Night to Unite, also known as National Night Out happens annually on the first Tuesday of August. This year that falls on Aug. 2. Night to Unite is a nation-wide program, which aims to strengthen neighborhood spirit, improve police-community relationships and spread awareness of crime prevention. Check with your local police department or city of residence to find out a list of neighborhood parties.

2022 is a big election year for Minnesota.

Incumbent governor Tim Walz seeks reelection among a slew of new opponents, and each of Minnesota’s House and Legislature seats are up for election. But before any of these candidates make it to the November ballot, Minnesota voters will select their favored candidates in the primaries Aug. 9 or from now until Aug. 8 if they choose to vote by mail.

Dr. Andrew Bramsen, a professor of political science at Bethel University, provides some insight on the Minnesota primaries to help voters understand what they might see on their ballot this August.

“Primaries don’t actually choose the public office holders. What they do is they choose the people who will be nominated to be public office holders,” said Bramsen.

Primaries instead identify a variety of candidates who are interested in running, and it is the job of voters to decide who they want to see on the November ballot.

Council will consider Goodview Estates Aug. 1

HUGO — The City Council will consider a preliminary plat for a residential development to be known as Goodview Estates Aug. 1.

Integrity Land Development Inc. is seeking approval of a preliminary plat for property located at 13452 Goodview Ave. N. The approximately 70-acre lot, which has 36.7 acres of buildable land, is located west of Goodview Avenue and north of 130th Street, and just east of Adelaide Landing.

The development would include 58 lots for single-family homes and two outlots. The lot sizes range between 27,326 square feet and 10,405 square

feet, with an average lot size of 13,643 square feet. The proposed density of 1.6 units per acre fits within the range allowed for the single-family residential (R-3) zoning district. Todd Ganz, president of Integrity Land Development, said the average home price in the development would be $750,000, and all of the homes would be located within the Mahtomedi School District.

City Planner Rachel Juba explained that access to Goodview Estates is proposed off of Goodview Avenue and two existing stub streets located off of 135th Street within the Birch Tree Ponds development. The developer would not be required to make any improvements to Goodview Avenue; however, funds would be placed in escrow for the developer’s portion of

HUGO BITS & PIECES • The city has once again received a clean, or unmodified, opinion on its financial statements for the 2021 audit. There were also no findings of noncompliance with laws and regulations.

• Wilson Tool plans to host its company picnic Saturday, Aug. 13, at Hanifl Fields Athletic Park. Approximately 900 people are expected to attend.

• The Hugo Fire Department (HFD) will donate expired gear to a nonprofit organization. In 2016, the Minnesota Legislature passed a new law allowing local governments to donate surplus equipment to nonprofit organizations. Before a city is allowed to donate surplus equipment, state statutes require the city to adopt a policy on how it will determine what qualifies as surplus equipment eligible for donation and how it will select nonprofit organizations eligible to receive donations. A policy is now in place.

The HFD has 23 sets of turnout gear (coat and pants) and 12 helmets that no longer meet industry standards for fire departments in the U.S. and thus have no resale value. The National Fire Protection Agency (NFPA) standards require the above-mentioned gear to be retired.

HFD will donate its expired gear to a nonprofit that sends the gear to impoverished countries around the world where it would be used by firefighters who cannot afford turnout gear and in countries that do not have NFPA standards.

• The city is one step closer to acquiring more property downtown. A purchase agreement for $365,000 is now in place between the city and the property owner of 14716 Fondant Avenue North. The city has been purchasing property in the downtown area from willing sellers since 1999 for economic development purposes as a way to facilitate redevelopment in the downtown. City staff was notified by the property owner that they are planning on selling their property, which contains a duplex with existing renters. This property would be added to contiguous land the city already owns.

• Lions Park officially has a new name. Lions Park will now be known as Lions Volunteer Park.

The pavilion, has also been named — Peder Pedersen Pavilion. Two monument signs, as well as signage on the pavilion, will be ordered and installed. The city plans to host a dedication event in the future for the pavilion.

• In order to hang holiday lights at City Hall, the new park building, along Highway 61 and in Lions Volunteer Park, the city will need to pay Russel Williams Home Services $10,500.

That price includes the removal of the lights as well.

• After interviewing eight candidates for the associate planner position in the community development department, the city has selected Max Gort. He will start in the position Aug. 8.

Most recently, the council approved pay request No. 11 for $28,790 to Shreiber Mullaney Construction for work certified through June 25.

• The city has updated its facility rental policy for the first time since 2012.

Changes were made based on current operations and the new facilities that will be available for public use.

The policy will continue to allow nonprofits, based on city approval, to use facilities regularly. Requirements related to the use of alcohol, clean up and gambling were also updated. The council will need to further discuss rental fees, recreation/scheduling software and staffing impacts in the future.

The next City Council meeting will be at 7 p.m. Monday, Aug. 1, at City Hall.

CENTERVILLE TIDBITS • For those wondering when the city was planning do something about its parking lot at City Hall, the City Council passed a resolution approving the plans and authorizing bidding for the 2022 City Hall parking lot and thin overlay street improvement project. Following a short public hearing, council approved the two-part project by a vote of 4-0 (Council Member Michelle Lakso was absent). The public hearing is one of two the city will hold on this combined project. The other will occur later this year when it comes time to assess benefitted property owners, according to Chapter 429 of state statute. The thin bituminous overlay project will encompass streets in the Hunters Crossing 2nd and 3rd Additions; Pleasant Marsh 1st, 2nd and 3rd Additions; part of Dupre Road and part of Progress Road. How many Minnesotans read newspapers?

M

innesota is home to 14,000 lakes, 12,000 loons, 135,000 seasonal lake cabins and 3.9 million newspaper readers. Really?

Really. Every month, 86% of Minnesota adults read newspapers’ print and online issues, according to a new Minnesota Market Study conducted by Coda Ventures.

The study measures media usage and purchase behavior of Minnesota adults across urban and rural zip codes (see full-page ad in this issue).

