Shores of Oneka Lake: M/I Homes receives approval for 218 units HUGO — Over the years, the City Council and various commissions have reviewed several informal concepts, or sketch plans, for developments on property located adjacent to the west side of Oneka Lake.

Previous sketch plans included proposed developments named “Del Webb” and “Oneka Shores.” City Planner Rachel Juba explained that the previous projects were significantly larger and included additional property to the south and north of 165th Street.

Per the recommendation of the Planning Commission, the City Council unanimously approved a preliminary plat and planned unit development (PUD) general plan for a residential development to be known as The Shores of Oneka Lake. Grading could begin by August. The project is proposed to be built in four phases.

The developer is M/I Homes of Minneapolis/ St. Paul LLC and the 136.66-acre site (approximately 96 of those acres are buildable) is located north of Goodview Avenue and east of Highway 61. The preliminary plat includes 218 SEE SHORES OF ONEKA LAKE, PAGE 7

Hunt for the Golden Spike: Clues explained This year’s hunt for the Golden Spike did not last long.

(See “Hugo family finds Golden Spike after just 3 clues” on page 3.)

The Golden Spike was found in a toilet paper tube attached by a yellow ribbon to a tree in McCollar Park.

Several of the clues pointed to the sector of Hugo, and the roads leading to the Fable Hills neighborhood, where the Good Neighbor Days signature prize had been hidden.

In case you wanted to see all of the clues, and learn a little bit more about each one, here are the explanations.

HUGO BITS AND PIECES • The summer public works crew is now fully staffed. Most recently, the City Council approved the hiring of mechanic Steven Garcia as well as workers Corey Triemert and Riley Hollerback. The council also approved the hiring of two seasonal employees for the summer, which brings the total of summer employees to five.

• The city is looking for an associate planner for the community development department. City staff were hoping to find a community development intern after Emily Weber resigned from her position within the department. The internship position has not been filled, so the city will now advertise for an associate planner instead.

• Firefighter Jim Roettger has been promoted to engineer on the Hugo Fire Department.

• The Tough Mudder will come to Hugo July 9-10 at Wild Wings of Oneka. The council recently approved a temporary liquor license for the Hugo Lions to serve beer at the event. Beer will be supplied by Lake Monster Brewing, and race participants will receive one free beer with the registration if they are 21 years or older. Approximately 87% of participants will be 21 or older.

A special event permit was also approved for the event, which is expected to draw approximately 10,000 people on Saturday and 3,000 on Sunday.

• An application by resident Cathleen Pastorius, owner of 5342 142nd St. N., to split her 1.23-acre lot into two lots was approved. The proposed lots are 0.73 acres and 0.50 acres in size.

• A preliminary plat and planned unit development (PUD) have been approved for the Shores of Oneka Lake. (See full story on page 7.)

• A wetland replacement plan for the Oneka Elementary expansion project has been approved.

The White Bear Lake School District expansion plans for the elementary school will result in 0.025 acres of wetland impact. The district will replace the impacts to the wetland basin though the purchase of wetland credits from an approved wetland bank.

• A wetland replacement plan was also approved for Jim Reese and Cari Pratley for wetland impacts caused by the construction of a driveway to access the buildable portion of their property located south of 170th Street and east of Henna Avenue. Construction of the driveway will impact 0.35 acres. The residents will replace the impacts to the wetland basin though the purchase of wetland credits from an approved wetland bank.

• Matthew and Derek Pacula have been given the green light to construct a fence on their property located at 16094 Fairoaks Avenue even though it is within a drainage and utility easement, after the council approved an encroachment agreement.

• The city continues to pay its bills for the new public works facility. The council recently authorized payment No. 19 for $6,315 and No. 20 for $123,361 to Ebert Construction for work certified through May. • Liberty Classical Academy plans to add additional parking and a canopy to the former Withrow Elementary School. (Find more information on page 8.)

• The council has canceled its meeting scheduled for July 4 due to the holiday.

The next City Council meeting will be at 7 p.m. Monday, June 20, at City Hall.

WEEKLY WAG Olly is a sweet, 70-pound gentleman. He is a 1 1/2-year-old black mouth cur/redbone coonhound mix. Olly is very social, and gets along with all people and other animals, including cats, guinea pigs and even farm animals.

Hugo family finds Golden Spike after just 3 clues

HUGO — The hunt for the Golden Spike came and went in a blink of an eye this year, as it only took the family who found it three clues to figure out where it was hidden.

“I would say it was some strategy and some luck,” said Erin Jurkovich, who found Spike with her children, 15-year-old twins Cleo and Mason.

The family has lived in Hugo since 2005. This was the second time they have searched for the Golden Spike. The Jurkovichs were actually right by the winner back when Spike was found in 2019. “We were really close. We had been hunting for a long time,” Erin recalled.

Since they were so close to finding Spike last time, the family wanted another chance this year. The day before the hunt started, Erin said her husband mentioned the hunt was starting the following day, and the first three clues were already posted online.

The family read through the first three clues, and thanks to Clue No. 3, Mason had a hunch as to what park Spike was in.

