“That’s a positive development and a big deal. This is rare,” said Matt Kocian, lake and stream program manager at Rice Creek Watershed District (RCWD). “Statewide, there is not a lot of delistings. There are thousands of impairment listings and less than 50 cases of delistings.” He added that the RCWD, which includes 55 lakes and 186 square miles, has only had one delisting approved.

According to the Minnesota Board of Water and Soil Resources (BWSR), Golden Lake was added to the list of impaired waters in 2002 because of the presence of excessive nutrients. In 2003, the city of Circle Pines developed a water quality management plan in hopes of one day getting the lake to come off that list.

“It is a constantly moving and bouncing ball,” said Mayor Dave Bartholomay. “What might have been a good idea five, 10, 20 years ago might not work anymore …”

As required by the federal Clean Water Act, the Minnesota Pollution Control Agency (MPCA) assesses all state waters and creates a list of impaired waters every two years. The list includes waters that fail to meet water quality standards and uphold that water body’s designated use. SEE

DuFresne emphasized three steps the Hugo food shelf takes to offer good service to customers. One is recruiting volunteers to help regularly. The second is bringing

in financial donations to purchase food from Second Harvest and other food banks. The third is arranging for prepackaged food bags at grocery stores like Festival and Cub Foods so shoppers can purchase them and place those food donations in marked food shelf bins near the exits. DuFresne said these food bags will go straight to the food shelf and, ultimately, to clients’ homes. SEE

Frosty’s legacy rolls on

Well, I did it. I finally summoned up the courage to donate my late German Shepherd Frosty’s pink wheelchair to help another dog in need.

Back in December, my husband Patrick and I made the gut-wrenching decision to end Frosty’s journey with degenerative myelopathy (DM) at the age of 3. DM is disease that affects the spinal cord, resulting in slowly progressive hind limb weakness and paralysis.

DM is like some of the forms of human ALS, more commonly known as Lou Gehrig’s Disease.

Some of her things have been easier to let go of than others, but perhaps one of the hardest possessions for me to let go of was those wheels. They became such a part of her identity and allowed her to create so many happy memories at the end when there wasn’t much happiness left.

Frosty received her wheels through KC’s Kruisers, a loaner cart program named after “KC,” a corgi who lost her battle with DM in 2017. The program provides new or gently used carts and other mobility equipment to all breeds of dogs with a variety of medical conditions. When you no longer need the cart, you send it on to the next dog in need.

It took me a few months of walking by that bright pink wheelchair just sitting in our garage and collecting dust before I was able to begin the process of sending the cart to the next dog. I was just about to pack up the chair when I saw a social media post in a local dog group about someone with a white German Shepherd named Ghost who had been diagnosed with DM and needed a set of wheels.

I reached out to the KC’s Kruisers to see if they would be okay with me donating the cart to a local dog, versus shipping it out of state and they quickly agreed if the owners filled out an application.

I met up with Ghost’s owner to hand over the wheels. During the meet-up, I found I was the one comforting her, but after she left I found all the memories of Frosty and the pain of losing her came rushing back. It hit me like a ton of bricks. We had been exactly where she was once.

A few days later the owner tagged me in a video online of Ghost using his pretty pink wheels for the first time and I lost it — again. It is so bittersweet to see Frosty’s wheels on a dog that isn’t her, but I know she would be so happy to know that they are helping another pup.

In a way, Frosty, and my love for her, are living on through Ghost.

Spiderwort: A pretty plant with a scary name

Spiderwort sounds like something from a horror movie, but this plant is more attractive and fun than its name implies. The origin of its odd name is lost in time; some say it is because the three-petaled bloom looks like a spider, but I don’t see this resemblance myself. Others say the name stuck because part of the plant was once used to treat spider bites by indigenous peoples (do not try this on your own).

Another theory is that the viscous fluid resembles a spider’s threadlike web upon hardening. Whatever the reason for its name, spiderwort is a pretty plant that offers a multitude of benefits, both for garden beauty and wildlife.

