Kids and parents left out in the cold as buck gets passed ALENA HIGGINS

P

arents of children attending a St Marys daycare centre are scrambling to find alternative care after recently being told the centre will close in a matter of weeks. Bluebird Early Education Centre (Bluebird), a tenant of Station Plaza, will be forced to shut down in January or February to facilitate Sydney Metro’s new North-South rail link, less than two years after it opened. However, despite knowing since September 2020 that Sydney Metro would require vacant possession of Station Plaza in early 2022, Bluebird’s owner, Oxanda Education, failed to inform parents and centre staff of the impending closure until late last month. Parents had originally blamed Sydney Metro for the uncertainly and short notice, recently urging the State Government department to save and relocate the childcare service instead of shutting it down. However, a Sydney Metro spokeswoman said Bluebird was “advised in September 2020” that Station Plaza was required for

the construction of the Western Sydney Airport metro line. “All tenants of Station Plaza, including the childcare, have had the option to work with Sydney Metro to explore options available to them including compensation and reasonable relocation and new fit out

expenses,” she said. Sydney Metro compulsorily acquired Station Plaza from owner Haben Property (Haben) in September 2021. In November 2020, Haben attempted to buy part of the Beacroft Place Car Park from Penrith Council to build a replace-

ment shopping centre. The new concept would have included a childcare centre, larger Coles, six speciality shops, medical centre and 350 car spaces. However, Council rejected the unsolicited proposal in favour of its own plans for a 667-space multi-story car park. Haben Executive Director Melissa Kingham said it was now sadly out of their hands. “We are no longer involved in it at all, so we don’t have a say in terms of what happens with those tenants,” she said. “It’s just such a lovely childcare centre, it’s got a great outdoor area, the staff are friendly and very experienced.” As for a new shopping centre, Sydney Metro remains non-committal. “Opportunities for precinct developments to enhance community amenity are being investigated at St Marys, including the Station Plaza site,” the spokeswoman said. Sydney Metro said the majority of tenants will have vacated Station Plaza by January 2022. Oxanda failed to respond to multiple requests for comment.

Watching the sausage get made

I

love sausages, but I don’t need to see how they’re made. I suspect if I watched them be made, I probably would be less inclined to throw them on the BBQ over summer or make some delicious curried sausages over winter. Just like sausages, in any business or job, the final product does not tell the story of the steps it took to get there. A sparkling public toilet does not tell you that a cleaner spent an hour getting rid of what some bloke left as a surprise after a big night out. Your car running again after breaking down doesn’t show the mechanic’s grease stained hands nor the process of how the new part got from an overseas factory into your people mover, or the training the mechanic undertook to know how to correctly do the repair. We generally go about our day thanks to the efforts of others doing their jobs, not worrying about how the sausage got made. In recent times, one industry that has welcomed tours to the sausage factory is the media, and it’s having a negative impact on the news business, both from a participant and consumer’s viewpoint. Thanks to 24-hour news channels, live streaming and the general affordability of news to produce and present on mainstream channels, we all now get to watch full-length press conferences on whatever the issue of the day may be. During the COVID-19 pandemic, this ramped up considerably. If you wanted to, you could have watched former NSW Premier Gladys Berejiklian or Victorian Premier Daniel Andrews go back and forth with journal-

ists for more than an hour every single day, often covering the same ground or clarifying various elements. When Prime Minister Scott Morrison was providing updates from National Cabinet, the press conferences would go for hours and hours. Without realising it, you were sitting on the couch at home watching the sausage get made. Go back a decade or so and a full press conference being broadcast live was almost unthinkable. You’d see a summation written by a journalist, or watch a reporter’s package in the 6pm news, and that’s how you’d get the important details. If you were a bit more news focused, you may listen for some analysis on radio, or read a couple of versions of the same story in different publications. Now an argument could be made that watching the full press conference gives the consumer a clearer picture. But it also gives the consumer an unfair

perception of journalists and the work they do. All of a sudden, a tough question that may not suit your opinion of the day is an unfair or bias one. A journalist pushing a politician hard on an issue is seen as bullying, when in reality it’s them doing their job. In other words, they’re making the sausage. The ABC’s Leigh Sales experienced this first hand during the pandemic when she turned up to a Daniel Andrews press conference and was suddenly blasted on Twitter by raindrops who thought her tough questioning of the Premier was uncalled for. Earlier this year it was Peta Credlin and Robert Ovadia. The examples are becoming more and more prevalent by the day. The reality is news making is not pretty, nor very glamorous. The idea that a reporter just turns up, records a quick 60 second grab for the TV news, does a live cross and then heads home is fanciful. Just like any job or business, the real work happens well before the consumer sees the end product. Journalism is at its core an uncomfortable experience. You often have a permanent feeling or sickness in the pit of your stomach, particularly when it comes to asking tough questions. Watching full length press conferences can be great, but just remember – the awkward, uncomfortable exchange of questions and answers is just part of the sausage being made. Without those questions and answers, you allow people to get away with more. That is never a good thing.