Clue No. 3 was: “Dig not in the parks built for your pleasure Not buried nor wettened shall be this treasure Look around, on, or under — not over Dad’s shoulder 46 years, our fun festival is one year older!

Mason said it was the “not over dad’s shoulder” that made him think of the collarbone. He then looked at a list of city parks and stumbled across McCollar Park, a newer park located on Fable Hill Parkway in Fable Hill. (Fun fact: Spike was hidden in McCollar Park back in 2018.)

the dog when she walked by the park. She thought the family better check it out before someone else found it. She grabbed Cleo, and to their surprise, they found it around 8:30 p.m.

Cleo said the last time they searched for Spike, it was hidden in some trees, so she started searching around trees and found some trees with yellow ribbons tied to them, a tribute to the fact that Hugo is a Beyond the Yellow Ribbon Network city. “It was fun to look,” Cleo said.

“A lot of people didn’t realize (the hunt) started already, which maybe helped us a little bit,” Erin explained. “It was fun when she found it. That total joy, screaming and laughing.”

As the the official Spike Finders, the family received $600. The twins, who will turn 16 in September, plan to save the money to to help buy a car.

Fun fact — The Jurkovich’s neighbor, Michael Gerrell, has found Spike twice. The street they live on is now referred to as “Spike Row” by their neighborhood, Heritage Ponds. So of course, the plan is to try to find Spike again next year so that bragging rights stay on Spike Row.

COUNTY BRIEFS Spot mowing, weed spraying begins this week

Washington County staff will be spot mowing and spraying for noxious weeds in the more than 220 miles of rural roadsides June 15 through July 30, and again in October. This is being done to help comply with the Minnesota State Noxious Weed law administered by the Minnesota Department of Agriculture. Mowing will be used to prevent seed set and the following herbicides will be used to spray mowed areas: Escort XP, Milestone VM, and Liberate.

Property owners who do not want their roadside sprayed or mowed and who are willing to take responsibility for controlling and eradicating noxious weeds on the adjacent roadside may visit the Washington County North Shop at 11660 Myeron Road in

Stillwater Township to obtain signage, or call 651-430-4300.

Washington County Historic Courthouse temporarily closed for inspection

The Washington County Historic Courthouse will be closed temporarily as it is being inspected following the discovery of a fractured truss in the building. The courthouse is at the corner of Third and Pine streets in Stillwater, and is a part of Washington County Parks.

The courthouse, which originally opened in 1870, is undergoing inspection in preparation for renovation.

HGA, the Historic Courthouse design architects and engineers, were inspecting heavy timber trusses following the removal of the insulation in the attic of the courthouse. During observations, they discovered

one of the main trusses appeared to be fractured. This truss is one of four primary roof supports, a critical element of the overall roof structure. With the damaged truss now ineffective, it is likely the remaining trusses are supporting more of the roof load than intended.

Out of an abundance of caution, HGA has recommended installing shoring as soon as possible and avoiding occupying the spaces directly below the courtroom on the second floor of the building until shoring is in place. With this recommendation, and for the safety of customers, tenants and staff, the courthouse will be closed until the area is secured. It is anticipated that the building will be closed for one to two months, depending on the availability of a contractor.

POLITICAL BRIEFS Hugo native seeks District 33A seat

Hanna Valento has announced her candidacy for House District 33A, which includes the communities of Forest Lake, Hugo, Dellwood and Mahtomedi.

Valento grew up in rural Hugo. She started college at the University of Minnesota – Duluth and eventually transferred to the Twin Cities campus. After college, she earned her J.D. from Mitchell Hamline School of Law. At the age of 26, Valento became the youngest member of the Forest Lake City Council. She serves on the Rush Line Corridor,

cable commission and watershed district committees.

Gustafson seeks Senate District 36 seat Heather Gustafson, of Vadnais Heights, has announced her candidacy for Senate District 36, which includes the cities and townships of Centerville, Circle Pines, Lino Lakes, North Oaks, Gem Lake, Vadnais Heights, Birchwood

Village, White Bear Lake and White Bear Township.

Gustafson (DFL) started as a history major at Minnesota State Moorhead but fell into radio as a college job, which turned into a career for more than a decade. She worked at several radio stations in the Twin Cities, including a successful three years at K102. Gustafson and her family have lived Vadnais Heights for almost 12 years.

As her family grew, Gustafson decided she wanted a career change. She attended the College of St. Scholastica for a teaching license and a master’s degree, and eventually became a history teacher. Now Gustafson hopes to add Minnesota.

Memories made with my dad

ather’s Day is right around the corner. It’s a day to honor all fathers even if they have passed away.

I am lucky that my father is still in my life. He turned 80 in April and can still drive, fish and go to the casino. He has a few health problems and calls it, “a general wearing out process.” He didn’t like it when he couldn’t bowl anymore on his weekly Tuesday night league. He was in that league for over 30 years.

I am one of my dad’s three daughters.

Since he didn’t have a son yet, we girls were thrown into the world of sports. We were playing little league when there were not many girls playing sports at the time. There wasn’t any sport my dad wasn’t good at. I remember when he beat Noelle’s my brother-in-law at ping pong using a hockey puck as a paddle. It was pretty Notes funny.

