STRENGTH IN PURPOSE Our contacts with AOPA members across the country reinforce our passion for the Association’s central missions: We must remain the leading advocates for general aviation. Our mission of preserving the freedom to fly connects each and every one of us, no matter what we fly, how often we fly, or why we fly. AOPA is committed to protecting that freedom for current aviators and future generations. Our talented government affairs team, our regional managers, and our 2,500 dedicated Airport Support Network volunteers will continue to fight to keep aviation affordable and accessible. We must share our passion for general aviation. Craig L. Fuller President, AOPA We must share it not just with our fellow pilots, but with all those who are exploring the freedom to fly. Our enthusiasm for flying can be contagious, and we must use all the communications channels available to us – our magazine and electronic publications, AOPA Live, social media, and the mainstream media to help make us better pilots who are safer, more engaged, and better prepared to welcome those who wish to join our ranks. We must build the pilot community. It is critical that we reverse the decline in the pilot population. AOPA has created the new Center to Advance the Pilot Community to give greater focus to our efforts to increase the numbers of those who lean to fly while promoting costeffective ways to keep certificated pilots in the air. AOPA is strongly committed to aviation in the Northwest. Throughout the region, as across the country, we have worked with local pilots and aviation allies to prevent huge state tax increases on GA, preserve seaplane access to public waters, and maintain access to back country airstrips. We continue our fight to keep public airports open and free of operational restrictions. And we keep you up to date with all the latest news and ideas you need to enrich your flying experience. We at AOPA find great strength in our mission, because we know it is grounded in the expectations of you, our members. But we can’t rest on past success, and we can never declare victory. We must keep innovating and evolving while we build on what we know works.

Kelso T-Hangars

Testimonial from Ron Hix: A & R Aviation has grown to the point where we needed a new facility, we had a great working relationship with Jeff Powell of Prime Development Group, so we asked Jeff to build us a new facility for our expansion at the Olympia Airport. Prime worked with us on design, work flow and our new office environment, the building has turned out great and improved our efficiency so we are staged to grow again in the near future. We have saved money in the new building by way of heat and electrical saving per foot, staff is more efficient during their work time and our communications has improved to remove any errors that we may have had in the past.

Kelso, SW Washington Regional

2013 WEATHER WORKSHOP

Presented by meteorologists from the National Weather Service Forecast offices in Seattle and Portland and the NWS Unit co-located with Seattle ARTCC. Each meteorologist is routinely involved in forecasting the weather over the Pacific NW for many years, including forecasts for the general Public, Aviation, Marine, Fire Weather users, and for Hydrology. These seminars are intended to increase pilot knowledge of meteorology in general and aviation weather in particular.

CLINTON ROCKEY

Meteorologist, National Weather Service Portland, Oregon

JOHN WERTH

Meteorologist, National Weather Service Center Weather Service Unit, Auburn, WA

Weather Patterns of the Pacific Northwest -Westside

Mountain Waves

Review of basic weather patterns of the Pacific Northwest maritime area that affect aviation interests. Weather phenomena include unstable shower patterns, marine stratus, fog, high winds, thunderstorms and the Puget Sound Convergence Zone. Emphasis on the effect of these phenomena on the aviation community.

Mountain waves are cited by the National Transportation Safety Board (NTSB) as the cause or an underlying factor in several aircraft accidents each year. Mountain waves are different from the more typical mechanical turbulence found on the lee side of mountain ranges and are among the more hazardous phenomenon pilots can experience.

Saturday, February 23rd, 9:15 a.m. North Foyer

Rockey grew up in Kansas, experiencing all kinds of weather. After graduation from the University of Kansas, Rockey moved to Boston. Since 1995, he has been stationed at the forecast office in Portland, where he continues to forecast for marine, aviation, and fire weather. He has been a pilot since 1997.

Saturday, February 23rd, 1:00 p.m. Heritage Room

This presentation covers the visible indicators and development of mountain waves, and describes tools available to evaluate the potential for mountain wave activity.

Werth is the meteorologist in charge of the NWS’s Center Weather Service Unit at the FAA’s ARTCC in Auburn, WA. Werth’s career began as a Research Meteorologist with the University of Washington’s Cloud Physics Research Group after receiving his degree in Atmospheric Sciences.

