In response to the evolving COVID-19 pandemic, the decision was made to move all events further out, so all Luncheons and Awards have been moved from June- November 2020. The Southern Nevada Health District has received reports of three new presumptive positive cases in Clark County. These investigations are in the preliminary phase, and the Health District will provide additional information as it becomes available. www.snhd.info Watch for symptoms Reported illnesses have ranged from mild symptoms to severe illness and death for confirmed (COVID-19) cases. Currently, the Health District is reporting eight cases in Clark County – seven presumptive positives and one that has been confirmed by the Centers for Disease Control and Prevention. Limited-time Exceptional Circumstance Special Enrollment Period on Nevada Health Link “In response to Governor Sisolak’s March 12th Emergency Declaration, the Silver State Health Insurance Exchange (Exchange), the state agency that connects Nevadans to qualified health plans through the online State Based Exchange (SBE), known as Nevada Health Link, announces a limited-time Exceptional Circumstance Special Enrollment Period (SEP) for qualified Nevadans who missed the Open Enrollment Period (OEP). The SEP runs from March 17, 2020 through April 15, 2020, and will allow eligible individuals to enroll in a qualified health plan through the SBE platform, Nevada Health Link. Individuals seeking a special enrollment are encouraged to contact the Customer Assistance Call Center between 9:00 a.m. to 5:00 p.m. Monday-Friday at 1-800-5472927; TTY: 711. The Call Center will extend its hours on Saturday’s and Sunday’s (except for Easter Sunday) from March 21 through April 15 from 10:00 a.m. to 2:00 p.m.

SBA’s Paycheck Protection Program for Small Businesses Affected by the Coronavirus Pandemic Launches

WASHINGTON – The U.S. Small Business Administration Administrator Jovita Carranza today launched the Paycheck Protection Program, a $349 billion emergency loan program created last week with the President’s signing of the Coronavirus Aid, Relief, and Economic Security Act (CARES). The program provides forgivable loans up to $10 million to small businesses left financially distressed by the Coronavirus (COVID-19) pandemic. The loans, which will be administered at the local level by a national network of banks and credit unions, are designed to maintain the viability of millions of small businesses struggling to meet payroll and day-to-day operating expenses. “These loans will bring immediate economic relief and eight weeks of financial certainty to millions of small businesses and their employees,” SBA Administrator Carranza said. “We urge every struggling small business to take advantage of this unprecedented federal resource – their viability is critically important to their employees, their community, and the country.” The loans, which are 100% backed by SBA, are being provided to small businesses without collateral requirements, personal guarantees, SBA fees, or credit elsewhere tests. Those eligible for the program include small businesses, certain non-profits, veterans’ organizations, self-employed individuals, independent contractors, and other businesses meeting size standards based on their North American Industry Classification System code. The Paycheck Protection Program’s maximum loan amount is $10 million with a fixed 1% interest rate and maturity of two years. The loans are available to cover up to eight weeks of average monthly payroll (based on 2019 figures) plus 25% and payments are deferred for six months (interest does accrue). The SBA will forgive the portion of loan proceeds used for payroll costs and other designated operating expenses for up to eight weeks, provided at least 75% of loan proceeds are used for payroll costs. Eligible expenses for the eight-week forgiveness include: Payroll costs (excluding the prorated portion of any compensation above $100,000 per year for any person. Payroll costs include salary, commissions, tips; certain employee benefits including sick leave and health care premiums, and state and local taxes; Mortgage interest (not prepayment or principal payments) and rent payments on mortgages and leases in existence after February 15, 2020; Utilities such as electricity, gas, water, transportation, phone and internet access for services that began before February 15, 2020; and additional wages paid to tipped employees. Former Nevada Governor Brian Sandoval MGM Resorts International announced that former Governor and MGM Resorts President of Global Gaming Development Brian Sandoval will be leaving the company to pursue the position of President of the University of Nevada, Reno. Sandoval was the Republican Governor for the Silver State from 2010-2018. After he left office, he joined the MGM Resorts International as president of global gambling development to help push the company’s global expansion efforts, particularly in Japan. “I’m grateful for the opportunity and privilege to have worked at MGM with Jim Murren and Bill Hornbuckle, two of the giants in the gaming industry, and the amazing MGM family,” said Governor Sandoval in a press release. “Having accomplished my goals at MGM, I have decided to put my time, energy and public and private experience to work as an applicant to become the next president of the University of Nevada, Reno. I am thankful for the experiences I had, and the people I got to know, while at MGM and wish everyone good health and safety during these challenging times.”