Noelle Olson He also was invited to play in a Pro-Am golf tournament one year and played with Nick Price. I know that was a highlight of his life because he’ll tell that story to anyone who hasn’t heard it.

We were dragged to softball tournaments and Thursday night games. We didn’t always watch the games, but had fun at the park and hanging out the 5-8 Club.

We girls went on to play tennis throughout college and my dad never missed a match. It always felt good when my dad would watch me. He wasn’t one of those parents who is too vocal on the sidelines. He gave me words of encouragement. He did the same to my kids when they played sports.

For a few years, my dad worked as a softball umpire in the Twin Cities metro area to make money for us kids to have new school clothes. My mom wouldn’t let us go to his “umping” games. We kept begging to go and finally got our way. We only went once because people were yelling “colorful metaphors” to my dad. We didn’t like it. He kicked some of the players and spectators out. Looking back on it as an adult, my dad did the right thing.

I remember when I was in third grade and I couldn’t do a homework assignment because I didn’t have a ruler.

My dad went to the store late in the evening to get me a ruler. Believe me, this was a big deal because my dad never went to the store (unless it was to get a fishing license or fishing tackle).

Fishing with my dad Ever since I was a little girl, one of my favorite things to do is go fishing with my dad. He taught me how to fish as soon as I could walk. I’ve loved it ever since. We did most of our fishing at our cabin on Big Wood Lake in Grantsburg, Wisconsin. Our family vacations and weekends were spent there growing up and I wouldn’t trade that for the world.

We would have fishing contests and wonderful conversations. My dad would come back fro m every fishing outing and write down what happened in his fishing log. I still love it when we fish across the lake at Luther Point Bible Camp in the early morning. There is a huge cross on the point that is both peaceful and spiritual. And the fishing is not bad either once the campers are gone for the summer.

I didn’t know it at the time but those days on the lake taught me more than anything I could learn in school. He taught me history, math and how to treat people. I remember one time he specifically warned me about bullies. He said, “If you stand up to a bully, they will back down.” He was right. I’ve dealt with bullies throughout my life and do not tolerate them. I’ve realized that it doesn’t matter how old you are, they keep coming.

My dad has been there for me every step of the way.

His guiding hand on my shoulder will be with me for the rest of my life. Happy father’s day to all of you dads, grandfathers and uncles out there. May you feel appreciated, respected and forever loved.

Deadly Deja Vu

o Way To Prevent This, Says Only Nation Where This Regularly Happens” is a headline that the satirical news site The Onion has been posting (and reposting) since 2014. Normally, I wouldn’t choose to reference a news site primarily known for humor and satire when dealing with such a serious subject. However, the repeated postings of what is essentially the same headline and story with a few minor changes, seems to drive directly Angle of to the heart of the insanity of the seemingly endless cycle View of mass shootings we are witnessing in this country.

Paul Dols Along with fellow staff members here at the Press, I’m part of a scheduled rotation of columns throughout the year. Leading up to my turn I usually try to think of possible column topics.

I had chosen another topic and was hesitant to write about the latest mass shootings of innocent people, but ultimately decided that not addressing it would be avoiding a difficult and timely subject.

The choice of the editorial staff at The Onion to run the headline and story for the 21st time illustrates the predictable cycle of shock, mourning, media coverage, finger pointing, blame and calls for change that follow what are now, unfortunately, becoming commonplace events.

I can reference back to Press articles, including one in 2016 that refers back to another article that was published in 2013 following the shootings at Sandy Hook Elementary School.

Thoughts at the time included, “As starkly divided as our society and the current political landscape appears to be, one thing that I would sincerely hope everyone can agree on is that something must be done to stop the rampant slaughter of innocent people — in places they and members of their family had every reasonable expectation to believe were safe” and “If the murder of 20 children between the

ages of 6 and 7 (innocent in every sense of the word) doesn’t create some positive change, what will?” Before I finished writing this column the sound of the unmistakable and joyous chatter of a large group of young students from a nearby school provided me with a universal and visceral life connection. As they made their way down the street to an ice cream shop during the final days of the school year, I found it almost impossible to reconcile the possibility of this burst of seasonal joy suddenly and inexplicably becoming intertwined with senseless tragedy.

In a recent New York Times article titled, “The Arrow in America’s Heart,” Elizabeth Dias references a Buddhist parable that describes a man who has been wounded by a poison arrow. The man insists on knowing various details about the arrow including who shot it, the kind of poison and what type of feathers are on the arrow. Missing the point that what is most important is removing the arrow and tending the wound, he dies. The Exploring Your Mind website further explains the meaning of the parable as a way of valuing life and prioritizing what is important before it’s too late.

After reading recently published statistics revealing the millions of dollars the National Rifle Association (NRA) lobby directs toward congress and the members who reap the most benefits, along with details about the gun manufacturer Daniel Defense’s marketing strategy directed toward teenagers, it becomes much clearer that these gunmen did not really act alone. There is complicity and there should be consequences.

