CENTERVILLE — A proposal from a business code-named “Project Banjo” will move on to the City Council later this month with a lengthy list of conditions and “what ifs.”

Project Banjo has submitted zoning applications for a 141,000-square-foot fulfillment center on the 40 acres of land (Rehbein property) between 20th and 21st avenues and north of Fairview Street. The facility would include a large covered loading area for delivery vans and could employ approximately 600 people.

The business has asked the city to sign a nondisclosure agreement to protect its identity and “trade secrets” from competitors.

The Planning Commission recently considered a site plan review, preliminary plat and conditional use permit (CUP) for a planned unit development as well as a few other CUPs related to the project.

The applicants are RJ Ryan Companies and current owner R & R Leasing Inc. “You decided to consider project as a PUD,” said City Planner Phil Carlson. “There are enough issues, and it is complex enough, that city code does allow you to consider it a PUD. That way, the city city can negotiate with the applicant and come up with final conditions of a CUP and, ultimately, a contract.”

Centerville Elementary: Student becomes the teacher CENTERVILLE — Madison Dorn has always loved school, but she never imagined that she would have the opportunity to return to her elementary school to teach in her very own kindergarten classroom.

Dorn graduated from Centennial High School in 2018. She then attended Bethel University and graduated in December 2021. A year later, she accepted an offer as a kindergarten teacher at Centerville Elementary.

Dorn’s kindergarten teacher, George Burr, retired last June after 35 years at Centerville Elementary.

With the exception of one year, he spent the entire

time teaching kindergarten. Even though he retired, Burr still serves as a substitute teacher at the school.

Centerville Elementary Principal Mike Macken explained that the school had a teacher leave partway through the school year. Burr stepped up to substitute for about three weeks while the district searched for a new teacher.

Macken said they were impressed with Dorn from the get-go. “She had a great skillset for what we were looking for, and she seemed like she would fit in well with our culture. • City staff will coordinate with Northern Salt Inc. for the 2022 dust control project. For $172,925, Northern Salt will deliver and place a total of 142,811 gallons of calcium chloride in two separate

applications, one in mid-June and again in mid-August. The city of Hugo applies dust control to approximately 23 miles of gravel roads located within its municipal boundaries each year.

• Parking will not be allowed on the west side of Farnham Avenue North from 149th Street North to Oneka Parkway North, and along Oneka Parkway between CSAH 8 and Heritage Parkway. The city of Hugo recently received a request from the Water’s Edge Courtyard Homeowners Association to prohibit parking on the west side of Farnham

Avenue. The concern is that that the road is too narrow to allow for parking on both sides of the roadway while still allowing traffic in both directions. The issues of access to private roads and mailbox accessibility was also raised. Farnham Avenue is currently 35 feet wide. Based on MnDOT design guidelines for roadways with on-street parking, the existing road width would allow for parking on one side of the road while still maintaining traffic in both directions.

Vannelli’s teams up with Legion for restaurant, catering

HUGO — After closing its doors in October 2021, a local business will reopen its doors in a new location.

Ron Vannelli, the former owner of Vannelli’s on the Lake in Forest Lake, has signed an agreement with Hugo American Legion Post 620 to operate both a restaurant and catering services out of the Legion’s kitchen.

“The point that excites me is he didn’t jump into this; he has some history … He understands our clientele and what’s going on. I think if he’s willing to take a chance, we are, and we are more than willing to work together to make both of us profitable,” said retiring Legion Cmdr. Greg Burmeister. “We need another spot in town for people to go to.”

Vannelli’s was in business for 12 years before it closed its doors last year.

“We have been looking for a location to continue catering,” Vannelli explained. “We actually have looked at a few different opportunities, but they just didn’t work out. We have been searching … We weren’t really ready to quit.”

Legion Post 620 has lacked a restaurant since 2019, when The Post, operated by Chris and Emily Salerno, shuttered. Vannelli had heard that someone had talked to the Hugo Legion about leasing the kitchen, so he approached the Legion to explain what he was looking for.

“They were kind of eager to get something going, and the kitchen was what we were looking for, so we came to an agreement,” Vannelli said.

Vannelli plans to be up and running to provide daily food service in early June; he is shooting for June 1. Initial hours of operation will be from 11 a.m. to 8 p.m. Tuesday through Saturday. Sunday breakfast will also be offered.

Customers should expect a menu that is similar to what they saw on the Vannelli’s menu: pastas, sandwiches, burgers, salads and other dinner meal options, including fish, steak and other meat choices.

Vannelli said they will start actively searching for catering opportunities that can be fulfilled both at the Legion and off-site.

“Catering is growing rapidly in the food industry right now,” Vannelli explained. “We hope to continue a good, solid catering reputation out of that facility as well as a strong

menu that can benefit them as far as increasing clientele.”

He added, “I feel like we had a pretty good reputation, and I just want to convey to people that we are going to try to continue with that when it comes to the quality of food and service.”

Vannelli hopes that by moving 15 miles south, the business will start to see new customers they haven’t been able to reach before in areas like White Bear Lake and Mahtomedi, and still be able to see their Forest Lake area regulars.

The scale of the business will not be as large as the prior operation, so Vannelli hopes that it will be easier to manage.