Marcus Cornish to exit after two terms on Council ALENA HIGGINS

O

ne of Penrith’s most opinionated and controversial Councillors is unlikely to retain his seat following last weekend’s local Council elections. On Wednesday, Marcus Cornish’s ticket had polled just 9.3 per cent of the votes in North Ward, trailing his next closest competitor, fellow Independent Kevin Crameri on 13.16 per cent. On Tuesday, the Independent candidate, who was hoping for a third and final term on Penrith Council, conceded he was in bad shape. “Obviously I probably won’t be back, even after preferences,” Mr Cornish said. “I’ll get 14 or 15 per cent, but it won’t be enough.” Labor’s John Thain and the Liberal’s Ross Fowler have both secured a seat on North Ward with 30.64 per cent and 30.77 per cent of the votes respectively. Their second candidates Jonathan Pullen and Glenn Gardiner are also likely to get up, while Mr Crameri is expected to win fifth spot.

Marcus Cornish is unlikely to be re-elected for a third term on Penrith Council.

Meanwhile, veteran Councillor and South Ward candidate Jim Aitken is also touch and go. Mr Aitken is currently in a tight race with Labor’s number two Kath Presdee. The Liberal’s Mark Davies and Mark Rusev have secured seats in South Ward, as has Labor’s Karen McKeown and Independent Sue Day.

Mr Aitken said experienced pundits are predicting he was safe, but acknowledged the numbers will do the talking, with thousands of postal votes and preferences yet to be tallied. “At the end of the day, what will be will be,” he said. He lamented it would be sad to see Mr Cornish go. “It’s a shame because Marcus is one of the hardest working people in there and very vocal,” he said. Mr Cornish said he would always be supportive of “Penrith and the people of Penrith” and would maintain a keen interest in politics. “I thank the people of Penrith for their support on many issues, and I believe I have made a contribution whereas many failed to do so.” He also wished Mr Crameri well. “I’ll give Kevin his due, he’s a wily old bugger – good luck to him,” he said. Labor’s Todd Carney and Robin Cook and the Liberal’s Tricia Hitchen have won seats in East Ward, with the Liberal Party’s Bernard Bratusa and Independent Liberal-leaning candidate Marlene Shipley currently in the lead for the final spots.

I’m not against development, I’m against bad development.” In South Ward, a tight tussle is underway for fifth spot between Independent Jim Aitken and Labor’s number two Kath Presdee, with preferences and postal votes set to determine the final result. On Tuesday, Election Returning Officer Peter Herrmann said Independent North Ward candidate Kevin Crameri was “very close” to the quota needed to be elected, as was Mr Fowler and Mr Thain’s number twos – Jonathan Pullen and Glenn Gardiner – but they were “not quite there”. After securing around 9.3 per cent of the North Ward vote, Independent Marcus Cornish has all but conceded defeat and will exit after two terms on Council. In East Ward, Labor has secured two seats, Liberal one, while the remaining two seats will be “heavily determined by preferences”, according to Mr Herrmann. Ms Hitchen’s number two Bernard Bratusa and Independent Marlene Shipley, who holds a lead over Australia First’s Lili Orrock, appear the current front runners. Postal vote returns have been extended to December 17.

Why learning from the past is smart

T

he voice in Kevin Costner’s head in the film ‘Field of Dreams’ was wrong. The proposition that he needed to build a baseball diamond in a cornfield and “they will come” has no successful precedent in modern urban development. There are parallels with the smart city concept, a vision for which the then Turnbull Government set out for Australia in 2016, and the best example of which is being developed in western Sydney. Smart Cities use information and communication technology (ICT) to improve operational efficiency, share information with the public and provide a better quality of government service and citizen welfare. There are notable examples of smart city projects around the world that appeared poised for success but failed miserably. All manner of government support was brought to the table, but a thriving populace and successful economy did not follow. The smart city of Ordos was founded in the middle of a Chinese desert in 2001 at a cost of $200 billion and was designed for a million inhabitants. By 2019, only 20 of its apartments were occupied. Songdo was built on marshes in South Korea with the intention of making every aspect of its population’s lives easier

through smart technology connected by networked computers. Designed for 300,000 residents, today it sits a third full with few businesses choosing to locate there, despite its free trade centre status. The Minnesota Experimental City (MXC) in the USA was backed by immense investment of US$10 billion in 1967 and had a Jetsons-style vision of a domed roof, waterless toilets and automated cars, but it never made it off the drawing board. These cities all had various geographical or economic odds stacked against them, but the critical missing element for each was human capital participating in a circular skills economy. The Circular Skills Economy Model shows the relationship between innovation, advanced industries, employment and education. Put simply, new industries require new jobs comprising new skills. Focused training is needed to develop those skills from collaboration between schools, the TAFE system and universities. Completing the cycle, the new skills developed by TAFE and universities students lead to more innovation, creating the next generation of new industries. The Federal and New South Wales governments are investing heavily in the development of western Sydney with the construction of a new, world-class airport and a surrounding Aerotropolis.

