L Long Acting Reversible Contraception (LARC) Key purpose / benefit To provide free access for eligible women to LARC services through the General Practice networks.

Service description To deliver wāhine-centred contraception services in settings accessible and convenient to the target population. This service specification covers the following: 1. Client-centred contraceptive counselling (consultations) providing wāhine with accurate and unbiased contraception information to support informed decisionmaking, 2. Access to their chosen contraception method, including the insertion and removal of LARC, 3. All services should be delivered at no cost to the wāhine. Please note the following service definitions: - LARC refers only to Jadelle and IUS/IUD (not Depo) - Contraception consultation is for the initial advice only irrespective of outcome (LARC or not) but not for ongoing delivery of chosen method (e.g. not for 3monthly depo injections or COCP/POP prescriptions) NB: For the EBPHA practices that have the under 26 yr old Sexual Health funding the LARC project funding is to be used first (to gain accurate view of demand) and anyone not eligible for the LARC programme can be claimed under the EBPHA-funded programme (including ongoing depo/COCP)

Programme requirements The package can be provided by BOPDHB certified General Practitioners and/or registered nurses. The following section outlines this training and certification process. BOPDHB is coordinating all provider training for Practitioners who have not previously undertaken formal training in the provision of these services (i.e. General Practitioners, Nurse Practitioners and Registered Nurses within both General Practice and School-based Health Service settings). They are working in collaboration with the contracted training providers to meet training needs. It is expected that, as training opportunities are taken up, this will evolve predominantly into a Nurse-led service. Practitioners, who are currently providing the service within their General Practice and want to offer services to eligible women under this service initiative, are required to gain certification as an existing provider. This can be achieved by each Practitioner completing a

LARC Provider Application – Existing Practitioner, returned to your General Practice Liaison Team. It is important that Practitioners specify each service component they wish to be certified against, as set out in Question 1 of the application. Additionally, these practitioners are required to access and complete the Goodfellow Unit e-Learning modules. This is a refresher training resource for those who have previously participated in specific training in respect to the provision of these services. (NB: While you do not need to submit certification of having completed the Goodfellow Units, by seeking to be certified as an existing LARC provider, you agree to participate in any audit processes the PHO may undertake from time to time.)

Eligibility criteria The target population are women who: - are under 26 years of age; or - live in quintile 5 areas; or - hold a community services card (CSC); or - are at high risk of unplanned pregnancy and poor health and social outcomes. (Including; young women, Māori, Pacific, wāhine with substance abuse issues, and wāhine in receipt of a state-funded benefit.)

Claim process During the first months of this programme, practices are invited to invoice WBOPPHO the cost they would normally charge the patient for the service provided. That could include any combination of the following; 1. Initial consultation 2. Insertion of LARC of preference 3. Removal of existing LARC 4. Removal of existing LARC and insertion of alternative (NB: Invoicing will be manual until we establish the agreed pricing structure next year (Mar/Apr) and build claiming capacity into Halcyon.) Invoices must reflect all relevant provider and patient details including: - Provider name - Provider Bank a/c - Provider GST number - Date of Service/s provided - NHI of patient - Description of service/s provided with each procedure separately identified - Length of actual time taken to deliver each component of the service/s - Cost of service/s provided (excl. GST)

Payment Payment is via a manual invoicing process where all details listed above should be included on the invoice. Following the pilot period a fixed payment will be set which is reflective of a standard fee for this service. Until then practices should invoice the WBOPPHO the cost they would normally charge the patient for the service provided.