The 3.9 million Minnesota newspaper readers number might not come as a surprise to you. After all, you are reading a newspaper right now. You are in the majority of Minnesotans who value your newspaper’s local news and ads.

Who are these 3.9 million Minnesota newspaper readers? Coda reports: Above the • 78% are under age 65, • 68% are homeowners, Fold • 77% believe they have a responsibility to Matt McMillan shape the future of their communities, • 77% vote in local elections, 84% vote in state and national elections, • 80% believe newspaper advertising is important, • 69% take action as a result of newspaper advertising, • 57% use newspapers to decide which products to buy, • 72% have lived in the community 5 or more years, • 91% of the people who contact elected officials/community leaders, and • 92% of the people planning to attend local events such as festivals, fairs, concerts, sports and bars Minnesotans said they rely on local newspapers as their primary source of news and information about schools, local government, high school sports, local entertainment, candidates/ballot issues, crime and safety.

Minnesotans rely on newspapers for local advertising, too.

Most, 69%, said they take action on newspaper ads.

Minnesotans set a high bar in many areas. Think about it. The Gopher State has the nation’s greatest voting participation rate, not to mention an impressive variety of Paul Bunyan statues and the largest ball of twine collected by one man.

Minnesota’s lofty newspaper readership and action taken on newspaper ads is impressive. It makes sense readers who vote want to learn about local elections, learn about candidates running, and learn about local issues from a trustworthy local news source. Wise candidates and businesses buy ads in these same news pages where 80% of its readers believe newspaper ads are important.

Minnesota is home to 275 newspapers. Unlike other states, every one of Minnesota’s 87 counties has a newspaper. Most counties have multiple newspapers. And many newspapers are hiring. Really? Check out www.mna.org/member-classified to see dozens of current job openings.

However, some U.S. and Minnesota cities don’t have a community newspaper. Studies find cities and counties without a community newspaper pay higher taxes because no reporters are watching local governments, have lower voter turnout, have fewer candidates running for office and more partisanship.

Minnesota’s 3.9 million newspaper readers could fill up U.S. Bank Stadium’s 73,000 seats 53 times and still have a waiting line. Picture 53 U.S. Bank Stadiums. That’s a lot of readers. And Minnesota newspaper readers nearly double the 2 million Minnesota State Fair goers.

The pandemic was tough for many businesses. But Minnesotans desire for local news and shopping grew. Many newspapers saw a 30% bump in online readers seeking local health and school news. During the same pandemic period, a good number of Minnesota newspapers also grew subscriptions. Community members, like you, felt a need or desire to support their hometown and hometown newspaper. That rally to local news and taking action on newspaper ads is likely reflected in these strong survey results. How strong?

Imagine 3.9 million other Minnesotans – just like you – who care. You are the power behind your community. You are the power of community newspapers. Together, we are the power of healthy communities. Really.

Connecting with people is so very important

O

n my beat, I never know what the day will bring.

Late last year, I was waiting at a location in Centerville where a child was being picked up by the school bus. It was taking a bit long, so being my job is to investigate, I did just that.

On this date, a delightful young man was being loaded onto the school bus, wheelchair and all. I just Cops missed him, however gave Corner a wave and Andy Dixon spoke with his mother briefly.

Little did I know, I had just encountered someone so remarkable, words couldn’t accurately describe him. I advised his mother I planned to stop back from time to time and get to know her son, who I learned is named Easton.

After the holiday season bustle, I was finally able to introduce myself to Easton and I waited with him to catch the school bus. Easton was not able to speak in words, but he was listening. You

see, Easton came home with his family after being born in 2015, but only for a brief moment. Within 24 hours, life changed for the family as they knew it. Easton had medical issue after medical issue arise resulting in 109 out of his first 110 days in the world at the hospital. His breathing had stopped and the family was preparing themselves for the worst. Easton however, wasn’t ready to fold his cards just yet.

His breathing restarted and eventually he made his way home.

Now, at the age of 7, Easton makes noise to let you know he is there and he also attends school during the year. Each morning he faces the day as someone who is non-verbal, autistic, a high seizure risk, with hydrocephalus and a host of afflictions.

For the first few months of our weekly visits and checkins, Easton would make his noise to let me know he’s listening, while I managed to do all the talking. By the end of the school year, perhaps we came to an understanding that I talk too much!

Easton had his electronic tablet with him and rather than hearing me on this morning, he reached out, took

my hand and showed me how to tap the button on his tablet to watch a cartoon snippet together as we waited for the bus. At the end, he grabbed my hand again to say, “let’s watch another one”, so we did.

Connecting with people is so very important as humans and also as police officers.

He matters to me, and now I knew I mattered to him. Keep fighting the good fight champ and we’ll keep hanging out at the bus stop. It has been a pleasure getting to know you.

As police officers, we interact with people every day. We are here. You matter to us. Call us if you need us.

Rep. Donald Raleigh receives Guardian of Small Business Award

Gary (aka Dude) is a 1-year-old pit bull terrier mix who arrived at Ruff Start Rescue from a local shelter. Gary is 47 pounds and full of energy, but he also enjoys recharging and snuggling on the couch with his people. He likes to play tug and fetch, and he loves to go on walks.

Hiring quality people The Citizen published a letter from Amanda Carter on June 30 that asked the question, “How did we get here?” Sounds like Ms. Carter would like to have a small group of citizens become decision-makers for personnel decisions in District 624.

Hiring decisions are the responsibility of any organization’s leadership and not an outsider who just complains in the newspaper (or social media) with no real plan of action or understanding of the interview process.

For our community perspective, Ms. Carter’s letter of “concerns” was published before the new hire had even started her new role on July 1! That does not say much for people who claim to be champions of inclusion and diversity to be critical of a new person before they have even had a chance to begin their new role.

Separately, I had the privilege of meeting that new hire a few weeks ago and was impressed with her thought processes and communication skills. She will be a welcome addition to the White Bear Lake school community.