Spiderwort (Tradescantia) is native to North and South America and has approximately 85 individual species. In Minnesota, there are three common varieties: prairie spiderwort, western spiderwort, and Ohio spiderwort. In addi-

tion, Virginia spiderwort can also be found in Minnesota; it is a common variety grown in gardens across the eastern United States. Spiderwort is an herbaceous perennial that is relatively easy to grow and maintain. As a native plant, it is generally pest and disease-free if it lives in moist, well-drained soil and gets full sun to part shade. The best time to propagate spiderwort is in the spring, and you should allow for 10 inches of space between the plants. Spiderwort is self-seeding and will do so with abandon if it likes where it is planted! To reduce self-seeding, spiderwort can be sheared mid-season.

While individual flowers of the spiderwort plant will only last for a day, this workhorse of the garden will produce blooms from spring all the way through most of the summer. The blooms come in shades of purple, blue, red or white. I noticed that after a few years in close proximity, my neighboring blue and white spiderwort plants gradually became mostly blue, so you may want to consider planting different colors in separate areas of the garden.

There are many wonderful companion plants to choose from, and they will enhance

your spiderwort’s impact. If you are considering a naturalistic Minnesota prairie landscape or a pollinator oasis, some great options include little bluestem, butterfly weed, whorled milkweed, sky blue aster, coreopsis, round-headed bush clover, rough blazing star, prickly pear cactus, black oak, wild bergamot and prairie phlox. Having a variety of companion plants is a good design strategy with spiderwort since it often flops over after blooming and can then look unattractive. When this happens, I clip it back and let the other plants shine. Spiderwort can be used in a variety of settings. In my yard, spiderwort lives in the rain garden and does well. Whenever I see it, I smile. County hosts 2nd open house

Kocian explained that RCWD staff members are out on Golden Lake about every two weeks during the open water season to collect water samples. Since 2015, Kocian says there has been a noticeable decline in both phosphorus and chlorophyll-a (algae). Although it is not the only factor that can lead to algae blooms, phosphorus is one of the main drivers of those blooms.

“We have seen a pretty dramatic increase in water quality in recent years,” Kocian explained. Golden Lake’s 10-year summer average for levels of phosphorus is 44 ppb (parts per billion), 13 ppb for chlorophyll-a, and 1.6 meters for clarity, all of which meet the state’s standards. “Golden Lake used to exceed those (standards) for both almost every year,” he recalled.

Kocian said the water quality improvement in Golden Lake is likely the result of many projects throughout the years versus one. “There have been five to 12 projects that have led to this successful outcome,” he said.

Working with the city of Blaine, the RCWD retrofitted a stormwater treatment pond with an iron-enhanced sand filter bench in 2015 at Centennial Green Park. The project keeps an estimated 27 pounds of phosphorus out of the lake annually.

In 2019, the city of Circle Pines and the RCWD completed the installation of a pump-controlled iron-enhanced sand filter basin near an existing stormwater pond on Circle Pines-owned property adjacent to Golden Lake. The project targeted dissolved phosphorus that enters the pond from Anoka County Ditch 53–62, which carries stormwater runoff from about 6,425 acres. The project keeps an estimated 50 pounds of phosphorus from entering the lake annually.

Last summer, to make sure carp weren’t causing problems in the lake, the RCWD completed a common carp survey.

“The reason we care about them is they cause water quality issues; they create and exacerbate algae blooms,” Kocian explained. “They change phosphorus dynamics in a lake, they destroy native aquatic plants and they fuel algae growth.”

When it comes to carp, it is the population density that causes issues. Several lakes have a small population of carp that don’t cause problems, but a large number of carp can disturb the lake. According to research by the University of Minnesota, Kocain said the threshold is approximately 80 pounds per acre. “When densities of carp are above that, it tends to cause problems,” he said.

For the survey, an electrofishing boat was used to generate a mild electrical current in the water to stun fish, but not kill them. The fish are then netted, counted and measured. The data is entered into a spreadsheet.

The survey found bullheads, crappies, bluegills/ other sunfish, largemouth bass, white suckers, golden shiners and central mud minnows, but not one carp.

“That would be pretty rare that there would be none in the lake. There are likely just a few, and they have not been successful at reproducing,” Kocian said. “That’s good news.”

