Flood plain challenge A

Western Highway bypass of Horsham, earmarked to sweep east of the city through Riverside, will be subject to strict flood-mitigation requirements. For VicRoads to win ministerial approval for its preferred bypass route it will need to justify ‘substantial’ engineering and infrastructure development and costs to overcome potential water-flow issues. As well as cutting through private property and houses, the route will run through a long-recognised and expansive Wimmera River flood plain, much of which was under water during 2011 floods. Wimmera Catchment Management Authority is the advisory body providing flood information and advice and chief executive David Brennan was quick to point out that the project would be subject to stringent flood-mitigation rules. “For a start, our objective is to make sure there is no net loss of flood-plain space and importantly that there is no

adverse impact to anyone by the transfer of water,” he said.

VicRoads announced late last week that it had selected option ‘B2’, as its preferred option for a future highway bypass of Horsham. Its finding was primarily based on improved freight efficiency and road safety. VicRoads will now refer its finding to state Planning Minister Matthew Guy who will determine the statutory process required for the next phase of planning. VicRoads regional director Ewen Nevett said VicRoads staff members were meeting landowners affected by the decision to discuss the planning study and ‘the process going forward’.

Managing pet arthritis places, such as the spine. Generally the development of arthritis is a slow process, which occurs over many years and hence shows up in older animals.

his week at the vet clinic our team has been working overtime getting our shelter animals and private patients ready to face the winter. In particular, many of our old patients, both dogs and cats, will need some extra help with their joints and mobility in order to get through the colder months in comfort. Osteoarthritis, more commonly just called arthritis, is one often most common problems we see in older patients.

Over time, the natural movement of the joints causes wear and tear on the cartilage, causing it to become thin or even be worn away in places. This leads to inflammation, and build-up of new bone and scar tissue around the joints, ultimately resulting in stiffness, loss of mobility and pain. Arthritis commonly affects the joints of the limbs, but can also occur in other

However, arthritis can also occur in younger animals when the joints suffer from severe and early wear. This can occur with injuries, such as ruptured cruciate ligaments or fractures of the bones involved in the joints, or may be as the result of a disease that the animal was born with. For example, hip and elbow dysplasia are both common, often inherited conditions usually affecting large breeds of dogs, such as Rottweilers, German Shepherds and Labradors. In these animals the affected joints fail to develop properly, leading to excessive wear and tear and the early development of arthritis. Many pet owners regard the slowing down and stiffness of arthritis as an inevitable part of their animal’s ageing process, but there are certainly many strategies that can be put into place in order to promote healthy joints for as long as possible. These include: Regular exercise of a gentle nature, avoiding overuse and pain but keeping

muscles strong and active. Swimming can be a useful exercise which promotes movement without putting too much strain on joints. Weight management is very important. Excess weight will put more pressure on joints which will exacerbate arthritis. Keeping older pets warm, by allowing them to sleep indoors overnight, and providing soft, comfortable bedding, joint supplements, either oral in the form of powder, tablets or chews, or injectable forms that can be administered by a vet, can also be useful additions to help promote better joint health. If pain in the joints becomes worse with time oral anti-inflammatory medication might be required to help manage this pain. This will need to be supplied by a veterinarian and regular check-ups will be required. Most pets will benefit from a combination of these strategies. A consultation with a vet is always a good idea, in order to provide a full assessment of your pet’s joint health, and to tailor an arthritis management program to their specific needs. • Dr Vogt is senior veterinarian at Animal Aid in Melbourne. Students join police on challenge course

About 20 year-nine teenagers from Hopetoun and Rainbow secondary colleges will head off on Monday for a five-day Victoria Police High Challenge program. The personal-growth program is designed to help provide young people between 13 and 24, who might in some way be disadvantaged by cir-

At the Special Council Meeting held on 6 May 2013, Council adopted in principle the 2013 Draft Rating Strategy. The Draft Rating Strategy is available for viewing at the Municipal Offices, 59 Vincent Street, Ararat or online at www.ararat.vic.gov.au.