John worked as a NWS Fire Weather Meteorologist, providing weather support to Incident Command Teams. In 2010, John was awarded the Department of Commerce Bronze Medal Award for his work in developing tactical decision aids used by NWS Center Weather Service Units.

ALLEN KAM

Meteorologist, National Weather Service, Seattle, WA

Interpreting the Sky from the Cockpit

Sunday, February 24th, 1:00 -3:00 PM | North Foyer Some techniques on understanding the what is going on with the weather while looking out the cockpit window. This seminar includes a little basic weather theory. The middle section applies the basic theory from the first section to many different cloud images to explain how the atmosphere works. Last section presents some possible decision making scenarios for some different western Washington flights. * Important note: This is a two hour seminar, maybe a little longer if there are quite a few audience questions. A 15 minute break will be included after the first section.

Allen Kam has been a meteorologist with the National Weather Service for over 25 years, with the last 19 years at the Seattle Forecast Office. He has been the Aviation Focal Point the entire time in Seattle as well as the liaison with Seattle Flight Service until it closed in January 2010. Allen earned his private pilot license in 1983 at Boeing Field and has kept flying ever since. He received a B.S. in Atmospheric Sciences from the University of Washington in 1984. Kam has been instrumental in coordinating the Weather Workshop at the Northwest Aviation Conference & Trade Show. Visit with the National Weather Service team at their booth #804-805. 8

KEYNOTESPEAKERS CRAIG FULLER

President, CEO, Aircraft Owners & Pilots Association Saturday, February 23rd, 1:00 pm | Keynote Seminar Area Craig Fuller became the President and CEO of AOPA in 2009. He brought to this position a career that includes senior public affairs positions in business, association leadership, and executive positions in the federal government, including eight years of service in the White House. As AOPA president, Craig Fuller leads the largest and most influential aviation organization in the world. AOPA membership represents more than two thirds of certificated pilots in the United States. Whether recruiting new pilots or just helping business leaders and others understand how general aviation works for them, Fuller is a vocal ambassador for the advantages of general aviation.

Fuller draws on his experience as assistant to President Reagan for Cabinet Affairs (198185) and chief of staff to Vice President Bush (1985-89). Fuller is a frequent speaker on aviation, advocacy, and leadership topics throughout the United States. Fuller enthusiastically represents America’s pilots and aircraft owners with passion, conviction, and a desire to ensure that the best days of general aviation remain ahead!

KRISTINE HARTZELL

Chief Flight Instructor, AOPA Aviation Safety Institute

Flying For a Lifetime

Saturday, Feb. 23rd, 10:30 am | Keynote Seminar Area Every cell in the human body is replaced at least once every ten years. You are, quite literally, not the same person you were a decade ago. You are also (less literally) not the same pilot. Experience, physical stamina, risk tolerance and mental acuity all shift over the years, in obvious and not-so-obvious ways. Question is, how do you adjust? Our latest seminar delves into the forces that shape us as pilots, and explores different ways to maintain the same high level of safety over a lifetime of flying.

Chart Challenge

Sunday, Feb. 24th, 11:30 p.m. | Keynote Seminar Area What would we do without charts? They’re one of the most fundamental parts of flying, but they can also be challenging to interpret, confusing and difficult to read. This is a refresher clinic where you, the audience member, get to put your knowledge to the test. We’ll quiz you on everything from VFR sectionals to instrument approach plates, and dig into the practical issues that come with them.

Kristine represents the Air Safety Institute at industry and government meetings, oversees the Flight Instructor Safety Courses (FIRC) and delivery of the Safety Seminars, and assists with projects to increase outreach. She previously held a position within AOPA Government Affairs where she advocated on behalf of AOPA members on regulatory issues. Born in Norway, Kristine holds a degree in Aeronautical Science from Embry-Riddle Aeronautical University where she attained her private, instrument, commercial, multiengine, CFI, CFII and MEI certificates.

