Message from the.. Founder, President & Chief Executive Officer
Dear Readers & Members, The Women’s Chamber is celebrating our 19th year anniversary with our members and major corporations who have supported the State Women’s Chamber since May 8, 2002. As the Founder, President and CEO, it has been a wonderful journey and here is a little of our history. History: The Women’s Chamber of Commerce of Nevada is a Women-Owned Nevada State Chamber in Nevada’s 157-year history! The Historical State Women’s Chamber was established May 8, 2002 by June L Beland, who also owns of ABC Publishing© since 1977 to present. She was introduced to the idea of starting a Women’s State chamber for Nevada through the U.S. Chamber, which she was a member of for her business for over 20 years. What most people do not know is that June Beland invested her own money for the first five years until which point the WCCNV membership grew to financial stability moving forward with the help of her own company ABC Publishing©. She used her publishing company to promote the History of our Women’s Chamber Diversity News© to help market the members and give them a platform in the media in Las Vegas and Nevada (About local and state news, chamber membership-relocation & visitors’ section). As a State Women’s Chamber for Nevada, we are Non-Partisan, no political affiliation with any side (our members chose their own candidates not WCCNV). We support all diversity women in business and local and state officials. We are a NON-Partisan Chamber (No political affiliation or PAC fund) and support all women in all areas of ownership or careers. Our Government Affair Council Director is Ms. Anita Laruy who has served 30 years in legal and government. We also have a Diversity-Equity-Inclusion Committee and cover all aspects of diversity with our New Director of (DEI) Jan-Ie Low who will host our first live 2021 Diversity Luncheon on May 14, 2021 during Asian Pacific American Heritage Month (May). At this event there will be a panel of three top Asian Women in Las Vegas and her Diversity-Equity-Inclusion council member Ms. Rita Vaswani. As the CEO of WCCNV I am always promoting all diversity Chambers of Commerce within the State of Nevada, work with all 45 state chambers in the US, and email all our publications to thousands of city chambers around the US as well.

As the CEO of Taurean, she is the leader in helping IT organizations solve their technology hiring needs by sourcing, interviewing and placing the most highly skilled technology professionals on a contract, contract to hire or direct hire basis. As a Mastermind Community Leader for Catalyst Mastermind Collaborative (CMC), she leads and coaches a group of CEOs who run small business from 0-5MIL in revenue. She helps leaders unlock their potential, increase their confidence and lead with greatness. Sonia worked for a number of national brands before she decided to disrupt the IT staffing market and buy her business in 2015. When she first became a business owner, she was introduced to mastermind work. After a few years of being in a group, she decided to give back to the business community by becoming a mastermind coach herself. Sonia holds board positions in prestigious organizations like, NAWBO, NCWIT and AITP. Her passion will always be to lead others and to leave things better than the way she found them. Who Is MOXY? A proud Michigan State alum, Nicole Rose is the owner of Moxy Event Solutions, LLC, an independent technical production firm based in Las Vegas, NV.
She is certified as a Laboratory Assistant and Professional Drug testing Collector. Her business goal is to put her business, EZ MOBILE DRAW, on the map all over the world. She is a strong, motivated, task-oriented woman and strive for excellence in being the best.
As an award-winning production consultant, Nicole has sold, managed, and produced events with millions of dollars’ worth of assets for Moxy, and others. She has also successfully managed both union and non-union crews of as few as five to over fifty team members.
She is working on completing her short-term goal for her studies in Bachelor of Criminal Justice. Her long-term goal is to become an entrepreneur in the Transportation and Health field and to mentor others. She knows that successful students become successful adults, and education is an important key. Her hobbies include reading, traveling and historical research.