These investments – of about $20 billion at last count – are intended to kick-start a hub for technological innovation and industry development over the next several years. Western Sydney is already home to a million people, and they and their children must develop the right skills to work in the new industries now being established. Becoming a skills engine for these jobs of the future means improving the way industry and education work together. We’re doing a good job but some of the skills for a new Western Sydney Airport and Aerotropolis are not currently being taught in our secondary or tertiary education systems. This is a common global challenge recognised by the International Civil Aviation Organisation (ICAO) and the International Air Transport Association (IATA) who are collaborating to address the issue worldwide. The government has started well in attracting foundation tenants to the Aerotropolis including Hitachi, the CSIRO, Mitsubishi Heavy Industries, Sumitomo Mitsui Financial Group, Amazon, BAE Technologies, and universities. Whilst this is a promising start that represents a diverse selection, this list needs to increase as the Aerotropolis evolves. The focus on aerospace, advanced

manufacturing, agribusiness, defence, bio-medical and research industries will provide contemporary jobs and new opportunities. Local universities and TAFEs have a responsibility to generate graduates with the skills needed in the Aerotropolis. The advanced industries establishing in the area will need a stronger focus on STEM in core course offerings. This is about giving students real-world opportunities to design innovative solutions to problems. Strong internship programs that place graduates into workplaces where they will thrive is critical. Companies like my own are making concrete commitments to the creation of ideas hubs that benefit industry and academia alike. Engaging with the schools system down to high school level is critical, ensuring that early and mid-teens become excited by STEM and understand the breadth and depth of related careers available. There is also an opportunity for groups under-represented in STEM careers to realise their potential. The Aerotropolis is no whispered dream in a cornfield. It’s a well-planned strategic play that will create more than 200,000 new knowledge-based jobs and position western Sydney to be a global success story in how to build a true smart city.

Swim teachers wanted Original Yellow Wiggle makes appearance at ‘learn to swim’ announcement EMILY FESZCZUK

T

he Federal Government is putting water safety in the fast lane by investing money to train additional swimming teachers to meet the demand for learn to swim classes. Federal Member for Lindsay, Melissa McIntosh was joined by Minister for Sport, Richard Colbeck at Nepean Aquatic Centre on Wednesday to announce $250,000 for the program as part of the Sport Australia Participation Grant. During the recent COVID lockdown, Ms McIntosh campaigned for a clear plan for the reopening of swim schools and for the Commonwealth to support an intensive back to swimming program. Mr Colbeck said the funding will help fill the demand for teachers, which was impacted by the COVID-19 lockdowns over the past 18 months. “It will help recruit an additional 900 teachers across the country to add to the pool and encourage those who had previously been involved in teaching to come back,” he said. “We would like to see them re-accredited

and back in training in time for the first learn to swim classes next year from February.”

AUSTSWIM Interim Chief Executive, Simon Weatherill, said the initiative will create jobs and help save lives.

“With the AUSTSWIM database of over 30,000 teachers that have expired in the last few years, we hope to quickly identify the postcodes with the greatest needs to get those teachers back as soon as possible,” he said. “Recruitment has always been a problem in the industry as it wasn’t seen as a career, so we hope to work with operators to create that pathway for teachers.” Adding to life saving skills, Ms McIntosh also welcomed special guest, original Yellow Wiggle Greg Page, who started the charity, Heart of the Nation, after he survived a sudden cardiac arrest during a The Wiggles concert last year. “No access to an AED (defibrillator) compared to having access to one can make a huge difference to the chance of survival, as it did with me, so we encourage businesses, community groups and organisations to sign up to the network,” Mr Page told the Weekender. “If you have an AED you can place a sticker on your front door and let the community know you have what it takes to potentially save someone’s life.” For more information on Mr Page’s charity, visit www.heartofthenation.com.au.

Hospital powers on Nepean Hospital continues to thrive despite the hurdles of the past year EMILY FESZCZUK

T

he staff of the Nepean Blue Mountains Local Health District (NBMLHD) have faced adversity on the front line of the pandemic over the past two years. As the year finally comes to an end, NBMLHD Chief Executive Kay Hyman spoke to the Weekender to reflect on the challenges of COVID-19, and the future of health services in Penrith. While the world could have never predicated the impact of the pandemic in 2020, Ms Hyman said previously dealing with droughts, bushfires and floods helped equip the team to respond. “In the last few years it would be unusual if a natural disaster was not impacting us in some way, so the basic principles of disaster management we are very well practiced in and we use quite frequently,” Ms Hyman said. “It is fair to say there was uncertainty at a lot of times and we adapted well to rapidly changing advice, but our staff were fantastic in providing the best possible care for the community.”

