LOCKDOWN PROJECTS TIME TO SHOW OFF THAT DIY WORK With lockdown lasting for some four months, many western Sydney residents saved money from dining out, entertainment and travel, and chose to spend it on refreshing their homes through renovations. These DIY projects earned Penrith a top title when it was named as the number seven suburb in the state for renovation activity in the recent HiPages ‘Home Improvement Report’. As the revamping will continue to ramp up into summer, Kennards Hire Penrith Branch Manager, Cameron Fameli said there will be a shift from an indoor focus to outdoors. “The most common projects saw extension builders and carpenters in demand, as many looked to expanding their home and add new living spaces such as home offices,” Mr Fameli said. “Kennards Hire is now seeing lots of requests for equipment and tools to help complete indoor and garden work to get ready for entertaining friends and family back in our homes.” Help with DIY projects also saw a key spike in activity.

“DIY projects such as carpet cleaning and floorboard sanding are high on the list, as well as outdoor activities including lawn maintenance, deck sanding and oiling, fence painting, exterior house painting and gutter upkeep,” he said. Mr Fameli said his top tip for any work around the house is to research before you start the project. “Prior to undertaking any home renovation project, it’s a good idea to talk to people who have done similar projects, watch DIY videos and contact tradies or suppliers that can give you advice,” he said. “Creating a blueprint of relevant materials and realistic timings, not to mention the right safety gear and equipment, will help keep your project on track and on budget.” Mr Fameli said there’s always experts on hand who are willing to lend some advice on various projects. “You can always chat to our friendly experts at your local Kennards Hire branch to help you to get the right equipment and advice for your job,” he said.

KEY LOAN CHANGE WHAT YOU NEED TO KNOW From the end of this month, mortgage lending rules will be tightened to make it more difficult for some people to secure a home loan. With the Federal Treasurer Josh Frydenberg and the Reserve Bank of Australia joining the chorus of concern about the bullish property market, the Australian Prudential Regulation Authority (APRA) has lifted the minimum interest rate buffer it expects banks to use when assessing your ability to repay a home loan. APRA has told lenders it expects they will assess new borrowers’ ability to meet their loan repayments at an interest rate that is at least 3.0 percentage points above the loan product rate.

If you are looking to get into the property market, these new measures shouldn’t make too much difference as interest rates remain at record lows with no increases expected for a few more years. At Bell Partners, we have contacted clients looking to secure finance who may have been on the borderline for servicing a loan and got them to fast track their applications before the new measures come into force. However, I can’t see APRA’s move having too much impact. At this stage this seems like a fairly tame intervention with the regulator being seen to be doing something. But if the market continues to over-heat, we may see more action.

This compares to a buffer of 2.5 percentage points that has been commonly used by lenders. The nation’s largest home lender, the Commonwealth Bank, had already increased its interest rate buffer to 5.25 per cent, from 5.1 per cent, and following APRA’s decision CBA boss Matt Comyn has flagged further increases in its buffer. “Housing activity is still strong,” Comyn told CBA’s Annual General Meeting. “We are continuing to monitor this closely and adjust our lending settings appropriately.” From a broking perspective, we were well aware some action would be taken with the industry speculating debt-to-income limits could also be on APRA’s hit list.