EMPLOYEE RIGHTS

PAID SICK LEAVE AND EXPANDED FAMILY AND MEDICAL LEAVE UNDER THE FAMILIES FIRST CORONAVIRUS RESPONSE ACT

The Families First Coronavirus Response Act (FFCRA or Act) requires certain employers to provide their employees with paid sick leave and expanded family and medical leave for specified reasons related to COVID-19. These provisions will apply from April 1, 2020 through December 31, 2020. ►

PAID LEAVE ENTITLEMENTS

Generally, employers covered under the Act must provide employees: Up to two weeks (80 hours, or a part-time employee’s two-week equivalent) of paid sick leave based on the higher of their regular rate of pay, or the applicable state or Federal minimum wage, paid at: • 100% for qualifying reasons #1-3 below, up to $511 daily and $5,110 total; • 2/3 for qualifying reasons #4 and 6 below, up to $200 daily and $2,000 total; and • Up to 12 weeks of paid sick leave and expanded family and medical leave paid at 2/3 for qualifying reason #5 below for up to $200 daily and $12,000 total. A part-time employee is eligible for leave for the number of hours that the employee is normally scheduled to work over that period. ►

ELIGIBLE EMPLOYEES

In general, employees of private sector employers with fewer than 500 employees, and certain public sector employers, are eligible for up to two weeks of fully or partially paid sick leave for COVID-19 related reasons (see below). Employees who have been employed for at least 30 days prior to their leave request may be eligible for up to an additional 10 weeks of partially paid expanded family and medical leave for reason #5 below. ►

QUALIFYING REASONS FOR LEAVE RELATED TO COVID-19

An employee is entitled to take leave related to COVID-19 if the employee is unable to work, including unable to telework, because the employee: 1. is subject to a Federal, State, or local quarantine or isolation order related to COVID-19; 2. has been advised by a health care provider to self-quarantine related to COVID-19; 3. is experiencing COVID-19 symptoms and is seeking a medical diagnosis;

5. is caring for his or her child whose school or place of care is closed (or child care provider is unavailable) due to COVID-19 related reasons; or 6. is experiencing any other substantially-similar condition specified by the U.S. Department of Health and Human Services.

4. is caring for an individual subject to an order described in (1) or self-quarantine as described in (2); ►

ENFORCEMENT

The U.S. Department of Labor’s Wage and Hour Division (WHD) has the authority to investigate and enforce compliance with the FFCRA. Employers may not discharge, discipline, or otherwise discriminate against any employee who lawfully takes paid sick leave or expanded family and medical leave under the FFCRA, files a complaint, or institutes a proceeding under or related to this Act. JIM MURREN Appointed to COVID-19 Emergency Response Fund In partnership with Nevada Community Foundation Appointed By Governor Steve Sisolak

The Nevada COVID-19 Response, Relief and Recovery Task Force, a recently formed public-private partnership overseen by Gov. Steve Sisolak’s office and the Nevada Health Response Center, will oversee the COVID-19 Emergency Response Fund in partnership with Nevada Community Foundation. The Fund will assist with the State’s response, relief and recovery efforts. To make grants and payments to assist the State of Nevada and its political subdivisions in responding to COVID-19; To provide assistance and supplies to first responders and healthcare providers (individuals and institutions); To aid Nevada nonprofits in addressing and recovering from the COVID-19 emergency;

To provide assistance to Nevada residents impacted by the COVID-19 emergency, particularly those most vulnerable because of health, economic or other circumstances; and, To take such actions and make such payments as Nevada Community Foundation and the Governor’s Task Force determine appropriate to respond to the COVID-19 emergency.