12

Prior to her time at AOPA she was an airline pilot, charter and private pilot with type ratings in the Airbus A320, Canadair Regional Jet, Jetstream BAe3201 and with time in a Piaggio Avanti II. Kristine has held positions of Chief Pilot under part 135 operations as well as Check Airman and Manager of Human Factors for a part 121 air carrier. She has also assisted in the certification process for two separate air carriers (a part 121 airline and part 135 charter operator), writing manuals and representing the carriers in FAA table-top exams and flying proving runs to earn operating certificates for those carriers.

The Good Pilot

Sunday, February 24th, 10:15 am Keynote Seminar Area As time passes and our pilot training becomes a progressively distant memory, some of the nuances of our training fade into obscurity. This class is a reminder of these issues that may not be as fresh and for the need to remember them. By remembering the basics, you can reduce potential complications and optimize the joy of flying for years to come.

Summers’ flying career began as a US Army helicopter pilot. After completing his degree, he transferred to the US Air Force and flew KC-135s refueling the SR-71 and then the F-117. He also piloted the US Air Force Academy’s Wings of Blue competition parachute team and was an instructor pilot at the Academy’s Flight Screening Program. In 1997, Johnny was recognized as the FAA National Aviation Safety Counselor of the Year. With over 10,000 hours, Johnny is a FAA Designated Pilot Examiner, airline pilot, academic, and aviation consultant. Johnny holds a PHD in Professional Aeronautics with a concentration in Aviation Safety. He currently flies for Alaska Airlines.

Blue Water Ditching: Training Professional Crewmembers for the Unthinkable Disaster Sunday, February 24th , 1:00 pm | Pioneer Room With firsthand accounts, facts, recommendations, checklists, procedures, and techniques, Blue Water Ditching is the first of its kind to prepare crew members from preflight planning to emergency touchdown. While the odds are remote, the air crew is the last line of defense in the instance that a disaster occurs. With this information, every air crew can be properly trained in order to turn tragedy into triumph.

13

Captain Dave Montgomery has thirty years of professional flying experience, with over 8,000 flight hours transitioning seventy countries. In 1981, he joined the United States Air Force after spending his early life as a firefighter and police officer. In 1991, he served as one of six pilots for the operational testing and evaluation of the Lake Seawolf Aircraft. It was during these tests that he gained his valuable takeoff and landing experience in a myriad of offshore conditions. He is among an extremely small percentage of aviators who intimately know what a pilot can expect when landing offshore, and after four years of research, he has compiled many techniques, procedures, facts, figures, and recommendations into a single guide to prepare a pilot for a possible ditching. Montgomery retired from the Air Force with twenty-four years of service and now pilots for NetJets, the world’s largest corporate flight department. He currently lives near Seattle with his wife and two children.

You Want Me To Do WHAT?

Saturday, February 23rd, 4:30 pm | Keynote Area Once you start flying outside the flight training environment, situations can arise that were not addressed during training. Maintenance problems, weather issues, passenger distractions, ATC interaction, language barriers and self-induced pressure, just to name a few. With firsthand accounts and examples spanning the spectrum of General Aviation, JJ explores some of the situations that pilots may face that, if handled incorrectly, can alter the outcome of an otherwise successful flight.

A First Time for Everything Sunday, February 24th, 11:30 am Keynote Area

Veteran pilot/instructor JJ Greenway takes a look at some recent, prominent GA accidents where poor decisions led to unfortunate outcomes. In each, he shows where the line was crossed and the flight from routine to unsafe.

With over 14,000 hours of flight time in his logbook, Greenway has been flying since his mid-teens. A native of Seattle, Washington, JJ learned to fly at Boeing Field. After a corporate flying gig in the South Pacific, and a short stint with a regional airline on the east coast, he joined American Airlines in 1986 where he flew as a Captain and Check Airman on the Boeing 767. Later, he served as the Safety Director at AOPA for the Air Safety Institute. An active CFI for over 30 years, JJ flies his Bellanca Decathlon out of his home airport of Frederick, Maryland. He resides in Frederick with his wife, Candy.

IFR Flying with GPS

Saturday, February 23rd,4:30 pm Pioneer Room After a brief overview of the GPS/WAAS system, this presentation focuses on a practical discussion of flying under IFR with an IFR-approved GPS navigator, especially flying RNAV (GPS) approaches, including procedures with vertical guidance. The presentation also addresses common questions, such as when an IFR-approved GPS can substitute for ground-based navigation aids.

