Personal protective equipment (PPE) may be the last resort for controlling workplace health and safety risks. However, a number of workplace injuries and subsequent claims can be avoided by wearing the right PPE.

orker safety is at risk because compliance with the Australian Standards for industrial safety gloves is not consistent, warns the newly formed industry group Working for a Safer Australia (WSA) - The Glove Standards Compliance Group. Australia’s hand protection standards are based on the European EN standards with one exception - independent testing is not mandatory. Work-related hand and wrist injuries result in around 8400 hospital admissions a year in Australia, according to Safe Work Australia’s 2008 report. The WSA group, which includes Uvex, Ansell, Performance on Hand, SafetyMate and Showa Best, is preparing an evidencebased submission to Standards Australia to correct a deficiency in the Australian Standards regime for industrial gloves. The group believes that not only must independent testing be introduced, but that it should also be accompanied by improved compliance across the industrial sector via the development of a national glove database, a personal protection equipment (PPE) certification training program and, if necessary, the upgrading of federal workplace safety legislation. “There is no doubt that the absence of independent EN testing as a mandatory component of the Australian/New Zealand Standards (AS/NZS) is exposing workers to risks,” said Mitchell Mackey, Head of Marketing, Industrial and New Verticals - Asia Pacific, Ansell Healthcare. Standards compliance is not consistent and worker safety is at risk as a result, Mackey said, adding that self-certification is not reliable and definitely not in the best interests of people who daily place their hands at risk by exposure to sharpedged objects, chemicals and abrasives. In Australia, around 16,700 cases of work-related hand and wrist injury resulted in hospital admission in the

two-year period covered (2002-2003 and 2003-2004) by the Safe Work Australia study - Work-related hand and wrist injuries in Australia. “Work-related hand and wrist injuries comprised 32% of all work-related injury admissions over that period,” states the report. In Victoria, there were 12,491 emergency department presentations for workrelated hand and wrist injury over the two-year study period. This represented 32.7% of the 38,210 work-related presentations to emergency departments in Victoria over the same period. As against this, in Queensland, there were 3351 presentations to emergency departments due to work-related hand and wrist injury. These represented 44% of the 7552 workrelated cases of injury that presented to the involved emergency departments over the same period. There were 13,830 accepted serious claims for hand and wrist injuries in the workers compensation data provided by Queensland, South Australia and Tasmania. Many injuries occur because workers still don’t wear gloves, and of those who do, some don’t wear the type of glove required for the job, says Damione Wright, founder and Managing Director, Performance On Hand - a designer, manufacturer and distributor of high-performance work gloves. Wright founded Performance On Hand in 2005 with an aim to improve productivity and safety by providing gloves based on the type of duties the workers are expected to do. The manufacturing industry, wholesale and retail trade industry, and the construction industry appear to be the industries where workers most commonly sustain hand and wrist injuries in the course of work, according to the Safe Work Australia 2008 Work-related hand and wrist injuries report. “This is probably due to the tasks being undertaken and the equipment

being used which has the potential to exert large forces directly or indirectly to the hand and wrist. Guarding was a problem in a considerable minority of the injuries, as was locking or jamming power tools. This suggests there are design issues that could usefully form a focus of preventative activity,” states the report. The industrial and construction areas (38%) such as factories and construction sites, and trade and service areas (12%) such as eating places and commercial garages, were the main places of occurrence for the hand and wrist injuries resulting in hospital admission, according to the report. As against this, for emergency department presentations, “the majority of incidents occurred in trade and service areas (54%), with a fifth occurring at industrial and construction areas”. The absence of independent testing has created a situation where workers cannot be confident about the EN performance rating claims of many safety gloves, said Wright. He favours the development of a system similar to the water efficiency WELS standard, which would mean gloves would be registered, rated and labelled according the requirements of the applicable standard. “This would give people making glove choices the critical data they need,” Wright said. “In a similar fashion to the WELS database, gloves could be cross-referenced to the performance requirements of relevant product standards and technical specifications. All registered products could be searched for on the database. By simply going to ‘select all’, if a glove did not appear, a purchaser could ask further questions regarding issues such as independent testing.” The current Australian glove safety standards aren’t sufficient in guiding appropriate use of gloves, said Wright. The issue of compliance needs to be addressed first and once improvement in compliance