“Right now, the food industry is really difficult to maintain a quality staff,” he explained. “This is a rather downsized operation from what we had in the past; hopefully that won’t be as time demanding as it was in the past.”

“We have got to come up with employees; we have got to get waitress stations put in at the bar; we’ve got to come up with menus. We have got a lot of stuff to do, but it’s exciting and it’s nice that it’s somebody that has a name that people know,” Burmeister said.

Retiring Legion commander recognized for being community servant

HUGO — The man who is credited with turning American Legion Post 620 around from near foreclosure to being one of the top charitable gambling sites in the state has handed over the reins.

Hugo resident Greg Burmeister has served in the role of commander for seven years. He has been a member of an American Legion for 50 years. “(Greg) has been a community servant in a lot of different ways, and worn a lot of different hats,” said City Administrator Bryan Bear. “There was a chance the Legion wasn’t going to be here at one point in time. Greg came at a critical period of time and made some big decisions, and now not only did the Legion not close their doors, but they are in a position to be able to contribute back to community in a significant way.”

The mayor and City Council recognized Burmeister at a meeting earlier this month and presented him with a certificate. Legion members, community members and firefighters all showed up to thank him for all he has done for the Legion and community.

Burmeister is a four-year Navy veteran who spent two years in Vietnam. His connection to the Legion began prior to his service, when his father would bring him along to the local Legion to help out with various benefits.

“I guess he got me started, and once I got discharged out of the service I joined the Legion immediately,” he recalled. Burmeister was a member of the Legion in Bloomington until he moved to Hugo in 1987 and switched his membership to Post 620.

Shortly after moving to Hugo, he was greeted by members of the Hugo Fire Department, who had heard he had served on the Brooklyn Center Fire Department. “My wife woke me up one night and said, ‘somebody’s in our garage.’ I opened up the door to the garage and I had half of the Hugo Fire Department playing boot hockey in my garage,” he recalled.

Burmeister joined the department that very next week and served for 16 years. He also served on the city’s Board of Zoning Adjustments and its Planning Commission. He eventually had to move out of town for awhile to take care of his mother, but once he was able to return, he was looking for ways to serve.

“I needed to volunteer somewhere again, and that’s when I stepped up at the Legion,” he explained. “When I took over, the bank was ready to foreclose on us. I opened the mailbox, and I had three months’ worth of bills sitting in there that hadn’t been paid. It was an eye-opener.”

Burmeister explained that he had a lot of help from a local businessman and Premier Bank, and he surrounded himself with people who had Legion

“I went in, I cleaned house, I fired everybody …

It turned into my full-time, non-paying job,” he said. “We have now turned it around into one of the premiere bars in town,” he said. “I used to go in there and everybody was swearing at me. Now I walk in, and I’ve got smiles and everybody’s happy.

I’ve got a great crowd of people that come there. It is heartwarming.”

Years ago, the Legion was lucky if it raised $100,000 a year from charitable gambling. Now, that number is closer to $3.2 million. Burmeister said he was told that out of the more than 700 charitable gambling organizations in the state of Minnesota, the Hugo Legion ranks number five in terms of funds raised.

The Legion has a group of organizations it gives back to monthly, including the Hugo Fire Department, but also takes on other donation requests.

“He has been involved in community service basically his whole life. He has a soft spot in his heart for our community,” said Fire Chief Jim Compton Jr. “Under his leadership, the Legion has donated tens of thousands of dollars to the Hugo Fire Department. Their charitable gambling is second to none. They are a great organization under his leadership, and we can’t thank him enough.”

“Greg has made it into a fantastic organization,” said Beyond the Yellow Ribbon Network Co-Chair Chuck Haas. “A lot of communities throughout the state just have a so-so Legion, but because of him and the other folks there, we have a vibrant Legion in our community, and it’s a great asset.”

Legion General Manager Stacey Carlson said. “I can’t thank him enough for everything he has done not only for me, but for our Legion, too. A lot of people don’t see what he does behind the scenes. He is crawling on the ground fixing things and doing all kinds of things that nobody even knows.”

In terms of what he will miss most, Burmeister said he will miss the daily interactions with everyone. Dave Fleming has now taken over as commander. For the next year, Burmeister doesn’t plan to go far, and will be “on call” for whatever Fleming needs.

Once next May or June rolls around, he and his wife plan to sell their home in Hugo and move to their lake home in Walker, Minnesota, on Leech Lake.

“I can’t tell you what it means to have people like you in our community,” Mayor Tom Weidt said. “It is so important to the fabric of what makes a good town.

“It is very important what people like you do, and I appreciate it from the bottom of my heart. You have made Hugo what it is today. It is people like you that make a difference.”

Plan to endorse a candidate?

O

pinion pages in our newspapers have been abused and quite frankly it’s our fault. We have allowed what are really advertisements in our opinion pages. Prior to last year, our page count went up between four and eight pages each week during election season. The newspaper received zero revenue from this and took on the printing and delivery expense. When political candidates hire people and coordinate groups of people to submit letters that they prepared, have their campaign committees submit letters, or get friends and family to submit letters, these letters should fall under advertising.

