City anoints Stantec to plan Waterworks site

The man behind the legend of the seven gently sloping hills in a winter paradise known as Minnesota resides in Hugo. His name in the 130th year of the St. Paul Winter Carnival is King Boreas, King of the Winds. At any other time, it’s Jim Flaherty. He is the youngest royal sovereign in carnival history. When Flaherty applied for the job at the urging of Bill Foussard, former King Boreas and owner of the Best Western Country Inn in White Bear Lake, he knew it was a big commitment. “After talking about it with my family, I thought it would be a great adventure and a way to give back,” Flaherty said. “King Boreas and his royal court do much more than reign for the 10 days of the winter carnival.

CENTERVILLE — It’s a complex project that needs to be done right the fi rst time. Therefore, a professional planner is needed. City Council members were unanimous in their assessment of how to tackle the development of a 108-unit apartment complex on the site of the long unused Waterworks Beach Club on Main Street. After receiving an offer from another planning and design fi rm, council at its March 23 meeting chose to hire Stantec, its contracted design and engineering consultant, to plan the Waterworks development from the city’s end.

Councilman Ben Fehrenbacher said that the city needed professional planning help for the project, although he couldn’t say who that would be. The city has retained Stantec engineer Mark Statz for many years to provide engineering services. Stantec, a multidisciplinary company, has the staffi ng depth to provide a planner and designer for the work. Centerville now plans to enlist the services of Stantec’s Phil Carlson, a planner, to be the “point person” for the Waterworks project. Statz said that his fi rm works with other planning and design companies for different cities, but also provides both planning and