is achieved, the glove safety standards need to be looked at and improved, he added. Standards are necessary to help people to be informed about safety issues - they should help customers make informed decisions, he said. Peter Lockerbie of Showa Best is another proponent of independent safety certification. “At present, we have safety gloves from all over the world coming into Australia which bear the EN ratings; however, unless these gloves have been independently tested, as required by the EN standards, how can a person responsible for ensuring workers’ safety be confident that these gloves will protect the workers for the purpose for which they are intended?” Lockerbie said. As independent testing is not mandatory, we are seeing substandard products in the market, says Lockerbie. However, this doesn’t necessarily mean that all the products that are not independently tested are bad. It is important to educate the end user to reduce injuries and improve workplace safety. Mitchell Mackey of Ansell said the major hand protection suppliers carry out independent laboratory testing to ensure their products provide the claimed protection levels. “Our group will be working proactively with the National Safety Council of Australia and Standards Australia to address these glove standards issues.” Clint Tee of Safety Mate, a wholesaler for ATG gloves, said, “Safety Mate believes that, as a starting point, all glove manufacturers and importers should have their gloves tested to accredited, independent laboratories to substantiate any protection level claims made. Currently, this is not regulated and customers are accepting the glove’s depicted protection levels as having been legitimately verified. Our concern is that the customer may not be getting the protection they believe they have on their hands (and need to avoid and reduce injuries). Testing by accredited, independ-

ent laboratories will give the customer this assurance.” Damione Wright, Performance On Hand, also stressed the importance of wearing the right fitting gloves. His company has developed a wide range of sizes to ensure that workers get the right fit. To ensure that gloves have a perfect fit and also provide the highest possible level of safety at work, scientists from the Hohenstein Institute, an international research and service centre based in Boennigheim, Germany, are currently creating a database with actual hand measurements. The Hohenstein scientists have used 3D scanner technology to develop a hand database. An initial pilot study measured the hands of 100 male test-persons. The 3D data capture enabled 48 longitudinal and circumference measurements for each hand to be recorded and analysed quickly and accurately, according to the institute. “Using state-of-the-art 3D scanners, detailed and accurate virtual hand models and hand measurement tables are being created which can be used by glove manufacturers to create customised ergonomic gloves. The actual market shares of the different sizes, which have been extrapolated from the measurement data, provide an additional tool for optimum market coverage. “In addition to the capture of hand dimensions, the innovative digital method enables the generation of ‘average size hands’ to be determined. This is achieved by consolidating all hands which should fit a particular glove size in an elaborate method using specialised 3D software. The results are virtual 3D mouldings which both represent a glove size in its measurable dimensions and also in its three-dimensional form.” The Hohenstein Institute is still seeking interested industry partners who would like to use the results of the hand measurements and the resulting generated data for their product development and optimisation of current product ranges.

While workers across various non-mining sectors are concerned about job losses and company closures, the professionals in the workplace health and safety industry seem to be having strong career prospects. Factors such as changes to the occupational health and safety (OHS) laws, continued importance of workplace health and safety, and a greater focus on due diligence have contributed to the growth of the sector. Read on to find out more about the recruitment trends in the OHS industry.

he average salary package across the OHS sector is $133,854 - a whopping 90% higher than the average Australian salary of $69,992 (ABS), according to a recent survey conducted by Australian recruitment firm National Safety Recruitment (NSR). The survey also found that an increasing number of employers have a strong commitment to safety with 77% of respondents saying their “employer is committed to safety” and only 13% disagreeing or neutral. “In recent years the focus for organisations has been centred on the concept of zero harm, but until now fears about reduced productivity have outweighed organisations’ efforts to minimise OHS risk. “Attractive salary packages are enticing people into OHS with superannuation above 9% (25%) and bonuses (82%) on offer. In this article, National Safety Recruitment’s Operations Manager, Matthew Annear, shares his thoughts on the current trends in OHS recruitment and the impact of the OHS harmonisation on the job market. Annear also provides some tips to assist employers in attracting and retaining top OHS talent.

