HUGO — Sister city taxpayers will be off the hook for a roadway oops.

As part of a Lino Lakes street maintenance project, a portion of 129th Street, which is technically in Hugo, was paved.

The road goes around the north end of Bald Eagle Lake, which shares its shoreline with several municipalities, including Lino Lakes. That city did a “full-depth reclamation” project on Bald Eagle Boulevard N., which turns into 129th at Hugo’s border. Contractors continued paving the road 330 feet into Hugo to the Elmcrest Avenue intersection. The paving was not authorized by either city council.

City Administrator Bryan Bear admitted the section was in poor condition and should have been paved with a previous project, but it was not. “Hugo was not aware this section was in Lino Lakes’ 2015 roadway repaving project,” he said.

Third time’s a charm for agreement Centerville approves maintenance agreement with Lino Lakes

CENTERVILLE — The road is paved, but the two cities involved with that road have yet to start building bridges.

On the third try, a joint powers agreement (JPA) governing maintenance of West Cedar Street — revised by Centerville and yet to be approved by Lino Lakes — barely squeaked by at the Oct. 28 Centerville City Council meeting. The 3-2 vote

(Council Members Steve King and Jeff Paar opposed) indicates just how unpalatable the whole matter remains for Centerville — even though the agreement is worded in its favor for the moment.

“I say ‘no,’ no matter what happens,” Paar said after a discussion about whether Centerville’s neighbor would approve a JPA in which it must assume 90 percent responsibility for all costs of crack filling and seal coating the cities’ border street or whether mention of

crack filling and seal coating should be abandoned altogether.

Being put on the spot to share responsibility for paving and maintaining 1,650 feet of West Cedar Street east of 20th Avenue S. (CSAH 54) has left a sour taste at City Hall. The Centerville council was apparently unaware about periodic project discussions that took place between Centerville’s outgoing city administrator and Lino Lakes city staff members last fall as

Centerville transitioned to a new city administrator. The paving project was initiated by Lino Lakes; Centerville’s Public Works Department is situated on the street, which until recently was surfaced in gravel.

Rev. Goiffon leaves trail of tales

Rev. Joseph Goiffon, born in France in 1834, served as the pastor of St. Genevieve Church in Centerville from 1861 to 1891. He wrote his autobiography, a copy of which is held in the collections of the Anoka County Historical Society, leaving many tales of his pioneer experiences.

In 1858, Goiffon left St. Paul in a caravan of eight comprised of “a brother of the Holy Family of Belley, brother Timothy, who had spent a year or two with Mr. Belcours [sic] in order to act as his servant; of the sister Superior from a new religious community that Mr. Belcours [sic] was trying to establish among the Metis of these countries.”

There was also a “very honorable man,” a French Cree Metis named Louis Marion of St. Boniface, the stepfather of Mr. Kittson.

In his writings, Goiffon made a distinction between the “savages” and the “Metis hunters” though they “had no more industries than the savages” but went to St. Paul for provisions and the sale of pelts from Pembina, North Dakota. The peoples called the Metis are French and Ojibwe or Cree descendants who had a homeland in the Red River Settlement.

Rev. Goiffon remembers his group’s simple transportation of a high-standing, two-wheeled cart led by a horse able to pull 1,000 pounds over rough terrain for the course of several months. The land covered along a variety of trails from Canada to the south has long been a source of pride and heritage for many. Goiffon references the route from St. Paul to Pembina, North Dakota: To make the journey of 500 or 600 miles, our animals, used to frugality, knew how to content themselves with the grass of the prairies. Oats or corn were not known to them. Their drivers did not nourish themselves any better; a cup of black tea with a few pieces of dried meat, or a piece of dried buffalo, was sufficiant [sic] to them … when they had a little flour, they mixed it with the buffalo meat and a little water, which we called Rababou … to eat the meat we used ordinarily Adam and Eve forks—the fingers, or a piece of pointed wood.

Despite these challenges to their comfort, the

travelers reported little in the way of challenges during their journey. He does, however, say the caravan of Metis preceding them by a few days didn’t fare as well.

I walked always ahead of the wagons with my companion, Mr. Louis Marion, thinking of no danger whatsoever, when, all at once, at a turning in the woods, we fi nd a hat of a Metis covered with blood … at that time the Sauteux [Sioux] and the Metis were at open war and had been for a long time.

With no further interaction noted between the groups, Goiffon arrived at “the great river of Red Lake”, and pondered the mighty river and their heavily laden wagons. Their Metis companions enacted a swift plan for crossing the barrier safely, beginning with allowing the horses and oxen to swim unharnessed.