It sometimes feels like the majority of us are being held hostage by an extreme minority of our society and members of congress. Because they can be complex and intertwined, statistics indicate that it can take several attempts to break free from a dysfunctional or abusive relationship. It may seem hopeless, but we have to keep trying to stop this heartbreaking cycle of violence.

CAPITOL RECAP: Area legislators reflect on session FROM PAGE 1

Phone: 651-296-1253 I had three top priorities for this year’s legislative session: education, crime and helping Minnesotans manage historic inflation and afford their daily lives.

Empowering parents and supporting teachers: Schools request- Sen. Roger Chamberlain ed we keep it simple — literacy, special education and mental health funding, and no mandates.

• Partnerships – the Senate passed simple bills that would promote stronger partnerships between parents and schools by creating a more transparent curriculum process.

• Literacy – Nearly 50% of kids in Minnesota are not reading at grade level. The schools supported our mandate-free $48.2 million literacy initiative.

• Special education – Schools requested support for special education funding. We listened. The Senate passed record increases for special education funding from 6.5% to 40%, or $912 million over three years.

• Mental health – Finally, we increased funding by $15 million for the most challenging mental health issues.

Unfortunately, neither the House nor Gov. Walz accepted our repeated attempts at compromise.

Cutting taxes

• The Senate and House actually had an agreement on a broad range of tax relief to help seniors and working families, including fully eliminating the tax on Social Security benefits.

While there was an agreement, unfortunately Gov. Walz didn’t want to close the deal.

Keeping communities safe

• Supporting law enforcement – The Senate passed increased funding to recruit, retain and train more good cops to keep our neighborhoods safe.

• Tough on criminals – We also passed sentencing reform by strengthening penalties for certain crimes and requiring mandatory minimum sentences for others.

The Senate, House and Gov. Walz could not reach an agreement.

Vulnerable adults

• The Senate focused on the crisis in long-term care and disabled communities. Our proposal invested $1 billion to stabilize and reform long-term care facilities and group homes.

Mental health

• The Senate, House and Gov. Walz did reach an agreement on addressing mental health. The Governor signed a $93 million plan that addressed a variety of needs including extra beds and funding for greater mental health support in schools.

Keeping health insurance costs in check

• We passed legislation to extend a successful program that has stabilized the individual health insurance market and kept premium prices under control.

As your representative, I worked hard to defend our freedoms and liberties, and make Minnesota a more prosperous state.

Rep. Donald Raleigh Unfortunately, this year’s legislative session ended without movement on our top priority — tax relief. This was largely because Gov. Walz and House Democrats insisted on spending billions of dollars on growing government, not on significant tax reform that would have put more money in your pocket. Our estimates put the spending increase at over 16%. That is on top of our state expenditures of over $104 billion for FY 22-23 biennium, $48 billion of that from the general fund.

All of us are struggling with the impacts of historic levels of inflation, soaring gas prices and seemingly unprecedented grocery bills. Our family budgets are struggling to keep up with rising costs, and government spending more of your money is not the answer.

That’s why I felt it was so important to provide necessary tax relief this year. Failing to do so was a missed opportunity that would have helped you and your family.

My take: demands to significantly increase spending by billions of dollars in a non-budget year were unrealistic and unnecessary when government is already fully

funded thanks to last year’s two-year budget. Minnesota received nearly $80 billion in federal COVID relief dollars, resulting in a projected $9+ billion budget surplus.

While these demands prevented action that would have put money back in your pocket, we were nevertheless able to move the ball on several other important issues, including legislation that supports veterans and their families.

Next year I am looking forward to breaking apart the omnibus bills that have plagued our process. We need to hear and pass single-subject bills, not Frankenstein monstrosities. That will take some significant effort, but that is why you sent me to Saint Paul: to do the hard work for you and your family.

As always, it is my commitment to respond to the needs and priorities of you and your family.

SEN. CHUCK WIGER, DISTRICT 43

Email: sen.chuck.wiger@senate. mn Phone: 651-770-0283 So close, but yet so far. Legislators did pass several new laws, but couldn’t reach a final agreement on many matters as time expired.

Last month, legislative leaders reached a major bipartisan agreement: a mix of tax cuts, targeted investments for schools, health and human services and more, Sen. Chuck Wiger plus a bonding bill and strengthening the state’s reserve account.

Final passage of the tax bill, which I support, was contingent on other conference committees negotiating details and reaching agreements.

Most of these committees made significant progress.

Some reached a final agreement or were close. I served on the education conference committee, where $1 billion was allocated, and an agreement seemed reachable. We now need to finish this work.

If we can, that will mean almost $4 billion in tax cuts (e.g., eliminate state taxation of Social Security, and more); $4 billion in spending for education, health care, public safety; and a $1.5 billion bonding bill. Minnesotans expect us to get this work done. I will continue to push for us to come back and do it.

The bonding bill could potentially include funding for White Bear Lake’s proposed public safety center, building maintenance projects at Century College, LakeLinks Trail appropriation technical change, Tubman Center, Gibbs Farm, and more. It’s important that we also pass legislation addressing water permits and additional study related to White Bear Lake.

