1. Declarations To Run The Rules of Racing are modified in respect of races run on December 26th to provide that:(a) Horses may not be declared to run at more than two courses and in not more than one race at the same course on that day. (b) Where a horse is doubly engaged both the preferred meeting and non-preferred meeting must be declared by 10.00 a.m. on Wednesday, December 23rd. Provided that the horse runs at the preferred meeting no penalty will be incurred for non-appearance at the non-preferred meeting. If the preferred meeting is: (i) abandoned, or (ii) subject to a course inspection and, in the opinion of the Stewards at the preferred meeting, the decision to race at the preferred meeting had not been made by those Stewards by the time the horse had to leave to run at the non-preferred meeting, or (iii) affected by a substantial change in the going from the time fixed for declaration of runners on Wednesday, December 23rd and the time of the race, the horse should run at the non-preferred meeting. However, should a preferred race be postponed no penalty will be imposed for the non-appearance of the horse at the non-preferred meeting. When a horse runs at the non-preferred meeting in any other circumstances not covered by the above exceptions the Trainer will incur the appropriate double declaration fine together with the penalty for non-appearance at the preferred meeting. NOTE:“A substantial change in the Official Going’’ can be defined as two points of change within the following scale:Firm - Good to Firm - Good - Good to Soft - Soft - Heavy.

Owners and Trainers are advised that up-to-date information on the state of the going may be obtained from the BHA Racing Administration Internet site at www2.racingadmin.co.uk and from www.britishhorseracing.com.
CHRISTMAS AND NEW YEAR HOLIDAY ARRANGEMENTS The British Horseracing Authority Office in London will be closed on Thursday, December 24th, Friday, December 25th, Monday, December 28th and Friday, January 1st, 2021. Weatherbys’ main Switchboard at Wellingborough will be closed on Thursday, December 24th, Friday, December 25th, Monday, December 28th and Friday, January 1st, 2021. The Racing Operations Department at Wellingborough will be open from 8.30 a.m. to 1.00 p.m. on Saturday, December 26th and Friday, January 1st, 2021.
ENTRIES AND DECLARATIONS OF RUNNERS AND RIDERS The British Horseracing Authority has directed that the following closing and declaration arrangements shall apply for races run during the period December 26th, 2020 to January 1st, 2021.

If no preference is declared for a doubly engaged horse the appropriate double declaration fine will be imposed together with the penalty in respect of any race in which the horse does not run.
For Races run on:
(d)
Horses otherwise declared to run by 10.00 a.m. on Wednesday, December 23rd which do not run shall incur a penalty unless: (i) a) The Trainer submits a satisfactory veterinary certificate to the British Horseracing Authority Office within 7 days of the race, or b) The Trainer informs the Racing Calendar Office by telephone or through the Racing Administration Internet site and without delay that he has self-certified the horse as a non-runner. As a consequence the British Horseracing Authority will suspend the horse from running in Great Britain for seven days starting on the day of the race for which it was self-certified, or (ii) There is a change in the going on the day of the race from that which the trainer could reasonably have expected from the going report either posted on the Racing Administration Internet site or available from the Clerk of the Course or the person nominated by the Clerk of the Course on the day the horse was declared to run, or (iii) The horse is on the racecourse, and its identity has been verified by a Veterinary Officer from its passport on the day of the race, but the trainer considers the horse will be unsuited by the going, or (iv) There are other reasonable grounds which in the opinion of the Stewards of the Meeting, justify the reason for not running, or (v) The Stewards consider that the particular circumstances of the failure to run make it appropriate for some greater penalty to be imposed in which event the Stewards may exercise their powers specified in Rule (H)25.
Declarations of Rider
The deadline for such declarations will be 1.00 p.m. on the day fixed for declaration of horse. (see table below). In the event of any race meeting scheduled for Boxing Day Saturday, December 26th being abandoned after the Racing Operations Department closes at 1.00 p.m. on Wednesday, December 23rd, any trainer, jockey or jockeys agent wishing to inform the press of revised jockey arrangements is requested to contact the Press Association Racing Desk: Telephone 0870 124 0810. 3. Non-Preferred Meetings The Rules of Racing are modified to provide that in the event of elimination being necessary in Novice Hurdle Races, Weight-for-Age Hurdle Races and Novice Steeple Chases, those horses that have been declared for such a race at a non-preferred meeting will be eliminated first.