OHS trends While the market has a strong candidate pool available, there is a strong competition to attract top talent. A small pool of candidates with the right qualifications, experience, personality, cultural/behavioural change management abilities is able to pick and choose between the best vacancies currently available with employers fighting to attract and retain this rare breed of OHS professionals. On the flip side, a significant number of candidates (mainly on the eastern seaboard) are struggling to return to the workforce following the redundancies that have faced the OHS sector in general over the past few years. Due to general volatility in the wider economy, several organisations - predominantly small to medium-sized - are now seeking to appoint short-term contractors or fixed-term contract employees. Many employers are reluctant to make the commitment of employing workers on a permanent basis until they have a clearer picture of the global outlook of the economy. It is proving to be a challenging time for many entry-level/ graduate candidates who are seeking to enter the job market. NSR is noticing that fewer employers are seeking to appoint trainees or graduates in the OHS industry. Most organisations that are committing to employ a permanent resource are opting to employ experienced OHS professionals with a proven track record of achieving solid outcomes and are able to demonstrate the ‘value add’ they are able to deliver.

Impact of regulation changes on the job market The changes to the workplace health and safety laws have forced many medium and large businesses to review and streamline their

existing operations. This resulted in an initial increase in demand of experienced professionals with knowledge of the proposed harmonisation changes. However, as some states’ commitment to harmonisation started wavering in 2011, the demand has decreased or stabilised. Talent attraction and retention NSR’s top piece of advice to employers for attracting OHS talent is to move fast and avoid procrastination. Top talent is being snapped up quickly and many employers are losing ideal candidates due to prolonged delays in the recruitment processes. This may be a reflection of the general reluctance and hesitation in the wider business community due to the state of the economy. However, the best candidates will not wait for organisations to make decisions when there are number of promising opportunities to choose from. Secondly, employers need to compensate existing employees based on the skills they develop and milestones they achieve. These days, candidates know their worth and will not hesitate in taking other jobs if they believe they are being undercompensated or undervalued. Benchmarking your organisation against similar organisations will ensure that employees stay committed and focused on achieving positive outcomes. This can be done in a number of ways, including utilising NSR’s annual salary survey that was released in June 2012. With data collected form over 13,500 professionals from 740 organisations, the report provides an in-depth view of current remuneration packages across all levels in a wide range of industries. NSR believes that transparency with employees is crucial. If employees believe that an organisation’s ongoing viability is in jeopardy, candidates will not hesitate to seek new opportunities.

What’s hot and what’s not There is a strong demand for OHS professionals across different industry sectors. However, the highest demand is in the resources and energy sector. Employment opportunities in the commercial and residential construction sectors are declining as the sector has been hit hard by the collapse of a number of key construction and construction services organisations. Surprisingly, the demand from the manufacturing sector, especially FMCG organisations, is still strong. NSR believes the main reason for the strong demand in the FMCG sector is the fact that the sector generally remunerates at the lower end of the pay scale for OHS professionals. The turnover, therefore, has been high as candidates move to high-paying industry sectors.

Simon National Carriers deploys Nissan forklifts to achieve efficiency gains and improve safety For Simon National Carriers, an Australian provider of transport, third-party warehousing and distribution services, equipment safety and reliability were key considerations for achieving efficiency gains. The company, founded in 1973, owns 200 trailers, 115 prime movers, 70 local trucks, 100 forklifts and 190 containers. It also owns warehouses throughout Australia covering all capital cities, as well as Toowoomba and Townsville. These facilities provide a total of 120,000 square metres under the roof and offer a full range of warehouse pick-andpack operations, assembly, de-stuffing of containers and a range of metropolitan and country distribution options. Simon also offers rail services to its clients on longer haul routes such as Melbourne and Sydney to Perth. From the southern states to Darwin, it also utilises a combination of road and rail and uses shipping services for suitable freight between the east coast and Perth. This explains the need for best transport materials. The equipment inside the company’s warehouses is also critical to its customer service levels, safety performance and cost efficiencies. Simon continually upgrades its line haul fleet to ensure it obtains the benefits of improved fuel economy, lower vehicle emissions, reduced maintenance costs, and optimum vehicle configurations such as B-Doubles and road train trailers. Simon’s policy of not fitting bull bars to the majority of fleet, and the 90 km/h speed limit assists the company in meeting its environmental and safety objectives. According to National Warehouse Manager Peter Tennison, the quality of warehouse equipment is critical to the success of the business. The company could have found cheaper products but it preferred quality, safety and reliability over price. “This is reflected in my most recent forklift purchase,” says Tennison. The company needed trucks (that could reach up to around 8 metres) for its new 40,000 square metre warehouse in Melbourne. Various brands were trialled in Sydney and Melbourne and the operators unanimously had a preference for the new Nissan RG series reach truck as it was comfortable and easier to control. “They also love the visibility of the RG; they really rate the mast lock system highly and find the automatic height selection system really assists their productivity, especially when retrieving pallets at 8 m high. On top of that, the battery life on the RG series keeps

