RULES TO TIGHTEN LENDING CHANGES AHEAD?

With property prices continuing to boom despite the economic impact of the COVID pandemic, there has been forecasts that financial regulators could be considering a crackdown on lending in an attempt to pour some cold water on the red-hot real estate market. Although the Reserve Bank of Australia (RBA) has maintained it has no desire to raise official interest rates from their current record low of 0.1 per cent before 2024, RBA Governor Philip Low has recently voiced concerns about escalating household debt. While Dr Lowe does not see raising interest rates as a way to deter borrowers, he has outlined options regulators such as the
Australian Prudential Regulation Authority (APRA) could take. These include increasing the buffer zone on loans. Currently lenders can only approve loans where the borrower could afford repayments if the mortgage rate rose by 2.5 percentage points. Another option is restricting borrowers who try to borrow large amounts of money with a minimal deposit, called a high loan to value ratio (LVR). Other restrictions could be placed on high debt to income loans, which would shut out those borrowing to their absolute limit. There could also be restrictions placed on investors and interest-only loans. As housing finance continues to increase, ANZ bank economists
have forecast the tougher lending limits could be imposed “within the next few months”. “The strongest likelihood”, according to ANZ, is that regulators will choose more than one restriction to cool the market. Earlier this year, the Reserve Bank of New Zealand lifted LVR restrictions on mortgage lending to investors after NZ’s housing market witnessed a rapid acceleration.