With Nepean Hospital caring for a high number of COVID cases, Ms Hyman said a significant change for healthcare workers was caused by the community’s vaccination efforts. “Even though vaccination doesn’t prevent you from acquiring COVID, it lowers your chances of being severely unwell and we have seen a decline in case numbers and the severity, so we are grateful for the community’s initiative,” she said. “We are still cautious but staying calm and as we understand more about Omicron the advice to date is generally positive, so we have plans in place to respond but hopefully we won’t need them.” In the midst of dealing with the COVID response, the hospital was also managing the $1 billion redevelopment. “We’re fortunate that our redevelopment team only had to focus on that, they didn’t have to worry about the COVID response other than making sure the workers on the development site were safe,” Ms Hyman said. “Stage 1 will move many existing services into new bigger facilities. Stage 2 will be when we get the full benefit of the

Penrith: Woman nabbed drink driving following minor prang A woman has been charged after she was caught drink driving in Penrith. About 3pm on Friday, December 3, police were called to a minor single vehicle accident on Lethbridge Street, Penrith. Police breath tested the driver, a 48-yearold Jamisontown woman, which proved positive. She was arrested, and taken to Penrith Police Station, where she underwent a breath analysis, that returned a positive reading of 0.252. The woman was charged and her licence was suspended. She will appear in Penrith Local Court at a later date.

Penrith: Casper the dog rewarded for drug bust at local pub A man has been charged after possessing prohibited drugs in Penrith last week. About 9.30pm on Friday, December 3, police entered a licenced premise in Penrith with drug dog, “Casper”. It is alleged a 20-year-old Plumpton man quickly attempted to walk away from the officers and “Casper” followed the man, before making an indication that he was in possession of some type of illicit drug. Police spoke to the man, who allegedly opened his bag and handed officers a large resealable plastic bag containing five small resealable plastic bags containing Cocaine and another small resealable plastic bag containing seven MDMA tablets. The man was charged and will appear in Penrith Local Court on Tuesday, January 18, 2022.

Werrington: Neighbours clash in scary apartment block stoush

A man has been charged following an incident at an apartment block in Werrington. About 5.45am on Saturday, December 4, it is alleged a 22-year-old Werrington man was at his unit block in Parks Avenue, Werrington, when he engaged in a verbal altercation with another tenant. It is alleged he was yelling and being aggressive towards a woman who was on

The woman went inside her unit and the man allegedly walked to the common area with a metal scooter, which he used to smash the glass entrance door and a side window. The man then walked to the woman’s balcony where he struck her glass balustrade, causing it to smash. Police attended and located the man a short distance away, where he was arrested. A knife was located on the man when he was searched and he was charged with ‘custody of knife in public place’, ‘common assault’ and ‘damage or destroy property’. The man will appear in Penrith Local Court on Tuesday, December 14.

St Marys: Officer injured during bizarre altercation with woman A woman has been charged after being caught driving an unregistered and uninsured car, before assaulting police in St Marys. About 9am on Monday, December 6, police stopped a motor vehicle on Chapel Street, St Marys. After speaking with the driver, a 35-yearold Wallerawang woman, police made checks on the vehicle. It is alleged that some of the vehicle’s details did not match and officers asked the woman to open the bonnet. The woman refused and locked herself in the vehicle with the window partially down. An officer was speaking with her and placed his hand on the window, before she wound it up, jamming the officer’s hand in between the window and the weather shield. After some time, the woman allegedly wound the window down and got out of the car. Checks of the VIN number under the bonnet revealed that it did not match the plates that were on the vehicle. It was discovered that the vehicle registration expired in 2017 and the woman was arrested and charged. She will appear in Court in January.

EXERCISING LEASE OPTIONS We act for both landlords and tenants, which involves drafting Commercial and Retail Leases as well as negotiating terms. One of the most common sources of dispute between landlords and tenants with respect to Leases are the provisions in the Lease with respect to options to renew. An option to renew is an option in favour of the tenant to extend their Lease beyond the initial term for a further period. For example, you might have heard a Lease term described as “2 by 2” or “2 x 2”, which means an initial term of two years which can be extended by the tenant for a further two years pursuant to the terms of the Lease. It is also possible for a Lease to have more than one option and the option periods do not necessarily need to match the initial term. There are two main areas of conflict that arise when it comes to options to renew. The first is exercising the option itself. Leases are quite technical documents that usually set out a very specific way in which a tenant needs to exercise their option. This includes preparing a Notice that contains certain technical information and serving that Notice on the landlord within a particular timeframe. Sometimes a Lease will nominate a date range, for example “the tenant must serve notice of their exercise of option to renew between March 1, 2022 and June 1, 2022”. Sometimes the relevant date range will be calculated with reference to the termination of the initial term, for example “the tenant must serve notice of their exercise of option on the landlord no more than six months but no less than