Congratulations to Dr. Kazmierczak and Dr. Gillespie for doing their jobs and hiring quality people.

Raleigh earned the award with a 100% score on the NFIB Minnesota Voting Record for 202122. The Guardian of Small Business Award is reserved for legislators who vote consistently with small business on the key issues identified by small business owners. Minnesota lawmakers who voted with small business on key issues 80% or more of the time during the 2021-22 legislative session earned the NFIB Guardian of Small Business Award.

management, two of which would also be used for irrigation. The developer also plans to have a gravel trail meander through the wetland areas on site.

Juba added the trail would eventually be city-owned and open for public use.

“Staff finds that the development meets the criteria necessary to approve the applications,” Juba explained. “Further, the development is consistent with the comprehensive land use requirements and subdivision regulations for the property.”

Over 10 residents attended the Planning Commission meeting earlier this month to ask questions and share their concerns about the proposed development. Many residents shared their concerns regarding construction traffic/damage to roads, speed of traffic on Goodview, lack of screening/removal of trees and drainage problems.

Residents Dan Sittler and Jordan Fry mentioned they were concerned about the fact that one side of the development only has one exit, whereas the other side of the development has two exits. Juba explained that because of the wetland complex to the south of Adelaide Landing, it wasn’t an option to punch a road through that development. “There is too much wetland, it was not feasible,” she said.

Resident Jaclyn Zakrzewski said, “I’m concerned with water and where it is going … Our sump pump goes off all the time, it doesn’t matter the season. The footings for our deck and fence fill up with water.

Many of my neighbors have had water issues and that was before all of this development. I’m concerned about how close the water is going to come to our neighborhood.”

Juba explained that the developer will need to have drainage and stormwater plans signed off by the city engineer. The developer is also not allowed to put any additional drainage on adjacent property, it must all remain on their property, which is where the

stormwater ponds come in.

Several residents expressed that traffic conditions on Goodview have already become dangerous, despite the reduction in the speed limit a couple of years ago.

“Now instead of going 70 mph they are going 60,” resident Barb Connolly said.

Resident Becky Hagle said, “People do go really fast. I have almost gotten run over many times by my mailbox.”

Two residents said they recently moved to Hugo from St. Paul to escape the noise and traffic. “We moved up here because we wanted more quiet. Now I see where this development is going to be, and it is right next to the road we live by. I’m concerned about traffic going through there,” Lauren Stacken said.

The Planning Commission ultimately recommended approval of the preliminary plat to the City Council. Commissioner Corky Lessard said all of the speeding and traffic concerns on Goodview Avenue needs to be addressed with the sheriff’s department.

Commissioner Matthew Derr said, “From a logistics standpoint, it is a challenging size lot. There is not a lot of buildable space on there ... I’m sure we would all like a secondary access on the west side there but it just can’t be done. I think (the developer) has done a good job of working with the land he has available for sure.”

Vice Chair Scott Arcand added, “It fits the guidelines.”

The developer will still need to come back to the council for final plat approval. Gantz said if all of the approvals happen in a timely fashion, 75% of the project (grading and infrastructure) should be complete before Nov. 15. He added that the project should be done by July 2023, and the two builders should have all of the homes built within three to four years.

School far from quiet while summer break is in full swing School may be out of session, but Centennial School District Staff are busy getting everything ready to go for September.

Have you ever wondered what goes on in a school district over the summer months after students and teachers head off on summer break? The buildings and grounds of Centennial Schools are far from quiet in the summer.

There is a pivot that happens after the final school bell rings on the last day of school. Cafeterias, gyms and classrooms in most elementary buildings are transformed into summer care facilities for Summer Kids Club C.A.M.P., the district’s summer school-age child care program. Community Education hosts an abundance of both youth and adult sports and recreational offerings, academic and creative classes, theater and other fine arts offerings and swim lessons in the community pool — and that’s

just to name a few.

Academics continue as classrooms are utilized at Centennial Middle School and Blue Heron Elementary specifically to serve students needing additional academic support throughout the summer. The English as a Second Language (ESL) program for adult learners also continues at Centennial High School.

Custodial staff orchestrate a summerwide plan that includes the clearing and cleaning of just about every hallway and classroom in every building to ensure a fresh, safe start to the school year for staff and students. The grounds crew works to maintain fields, green spaces and more. The technology department, comprised of eight staff, is preparing for the distribution of 1,000 new devices to both staff and students and ensuring the necessary software is ready to go to help students learn and teachers teach. They also support the technology needs of the

district staff.

Food service staff prepare round 600 meals a month in the summer. Those meals are served to students who reside in the Centennial Square community.

There are also districtsupported activities happening off-site, including Summer Fun, a summer enrichment program held at Centennial Square in Blaine.

Community Education hosts many trips for adults, including a visit to a recent Minnesota Twins game.

“The myriad of activity happening in and around a school district during the summer months helps to create those all-important meaningful connections within a community, bringing us together, outside of the traditional classroom,” said Cori Sendle, director of Community Education.

Capital project levy renewal will be on ballot in November

The White Bear Lake Area Schools District (WBLAS) School Board is asking district voters to consider renewing the existing capital projects levy in a special election Tuesday, Nov. 8.

According to Andi Johnson, director of finance, the capital project levy is scheduled to expire after taxes payable in 2023.

The renewal of the levy is projected to generated $2.6 million annually for an additional 10 years beginning in 2024.

“This levy is really critical for us to be able to meet all of our capital needs throughout the district,” Johnson said at the July 11 school board meeting.

“We’re really focused on four areas of spending.”

Funding will be used for: • Safety and security: Maintain and increase safety and security measures throughout the district.

• Technology and related services: Provide classroom technology, software and computers for students. Related services include the maintenance of equipment and technology staff.

• Textbooks, curriculum materials and equipment, and musical instruments: These items would be purchased according to the district’s curriculum

replacement cycle.