The 2013 Draft Rating Strategy proposes the following rate differentials for the 2013/2014 rating year:

Council’s goal is to ensure the equitable imposition of rates and charges, and in doing this it has considered every option available to it under the Local Government Act. Should any person wish to comment on the Strategy, written submissions must be received prior to 5.15pm on Friday 7 June 2013. Should anyone wish to be heard in support of their submission, they may also be heard by Council at a special meeting to be held at 4pm on 13 June 2013 in the Municipal Offices.

Under the draft Rating Strategy for 2013 / 2014, Council will no longer offer the option of paying Municipal rates and charges in a lump sum. This change is available to Council under Section 167 (2A) of the Local Government Act 1989. This change will assist Council with its financial management processes, whilst also reducing incidence of “bill shock” amongst our community.

To ease the burden this change may have on some ratepayers, Council will exempt all ratepayers from interest charges that may otherwise apply to the first instalment. This exemption will apply until 30 November 2013. This change is available to Council under Section 172(3) of the Local Government Act 1989.

Furthermore, Council will also provide a 30 day, interest free grace period for late instalments, which will apply from 30 November 2013 to June 30, 2014.

Summary The 2013 Draft Rating Strategy document proposes a mixture of rates and charges that will provide the income needed to support the Ararat Rural City Council’s annual operating budget whilst also meeting the tests of equity, efficiency and simplicity. The differentials in this rating strategy were based on factors such as the challenges facing the rural sector, capacity to pay, particularly low income earners and retirees, and the level of rates required for council to fund essential services to the whole community. Developing the annual budget is always an onerous task for Councillors and Council officers, who have spent many hours debating strategies that will meet the criteria. And in order to limit the 2013/2014 rate rise to 7%, Council has worked hard to find reductions in spending of over $1 million.

But water views are rare for Wimmera businesses - making Warracknabeal’s Commercial Hotel Scott Street, originally built in 1870, prime real estate. Sally and Kevin bought the rundown hotel in October 2011. Closing for 10 weeks for renovations and continual improvements since then have transformed the hotel into one of the best dining and entertainment venues in the Wimmera. To celebrate its creekside location and the success of their new venture, the Geberts are hosting an inaugural Creekside Food Fest on Sunday. The free event, starting at noon, will feature specialty food marquees in the hotel’s waterfront beer garden. Guests will experience food and wine tasting and live entertainment by musician Craig Somers. There will also be a jumping castle and fireworks at 6.30pm.

Y-Fest has now grown to one of the Wimmera’s biggest Easter events and attracts thousands of people.

It was an Easter weekend trip to visit Kevin’s family that brought on the decision for a ‘creek change’.

“Everywhere you go to socialise and have good times with friends, it’s all about the food. So during this initial 10 weeks while we were making sure we got the ambience and creekside setting right, we also focussed on getting the food right.”

Weekend activities on the creek had the Geberts thinking about escaping the chaotic lifestyle of inner Sydney suburb Balmain for the tranquil creekside setting of Kevin’s hometown.

The Gebert’s confidence in their new venture grew when the hotel won the best food and beverage section in the Powercor Wimmera Business Awards 10 months after opening.

Clark runs into form R

honda Clark is one of those self-deprecating cross country runners who never thinks she has the ability to win but is as surprised as anyone when she does.

The Concongella ‘plodder’ thought she’d run the slowest time when she faced the starter in the Telstra Shop Handicap at Horsham on Saturday, but her form before the race: sixth, ninth, third, seventh and tenth was unpredictable. She could think of ‘no rhyme or reason’ why everything clicked into place in the 6.5 kilometre Stawell Amateur Athletic Club race, leading

most of the way and enjoying the luxury of a 1.19 minute winning margin from the Horsham-based runner-up Selina Heard-Price, with Clark’s mentor, veteran Bob Freeland, a further 16 seconds behind. Her time of 32.34 minutes shone like a beacon from her recent efforts over the same distance – about three minutes faster than she posted when ninth in the same race last year.

Mt Gambier success for High Fraar Rounding the home turn Kah showed High Fraar the whip resulting in the fouryear-old kicking strongly and fighting off all challenges put to her by her rivals, to win by a length on the post.

McKenzie Creek trainer Paul Preusker ventured to Mount Gambier last week for the southeast South Australian city’s iconic cup carnival.

On the strength of High Fraar’s latest win and with more wet tracks expected it would be no surprise to see her salute in the southeast on a wet track in the near future.