One thing that is important for lake users to keep in mind is that better water quality brings aquatic plants. “That’s a good thing,” Kocain said. “Native plants serve many important functions.

They stabilize sediments on the bottom of the lake, and they provide habitat for fish and other critters.”

He added, “There can be some management (of plants) for recreation to occur, but from an ecology standpoint, healthy, shallow lakes have plants in them.”

Area resident Mark Sandmann requested the city consider doing some weed abatement near the boat launch. “The boat launch is a wonderful example of weeds,” he said. “Last year, I took my rowboat out and I had 20 pounds of weeds on my oars.”

City Administrator Patrick Antonen said he did request the company the city hires to do treatment expand the treatment area to include the area near the boat launch and fishing pier.

“The next battle will be making sure we are keeping up on all the things we are required to do,” Antonen said. “We want to make sure people are participating in all of these little things that can add up to be something big.”

SRO bill passes with bipartisan support

The Minnesota Senate recently passed a bill to provide clarity on the expectations for school resource officers (SROs) and how they operate in schools. This bill comes in response to nearly a year of uncertainty facing law enforcement and SROs after legislation passed in 2023 raised concerns with the school and law enforcement communities.

Last year, the 2023 Education Omnibus Education Bill included language that made SROs “agents” of the school, which created new standards that conflicted with their training and would require an SRO to call in a “patrol officer” to manage many situations. As a result, many SROs were removed from schools, which many felt made students less safe. Today’s bill makes changes to give SROs sufficient clarity and support to keep students safe and do their jobs successfully.

“The safety of our kids is far too important to politicize,” said Sen. Michael Kreun (R-Blaine). “[T]hough today’s bill may not offer the perfect solution, it will get SROs back in schools and allow them to do the important work of keeping schools, students, and teachers safe.”

Nook is an outdoors boy. He loves being outside, so a home with a securely fenced yard would suit him well. He likes to roam and explore independently. Nook is also leash-trained and likes a nice walk. Nook is a 4-year-old Alaskan Malamute mix and weighs about 100 pounds. He arrived at Ruff Start Rescue from a local impound.

He is playful, affectionate, gentle, intelligent and eager to please. Nook is social, and does well with other dogs. He is also friendly and likes everyone he meets. Nook’s foster says that overall, he is a pretty mellow fellow. When he is not outside or playing, he likes to snuggle and relax with his people. He loves attention and often thinks he is a lap dog.

Nook is a big sweetie who ignores personal space rules and has no concept of his size. He would be a wonderful companion for a loving person or family. The Lino Lakes Police Department reports the following incidents:

• Officers responded to a report of a male loitering at a gas station in the 6700 block of Hodgson Road March 5. Gas station staff requested the male be trespassed. The male was trespassed by management and left without any problems.

• A community service officer responded to a call of a raccoon on a sidewalk near Birch Street and Deerwood Lane March 5. The raccoon ran into the woods.

• An officer assisted a neighboring agency in locating an adult male who left the scene of a crash on I-35W near Sunset Avenue March 5. The officer left when the neighboring agency arrived.

• An officer spoke with a resident about suspicious activity in the 100 block of Shetland Lane March 5. The officer documented the concerns, and extra patrol will be conducted.

• An officer stopped a vehicle in the 9400 block of I-35E March 6 because the computer search indicated a possible arrest warrant on the vehicle owner. The driver provided false information to police and was ultimately arrested on the outstanding warrant.

• An officer stopped a vehicle for a signal violation near Patti Drive and Lilac Street March 6. The officer arrested a passenger on an outstanding warrant. The male suspect

was booked into jail without incident.

• An officer responded to a hit-and-run property damage crash near Otter Lake Road and Main Street March 6. The reporting party did not have specific information about the suspect vehicle. The incident was documented.

• An officer responded to an animal complaint in the 6600 block of Pelican Place March 6. The caller was provided with options and resources.

• Officers responded to the 6800 block of Sunset Avenue on a report of a possible scam March 7. Officers documented the incident and provided the caller with prevention tips.

• An officer responded to a convenience store in the 7500 block of Lake Drive March 7 on a report of a disorderly customer. The customer left prior to police arrival but was later identified. The customer will be trespassed from the store and issued a citation for damage to property and theft.

