After nearly three decades as catalysts for a movement, we — Hedy Ratner and Carol Dougal — have relinquished day to day operations and changed roles at the Women’s Business Development Center (WBDC). Along with the WBDC Board of Directors, led by Debra Jennings-Johnson, Director, Supplier Diversity, BP America Inc., we have prepared and planned for our succession and searched for the perfect successor to lead the organization. Both of us will remain connected to the WBDC, but we have handed over the leadership and management. On August 1, 2013, we passed the torch to Emilia DiMenco, who became President and CEO. She is the right person with “the right stuff.” Emilia brings with her an enormously successful background – over 30 years of management experience at BMO Harris N.A., most recently as Executive Vice President, rock-solid leadership strength and a passion for the WBDC mission. Hedy will now concentrate on her passion for advocacy of women’s economic empowerment issues, affirmative action for women- and minority-owned businesses, and outreach as a WBDC consultant. Both of us will remain on the WBDC’s Board of Directors. We have never spent much time looking back as there is still far too much to accomplish going forward: greater access to capital, increased business opportunities for women-and minority-owned businesses, supportive initiatives and legislation, and a level playing field for women in the public and private sectors. The WBDC will always be the voice of leadership and speak on behalf of women in business everywhere. The average median income when the Women’s Business Development Center (WBDC) started in 1986 was $24,900. Women earned 64.2% as much as their male counterparts. Think of it this way: every time a man received an “A+” in class, a woman earned a “D” with the exact same answers. It was this injustice and inequality that drove Hedy Ratner and Carol Dougal to bring about an organization unlike any other. Before the WBDC, there wasn’t a place for women business owners, both conceptual and established, to get help. Now, in 2013, the average household income is $50,502, women are earning a “B-“ (82%) for the same work for which men earn an outstanding grade. Progress has been made, but our work is nowhere near complete. Women, and in particular women of color, are still dealing with fairness and equity issues. It is our responsibility at the WBDC to respond to rapidly changing business conditions through the development of initiatives that propel women business owners to grow and succeed. Access to capital, contracts, contacts and capacity-building opportunities continue to be the key obstacles and opportunities to fuel women’s business ownership and create jobs to stimulate overall economic growth. We need to continue to be diligent in providing programs and services to amplify access. In the past year, we dramatically expanded our direct lending program, delivered new workshops on risk management and financial alternatives, launched our women’s veterans program, developed more online on-demand eLearning courses, and further expanded our outreach in underserved and low-to-moderate income communities to present entrepreneurship as a path to economic independence. The WBDC and our corporate and government sponsors and partners are committed to helping our women business owners succeed. Today, build relationships with buyers, business experts and other business owners. Everyone is here to accelerate their business opportunities whether it’s sourcing new suppliers, learning of new contracting opportunities or sharing resources. Your conference, as always, is both a milestone and beacon of hope along the road to economic equality for women. Over the past twenty-seven years of your existence women have made significant gains in wage equality and business opportunity. Women owned businesses are a dynamic and growing share of our economy – almost half of privately held U.S. businesses. We celebrate these gains and the accompanying social and political benefits to America. The fact is, that without women owned businesses, our economy cannot grow and thrive. It logically follows that we must not lose sight of the need for continued progress. The wage gap has narrowed but is nowhere near closed. The glass ceiling now has some openings but still remains a barrier for the majority of women. Until we end gender discrimination and disparities we can not claim to be a fair and just society. The Women’s Business Development Center can, and should, take some of the credit for the successes which have been scored. By that same logic, the Women’s Business Development Center must also then renew its commitment to continuing the work it has begun. This conference is proof of that commitment. A nationally known expert on personal finance, the markets and the economy, Terry is a regular blogger at the Huffington Post and a frequent guest on radio and television networks including CNN and CBS. Terry’s financial expertise comes from experience. A founding member and the first woman trader on the Chicago Board Options Exchange, she is also the president of her own company, Terry Savage Productions, Ltd. Emilia DiMenco joined the Women’s Business Development Center (WBDC) as chief operating officer in July 2010 after completing a 30-year career as an executive vice president with the Harris Bank’s Corporate and Commercial Banking team. Emilia had P&L responsibility for 80% of her career and managed budgets in excess of $200 million. Her responsibility included serving up to 600 commercial employees. Emilia served on the board of the WBDC for several years prior to accepting a position as acting chief operating officer in July 2010, a position that became permanent in 2012. In that position, she has been responsible for all aspects of non-profit leadership including program management, fundraising, succession planning, management restructuring and strategic planning. Among her accomplishments, she launched two WBDC microloan programs with a pool of nearly $1 million. Her initiative to automate all internal monitoring and reporting has led to a significant increase of financial contributions. In August 2013, Emilia DiMenco was named President and Chief Executive Officer of the WBDC. Emilia is well-known for her contributions to leading civic and professional organizations, including the YWCA of Metropolitan Chicago. She currently serves on the City of Chicago’s Small Business Advisory Council, the State of Illinois’ Workforce Investment Board’s Entrepreneurship Task Force, and the Illinois State Treasurer’s Job-Creation Advisory Board. Nationally, she is a leader in Women Impacting Public Policy (WIPP), helping the organization develop policies for access to capital for women-owned businesses.

