Skate park committee proposes $100,000 facility

by Patrick Raftis MAPLETON - The Drayton Skatepark Committee presented a proposal for a $100,000 facility in the village and is recommending a Riverside Park location. Committee members Joanne Brown and Dahl Atin attended the Sept. 24 council meeting to update council on plans for the facility. The committee explained they have researched skate park sizes, materials, structures and contractors and selected a preferred location. The committee has also considered safety issues, maintenance, insurance and the cost to build and fund the facility. “Although we may have a lot of fundraising to accomplish to make this a viable project, we are confident that the community is behind us and that the time is right for this skate park to become a reality in 2014,” said Brown. The bulk of the cost would be an estimated $45,000 to $55,000 for excavation and pouring of a 82- by 98-foot concrete slab, with a further

$35,000 estimated for ramp structures, $2,000 to create a “Wall of Recognition” for donors, and $1,000 for signs. Additional costs could include benches and lighting, the committee members noted in their proposal. The committee has raised nearly $10,000 in cash and pledges and is hoping to eventually raise enough to qualify for funding through the municipality’s 50/50 funding program. The group has also applied to the Aviva Community Fund and could receive anywhere from $5,000 to $50,000 if successful. The committee pointed out the facility is “urgently” needed to replace an existing “do-it-yourself” facility utilizing home-made ramps set up in a turnaround near ABC Park in the southeast corner of the village. Brown pointed out the existing facility has been there for about four years, despite being dismantled twice, “proving the interest and determination of our youth to have a

skate park.” The committee points out the existing facility, located on township property, “is in need of repair and is unsafe - a liability to the township.” “The popularity of skateboarding is growing,” said Brown. “Many small communities are providing skate parks for their youth. If one is not provided, the youth will find less appropriate places to practice their skills.” Potential locations Atin reported the committee had researched three potential locations: ABC Park, the PMD arena parking lot and Riverside Park. Although all locations presented advantages and disadvantages, the committee found Riverside Park to be preferable. “We looked at all kinds of locations and to be perfectly frank about it, there are no perfect locations,” noted Mapleton public works director Larry Lynch. The prime disadvantage of the arena location is that it is far from core residential areas.

“None of the youths would like it there,” the committee noted in their report. The ABC Park location was not popular with homeowners, who would essentially have the park in their backyards. While Riverside Park was considered too far to walk to by parents of young children, the committee noted skaters from all locations would easily reach the park. Lynch pointed out it would have to be determined if a skate park would be compatible with tentative plans to create a second soccer field at Riverside Park. Council instructed Lynch to conduct further investigation and report back on potential locations. Township to administer $100,000 donation from Conestogo Wind to Trees for Mapleton by Patrick Raftis MAPLETON - Operators of the Conestogo Wind Energy Centre in Mapleton have formalized an agreement with the township to donate $9,000 toward a community sign and $100,000 to Trees for Mapleton.

At the Sept. 24 meeting, council approved an agreement with Conestogo Wind LP - a subsidiary of NextEra Energy that involves administering the funds for Trees for Mapleton, as the organization is not set up as a charity and does not have a bank account.

The agreement notes Trees for Mapleton has been identified by Conestogo Wind “as a community initiative it would like to support.” The agreement specifies the funds will be distributed in five annual installments of $20,000. Councillor Mike Downey

questioned how detailed an “accounting statement” of Trees for Mapleton expenditures (specified as a condition of the agreement) would need to be. “We want this money to be for trees on the ground, not a lot of red tape,” said Downey,

who is member of the Trees for Mapleton committee. Mayor Bruce Whale suggested staff clarify the accounting requirements and report back to council. The agreement also outlines terms for a $9,000 donation from Conestoga Wind toward

an electronic sign, which was installed earlier this year outside the PMD Community Centre in Drayton at a cost of about $18,000. The sign provides information on municipal and community events. Council voted unanimously in favor of the agreement.

Tractor rollover claims life of local man MAPLETON - A tragic farm accident here on Monday morning has claimed the life of a local man. Dead is Orvie Brubacher. He was 47 years old. On Sept. 30, at approximately 5:15am, Wellington County OPP officers received a call regarding a single-vehicle accident on Sideroad 19, approximately one kilometre north of Wellington Road 8, in

Mapleton Township involving a farm tractor. OPP officers responded to the scene along with paramedics from Guelph-Wellington Emergency Medical Services (EMS) and firefighters from Mapleton Township Fire and Rescue. Police say Brubacher, a Mapleton Township resident, was travelling northbound on Sideroad 19 in a Case

International tractor that was being driven by his 22-year-old son, also of Mapleton, when the tractor left the roadway and rolled over. Brubacher was pronounced deceased at the scene and the driver was uninjured. Roads in the area were closed for several hours while the county OPP, assisted by Highway Safety Division officers, investigated the collision.