• A fight between two juveniles occurred at the middle school March 7. Both parties were separated and charged for disorderly conduct

• Officers responded to a home in the 7900 block of Highland Drive March 8 for a male with an outstanding warrant. The officers took a male into custody with no problems. The male was booked into jail on the warrant.

• Officers responded to a residence in Lino Lakes for a

domestic assault March 8. A male was taken into custody for multiple crimes, and a female was transported to the hospital for injuries. The male was booked into jail on various charges.

• An officer responded to a business in the 6800 block of Lake Drive regarding two damage to property/theft from motor vehicle incidents March 9. The incident is under investigation.

• An officer took a report from a resident in the 100 block of Smoketree Lane regarding unwanted phone calls and text messages she was receiving March 9. The officer spoke with the person sending the messages, and a citation will be issued if the problem continues.

• An officer responded to a reported ordinance violation involving a door-to-door solicitor in the 6500 block of White Oak Road March 9. The officer located the violator, explained the ordinance and provided a warning.

• Officers responded to a report of a domestic between a parent and juvenile in Lino Lakes March 9. The officers investigated and the juvenile was charged for damage to property and possession of marijuana.

• An officer took a phone call report from an adult female in the 7100 block of Otter Lake Road whose vehicle sustained damage at a local car wash March 9. Because the incident is not criminal, the officer

provided information about the civil process.

• A community service officer observed a city street sign that had been vandalized in the 800 block of Old Birch Street March 9. The problem was documented, and the appropriate department was notified for repair.

• Officers responded to a report of a domestic incident March 10. The officer investigated and determined an assault occurred. An adult male was arrested and booked into jail.

• Officers responded to a request to check the welfare of a suspicious individual near White Pine Road and Baldwin Lake Road March 10. Officers identified the individual and found they had an outstanding arrest warrant. The individual was taken into custody and a controlled substance was found in their possession. The individual was booked on the warrant and a controlled substance charge.

• An officer responded to a delayed report regarding an altercation between juveniles in the 600 block of Town Center Parkway March 10. The officer documented the incident at the caller’s request.

The Centennial Lakes Police Department reports the following incidents:

• A suspicious vehicle was located near Main Street and County Parkway E in Centerville March 6.

• Police responded to motor vehicle property damage accident that occurred at the intersection of Lake Drive and Lexington Avenue in Lexington March 7.

• Officers responded to an animal complaint in the 0 block of Circle Drive in Circle Pines March 9.

• Officers responded to the intersection of Lake Drive and Lexington Avenue in Lexington for a two-vehicle property damage accident March 9.

• Officers conducted a traffic stop in the 7400 block of Main Street in Centerville March 9. The driver was subsequently arrested for second-degree DWI.

• Officers were dispatched to the area of Hillcrest Lane and Woodcrest Drive in Circle Pines March 10 for a toddler who was found alone. Officers subsequently located the toddler and reunited them with a parent.

• An officer observed a male with an outstanding warrant and a canceled driver’s license driving near Moonlite Drive and Stardust Boulevard in Circle Pines March 11. The male was ultimately arrested on the outstanding warrant.

• An adult female fell and hit her head at Golden Lake Park in Circle Pines March 12. The community service officer on scene requested the fire/rescue team.

• City Council Members don’t typically comment on items that are included on the consent agenda, but Council Member Christopher Lyden said he felt compelled to speak up regarding board appointments. Fifteen people applied for nine positions across four boards.

“We had a very lengthy, collaborative discussion regarding candidates. The voting of eight of the nine positions was consistent with our collaborative discussion,” Lyden explained. “What I find striking is on one specific board, three council people not only withdrew their support for one specific candidate, but all three council members chose to support a different candidate, the same candidate. Is that ironic or

something else?”

Lyden continued, “It is not so important that I and Tony Cavegn feel like we had the rug pulled out from underneath us. What is important is the open meeting laws … “

• The council will discuss a fire analysis that was prepared in 2014 at the next council work session, per request of the mayor.

The next City Council meeting will be at 6:30 p.m. Monday, March 25, in Council Chambers. There will also be a work session immediately beforehand at 6 p.m. in the Community Room.