The company was comfortable with the operators’ preferences because it had used Nissan trucks for more than 30 years and it still had the old Nissans working in some of its yard applications. “Even though we have our own workshops, in most branches we have used Powerlift to service our Nissans on a national basis for over 20 years and [they] have proven themselves to be as reliable as the Nissan products,” said Tennison. The development of the RG Series was undertaken based on scientific studies and interviews conducted with numerous truck operators and logistics managers regarding truck ergonomics and repetitivestrain injuries. Portable Gas Detection for Safety in Confined Spaces – An Overview

n today’s working environment confined spaces and confined space entry are on-going areas of review. Nearly all workers can expect to come in contact with a gas detector during their working career but few have the opportunity to understand the basics. In essence gas detectors are used to detect or provide some confidence the atmosphere contained in the confined space is contaminant free. This is critical as the most common workplace reportable injuries in confined spaces are related to air quality or contamination. Initial selection is very important especially with technology available in sensors giving previously unattainable response times (under 10 seconds to full range)*. Existing industry instruments, whilst meeting previously accepted norms can be up to 10 times slower. Knowing this is vital in entering and working in potentially dangerous confined spaces. Of course FULL certification including both the electrical AND performance standards is equally important. As the saying goes you can’t be half pregnant and if it is important to have a certified product then it should be fully certified to all applicable local standards. Performance standards assure the sensors do respond as they should. Figure 1

Battery-powered, direct-reading instruments are classified into two groups - single-gas instruments or multiple-gas instruments - typically monitoring one or a combination of the following atmospheric conditions: 1. oxygen deficiency or enrichment; 2. t he presence of combustible gas; and 3. the presence of certain toxic gases. Depending on the capabilities of the instrument, monitoring can be conducted simultaneously for oxygen and combustible gas, or for oxygen, combustible gas and toxic gases. These devices are commonly referred to as 2-in-1, 3-in-1, 4-in-1 or 5-in-1 alarms. No matter which type of instrument is used to check environmental gas concentrations, regular monitoring should be performed because a contaminant’s level of combustibility or toxicity might increase even if it initially appears to be low or non-existent. In addition, oxygen deficiency can occur unexpectedly. Take Home – Regular and ongoing atmospheric monitoring is best practice in a confined space.

Atmospheric Composition To determine the composition of an atmosphere, reliable instruments should be used to draw air samples. If possible, do not open the entry portal to the confined space before this step has been completed. Sudden changes in atmospheric composition within the confined space could cause violent reactions, or dilute the contaminants in

1. oxygen content 2. flammable gases and vapors 3. potential toxic air contaminants Comprehensive testing should be conducted in various locations within the work area. Some gases are heavier than air, and tend to collect at the bottom of a confined space. Others are lighter, and are usually in higher concentrations near the top of the confined space. Still others are the same molecular weight as air, so they can be found in varying concentrations throughout the space. This is why test samples should be drawn at the top, middle and bottom of the space to pinpoint varying concentrations of gases or vapors (see Figure 1). The results of the atmospheric testing will have a direct impact on the selection of protective equipment necessary for the tasks in the area. It may also dictate the duration of worker exposure to the environment of the space, or whether an entry will be made at all. Substancespecific detectors should be used whenever actual contaminants have been identified. Take Home – Know what is likely and sample broadly to establish levels before and during work in confined spaces. Single point detection may miss critical changes and issues.

