Study looks at accountability, transparency

The Council of Metropolitan Area Leagues of Women Voters (CMAL) recently released an 111-page report that dives into how transparent county governments are in the seven-county metro area. Although there are some similarities, there are certainly differences in how things are done from county to county, the report concludes.

In 2020, CMAL voted to conduct a study that would focus on the visibility, accountability, civic engagement and intergovernmental relations of the seven counties (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott and Washington).

The study will assist CMAL’s member leagues in adopting a position on metroarea county governments. CMAL last evaluated the transparency of metro-area counties in 1975.

The study committee followed a two-part strategy. The first part consisted of reliance on county websites to develop answers to a list of questions concerning the visibility, accountability, civic engagement and intergovernmental relations of county government. The second part consisted of interviews with county officials and/ or staff to answer the questions that could

Several local churches serve up the perfect fish fry Local churches are not about to give up the recipe to the perfect fish fry, but community members are welcome to stop by, try the fish for themselves and speculate as to why the Lenten Friday fish fry is so good.

In Lino Lakes, volunteers at St. Joseph of the Lakes Catholic Church are pan-frying and baking their Friday fish dinners with the help of St. Joseph’s Men’s Club and the Knights of Columbus.

Cod is also the fish of choice at St. Joseph’s, which sports a unique breading to go with it.

“It has its own recipe. A cook of ours prepares it and all the breading, but he doesn’t tell us what’s in it. We’ve seen him put stuff in it, and we just cook it,” said Don Hohm of the St. Joseph’s Men’s Club.

Now in its 12th year of fish fries, the men’s club has found that folks like the choice of pan-fried or baked fish.

“It’s pretty evenly divided what people want. The baked is healthier, but the pan-fried is really, really good. Even the pan-fried is healthier than the deep fry. We soak them, then dry them with the added steps to the pan fry,” said Hohm.

To go with the fish, St. Joseph is serving tomato basil soup and homemade desserts.

“Being a good Catholic, you can’t have anything with meat in it,” said Hohm.

The men’s club is expecting over 200 people to attend the fish fry. Both Catholics and nonCatholics alike have appreciated the good food and good company on Friday night.

Gala joins community together to support students

It’s time for an in-person gala after a threeyear absence.

Yes, it’s been that long since the last Centennial Area Education Foundation (CAEF) held what had been an annual event, typically the organization’s biggest fundraiser. But since 2019, COVID-19 restrictions have prohibited it from being scheduled.

However, it’s back in 2022 and will be held Saturday, April 9, at the Infinite Campus in Blaine. The gala begins at 6 p.m., starting with games, a silent auction and fund-theneed campaign, followed by dinner and live auction at 7 and dancing at 8.

“The gala is a great opportunity for people in our community to join together to support our students,” said Jesse Bentrup, president of CAEF. “It’s always been an event that I think people enjoyed spending time with friends and supporting our students in a fun atmosphere.”

Tickets are being sold through March 26.

Anyone who wishes to participate online can bid on silent auction items during the week of the gala. Bids end April 9. Details of the auction will be shared on the CAEF website the week prior to the gala.

The nonprofit is composed of volunteers from the community who dedicate themselves to raising money to enrich student experience in the Centennial School District. In the past 12 years, proceeds have approached half a million dollars in scholarships alone.

“Since 2011, CAEF has funded through donations at our gala and private donors almost $500,000 in scholarships to Centennial graduates,” Bentrup said. “On top of the scholarships, CAEF has used funds from our gala to provide grants to our teachers and schools for enhancements to our students’ education.”

He added, “Since 2011, we have provided $200,000 in grants. Just under $50,000 of those grants were during the

lockdown years caused by the pandemic.”

Bentrup explained that CAEF has the good fortune of strong leadership and good financial stewards on its board. “They set us up financially to weather things like the pandemic and not have to cut back our funding when the community needs it most,” he said. “In fact, we increased our grant budget each of the last three years even though we had to suspend our largest fundraiser (the gala) until this year.”

Grant requests have already reached $47,000 for 2022, and it’s only March.

“The gala is an integral part of our fundraising to give CAEF the ability to support our district,” Bentrup said.

“The success of the gala is a large part of determining our budget for the coming years.”