Borges, 20, of Drayton, is entering her third year of studies at St. Jeromes University in Waterloo and is now attending the University of Nantes, in Nantes, France, enrolled in the International Relations, French Program. “I am very pleased to rec-

He said the review, conducted by Tacoma Engineers, indicated “the library structure is in good condition with no structurally significant remedial work required.” The county has five Canregie libraries. Those in Elora, Harriston and Mount Forest have already undergone renovations, while Fergus is currently under renovation and Palmerston is next in the county’s five-year plan for library upgrades. “A more comprehensive design analysis will be required if the project is to proceed to construction,” the engineering firm reported. The Palmerston library was constructed in 1903, according to the report. The engineers also inspected the former theatre, which is located on the upper level of the building but not in use. “We understand that there is a desire to resume use of the existing theatre located within the library structure on the upper level,” the engineering firm stated. “The purpose of this investigation is to provide preliminary comments with respect to the adequacy of the existing structure to be reused as a theatre.” “(There’s) lots of interest in the project overall, including the theatre, but beyond the engineer’s report no decision has been made about the exact renovations that will be required. We do know that accessibility requirements will play a significant element in the project,” McCabe said.

Obstructionist tactics Back in the mid-90s, then-Ontario Conservative education minister John Snobelen coined a phrase that pretty much sums up the approach of U.S. opposition politicians today. Unaware that he was being video taped, Snobelen told a group of upper-level bureaucrats in the education ministry his government would “create a useful crisis,” in order to create a perceived need for planned drastic changes to the education system. The approach set off a war between the government and the education community in Ontario that continues to this day, regardless of the party in power. That doesn’t bode well for the long-term outcome of the current power struggle between the U.S. government and a small radical faction in the Republican party. Even most of the mainstream Republican opposition in the U.S. does not agree with the current tactics driven by the party’s Tea Party wing, of basically shutting down the government by refusing to pass key financial legislation until the government backs down on plans to introduce a very limited form of universal health care. Apparently the Republican right believes it’s worth instigating, or at least threatening, a global financial catastrophe in order to prevent so-called “Obama-care” from passing into law. The Tea Partiers obviously believe such a crisis is “useful” at least for their own political purposes. Because of the complicated system of government that exists in the U.S., the party in “power” is seldom able to simply pass significant legislation without entering into the type of brinkmanship we are currently witnessing. For now, the situation simply means the shutting down of “non-essential” U.S. government services. However, if it continues into mid-October, the U.S. - and the world - face the prospect of the government of the planet’s largest economy being unable to pay it’s bills due to its inability to pass what most countries would consider routine, and essential, legislation to raise the government’s debt ceiling. The U.S. mess won’t be contained south of the border and will heavily impact Canadians, affecting everything from exports to investments, as the markets react to the crisis. In a CBC interview, former Canadian finance minister John Manley, currently president of the Canadian Council of Chief Executives, called the situation “very grave,” labeling it “a complete dysfunction in the largest nation with the largest economy on the face of the earth.” Despite similar recent stalemates initiated by the same Republican faction, Manley said the potential ramifications are unprecedented. “We don’t have the experience, in the history of the world, of the world’s reserve currency going into default,” he stated. Here in Canada, there is little we can do beyond hope American politicians eventually come to their senses, at least temporarily. However, it reminds us that politicians on this side of the border often play their own version of the obstructionist game. Both Prime Minister Stephen Harper and former Ontario Premier Dalton McGuinty have randomly used prorogation of parliament to basically shut down debate on issues they would rather not deal with, causing the same type of political deadlock, albeit on less globally-imperative matters. At some point, both countries need to look at some form of systematic change that would remove the constitutional loopholes that prevent duly elected legislative bodies from performing their essential tasks. DRAYTON – Mapleton Township Fire Rescue will host its annual Fire Prevention Day breakfast at the PMD Arena on Oct. 19. The event runs from 7 to 11am and will feature a breakfast menu of pancakes, hash browns, sausage, scrambled eggs, toast, coffee and juice. Eggs for the breakfast have

been donated by Gray Ridge Farms. Those attending will be able to check out a display of fire trucks buy Mapleton Fire Rescue, as well as displays by the County of Wellington OPP, Royal City Ambulance, the Palmerston and District Hospital Foundation, Wellington County Farm Safety, and Safe

Communities Mapleton A fire extinguisher simulator and smoke house will also be set up and Sparky the Fire Dog will also be on hand. Donations are accepted for breakfast and a contribution will be made from the proceeds to the fight against Multiple Sclerosis and Muscular Dystrophy.

MAPLETON Mapleton Business Profile Music for Young Childre Studio Factor invites submssions for Mini Art Show in Drayton Bringing art to the community and finding a springboard for Mapleton’s creative voice has been not only a goal but also an accomplishment for Donna Hirtle of Studio Factor. In only four and a half years, Hirtle has established a creative niche in the community, offering “artsy” and “not-so-artsy” locals an opportunity to explore and develop the inner artist that resides, in some form or another, in all of us. Not only is her home base a studio, it is what she considers, “a safe place for messy ideas.” Studio Factor offers a variety of art classes for young and old alike. Currently being offered are: Water Colour on Tuesdays, Acrylic on Wednesdays and Clay on Saturdays. After School art classes are on Wednesdays (4 to 5pm) as well as Home Schooling art afternoons on Wednesdays and Thursdays. A unique aspect of Hirtle’s studio is rooted in graphic design. She offers professional graphic designs for promotional and print material including logo design. “The messiest of ideas is a branding of an identity and a look that packs a ‘story’ into a visual and a design that sells that story,” states Hirtle. “It’s important to develop an image that embodies your business or enterprise in to a concise, recognizable visual that quite often only gets a two second glance by your intended market.”