It’s been a real problem in the past decade. I’ve learned many newspaper colleagues feel the same way. As your local news source, we found a way to keep these political endorsement letters in the papers and help it be transparent to the readers by labeling them as “paid letters” and charging a nominal fee.

Publisher’s As your local newspaper, we struggled with a decision. We View struggled with the expense of Carter Johnson publishing up to four to eight extra pages during the political campaign season. After last year, it was clear it’s the right thing to do.

This week Press Publications and our sister newspapers will again roll out guidelines regarding endorsement letters. So, what does this mean? It means we will continue to publish 99% of all letters to the editor that meet our guidelines of 350 words or less containing no libelous or derogatory statements and will charge a nominal $35 fee for endorsement letters. What is an endorsement letter? It’s a letter that endorses or opposes a candidate or item on the ballot such as a levy, bond referendum, or items that require a vote.

Our residents count on us to be transparent and we believe this is another way to continue to do that and prevent deep use and misuse of opinion pages in our local community papers.

A colleague who publishes the Proctor Journal near Duluth has been charging endorsement letter fees for years. I believe many of the newspapers in North Dakota are charging fees, as well as our friends at the Echo Press in Alexandria, to name a few. The local community counts on the opinion pages to discuss local topics of concern, but when we get into the political season, we get swamped with chain mail. This guideline should help our staff of journalists focus on their job by covering countless meetings you don’t have time to attend and stories of interest to our readers.

Paid endorsement letter policy The Citizen accepts election letters endorsing or advocating for or against a ballot measure, party or candidate as paid advertising announcements. The fee is $35 for 350 words or less. Paid letters running longer will be charged $10 per 30 words after that.

Like other letters to the editor, the writer’s name, address and phone number are required. Phone numbers and addresses are not published. The Citizen has the right to reject letters that don’t meet publishing standards and will determine if the letter qualifies as a paid endorsement. Paid letters will be identified with a label and may or may not appear on the opinion/letters page.

2022 legislative session in final stretch

he 2022 legislative session is in its final stretch as the House Democrat majority’s remaining supplemental budget bills will be approved by the Minnesota House this week.

Last year, lawmakers passed a two-year budget for the state of Minnesota. This means that state government is already fully funded, so any spending approved this year would go above and beyond what was agreed to during the last legislative session. This Legislator is called supplemental Lingo spending, but Donald as is the case with many Raleigh things in the government, what it really means is a tax increase on everyone reading this article.

In total, House Democrats are looking to increase government spending by more than $7 billion—using up the majority of the state’s $9.3 billion budget surplus on growing government, not returning the surplus to the taxpayers, where it belongs! Their budget would spend $21 for every $1 in tax cuts.

I have long advocated a different approach, one that would see the surplus returned to taxpayers. For me, it’s clear that the surplus belongs to the hardworking people of Minnesota, and you deserve your money back.

All of us are struggling as inflation continues to impact our family budgets. We see it everywhere including grocery prices, gas prices, home heating/energy bills, and more.

That’s why we need to put the surplus back in your pocket.

As for the supplemental budget omnibus bills, each of these legislative packages has had provisions included that I would support if given a chance to vote on them as standalone bills. Unfortunately, I must consider the whole of the package when determining how to vote on an omnibus bill.

Taking that into account, the dramatic increase in spending, several policy provisions, and raising your taxes has prevented me from voting for these bills.

I have spoken with many of you who are confused and ask me, “Why did you vote yes or no on a bill when I know you do or don’t support a specific issue?” It is a good question and one that is hard to explain in a short time. It is because the part I support, or don’t support, is buried in an omnibus bill

that contains multiple bills across multiple subjects. For example, I support removing the Minnesota tax on Social Security benefits. I do not support adding billions of dollars in new spending with the surplus. It is your money and we should give it back.

Moving forward, the House and Senate will meet in conference committees to hash out the differences in their bills.

After negotiations, they will reach compromise agreements on the supplemental budget and many of these bills will likely come back in much better shape than when they left the House.

I hope that the Senate stands firm, and we can provide the tax relief that Minnesotans so badly deserve.

OBITUARY

Emmer’s position on the ‘Disinformation Board’ Congressman Tom Emmer expresses concern about the “Disinformation Board”. He has teamed up with radical right Congresswoman Lauren Boebert (seriously?) to label the board as “Big Brother.”

Here is what the board will be doing: On May 2, 2022, the U.S. Department of Homeland Security (DHS) released a statement that said that the board would monitor disinformation spread by “foreign states such as Russia, China, and Iran” and “transnational criminal organizations and human smuggling organizations,” and disinformation spread during natural disasters (listing as an example misinformation spread about the safety of drinking water during Hurricane Sandy).

The DHS added that “The Department is deeply committed to doing all of its work in a way that protects Americans’ freedom of speech, civil rights, civil liberties, and privacy.”

So, what is Rep. Emmer’s issue with protecting our national security?

What will he do to help prevent human trafficking?! What will he do to prevent China, Russia and Iran from disseminating false information that is a danger to our national security?! What will he do other than use this as a political football?

And he doesn’t say boo about ICE’s methods of gathering information.