CENTERVILLE TIDBITS • Small-business owners with large equipment or classic car collectors in the area will note that plans to introduce a maxistorage facility in Centerville took two giant steps toward reality after council approved a conditional use permit (CUP) and site plan review for the facility. It will be constructed on Lot 1, Block 1, in the Royal Industrial Park at 2010 Fairview Street. Council added language to the actions, along with relevant provisions to be included by the landowner in all tenant leases. Partners Chad Anderson and Nam Ly of White Bear Lake plan to build and operate two 10,400-squarefoot buildings for maxi-storage facilities. Each building will contain eight 20-foot-by-50-foot storage bays.

• A national building supply company is coming to town, after council approved the site plan review for a building supply sales and outside storage yard at 2050/2070 Main Street. The Planning and Zoning Commission previously reviewed and recommended approval of the site plan for Shingle Creek Capital’s development and redevelopment of that property. On Nov. 10, council approved a rezoning and CUP for this site to allow the requested use. Those actions were made contingent on the sale of the property to Shingle Creek Capital and construction of the proposed improvements.

• When the ground finally dries out this spring, users of the Laurie LaMotte ballfields

should enjoy better drainage throughout the season after council approved a request by the Centerville Lions for drainage improvements at the fields. The Parks & Recreation Committee unanimously recommended that council accept the contract bid of $5,100 from Bryan Rock for 150 tons of aggregate lime to resolve issues associated with irrigation, drainage and securing of bases.

Repairs will be made to the baseball backstop at a later date at the discretion of the city’s public works director.

• Residents can already think ahead to graduation season, as council has approved an application to use Hidden Spring Park all day June 5 for a graduation party. The applicant will pay a user fee of $25 and provide the city with the food truck vendor’s certificate of insurance naming the city as an additional insured for the event.

• The Quad Area Senior Wellness Program gained approval from the city after council approved a special event permit on private property.

The Senior Wellness Expo will take place at St. Genevieve’s Community Parish Center, 6995 Centerville Road from 10 a.m. to 2 p.m. May 19.

• Council was expected to wait until the March 23 (after press deadline) meeting to act on a resolution supporting housing and local decision-making authority after tabling this item.

Several draft bills attempting to preempt cities’ sovereignty in forming their own housing

and zoning laws are in various stages of review at the Minnesota Legislature. Council is thinking of formally voicing opposition to these bills.

• The city website is about to look a lot different and will likely be easier to use after council started the ball rolling to contract out for its redesign.

Following a recap of the project, during which three provider quotes were discussed, city staff was asked to conduct further research into finding ways to reduce the cost. In her updates, Assistant City Administrator Athanasia Lewis verified that the city could not use the state contract system for website design services. However, website design financing is ARPA-eligible. City staff also negotiated with one of the bidders, CivicPlus, to reduce costs by some $10,000.

• By approving the contract with CivicPlus, the city will pay $26,700 for the first year of website and mobile app services and $12,000 for each of the second and third years of services. Following that period, the city will renew the contract each year, Lewis said. Staffing and costs will be financed through the city’s general fund.

Spring break

W

ith two years of limited travel due to Covid behind us, my wife and I tag-teamed Spring Break this year and split up. Our daughter, Abbey, is a high school senior and our son, Kellen, is a freshman. Where did the time go? She and my daughter headed to Mexico along with more than 30 of her classmates and their families, while my son and I visited my parents in Florida. The airports were busy and TSA was hustling us through security. My new mode of travel is to carry everything in a backpack carry-on to reduce the overall travel time and wait in baggage claim.

We flew Sun Country down and Southwest back to get the best airfare. We heard about flight delays due to staff shortages and we in fact waited a few hours for our flight crew to arrive. All in all I was impressed with the crew and passengers. We have seen and heard the wild things taking place on airplanes, such as people refusing to follow policies and getting into fights. Maybe passengers are getting the drift that threats, violence and mischief won’t be tolerated and can result in them getting banned from the airline.

To think even when I was a kid it was considered a pure luxury to fly and people dressed up. Today many people hardly dress at all, ware flip flops bare foot or wear pajamas. We have enjoyed flying the low cost airlines when it makes sense, however, we have also had Publisher’s experiences where it pays to fly with the larger carriers who offer more flight View options to get you to your destination when there are cancellations or delays.