three months before the end of the initial term.” This date range is extremely important because if a tenant does not exercise its option within the relevant date range then the landlord is not obliged to grant the option, meaning that they can require the tenant to vacate or renegotiate the terms of the Lease. Generally speaking, one of the attractive things about an option is that the option Lease will be identical to the original Lease except for things like increases in rent. If you do not exercise your option in time and you wish to stay at the premises, the landlord can impose further, more onerous terms on you by way of a new Lease as opposed to an option Lease. The other issue that tenants often forget when exercising an option is that is usually a requirement that to exercise your option you must be in compliance with the Lease and not have committed/ been committing any breaches thereof. For example, if you exercise your option at a time when you are behind in your rent you may find that the option is not effective and that the landlord does not need to extend your tenancy as a result. Some Leases require that you be compliant only at the point of exercising your option. Other more onerous Leases require that you have been compliant with the Lease throughout the entirely of the initial term in order to be granted your option. In summary, options are very technical legal transactions. You should make sure you carefully discuss the option provisions of any Lease you are seeking to enter into, whether or not you are the landlord or the tenant. Minister offers support during visit on Disability Day EMILY FESZCZUK

inister for Families, Communities and Disability Services, Alister Henskens visited Penrith to celebrate International People with a Disability Day on December 3. The Minister toured Flintwood Disability on York Road, Jamisontown, to meet participants and support workers that are involved in the day program. Mr Henskens told the Weekender that the International Day is about celebrating the achievements of people with disabilities and reflecting on what can be done to support them. “It is vital that people with disability get to live the best life they can live, so whatever we can do to support that as a government is really important, and the Federal Government has announced its National Disability Strategy for the next 10 years,” he said. “The NSW Government also has its Disability Inclusion Plan, which looks at things such as group activities, ways to support education, employment, housing, accessibility and inclusiveness as a

HSC students rewarded In a huge win, local Year 12 students inundated with early university offers EMILY FESZCZUK

ith the HSC wrapped up for another year, Year 12 students are patiently waiting to see their ATAR marks early in the new year. A large group of local students have already secured their places in tertiary education, taking advantage of universities’ early offer programs. Caroline Chisholm College Acting Principal, Deborah Scollard, said she is extremely proud of her students, who received early offers for a range of courses. “More than 90 per cent of our girls who want to go to university have received early offers this year, and to date we have counted 327 individual offers to students,” she said. “With a challenging year, to have their commitment to study rewarded and the opportunity of multiple options for women in western Sydney to access top notch universities is amazing.” Caroline Chisholm student Hannah Stephan received 13 offers from nine different universities. “I got offered a range of courses includ-

ing social work, law and psychology, but I have accepted and enrolled in UTS for Design in Architecture and a Masters of Architecture,” she said. “COVID-19 was understandably quite challenging so the early entry program took a lot of pressure off me so I could try my very best knowing I already had a spot in university.” Western Sydney University launched its ‘True Reward’ early offers program in 2017 based on HSC subject results. Making 7,000 offers for students to attend in 2020, it increased to more than 15,000 in 2021 and has already made 9,000 offers for students to study in 2022, with thousands more predicted to come. Fellow Caroline Chisholm student Mia Hosking said she was also pleased to take advantage of early offers. “I received eight offers across seven universities mostly under the health science branch and I have decided to study nursing with Australian Catholic University,” she said. “Our teaching staff were amazing, and I had the best friends to support me through this time as I tried my best to achieve what I wanted to for myself.”

he Coffee Club Cranebrook is now open and boasts the first drivethrough option for the café group in New South Wales. The family-owned business will be celebrating with customers during its grand opening this Saturday, December 11 from 9am to 12pm. General Manager of The Coffee Club Cranebrook and Nepean River, Paul Salamakis, said they were looking for the perfect opportunity to expand. “My sister, Tina, and my mother, Margarita, are the owners and I oversee the stores and we felt it was the right time to open another café,” he said. “We identified the site in Cranebrook along Andrews Road that is part of a growth corridor and we felt it was the right one.” Adding to the café is the first Coffee Club drive-through window in the state, which Mr Salamakis said is an exciting concept. “While we love serving our dine-in customers, we think we will reach a different set of customers who want to enjoy a

says. Last month, Councillor Ross Fowler requested Council investigate and rectify the issue. “We are fast approaching summer, and even though it’s been raining the last few days, we have a very significant water feature out at Thornton Park which for reasons of COVID hasn’t been operating,” he said. “There are also some other reasons it may not be operating, but I think with a little bit of initiative and imagination of Council officers and Council engineers, we can have that reinstated so that it can be used by the kids and to splash out there during summer and the months following.” A Council spokeswoman said equipment failure was identified when recommissioning as part of the easing of COVID-19 restrictions. “Water play facilities are offline during the winter season, which was extended as part of the NSW Government’s response to the COVID-19 pandemic,” she said. “They remain decommissioned, await-