Now there’s a Big Brother if there ever was one. Shame on him for this blatant political divisiveness.

SCHOOL BRIEFS Director of educational equity and achievement named The White Bear Lake Area School District has announced that Dr. Martina Wagner has been chosen to serve as the district’s director of educational equity and achievement. She will begin her role with the district on July 1.

Dr. Wagner currently serves as the educational equity coordinator at Owatonna Public Schools, coordinating initiatives related to diversity and inclusion and coordinating equitable learning outcomes that align with the district’s equity action plan and strategic plan. Additionally, she is a consultant who has worked extensively both nationally and internationally to increase awareness of educational best practice and systems CONTRIBUTED restructure.

Dr. Martina Wagner Serving in a variety of roles throughout her career in education, Wagner began as a mainstream teacher before moving into English learner teacher and coordinator roles at Lakeville Public Schools. Her role expanded to include oversight of English Language Learner (ELL) services, Targeted Services, the ALC, Credit Recovery and summer programming when she served as Student Services Supervisor at North St. Paul-Maplewood-Oakdale Public Schools.

“With her years of experience working with students from pre-K to adult education, and her passion for supporting teachers and leaders so that they can positively influence student learning, Dr. Wagner will be a terrific fit for this reimagined role in White Bear Lake Area Schools,” said Superintendent Wayne Kazmierczak. “I am confident that under her leadership in educational equity and achievement, our work will be both purposeful and transformational. Washington County Parks manager awarded parks award

The Minnesota Recreation and Park Association (MRPA) recently awarded Alex McKinney, Washington County parks manager, the Jack Niles Award.

This award is given to a professional member of MRPA with 10-plus years of professional experience and is based on their outstanding service to the parks and recreation field and to the Minnesota Park Association.

McKinney has worked for Washington County for nearly four years. He has been in the profession for more than 17 years. In addition to Washington County,

Washington County Library will host six artists and activists this summer in a powerful new social activism series for teens. There is a growing movement of teen activists who are changing how and what it means to express themselves and enact change. Through this series, teens can explore different methods of self-expression — including design, spoken word, dance and filmmaking — and ways to raise awareness for issues they are passionate about.

During the series, a diverse set of Minnesota artists will lead workshops at various library branch locations.

• Superintendent Dr. Wayne Kazmierczak reported the board discussed at a recent work session changing school board elections from odd to even years. The board believes that voter participation would be greater and election administration easier if school district general elections were held in conjunction with state general elections in November of the even-numbered year. School Board Clerk Angela Thompson asked what the cost savings would be if the board voted for the change. “The cost savings is more of a potential cost savings long-term,” Kazmierczak said. “The election manager felt that we could be in the neighborhood of 20-25% savings as we move forward.” The board voted to pass the resolution that school board general elections held after 2021 shall be held in the even-numbered years and establish a transition plan as recommended.

• Kazmierczak announced that planning is underway for a celebration and reunion event from 1 to 3 p.m.

Saturday, June 4 at Hugo Elementary. “Among the activities are an open house tour, memory boards, ice cream truck and class photos taken by decade,” he said.

• Kazmierczak said that high school students who are studying German met with delegates from Germany. The guests visited White Bear Lake to learn about sustainability efforts as part of the city's climate smart municipality initiative. “We are hoping the connection will lead to future partnership opportunities,” he said.

• The school board recognized senior Bemnet Tessema and junior Lauren Collier for their roles as the 2021-22 student representatives on the school board. “Not every school board in the state has student liaisons, we are really grateful for the service of our students,” Board Chair Jessica Ellison said.

• High school students are working as cooks, servers and hosts at Donatelli's restaurant in White Bear Lake every Tuesday in May. “Students have worked hard preparing by writing resumes, cover letters and interviewed for positions with the managers,” Kazmierczak said. “The program is a long standing one with the Italian restaurant.”

• The board congratulated Vadnais Heights Elementary fourth-grade teacher Mae Haley for being named the White Bear Lake Area Schools Teacher of the Year.

The next White Bear Lake School Board meeting is at 5:30 p.m. Monday, June 13, at the District Center, 4855 Bloom Ave. in White Bear Lake.

was to come back to the school that she went to. I think it speaks a lot to this town and this school. We have a lot of people that go to school and stay here, or they come back. People really like the school, they like the community. I wouldn’t be surprised if we see more of that down the road.”

Once Dorn was hired, she had the unique opportunity to shadow her own kindergarten teacher for about a week. Then she taught alongside Burr for a couple of days and eventually took over the classroom as her own.

Burr recalled Dorn being one of his full-day students. “She always had a big smile; she had lots of energy. She was a smart little girl … She was a good kid.”

“The first time I saw her, she still had that big smile and a lot of energy. She hasn’t changed a whole lot, and I have found that … their personality in kindergarten doesn’t change so much. They keep their personalities as they get older.”

Dorn said some things in the classroom haven’t changed, either. “It is a little weird, but a lot of the toys I played with are still here,” Dorn said laughing, specifically referring to a baby doll she found that she remembers carrying around with her every day.

Many of the teachers who worked in the building when she was a student also still work at the school.

Dorn said it has been little strange to step into the role of co-worker and call them by their first names, rather than “Mr.” or “Mrs.”