One of them took a long rope, attaching it to his waist, and swam across following the horses; arriving on the other side, he acts as a ferry man. Those who remain on the opposite side take the other end of the cord and attach it to one of the wagons, which being made completely of wood and not having even the weight of an iron nail, flotted [sic] on the water like ordinary wood, attach to it another cord and throw the wagon in the river. He who had crossed to the other side of the river, pulls this rope and those who remained on the opposite shore ease on their rope … the question now is how to transport the merchandizes [sic] and the voyagers.

Undaunted, the Metis cut four branches and fastening them into a square, stretched a hide or cotton cloth over the frame. In this way, they shuttled the remaining items and people across the river safely. And so it was that the future priest of St. Genevieve entered the capital city of North Dakota, seeing for the fi rst time the “tiny homes of logs of a single story and covered with hay mixed with clay” that dotted the riverbank for about a mile, one of which inhabited by Mr. Belcourt.

For the third year, Roberts Family Life Celebration Home is inviting area residents in need to pick up a prepackaged Thanksgiving dinner. Learning curve lection results are in. Your candidates will be taking office at the fi rst meeting of the new year. It’s clear the system works. You voted some candidates in and some out and now the learning curve can begin.

Mayor, city council and school board elections are difficult transitions for employees who have jobs overseen by these elected public officials. The learning curve is steep, from the basic Robert’s Rules of Order, open meeting laws to the policies and procedures.

As newly elected officials settle in they get used to the public Publisher’s engagement or lack thereof.

Our reporters have a duty to View cover the information at these Carter Johnson meetings from planning and policy changes right down to eminent domain, where the government takes property for public use. Our local newspaper reporters work to cover the key topics that are important to you. As everyone settles in, it is my hope that both the reporters and the officials have a professional respect for one another and keep the lines of communication open. Along the way those newly elected will soon be quoted by our journalists who are working hard to keep the residents informed.

Public officials have opened up themselves to criticism-which can come not just at council meetings or public events, but while in line at the movie theater, in voice mails at their home, at church or while dropping their kids off at school. Letters to the editor may challenge them with questions. Understand the paper is a community communication tool that spans every group.

To residents and tter writers, I challenge you to be reasonable. Get to know your elected officials and don’t come out of the gate swinging, punching or screaming. Put vendettas aside, sit in on work sessions and meetings, volunteer and learn the process.

By attending a few meetings or a planning session before a problem arises, you’ll understand how to ask good questions and where, when and how to put the pressure on.

Often hundreds of hours go into the planning of a major development or school project before the actual vote takes place. Decisions that are made now impact the community well into the future. Many times residents are late to the starting line and ask us to do something, but it’s too late. Get involved before the vote takes place.

We have a good system that works when residents are involved. Learn about what decisions are being made, and get involved to help make the community a better place now and for future generations.

The bonds formed in combat t’s a lesson I learned more than 20 years ago, when I started searching for friends of my brother: The bonds formed in combat are in many ways stronger than family.

It may seem like old news.

But to me, it was an amazing revelation. I had no idea how deeply they cared for one another, until the Movers and soldiers who had fought “my” war Shakers unlocked their memory banks Julie Kink and let me in.

“My” war started on July 21, 1969 - the day my brother David’s helicopter crashed in Vietnam, just a month into his tour. Twelve days later, he died of injuries. He was 19. I was eight. I barely knew him.

It took me 25 years to feel comfortable enough to look for veterans who had served with David, and ask some questions about his last days. After three years, I began to fi nd buddies who trained or flew with him, including a fellow pilot who saw the helicopter crash that ended up taking David’s young life.

I

And even after that.

They were just like him then.

Young and invincible and ready to risk their lives for one another, the men who served in Vietnam pushed themselves to the limit, physically and emotionally. At 19, 20, 21 years old, they developed the uncommon ability to watch a buddy die, gather his things to send to his mom, and go back to fight another day. Above all else, what they were fighting for was each other.

They still carry the responsibility for their buddies’ lives on their shoulders every day. I now know what David meant in his last let-

ter home, when he wrote, “You’re never alone on a mission.”

At a cemetery in Middleton, Wisconsin, a former Vietnam helicopter pilot takes care of a fellow pilot’s grave, making sure that the grass is trimmed from the edges. He places flags there each Memorial Day, ensuring that the young man buried there is not forgotten. Even though the two men never met, their bond was forged in a long-ago war. And I am very grateful that David’s grave is being cared for.

There’s something life changing about being in the military. It becomes a part of you. You may leave the service, but it never leaves you. . . the world will always know you as a veteran.

And we owe you our deepest gratitude.