Though that work remains, we did pass several initiatives:

• $92.7 million in mental health resources.

• Bonuses of $750 or more to frontline workers who did not have the option to work from home during the pandemic.

• Veterans and Gold Star families provided various programs.

• Minnesota’s Unemployment Insurance Program was replenished while keeping businesses’ unemployment insurance tax rates flat.

• COVID-19 worker’s comp presumption for first responders, including firefighters, police officers, paramedics, and more.

• Reduced the cost of health insurance for Minnesotans who use the individual market.

• Funded nation-leading ALS research.

• Financial relief provided for farmers impacted by the 2021 drought.

Email: rep.peter.fischer@house.mn Phone: 651-296-5363 Neighbors, First, I want to express my sorrow to all those impacted by the recent mass shootings in Uvalde and Buffalo. These tragedies keep happening, and require us to take action.

The House DFL has fought for years to bring forth gun safety reforms supported by almost 90% Rep. Peter Fischer of the public, like red flag laws and universal background checks.

Both of those bills passed the Minnesota House in 2020 but the Minnesota Senate refused to even discuss the issue. We must do better for our children.

As required by the state constitution, the Legislature adjourned May 23. We moved forward on a long list of priorities for Minnesotans across the state, such as frontline worker bonus pay, investments to address the opioid crisis, and funding for Minnesota’s Unemployment Insurance Program to keep small businesses’ tax rates flat.

I am proud to say that in the Behavioral Health division that I chair, both parties worked together and

passed every bill with unanimous support. This is the second year in a row this has occurred and illustrates the good work government is capable of. The House also passed a $92 million mental health package that lifts the moratorium on new mental health beds for the next five years, creates ​​crisis homes for children, increases funding to programs that eliminate the barriers to mental health access, and more.

However, final agreements were not reached on our complete supplemental budget.

From the very beginning, I have been clear: my focus is on reducing costs for families, helping our young people, preserving our environment and improving public safety for everyone. The House DFL negotiated for months in good faith with Gov. Walz and Senate leadership. We hope to continue working with Republicans to find as many agreements as possible, because that’s what Minnesotans deserve. I will continue advocating for our communities, and I hope to write again soon after a successful special session.

REP. AMI WAZLAWIK, DISTRICT 38B

House DFLers wanted to use our state’s historic surplus to support students, workers and Minnesotans who need assistance. We advocated for investments in education, public safety, health care and other priorities.

Leaders from both parties agreed to invest $4 billion, provide $4 billion worth of tax cuts, and Rep. Ami Walzawik save $4 billion for the future. We passed several bills on a bipartisan basis, but important legislation was left on the table. I hope we can find a way to come together and complete our work. It’s what we agreed to do and what Minnesotans expect from their legislators.

While some bills didn’t make it across the finish line, we approved critical legislation this session. One of our notable accomplishments was delivering $500 million of bonus payments for frontline workers. This will benefit hundreds of thousands of people who kept our state running during the pandemic, including health care workers, first responders, child care workers and food service and retail workers. We also replenished Minnesota’s Unemployment Insurance Trust Fund, which was depleted due to the pandemic.

Legislators secured additional resources for veterans this session. We provided funding to prevent veteran homelessness, build new veterans homes and deliver bonuses to those who served during the post-9/11 era.

We delivered relief to farmers impacted by the 2021 drought and took steps to contain avian influenza. In addition to supporting current farmers, we approved legislation to help more Minnesotans enter the agriculture industry, a critical part of our economy.

House DFLers also protected Minnesotans’ reproductive freedom. We blocked attempts to restrict reproductive rights and access to critical health care services.

Other notable accomplishments include reforming Minnesota’s liquor laws, expanding mental health resources, funding nation-leading ALS research and securing unprecedented amounts of money to address the opioid crisis.

The regular legislative session is over, but we’re still working hard and trying to find compromises. We want bipartisan bills to be ready in case a special session is called. I hope we can return to the Capitol and deliver the results Minnesotans deserve.

Rask shared that he was hopeful grading of the site would begin by August for completion of phase I in 2022, phase II in 2023, phase III in 2024 or 2025.

Rask said the development would likely be a five- to six-year build out.

Northeast metro area is ‘bear country’

“If you live in Minnesota, you live in bear country.”

That is the first message visitors will receive when they navigate to the Minnesota Department of Natural Resources’ “Living with bears in Minnesota” webpage. This broad statement may come as a surprise to those who think of bear country as somewhere “up north,” but recent bear encounters in the metro area are evidence to the contrary.

Forest Lake area DNR wildlife supervisor Scott Noland has been at his post for the past eight years.

He said in that time, he has fielded calls about bears every year. When asked how many live in the area, he acknowledged that the statistic is not known, but generalized, “we don’t have many down here.”

Pertaining to the number of complaints and reported sightings, Noland pointed out that “one bear can generate a number of calls and concerns.” He said people call him for many reasons, including out of curiosity or alarm, or simply to report what they saw.