ire and Rescue NSW is reminding all residents to make sure the holiday season stays a happy one with tips to prevent fires within the home. Blacktown, Penrith and The Hills Zone Commander, Superintendent Jeff Hogan, said while Christmas trees and lights are beautiful, they can pose a risk. “A key message we continue to push is to check your lights are up to standard, don’t use double adaptors to overload power boards, and make sure to turn

them off each night,” Superintendent Hogan said. “Live Christmas trees might be beautiful and smell great but they are also really dangerous to have inside your home as they dry out and it only takes a minor spark for them to be fully engulfed within 30 to 45 seconds.” Superintendent Hogan said ‘Keep Looking when Cooking’ is another tip locals need to remember. “Keeping an eye on what you are doing in the kitchen, keeping combustibles away from cook tops and not hanging tea towels on the front door of the oven is important,” he said.

69-room boarding house proposed for Werrington has been refused. The Penrith Local Planning Panel (Panel) rejected the $2 million proposal for 10-11 Railway Street, declaring it an “unsatisfactory over-development” of the vacant site. Lodged by Level Architects in September, the independent Panel deemed the development application (DA) would create an “undesirable precedent”. “Whilst boarding houses are permissible in the zone and this site would be suitable for a boarding house use, the proposed scale and design of this development is unacceptable,” the Panel’s Determination and Statement of Reasons

shows. The applicant proposed a four-storey boarding house with managers room and two levels of basement parking with room for 36 cars and 14 motorcycles. Level Architects argued the DA was appropriate given Werrington’s high rate of lone-person households. It added the suburb was expected to see significant transformation from single family homes to higher density living in the coming years. “The proposed building is of a contemporary architectural design that will result in not only a new and attractive addition to the streetscape but will assist with catalysing an urban transition to more modern and desirable development in the local area,” the DA states. It is unknown if the applicant will appeal.

enrith Council has signed off on a $24 million warehouse and distribution centre for Kemps Creek. The development application (DA), lodged by Goodman Property in June, forms part of the State Significant Development, Oakdale West Industrial Estate (OWE) in the Western Sydney Employment Area. The proposed development includes the construction of Warehouse 3B, comprising two separate tenancies, and its use and fit out as a warehouse and distribution centre within Precinct 3 of the OWE, based at 2 Aldington Road, Kemps Creek. The proposal also includes ancillary office space, car and truck parking, loading bays, landscaping, signage and

subdivision. Earlier this year, Council rubberstamped a $13 million DA lodged by Goodman Property for site 3A in Precinct 3. The DA also proposed the construction and use of a warehouse and distribution centre. The OWE Concept Proposal, approved by the Planning Minister in September 2019, consists of five precincts. Spanning 154 hectares, the OWE site is bound to the north by the Water NSW Sydney Warragamba Pipelines, to the east by Ropes Creek and to the south by adjoining rural landholdings. Education and aged care land uses, including Emmaus Catholic College, Trinity Primary School, Mamre Anglican School and Emmaus Retirement Village, adjoin the western boundary of the site.

ocal Eric Easterbrook will lead Legacy Australia into its centenary in 2023. The Emu Plains resident and Legatee has been elected as Chairman of the National Board. Mr Easterbrook joined the Royal Australian Air Force in 1967 and, after 20 years of dedicated service, he joined the Australian Public Service as a civilian. Retiring in 2009, after 42 years of service, Mr Easterbrook served as Director, Vice President and President of Sydney Legacy. Appointed as a Director to the Board of Legacy Australia in 2019 and serving as Vice-Chairman from 2020-21, Mr Easterbrook said he it was very humbling to be chosen to head the Board. “I joined Legacy in Wagga Wagga in 1981 and never expected to get into any positions of management but I also believe when there is a job to be done, you need to step up and take it on,” Mr Easterbrook said. “Over the next two years I would like to get out to visit all of the 45 Legacy clubs across Australia with 19 in New South

Wales, and we will be working on major commemorations for our centenary.” One of Australia’s oldest charities, Legacy supports 43,000 families of Australian Defence Force personnel who have given their lives or their health in service of their country. “Legacy is changing to be more relevant to modern day veterans and families and we are looking for former and serving service personnel in the wider Penrith area to volunteer as Legatees,” Mr Easterbrook said. “We don’t receive government funding and have been impacted by COVID, so we are looking for any local businesses who are interested in helping us with long or short-term corporate sponsorship.” Immediate Past Chairman Legatee, Rick Cranna said although he was sad to finish, he was confident that Mr Easterbrook would continue promoting the organisation’s work. “Eric’s dedication to Legacy has been evident for over 40 years and he truly understands the importance of keeping the promise to our veterans’ families,” he said. ince bursting onto the scene with his self-titled debut album in 1998, Adam Brand has grown to be an award-winning and fan favourite performer Australia-

wide. The down to earth country musician has made a close study of love in its every facet with his latest single, ‘Still The One’. With the COVID-19 pandemic disrupting industries and lives around the world, Adam told the Weekender he has tried to embrace the forced downtime. “There was no use fighting against having time off so I just had to go out and make the best of what I could by writing stuff, working on songs and having great family time,” Adam said. “Now it seems like there is a ray of hope bursting through the gloominess that surrounds the music industry, so we might even get a few gigs happening next year.” Adam said without the usual pressures associated with having an album and touring cycle, he was able to experiment with the sound of his music. “Not being so busy gave me an opportunity to try different things and I surprised myself when some of it felt alright, so I decided to go with it,” he said. “I was always a big fan of Avicii’s song