Carter Johnson Direct flights are the best when you can do it. We’ve learned to always wear socks, pack a few snacks, chewing gum, and an empty water bottle to refill after going through security. A phone charger cord is a must and charging stations are now everywhere at the airports. We’ve found in-flight movies require either corded headphones or smartphone connected headphones and app. Remember to consider those around you when choosing a movie, as it can be embarrassing to watch something violent or racy. With Spring Break in full swing, remember to pack light, be patient, be thankful and have fun.

World’s best airports It’s nice that the Twin Cities has added an another airline. Allegiant Air is the 18th carrier serving MSP airport, which is a benefit. We can be thankful that MSP ranks as one of the nicest, cleanest airports around.

The shopping and restaurant options are great, too. It ranks in the top 10 of more than 5,000 airports in the U.S. According to Travel and Leisure magazine our airport ranks 7th behind Portland, Oregon; Savannah/Hilton Head, South Carolina; T.F. Green International, Rhode Island; Jackson-Medgar Wiley Evers International in Mississippi; Indianapolis International; and Tampa International. According to Skytrax, the top airports in the world are Hamad International Airport in Qatar which was ranked in 2021 as number 1, Tokyo Haneda International Airport as 2nd, and Changi Airport Singapore as 3rd.

Spring Clean up Thank you to the local volunteers who manage the annual lake cleanups. Boy Scout coordinator Jim Schuster said that more than 100 lbs of trash was removed from the ice - including a bike and a lawnmower. This was the 19th annual event, which began as an Eagle Scout project. It is refreshing to see this style of community support around our natural assets, from lakes and rivers to parks, trails and roads. If you’re interested in helping with these types of events, check out one of the service clubs in the area such as the Chain of Lakes Rotary; Circle Pines Lexington Lions or Centerville Lions, or get involved with the Quad Area Chamber of Commerce, park commission, churches and even schools. Many of these organizations have adopted a stretch of local road or highway to clean up, or host various opportunities to help our surroundings and the environment. With regard to other ways you can help keep our community clean, consider raking the salt and sand off your street, taking care to pick up the waste so it doesn’t flow into the stormwater systems and pollute our lakes and streams.

Food shelf getting fresh start

pring is definitely in the air. Fresh starts abound.

We here at Centennial Community Food Shelf are getting a fresh start on our governing board. Our long-time Executive Director Bridget McPhillips has completed her third term, and our Treasurer, Carol Pattock, has moved on to other opportunities.

They have both served Movers & CCFS beyond expectations Shakers and will be Sheri Hanson missed.

Jennifer Parent, a proud and long-time resident of Anoka County and Centennial graduate, privileged to witness the impact of good people giving back to the community, has generously volunteered to be our executive director.

Jean Hanson, who has worked at US Bank in Lino Lakes for the past 38 years

and is an active member of this community, has volunteered to serve as our treasurer. We are excited to have these women with us in the spirit of love providing nourishment to this community.

Our thanks to Anoka County for providing some essential tools to our shoppers. They have given us a limited amount of antigen test kits and KN95 masks. Internet access via a Chromebook was made available to shoppers from the Anoka County Library.

These items were distributed and well-received, with some masks still available.

We have changed our masking guidelines to accommodate their recommendations as per CDC guidelines. We no longer require face masks to be worn inside the building but still recommend use, but ultimately, it is the choice of our shoppers and volunteer staff. Everyone is expected to continue to respect social distancing for the sake

of all. We request that if anyone is feeling under the weather, please wear a mask or arrange to come back at another time. We also will offer to shop for the client with delivery to their vehicle, thereby eliminating the need to return at a later date.

Through the generosity of this community, we are able to serve an average of 217 households and distribute an average of 20,288 pounds per month. We have been very blessed to have a volunteeronly staff, which enables us to direct all of our resources to provide nourishment to people in need and a welcoming place to do it.

LETTERS TO THE EDITOR Ignore the propaganda

Perhaps you weren’t actively fighting against mask mandates or vaccines and were just fine with the outcomes of “recommendations” instead of mandates because all your neighbors, friends and family convinced you that you didn’t need to wear a mask and that those vaccines kill thousands of people. After all, there are so many reported in the VAERS database!