Though Noland said, “We’re definitely getting more reports,” he does not draw any conclusions from that alone. In fact, he said an increased number of citizen reports may be attributed in part to a proliferation of electronic

surveillance, namely doorbell systems that record images.

To help get a handle on a bear population that seems to be expanding southward and westward, the Minnesota DNR launched a bear tracking app on its website in 2018. It is an interactive feature that allows citizens to report bear sightings that occur outside of what is considered the primary bear range.

A quick glance at the map reveals dozens, if not hundreds, of reported sightings in Anoka, Ramsey and Washington counties this year. Most involve single bears, but some include cubs, namely one cluster of sightings in the Forest Lake area that appears to be a mother with multiple cubs.

While black bears are naturally shy and wary of people, they are often motivated by food to venture closer to homes and human activity.

For instance, there are more oak trees (acorn producers) in this area, which may cause some bears to push farther south from their core range, especially in a year when other natural food production is low.

Noland explained that was the case in 2021, which probably put many bears at a disadvantage going into hibernation and who woke up extra hungry this spring. When this is the case, they may roam extensively trying to make up for their monthslong calorie deficit. In the event that they do venture closer to people, bears will often find easy, calorie-rich

food sources like bird feeders and garbage containers.

Those bears that are addicted or otherwise dependent on human food sources become unnaturally habituated to humans. That is when they become a danger to themselves and us. For one thing, more time spent near humans increases the chance they will be injured or killed by vehicles.

Other conflicts occur when they become bold enough to approach and/or break into buildings for food, which increase the chances for physical confrontations with pets and people. Because of this, those that become “nuisance bears” are usually euthanized. Trapping and relocating has been found to be largely unsuccessful, since bears will travel hundreds of miles to food sources.

This reality gave rise to the mantra “a fed bear is a dead bear,” and underscores the importance of preventing bear-human interactions altogether.

Noland said it would be best for people to mind the basics: “The main thing is to make sure they don’t find food, so they keep moving through.”

That includes taking down bird feeders, bringing pet food inside and keeping garbage in secure places.

He also mentioned “hazing,” which is essentially making noise and otherwise trying to maintain a level of fear of humans.

concerned about their own safety. “(People) need to understand they are wild animals, and to respect them.

Isabella Zapata, of Hugo, now has the title of Mini Miss Minnesota 2022.

In July, Zapata will join other delegates from across America in Orlando, Florida, to compete in the national competition.

Delegates participate in on-stage questions and introduction, as well as evening gown and modeling competitions.

The winner of the America’s Little Miss National competition will receive many prizes, including many

opportunities for a full year as a role model and spokesperson.

Zapata would like to use her title as Little Mini Miss Minnesota 2022 to help bring awareness for other children to get their eye exams. For many families, most of the time eyeglasses are considered a cosmetic and not covered under health care insurance.

Isabella always says,

"Every child should feel awesome and great about wearing their eyeglasses just like me."

Isabella's goal is to help other children to have access to eye care and receive eyeglasses that they feel confident and fashionable in.

Since 2013, the Washington County Attorney’s Office has made an effort to raise awareness of the

importance of high school graduation.

Each year, high school students from around the county can sign a Pledge to Graduate online. Students are then entered into a drawing for a chance to win an iPad. One of the winners this year was Hugo resident Calista Castonaguay, a student at White Bear Lake Area High School.

The Washington County Board of Commissioners has appointed Kevin Magnuson as the Washington County Attorney. The appointment follows the death of former Washington County Attorney Pete Orput, who passed away April 3 at the age of 66. Orput previously announced his plans to retire once his term ended at the end of the year and had publicly endorsed Magnuson as his replacement.

“Pete put a lot of trust in me to lead the office and carry on his legacy. That is something I take very seriously,” said Magnuson. “I’m committed to pursuing justice with the same passion Pete had, and doing the right thing the right way.”

When a vacancy occurs in the office of an elected county official, state law sanctions the county board to fill the position by appointment. Per state statute, First Assistant County Attorney Brent Wartner has been performing all duties and functions of the office since Orput’s death.

“Kevin’s appointment as county attorney will ensure the continuation of the strong and thoughtful leadership established by Pete,” said Wartner. “We are grateful to the county board for recognizing Kevin as the best person to carry the office forward.”

Magnuson grew up in Lake Elmo and earned a Bachelor of Arts from Wheaton College in 1990. He spent time studying at Hebrew University in Jerusalem and bicycling through Europe before serving as an officer in the U.S. Army stationed in Germany.

After his service, Magnuson studied at Philipps-Universität Marburg in Germany and Katholieke Universiteit

Leuven in Belgium, where he earned his master’s degree in philosophy.

After studying law at the University of Leuven, he graduated from the

CONTRIBUTED University of Kevin Magnuson Minnesota Law School in 1999. He went on to clerk at the Directorate General for Competition of the European Commission in Brussels before returning to the Twin Cities.

Magnuson practiced civil litigation and criminal defense law for 20 years and has handled cases at every level of the state and federal courts, including the U.S. Supreme Court.