Carol Dougal is co-founder and co-president emeritus of the Women’s Business Development Center (WBDC). Additionally, she is a founding board member and member of the executive committee of the Women’s Business Enterprise National Council (WBENC), the premier certification agency for women business enterprises in the U.S. and the major national advocate for women’s private sector procurement. She currently serves as a board member of the City’s Sister City for Durban, South Africa and an advisor to many small businesses. She has also formerly served as a member of many boards including Chicago Public Schools Vocational Education Group and the Economic Development Board of the State of Illinois. A lifelong advocate of civil rights, women’s equality and economic development, Carol has received numerous awards including the U.S. Small Business Administration Illinois Choice Award (2009); Women’s Business Advocate from the Governor’s Small Business Summit (2000); WBENC Applause and Advocacy Award (2000); Entrepreneur of the Year by Ernst and Young and Merrill Lynch (1993); and Rosary College Small Business Advocate of the Year (1998). Prior to founding the WBDC, Carol served as the Executive Director & Co-Founder of the Chicago Institute for Economic Development; the Executive Director of the Private Industry Council of Chicago; the Director of Private Sector Initiatives for the city of Chicago; the Assistant Director of Flexible Careers – a non-profit advocacy agency focusing on alternative employment patterns for women; the Co-Founder and manager of the Parents Schools – a Chicago alternative early childhood and primary school in the seventies; and, as a Teacher of English at Chicago Public Schools and local colleges.

Diversity at BP America, has works with all levels of management to integrate supplier diversity into the procurement process and corporate objectives. Her professional experience encompasses over 20 years as an advocate for minority and women owned businesses. Whether through work with organizations focused on the growth of diverse companies or strategically working with corporate leadership to embed supplier diversity within the procurement processes, her advocacy and influence has created change. In Debra’s tenure as Director of Supplier Diversity at BP, the inclusion of minority and women owned businesses increased from less than $200 million in 1999 to over $800 million in 2008. Supplier diversity is her passion, and she combines “old school” spirit and intent of minority business development with current practice skills and competencies of procurement operations, which makes her value unique and balanced as an advisor. Debra is currently the Chair of the Board of Directors for the Women’s Business Development Center and has served in this capacity since 2002. She also served in a leadership capacity on the Board of Directors for the National Minority Supplier Development Council (NMSDC), Women Business Enterprise National Council (WBENC), and the Chicago Minority Business Development Council, Inc. (CMSDC). Debra is also actively involved with the Chicago United, Chicago Urban League and Illinois Hispanic Chamber of Commerce. A recipient of numerous awards in honor of her expertise and dedication, Debra has worked extensively with non-for-profit organizations, and is a noted expert in the areas of subcontracting opportunities for MWBEs; non-traditional purchasing; joint ventures, building strategic alliances; second tier purchasing, and program strategies for corporate America.
Hedy Ratner is founder and co-president emeritus
of and currently consultant with the Women’s Business Development Center. An advocate and activist for women’s empowerment issues, civil and human rights and women’s business development for more than four decades, Hedy was appointed by President Clinton to the National Women’s Business Council; by Illinois Governor Quinn to the Illinois Economic Recovery Commission, the Illinois Business Enterprise Council and the Governor’s Women’s Advisory Council; by Chicago Mayor Richard M. Daley and Mayor Rahm Emanuel to the Mayor’s Affirmative Action Advisory Council; and, by Cook County Board President Preckwinkle to the Cook County Minority and Women’s Business Enterprise Council. Hedy helped to advocate for, create and was appointed by Illinois Governors Edgar and Ryan to the Illinois Women’s Business Ownership Council and the Governor’s Commission on the Status of Women in Illinois. Hedy was appointed as Co-Chairperson of the Women’s Health Task Force by Chicago Mayor Richard Daley. She was a board member of the Chicagoland Chamber of Commerce and The Chicago Convention and Tourism Bureau; was a founding member of the Alliance of Minority and Female Contractors Association; and continues to be a member of the National Council of Women’s Organizations.