It’s in your court: What is trespassing? ith the arrival of fall in Minnesota, thousands of hunters will be heading out into the forests, fields, and swamps, hunting the often-evasive deer and waterfowl.

These hunters will see many signs posted warning them “NO TRESPASSING.” You may wonder whether all landowners, or state and regional parks, have the right to exclude hunters, ATV riders, and hikers.

Criminal trespassing may generally be defined as entering or occupying a building or land without a claim of right or the consent of the owner.

See Minn. Stat. § 609.605. Most trespass violations are misdemeanors punishable by a maximum sentence of 90 days in jail, a $1000 fine, or both.

However, it is a gross misdemeanor (maximum sentence of 365 days in jail, a $3,000 fine, or both) to enter a battered women’s shelter or housing facility and refuse to depart when requested.

The basic elements of the crime of trespass that must be proven by a prosecutor are these: 1. The person intentionally trespassed upon the premises of another.

2. The person refused to depart from the premises upon the demand of the lawful possessor.

3. The person acted without claim of right.

Minnesota law requires the

following for posted signs: 1. Building: A sign at least 8-1/2 inches by 11 inches that carries a general notice warning against trespass and is conspicuously placed on the exterior of the building, or within the property on which the building is located.

2. Construction site: A sign at least 8-1/2 inches by 11 inches Movers and that carries a general notice warning Shakers against trespass and is conspicuously placed Steve Halsey on the exterior of the building that is under construction, alteration, or repair, or within the area being protected. The number of signs posted depends on the acreage of the area being protected.

3. Agricultural land: A sign at least 11 inches square conspicuously placed at each roadway entry to the premises.

The sign must provide notice of a biosecurity area and wording such as: “Biosecurity measures are in force. No entrance beyond this point without authorization.” The sign may also contain a telephone number or a location for obtaining authorization.

4. Private or public land (to prohibit outdoor recreation, such as hunting): A sign displaying letters at least two inches high stating “no trespassing”

or similar terms. The sign must be signed by the owner, occupant, or lessee of the private land, or the authorized manager of the public land; alternatively, the sign may include the name and telephone number of that person. The sign must be placed at specific distance intervals or at certain spots on the land.

There is a particular statute prohibiting trespass on school property. It is a crime for a person to enter or be found in an elementary, middle, or secondary school building unless the person: (1) is a student, a parent or guardian of a student, or an employee; (2) has permission; (3) is attending a school event, class, or meeting to which the person, public, or a student’s family is invited; or (4) has reported their presence as required for visitors. A person (including an expelled student) who has been told by a principal to leave and not return cannot return to the school’s property for a year, unless given permission to return by the principal.

Most of the cases of trespass that judges see in court involve people who have been told by the owner that they may not be in a store (usually because of shoplifting) or in an apartment building or house for a certain period of time (often a year) but who then enters that premises anyway. Convictions usually involve

a small fine, suspended jail time, and an order not to go on the premises for another year.

Specific laws govern trespass and hunting on private lands. These laws, while similar to laws discussed above, do have their differences.

State-owned lands also have their own regulations related to hunting.

While much of state-owned land is open to hunting during established seasons, restrictions, like posted signs prohibiting entry, exist. Violating entry restrictions on private and public lands subjects a person to civil and criminal penalties, along with license revocation. Fines can be up to $3,000. For more information, the Minnesota Department of Natural Resources produces a handbook that outlines regulations about hunting on private and public lands. It’s a resource every hunter should read.

In summary, when hunting in Minnesota, be very careful about only hunting with the consent of the landowner and not on state land where prohibited.

Watershed district seeking stewards The Rice Creek Watershed District is seeking volunteers committed to water resource protection and driven to make a difference using their time and talents to support community outreach initiatives and clean water projects.

Master Water Stewards was created by Freshwater Society and successfully piloted in the Twin Cities from 2013-2015. Stewards have spearheaded innovative education campaigns and projects to clean up local lakes and streams. The program is modeled after Master Gardeners, with Stewards receiving significant training and support from district staff and local experts to complete a capstone project in the first year. In year two, 50 volunteer hours are required, decreasing to 25 hours annually in subsequent years.

If a property owner fails to notify the assessor within 30 days, the property may be assessed taxes due as if the property were nonhomestead.

Clothing drive for senior citizens Granny’s Closet will collect clothing and household donations for Anoka County senior citizens at the Circle Pines, Lexington and Lino Lakes city halls from Thanksgiving through Christmas. Items needed include new clothing of all sizes and colors, toiletries, paper products, laundry detergent, bedding and towels. Granny’s Closet is also looking for volunteers to “adopt” a senior citizen and fulfill a specific gift request by being a “Christmas Angel.” Granny’s Closet hopes to fulfill 400-500 gift requests this holiday season.

HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents: • A resident in the 6000 block of 147th Street N. at 7:12 p.m. Oct. 20 reported a truck following her vehicle. The occupants of the truck, who recently started following her, were seen setting off cherry bombs in her yard in an earlier incident.

• Tools, a welding unit and other equipment were reported stolen overnight Oct. 20-21 from a construction trailer belonging to a Hugo city employee parked at the north end of Bald Eagle Lake on 129th Street N. Shoe and tire imprints were recorded, and the investigation continues.

• A resident in the 15000 block of Glenbrook Avenue N. at 9:28 a.m.

Oct. 21 reported being awakened by the sounds of someone trying to open her lower level glass door.

When she went to check, she saw her mother’s ex-boyfriend at the door. The subject said he was trying to retrieve his cell phone and paperwork. Several weeks ago, the subject was found inside the residence right before the complainant noticed damage to the garage door. The subject admitted to Washington County Sheriff’s deputies that he entered the residence to retrieve his property but that he knew nothing about the damaged garage door.

• A St. Paul man, 38, was cited at 5:05 p.m. Oct. 21 on southbound Highway 61 for driving after revocation after deputies on routine patrol ran a license plate check.

The subject had to park his vehicle at White Bear Lake City Hall and fi nd other transportation.

• A bulldozer parked at a new construction site on Oneka Parkway N. north of 159th Street N. was reported vandalized at 7:26 a.m. Oct. 22, after its owner discovered the access door to the equipment open. The oil cap had been removed and dirt had been put into the oil tank. The bulldozer will not be damaged unless someone were to start the engine before draining the oil tank.

• A Minneapolis man, 26, was arrested at 10:45 a.m. Oct. 22 in the 4000 block of Education Drive N. for gross misdemeanor domestic abuse no contact order violation and cited for obstructing the legal process after deputies observed him enter a residence from which he had been banned. When deputies asked him to stop, he ignored them, entered the residence and locked the door.

• A resident in the 14000 block of Forest Blvd. N. at 10:39 a.m. Oct.

22 reported receiving notification from her credit protection service that someone had opened a fraudulent account in her name by using her personal information and changing to a Texas address before charging $1,649 to her.

• A resident in the 8000 block of 140th Street N. at 3:27 p.m. Oct. 22 reported criminal damage to his Ice Castle ice house and numerous items inside the ice house, listed on Craigslist, damaged or stolen.

Losses included a stolen comforter, a broken dinette set, and a couch that had sustained cigarette burns.

• A West Lakeland man, 19, was issued a written warning at 10:59 p.m. Oct. 22 on Frenchman Road N. and Forest Blvd. N. for cracked windshield, suspended object from rearview mirror, no license plate light and obstructed license plate.

• A Hugo man, 68, was cited at 9:08 a.m. Oct. 23 on Forest Blvd. N. and 140th Street N. for failure to yield the right of way after turning in front of another vehicle.

• An iPad was reported stolen at 1:58 p.m. Oct. 23 from a Chevy Suburban parked in a driveway in the 4000 block of Prairie Trail N. A neighbor witnessed a male getting out of the complainant’s vehicle, then quickly enter an Audi before driving away.

• A Hugo woman, 53, was arrested at 2:30 a.m. Oct. 24 at the Kwik Trip on Victor Hugo Blvd. N. and a St. Paul man, 32, was cited for theft after employees at the gas station saw an occupant of their red Saturn take a case of beer from the store and leave. Deputies located the subjects and found the beer as well as the intoxicated driver of the vehicle.

• A White Bear Lake man, 29, was mailed a citation after being caught on video driving away from the Kwik Trip on Victor Hugo Blvd. N. without paying for $40.79 in fuel at 5:16 a.m. Oct. 24. The same male was caught on camera on Oct. 19 fi lling up his truck and not paying for $47.38 in fuel. Deputies had tried to contact the subject several times to invite him to come back and pay his fuel bills without being cited, but never received an answer.

• Hit-and-run was reported at 12:31 p.m. Oct. 24 in the Festival Foods parking lot on Frenchman Road N. after witnesses observed a Hugo girl, 17, hit the victim’s vehicle while turning into a parking spot.

The subject exited her vehicle, looked at the damage and left. The subject said she didn’t think she had hit anything.

• Investigation continues after three males stole items from the Kwik Trip on Victor Hugo Blvd.

N. at 6:46 p.m. Oct. 24 and left in a truck bearing Wisconsin license plates. Employees had stopped the subjects in the store after they were observed cruising the aisles but not buying anything. The subjects turned over the bubble gum they had taken but refused to show any identification. The subjects were later located with two pairs of $2.19 gloves that belonged to the store.