Magnuson joined the Washington County Attorney’s Office in 2019 and provides legal counsel to the county board, office of administration and department leadership on a variety of matters, including transit, attorney ethics, redistricting and, until recently, election law. He also prosecutes fraud and vulnerable adult cases. Magnuson lives in his childhood home in Lake Elmo with his wife and two children. He officially took the oath of office June 14.

Liberty Classical Academy gets OK to expand former school

HUGO — Liberty Classical Academy will construct an approximately 2,000-square-foot addition to the former Withrow Elementary School in Hugo.

The former school, located at 10158 122nd St. N, was a part of the Stillwater School District before it closed its doors in 2018. The building sat vacant until Liberty Classical Academy, which currently leases space at the Church of St. Pius X in White Bear Lake, purchased the property.

LINO LAKES — Otter Lake Animal Care Center, located at 6848 Otter Lake Road, has submitted a land use application for a conditional use permit (CUP) amendment. The proposed project will add a 2,850-squarefoot building addition to the existing facility for exam rooms, a treatment area and a surgery bay with supporting spaces. The two-story addition will be slab-on-grade. The existing building will receive some new finish work and a new coat of paint. A parking access road and new parking lot with 22 parking spaces will also be added.

In September 2019, the Lino Lakes City Council approved this amendment to the CUP for the proposed building and parking lot expansion.

Construction did not begin within one year after the date of approval and the amended CUP thus became void. The applicant has resubmitted the CUP application for review. Overall, the proposed 2022 project is the same one that was approved in 2019. Council was expected to approve the CUP June 13 (after press deadline).

• A suspicious vehicle reported at 3:10 a.m. May 11 pulling into the Festival Foods parking lot in the 14000 block of Victor Hugo Blvd. just as the employees were leaving turned out to be the bakery delivery van.

• Diesel fuel was reported stolen at 10:20 a.m. May 11 from a bulldozer in the 16000 block of Europa Avenue N.

• A resident in the 15000 block of Empress Avenue N. at 4:25 p.m.

May 11 reported receiving even more threatening text messages than before, after he reported the first round of threatening text messages to the Oak Park Heights Police Department.

• A Minnesota motorist was cited at 9:35 a.m. May 13 in the area of 165th Street N. and Harrow Avenue N. for driving after suspension, failure to display current registration and failure to provide proof of insurance after deputies conducted a traffic stop for significantly expired registration and discovered the driver's suspended status during the identification process. Because the driver refused to contact anyone to tow his vehicle away from the blocked intersection, it was impounded.

• The driver of a Buick sedan was cited at 2:15 p.m.

May 13 in the area of Irish Avenue N. and 122nd Street N. for failure to insure his vehicle, moving violations and driver's license violations, after he was pulled over for not signaling a right-hand turn from southbound Jody Avenue N. onto westbound 122nd Street N. During the traffic stop, deputies also discovered in the National Crime Information Center (NCIC) database that the driver had been suspended from driving. The driver admitted to not having insured the vehicle.

• A KOPS (Keep Our Police Safe) alert was issued at 8:28 p.m. May 13 following an order for protection (OFP) violation in the 13000 block of Europa Trail Way N. • Two suspicious vehicles reported May 15 in the area of Egg Lake Road and Foxhill Avenue at 7:16 a.m. and in the area of 137th Street N. and 137th Street Court N. at 1:00 p.m. turned out to be registered to the area and not of concern.

• A shooter reported at 1:45 p.m. May 15 in the 8000 block of 140th Street N. turned out to be on his own property and, therefore, was legally eligible to shoot, according to the Hugo city code.

• A suspicious vehicle reported in the 14000 block of Fondant Avenue N. at 10:18 p.m. May 15 turned out to be a watcher of the blood moon and lunar eclipse.

• A resident in the 15000 block of Forest Blvd. N. at 1:00 p.m. May 16 reported receiving threats from her son's girlfriend. Washington County Sheriff's Office deputies advised the complainant to obtain a harassment restraining order (HRO).

• A complaint of juveniles in a park in the 12000 block of Exhall Avenue N. after hours and received at 9:40 p.m. May 16, turned out to have been made when the park was still open.

• A grocery store in the 14000 block of Victor Hugo Blvd. N. at 10:34 p.m. May 16 reported a shoplifter stealing $30 worth of groceries.

• A leaf blower was reported stolen out a trailer belonging to a lawn service company parked in the area of Europa Trail N. and 130th Street N. at 9:30 a.m. May 17. The blower was later recovered in Newport.

• An intoxicated female was reported at 8:25 p.m. May 17 on Highway 61 just north of 140th Street N. The woman was trying to get out of a car due to being upset about her upcoming wedding.

• Contractors' materials were reported dumped into a wetland area near Fable Road N. and Fable Road Court N. at 10:28 a.m. May 18.

• Fraud was reported at 9:28 p.m. May 18 in the 15000 block of French Drive.

• A Hugo man, 36, was cited at 11:11 p.m. May 18 in the area of Forest Blvd. N. and 147th Street N. for driving after revocation, displaying expired registration and failure to provide proof of insurance after the driver spotted deputies and pulled over quickly to exchange places with his passenger. Deputies observed all of the maneuvering because they recognized the revoked driver before he spotted them.