Vixen hard to catch

Preusker had minor success on Friday with a placing but had to wait until the last event on Sunday to score a win.

Stawell trainer Paul Jones made the three-hour trek to last Friday’s Geelong meeting on the synthetic track with his galloper Spanish Vixen.

The Horsham stable saddled up hit and miss galloper High Fraar for a 1550- metre handicap with leading SA apprentice jockey Jamie Kah in charge of riding duties.

Jones put the polish on his four-yearold mare for a staying event over 1900 metres employing the services of former Queensland apprentice jockey Ryan Hurdle.

The bay mare was considered a $7.50 chance with the crow-eater bagmen just before the starter called the capacity field into line.

Sleepy Hollow punters favoured other runners in the race thus reflecting Spanish Vixen’s price of $7.50 in the bookies’ ring.

Once the starting stalls crashed open High Fraar made good use of her inside barrier bouncing out well and rolling straight to the lead. Kah was able to dictate and run the race to suit herself and approaching the 600m marker, the daughter of 1993 Caulfield Cup winner Fraar, looked to be bolting on the sloppy track conditions.

Once the race was underway the young apprentice jockey positioned Spanish Vixen in the box seat taking up the advantage from his inside barrier. That will be the general message from Horsham District Football League team leaders in a ripper twilight country championships clash in Horsham on Saturday. Horsham District takes on Loddon Valley in an interleague clash as part of a double-header at Horsham City Oval and needs to win to improve its standing in country Victorian football. Joint coach and centre half back Josh Mibus said players could expect a considerable lift in tempo from club football and would have to be prepared to quickly settle into the groove. “There should be a decent crowd and a pretty good atmosphere playing under lights. I have never played under lights before and plenty of other district league blokes won’t have either and with those facilities the stage is set for us to have a crack,” he said. “The key in this sort of football is to be first at the ball. It is a different class of footy and our basic message will be get in first for the ball, work for each other and work in numbers. We must be able to get the ball quickly into attack.” Selectors were confronted with a tough job during the week as a prospective team chopped and changed with news filtering in about injured or unavailable players. But Mibus was confident that the league would put a ‘more than handy’ line-up on the ground.

The Horsham District team is likely to feature a mix of aerial and goal-kicking strength and talented runners and ball winners.

The goal-to-goal lines appears particularly strong with Kalkee spearhead Josh Beddison slotting into the square and Laharum’s big-marking Shannon Argall at centre half forward. Mibus will hold down his traditional centre half back post, Chris Oliver might have the critical job at full back and joint coach Tim Wade will take on rucking duties in the middle. There is plenty of sting alongside Beddison and Argall with Edenhope-Apsley leader James Dixon Rupanyup’s Glenn Wyatt and talented ball-winner and critically experienced Steve Schultz. Throw in Jarred Combe and it becomes a wildly potent attacking group. Tim Friend, in form for Natimuk and Laharum’s Sam Winfield will provide dash from half back with Jake Goodes and Ash Pekin round off the defensive group. Wade is likely to have Dave McLeish working with Harrow-Balmoral leader Brent Forsyth, Swifts’ duo Owen Phillips and Scott Carey and in-form Natimuk player Shaun McDonald through the middle. The game is scheduled to start at 5pm and is part of a huge day of interleague football starting with juniors in the morning.

With round seven set to start in Mininera and District Football League this weekend some breathing space is starting to emerge between the top five teams on the ladder. Wickliffe-Lake Bolac is the only team that remains undefeated after Glenthompson-Dunkeld went down to SMW Rovers in a 62-point smashing from the Bulldogs.

This week Glenthompson-Dunkeld will take on Wickliffe-Lake Bolac in what looms as another possible loss because the Magpies have found tremendous form.

William Archer has been a massive inclusion for the Magpies, being on the league goal-kicking list most weeks and having already kicked 23 for the season. Last week Archer kicked three goals as one of 10 goal scorers in a 50-point victory over LismoreDerrinallum. Expert: Self-braking cars cut toll C

ar-makers need to move faster with the roll-out of selfbraking cars to make significant inroads on Australia’s road toll, a safety expert has warned.