• Transportation: Purchase additional buses and vans for student transportation.

“We have a replacement cycle for all of our transportation vehicles, and some of the fleet’s getting pretty old,” Johnson said.

“So it’s important that we continue to maintain that so we have safe vehicles out on the streets.”

School board member Kathleen Daniels said she is glad that the the capital projects levy renewal is a flat rate, and that it makes sense to her and will be good for the district.

“We know that inflation in all of these areas has really gone up in 10 years, or even in the last couple of years, so I appreciate that the district is mindful that they’re going to keep that rate flat,” Daniels said. “Also, I think about how important these areas are to our students and our families.”

In other board action, the district is extending its agreement with First Student as its primary provider in transportation, with an increase of 5% for the upcoming 2022-2023 school year and 3% for the 2023-2024 school year.

The Washington County Sheriff’s Office reported the following incidents: • An intoxicated male was reported at 2:12 a.m. June 19 at the Kwik Trip in the 14000 block of Victor Hugo Blvd. N. • Washington County Sheriff’s Office deputies conducted two traffic stops for speeding June 19 in the 10000 block of 170th Street N. The first stop was at 7:57 a.m. for speeding 72 mph in a 55 mph zone, and the second stop was at 8:06 a.m. for speeding 89 mph in a 55 mph zone.

• A rental business in the 4000 block of 129th Street N. at 5:23 p.m. June 19 reported an unruly customer. When deputies arrived on scene, the male had vanished. However, the business owner vowed not to rent to that customer.

• A license plate was reported stolen at 6:01 p.m. June 19 in the 14000 block of Finale Avenue N. • Deputies observed three juvenile males out past curfew at 1:34 a.m. June 20 in the area of Oneka Parkway N. and Frenchman Road. Deputies assisted the youths home for the night.

• A burglary was reported in the 14000 block of Victor Hugo Blvd. overnight June 19-20.

• A resident in the 14000 block of Cosette Way N. at 10:38 a.m. June 20 reported someone for entering his garage and rummaging through his vehicle.

• A resident in the 14000 block of Geneva Avenue N. at 5:01 p.m. June 20 reported juveniles for cutting through his yard. When the complainant showed deputies where the youths lived, deputies immediately recognized the house from previous incidents. After deputies were unsuccessful at reaching the youths’ parents, they advised the complainant on prevention measures. At 4:42 p.m. June 25, the complainant reported the same juveniles for cutting through his property again.

The violation was not a trespassingin-progress, because the complainant had taken deputies’ advice and had installed a trail camera that showed footage of the youths from earlier in the day.

Again, deputies were unable to round up the youths’ parents. When the complainant asked deputies to trespass the juveniles, deputies advised him to call if he sees the boys again.

• A vehicle and mailbox confrontation was reported at 5:28 p.m. June 20 in the 14000 block of Geneva Avenue N. • A 12-foot extension ladder was reported stolen at 6:35 p.m. June 21 from the 17000 block of Forest Blvd. N. • A female known to deputies for her previous behaviors was cited for trespassing at a business in the 14000 block of Victor Hugo Blvd. N. at 9:05 p.m.

• A motorist escaped a citation at 9:24 p.m. June 22 following a traffic stop for speeding in the 9000 block of 170th Street N. after deputies smelled unburned marijuana emanating from his vehicle.

After the driver willingly handed the pot over, deputies took it into custody and released the driver.

• Approximately $10,000 in construction material was reported stolen overnight June 22-23 from a construction site in the area of 130th Street N. and Fenway Blvd. N. All the stolen wire was copper.

• A suspicious occupied vehicle reported at 5:27 a.m.

June 24 in the 14000 block of Homestead Avenue turned out to be a male waiting for work to begin up the street.

• A motorist was arrested for DWI at 1:17 a.m. June 25 in the area of 137th Street N. and Goodview Avenue N., after deputies conducted a traffic stop on a vehicle without headlights and detected signs of driver impairment. After participating in a number of standard field sobriety tests, the subject registered a blood alcohol content of 0.19. The driver was brought in, booked and released on formal charges.

• A suspicious slumper parked outside an address in the 14000 block of Victor Hugo Blvd. N. at 3:10 a.m.

June 25 turned out to be a woman sleeping in her car after it had died. She was waiting for her son to pick her up or jump start her car.

• An unidentified motorist was cited at 7:28 a.m.

June 25 in the 6000 block of Egg Lake Road N. for displaying expired tabs. Another motorist was issued a written warning at 11:18 a.m. that same day in the 8000 block of 170th Street N. for speeding.

• Residents in the 8000 block of 132nd Street N. at 3:20 p.m. June 25 reported damage to their property that occurred in May, after suspects broke the lock to their door. Nothing was stolen, however. The complainants said the break-in may have stemmed from an April house fire.

• An eastbound motorist was cited at 9:32 a.m. June 26 on Egg Lake Road N. and Geneva Avenue N. for speeding 50 mph in a 35 mph zone by westbound Washington County Sheriff’s Office deputies in their marked squad, who clocked him on radar. At 11:17 a.m. June 29, deputies cited another motorist at the same location and direction and for the same speed violation.

• A mother turned in her son at 1:36 p.m. June 26 for stealing items from Oneka Elementary School in the 4000 block of Heritage Parkway N. Her son turned around and identified two friends who were in on the burglary with him.

• Road rage was reported at 11:49 a.m.

June 27 in the 15000 block of French Drive N. after a middle-aged blond woman pounded on the complainant’s car window and pointedly noted that they were neighbors.

The blond woman seemed to be upset that the complainant drove around her on Farnham Avenue and 149th Street N. The complainant did not want deputies to follow up with the “neighbor” and only wanted the incident documented, in case her vehicle turned up damaged.

• A westbound motorist was cited at 7:17 a.m. June

29 on Oneka Lake Blvd. N. and Geneva Avenue N. for speeding 44 mph in a 30 mph zone by east-facing deputies on stationary patrol, who clocked him on radar.