They will always be together.” Filming parts of the music video on his new family farm on the Gold Coast, Adam said the song is a timely reminder moving forward. “The last few years have put people to the test, especially relationships with friends, family and loved ones being separated, but you just need to take your time and find a way through it,” he said. “I am following the same message as I put songs together to put an album out next year… it will happen when it happens and will feel right when we do it.” Adam Brand’s ‘Still The One’ is available now to stream and purchase.

he past two years have certainly been challenging, but there have also been some pretty interesting learnings and shifting of priorities as a result. Slowing down where possible, simplifying life, questioning if we really need all the extra purchases that usually accompany this time of year, seeing trees and decorations going up early to create a festive feel and make this season feel less rushed all seem to reflect the lessons learnt during 2020 and 2021. For me, this Christmas needs to be stressfree, less about multiple or large presents under the tree, and all about spending time with loved ones, and people that we have been separated from by restrictions. It is very important this year that the gifts I exchange with family are meaningful, not whatever I could grab during my usual last minute dash to Westfield in the weekend before the big day. A gift that will not end up discarded by New Year’s Day. A gift that will make a difference or bring joy to the recipient. Signs of edema to keep an eye on S

ummer is here and so is the sunshine, late nights and swimming that comes with it. But also arriving is the sweating, flushed skin and swollen legs also known as edema. There are many causes of lower leg and ankle swelling and whilst some are minor, others are a means of concern. A common reason swelling presents in the lower legs and ankles is largely anatomical. The feet are the furthest away from the heart and in addition, gravity causes the excess fluid to pool closer to the ground. i.e. at the feet. Heat is a common cause of edema as when the body temperature rises due to elevated environmental temperatures, it attempts to lose body heat to prevent hyperthermia. The body does this by vasodilation of the blood vessels leading to fluid accumulation. Heat induced edema is relatively sporadic and resolves itself with controlled temperature, elevating the legs and adequate hydration to control elevated salt levels. What about when it is something more? If one leg presents with sudden swelling coupled with pain, redness and heat, there can be concerns of a blood clot. This is a condition that needs prompt medical attention to ensure the clot does not

dislodge and travel to the lungs. If both legs persistently swell irrespective of temperature, it raises concerns conditions including but not limited to, congestive heart failure, chronic venous insufficiencies or underlying kidney

disease. All these conditions need prompt and appropriate intervention to ensure successful treatment is obtained. In summary, any abnormal or non resolving edema needs to be appropriately assessed by your GP to obtain a diagnosis

and then the allied health team at OnePoint Health can assist in management where suitable including massage therapy, general treatments, footwear assessment and fittings and supervised exercise activity prescription.

Should I take my pet on holidays? planning your holiday, learn about your destination and accommodation. Check that your accommodation includes secure fencing and search for access to dog-friendly areas such as beaches, parks and walking tracks. Don’t forget to read local council regulations and make sure you have the contact details of the closest Vet should your pet require medical attention. Make yourself familiar with the local hazards, especially paralysis ticks and known snake regions. Travelling in the car: Get your pet ready for car travel well in advance. If your pet is anxious during car rides, it is best to be prepared. If your pet is drooling, panting, yawning or trembling they may be uncomfortable. Start with very short trips, praising them when they show calm, relaxed behaviour. As they improve, progress to longer trips. If you have a pet who dislikes car trips, you can get them used to the car environment by feeding them treats or their meals near the car while it is parked – make it fun and slowly but surely build them up to the travel experience. Praise them when they show calm, relaxed behaviour. Other tips include: • Not feeding your pet for approximately 4-6 hours prior to travel (water is fine)

• Plan regular, short breaks for your pet to get out the car, ensure they have fresh water • Ensure there is plenty of fresh air • Remember that pets have sensitive hearing, so limit loud music in the car • Talk to your Vet if you feel your pet would benefit from calming medications. This will need a trial run before you head off on your holiday, so prepare this well in advance. Travel safety: Restrain your pet in the

car. Unrestrained pets are distracting to the driver and are a potentially dangerous projectile if the car suddenly swerves, stops, or is involved in an accident. Cats or small dogs should be placed in a secure carrier and seat belt harnesses used for medium or large breed dogs. Place animals on the back seat or cargo area if you have a wagon, never the front passenger’s seat due to airbags. Pets shouldn’t be allowed to stick their head out of the window due to the risk of injury especially to their eyes.

