HUGO — Sister city taxpayers will be off the hook for a roadway oops. As part of a Lino Lakes street maintenance project, a portion of 129th Street, which is technically in Hugo, was paved. The road goes around the north end of Bald Eagle Lake, which shares its shoreline with several municipalities, including Lino Lakes. That city did a “full-depth reclamation” project on Bald Eagle Boulevard N., which turns into 129th at Hugo’s border. Contractors continued paving the road 330 feet into Hugo to the Elmcrest Avenue intersection. The paving was not authorized by either city council. City Administrator Bryan Bear admitted the section was in poor condition and should have been paved with a previous project, but it was not. “Hugo was not aware this section was in Lino Lakes’ 2015 roadway repaving project,” he said. Third time’s a charm for agreement Centerville approves maintenance agreement with Lino Lakes

CENTERVILLE — The road is paved, but the two cities involved with that road have yet to start building bridges. On the third try, a joint powers agreement (JPA) governing maintenance of West Cedar Street — revised by Centerville and yet to be approved by Lino Lakes — barely squeaked by at the Oct. 28 Centerville City Council meeting. The 3-2 vote

(Council Members Steve King and Jeff Paar opposed) indicates just how unpalatable the whole matter remains for Centerville — even though the agreement is worded in its favor for the moment. “I say ‘no,’ no matter what happens,” Paar said after a discussion about whether Centerville’s neighbor would approve a JPA in which it must assume 90 percent responsibility for all costs of crack filling and seal coating the cities’ border street or whether mention of

crack filling and seal coating should be abandoned altogether. Being put on the spot to share responsibility for paving and maintaining 1,650 feet of West Cedar Street east of 20th Avenue S. (CSAH 54) has left a sour taste at City Hall. The Centerville council was apparently unaware about periodic project discussions that took place between Centerville’s outgoing city administrator and Lino Lakes city staff members last fall as

Centerville transitioned to a new city administrator. The paving project was initiated by Lino Lakes; Centerville’s Public Works Department is situated on the street, which until recently was surfaced in gravel.
