These are attached for your information and reference. This guidance updates and supersedes that issued on 27 November 2020, when the Required Testing Order was last amended. We acknowledge that earlier today we sent you two sets of guidance. These have been withdrawn and revised to include guidance around the newly established around quarantine-free travel. We apologise if this has caused any confusion or inconvenience. The guidance has been developed in consultation with a range of stakeholders. We have sought to keep the key messages as short and as straightforward as possible, while remaining faithful to the intent and requirements of the Order. However, we acknowledge that due to the complexity of the recent changes in respect to the additional group of workers who handle affected items who are now required to be tested, explanations in the guidance aimed at assisting understanding of the new requirements may be complicated to navigate. The guidance includes diagrammatic examples of how and when workers might become an affected worker in the maritime border/air border/managed isolation quarantine contexts. These are intended to help workers and employers understand in what circumstances workers might be impacted by the new requirement. We suggest that Sections 1 to 5 of the guidance will be of primary interest to District Health Boards, Public Health Units, border agencies, port companies, airport companies, managers of MIFQ facilities and others responsible for implementing testing arrangements at ports and airports, or in MIFQs. Section 6 and the Appendices that follow will be of primary interest to workers and employers who are, or might be, subject to testing. We will continue to work with stakeholders to address further questions about specific circumstances and will provide further information to clarify commonly asked questions.