Stall/spin Awareness Sunday, February 24th, 2:30 pm Heritage Room

We all practice and perform stalls during training and for flight reviews. But stall/spin accidents annually account for 10 percent of GA accidents, and about one-third of those accidents result in fatalities. This presentation discusses the aerodynamics of stalls and spins and uses in-cockpit video to demonstrate stall/spin scenarios and avoidance/ recovery techniques.

Williams has been a pilot and aviation writer since the early 1970s. His experience with the development of Microsoft Flight Simulator included consulting with leading aviation organizations and teaching how to use Microsoft Flight Simulator as a training aid.

In 2004, Bruce left Microsoft to devote full time to his consulting company, BruceAir LLC developing training materials and offering multimedia presentations on a variety of topics for pilots and flight instructors.

He is an active flight instructor, specializing in technically advanced aircraft, simulator instruction, stall/spin/upset recovery training, and aerobatics.

Perceptions and Human Error: Cockpit Technology Enabling Risk-taking Behavior

iPad Takes Flight!

Saturday, February 23rd, 3:30 pm South Foyer The iPad can be used in many aspects of flying - from reviewing the weather & planning, navigation & calculation, as an electronic logbook and for reference. It can be used as an EFB and as a device to achieve a “paperless” cockpit. Whether to go from paper to electronic charts, to add a moving map, or to use as a Multi-Function Display (MFD), the iPad is proving to help pilots do two things - reduce workload and improve situational awareness. Learn the finer points on how and how not to use this incredible, affordable tool to make flying easier and safer –During pre-flight, in-flight, post-flight and in an emergency.

Saturday, February 23rd, 3:30 pm Pioneer Room

The wealth of technology available in new single-engine aircraft is astounding. Moving maps, weather information, traffic warnings, terrain depictions, and navigation have provided unprecedented situational awareness and revolutionized how we fly. But, are these same technologies causing us to take unnecessary risks? This program will examine how cockpit technology influences our perceptions of risk, and our decision-making processes.

Dr. Tartalone joined the aviation faculty at Eastern Michigan University in 2005. He earned his Bachelor of Science from Indiana University of Pennsylvania, and his Masters and Doctorate from Michigan State University. STEVEN MCCAUGHEY

Executive Director, Seaplane Pilots Association

Safety is No Accident: Tips on Creating Successful Safe Flights Saturday, February 23rd, 2:15 pm | North Foyer An informative review on how seaplane pilots, bush pilots and yes even those that conduct most of their operations on pavement can make flying safer and more enjoyable for themselves and their passengers.

Don’t Leave Home Without It: Must Haves for Your Aircraft Travel and Emergency Kit Saturday, February 23rd, 3:30 pm | North Foyer

Developed from experienced Bush and Seaplane Pilots, this interactive presentation will explore some gadgets and gear that no pilot should leave the ground without.

Steve’s diverse background in aviation, with an emphasis on anything with floats, is ideal for executive director of the Seaplane Pilot Association. He brought a wealth of knowledge and experience to SPA – which has proved invaluable to the remarkable strides the association has made in his first year of leadership! McCaughey’s experience includes flight school and air operations management, aircraft management services, and Steve has served in the U.S. Air Force with the Special Operations Command. 16

Bush flying in the Northwest and Alaska, aerobatics, taildraggers, and float flying in Florida also appear on his resume, making him “a pilot’s pilot”—just as you would expect from someone “who has loved to get his hands on anything with wings since his early teens.” When McCaughey is not busy reinvigorating the SPA’s membership, seaplane advocacy is near the top of his list. He has been outspoken and a vigorous negotiator on behalf of float pilots – east to west.

Northwest Aviation Conference & Trade Show

In his first year with the SPA Steve has focused on relationships with regional groups and gaining momentum not just with membership but also financially for the organization. His passion for aviation has translated into annual float rating scholarships offered by the Seaplane Pilots Association. One of which will be awarded at the 2013 Northwest Aviation Conference & Trade Show. For details on how you can apply, visit www. washington-aviation.org/floats. html. Steve lives with his wife, Mary, in Florida.