Stanius tied for second place with rounds of 76 and 72. O’Malley shot 81-77, Jamieson 84-78 and Will Peterson 78-88. Nasvik called it “a good teambuilding weekend” as they gear up for a strong finish.

The 6-foot, 180-pound midfielder has pumped in 22 goals and assisted on 10 others. He logged 21 goals on an 11-2 team last year, and has signed with Jacksonville (FL) University. “Sam is very athletic and very fast. He uses his feet really well to get space,” assessed coach Jon Beach. “He has a strong, accurate shot. He sees the field really well and he makes really crisp passes to set up teammates.”

FINANCIAL PLANNING A 529 might be a good plan for college savings

If you are planning to attend a college or university in Minnesota, there is no shortage of choices — both when considering four-year or two-year schools.

Costs certainly vary. Tuitions range from just over $60,000 (Carleton in Northfield) to just over $5,000 at several two-year schools.

Carleton says for first-year students who started at Carleton in 2021, the average financial aid award was $53,000 with 58% of that class received need-based grants and scholarships. Add in room and board and other expenses and the total cost is more than $78,000. But if you check out the school’s figures, you’ll see how low the student’s annual fee could be with significant aid.

The University of Minnesota campuses have annual tuition costs ranging from just over $10,000 at Winona to slightly more than $15,000 at the Twin Cities camps. Fees range between those numbers at St. Cloud, Moorhead, Duluth, Mankato and Crookston.

The private schools — Bethel, Carleton.

St. John’s, Augsburg, Hamline, St. Thomas, St. Olaf, Gustavus Adolphus, St. Benedict, Concordia, St. Scholastica and more — range from about $28,000 to more than $60,000.

Ben Wacek, a Twin Cities financial planner who is the founder of Guide Financial Planning, provided some thoughts on the 529 plan.

“A great type of investment account that can be used for parents to save for college for their kids is a 529,” he said.

“The 529 plans are administered by states and could be opened up with the state of Minnesota or any state of choice.

“The tax benefits of a 529 are that a tax deduction or credit is received for all or a portion of the contribution to a 529 made by a Minnesota resident, the money grows tax free inside the 529, and it can be withdrawn tax free if used for qualified education expenses.”

He added, “While there are other types of accounts that can be used to save for college, some of the reasons I feel that 529s are the best option for many people are that: the purpose of the money in

the account is clear, there are often investment options that help invest the money in the account in a way that automatically gets more conservative as college approaches, and there are some great tax benefits.”

He said there are no annual limits for how much you can contribute to a 529 plan, adding that there are maximum lifetime limits per beneficiary that vary by state and range from $235,000 to $529,000.

ational Nurses Month began with a one-day recognition on May 6 in 1982; a proclamation from the American Presidency Project read: “Scientific advancements in recent years have dramatically expanded the role of nurses in our healthcare system, and their knowledge and skills have increased to keep pace with new technologies and methods of treatments. Yet, the very core of nursing—caring for patients at the bedside—remains unchanged.

Nurses bring a special compassion and concern for the patient and for the patient's family. Nurses play a vital role in educating people in how to avoid illness and promote good health. Nurses are essential to every healthcare setting—in hospitals, nursing homes, ambulatory care centers, and patients' homes.”

National Nurses Week begins each year on May 6th and ends on May 12th, Florence Nightingale's birthday.

As of 1998, May 8 was designated as National Student Nurses Day, to be celebrated annually. And as of 2003, National School Nurse Day is celebrated on the Wednesday within National Nurses Week (May 6-12) each year. The nursing profession has been supported and promoted by the American Nurses Association (ANA) since 1896. Each of ANA's state and territorial nurses associations promotes the nursing profession at the state and regional levels.

According to the ANA: “The impact of nurses on healthcare is unparalleled directly affecting the health and wellbeing of our society. Nurses are everywhere we live, work, play, learn, and worship, and in every health care setting providing care to millions of people.”

of the building (44 feet, where up to 35 feet is allowed). Carlson said three key issues are screening, noise impacts and traffic.

“The screening is probably adequate, but the issue that leads into is noise. Trucks themselves will deliver products overnight so they are ready to be taken out in the vans in the morning. That could impact residential areas (nearby),” Carlson said. One way to possibly impact that would be to install a 10-foot wall in front of the truck docks to try to interrupt that noise closest to a residential area. Noise mitigation could also be considered for the canopy area of the site.

Some traffic improvements will also likely be needed with the project. The developer has already committed to paying for the construction of a left turn lane on southbound 20th Avenue to allow safer access and flow to Fairview Street.

Carlson said the business model is designed around having vans come and go from the site during nonpeak hours, but that would need to be specified as one of the conditions of approval so it can’t change in the future.

A median on 21st Avenue near Main Street may also be necessary at some point in the future, but that would likely require a partnership between the city of Centerville and Lino Lakes.

“All of these things we think are doable, but nevertheless we wanted to express them in conditions to approval,” Carlson said.

There are still a lot of unknowns when it comes to necessary road improvements, as the city of Centerville and Anoka County still need to perform a corridor study for the area. City Engineer Mark Statz said that study will realistically take a year to complete, perhaps six months if they get lucky. The developer doesn’t want to wait that long to close on the deal.

