational needs (SEND) and geographical isolation.

Beth Dennett, Community Investment Strategist, at Sewell Group said lack of employer engagement has been identified as a factor behind the lack of work experience places for SEND students.

Viki Foster, Careers Lead at Withernsea High School, said the clear message from the top of her organisation is that students should not miss out on opportunities because of their location.

Adam Rhodes, Head of Partnerships at Connexin Academy, underlined the importance of larger employers helping smaller firms to offer apprenticeship opportunities by transferring funds from the apprenticeship levy.

Phil Ascough, Chair of HEY LSIP, said: “Our job is to promote engagement and collaboration between employers and the training and education providers, and once again we saw that in abundance at our latest forum.

“Everything we are hearing indicates that employers, educators and trainers are making the most of our events on the day and by following up afterwards to generate new ideas and solutions.”

The HEY LSIP team is led by the Hull & Humber Chamber of Commerce and is one of 38 around the country. It has identified its five priority sectors as construction, engineering construction, manufacturing, agri-skills and health and social care and set up working groups for each one. HEY LSIP is also looking at the cross-cutting themes of digital and Net Zero.

The LSIP has also identified its key themes of technical skills, educational professionals,

employability and behaviours, careers guidance and accessibility and organises quarterly forums to discuss the various issues around them.

The latest event at Connexin Live in Hull was hosted by Connexin Academy, which supports its own business and others in the digital sector by offering industry-specific training courses, government-funded skills bootcamps and job-specific apprenticeships.

Broadband provider to support more than 500 students through Lincolnshire Institute of Technology bursary

More than 500 underrepresented students will get support to learn science, technology, engineering and maths skills in Lincolnshire

Rural broadband specialist, Quickline Communications, is sponsoring a bursary for students who are learning STEM subjects at Lincolnshire’s colleges and universities.

The company - which is providing 170,000 hard-to-reach premises across Lincolnshire and Yorkshire with gigabit-capable broadband - has joined the Lincolnshire Institute of Technology (LIoT) as its newest employment partner, supporting its mission to develop and deliver training and qualifications that meet regional needs.

The partnership will see Quickline Communications commit to making education more accessible through the bursary, which will benefit more than 500 students.

The bursary will be used to support students from underrepresented groups, including mature students, parents, people from low income families, people with a disability and people who were previously in care.

Students who meet this criteria and are enrolled on level 4 and 5 courses will be eligible for the funds, which can be put towards study costs, travel costs and additional childcare costs.

New statistics show wind generated more electricity than gas for the first year ever in 2024

Statistics published today by the National Energy System Operator (NESO) show that wind outperformed gas in 2024 by generating more electricity for the first year ever.

Wind provided a record 30% of Britain’s electricity last year (up from 28% in 2023), while gas produced 26.3%. December was the windiest month, when 38.9% of electricity came from wind, with record high amounts of clean power generated.

RenewableUK’s Director of Future Electricity Systems Barnaby Wharton said: “It’s great to start the new year with a fresh annual wind energy record. NESO’s latest figures confirm that wind is the UK’s most important clean power source all year round, outperforming gas – and that role is set to grow as fresh

projects go live in 2025. But to meet the Government’s target of clean power by 2030, we will need to maximise the amount of new capacity we secure in every annual auction for Contracts for Difference across all renewable sources. This must include innovative technologies such as floating offshore wind, which we need to scale up fast to maintain our position as a global leader in the international clean energy sector. To make the most of this clean power we also need to add more flexibility into the system. This means building new large scale energy storage and green hydrogen projects”.

Shaping the Future of Renewable Energy: Leoda Solar Farm Launches to the Public

Leoda Solar Farm Ltd, a subsidiary of Telis Energy UK, has today announced the early-stage development of Leoda Solar Farm, a solar energy and battery storage facility located northwest of Leadenham in Lincolnshire. This exciting project represents an advancement in the UK’s renewable energy efforts, supporting the government’s net zero targets and bolstering the nation’s energy security with affordable, home-grown renewable electricity.