Worked in medical for 25 years, purchasing, project coordinating and fund raising. After that I spent 15 years working with the public, Community involvement, fund raising and community relations. Belonged to six chambers in the Las Vegas Valley. Worked closely with several charities. Has been a member of the Women’s chamber for 10 years. Due to my up bringing I have always been involved in fund raising. I have been married for 42 years, have 2 daughters and 4 grandchildren. Scholarship Honorees Carolyn Vo, Northwest Career and Technical Academy
I would like to thank the Women’s Chamber of Commerce of Nevada for awarding me the Achieving Your Dreams Through Education Scholarship. I have been accepted to the Honors College at the University of Nevada, Reno, and will be majoring in Biology. My plan is to earn my bachelor’s degree in Biology, and then advance to medical school. My career goal is to become a physician and I have been preparing by volunteering at UMC for the past several years. I am passionate about this career, and will work diligently to get there. The road to becoming a physician will not be an easy one, and the money from this scholarship will help me with some of the financial stress from paying for the many years of schooling required to become a physician. This scholarship will help me achieve that goal by allowing me to focus on my studies, and make the most of my time in school. I will make sure to be a good investment of this scholarship, and hope to make the Woman’s Chamber of Commerce of Nevada proud of my achievements in the years to come.

I am planning on attending The University of Nevada, Reno as a Biology Major in the Fall of 2021. I intend to complete my bachelor’s degree and continue my education in medical school to become a Pediatrician, and potentially specialize in the neonatal field. This scholarship is going to allow me to lessen the financial burden on myself and my family and allow me to continue my education to achieve my dream occupation. It will provide me with the ability to enhance my knowledge with less stress on how I am going to be able to pay for it, as well as allowing me to strive for greater success than I thought possible. I feel as if I have now been given more strength in my wings to glide into this next momentous phase in my life. I explained in my application that I am still quite unsure of my future plans but the one surefire thing is that I want to learn more. I am beyond lucky and thankful to have been considered in the scholarship running. Furthermore, I would like to introduce myself. I am Mersal Ashraf, a senior currently attending Mojave High School. I have future career goals that, at times, seem impossible but I am a very determined person in ensuring I am successful in life. I plan to attend University of Nevada. Reno, this Fall and major in biology, as science is a great passion of mine. This scholarship will help me pave the way to my greater future of becoming a surgeon and creating an organization for those in need, specifically those who aren’t offered help. Growing up in foster care, I have seen situations in which many people just need help and with my earnings I hope to create some kind of foundation. Thank you for providing this gift to support my education! I have a mix of both excitement and apprehension for this next chapter of my life in which I will leave almost everything I know in order to begin charting my own path. Leaving the nest is expensive, but the financial support will help reduce my undergraduate expenses. This is extremely important as I will have to accumulate even more debt in medical school as I pursue my dream of becoming a surgeon. Equally as important as the financial support is the knowledge that there are those who believe in me and my dream, so much so that they are willing to invest in both. It’s difficult to believe in yourself when you know that there will be so many hurdles to jump through, so much competition, and when so many people who have dropped out before. If you’re a woman small business owner who wants to do business with corporate or government clients, you know there’s a lot of competition. But you can get an edge by getting your company certified as a woman-owned business.
Certification makes your business more visible to potential clients, increases your networking opportunities and can expose you to new possibilities.
Whether you’ve never thought about getting certified, have considered it, or are already certified you should know the Small Business Administration (SBA) has proposed to amend its certification process. New regulations are expected to be published this summer.
To be eligible for the women’s contracting program, your business must: • Be a small business • Be at least 51% owned and controlled by women who are U.S. citizens • Have women manage day-to-day operations and also make long-term decisions
To qualify as an economically disadvantaged business within the women’s contracting program, your business must:
There are two types of woman-owned business certifications. The Women’s Business Enterprise (WBE) certification is for businesses wanting to do business with the private sector, nonprofits, state governments or local governments.
• Meet all the requirements of the women’s contracting program • Be owned and controlled by one or more women, each with a personal net worth less than $750,000 • Be owned and controlled by one or more women, each with $350,000 or less in adjusted gross income averaged over the previous three years • Be owned and controlled by one or more women, each with $6 million or less in personal assets
For those wanting to work with the federal government, your goal is certification from Women-Owned Small Business (WOSB) or Economically Disadvantaged Women-Owned Small Business (EDWOSB).
The eligibility requirements to qualify as a WOSB or an EDWOSB are fully defined in Title 13 Part 127 Subpart B of the Code of Federal Regulations (CFR). You can also get a preliminary assessment of whether you qualify at the SBA’s Certify website.