or the first time in six years, the GWS Giants will host crosstown rivals the Sydney Swans in a blockbuster Round 1 clash at Accor Stadium (formerly ANZ Stadium) for Sydney Derby XXIII to open the 2022 AFL Premiership season. After defeating the Swans by just one point in a thrilling Elimination Final in Launceston last time they met, the Giants are looking forward to facing off against the Swans in front of their home fans for

the first time with no restrictions since 2019 – more than 924 days between games. A record-breaking 60,222 fans packed out Accor Stadium the last time the two teams played at the venue in 2016, the highest ever attendance between the two Sydney clubs, and the Giants’ inaugural Finals win. Giants midfielder Jacob Hopper said he’s looking forward to welcoming the Swans back to the west for the Round 1 showdown. “We’re super excited,” he said. “The last time I played at Accor Stadium

was in that first final back in 2016, so it will be awesome to get back out there against a team we have such a great rivalry with. “We often play really exciting games against each other and it’s always a great crowd with plenty of members and plenty of fans and supporters. We get super pumped for it, and I think we play some of our best footy against each other. “It’s a special rivalry between our two clubs. We feel like we’re creating history every time we step out on the field for a Sydney Derby, us still being pretty new and the Swans having that deep history.

“We both love playing against each other and I think that shows, so we’re pumped to be facing off against the Swans straight off the cuff.” The opening round kicks off on Wednesday, March 16, with the Giants and Swans opening their campaign at 5.10pm on Saturday, March 19 in what is set to be a blockbuster start to the 2022 season. Despite confidence the reigning Premiers would be able to keep the 29-year-old beyond 2022, Koroisau informed his Panthers teammates last Friday morning that he would be taking up a monster three-year offer at the Wests Tigers from 2023. Wests Tigers Director of Football Tim Sheens said he was thrilled to see Koroisau sign with the joint-venture ahead of the 2023 season. “We’re very pleased to have secured Apisai from the start of the 2023 season,” he said. “He not only adds a further level of experience in a key position of the spine, but he has shown himself to be successful playing alongside head coach Michael Maguire previously in his career. “It is always a big positive to sign a player with international and State of Origin experience, and what Apisai has achieved at both club and representative level will be a great addition to what we are building here.” Despite some well-publicised off-field

Around The Grounds CRICKET: Penrith are finally back in the winner’s circle, narrowly defeating Bankstown in Round 5 of the Belvidere Cup. Playing in a One Day match at Bankstown Oval, Bankstown won the toss and sent Penrith into bat first. Penrith’s opening three batsmen of Nick Adams, Ty Liddiard and Ryley Smith were huge in the victory, scoring 150 runs between them. Penrith finished on 7/249 after 50 overs. Adams was best with the bat with 71. When Bankstown hit the crease later that afternoon, they came agonisingly close to victory but ultimately fell five runs short. Henry Railz was best of the bowlers, taking 3/49. Penrith will aim for back-to-back wins this Saturday when they battle Randwick Petersham at Howell Oval.

NETBALL: Terribly sad news last week with the passing of Glenmore Park Netball Club Vice President and Life Member Clare Cavanagh-Wright following a lengthy battle with cancer. Clare’s local club paid tribute online: “Clare showed great courage and strength during her five-year battle with breast cancer. Her positive attitude undergoing treatment while continuing to work and administer netball at association and club levels, showed her resilience and commitment to the community”. RIP.

he Western Sydney Academy of Sport (WSAS) celebrated their annual athlete award recipients during an intimate presentation ceremony at Nepean Rowing Club last week. Six talented young Penrith-based athletes were presented their awards last Friday, December 3, by Penrith MP Stuart Ayres and WSAS CEO Martin Bullock. The Annual Athlete of the Year is awarded to one person from each program who has showed hard work and determination through the duration of the program. The Woolworths Scholarship – the Academy’s most prestigious award – is presented to the highest achieving male and female athletes. In the past, this scholarship has been awarded to high achieving Penrith athletes, such as recent Olympians Jessica Fox and Taylah Tsitsikronis. Rising golf star Coby Carruthers was named the Academy’s Golf Athlete of the Year for 2021, while U15 Penrith Netball State captain Isabella Degei took home Netball Athlete of the Year. Promising young triathlete Kyle Farrier was named the Academy’s Triathlon Athlete of the

Penrith-based athletes won big at the Western Sydney Academy of Sport Awards last week.

Year, while hardworking rower Hugh Harrold was announced as Rowing Athlete of the Year. NSW softballer Brad McCarthy was named the Academy’s Softball Athlete of the Year, while talented cyclist Daniel Samuel took out the coveted Woolworths Scholarship for his

incredible feats over the past 12 months. The Academy said it was proud to present these awards, during what has been a tough year for young people and was looking forward to following each athlete in their future sporting endeavours.