• A suspicious vehicle reported at 1:21 a.m. May 20 in the 16000 block of Henna Avenue N. turned out to be a valid driver picking up a male living near the caller's residence.

• The Kwik Trip in the 14000 block of Victor Hugo Blvd. N. at 5:24 a.m. May 20 reported a theft.

• Juveniles were reported at 7:59 p.m. May 20 for tagging a school building in the 14000 block of Francesca Avenue N. and hanging out on the roof of the school. The juveniles were gone when deputies arrived on the scene, and the graffiti was gone after the very next rainfall, as it was written in chalk.

• The driver of a dark-colored sedan was cited at 12:58 p.m. May 21 in the area of Forest Blvd. N. and 147th Street N. for driving after revocation, following a traffic stop for an obscured rear license plate and obstructed taillights and brake lights. His female passenger was allowed to continue driving the vehicle. The subject admitted that the vehicle belonged to him and that he had a revoked license.

He was able to provide valid proof of insurance, however.

• A suspicious vehicle reported at 9:37 p.m. May 21 in the 14000 block of Victor Hugo Blvd. N. turned out to belong to building security investigating an alarm outage.

• A report of a suspicious person spotted behind a closed business in the 14000 block of Victor Hugo Blvd. N. at 11:21 p.m. May 21 turned out to be a valid concern, as the person was found to be in possession of marijuana wax. According to Minnesota statutes, marijuana wax is still marijuana. Therefore, its sale, manufacture and possession is prohibited.

The difference between pot and marijuana wax is that possession of a small amount of the leafy variety (under 42.5 grams) is a petty misdemeanor.

Possession of even 0.25 grams of marijuana wax is a felony.

• A suspicious vehicle parked at a boarded-up school in the area of 170th Street N. and Forest Blvd. N. at 6:39 p.m. May 15 turned out to belong to a man who left his residence to escape from a family argument he was involved in. The subject said he was planning on taking a walk.

The Washington County Sheriff's Office reported the following incidents: • A resident in the 15000 block of Emerald Drive at 11:30 a.m. May 8 reported harassment and feeling threatened by comments made by her soon-to-be ex-husband. Washington County Sheriff's Office deputies advised the complainant on how to obtain a harassment restraining order (HRO).

• A bike was reported stolen at 2:17 p.m. May 9 from a yard in the 5000 block of 145th Street.

• Deputies were dispatched out to the scene of disorderly conduct and threats at 3:36 p.m. May 9 at a dealership in the 14000 block of Forest Blvd.

• Deputies conducted a warrant traffic stop on a male at 4:49 p.m. May 10 in the 6000 block of 145th Street N. • Vehicle tampering was reported at 6:51 p.m. May 10 in the 5000 block of 159th Circle N., after the complainant’s surveillance cameras captured a male wearing white shoes and parking his darkcolored SUV near his neighbor’s residence before trying to gain entrance to a company vehicle parked outside it.

High temperatures at my station never broke the 80º mark and dew points have been in a very comfortable range. Up until this past Monday, the only measurable rain was on June 6. Anoka County did experience a passing shower Sunday morning but that exited the area, and Sunday had the best weather you could ask for. As I write this, Tuesday’s forecast was for 90º+. une marks Men’s Health Month, a time to focus on the physical and mental well-being of men. Overall good health relies on screenings and other evaluations with healthcare providers based on age, diet, and lifestyle choices, including tobacco and alcohol use.

But according to the Centers for Disease Control and Prevention (CDC), men are far more likely than women to go two years or longer without seeing a physician or other healthcare professional.

Experts don’t necessarily think men are healthier than women. Rather, men may be avoiding making medical appointments.

“I think a lot of us may have that tough man syndrome, the overall machismo mentality that whatever it is, I can power through it,” said Air Force Maj. (Dr.) Matthew Hawks, assistant professor in the Department of Family Medicine at Uniformed Services University of the Health Sciences in Bethesda, Maryland.

But regular appointments have proven vital for the prevention, detection, and early treatment of illness and disease.

Individuals should avoid behaviors that put them at risk of contracting hepatitis C, which causes inflammation of the liver.

Hepatitis C can be contracted by receiving a piercing or tattoo in an unsanitary environment, through injecting or inhaling illicit drugs, through unsafe sex, or if you are a healthcare worker exposed to infected blood through an accidental needle prick.

Apply sunscreen

Protect the skin from exposure to ultraviolet rays from the sun and tanning beds, as skin cancer is the most common form of the disease in the United States.

Simply reducing exposure can help prevent skin cancers and other damage.

This includes wearing wide-brimmed hats, applying sunscreen with an SPF of at least 30, avoiding the sun between 10 a.m. and 4 p.m., and wearing sun-protective clothing. Tanning beds are not safer for the skin than being out in the sun, so they should be avoided.

Get enough sleep

The importance of sleep to overall health is easily overlooked. Lancaster General Health says, while there is no specific data for sleep on cancer prevention, sleep deprivation can lead to harmful behaviors, such as overeating, drinking too much alcohol or being too tired to exercise, each of which increases cancer risk.