Combustible Gases In order for combustion to occur, there must be three elements:

2. oxygen to support combustion This is known as the fire triangle, but if you remove any one of the legs, combustion will not occur (see Figure 2). The percentage of combustible gas in the airis important, too. For example, a manhole filled with fresh air is gradually filled by a leak of combustible gas such as methane or natural gas, mixing with the fresh air. As the ratio of gas to air changes, the sample passes through three ranges: lean, explosive and rich (see Figure 3). In the lean range, there isn’t enough gas in the air to burn. On the other hand, the rich range has too much gas and not enough air. However, the explosive range has just the right combination of gas and air to form an explosive mixture. Care must be taken, however, when a mixture is too rich, because dilution with fresh air could bring the mixture into the flammable or explosive range. An analogy is the automobile that won’t start on a cold morning (a lean atmosphere because the liquid gasoline has not vaporized sufficiently), but can be flooded with too much gasoline (a rich atmosphere with too much vaporization). Eventually, when the right mixture of gas and air finally exists (explosive), the car starts.

How Combustible Gas Monitors Work To understand how portable combustible gas detection instruments work, it is first important to understand what is meant by the Lower Explosive Limit (LEL) and Upper Explosive Limit (UEL). When certain proportions of combustible vapors are mixed with air and a source of ignition is present, an explosion can

occur. The range of concentrations over which this reaction can occur is called the explosive range. This range includes all concentrations in which a flash will occur or a flame will travel if the mixture is ignited (see Figure 3). The lowest percentage at which this can happen is the LEL; the highest percentage is the UEL. Most combustible instruments display gas concentrations as a percentage of the LEL. Some models have gas readouts as a percentage by volume. What’s the difference? For example, the LEL of methane (the major component in natural gas) is 5 percent by volume, and the UEL is 15 percent by volume. If we slowly fill a room with methane, when the concentration reaches 2.5 percent by volume, it is 50 percent of the LEL; at 5 percent by volume it is 100 percent of the LEL. Between 5 and 15 percent by volume, a spark could set off an explosion. Different gases need different percent by volume concentrations to reach 100 percent of the LEL (see Figure 4). Pentane, for example, has an LEL of 1.5 percent. Instruments that measure in percent of the LEL are easy to use because, regardless of the gas, you are most concerned with how close the concentration is to the LEL. Take Home – LEL varies according to gas type. A conservative calibration (eg Pentane) can give a broad level of safety warning (This should be a Pentane stimulant to guard against known Methane Blindness in some LEL sensors).

Combustible Gas Sensors Single-gas sensors for monitoring combustible gases and vapors are generally calibrated on Pentane and are designed for general-purpose monitoring of hydrocarbon vapors. Such instruments operate by the catalytic action of a heated platinum filament in contact with combustible gases (see Figure 5). The filament is heated to operating temperature by an electric current. When the gas sample contacts the heated filament, combustion on its surface raises the temperature in proportion to the quantity of combustibles in the sample. A Wheatstone Bridge circuit, incorporating the filament as one arm, measures the change in electrical resistance due to the temperature increases. This change indicates the percentage of combustible gas present in the sample. Take Home – LEL sensors “burn” gas in the atmosphere on a heated filament (pellistor). They measure atmosphere combustion and are non selective.

Toxic Gas Sensors Toxic gas monitors use electrochemical cells. If the gas of interest enters the cell, the reaction produces a current output proportional to the amount of gas in the sample. With these instruments, audible and visible alarms sound if the gas concentration exceeds a preset level. These devices are well suited for use in confined spaces containing motors or engines, which can generate large quantities of CO, as well as in sewers, waste treatment plants and “sour crude” processing stations which tend to have hazardous volumes of H2S.