Follow-up will continue.

• A Maple Grove man, 25, was issued a written warning at 8:06 p.m.

Oct. 24 on Frenchman Road N. and Forest Blvd. N. for white light to the rear, failure to change address on driver’s license and no proof of insurance.

• Residents in the 12000 block of Europa Avenue N. reported their vehicle rummaged through overnight Oct. 25-26 while parked in the driveway. Nothing is missing, but deputies will start extra patrol in the area.

• A woman wearing a White Bear Lake sweatshirt just after midnight on Oct. 25 reportedly took an item from the cooler in the Kwik Trip store on Victor Hugo Blvd. N., put it in her purse and left the store without paying. The male who was with her was captured on video spinning the sunglasses display around before taking a $15 pair as well as eyedrops and other items. An employee description led Washington County Sheriff’s deputies to the female at her house, where she denied knowing that her companion had stolen anything. The male said he didn’t take anything. The investigation continues.

• A rash of open line 911 calls to Ramsey County during which officials heard an adult or child screaming was reported at 8:41 a.m. Oct. 26 from Forest Blvd. N. and 125th Street N. The Oneka Elementary School principal at 8:53 a.m. Oct. 27 reported two students involved in making several calls to 911, claiming that a man in Oakdale was going to kill everyone. T-Mobile records traced the calls to a 7-yearold boy, whose mother became aware of the activity and took the boy’s phone away.

• A resident in the 15000 block of Finley Avenue N. at 4:11 p.m. Oct. 26 reported someone using his name, address and Social Security number to open an account with T-Mobile. Deputies advised the complainant to change his Social Security number and to check his credit report regularly.

• A black bear was reported at 10:21 p.m. Oct. 26 on Highway 61 at County Road 8.

• A Stillwater man, 20, was cited at 1:43 a.m. Oct. 27 on eastbound 170th Street N. at Jeffrey Avenue N. for speeding 67 mph in a 55 mph zone.

• A loose cow was reported at 5:17 p.m. Oct. 28 in the ditch on 170th Street east of Jeffrey Avenue N. The cow was able to jump through the barbed wire and return to her property without the knowledge of her owners.

• A St. Paul woman, 20, was cited at 9:45 p.m. Oct. 28 on 130th Street N. and Forest Blvd. N. for driving after revocation after being pulled over for tabs that expired in August. The subject said she had just bought the car and received the tabs two days earlier. She was directed to leave her vehicle right where it was for a valid driver to collect.

• Carpet and carpeting materials

were reported dumped illegally on Oneka Lake Blvd. N. east of Greene Avenue at 9:20 a.m. Oct. 29.

• Deputies on routine patrol found city street signs knocked over at 9:47 a.m. Oct. 29 on 126th Street N. and 126th Street Court N. and notified Hugo Public Works.

• A trailer carrying a walk-behind bobcat was reported stolen at 11:11 a.m. Oct. 29 from the 5000 block of 165th Street N. • A Hugo woman, 20, was arrested on a fail-to-appear warrant at 3:59 p.m. Oct. 29 in the 4000 block of Rosemary Way. She was securely handcuffed and transported to jail.

• A Minneapolis man, 41, was issued a written warning at 5:46 p.m. Oct. 29 on Egg Lake Road and Geneva Avenue N. for speeding and failure to provide proof of insurance.

• Two camouflaged males were reported at 7:56 a.m. Oct. 30 sitting in their vehicle parked in the 4000 block of Rosemary Way. When deputies arrived, they found only one sleeping male.

• A $200 aluminum boat was reported missing at 9:51 a.m.

Oct. 30 from the roadway near a construction site on 129th Street N. and Ethan Avenue N. The boat had no motor, identification or lettering, and employees at NRI Recycling said that no one had come in trying to sell the boat for scrap.

• Credit card fraud was reported at 5:08 p.m. Oct. 30 in the 15000 block of Glenbrook Avenue N. after the complainant noticed four fraudulent transactions from Michigan on her fiance’s account.

The couple had used the card only once — in an establishment in Lino Lakes — and think the card was skimmed.

• A Minneapolis man, 25, was cited at 11:23 p.m. Oct. 31 on southbound Forest Blvd. N. and 146th Street N. for driving after suspension after northbound deputies on patrol pulled him over for speeding 43 mph in a 35 mph zone. The subject admitted to doing 40 mph, but said he should not still have been in suspended status.

• A resident in the 15000 block of Farnham Avenue N. reported loud explosions at 1:27 a.m. Nov. 1 coming from different directions.

She said they could have been fi reworks going off.