Changes for Women Owned Businesses BY SCORE
According to SBA, the new requirements currently are scheduled to be published on June 30, 2020, and take effect 30 days later.
Per the Office of Advocacy, the proposed rule would: • Provide that SBA will establish a free electronic application process for all firms seeking to be certified as WOSBs or EDWOSBs. In the pursuit of speed, efficiency, and ease of administrative burden, applicants would apply online through an electronic application process. • Allow participation from an expanded list of federal and state entities with existing certification programs and confirm the continued participation of approved thirdparty certifiers. • Require approved third-party certifiers to notify applicants of their fees and the option to use SBA’s free online certification process. • Eliminate the self-certification option for SBA 8(m) program participants. • Adopt a $750,000 net worth standard when assessing economic disadvantage for eligibility for both the 8(m) EDWOSB Program and the 8(a) Business Development Program. Perhaps the biggest change to affect participation is the elimination of self-certification. Businesses will need to certify through an approved third-party entity or go through the SBA’s free online certification at certify.sba.gov.
Already certified? Here’s what to know
If you’re already certified through a third-party or the SBA, you’ll need to get re-certified: “Third-party certified firms must re-certify three years after the date of their most recent recertification as a third-party certified firm.” For self-certified WOSBs or EDWOSBs with active WOSB or EDWOSB set-aside contracts, your business is still certified throughout the life of the contract. If the contract is more than five years, however, the business must get re-certified by SBA

or an approved third-party certifier before the end of the fifth year of the contract. If your business is self-certified and has no active contracts, you must re-certify with the SBA or approved third-party at a date dependent on the last time your business was examined by the SBA.
What can certification do for you?
Being certified as a woman-owned business doesn’t guarantee anything, but it can help you gain an advantage with potential clients. • Federal government agencies are required by law to meet goals for giving a certain percentage of their contracts to WOSBs or EDWOSBs. In industries where women have historically been underrepresented, some federal agencies even set aside a certain percentage of their contracts for WOSBs or EDWOSBs. • State and local governments, nonprofit and private sector businesses may have similar quotas to meet. In these situations, being certified can help your small business get in the door to compete with larger companies for contracts. • Certification organizations may also offer member benefits such as educational programs, conferences, networking events and matchmaking opportunities. • Do you already work with corporate or government clients? Certification as a womanowned business could open up even more opportunities with those companies. You can stay updated on the upcoming certification changes on the SBA contracting website or check with a SCORE mentor.

The 18th Annual ATHENA International Awards and WCCNV Legacy Foundation 501 (c ) (3) Scholarship Awards Fundraiser “Achieving Your Dreams through Education” Las Vegas, Nevada, Women’s Chamber of Commerce of Nevada is the host organization for Nevada and will celebrate the 18th Annual ATHENA® International Awards on October 22, 2021. The ceremony will be held at Lawry’s The Prime Rib in the Great Room with a VIP Champagne Reception sponsored and hosted by the Women’s Chamber of Commerce of Nevada© Executive Board members at 11:15am along with our Master of Ceremonies, John Huck, Emmy® award-winning News Anchor at KVVU-FOX5 Las Vegas. Beland, President and CEO of the Women’s Chamber of Nevada, who will introduce our Sponsor MGM Resorts International and the keynote speaker is Mr. Tony Gladney, Vice President of National Diversity. The ATHENA® International Awards is the main award fundraising event of the year.