Multiple-Gas Monitors for Oxygen and Combustible Gas In most applications where LEL is measured it is necessary to determine both oxygen and combustible gas levels simultaneously. In this application 2-in-1 gas detection devices as a minimum should be used. This allows both critical elements of the fire triangle to be measured and a true LEL value determined. Sensors measure 0 to 100 percent of the LEL and oxygen from 0 to 25 percent. Take Home – True LEL values require knowledge of Oxygen content and LEL sensors do not work in oxygen depleted atmospheres.

Multiple-Gas Monitors for Oxygen, Combustible and Toxic Gases Toxic gases and vapors, may be inhaled and/or absorbed through the skin, are frequently found in confined spaces. Sometimes, atmospheric hazards can also displace oxygen and may incapacitate the body’s ability to maintain respiration. Some toxic gases and vapors can also cause long-term physical damage to the body in cases of repeated exposure. Instruments are available for simultaneously measuring the LEL of combustible gases, oxygen levels and toxic levels (in parts per million) of H2S, CO and other toxic gases. Alarms alert the user to unsafe conditions such as high LEL, low and high oxygen levels and or high toxicity. Suitable instruments also measure long term

exposure to background toxic gases known as Time Weighed Averages and provide alarms for these risks. Remote sampling pump adapters are available to convert diffusiontype instruments into pump-style instruments. These must be electrically certified for use with the instrument by the instrument certifying agency to ensure full compliance. Take Home – Check all certifications on all electrical components to be used in a confined space.

Photoionization Devices for Toxic Gases and Vapors A photoionization detector, uses ultraviolet light to ionize molecules of chemical substances in a gaseous or vaporous state (see Figure 7). A realtime digital readout allows the user to make an immediate determination of gas and vapor concentrations. Depending upon calibration input, gas and vapors are measured over a 0.1 to 10,000 ppm scale. Most PID detectors can be sensitive to signal loss due to humidity. Advanced technology design is available that removes humidity blindness. Understanding humidity impact is important as signal loss is misinterpreted by affected detectors as gas readings and can cause false alarms. Although PID’s detect many compounds often called Volatile Organic Compounds (VOC) they are relatively non-selective. Instruments often contain libraries of conversion factors however these only convert a signal so if the incorrect compound factor is applied the reading will be wrong. Take Home – Ensure the VOC is confirmed if using a specific library reference to measure. The PID signal will aggregate the signal from ALL VOC’s in the sample together.

Detector Tube Sampling Systems Detector tube-type devices are recommended for conducting quick evaluations of potential hazards that cannot otherwise be measured. With detector tubes, a known volume of air is drawn through the tube, using a

manually operated or battery-powered sampling pump. If gas or vapor is present in the air, chemically treated granules in the tube are stained a different color. By measuring the length of the color stain within the tube, users can determine concentration levels. Most tubes available today are made of glass, have break-off tips, and are filled with treated chemical granules. They generally have a shelf life of 24 to 30 months. One type of pump frequently used with a detector tube is a compact, bellowstype device. Accurate and repeatable sample flows can be assured by a shaft that guides the bellows during compression. Some models feature an end-of-stroke indicator that lets the user know when a full air sample has been drawn. Models with an integral stroke counter eliminate the tedious recording of multiple pump strokes.

Take Home – These devices are generally less accurate and are mostly used qualitatively to determine a compound is present. They are chemical and subject to aging and variation due to heat and other environmental factors.

Calibration To ensure the accuracy of all monitoring and detection equipment, calibration should be performed regularly. If the instrument reading differs significantly from the values of the known standard, the instrument should not be used until it has been adjusted or, if necessary, repaired. This is the most abused area of gas detection. ALL manufacturers indicate regular (mostly at least daily) tests of instruments in use and re-calibration if required. The Australian standards indicate a higher degree of test. These tests should cover all sensors as all sensors are critically important to work in confined spaces. Take Home – A correctly calibrated gas detector may be the only thing standing between a worker and a potential catastrophic injury. Gas detectors for personal safety must be tested before use.