27th Annual Entrepreneurial Woman of the Year Most of you know Carolyn Gable as a staunch woman business owner, a community leader and the respected Founder and CEO of New Age Transportation, Distribution & Warehousing Inc., a longtime WBE-certified, third-party logistics company with 70 employees and annual revenues in excess of $30 million. What you may not know is that she is a single mother of seven, ages 13 to 38, with a rags to riches story that seems impossible to believe. After graduating high school, Carolyn wandered as a beautician for a year until she settled as a waitress. As a waitress for over a decade, she honed her communication and inter-personal skills, yet she knew she was meant for something greater. Like many of us, she needed a little push. As a single mother of two small children, her push came in the form of the restaurant closing for renovations. Forced to make ends meet, Carolyn walked into an employment office looking for a sales job. While she didn’t immediately get what she wanted, she did get a job as a customer service representative at a freight company. After a year of dedicating herself to learning the industry, she was promoted to a sales position. A few years later, the freight industry became deregulated, and Carolyn was quick to recognize an opportunity. Taking a risk, backed only by her positive attitude and commitment to her customers, she started her own company out of her townhouse in 1989. Today, Carolyn oversees both her multi-million dollar business from the highest level of CEO, and her foundation, Expect A Miracle, which provides relief to single mothers from their daily challenges of juggling work and raising a family. A recipient of numerous awards for her business acumen and philanthropic endeavors, including the 2002 Ernst & Young Entrepreneur of the Year Award, Carolyn’s true passion is for unlocking the potential in individuals, inspiring her employees and everyone that crosses her path to achieve personal and professional success. She is a speaker in high-demand and the author of Everything I Know as a CEO I Learned as a Waitress, where she outlines her principles for success.

Headquartered in Minneapolis and employing more than 50 people, KNOCK is one of the few woman-owned, and WBE-certified, advertising agencies in the nation with a strategic and creative approach to service that has helped them win clients such as Target, New Balance, Levi’s and Perry Ellis. As president and CEO of KNOCK, Lili encompasses the definition of entrepreneurial spirit. With a Brazilian mother and an entrepreneurial father, Lili understood the ups and downs of owning a business and what it meant to be a part of a larger community from an early age. KNOCK is located in a transitional area of Minneapolis and has dedicated itself to becoming part of the community through hiring, pro bono work, and community action. The recipient of numerous awards for her business acumen and philanthropic endeavors, under Lili’s direction, KNOCK devotes a significant amount of pro bono work to help local non-profit organizations, including the Juvenile Diabetes Research Fund, The Children’s Theatre Company, Minnesota AIDS Project, and, most recently, KNOCK created the theme for the Host Committee, The Center of it All, focusing on the innovative vision and business strength of the upper-Midwest, for the WBENC National Conference & Business Fair held in Minneapolis for the first time. In addition, she still finds time to serve on the Board of Governors at The Children’s Theatre Company and the Board of Directors for The Italian Cultural Center as well as maintains active memberships in the Women Presidents’ Organization and the National Association of Women Business Owners. She recently completed an International Masters of Practicing Management degree at McGill University, where she studied at five management schools around the world. Combining global vision and grassroots that go deep into the community, Lili is an active example of leaning in and women helping other women succeed.