FLY OVER WATER? OF COURSE,YOU DO! The shadowy outline of an aircraft underwater is a sober reminder of how often we fly over vast bodies of water in the NW. As a ditching survivor himself, and after numerous local fatalities with aircraft involved in water incidents over the years, Bryan Webster decided to design a program which could train air crews and passengers how to handle a ditching.

BRYAN “BRY THE DUNKER GUY” WEBSTER Aviation Egress Systems ( Dunk-You)

Egress or How to Save Your Life in a Water Landing February 23rd , 11:45 am, February 24th, 2:30 pm | Keynote Area Most individual are completely disoriented once inverted as their normal reaction is to immediately release their seat belts which causes the problem, then panic sets in and egressing becomes a challenge. The AES program demonstrates a four part series which when followed keeps the individual calm and able to identify the exit prior to releasing the seat belts and greatly increasing their survival rate.

A few years ago Bryan Webster, or “Bry the Dunker Guy,” called to get his booth again at the NW Aviation Conference. After an invigorating conversation with one of the nicest Canadians you’ll ever meet – the result was a 12’ pool set up in the exhibit hall where the egress process could be demonstrated all day. Attendees registered in advance to strap on the camera laden helmet and sit in the SWET – basically a PVC reproduction of an aircraft frame seat. And dunk they did. Fully clothed, full of bravery. Dry onlookers gathered as the SWET pilots were rolled, rotated, lurched and drowned. Once, twice – then cheered as the dunkee became oriented and not only managed to remove their own belt -- but also saved the lives of their passengers. The camera? Yep, we got to live every underwater moment of panic – on the big screen! That year over 200 people had the opportunity to experience what it felt like for a somewhat unplanned water landing. As Webster stated in a Floatplane Operators Association interview (Sept 2012), the facts are simple: “Colder the water temperature higher the mortality rate.”

“This is where time is extremely limited and we are able to greatly enhance survival in trained over the untrained person whose first reaction is denial and then follows with disorientation.” In 2007 Bryan Webster was awarded the Transport Canada Aviation Safety Award for his contributions with the egress system. Bryan has accumulated over 11,000 hours of flying time in 35 different aircraft types over a 25-year commercial pilot career that includes bush flying, air ambulance, corporate flying and single-pilot IFR cargo flights. Being a ditching survivor himself in 1977, as a passenger in a Cessna 150, Webster was instrumental in not only saving his own life, but also the life of the unconscious pilot. He understood early the dangers associated with such a life-threatening situation because he had experienced first-hand the cold rush of water, the panic of disorientation, and the extreme difficulty of evacuating a dark, inverted and sinking aircraft. After reading about a series of ditching fatalities across Canada in the mid-1990s, in which

Hjalmer Wenstob & Bryan Webster assist an egress participant at Northwest the 2009 Northwest Conference. 22 Aviation Aviation Conference & Trade Show

many had survived the initial impact, but later drowned, Bryan took it upon himself to start his inexpensive underwater egress training program to help better prepare pilots and passengers on how to survive such a traumatic event. He designed specialized equipment to be effective and portable, and travelled across Canada to reach those unable to attend his training program locally in Victoria. Emergency underwater egress training has proven to dramatically improve survival rates, and Mr. Webster’s program has been featured in several prominent aviation magazines. With his recent book, Survival Guide to Ditching an Aircraft, and his monthly column in COPA Flight magazine, he has been able to promote and demystify this field with such impact and effectiveness that other companies have followed his lead to provide this essential training to even more people. AES is accredited with saving numerous lives from past trained individuals who have actually ditched aircraft since their conception in 1998. We are pleased to welcome Bryan and his wife, Patti, back to the 2013 Conference!

Thank you to Horizon Air for generously sponsoring return airfare for this keynote safety speaker! We appreciate your continued support!

SkyVector Expands Services SkyVector provides free, ad-supported aeronautical charts for training and flight-planning. David Graves founded the company in Seattle, WA in 2005 and has since added two full-time employees, who are also programmers. “We provide a website that has all of the FAA charts, and then we produce our own charts that cover the rest of the world,” says Graves, “We provide these charts to the flying public for free.” SkyVector partners with companies to distribute charts in their products and is developing an iPad app to be released this year. “We launched a worldwide airport directory, which we think is the highest quality, publicly available airport directory out there. And the one thing that‘s missing from it is FBOs,” said Graves. “So we‘re trying to build those relationships.” This is the first year SkyVector has exhibited at the NW Aviation Conference, visit them in booth #625 to demonstrate their product!