• Shoplifting from the Kwik Trip on Victor Hugo Blvd. N. was reported at 3:26 a.m. Nov. 1 after a white male in his 20’s was seen putting a bottle of orange juice, candy and gum down his pants and walking out of the store without paying. The store clerk asked deputies to ban the subject from the store, once his identity becomes known.

• A resident in the 15000 block of Enfield Avenue N. at 3:48 a.m. Nov. 1 reported a male throwing objects at her bedroom window, then lying down on her front lawn. The subject told deputies he was trying to gain the attention of the complainant’s daughter to “talk to her and make sure she was OK”. Deputies advised the subject that his behavior was not an appropriate way to contact the girl. The girl’s mother told deputies her daughter had been in an on again/off again relationship with the male and that she was relieved to fi nd it was the boyfriend intruding on her property in the wee hours and not some unknown threat.

A change to the Washington County annual housing action plan under the federal Community Development Block Grant and HOME funds will add $121,000 to the Hugo Habitat for Humanity project, after the County Board approved the change Nov. 3.

Washington County’s 2015 Annual Action Plan described the Twin Cities Habitat for Humanity Generation Acres Project, which is constructing four single-family townhome units in Hugo. The project requested $157,684 of HOME funds for program year 2015 and was awarded $35,903 due to available funding.

The HOME Consortium has previously unallocated HOME funds that must be committed to a project by June 30, 2016 to remain in compliance with timely spending for the program and commitment compliance with HUD. This amendment to the 2015 Annual Action Plan will use pre-2015 HOME funds in addition to current year funds, increasing funding to Generation Acres to $157,684.

The 2015 Annual Action Plan also described the Piccadilly Senior Housing Project, which proposed to build a 79-unit senior housing building in Mahtomedi. The project was awarded 2014 and 2015 grant funds of $352,709 for soil remediation at the site of the senior housing development. The proposed amendment to the county’s Annual Action Plan will revise the project activities to include soil remediation and site improvements.

the separate maintenance agreement at that meeting and again at the Oct. 14 meeting until it could be rewritten.

City staff rewrote the agreement so that Centerville would be obligated to pay only 10 percent of the crack fill and seal coat responsibilities instead of splitting it evenly with Lino Lakes.

“Even if there is substantial repair, I didn’t want to get involved until that other street (21st Street) was tied in,” King said. “It’s their road ... why would we fix a road that doesn’t have any

value to us?”

In an attempt to distance Centerville from obligation to Lino Lakes any way that he could, King also asked staff to rewrite the recital portion of the agreement to say that Centerville participated with Lino Lakes in paving the road, rather than “paved the road” with Lino Lakes.

Centerville also removed street sweeping duties, ditch mowing and maintenance of the gravel shoulders.

Rather Centerville taking on sole responsibility for maintaining the stormwater drainage system, city

staff inserted instead that each city will inspect and maintain the system within its own boundaries.

And how might Lino Lakes feel about Centerville’s changes to the JPA? City Attorney Glaser said he had been having conversations with Lino Lakes city staff and didn’t know whether they would sign off on the revised agreement. “Their staff was upset, to be honest,” he said.

Lino Lakes didn’t object to the first change in the recital, Glaser said, but when the division of cost changed to 90/10 percent against them, “we heard

back from them, asking why we were doing this.”

In finally approving the redraft, Centerville left out the paragraph about division of cost entirely.

Centerville could direct Lino Lakes not to spend any of its money before there is an agreement about any single repair project, City Engineer Mark Statz said. “‘Any dollar spent that you (Lino Lakes) expect us (Centerville) to participate in will be done by separate agreement,’” he added.

Hugo Bits and Pieces The Hugo City Council conducted the following business at its Nov. 2 meeting: • Approved a motion requesting public works hang Finance Director Ron Otkin’s awards plaque. The plaque is heavy from the department’s many government accounting and financial reporting awards (a total of 22) and Otkin is still waiting for it to be hung on his office wall. Otkin also said the Government Finance Officers Association of the United States and Canada Award for Excellence in Financial Reporting would not be possible without the performance of clerk Anna Wobse.

Councilman Mike Miron said the annual recognition should give residents “confidence in our financial department and its transparency here in Hugo.â€? • Approved issuance of educational facilities revenue bonds in an amount of no more than $8.8 million.

Bond proceeds will go to the Autism Opportunities Foundation, a nonprofit doing business as the Minnesota Autism Center. The center is building a private school for students grades 4-12 diagnosed with autism spectrum disorder in Eagan. The borrower will pay the city an issuer’s administrative fee of one-quarter of 1 percent of the principal amount of the bonds. No one spoke during a public hearing on the proposal. • Approved performance review for building official Chuck Preisler.