• A manager of Anytime Fitness in the 14000 block of Mercantile Drive N. at 5:38 p.m. June 29 reported an inappropriate photo being disseminated by an unknown party.

• A resident in the 15000 block of Eminence Avenue N. at 2:06 p.m. June 30 reported her Wells Fargo bank accounts drained by an unknown suspect. Deputies provided the victim a case number.

• An ex-tenant of a property in the 5000 block of Egg Lake Road N. was mailed a citation for theft, following a report at 4:16 p.m. July 1 that he took a mini fridge that didn’t belong to him from the address when he moved out. The ex-tenant did not respond to deputies’ attempts to contact him.

• A motorist was issued a written warning at 4:23 p.m. July 1 on 170th Street N. and Elmcrest Avenue N. for speeding 70 mph in a 55 mph zone, after deputies “visually saw” him driving over the posted speed limit.

Deputies’ calibrated radar then picked up and locked the vehicle onto 70 mph. Deputies advised the motorist to keep an eye on his speed in the future.

• A resident in the 4000 block of Victor Path N. at 5:22 p.m. July 1 reported his Social Security number stolen and used.

• An unidentified individual was arrested at 6:54 p.m.

July 1 in the 17000 block of Farnham Avenue N. for assaulting a staff member.

• Parents in the 15000 block of Forest Blvd. N. at 7:32 p.m. July 1 reported their son for charging their credit card without permission. Deputies explained to the parents that their complaint was a civil issue.

• A resident in the 15000 block of Forest Blvd. N. who was arrested on July 1 and allowed her vehicle and possessions to be driven away from the arrest scene, reported that party at 10:52 a.m. July 2, when she was released from jail, for unauthorized use of her vehicle.

The complainant maintained that her boyfriend failed to return the vehicle and its keys to her.

• A resident in the 15000 block of Foxhill Avenue N. at 6:56 p.m. July 2 reported receiving fake automated messages from Amazon about authorizing a $999 purchase. The complainant did not give out any requested information and didn’t lose any money to the scam. Deputies emphasized the part about not giving out any personal information over the phone.

The complainant told deputies she just wanted the incident documented.

• A male with multiple warrants, as well as a Keep Our Police Safe (KOPS) alert, was arrested at 8:42 p.m. June 2 in the 15000 block of Forest Blvd. N. after he fled into a home. Negotiations were ongoing until he was taken into custody without incident.

BUSINESS BRIEF Oil & Water Charity Golf Tournament keeps growing TGK Automotive and Aquarius Home Services once again teamed up to host the annual Oil and Water Charity Golf Tournament Saturday, July 23, at Oneka Ridge Golf Course in Hugo.

The annual event began in 2017 when two TGK employees and two Aquarius employees were vying for bragging rights as the best golfers. They had so much fun that in 2018, they decided to start an annual tradition. In 2019, the idea of turning this into a charity fundraiser was born and over $2,000 was collected for the Hugo Good Neighbors Food Shelf. In 2020, approximately $11,500 was raised. In $2021, the food shelf accepted half of the collected $25,318; the other half was split evenly between the Hugo Beyond the Yellow Ribbon Network and the Hugo Lions Club.

This year’s tournament once again broke records. One hundred and eleven golfers participated and over $36,900 was raised for three beneficiaries: H20 for Life, Minnesota Adult/Teen Challenge and the Hugo Good Neighbors Food Shelf.

CITY BRIEF Clubhouse finally coming to Watermark LINO LAKES — Now that 518 lots have been approved for the Watermark development, a clubhouse will finally be constructed.

Watermark is a 372-acre master planned residential community consisting of 692 single-family lots and 172 townhome units totaling 864 housing units. Most recently, developer Lennar submitted a land use application for Watermark 5th Addition planned unit development final plan and final plat. The plat proposes 97 single-family lots and seven outlots.

The fifth addition will include the construction of a clubhouse. “It has been a part of the project since day one, it was just a matter of platting the amount of lots they needed to plat to meet the threshold for them to build the clubhouse,” City Planner

Katie Larsen explained.

The clubhouse will be 5,140 square feet (all on one level) and include a fitness room, yoga room, kitchen, community room and restrooms.

Larsen explained that there is some concern that users of the neighboring public park could use parking spaces set aside for the private clubhouse. For that reason, the plan is to construct a shared driveway between the clubhouse and park and add additional parking spaces for the park. Fifteen spaces should be adequate for the clubhouse, Larsen said.

Get to know us: Exhibitions: WBCA’s recently renovated building hosts three gallery spaces: the Ford Family Gallery, the Exhibition Hall and the Studio Hall. All exhibitions and opening receptions are free and open to the public. Currently, you can view Picking Up the Pieces in the Ford Family Gallery. This is an exhibition with the Minnesota Mosaic Guild, featuring work by their members.

Established in 2004, the Minnesota Mosaic Guild (MMG) was formed to promote the art of mosaic, foster exploration and experimentation in the media, provide educational opportunities in mosaic and share and celebrate the diversity of experience and knowledge in the media.

From June to August, WBCA hosts Imagine Art Summer Classes for Youth, with programming for ages 3-18. This is a fun time when the building is filled with kids creating art and exploring the outdoor campus. This year, WBCA was fortunate enough to receive funding through the Minnesota Summer Academic Enrichment Program (SAEP) offered through the Minnesota Office of Higher Education. This program provides stipends to cover the cost of tuition for low-income students in grades 3-11 to attend Imagine Art summer classes for youth.

White Bear Center for the Arts: How we got our space Travel down Highway 61 near downtown White Bear Lake and you’ll see the purple lights of White Bear Center for the Arts (WBCA) shining from the road. WBCA, a local nonprofit art center, is a space where you can learn new skills, broaden your understanding of art and create community. The art center has a rich history in White Bear Lake. The roots of the art center can be traced back to Edna Imm, an art teacher in White Bear lake in the 30s and 40s who brought together groups of artists for classes. In the 1960s, a teacher named Sister Florentine saw the burgeoning artist scene in White Bear Lake, started by Edna Imm, and decided to organize it.

