TOWN CENTRE UPGRADE GLENMORE PARK PLANS GET GREEN LIGHT Glenmore Park Town Centre will undergo major changes after plans for redevelopment were given the green light by Penrith City Council. The $11.7 million Development Application (DA), which was lodged by HomeCo, will see a new food and drink section, a multistorey commercial building and dining area be constructed. The DA, which covers the subject site known as 19-31 and 33 Town Terrace, Glenmore Park, seeks to retain the majority of the two existing shopping centre structures, with proposed extensions that will deliver a “modern and more site responsive Town Centre precinct”. “This DA seeks to demolish a single storey commercial building, reconfigure the façade and public domain on the eastern side of the existing shopping centre structure, and construction of a new commercial building and retail building,” the Statement of Environmental Effects (EIS) states. “The design of this proposal has been strategically configured to enhance the public domain on the

eastern side of the Glenmore Park Town Centre while maximising views over the adjacent Ched Towns Reserve.” As the plan is focusing on the buildings and pedestrian terraces between McDonald’s and the Community Centre, the internal shopping centre will not be impacted.
The EIS states the development will respond to market demand as Glenmore Park is “experiencing rapid population and economic growth”. The documents state the office building will have basement parking, allow for retail opportunities and the upper levels will be used for a new medical centre.

COPING WITH A RISE IS THE ELECTION FRONT OF MIND?

With Australians heading to the polls next month, in these unusual and challenging times around the globe it would seem this coming Federal Election is not front of mind for many voters. From a broking perspective at Bell Partners, we have not the seen the usual election year behaviour where people put off big decisions such as buying or selling a home or purchasing a new vehicle until the election is done and dusted. While the election normally might be high on people’s radar, I’d say it is well down the pecking order of issues at the moment behind the war in Ukraine, natural disasters such as the terrible flooding, the lingering impact of COVID-19 and now the strong
likelihood of official interest rate rises as early as June. With regard to interest rates, they have been at a record low of 0.1 per cent since November 2020, and the Reserve Bank of Australia hasn’t implemented a rate increase since November 2010. But growing inflationary and wage pressures has seen the central bank indicate a rate hike is on the horizon after previously stating it wouldn’t happen before 2024. The big question is when they do act, will they go hard early or take a softly, softly approach? I think markets (property, equities/ shares, bonds, fixed price lending) have already fully factored in at least one full 0.25 per cent rate rise,
so the immediate impact of the rate increase may not be evident at announcement as it’s already been factored into people’s minds and budgets. Some economists such as Westpac’s Bill Evans have forecast the cash rate to reach 1.25 per cent by year’s end – which would add around $80 a week onto the repayments for a $500,000 home loan. This will have an impact on the economy due to reduced consumer spending but hopefully we won’t see a major influx of mortgage defaults or people selling their home because they just can’t afford it. Lenders have done some strict servicing assessments at the loan approval stage, so that provides borrowers safety.
