SBA and Treasury Department Announce $10 Billion for CDFIs to Participate in the Paycheck Protection Program WASHINGTON – Today, the U.S. Small Business Administration, in consultation with the U.S. Treasury Department, announced that it is setting aside $10 billion of Round 2 funding for the Paycheck Protection Program (PPP) to be lent exclusively by Community Development Financial Institutions (CDFIs). CDFIs work to expand economic opportunity in low-income communities by providing access to financial products and services for local residents and businesses. These dedicated funds will further ensure that the PPP reaches all communities in need of relief during the COVID-19 pandemic – a key priority for President Trump. “The forgivable loan program, PPP, is dedicated to providing emergency capital to sustain our nation’s small businesses, the drivers of our economy, and retain their employees,” said SBA Administrator Jovita Carranza. “CDFIs provide critically important capital and technical assistance to small businesses from rural, minority and other underserved communities, especially during this economically challenging time.” “The PPP has helped over 50 million American workers stay connected to their jobs and over 4 million small businesses get much-needed relief,” said Treasury Secretary Steven T. Mnuchin. “We

have received bipartisan support for dedicating these funds for CDFIs to ensure that traditionally underserved communities have every opportunity to emerge from the pandemic stronger than before.” As of May 23, 2020, CDFIs have approved more than $7 billion ($3.2 billion in Round 2) in PPP loans. The additional $6.8 billion will ensure that entrepreneurs and small business owners in all communities have easy access to the financial system, and that they receive much-needed capital to maintain their workforces. The Paycheck Protection Program was created by the Coronavirus, Aid, Relief, and Economic Security Act (CARES Act) and provides forgivable loans to small businesses affected by the COVID-19 pandemic to keep their employees on the payroll. To date, more than 4.4 million loans have been approved for over $510 billion for small businesses across America. The SBA and the Treasury Department remain committed to ensuring eligible small businesses have the resources they need to get through this time. Nevada Small Business Development Center& UNLV, A Resource for Small Business Assistance

Celebrating 100 Years of Working Women In 1920, Old Glory boasted only 48 stars, the country was two years removed from the First World War and it was the year of the 19th Amendment — which allowed women to make their voices heard at the voting booth. In that same year, Congress passed a law establishing the first government institution in the United States dedicated solely to the economic prosperity and well-being of women in the workplace, the Women’s Bureau.

The Bureau is finalizing a National Database of Childcare Costs (NDCC), examining county-level costs across the United States plus demographic and economic data to assess how childcare prices are associated with county-level employment and earnings. Currently, only 11% of employers offer child care benefits, and many parents have a $3,000 per child tax exemption on child care, which is significantly less than the cost.

At the time, the public may have considered a Women’s Bureau or even women’s suffrage a radical idea, but decades of brave women entering public life had already permanently altered American culture. In just a decade, from 1910 to 1920, the number of women in the workforce increased from 5 million to 8 million. In an era when the Triangle Shirtwaist Factory fire — where 123 women and girls lost their lives — was still fresh in the American psyche, it was evident that women deserved and were entitled to representation.

Additionally, the Women’s Bureau is overseeing a variety of projects and grant programs complementing top Administration priorities such as expanding apprenticeship and combating the opioid crisis. To support these initiatives, the Bureau administers the Women in Apprenticeship and Nontraditional Occupations (WANTO) grants to increase the number of women participating in pre-apprenticeship and apprenticeship programs and the Re-Employment, Support, and Training for the Opioid Related Epidemic (RESTORE) grants that help women affected by the opioid crisis to re-enter the workforce.

With Mary Anderson as its first leader, the Women’s Bureau charged forward representing women in industry and labor. In its first decade, the Women’s Bureau performed 87 studies on women in the workforce, including 16 state studies on women working in textile mills. According to Women’s Bureau Bulletin No. 63, published in 1929, women were nearly three times as likely to miss work because of home duties as men were.

Although current public health measures will prevent us from celebrating the Women’s Bureau’s centennial with public ceremonies, we are continuing our work. As state governments reopen their economies, the Women’s Bureau will focus our studies on child care access and regulatory reforms that can help women return to the workforce. This work is just as important as ever.

A century later, the Women’s Bureau continues to study and address the challenges facing women. Today, those challenges include: • What is the long-term impact of a pandemic on women workers? • How does access to child care affect women’s careers?

To face the challenges ahead, we can draw inspiration from the tenacity and creativity of working women over the past century. With renewed determination, the Women’s Bureau is committed to supporting new and expanded opportunities for women, and ensuring they have what they need to succeed in the workplace.

This Administration has made tremendous strides with paid leave, implementing both the First Step Act in December 2019, which provides up to 12 weeks of paid leave for many federal employees, and the Families First Coronavirus Response Act, which provides government-subsidized paid leave for many private- and public-sector workers during the pandemic. The Women’s Bureau is studying the impact of these policies on women in the workforce, as well as employer-designed paid leave programs, to see how they compare.

Small Business Stabilization Grant Clark County understands the challenges that many small businesses currently face. As an integral part of our community we want to support small businesses financially impacted by closures or restrictions related to COVID-19. For businesses operating within Clark County we have developed a business support grant using federal CARES Act Relief Funds. Grant Award: up to $10,000 5-20 employees - up to $5,000 1-4 employees Grant Uses: Working Capital (rent, utilities, inventory, payroll, license fees, etc.) Eligibility Requirements: • Must have 20 or less full-time employees as of March 15, 2020 • (sole proprietor and home-based business are eligible) • Must have an active business license in Clark County or respective jurisdiction • Must not have received any federal loans or grant dollars (SBA EIDL, PPP, etc.) • Must not have received or anticipate receiving grant dollars from an incorporated city • Henderson, North Las Vegas, Boulder City, Mesquite • Must have been in business for at least 6-months prior to March 15, 2020 • Must have an actual financial hardship (financial statements from previous 6 months will be reviewed) • Must not have any federal, state or county tax liens Non-eligible Businesses: • Businesses already in receipt of or approved for federal loans and grants • Business in receipt of or anticipating grant dollars from an incorporated city • Henderson, North Las Vegas, Boulder City, Mesquite • Businesses within Incorporated City of Las Vegas • Adult Oriented Businesses • Cannabis Related Businesses • Massage Parlors • Liquor Stores • Bail Bonds • Check Cashing Facilities • Payday Loan and other Short-Term Loan Operators • Convenience Stores • Non-profit Organizations • State & Federal Certified Labor Unions How Will Grants Be Awarded? There is no one determining factor is receiving the grant. A number of business-related factors will be considered to provide the maximum advantage to the maximum number of businesses. First and foremost, applications must be complete and include all necessary documents. We will look at business viability before the pandemic, likelihood of success if a grant were awarded, the amount of hardship a business has faced during the pandemic, the amount of debt the business carries, if they are a disadvantaged business, etc. You will receive a letter of determination via email. Please allow 2-3 weeks after the application submittal deadline for applications to be reviewed and to receive a letter of determination.