She created the White Bear Arts Council in 1968, along with artists such as Polly Shank, Nels Femrite and Frank Zeller. They operated as the Arts Council for thirty years, primarily hosting events like the Northern Lights Exhibition, the WriteNow! Contest and the Sandcastles and Creatures Contest.

After hopping from building to building, the arts council needed

a permanent home, and in 1997 they moved into the Armory in Downtown White Bear Lake. There, they changed the name to White Bear Center for the Arts and began teaching classes for kids and adults.

With deep roots already in the community, WBCA began to grow.

Artist and teacher Frank Zeller developed the Arts in Elementary program, which brings art classes into local schools. The art center developed its clay program and began hosting events that allowed fellow White Bear artists to get to know each other. As they expanded, there was a need for more classroom space, and in 2013 the art center moved into its current location on Long Avenue.

Almost immediately after their new move, their parking lot was filling to capacity every day, and clay classes were bursting at the seams. In 2020 WBCA underwent an expansion of the building, adding on gallery, classroom and retail space, as well as an extended outdoor campus. They reopened in October of 2021 and have been settling into the new space.

If you are planning early retirement, AARP’s John Waggoner wants you to know several facts while acknowledging that it isn't for everyone.

In fact, it isn't for most people. Just 11% of today's workers plan to retire before age 60, according to an Employee Benefit Research Institute (EBRI) survey.

For many of those who do take the plunge, the reality of early retirement can turn out to be far different than the fantasy. Here are a few things to consider before you decide to retire early.

First, health care is expensive. Medicare doesn’t kick in until age 65 and the bridge — alternative — won’t be cheap.

“Private health insurance before Medicare kicks in costs an arm and a leg,” says Brian Schmehil, director of wealth management for the Mather Group.

Current law says your insurance costs can't be more than 8.3% of your household income.

For a person with a household income of $50,000, for example, a mid-level silver plan would be $346 a month, or $4,150 per year.

Second, it can be costly if you retire before age 59.5 because you’ll usually pay a 10% withdrawal penalty from most tax-deferred accounts (IRAs and 401(k) plans.

Third, if you are spending too much, consider this: If you sock away $250 a month — $3,000 a year — from age 25 to age 55,

TIPS:

you'll have about $237,000 when you retire, assuming you make no withdrawals and earn an average 6% annually on your investments.

Seemingly not a bad return on your $90,000 in contributions.

But if you work 10 more years and retire at 65, you'll have about $464,000, nearly double.

Why? The extra decade's worth of contributions helps, but that only adds up to $30,000. The real growth comes from another 10 years’ worth of interest earned not only on all the principal you contributed but also the interest earned on the interest that has compounded for four decades.

Fourth, consider how long you might live.

A woman who retires at 55 will have to make her savings last for 28.6 years, on average, compared to 20.4 years if she retires at 65. A man who retires at 55 will have to stretch his savings for 25.1 years, rather than 17.8. And for couples who make it to 65, there's a 25% chance that the surviving spouse lives to 98, according to the Society of Actuaries.

Fifth, you should consider your spending. A typical rule of thumb is that you'll spend about 80% as much in retirement as you do when you work. After all, you won't be shoveling money into your retirement account, commuting every day and, for that

matter, paying Social Security payroll tax, assuming you have no more earned income.

A J.P. Morgan Asset Management study found that there tends to be a “spending surge” by new retirees on travel, home renovations or relocation and other retirement-related lifestyle changes that levels off after two or three years.

Sixth, remember that housing expenses don’t retire when you do. Retiring without a mortgage is a common goal for would-be retirees, but it's a goal that many fail to meet.

According to an American Financing survey, 44% of retired homeowners between ages 60 and 70 still carry a mortgage.

Seventh is understanding that extra income can be hard to come by. Working in retirement might not be as simple as you think. While 74% of workers plan to work for pay in retirement, according to the EBRI study, just 27% of actual retirees reported working for pay. Even part-time work can be a challenge.

Eight involves the extra time you kill — that extra 40 hours. How much time do you realistically see yourself spending going on long walks, lounging poolside or curling up on the couch with a good book, especially after the novelty wears off? Think hard and

think long term before you retire. Do you want to volunteer? Go back to school? Pick up a new hobby or resume an old one? Come up with a plan in advance of retirement.

Ninth is the simple fact that you may need to make new friends. If you retire in your 50s, you may find that your current friends aren't around much — because they still have full-time jobs. While you have the luxury of catching a matinee or playing a round of golf midweek, those in your social circle who are working nine-to-five don't.

Finally, retirement isn’t always easy on couples. "Retirement is a major life transition, and you have to be patient with yourself and your spouse,” says Patti Black, a certified financial planner. “Most retired couples do not look like those pictured in ads and commercials.”

You'll have to decide how work around the house will change. Will you really share cooking, cleaning and yard work? And do you honestly want to be together 24-7, particularly if you downsize to a smaller home? These decisions can have serious consequences for a marriage.

“Gray divorce, or divorce after age 50, has doubled since 1990 while declining across all other age groups,” Black warns.

Now some of those points can be discouraging, but many people of all ages enjoy retirement.

Super Solomon, of Lexington, made a special appearance in the parade. Solomon was diagnosed with High Risk B Cell Acute Lymphoblastic Leukemia in April 2018. He endured three years of chemotherapy treatment and was cancer free in August 2020. In May 2022, Soloman’s cancer came back. He has been in and out of the hospital since then.

Centennial grad is veteran Vixen football player

Britta Clark almost went out for football as a senior at Centennial High School. Her dad and younger brother both played football and she envied that. She was serving as the Cougar team manager when she asked coach Mike Diggins about trying out.

Diggins told her, sure, if she could make it through the two-a-days, she’d be on the team. “But, I chickened out,” she said.