You just needed to continue to take care of your healthy family and you would have nothing to worry about! If people want to wear masks, let them, but don’t make people wear them; freedom of choice. Maybe you didn’t have anything to worry about, maybe you found out you did by a really bad roll of the dice.

Misinformation was not your friend, and neither was research provided to you from low-quality sources and sources of propaganda. The VAERS database is full of self-reported claims that have not been verified as factual.

It is used to provide false reports to fuel false data for anti-vaccine groups to use in their rather convincing propaganda.

I’m sorry our media was a

disservice to you and to us all by not reporting on these issues more and in a more relatable way. Had they focused on what really mattered rather than shock and entertainment pieces, maybe you would have had a different opinion and maybe we would have already been way past the point of having to mask up or our government needing to put a vaccine mandate in place. Maybe we collectively and with a united front would have saved hundreds of thousands of lives and had more family still with us at the dinner table.

Perhaps our children would feel safer at school, with less lost class time, more social interactions and a school board that supported their health and well-being. Perhaps our educators and school staff would have had the stress of their working conditions of the last two years alleviated. We won’t know what that world is like again until we start working together for a better future for everyone in our community and ignore the propaganda.

Hospital visits

I used to hate hospitals and nursing homes. They smelled funny, people were in pain, nowhere to sit … get the heck out of there!

Then something happened. I guess I grew up. Not physically, but mentally.

The generation above me started to get sick, I had my own bump against a severe illness a few years ago, and my concern that I’d missed something, something I couldn’t put my finger on, drew me to the bedside of those in pain, or on their last mile.

The last few years in particular should teach us, as few others have, that life is so, so tentative. Walking into a home improvement store this last December, I ran into a customer service rep I knew. She looked tired; her eyes were sunken. I said she looked tired. She said she had just recovered from COVID-19. I started to walk away, I stopped, she looked at me, came over, and said her husband had passed away two weeks ago.

Turns out it was COVID-19, too.

The pandemic really has taken quite a few people’s stories to the other side, never to be heard again. For awhile during COVID-19 I was condemning people for the ravaging causes of the

LINO LAKES — The City Council has appointed Madeline Rosewood to the aquatics supervisor position for the Rookery Activity Center (RAC).

Human Resources and Communications Manager Meg Sawyer explained that Rosewood has over 12 years of aquatics leadership experience and has been the aquatics coordinator for the city of Inver Grove Heights since 2019. She holds a bachelor’s degree in political science and philosophy from the University of California. Rosewood’s hourly rate of pay will be $38.68, which is step five of the current six-step wage schedule. Rosewood will start in the position March 22.

The council has also appointed Ben Natzke to the newly created activity center coordinator position for the RAC. Natzke holds a master’s degree in sports management from Minnesota State University, Mankato, and has over four years of community center experience. He has been the manager on duty at the New Brighton Community Center and the Shoreview Community Center. His hourly rate of pay will be $30.66, which is the first step of a six-step wage schedule. Natzke will start in the position March 28.

The council has also appointed Joel McPherson to the vacant building inspector position. Sawyer said McPherson has over 20 years of building inspection experience and has been a building

I seek out those in distress now, to visit when I can. On a last visit to a friend, now in a long-term care facility, he said he really appreciated that I come to visit, not many do. I told him that perhaps I got more out of visiting him then he realized, that I need to visit him too for all the gifts he was giving me.

Perhaps I could urge all of you reading this article to put the paper down, and call just one or two people you know who would like and need to hear your voice, or see your face, and get the gifts they will offer you before they are gone. Council selects design for Rookery mural

LINO LAKES— The City Council and city staff have selected a design direction for the large west wall in the pool area at the Rookery Activity Center (RAC). The city is working with muralist and decorative painter Tony Shafki, of Oak Grove.

For several months, the council has tried to zero in on a design.

“We have discussed wanting the facility to reflect the idea behind the Rookery name — a unique name that evokes a sense of community and belonging, while also incorporating the blue herons since they are special to Lino Lakes. We have, however, struggled a bit on how to depict that graphically,” explained Lisa Lamey, RAC manager.

“Tony has been great at taking our visions and putting them into a design. I think we have finally landed on something that does tie into the Rookery name and logo, yet has a fun but classic look to it.”

Lamey was hesitant to reveal much about the selected design direction. Since it has not been finalized yet, the price for the mural was unknown as of press time.