One thing that could be problematic is if the corridor study recommends that Fairview Street be realigned to join Center Street. A representative of Ryan Companies mentioned their user has included the minimum threshold of parking stalls for the site

plan to work. If any of those spaces have to be eliminated, he noted, it will no longer be a viable site.

Future trail extension and pedestrian access could also be incorporated to make a connection to the regional trail on Main Street, but that all depends on the results of the corridor study.

As a part of the development agreement, Statz explained that several things have been negotiated, including that the developer will pay for the costs to install a section of water main and to construct the required turn lane at 20th Avenue and Fairview Street. The developer has also agreed to pay park dedication fees for a future trail connection as well as for trees that are required per city code but could not fit within the plans. The developer will also contribute funds for the required additional study and implementation of traffic improvements within the corridor.

“This is a clean use. It’s distribution, so there is no manufacturing, no outside storage of products. It’s a Class A industrial type of facility …” said Dean Mueller, of Ryan Companies. “I think we have really done a nice job collaborating and finding a win-win for some of these contributions to try to solve some of the issues.”

Three people spoke during the public hearing May 3. Kevin Amundsen wanted to make sure there was enough pondage on site so that the runoff from the site would not go into the creek behind his home. He said he wanted to see a 20-foot-wall rather than 10 feet, due to the height of semitrucks, and he also wanted to know what was being done about all of the exhaust coming from not only the trucks and vans, but from employees warming up their cars in the winter.

Mueller explained that this site will be electric vehicle-ready, meaning that conduit and wiring will be installed during construction to allow for electric vehicles in the future. He added that his client is “extremely environmentally conscious” and has a non-idling policy on site.

Mary Kloc said she was very concerned about carbon emissions.

The site plan has the building centered on the site, with a 297-car employee parking lot on the east side of the building. A parking lot of almost 600 spaces for delivery vans and their drivers is on the south side of the lot, with an additional staging area of 144 van loading spaces between the building and the van parking area. The north 72 van staging spaces would be covered by an open-sided canopy, but the south group of 72 spaces would be an open parking lot. On the west side of the building are 15 truck loading docks and 13 truck parking spaces. All site access comes from 21st Avenue or Fairview Street; none from 20th Avenue.

She was also concerned about noise levels, as she works from home and often has to record, which will be hard to do if a lot of noise is generated from the business.

Sean Kloc, Mary’s husband, said he was concerned about potential traffic impacts and vans cutting through residential areas to bypass Main Street. In addition, he was not sure how the business would ever be able to find 600 workers.

“I look around, and there are ‘help wanted’ signs everywhere. There is no shortage of jobs right now, the shortage is workers,” he said. “I checked a couple of job posting sites for what the wages were for large warehouse workers, and it’s $16 an hour. I also checked home prices in

Centerville, and homes are going for $450,000 and that’s the median … You can’t afford a new home in Centerville on $16 an hour. It just isn’t possible, so who are these jobs for?”

The Planning Commission ultimately made some changes to the list of conditions and recommended that the City Council approve all of the action items at its May 25 meeting.

Statz explained that the council will likely also consider a final plat and developer’s agreement at that meeting as well.

CENTERVILLE TIDBITS • Look for Centerville’s veterans to be honored in the Quad Community Press and The Citizen around Memorial Day, after council unanimously (4-0; Council Michelle Lakso was absent) approved the purchase of special advertising in the two local newspapers. “It fits right into our strategic plan, where we are more robust in honoring our veterans,” Mayor D. Love said. The ads will help us all to honor our veterans’ patriotism, courage and sacrifice and to remember what Memorial Day is all about, Council Member Russ Koski said to the Grade 12 students in council chambers.

• Within a few months, the city website will look vastly different and plans to be more user-friendly, as work begins on the new city of Centerville website. Council unanimously approved an amended agreement with website provider, CivicPlus, after a two-month delay. In March, the city signed a contract with CivicPlus for website and mobile app design services that council approved, Assistant City Administrator Athanasia Lewis said. However, the provider inadvertently excluded the master services agreement, an important and substantial piece, from the contract, she said. Following renegotiation between legal teams from both sides, the city and the provider are now at a place to consider the contract. The website redesign will be a 16- to 20-week process, Lewis said. The project will cost $26,700 for the first year and $12,000 annually for the second and third years. “My interest is the user-friendly aspect of the web design — that’s what I’m really interested in,” Council Member Steve King said.

• The hard work of the Centerville Lions is paying dividends to the city, after council formally approved a Parks & Recreation Committee recommendation to accept a $500 donation from the Lions. The donation

money will go into the parks & recreation fund.

“Thank you to the Lions and all they do in this community. It’s tough to find volunteers in this day and age, and they do a lot,” Koski said.

• It was inevitable — rising gas prices have tapped the city in the form of lawn mowing fuel surcharges, after council approved (by a vote of 3-1 with King abstaining) a lawn mowing contract amendment with the provider, RJ Property Maintenance.