Councilman Chuck Haas said the city is fortunate to have someone of the quality and character of Preisler. “He is competent and professional and another example (like Otkin and Wobse) of someone who has served Hugo a long time,â€? Haas noted. • Approved reduction in letter of credit for Meridian Land Company’s Fox Meadows 2nd Addition.

The original letter of credit was $1.48 million for construction improvements. It is being reduced to $155,000. • Approved appointment of Lynn Patzner as Planning Commissioner. He fills the vacancy left by the resignation of Cinde Morris.

Mayor looks forward to doing ‘good things’

LINO LAKES — Jeff Reinert was glad to be re-elected as mayor and will be working with two new city council members.

Reinert has served as mayor for six years and has lived in Lino Lakes for 40 years. He thinks the Lino Lakes area is one of the best around and he has been able to see its “gem� neighborhoods since he became involved in politics 16 years ago. “I always thought this community had such great potential with the lakes and nature,� he said. “It’s just a great place to grow up and live.�

Reinert’s goal as mayor is to “be a part of keeping that going.� He also aims to keep taxes low and has a track record of doing that — he said taxes are still 6.5 percent lower than when he first became mayor. “I think people like the way we run the city very fiscally and conservatively,� he said. “I’ve been elected seven times.�

Reinert is looking forward to the “reinvigoration of developments� in the city and working out his ideas on how to increase returns on the city’s fund reserves. “Even one-half percent would bring the city $175,000,� he said.

As mayor, Reinert reorganized City Hall to establish more efficient operations. He also worked with the council to incorporate the city’s fire service and police service into one department, the Lino Lakes Department of Public Safety. The model is based on similar models in Woodbury, New Brighton, Burnsville

and Plymouth.

The move was controversial in the community as the creation of the department’s fire division meant the city’s separation from the Centennial Fire District.

Lino Lakes is putting the finishing touches on a new fire station, which will be ready in December — right before the split becomes official in 2016.

The new station cost $3.6 million, but will be economic in the long run, Reinert noted. It has an attached training center where its 42 firefighters can receive 11 of their 12 certifications, saving money on outside training. At the training facility, law enforcement personnel will be trained as firefighters.

Reinert noted that the cops will be as well trained as volunteer firefighters have been, who typically work in occupations other than public safety. “These [people] who are cops, they live and breathe public safety,� said Reinert.

Out of Lino Lakes’ emergency calls, 4 percent are for fires, and most of those are false alarms. Since law enforcement personnel are typically the first ones on the scene, Lino Lakes decided to cross-train 20 police officers and equip their vehicles with some firefighting equipment.

In the case of an actual fire, the entire volunteer

firefighting team would be deployed. Enough officers would be on site to serve as law enforcement as well. At the last fire in Lino Lakes, seven fire departments showed up under the city’s mutual aid agreements.

Reinert believes the new public safety program is a forward-thinking model that will yield improved service and a reduced fire budget.

Reinert also aims to continue to build up Lino Lakes as a Yellow Ribbon city in partnership with the network, which provides support to military families. A kick-off event was held in early October. He also wants to garner donations to build a Lino Lakes Veterans War Memorial. A 97-year-old WWII vet and architect will be designing the memorial. “It was nice to get re-elected,� he said. “Now I have a shot to do these other good things.�

Reinert, the co-founder of a biotech company, MNPHARM, gained just over half of Lino Lakes’ mayoral votes on his way to re-election. He received 2,088 votes, or 54.2 percent.

Michael Mooney received 1,752 votes, or 45.5 percent. There were 13 write-ins.

New council members Reinert will be working with two new council members this term.

Incumbent coun-

cilmen Dave Roeser and Dale Stoesz were out-polled by Melissa S. Maher and Michael Manthey. Maher received 1,997 votes, or 29.2 percent. Manthey logged 1,629 votes, or 23.8 percent.

Maher, an attorney, is pushing for city government transparency and bringing reasonable commercial development to the city. She is looking forward to working with the council and the mayor and doesn’t think differing viewpoints will be a problem. “Regardless of whether we agree on things, they have so much experience I will get to learn from,� said Maher. “I’m just really excited to work as a team to improve the life of everybody who lives here.�

Manthey is a production manager at a medical device company and has served as a captain in the Centennial Fire District for 11 years.

His priorities as a City Council member are to focus on business development, a road maintenance program and building relationships with public safety officers.

Roeser received 1,498 votes, or 21.9 percent; Stoesz polled 1,386 votes, or 20.2 percent. Also running was Byron J. Roland, who received 308 votes, 4.5 percent.

There were 30 write-ins for council.