Today’s Harvest is a new organization powered

by Christian Cupboard Emergency Food Shelf to help people access fresh, healthy food. Today’s Harvest depends on volunteers to sort through food that is rescued from partner grocery stores.

The sorted food will go to the market operated by Today’s Harvest, which allows visitors to choose from a variety of fresh produce, meat and other foods.

Volunteers are needed to sort food, assist with merchandising, display food products, restock the market during open hours, break down boxes, take out trash and assist customers at the market. Volunteers must be age 15 or older, wear close-toed shoes, and be able to stand for a two-hour shift. Volunteers are needed from 10 a.m. to 6 p.m. Monday through Friday and 9:30 a.m. to 1 p.m. on Saturdays. STUDY: Dives into county government, creates platform for advocacy FROM PAGE 1

not be answered by consulting the county websites. Committee members with direct, personal knowledge also contributed information.

“This specific study was to look at how the seven county governments were doing with respect to accountability, transparency and visibility. We just wanted to see how they were doing, kind of a checkup,” explained CMAL Chair Karen Schaffer.

“The last time our organization looked at county government in the metro area was 1975 … that was one reason that our current membership was interested in looking at it, because nobody had been looking at that particular question for many years.”

According to the study report, it appears that during the intervening 46 years, the seven metro-area counties have each made substantial progress toward increasing their transparency and accountability. For example, all seven maintain robust websites and provide other online opportunities for the public to follow the activities of county government and provide input.

“The differences between counties and how they operate with — or without — community member involvement in local government is stark. There are similarities, but also key differences in how each county encourages transparency,” the report reads in part. “(The study) shows that the counties, while they of course have a lot of similarities because they are counties and they operate under state law, there’s certainly some varying local philosophies,” Schaffer said.

Anoka County

Wes Volkenant was one of three researchers to compile information for Anoka County.

“The county government level, with perhaps the key exception of having to pay our property taxes, is a bit of a hidden part of our societal government structure. I think we all have a general sense of what our Legislature is engaged in. I think a lot of people are probably much more familiar with their cities than they are with their counties … It’s a little more visible and a little more direct,” Volkenant explained. “County government is that in-between layer. I don’t know that people necessarily recognize that it’s their county government level where (a lot) is being processed and administered.”

Anoka County is perhaps one of the outliers of the study, when compared to the other six counties. Per study findings, it is the only county that has not adopted an official code of ethics.

It is the only county that disallows public comment at county board and workshop meetings. And it is the only county that does not involve the public in the budget planning process, the development of policy initiatives or in determining the road and bridges strategies, the report concludes.

Volkenant found it interesting that many of the advisory boards and committees in Anoka County are made up of county commissioners, whereas other counties, like Ramsey, appoint citizens to those boards. “In Anoka County, all of the work is done behind the scenes, out of the sight of the public,” he said. He was also surprised that you couldn’t find the names of who serves on each committee and how long their term runs.

One thing that “shocked” Volkenant was that six of the seven counties, including Anoka County, do not publish county commissioners’ salaries on their website.

Volkenant thinks the county should consider adopting a code of ethics and recording more meetings.

“I feel passionate about this whole

idea of trying to make our county more accessible, better communication to our residents, certainly more transparent,” he said. “I think our county board members feel like they are being very transparent, but there are different degrees of transparency and I feel that there is more that could be done to make what the county government is doing available, very timely and more fully than what is actually happening right now.”

Anoka County Administrator Rhonda Sivarajah, a former Anoka County Commissioner, said there are several findings in the tables of the study that are not accurate, need clarification or need to be adjusted/corrected. “I think because they had different people that were interviewing different counties rather than that consistency, it seemed almost like the questions, even though they were intended to be the same, really were just a little different. And that results in a different response because it leaves a lot of room for interpretation.”

For example, one of the tables evaluates engagement of the public in the planning process. The table indicates that Anoka County is the only county where the public is not involved in the budget planning process and that budget planning documents are not available to the public on the website. Sivarajah explained that when she looked at what the other counties do, Anoka County does all of those same things, yet it was given a “no.”