Innovative solution to improve workplace eye safety Work-related eye injuries result in around 500 hospital admissions a year in Australia, according to a Safe Work Australia 2008 report. In Victoria alone there were 7299 emergency department presentations for work-related eye injuries from July 2002 to June 2004. From 1 July 2002 to 30 June 2004 (inclusive), there were 1049 cases of work-related eye injury resulting in hospital admission, according to the report. While there were 7299 emergency department presentations in Victoria for work-related eye injuries, in Queensland, there were 2144 cases, states the report. There were 822 accepted serious claims for eye injuries in the workers compensation data provided by Queensland, South Australia and Tasmania for the 2-year period, it adds. These claims involved the injured worker requiring one or more weeks off work. Eye injuries can be avoided by wearing the right safety glasses. The use of the correct safety glasses will ensure the safety of workers and help employers avoid injury and claims costs. Manhole lid lifter to improve employee safety Manhole lids have the potential to ‘blow’ when under pressure from sewer stoppages, putting workers at risk. When manhole lids get stuck, workers have traditionally resorted to the use of various tools, with the potential to injure personnel, equipment and assets. To address this issue and improve employee safety, Melbournebased company iota’s field staff thought about developing a device which would enable workers to lift jammed lids and allow them to carry out work from a safe distance. The company trialled a prototype version of the original manhole lid lifter - this version was light, compact and easy to operate. After several field tests and modifications the company developed SafeLift - a portable, hydraulic, manhole lid lifting device. This solution consists of the following: manually operated pump and ram; 4 metres of hydraulic hose keeps operator at a safe distance; heavy-duty steel hydraulic lift piston. After testing on several manholes, iota found the equipment easy to operate, successfully breaking the seal of covers that were jammed. Following trials in the field, the company’s services staff provided positive feedback. To test its capacity, the company used the SafeLift to break the seal on a heavy cover (900 x 900 mm). “Experience tells us that lids of this size would traditionally be difficult to lift and at times would need to be broken out using other tools, creating a need to replace the lid,” according to iota. In the design and testing phase, there were challenges around lifting larger and heavier lids than the standard manhole. These challenges were overcome with the end design, which is capable of lifting 900 kg steel lids. Particularly useful when lid seals have become corroded, stuck or difficult to lift, the SafeLift also keeps the

operator at a safe distance. The other key benefits include: reduced risk of injury to operators; reduced risk of breaking manhole lids; cost savings from minimal lid replacement; cost-effective and portable device; comes in a hard carry case to protect the pump and device. The company believes that the introduction of this machine delivered considerable cost savings, where jammed covers would ‘break out’ and require replacement. The cost of replacing lids can be in excess of $1000 in some cases. The device is currently being used by South East Water, Barwon Water, Western Water, Loy Yang Power, ACTEW AGL and others. iota has so far received positive results in a large variety of situations. “There will always be some examples of lids that are permanently sealed in place, needing to be broken out and replaced; however, we believe the SafeLift will provide a great benefit to workers in the field, with the potential to reduce risks for work crews and save thousands in unnecessary manhole cover replacements,” says the company. iota is the commercial arm of South East Water (SE Water). Multitrip packaging Optimum Handling Solutions has a range of multitrip plastic tubs, crates and delivery trolleys, tall boys, bins and pallets that offer a more environmentally favourable carbon footprint than single trip cardboard boxes and cartons, according to UK sustainability consultancy Sustain. Sustain compared the two solutions and measured the embodied greenhouse gas emissions for the whole of their life cycle, taking into account all the raw materials, transport and energy use involved in manufacture, usage and disposal. Based on a useable life of 92 return trips over five years, plastic’s carbon footprint is less than 30 CO2e kg per unit, according to Sustain. Using the same measuring criteria, cardboard’s carbon footprint is around 70 CO2e kg per unit. The multitrip plastic alternatives could also save money, says Optimum Handling Solutions, providing an ROI in around 10 trips, and at the end of their service life span all of the plastic can be recycled. The range is constructed from tough polyethylene plastic with an additional coil spring rising base feature, designed to making handing easier and safer by eliminating the need for workers to bend repetitively. SAFE HANDLING OF HAZARDOUS CHEMICALS