However, the 2011 CHS graduate did become a football player in her 20’s.

For the last five years, she has been a member of the Minnesota Vixen, one of 11 teams in the nationwide Women’s Football Alliance (WFA).

In fact, the 5-foot-7, 215-pound defensive lineman has played in league championship games the past two seasons, this year on national TV. Britta Clark has played “I’ll be back next year, defensive line for the for sure,” said Clark, 29, Vixen for five years a landscaper who lives in and has played in two Blaine. “I want to finally win championship games. that championship.”

The Vixen finished 6-3 this year, including playoff wins over the Nebraska Storm and the Cali War, then got thumped by the undefeated Boston Renegades 32-12 in the WFA PRO national championship on July 12 at Tom Benson Hall of

Fame Stadium Canton, Ohio. Boston, riding a 31game win streak, beat the Vixen in last year’s finals also.

One extra thrill this year: “We were on TV for the first time,” she said. “The finals were on ESPN2.”

In high school, Clark competed in swimming and track (hurdles, throws). “I was just average,” she said about her prep sports. “I didn’t take sports really seriously then.”

She does now, though.

Two acquaintances who play for the Vixen encouraged her to try out, back in 2018. Confident in her physical fitness, due to her grueling work as a landscaper, Clark tried out and made the team. She has been duking it out in the WFA trenches ever since. This season, she was one of eight linemen rotating in a defensive front four. She wears No. 93.

Like any football player, she’s sustained a few injuries: fingers, ribs, ankle, concussions. Nothing that would dampen her enthusiasm.

The women’s football rules are pretty much the same as the men’s rules, she said. Offenses tend to be more run-oriented, though. Minnesota had the most passing yards in the league, 115 per game, with rookie quarterback Erin Kelley from Apple Valley.

“We mainly try to hold the line,” she said about playing D-line. “I finally got my first (quarterback) sack this year, against Nebraska. That was pretty exciting.”

The Vixen are the longest-running women’s football franchise in the country — they started in 1999 — and play in the WFA’s top division. There are about 60 tackle football teams for women overall in the U.S. and Canada.

WFA teams play on high school fields. The Vixen home field is Edina High School, where their coach, Ryan McCauley, is a physical education teacher.

game, Clark said, and had 1,200 one game. Games can be seen locally on Town Square Television.

Her dad, Rob, who played high school football in upstate New York, and college football for Northwestern of St. Paul, is a big fan and helps with filming the games. Her brother, Jordan, two years younger, played for the Cougars and Southwest Minnesota State.

While the WFA billed as a semi-pro league, the players aren’t getting paid; sponsorships are needed to cover expenses. They play because it’s an adventure and they love it.

“I like the family atmosphere we have,” said Clark, whose hair is dyed red and black, the Vixen colors. “And I like to hit people.”

World Masters Athletics (WMA) is the worldwide governing body of masters athletics which includes track and field, cross country and road running events. Team USA took 2nd overall with 342 medals.

Over 4600 athletes from 90 countries participated in the games.

“Competing at the Games and representing Team USA was such an honor, says Gacek. “It’s always a risk to travel abroad for a competition, with jet lag, time zones, food, etc. but it was so worth it to go. I was able to challenge my limits and meet amazing athletes from all over the

PRIMARY ELECTION: Provides more options for voters FROM FRONT

WHAT’S ON MY BALLOT

Minnesota there appears to be a tendency for voters to also select the endorsed candidate for each party.

Candidates who aren’t endorsed are known as “fringe candidates,” and may not have much of a chance of appearing on the ballot in November.

As for Minnesota’s smaller parties, the Grassroots-Legalize Cannabis and the Legal Marijuana Now parties, they function similarly to the major parties, but voters can only select candidates from their selected party. This means they can’t switch over and vote for a DFL or Republican candidate in the primaries. They can, however, switch parties and vote for a candidate of a different party during the general election.

There will be a few nonpartisan offices on the ballot like township, school board or city and county offices. These offices will be listed on the back side of the primary ballot and voters can select any candidate here.

Depending on which congressional district a voter resides in, their ballot may not have the same number of candidates to choose from and will instead have just one unopposed candidate. It all depends on the variety of Democratic or Republican voters in the district. Statewide offices like attorney general, governor and secretary of state will have a bit more competition.

Bramsen suggests doing plenty of research before heading to the polls. Those who get to know what each candidate stands for and then make the effort to go out and vote is the best way for voters to make their voices heard from now until election day.

Minnesota didn’t always have primaries.

It used to be that parties would select their preferred candidate at their convention and that candidate would be the one to be on the final ballot.

Today’s primaries are designed to let average voters weigh in and have a say.

“Part of the legacy of trying to democratize our system more is (that) people said, ‘We’d really like to have average voters be part of this,’” said Bramsen.

While primaries do provide more options for voters, Bramsen explains that it can occasionally attract more extreme candidates, which can hurt the party and provide them with a less viable candidate.

“That has been an issue for both major parties at different points,” said Bramsen.

In Minnesota, voters can choose any party’s primary to vote in, but they can only choose to vote in one of the primaries.

Minnesota doesn’t have a complicated process of registering for a preferred party.

Voters can wait until the day they go to the polls to select which primary they’ll vote for.

Prior to the primaries, the major parties still make their own selection for their preferred candidate at the parties’ convention.

“That’s when they decide who they’d like to endorse. So, Scott Jensen for the Republicans and Tim Walz for the Democrats go into the primary as the endorsed candidate,” said Bramsen.

Just because a candidate is endorsed by a party, it doesn’t mean they’re the sole candidate for the party. It means the party has a preference for that particular candidate.