Spanning approximately 2,400 acres, the proposed facility has a targeted generating capacity of between 500 and 600 megawatts (MW) of clean, renewable electricity. The project also includes plans for a Battery Energy Storage System (BESS) to store surplus energy, ensuring a resilient and reliable energy supply during periods of peak demand.

“As the UK continues its transition towards renewable energy, projects like Leoda Solar Farm are vital,” said Alex Herbert, Head of Planning at Leoda Solar Farm Ltd. “This project not only supports national goals for net zero emissions but also provides a significant opportunity to invest in our environment, health, and local communities. We are committed to working closely with stakeholders and residents over the coming months to develop a project that benefits both the region and the country as a whole.”

Leoda Solar Farm is classified as a Nationally Significant Infrastructure Project (NSIP) under the Planning Act 2008. The application will be reviewed by the Planning Inspectorate, who will provide a recommendation to the Secretary of State for Energy Security and Net Zero for a final decision.

Telis Energy UK, part of the Telis Energy Group, is leading this transformative project. Telis is a green energy company that is transforming the UK energy landscape with innovative hybrid energy hubs, to help to solve grid challenges. This project forms part of the wider group’s target of delivering 10 gigawatts (GW) of renewable energy across Europe by 2030. Telis Energy Group believe that combatting the global challenge of climate change requires adopting a localised perspective to address the unique energy security and affordability requirements of each country and community.

Community engagement remains at the heart of the project’s development process. Early land surveys and assessments are already underway, with an initial public non-statutory consultation scheduled to commence on Thursday 23 January 2024. This consultation, which will run for six weeks until Thursday 6 March 2024, provides an initial opportunity for community members, local stakeholders and interested parties to engage and help shape the project’s design and approach at a formative stage.

Hull, the city of the heart of Hull and East Yorkshire Devolution

Over the past decade, Hull has seen £6bn of public and private sector investment cement its place as city of culture with increases in visitors and leisure activities.

Its status as UK City of Culture in 2017 provided a platform for a £250m cultural regeneration with a range of music venues, theatres, museums and galleries. Small wonder Hull was rated the second best place to visit in the UK by timeout 2024.

It is also a leader in digital technology, being the UK’s first ‘full fibre city’, with ultrafast broadbands from four communications providers, as well as access to 5G. Hull is also home to the largest private sector tech incubator in the country.

Hull is at the centre of the Humber Freeport, a special area designation providing tax advantages and customs simplifications. Focused on low carbon economic growth. The Hull East site includes ABP’s Humber International Enterprise Park, the Yorkshire Energy Park, Saltend Chemicals Park and the eastern portion of the port of Hull.

Siemens Gamesa and ABP has invested £493 million in a state-of-the-art offshore wind turbine blade manufacturing facility in Hull directly creating almost 1,600 local jobs, supplying over 2,500 blades to the offshore wind farms off the east coast of the UK, providing 8.5m homes with clean energy. The company is the leading supplier of the offshore wind technology and continues to meet the need of this flourishing industry.

Siemens Gamesa’s investment ties in with Hull City Council’s bold commitment for Hull to be net zero by 2045, as outlined by is Climate Strategy and Action Plan. It has developed a city centre district heating scheme to deliver significant carbon reduction. It is a key player in the business-led Oh Yes! Net Zero organisations, alongside businesses, organisations and residents to deliver net zero targets.

The Invest Hull team at the council is dedicated to attracting new business investments to Hull, with key employment sites identified across the city, each providing unique investment possibilities. The team is at the forefront of the UK’s thinking around flood management and climate change. It has helped establish Hull as one of a handful of Global Water Resilient cities, whilst championing the city and its strengths through the cultural, place-shaping and low-carbon agendas to create a citywide environment of collaboration and drive.

Looking ahead into 2025, Hull is the city at the heart of Hull and East Yorkshire Devolution. A mayoral combined authority (MCA) is due to host its inaugural elections in May as the people of Hull and East Yorkshire choose their first ever leader.

The council has been at the forefront of the plans, alongside East Riding of Yorkshire Council, which allows closer working across

the region on key strategic priorities to boost the local economy. A £400 million investment fund will be available to the MCA, money that is moving from central government to decision-makers in the area.