Language in the existing contract allows for fuel surcharge negotiation to kick in when gas prices reach $4 per gallon at the pump. The mowing provider asked for an upward fuel adjustment of 5% to the mowing contract, which will increase the cost per mowing by $78.60 or $2,044 for 2022. Council was unclear as to what would happen if and when prices at the fuel pump dipped below $4 per gallon and for what period of time. However, council is already speculating about what current supply chain and labor issues might do to other contracts the city has.

• Fuel prices may also be a factor in the city’s plans to resurface the parking lot at City Hall, as well as other locations throughout the city. The city’s engineering firm, Stantec, has a submitted a proposal to design the 2022 thin overlay/parking lot improvements at a cost of $37,700 to be paid for by the street capital fund; the parking lot lighting at a cost of $6,100; and parking lot landscaping improvements at a cost of $5,000. The last two projects will be paid for with money from the general fund. After a discussion about whether requests for proposals (RFP’s) might save the city money, rather than simply accepting the bid of its primary engineering provider, council unanimously tabled approval of the Stantec parking lot engineering contract, pending a price breakdown from Stantec. “We’re making sure we’re shopping and getting good value

as you would for anything else like clothes and foods,” Koski said.

• With the general fund in a healthy state, the city is now looking to take care of pavement maintenance that had been delayed for several years. One of these tasks is filling in road cracks throughout town.

To that end, council unanimously approved the bid from Gopher State Sealcoat of Savage for crack filling in the amount of $63,595. The cost is based on 80,500 feet throughout town at 79 cents per foot, if work is completed by Oct. 15. The cost per foot would have cost substantially more if completion was required by an earlier date. Although the city solicited bids from six vendors, only Gopher State Sealcoat submitted a proposal.

• The city has unanimously renewed its three-year participation in two programs offered by the Housing and Urban Development (HUD) for 202325. The two programs the city has again qualified for are the Community Development Block Grant (CDBG) and Home Investment Partnerships Program (HOME). Given two administrative choices, the city has elected the OPT-IN method, in which Anoka County administers the funds, as opposed to the city administering its own program.

“The city wants to continue to use the county to administer the funds, and we think this is the best path for us,” City Administrator Mark Statz said.

HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents: • A Hugo man was cited at 3:35 p.m. April 8 in the area of Forest Blvd. N. and 147th Street N. for possessing narcotics, following a traffic stop on a male riding an unregistered dirt bike on a sidewalk. Due to previous contacts with the male, deputies suspected he had marijuana on his person, and found the pot. He was verbally warned for motorcycle violations.

• At 1:37 p.m. April 9 Ramsey County Sheriff’s Office deputies again conducted a traffic stop on a male riding an unregistered dirt bike on the sidewalk in the area of Forest Blvd. N. and 147th Street N. to arrest him on a misdemeanor warrant for property damage.

Instead, deputies verified that the subject had voluntarily made an appointment to have himself arrested and transported to jail on April 11 to meet with a crisis detective.

• A motorcyclist was arrested for DWI at 7:00 p.m.

April 9 in the 17000 block of Forest Blvd. N. after deputies responded to an call reporting an unwanted person, the scene of which the suspect had fled before deputies arrived. When the suspect returned to the scene of the original complaint, deputies were waiting for him.

• A resident in the 5000 block of 149th Street N. at 9:40 p.m. April 9 reported an unwanted person for knocking on his sliding door and ringing his doorbell before walking away. The complainant told deputies he thought the intruder was his neighbor, with whom he’d had a verbal disagreement earlier that evening.

However, the complainant also said he didn’t get a close look at the person.

• Deputies were dispatched out to the 12000 block of Ingersoll Avenue N. at 4:27 a.m. April 10 on a burglary report after the resident heard a loud noise. On arrival, deputies found no signs of a forced entry, but checked around the property to make it secure.

• A crabby motorist was cited at 9:22 a.m.

April 10 in the area of Forest Blvd. N. and 159th Street N. for failure to display the required front license plate on his vehicle, following a traffic stop for erratic driving.

The driver, who deputies described as having an “extremely poor attitude,” admitted to knowing the front plate was not on the vehicle. In reviewing the driver’s history, deputies discovered he had a prior conviction for failure to display the front license plate.

• Neighbors in the 15000 block of Farnham Avenue N. at 10:04 a.m. April 10 reported two females on the block yelling at each other in a driveway in the early hours that morning. Video evidence of that address showed a mutual physical altercation, during which the females were seen pulling each other’s hair. When deputies contacted both females, they both said they were quite intoxicated and neither wanted to pursue charges or take out retraining orders on the other.

• Theft was reported at 4:41 p.m. April 10 at the Oak Shores Marina in the 12000 block of Ethan Avenue N. • Deputies observed two vehicles at 10:02 p.m. April 10 parked in the O’Reilly Auto Parts Store in the 14000 block of Forest Blvd. N. after closing and went to investigate. Both drivers had invalid licenses and were not allowed to drive, so both subjects called around for a valid driver.

• A solicitor without credentials was reported at 10:34 a.m. April 11 in the 4000 block of Empress Avenue N., for attempting to contact area residents at their homes. When deputies contacted the person and verified he had not taken out a peddler’s license with Hugo City Hall, the person left the scene.