27th Annual Advocacy Award WVON has always been more than just a radio station. Celebrating its 50 th Anniversary in 2013, WVON has served as a platform for the African-American community and as the voice of information for social, economic, and political issues both locally in Chicago and nationally since its inception. Melody Spann Cooper is Chairman of Midway Broadcasting Corporation, the parent company of WVON and WRLL Radio Stations in Chicago. As Chairman of Midway Broadcasting Corporation, she joined an elite list of America’s female broadcast owners after purchasing the company’s controlling interest in 1999. Midway Broadcasting properties include WVON 1690AM, the oldest Black-oriented radio station in Chicago. With its urban talk format, the station is lauded as a leading source of information and community empowerment. In 2007, Melody spearheaded the corporation’s expansion with the development of WRLL 1450AM, Chicago’s Home for Hispanic Independent Broadcasters. WRLL is committed to preserving the authentic voice and culture of Chicago’s growing Latino target market. Melody’s accomplishments in broadcast media have been recognized by numerous organizations, including Crain’s Chicago Business, the Chicago Sun-Times and the Minority Supplier Development Council. She is a member of the Alliance of Business Leaders and Entrepreneurs, a board member of the National Association of Black Owned Broadcasters and The Provident Foundation, and is a trustee of the Museum of Science & Industry and the University of Chicago Medical Center.

Director of Supplier Diversity at OfficeMax Anthony Billinger is the Director of Supplier Diversity at OfficeMax and is responsible for creating and implementing the enterprise-wide strategy for supplier diversity. Anthony joined OfficeMax in June 2009 after previously serving as the architect of the supplier diversity initiative at Snap-on Tools, headquartered in Kenosha, Wisconsin. Prior to joining Snap-on in 2006, Anthony was the Director of Supplier Diversity & Minority Affairs for the Missouri State Lottery for nearly 10 years. A Chicago native, Anthony has worked in procurement for the past 17 years and, in 2011, he was named one of the “Top 50 Emerging Leaders” by Diversity MBA Magazine. 37

The Women’s Business Development Center (WBDC) – www.WBDC.org – is nationally recognized for its advocacy on behalf of small, minority and women-owned businesses, and for its responsive, innovative and effective programs. Now in its third decade of success, the WBDC serves entrepreneurs at all stages of development, from the home-based child care business to the established growth-oriented technology company, through targeted training; professional business counseling; financial assistance; and access to information and resources. The WBDC serves approximately 3,300 individuals through counseling, workshops and events and certifies over 1,400 women-owned businesses annually as WBEs throughout its 9-state Midwestern region. Established in 1986 by co-founders and co-presidents emeriti, the WBDC has assisted over 70,000 women since its inception; has helped establish women’s business assistance centers in six states across the nation; and is a nationally-recognized leader in the development of programs and policies affecting women’s economic development and women’s business ownership. The WBDC operates a satellite office in Minneapolis (WBDCMN), and delivers on-going programming for its WBEs in Chicago, Milwaukee, Minneapolis and St. Louis; and, the Chicago office also offers its programs and services in Spanish to better serve the diverse spectrum of business owners in the Chicagoland area. The WBDC is a non-profit 501(c)3 organization partially funded by the U.S. Small Business Administration (SBA) and the U.S. SBA’s Office of Women’s Business Ownership (OWBO); is a delegate agency of the City of Chicago, Department of Community Development; a grant recipient of Cook County, Bureau of Community Development; and a certifying partner of the Women’s Business Enterprise National Council (WBENC).