The city is playing a central role in the green skills and digital revolution. A strong provision comes from the Outstanding-rated Ron Dearing University Technical College in the city centre and also from the Goodrated Hull Training and Adult Education service.

The University of Hull has invested around £10m in Data Science, AI and Modelling (DAIM) centre, currently providing around 750 msc graduates per year. The DAIM centre is also a centre for research, with applications including healthcare and medicine.

Smith & Nephew has invested £100m in a new state-of-the-art advanced woundcare manufacturing facility, whilst Reckitt committed £200m to its healthcare R&D centre and manufacturing capability on its site.

The council has worked with Hull University Teaching Hospitals on the development of a Community Diagnostic Centre, an £18m medical centre in the heart of the city. The centre is due to go live in 2025.

North East Lincolnshire’s Vision for 2025

There is a clear vision in North East Lincolnshire that puts a better place and new opportunity for our people front and centre in 2025.

Underpinned by a new three-year Council Plan, that will be launched in March, this year marks the start of real change for the borough.

With determination, partnership working and perseverance, North East Lincolnshire Council has united with partners to be at the forefront of a change agenda locally and regionally. And this has set the scene for what is to come in the years ahead, which will see the start of major change across both Grimsby Town Centre and in Cleethorpes.

Our Freshney Place transformation scheme is the most important regeneration project we have seen in North East Lincolnshire. It is key to the future of our town centre –underpinning all other regeneration taking place. This includes the new Horizon Youth Zone, the Alexandra Dock housing scheme and the E-Factor Business Hub which feed in to making Grimsby a hub of development.

Cleethorpes will have its own transformation with our grant-funded projects in Pier Gardens, Market Place and Sea Road taking shape. When complete they will add to our already successful resort – a true jewel in the crown of the East Coast.

The work we are spearheading and supporting will offer opportunities for our local people alongside the growth of our industries, including decarbonisation, renewables and the chemical and manufacturing sectors.

North East Lincolnshire is also playing a huge part in devolution and the forming of the new Greater Lincolnshire Combined County Authority, with investment in key areas such as skills, economic growth and infrastructure. Working together, we can provide a county and borough that are shining examples to the rest of the country.

2024 was a busy year and in 2025 the pace will continue – making a difference, improving our support and work with families, reinventing our place and ensuring North East Lincolnshire is heard and seen on the regional and national stage.

The University of Hull’s Wilberforce Institute set up a Slavery and Trafficking Risk Assessment Service for Business Supply Chains in 2014 in anticipation of the UK Modern Slavery Act. The Service provides businesses, practitioners and the wider community with tools and guidance to help fight and reduce the impact of modern day slavery.

Under the leadership of Cristina Talens, the Service helps leaders, businesses and communities tackle modern-day slavery by conducting research, carrying out risk assessments, and digging beneath the surface to get to what’s really happening in their supply chains.

Cristina Talens said:

“It has been incredible to see the changes in the regulatory landscape in terms of labour and human rights over the last 10 years. We have seen new EU legislation, such as the Corporate Sustainability Reporting Directive (CSRD) and the Human Rights Reporting Directive (HRDD), introducing tighter

requirements for businesses to check working conditions of those who provide their goods and services.

“Transparency is key and collaboration between businesses, trades unions and NGOs is now being used to address complex issues across sectors and across countries. Businesses now have a responsibility to check that workers are being treated well, that there are communication mechanisms in place to raise concerns and that remediation processes are effective.”

What does the Modern Slavery Act mean for my business?

The UK’s Modern Slavery Act was introduced in 2015. One of its key provisions is to require businesses with an annual turnover of over £36m to disclose each year what action they have taken to ensure there is no modern slavery in their business or supply chains. Depending on the scope of their operations, businesses may also be affected by EU Due Diligence legislation.

The Modern Slavery Act has provision for legal enforcement and prosecution but perhaps of equal weight is the potential for bad publicity and damaged reputation with customers, should a business fail to deal with modern slavery risks in their supply chains.

And the UK Modern Slavery Act is not always the only legislation that businesses need to worry about. Many will also have to meet new due diligence requirements such as the EU Corporate Sustainability Reporting Directive (CSRD) and the Human Rights Reporting Directive (HRDD).