“We have all these sorts of things in making sure that the public is engaged and involved in the process, but if you ask me, ‘Are they involved in the budget planning process?’ Well, no, the county commissioners are elected to do that, so I think that maybe the interpretation of the question and what they were looking for was a little different based on how it was asked,” she said.

One of the findings Sivarajah said she was really frustrated about was the table on county work sessions and briefings. The table indicates that Anoka County only posts “most” of its work sessions or workshops on the website, whereas all the other counties post all.

“100% of them are, because by state statute we have to post the meeting because that’s a requirement, that’s part of open meeting law, so for this group to say most of them are, I’m not sure where they came up with that,” Sivarajah said. “We may not always have the agenda, sometimes we do, sometimes we don’t, but for work sessions, the fact that the meeting is taking place, that is absolutely 100% of the time posted.”

She said the code of ethics finding is a bit misleading too. When county commissioners are elected, Sivarajah leads them through an orientation, which includes information from the General Ethics Guide for Counties published by the Association of Minnesota Counties. When it comes to a code of ethics, the board relies on state statute, Sivarajah said.

“What I find interesting is that a lot of the other counties have indicated that yes, they have a code of ethics,” she said. “But if you actually take the time to look at it, in many cases it’s essentially listing the state statutes that they have to follow. So, I think that that is also just a little misleading.”

As for Anoka County being one of two counties that don’t allow public comment during regular meetings, Sivarajah explained that there is plenty of opportunity for public comment at the committee level, before topics reach the county board.

very differently than other metro area counties as far as our structure goes. We have a committee structure where a subset of the county board serves on that committee, so they can become kind of the subject matter experts in that area … That’s where all of the discussion takes place,” Sivarajah explained. At the beginning of each committee meeting, the public is invited to comment.

Ultimately, it’s up to the county board as to whether it will make any changes as a result of CMAL’s report.

“They are always happy to take input and evaluate that and make decisions from there. I can’t say yes, they are going to adopt them. I can’t say no they are not going to adopt them, but I think that they certainly will take things under consideration and really evaluate what they think makes the most sense,” Sivarajah said.

Now what?

The 19 metro-area chapters of the

League of Women Voters are now meeting to review the study and decide/vote on a collective position it would like to see CMAL adopt.

“When we do a study and then take a vote on a position, then that creates an opportunity for our members to engage in advocacy. It’s a platform for advocacy, meaning public speaking, lobbying, seeking change where it’s warranted,” Schaffer explained. “If there is a particular position that we take, people can use that, saying, ‘The LWV has a specific position and we don’t think you live up to it.’”

Girls basketball: Cougars charge ends with two losses at state

Centennial’s first-round opponent in the state tournament was not only physically imposing but also red-hot from three-point range. An almost unbeatable combination.

The No. 12 ranked Cougars lost to No. 5 St. Michael-Albertville 69-58 at Williams Arena on Wednesday in the Class 4A quarterfinal, then lost to No. 8 Shakopee 69-53 in the consolation round Thursday at Concordia-St. Paul. Both opponents were red-hot on three-point shooting.

The Section 7AAAA champions closed out the season 19-12.

“It was really fun to be out there. I am so proud of how far we have come,” said Sydney Kubes, a veteran of last year’s third-place team, after the STMA game.

Coach Jamie Sobolik said the goal was to get a “big win” at some point, against one of the top-ten teams. “Did we do that? We came close,” he said.

“The biggest we got was probably (No.14 ranked) Elk River in conference.”

However, what will be most memorable about this team was their recovery from a 3-8 start. They went 16-2 from then until the state tournament.

Top-ranked Hopkins emerged as champion, as fully expected, beating STMA 72-56 in the finals Saturday night. Those were the top two seeds.

“They are a hard team to match up with,” said Sobolik. The Cougars talked about needing to disrupt the Knights perimeter shooting “but they have such a quick release.” And with STMA’s size, speed, and strength across the board, against a Cougar lineup with just one six-footer, it was an uphill battle.

Still, the Cougars kept battling back. Sydney Kubes led with 14 points and seven rebounds, sinking four 3-pointers. Camille Cummings and Marisa Frost each netted 12 points. Frost made four steals.

Centennial had a strong first half, erasing a 22-11 deficit to take a brief lead, and trailed by just 31-28 at the break. However, STMA gunned ahead by as much as 19 points in the second half.