Prof Anderson said it would help car-makers if all were to adopt the one technology, so that a single module would suit all vehicles in the same way almost all cars use the same electronic stability control module as a key part of their safety system.

Associate Professor Robert Anderson, deputy director of the University of Adelaide’s Centre for Automotive Safety Research, warned it could be as late as 2020 before the real-world benefits of cars that can sense a collision and either reduce or avoid it would have a positive impact on our roads. He said active braking had the same potential as the introduction of seatbelts, airbags and even electronic stability control in dramatically reducing the death toll on Australian roads. “With ESC – electronic stability control, which helps a car recover from a skid – it was quite a few years before we saw any effects on the road toll, because at the start not every car had it,” Prof Anderson said. “You have to wait for quite a few years before you see data in the real world, so I would predict you would see the data from active braking coming through by 2019 or 2020 before we have enough information to say it is working.” Key to that, he said, was encouraging car-makers to roll the systems out more rapidly than they were now, so

that the number of cars on Australian roads featuring active braking systems built quickly. “ESC tends to be an old car problem with a loss of control by particularly young drivers. It’s taken a long time for the data from loss-of-control crashes to come through so we can pick it up,” Mr Anderson said. “Active braking crashes tend to be very different types of crashes, particularly if pedestrians are involved, and with critical mass we could pick up the data a lot more quickly.” He said the university was developing a crash test program to allow it

to rank how well these new systems were working, although devising the right test to weigh up a system’s performance was still in its infancy worldwide. “It’s still at a stage where I think crash testing was many years ago, back to the 1970s when crash tests were first being developed,” he said. In the meantime, the only way that independent crash test authorities such as ANCAP could reward carmakers for including technology that can potentially avoid hurting other road users – including pedestrians – is by giving vehicles a leg-up in their final score, Prof Anderson said.

“To be fair, giving bonus points is not really scientific, but we felt we had to start encouraging car-makers to include those sorts of technologies,” he said. “It was the best thing we could think of at the time.” However, this complicates things when, for instance, car-makers provide a vehicle with anti-crash technology, but down on the airbag count. It also doesn’t account for factors such as wet-weather braking performance, where low-rolling resistance tyres sometimes struggle. Also complicating things is a number of different technologies using varied methods of detecting other

Taking Ford EcoSport for a spin A

ustralia’s burgeoning subcompact city SUV market is poised to heat up in a big way over the next 12 months, and Ford’s Fiesta-based EcoSport will be right in the thick of the action.

We’ve wanted to drive the tiny triple for a while now – it won last year’s International Engine of the Year award and will be added to the Fiesta range by year’s end – and first impressions are strong, with one notable caveat.

The high-riding light hatch will arrive in showrooms at the end of this year, kicking off around the low$20,000 mark – at least $5000 beneath the larger Kuga – and going toe-to-toe with several all-new rivals to be launched in the coming months. Australians will by year’s end have a choice between such micro-sized SUVs as the Holden Trax, Opel Mokka, Nissan Juke, Peugeot 2008 – as well as the EcoSport – with the chic Renault Captur to follow a few months later. All of these models are smaller and will be cheaper than more established small and compact SUVs, and are not seen as traditional family car replacements like their larger siblings, but rather as jacked-up versions of the city-sized micro-cars on which most of them are based. Car-makers have been down this road before – the Daihatsu Terios and original Holden Cruze, based on the Suzuki Ignis, spring to mind – but it seems the world has finally come around to the idea in earnest, with much of this push coming from

developing nations: the EcoSport is made in India and was developed in Brazil. It may still be more than half a year away from our shores, but we’ve been given an opportunity to spend some time behind the wheel in the subcontinent. Ford’s focus on emerging markets is obvious. The EcoSport has 200mm of ground clearance and more than 550mm of wading depth – which the company says is perfect for monsoonal weather and dodgy roads. However, the car will eventually go on sale in more than 100 countries, including most of Europe, where

Ford will instead leverage its high driving position and chunky wagon styling – replete with an old-school spare wheel on the tailgate – as key selling points to urban dwellers. The EcoSport looks terrific in the metal. It would be stretch to call its styling macho, but not a stretch to label it a shrunken Territory, especially from the front. The lack of an underfloor spare naturally adds depth to the loading space. With the 60:40 split-fold rear seats tumbled forward, there is more than 705 litres of capacity – enough, as Ford oddly points out, for a fairsized washing machine.

