EXECUTIVE DIRECTOR’S REPORT

RaphaelClemente shared the Executive Director’s Report, summarizing a meeting with the Mayor and Town Manager for the Town of Palm Beach to discuss their partnership and collaboration with the DDA on mobility issues, starting with Circuit. Raphael also recognized DDA staff for on the successful Holiday concert.

Motion to approve the consentitems was made by William Jacobson, DarylHouston seconded the motion. The motion passed unanimously.

OLD BUSINESS

Teneka James-Feaman presented information about the DDA’s business development grant programs, including severalcase studies of previous recipients Afterdiscussion, direction was given to staff to modify the grant programs to include the entire DDA district, restrict applicants to ground floor businesses, with applicants limited to tenants or owner tenants The board requested that this item be brought back for a final decision at the January 2023 Board Meeting.

Sherryl Muriente gave an update on the Trojan Rocking Horses project, including the timeline and locations of the workshops. The workshop begins January 16, 2023, at the Fairgrounds.

As a follow up to the board’s discussion in December, staff will present updated downtown Incentive Programs, purpose statement and a list of non-eligible businesses.

Staff Recommendations

Façade Grant

o Current Program:

- Grants to business owners or property owners for up to 50% of the cost of exterior improvements made to building façades in the DDA district for awnings, signs, landscaping, and other similar exterior improvements.

- Storefront: Up to $10,000

- Building façade that is 25,000 sq ft or larger: Up to $20,000

Recommend modifications:

- Include a subcategory “Café Incentive” of 50% of project costs, not to exceed $5,000 to encourage exterior café seating and Parklets

- Staff approval

Business Incentive

o Current Program

- The grant shall not exceed 25% of the total project cost up to a maximum of $75,000

- Program eligible in DDA District

- Business and Façade Grant Incentives to include not eligible businesses identified as:

Vape/smoke shop, CBD/MedicalMarijuana, tattoo parlors, liquor stores, gun shops, and nightclubs.

Recommend modifications:

- Incentive available to businesses located on the ground floor only

- Incentive available to tenant or owner occupied

- DDA Board review for projects over $50,000

- Exclude National Brands, defined as a product that is distributed nationally under a brand name owned by a producer or distributor

Staff is requesting board approval for the Incentive Programs, with recommended modifications as stated above.

INCENTIVE PROGRAM PURPOSE

The incentive programs offered by the West Palm Beach Downtown Development Authority (DDA) are intended to provide funding to new businesses or existing businesses within the DDA District to assist with significant permanent modifications of commercial properties.

The goal is to attract the desired mix of uses to the Downtown including retail; for profit and not for profit Arts and Cultural facilities; unique restaurants and boutiques, and service orientated industries to better serve our downtown community.

EXAMPLES OF DESIRED BUSINESSES

Chain and independent retailers

Clothing, shoes, accessories, books, specialty gifts, sporting goods, memorabilia and collectibles, jewelry, electronics/technology, jewelry.

Home décor and design

Home furnishings, art galleries, kitchen ware, hardware and fixtures, specialty items.

Arts and cultural entertainment

Venues for live music, dance, theater, and other performance or visual arts.

Unique ethnic restaurants

Independent or chain gourmet grocers

Such as Trader Joe’s, Carmine’s, Joseph’s Classic Market

NON-ELIGIBLE USES (NON INCLUSIVE LIST)

Financial services (banking, insurance, real estate, check cashing, etc.)

Wholesale shops

National brands in any category

Convenience Stores

Consumer services (i.e. beauty salons/tanning, check cashing, photocopies, dry cleaning, photography studios, alteration shops etc.)

Copy/signage shops

Health spas, gyms, med-spas, etc.

Tattoo parlors / Body Piercing/Body Art Shops

Smoking products and accessories, vape shops

Medical Marijuana dispensaries, CBD products

Candy/ice cream/yogurt

Cafeterias

Take-out Food Services

Adult Entertainment Facilities

Nightclubs and Bars / Liquor Stores

Any Business with outstanding code enforcement violations or debt to the City

An emphasis on unique businesses is imperative. In all cases, care should be taken to find independent operators who can also fill such roles.

Based on the results of the performance evaluation, Raphael is eligible for a 3% salary increase, to become effective as of January 1st, 2023.