• A property owner in the 16000 block of Everton Avenue N. at 9:50 a.m. April 11 reported the owner of the property next door being developed for cutting down three trees and a large amount of brush along the property line. The complainant said the trees and brush were on her land and were a visual barrier between her ranch and the development next door.

The people next door told deputies they thought there was an easement that allowed them to remove what they thought was dying brush. Deputies advised both parties the dispute was civil in nature and to start communicating with each other to resolve the issue before seeking litigation.

• Multiple items were reported stolen from a vehicle parked in the 5000 block of 120th Street N. at 5:02 p.m.

• A male, whom deputies described as impaired, reported that he wasn’t being allowed inside a residence in the 4000 block of Elm Drive N. at 5:55 p.m.

Paul, and she hadn’t seen him in a month.

• Criminal damage to a vehicle was reported at 7:56 a.m. April 14 in the 14000 block of Mercantile Drive N. after the complainant parked her vehicle and entered the day care to drop off her child. While inside, the complainant heard her vehicle’s alarm sounding and came out to find the rear passenger window broken out and signs of an attempt at the driver’s window.

No theft was observed, but a brown GMC Denali SUV was seen leaving the area.

• Theft from motor vehicle was reported at 9:47 a.m.

April 14 in the 14000 block of Victor Hugo Blvd. N. • Juveniles were reported for knocking on windows and doors at 2:00 a.m. April 15 in the 6000 block of 150th Street N.

Deputies located two of the several juveniles, both 17, and advised them that despite their being immune from curfew violations, there were noise ordinances and possible disorderly conduct charges to consider if their behavior continued.

The juveniles returned to a house in the 6000 block of 151st Street Court N., which deputies described as a “common house in the area for this type of disturbance.” Deputies then contacted the mother of one of the other juveniles and advised her of the situation.

A resident in the 6000 block of 132nd Street N. at 12:52 p.m. April 15 reported receiving a scam call from a person claiming to be with Medicare who was trying to request personal information. The complainant identified it as a scam call and immediately hung up.

Deputies issued a written warning to a speeding vehicle at 10:45 a.m. April 16 in the area of 170th Street N. and Forest Blvd. N. Deputies transported a male to the hospital at 3:25 p.m. April 16 after conducting a traffic stop on an off-road mini bike on a county trail in the area of Frenchman Road and Victor Hugo Blvd. N. An unidentified male was arrested on several outof-county warrants at 8:27 a.m. April 17 on Forest Blvd. N. and 120th Street N. after deputies were dispatched out on a report of a person, possibly in crisis, throwing things at cars. They assisted as cover officers for the Minnesota State Patrol.

An adult male was arrested at 4:28 p.m. April 17 in the area of Homestead Avenue N. and 147th Street N. following a traffic stop for expired plates and subsequent vehicle search.

A Minnesota motorist was issued a written warning at 10:28 p.m. April 18 in the area of southbound Forest Blvd. N. and 120th Street N. for speeding 69 mph in a 55 mph zone by deputies on stationary patrol, who clocked him on radar.

A suspicious vehicle reported parked for an extended period of time at 11:02 p.m. April 18 at a dead end in the 4000 block of Empress Avenue N. with its lights on turned out to be a male who had had an argument with his parents earlier and was gathering his thoughts.

Deputies gave the brooder a few phone numbers offering crisis services in case of future need.

• A motorist was cited for speeding at 8:19 a.m. April 19 on Frenchman Road.

• A credit card and money were reported stolen from a purse left at a business in the 14000 block of Victor Hugo Blvd. N. at 3:55 p.m. April 19.

• A catalytic converter was reported stolen at 8:18 a.m.

All concerned found out that items belonging to the complainant were moved out and stored at a neighboring residence by the landlord when the complainant went to Florida for two weeks.

PUBLIC SAFETY BRIEFS CLPD launches catalytic converter program The Centennial Lakes Police Department (CLPD) has announced it will partner with the Minnesota Department of Commerce on a catalytic converter pilot program. The intent of the program is to deter the theft of catalytic converters by marking them with unique identification numbers that permanently mark the catalytic converter. Through the program, residents of Centerville, Circle Pines or Lexington can visit the police station in Circle Pines to receive a free label that can be traced by law enforcement.

Steps to take to get a label for your vehicle:

1. Research how many catalytic converters your vehicle has.

2. Obtain your vehicle identification number (VIN) and license plate number.

3. Bring that information to the Centennial Lakes Police Department with your smartphone if you have one. If you don’t, there is a form you can fill out at the station.

4. You will need to register your vehicle upon arrival, and you will be given your sticker and etching compound to apply at home or take to a mechanic.

CLPD recognizes lifesavers

The Centennial Lakes Police Governing Board recently took the time to recognize CLPD Officer Bryan Johnson, Lino Lakes Police Officer Alex Hallin and Centennial Fire District Battalion Chief Matt Montain with Life Saving Awards for their lifesaving efforts during a medical emergency in Centerville back in February.

CLPD Chief Jim Mork explained that a woman had a heart attack and had a 100% blockage of one of her arteries. “Only about 10% of people survive that, and maybe 2% of those survive with no issues, and she has come through with flying colors,” he said.