Just four schools in Class AA had both its boys’ and girls’ cross country teams qualify for the state meet this fall.

White Bear Lake was one of the schools, and its contingent was on hand this past Saturday at St. Olaf College in Northfield for the state finale.

The girls’ team placed 14th after winning the Section 4AA crown, led by junior Keely Nistler (49th in 19:50.4) over the 5K course. Freshman Olivia Schwintek was second for the Bears,

The Hugo school is applying for a grant to improve the health of trees on the grounds, remove invasive buckthorn and create trails. Hugo Elementary is a Minnesota DNR School Forest. It is the school’s responsibility to maintain the forest’s sustainability. The project hopes to impact environmental learning accessible to students at the school by creating an outdoor classroom for all subject areas.

The estimated cost of the project is $2,000 and includes removal of five trees by Bildeaux Services.

SCHOOL BRIEFS Concert to raise funds for food shelves

The Centennial School District will host the Woodbury Chorus and Orchestra, which will present a free concert to help raise funds for the Powerpack weekend food program.

The concert will take place on Sunday, Nov. 15 at 4 p.m. at the Centennial Middle School Auditorium. The performance will feature songs of praise in a variety of settings.

The Woodbury Chorus and Orchestra is an all-volunteer group dedicated to helping food shelves through freewill offerings taken at their concerts.

In partnership with the Centennial Community Food Shelf, the Powerpack program serves nearly 250 students in need per week by providing food items to help get them through the weekends or holidays. The event was held in conjunction with the 88th National FFA Convention & Expo in Louisville, Ky. Each of the students received a plaque, cash prize and were recognized on the national stage. The Agricultural Communications event is sponsored by Osborn & Barr as a special project of the National FFA Foundation and the National FFA Organization.

“This achievement is well deserved as the team has been preparing for this event since December,” said advisor Mike Miron after learning the results. To qualify for nationals, the three students won the state event last March.

Forest Lake voters pass $143 million bond referendum First question passes, second does not

FOREST LAKE — More than 9,000 Forest Lake School District voters went to the polls Nov. 3 to vote on the two-question bond proposal set before them by the district. The outcome came down to just under 200 votes.

With all 13 precincts reporting, the Minnesota State department is unofficially reporting a “yes” vote passing the first question, and a “no” vote defeating the second question.

The reports indicate an extremely small vote margin for both questions: Question 1 passed by 242 votes and Question 2 failed by 457 votes.

This comes after a similar bond question proposed by the School District, asking for $188 million, was struck down by a 60 percent margin last year. A $6.2 million operating levy was passed in 2011 and a $24 million facilities bond request was defeated in 2010.

Approval of the question means that $143 million of the proposed $161 million will be implemented in property taxes for the next 29 years. The $143 million will go towards improvements to the school facilities as well as reconfiguring parts of the student body.

The improvements to be made at the buildings include: • Reconfiguration of front entrances of every school to require keycard access or passage of visitors through a front office.

• Permanent interior walls at Lino Lakes and Columbus elementary schools.

• Additional cameras and other security technology as needed.

• New communications technology and improvements to current intercom systems for better emergency response in all buildings.

• New or upgraded fire alarms, sprinklers and other systems as needed.

District 624: 3 newcomers to School Board Two former teachers and a current educator were elected to the White Bear Lake District 624 School Board. Ellen Fahey, Marge Newmaster and Scott Wilson were the top vote-getters. They will replace Chris Hiniker, Cathy Storey and Lori Swanson, who all decided to retire.

Fahey is a recently retired teacher who most recently taught at Sunrise Park Middle School. Newmaster is the media specialist at North Campus and previously also taught German. Wilson taught eighth-grade science in Fridley before retiring last year.

There was a slate of six candidates, after a primary was held in August to narrow it from 10.

These were the second and third prongs of a three-pronged levy presented to community members Nov. 3.

The first prong gained 3524 votes, or 60.5 percent. The first question, and unlike the other two, was actually an extension of the levy already in place.

That levy costs the homeowner of a median-valued home ($250,000) $95.57 annually. The school district expects to use the levy extension to maintain staffing and class sizes. This existing levy also generates $1.1 million in operating revenue.

With this money the school board would have aimed to incorporate more STEM (Science, Technology, Engineering, and Math) curriculum while maintaining class sizes and staffing levels.

The third prong had 2267 votes, or 39.1 percent. Question three proposed $1.8 million a year through a capital levy for upgraded technology and technology devices such as tablets and Chromebooks as well as upgrades to existing technology and Internet access.

If both questions two and three had passed, a median-valued $250,000 homeowner would have seen an additional $500 or so annually in property taxes.