Award-winning songwriter comes to north metro

Shoreview Peace Community of Faith Church (Peace) in Shoreview will host a concert in support of the LGBTQIA+ community with singer/ songwriter Bobby Jo Valentine at 7 p.m. Saturday, March 26.

The live concert will also celebrate the ministry of Peace Pastor Gary Walpole, who retires at the end of April.

This is not Valentine’s first concert at Peace.

“The first time he came was back in 2016,” said Dave Tidball, Peace music director. “He reached out to us because we are an inclusive church that welcomes everyone, including the LBGTQ folks.

“We had a pretty good crowd in here for the first concert with about 200 people, and it was a really good show.”

Quita Bertelsen, Peace lay leader, said Valentine is gay man who hails from a conservative Christian upbringing.

“Valentine is a multifaceted and sought-after speaker, songwriter and storyteller from northern California,” Bertelsen stated. “He openly tells his story of being turned away from God at a young age because of who he was.”

Both Tidball and Bertelsen said Valentine not only puts on a good musical show, he tells some great personal stories.

“He talks about why the song is important to him, and it has a theme to it,” Tidball said. “In one case, it was about loss and what it means to lose things and how you deal with it.”

Valentine lost his house in the wildfires in California back in 2017.

“He lost everything, including all of his instruments He and his partner were back visiting his partner’s sick mother and they couldn’t get back in time,” Bertelsen said. “I happened to travel there two weeks later, and the area was total devastation.”

According to Valentine’s website, his artistry crosses the lines of many genres, but his

thoughtful lyrics and catchy melodies reach listeners on all paths of life. The authentic, heartfelt nature of his songs have won him Songwriter of the Year at both the West Coast Songwriter’s Association and the SoCo Songwriter Competition. He has also received the Nashville Next Level Songwriter award and more.

Over in Hugo, the St. John’s Men’s Club is serving up the “World’s Greatest Fish Fry” with fresh Icelandic cod made to order at the Church of St. Genevieve.

“This is our 20th (year) of fish fries, and after a

couple of them, we were able to find the best (fish) we could. We’ve gotten many compliments since,” said Men’s Club member Bill Courteau.

Courteau says the perfect fish fry means having the right cut of fish, but to get that crispy goodness, it all comes down to a special beer batter breading.

The men’s club has also installed three new fryers,

which cook the fish extra fast so each serving is made to eat right away. That was about all Courteau could share without giving any cooking secrets away.

To complement the fish, the St. John’s Men’s Club is serving boiled baby red potatoes and french fries from a well-researched recipe that’s supposed to mimic McDonald’s fries.

St. Genevieve’s will also have mac and cheese, coleslaw and hearty oatmeal raisin cookies to finish off the meal.

“It’s all picked to complement the fish,” said Courteau.

Curling book reveals author’s passion for sport, invites others to participate Circle Pines resident Darrin Bergman, a longtime curler, found himself growing increasingly frustrated over the lack of books about curling at the recreational level. Everything he found was either for beginners or Olympians.

“I’m not a beginning curler, and have no aspirations to curl at a championship level,” he said.

During the pandemic, Bergman wrote and published “Plan B Curling,” which describes his passion for the sport while also inviting others to participate, even if they never want to compete in the Olympics.

Press Publications recently sat down with Bergman to find out more about him and his book.

Q. Tell us a little bit about yourself?

A. My wife Marlys and I currently live in Circle Pines, and I am a founding member of the Four Seasons Curling Club in Blaine. We raised our three children in Shoreview, and they all attended schools in the Mounds View District. I was also an active curler as a member of the St. Paul Curling Club throughout the 1990s and a member of the Chicago Curling Club in Northbrook, Illinois, for many years.

In addition to seasonal addictions to curling and golf, I consider myself to be an avid outdoorsman who loves fresh air, fresh food and fresh ideas.

Truthfully, I’m fond of any recreational activity that pairs well with beer.

Q. What inspired you to write “Plan B Curling?”

A. If a book you want to read doesn’t exist, then you need to write it, right? None of the currently published books about curling spoke to me, because they focus either on introducing the game to non-curlers or on outlining championship level concepts, but I’m not a beginning curler and have no aspirations to curl at a championship level.

