MOH Audit and Compliance answers question below asked by practices…… Can Drivers Licences, Community Services Cards, Super Gold Cards, Secondary School or Tertiary ID cards be used as evidence of eligibility to enrol with a PHO and general practice? The answer is NO - none of these cards alone are considered to be proof of eligibility and are considered to be proof of identity only. Why Identity ONLY? CSC and Super Gold cards are not 100% evidence of eligibility. But it is acknowledged that 95% or more of people with one of these cards WILL be eligible. There are some groups of people who are eligible for a CSC but not eligible for all publicly funded health services & only people eligible for the full range of publicly funded health and disability services can enrol with a PHO/practice. Drivers Licences & Student ID’s can be issued to people who are ineligible for the full range of publicly funded health and disability services and are therefore not suitable evidence of eligibility for enrolment