Wipaire Opens New Service Center Wipaire, Inc. announced the establishment of a service center in Leesburg, Florida. The facility will offer onsite aircraft and float maintenance, avionics repair and installations, aircraft interior refurbishments and float installations as well as installations of select Wipaire modifications. Leesburg’s proximity to Lake Harris and the Tavares seaplane base, as well as the number of floatplanes and seaplanerated pilots in the region make Leesburg an excellent location for Wipaire. Wipaire’s Leesburg facility will make Wipaire’s world-renowned experience available in a convenient location for aircraft owners in the southeastern United States. Wipaire will use the facility to evaluate the service center concept for potential future expansion in other parts of the U.S. Visit Wipaire in Booth# 121.

Introducing AeroCinema

A WEB CHANNEL FOR AVIATION ENTHUSIASTS A new feature at the 2013 Northwest Aviation Conference & Trade Show is the introduction between presentation film shorts from AeroCinema, an online documentary channel dedicated to the legacy of flight with featurelength films and short stories that provide a detailed look at the most exciting aircraft of years-gone-by! AeroCinema is brought to you by a dedicated team of professional film makers. Adept at combining their love of aviation with expertise in their chosen field of enterprise be it video and sound editing, animation, historical research, script writing, creative design, internet technology and all the operational tasks of today’s internet channel.

After producing over 300 hours for aviation programming for television, AeroCinema was formed and established a base in Toronto. They embarked on a new line of programs - telling the untold stories which were previously impossible to tell due to the lack of visual resources.

Since October 2009, they have reached out to aviation fans across the world, and the response has been tremendous.

AeroCinema now has a major library of exclusive original aviation products. It also has a considerable archive of original shoots, a large animation portfolio and stock footage collection.

AeroCinema Inc is a direct descendent of Network USA which launched Wingspan TV, that was later sold to the Discovery Channel.

While you wait for keynotes at this year’s Conference – enjoy a selection of AeroCinema programs that will be featured between event presentations.

Join us in welcoming this new exhibitor at the event, please visit their booth at #525. For more information on the online documentary collection, visit http://www.aerocinema.com.

NOAA Olympic Coast National Marine Sanctuary Overflight Regulations Posted on Updated FAA Charts George Galasso, NOAA Revised aeronautical charts released last May by the Federal Aviation Administration (FAA) include information on overflight regulations for Olympic Coast National Marine Sanctuary off the Washington coast. The charts depict existing overflight zones that have been in place for many years. NOAA has worked with the FAA to ensure clear notation of sanctuary regulations on aeronautical charts, which provides appropriate notice to pilots and ensures the protection of resources under NOAA’s stewardship. Along the U.S. West Coast, regulations for Monterey Bay, Channel Islands, Gulf of the Farallones and Olympic Coast National Marine Sanctuaries all restrict low altitude overflights within specified zones in each sanctuary (subject to certain exceptions) in order to protect marine mammals and seabirds from disturbance by aircraft. At Olympic Coast National Marine Sanctuary, flights below 2,000 feet are restricted within one nautical mile of islands within Flattery Rocks, Quillayute Needles and Copalis National Wildlife Refuges, or within one nautical mile seaward from the coastal boundary of the sanctuary. Takeoffs and landings from the Copalis Beach State Airport are not affected.

46

NOAA is working with the Washington State Department of Transportation Aviation Division to educate pilots on the existing regulation. “The purpose of this regulation is to protect sensitive seabird and marine mammal populations from unintended disturbance from lowflying aircraft,” said Carol Bernthal, sanctuary superintendent. “Providing better information to pilots will result in improved compliance and better protection for wildlife living in this special place.” More information on the FAA charts and Olympic Coast National Marine Sanctuary overflight regulations may be found at http:// sanctuaries.noaa.gov/flight. NOAA’s mission is to understand and predict changes in the Earth’s environment and to conserve and manage our coastal and marine resources.