Voters still have the option to go against their party’s endorsed candidate and vote for someone else, but Bramsen said that in

We had to dodge this past Saturday’s rain as it came in waves beginning around noon before the last wave exited after 7:30pm. There was a wide range in totals. A heavy rain stalled just north of the Ramsey county border with rainfall totals over 1.5 inches. A station in Hugo reported 1.67 inches. My station in White Bear Lake totaled .43 inch. As welcomed as the rain was, we need more. the cooler temperatures that filtered in on Sunday and into the work week were a relief from our recent run of 90º temperatures. A drop in the jet stream to our south is largely to thank, as the heat was kept to our south where they experienced temperatures in the 100’s. One thing I’ve recorded less of this summer is days with high smokey haze. Enjoy the cooler temperatures as they won’t last long.

PUBLIC SAFETY BRIEFS Hugo man pleads guilty to multiple charges

A Hugo man has pleaded guilty to possession with intent to distribute methamphetamine and possession of a firearm during a drug trafficking crime.

According to court documents, on March 1, 2022, law enforcement responded to the Robbinsdale and Crystal area after receiving multiple calls of shots fired in the vicinity.

Officers apprehended Brannen Michael Stafford, 34, who was armed with a fully automatic, Glock 17 9-millimeter (9 mm) handgun tucked in his waistband. Police found several 9 mm shell casings on Highway 100 in the same vicinity.

Officers later searched a Ford F-150 that Stafford and another man had been driving. They seized another Glock 9 mm handgun, 100 rounds of 9

County board recognizes Sheriff’s Office employees

Employees of the Washington County Sheriff’s Office were recently recognized by the county board for their dedication and support to law enforcement.

Special Services Supervisor Amy Larsen was selected and awarded the 2020 Excellence in Support by the Minnesota Association of Women Police (MAWP). This is a competitive award to recognize a female who is a member of the support staff for a law enforcement agency who provides excellent day-to-day performance and who helps enhance the agency through innovative thinking, problem-solving, leadership and

Radio System Manager Nate Timm was recognized for his leadership in the Operation Safety Net Communications Unit (COMU).

Operation Safety Net Leaders found the need for an Operation Safety Net Communications Unit (COMU) in February 2021 and identified Timm as one of the unit leaders. At the initial meeting of the COMU, the team quickly identified that the effects of Operation Safety Net would be felt well beyond the city of Minneapolis and support would be required from across the region, state and, potentially, beyond.

County will retain services of private audit firm for coming years Washington County will provide notice to the Office of State Auditor that the county will retain a private firm for its audits for years 2022, 2023, 2024 and 2025 as provided for by state law.

A county that plans to change to or from the state auditor and a certified public accountant firm must notify the state auditor of this change

by Aug. 1 of an even-numbered year. Washington County has been pleased by the quality of the audits performed by the private audit firm and intends to retain the services of a private audit firm.

County will receive additional $195,000 for public health emergencies

Washington County will receive an additional $195,505 from the Minnesota Department of Health to assist in preparation and response to public health emergencies. The county board recently accepted the grant, which runs through June 30, 2023. The county has received grant funds for a number of years through the Centers for Disease Control and Prevention’s federal program administered by the state’s Department of Health to assist in preparing to respond to public health emergencies.

Acceptance of grant funds will allow the county to continue planning, training, exercising and responding to public health emergencies such as disease outbreaks, natural disasters, environmental health or bioterrorism. Preparedness activities are extended to community partners such as local medical providers, school districts, police, fire and emergency medical services and nonprofit organizations. This is an increase from the 2021 and 2020 awards, and results in a grant total of $731,345.

County board amends county’s ARPA project plan

Commissioners amended the county’s American Rescue Plan Act (ARPA) 2022 project plan to provide $7.5 million to invest in an affordable workforce housing project. Washington County received $50,975,893 under the ARPA of 2021, and the board approved a plan to provide for public health and other safety needs of county residents.

The most recent revision of the

plan will use $7.5 million fill a gap in financing the construction of 60 new affordable apartments. The Washington County Community Development Agency has an opportunity to construct 58 units with federal Housing & Urban Development (HUD) rental assistance. The new units would allow low-income residents to pay 30% of their income toward the rent.

The remainder of the rent would be paid through a HUD contract.

The financing for the project, which would require rent caps far below the market in Washington County, will be financed by tax credit investor equity, but still had a funding gap that the ARPA money will be used to fill. The CDA is working with a handful of cities to find the right site for the new development.

County, Hugo will work together on signal

Washington County will work with the city of Hugo to construct a traffic signal at County State Aid Highway (CSAH) 8, also known as Frenchman Road, at its intersection with Oneka Parkway after both parties approved a cost-share agreement.

Oneka Parkway is a collector street under the jurisdiction of the city of Hugo. The intersection has been designated as needing a signal system, which was planned for construction in 2024. The city of Hugo will be reconstructing Oneka Parkway in the area this summer and requested that the traffic signal be included as a component of the city’s project. The county will share the cost, and the combination of projects will allow the signal installation to occur earlier and reduce disruption to traffic.

No additional right of way is needed for the signal project, which will be managed by the city of Hugo.

The anticipated cost to the county is $230,400, which will be paid for with highway state aid funds. Washington County and the city will cooperate on future maintenance of the new traffic signal and on the existing nearby traffic signal at Victor Hugo Boulevard.

CHURCH BRIEF Youth represent Hugo at National Gathering Seven high school students and two adults from the Hugo area recently traveled to Houston, Texas to represent Hugo and New Life Church – Lutheran at the National Youth Gathering. This gathering is held every three years for high school youth in the Lutheran Church-Missouri Synod church body. The group from Hugo joined about 19,000 other high school-aged Christians from around the country and the world.

At the gathering, the youth spent their time listening to renowned performers and special speakers. Time for Bible study and worship was also a part of each day. While representing Hugo at the gathering, the students volunteered for a servant event at the Houston Food Bank, the largest food bank in the country.

If you have or are at risk for agerelated macular degeneration (AMD) there are vitamin supplements that may help slow it or keep it from getting worse. They are called AREDS formula supplements, after the Age-Related Eye Disease Studies that tested and fine-tuned the formula.