Rising costs fear for Humber firms following Budget’s tax increases

With inflation falling in the third quarter of 2024 and with hints from the Governor of the Bank of England, Andrew Bailey, when he joined Chamber business leaders for lunch in North East Lincolnshire at the beginning of October, hopes were high of a further cut in interest rates in December.

However, with the economy slowing down and inflation on the rise again, those hopes were dashed with the Bank of England’s Monetary Policy Committee voting to hold interest rates at 4.75%.

And with the realities of the Chancellor’s first tax raising Budget starting to hit home, there is much unrest in the business community about higher overheads which will show themselves more clearly in the results for the first quarter of 2025.

The results for Quarter Four were not pretty, after a hint of optimism in Quarter Three, most balances returned to negative territory, with the business outlook appearing to be challenging, at best.

Home Sales fell back to Quarter Two levels, with a balance figure of –14, while Home Orders did worse, with its balance figure dropping to –24, thanks to 62 per cent of firms saying they had seen a decrease.

The export sector fared slightly better, with Export Sales dropping just eight points to –67 and Export Orders increasing slightly, but only to a balance figure of –67.

The number of firms who said their workforce had decreased in the last three months was up with the balance figure dropping to –16, while the number of firms looking to take on new staff in the next three months tumbled sharply to a balance figure of –34, although just over half the respondents reported trying to recruit staff in the last three months.

Of those, there were 29% fewer full time positions when compared to Quarter 3, and 21% temporary roles, with permanent jobs showing a nine point increase and part time roles increasing by eight points.

A high 79% of those surveyed said they had encountered difficulties recruiting the right kind of staff, with management roles being the most difficult to fill, while skilled manual, clerical and unskilled or semi-skilled jobs all showing an average drop of seven per cent.

After something of a recovery in Q3, Cashflow was again challenging in the Q4 survey, with 20% more firms saying it had dropped in the last three months.

Turnover expectations for the next 12 months also dropped markedly dropping 14 points to a balance figure of –7.

Profit expectations for the next 12 months told a similar story, with the balance figure dropping 16 points to –39.

And only eight per cent of firms said they operating at full capacity, 27 percent of businesses saying they are planning to increase their prices in the next three months.

The biggest pressures on prices were pay settlements, which had risen by 26 points to 84, while the biggest external concerns were business rates and tax fears, while competition dropped by 14 points and inflation fears dropped by nine points. Business rate concerns were on the rise again, up by six percentage points.

Nationally, The British Chambers of Commerce said: “The worrying reverberations of the Budget are clear to see in our survey data. Businesses confidence has slumped in a pressure cooker of rising costs and taxes.

“Firms of all shapes and sizes are telling us the national insurance hike is particularly damaging. Businesses are already cutting back on investment and say they will have to put up prices in the coming months.

“The Government is rightly coming up with long-term strategies on industry, infrastructure and trade.

But those plans won’t help businesses struggling now.

“To help business we need to see quick action in three specific areas. Firstly, Ministers should accelerate business rate reform to create a system that incentivises investment.

“We also need the Government to speed up infrastructure investment, to help SMEs in supply chains across the country. Finally, it’s crucial to support exports, prioritising a better trading deal with the European Union.

“Without urgent Government action to ease the pain on businesses, the challenging economic landscape will get worse before it gets better.”

Chamber Chief Executive, Dr Ian Kelly, commented: “The quarter three figures showed a slightly improved picture with many indicators showing something of a bounce back, but our Quarter 4 results have seen the majority of those gains go into reverse.

“It is clear that increased costs caused by higher overheads and a substantial increase in the cost of employing staff thanks to Rachel Reeves’ first Budget are weighing heavily on the minds of business leaders across the Humber region.

“Most firms say they are now planning to increase their prices in the coming months, while at the same time cutting investment in training and equipment.

“Cashflow and profit expectations are also down as firms look for ways to reduce the impact of higher overheads in the midst of a tightening economy, not helped of course, by the Bank of England’s decision in December to delay a further cut in interest rates which had been hinted at by the Governor of the Bank of England, Andrew Bailey, when he met with senior Chamber Business Leaders at a private lunch in Grimsby in October.”