The instrument fascia is the same as that in the entry-level Focus and Kuga. Everything is situated where it should be, but our test car had a few minor quality niggles and the surfaces themselves were hard and a little cheap.

Ford has no plans to offer any gearbox other than a five-speed manual, since most large EcoSport markets favour DIY transmissions. The unit lacks a ratio, and is subsequently geared tall, but the shift action is well-weighted and positive. Yet the lack of an automatic will make it hard for Ford Australia to market the 1.0-litre as its ‘premium’ offering in Australia, where automatics dominate SUV sales, despite the engine’s sophistication.

We are told the cars we drove were pre-production prototypes, meaning they were almost – but not quite – representative of stock that will roll into Australian dealerships.

The fact the Ford is sourced in India means it ought to undercut its European rivals, and its chic styling, sharp dynamics and roomy cabin indicate it should give them a shake-up.

HSV uncovers new Gen-F details H

olden Special Vehicles has officially uncovered its new VF Commodore-based Gen-F high-performance model range, including the mighty supercharged GTS flagship that was caught on camera in an exclusive exposé by GoAuto.

Much of the HSV’s sheetmetal still comes from Holden – including difficult-to-change, high-cost parts such as the aluminium bonnet and bootlid – but the new performance range wears a significantly reworked nose and rear end, upgraded brakes, cutting-edge suspension and all-new rubber to help it all stick to the road. The HSV range sports a design to give it a low, menacing stance on the road. The non-executive cars retain the now-traditional twin-nostril grille of the previous range, sitting above a trapezoidal lower airdam that looks very similar to the mouth of the Ford Mondeo, only inverted.

Inside, there are cloth sports seats with four-way electric adjustment for the driver, and carbon-fibre-look trim. The instrument binnacle is completely redesigned for the HSV cars, including a much clearer tacho and speedo. A pair of gauges mounted low on the centre console show battery voltage and oil pressure, while the centre console between the front seats houses a dial that allows the driver to easily switch between a newly introduced ‘touring’ mode, a more performance-focused ‘sport’ setting that weighs up the ClubSport’s steering, and a ‘competition’ mode that winds back all the electronic aids.

Australia’s fastest production Commodore will feature a 430kW/740Nm supercharged 6.2-litre V8 under its bonnet, although HSV has now revealed that the jewel in the heavily upgraded Gen-F series will go on sale in September – three months after the rest of the range. While most of HSV’s range of sedans, wagons, utes and long-wheelbase limousines will start to roll out of showrooms in mid-June, an engineering hiccup means its hero model – which can even park itself, with a little help – will not be available until later in the year.

HSV has used the long, curved line above the headlights to build up shape on the bumper on either side of the airdam, while big blacked-out inserts house the foglights and a strip of LED daytime running lights that stay on even when the headlights are activated to give a distinctive nighttime signature. The side profile remains very Commodore-like, with only a blacked-out cosmetic grille on the guard and, on higher models, changes to the rocker panel. The less-prominent wheelarches have given HSV a helping hand, with the wider tyres filling the well better than previous generations. Down the rear, twin-lens LED taillights continue with the HSV theme,

and big, blacked-out diffusers, featuring the same deep-cut ‘V’ look as the front, house big chrome-tipped exhausts.

Standard features across the range reflect many of the running changes introduced to the VF Commodore, with a few HSV-inspired twists.

HSV’s touches include a ‘driver preference dial’ that allows the driver to select different suspension settings and steering weights, a launch control program for the six-speed manual cars, and 20-inch alloy wheels that shed kilos of weight despite growing to 8.5 inches in width down the front, and 9.5 inches down the rear. Brakes are also beefier, and wear bigger, harder compound pads.

The brakes run to four-piston forged aluminium callipers that alone cut half a kilogram of weight over the old cast units. The entry-level Maloo is fitted with a soft tonneau cover instead of the hard cover provided for the higherpriced load-luggers. Incidentally, the Maloo features a radically redesigned ‘sailplane’ – the winged area behind the cockpit – to increase rearward visibility, which was identified as a bit of a problem in the E-Series it replaces.