orkSafe Western Australia has issued a safety alert highlighting the importance of using safe procedures when pumping hazardous chemicals following a recent incident where two workers were injured while transferring chromic acid solution from an intermediate bulk container (IBC) to another vessel using a submersible sump pump. While the pump was running, the outlet hose came off and sprayed chromic acid at high pressure over the two workers. The chromic acid ran into the workers’ eyes and there was the potential for serious eye injuries (particularly as one of them was wearing contact lenses). The following factors contributed to the incident: the hose was not adequately secured to the pump outlet; the workers had no experience in the use of the pump and were not adequately trained in how to safely use the pump. In particular they were not trained in how to correctly secure the hose to the pump outlet; the workers were not adequately supervised; the workplace did not have safe working procedures/safe systems of work for transferring hazardous chemicals; the workers were not supplied with the correct personal protective equipment (PPE) for conducting the task; the workplace did not have adequate emergency procedures for dealing with worker exposure to hazardous chemicals; the workplace did not have a Material Safety Data Sheet (MSDS) for the chromic acid solution to which the employees were exposed. The workplace

had an MSDS for the solid chromium trioxide material used in the chromic acid solution, and provided this to the initial treating doctor. This information did not adequately inform the doctor of the hazards associated with exposure to the material. WorkSafe WA suggests the following actions: • Ensure safe systems of work (documented procedures) are in place for transferring hazardous chemicals at workplaces. The procedures should specify how to correctly select, prepare, operate, clean and maintain pumping equipment, as well as specify the correct PPE and any other controls required. • Ensure workers are adequately trained in the safe system of work. • Ensure inexperienced workers are adequately supervised. • Develop procedures for dealing with workplace emergencies, including exposure to hazardous chemicals. Ensure workers are trained in the procedures and the procedures are practised at regular intervals. • Ensure that adequate information (eg, MSDS or equivalent) is available at the workplace for solutions or process liquors that contain hazardous chemicals to which workers may be exposed. • Consider the use of specialised chemical pumps, constructed of materials compatible with the hazardous substances transferred at the workplace. In my opinion When looking at workplace injury prevention, I often see a gap between the work done to prevent injury in the first place and the treatment provided once an injury has turned into a WorkCover claim. The most effective injury prevention processes are designed to not only prevent injury from occurring but to also reduce the likelihood of a WorkCover claim occurring. The reality is that even in the best designed workplaces, people injure themselves and many injuries come about after a period of pain or soreness. This piece focuses on two areas most companies need to improve to better prevent injuries and to minimise the likelihood that an injury results in lost time injury or a WorkCover claim. Many studies have been done on designing a safe environment but less work is carried out on ensuring workers are fit for their tasks. Soft Tissue Centre provides detailed pre-employment assessments focused specifically on finding out whether prospective employees are physically capable of carrying out the specific job roles they are being asked to do. The relevant nature of these assessments lead us to fail around one in two a small headache for operations but it avoids a severe migraine when it comes to the costs and resources involved in hiring someone who is likely to have an injury doing what you ask them to do. The assessment results provide a powerful decision-making aid when looking at whether someone is genuinely capable of what they are being hired for or whether different roles/arrangements may need to be established should the company choose to hire the person. The second area often overlooked is to prevent a minor niggle developing into a major injury. This is particularly true of non-work injuries where employees may be discouraged from reporting a small pain that may have been caused outside the working environment, only for it to be aggravated during the course of work activities. Companies taking a narrow view that if it is a non-work injury then they ‘must not go near work’ for fear of a WorkCover claim are missing an opportunity. By taking the enlightened approach of treating all niggles/injuries, companies can benefit from improved employee morale, a stronger audit trail and far less chance of a claim from work aggravating an existing injury. Providing effective treatment to all employee niggles may seem like a large expense, particularly in comparison to various ‘bowl of fruit’ programs such as offering massage therapists, team walking challenges and gym discounts. However, by looking at the bigger picture, when the average cost of dealing with a claim is $50,000 and a serious claim can easily cost hundreds of thousands, early intervention treatment costs easily pay for themselves. In summary, if you want to help employees and your organisation, make sure you employ people physically capable of performing the specific tasks you want them to - use manual therapy to treat any soft tissue discomfort promptly, regardless of how it is caused, and keep detailed, consistent records of the treatment you have provided.