I was frustrated by this lack of resources for recreational “club” curlers, so I started writing “Plan B Curling” during the pandemic, determined to describe the game as it is actually played at the recreational level — the version of curling you DON’T see on TV! Q. Give us a brief synopsis of the book.

A. At its core, “Plan B Curling” is really an invitation wrapped inside a love letter. I’ve been curling most of my adult life, and I LOVE everything about the sport, especially as it is played at the recreational level. The book reveals my passion about the sport while also inviting others to participate, even if they never want to compete in the Olympics.

In the 240 or so pages of the book, I distill my many decades of recreational curling experience into simple principles and practical advice that

LINO LAKES CITY COUNCIL SNIPPETS • The council will support legislative efforts to address concerns regarding the city’s water supply appropriation. In February 2018, in response to a District Court order, the Minnesota Department of Natural Resources (DNR) amended the city’s water appropriation permit due to fluctuating lake levels on White Bear Lake.

The city of Lino Lakes and other affected communities and businesses believe that this is a regional issue that needs further evaluation and local input to arrive at a solution.

The affected communities have proposed legislation that: Protects municipal water permits, including those that involve water from the Prairie du Chien-Jordan Aquifer, from legal challenges; directs the DNR to explore innovative options for meeting the water needs of residents, hospitals, schools, industries and future development and ensuring the sustainability and quality of the state’s water resources in and around White Bear Lake and neighboring aquifers; and allows the DNR the discretion to issue and amend groundwater water appropriation permits as the DNR determines appropriate.

The legislation (SF 3055) has been approved by the Senate Environment and Natural Resources Policy and

Legacy Finance Committee and sent to the Senate floor for consideration.

The legislation was also introduced in the House (HF 3880) and is pending a committee hearing. The council passed a resolution March 14 indicating its support for the adoption of the legislation.

• Aquinas Roman Catholic Home Education Services (ARCHES) has been given permission to conduct an excluded bingo event April 2 at St. Joseph of the Lakes Catholic Church, located at 171 Elm St. Under Minnesota Statutes, Section 349.166, excluded bingo may be conducted by an organization that conducts four or fewer bingo occasions in a calendar year.

• St. Joseph’s has also been given the green light to conduct a raffle, bingo and pull-tabs for its summer festival Aug. 13-14. Nonprofit organizations are allowed to apply for an exemption from a gambling license if they conduct five or fewer gambling occasions per calendar year.

•Starting March 28, the city will have a new utilities maintenance worker. Kyle Dubois graduated from Forest Lake High School and has previous public works experience with the Washington County Highway Department. Dubois’ hourly rate of pay will be $29.32, which is

the second step of a six-step wage schedule.

• Rehbein Black Dirt can begin its move from Centerville to Lino Lakes now that the council has approved a conditional use permit and site performance agreement. The business will move approximately 0.5 mile down the road from its current location at 6921 21st Avenue. S to an 18.36-acre site located between 21st Avenue S. and I-35E. According to Jon Rausch of Cushman & Wakefield, the operation needs to relocate because they have a large e-commerce deal that’s going to happen on the 40-acre site in Centerville. Plans are also in the works for the site in Lino Lakes. He added that the hope is to use the site in Lino Lakes for only 12 months.

• The city will partner with the Rice Creek Watershed District (RCWD) and WSB to complete a best management practices feasibility study for Shenandoah Park. In 2009-10 the RCWD, in partnership with the Anoka Conservation District, completed a subwatershed assessment focusing on Rice Lake.

The purpose of the study was to identify potential water quality projects to reduce runoff volume and sediment/nutrient loading to Rice Lake. The study identified Shenandoah Park as a prime

candidate for additional study in advance of developing a large capital improvement project.

A private ditch system, maintained by the city runs through the park, under Birch Street, and discharges into Rice Lake. The ditch serves as the primary stormwater outlet for the residential neighborhood extending south to Coyote Trail.

A majority of the park area is comprised of partially drained wetland.

Community Development Director Michael Grochala explained that the opportunity exists for a restoration project that would enhance water quality and provide for an improved greenway element to the park.

WSB will complete the feasibility and completed a wetland delineation and corresponding water quality modeling for $21,925. RCWD has agreed to pay no more than $10,962.50 (50%) of the cost. The city would pick up the remaining cost using its surface water management fund.

The next City Council meeting will be at 6:30 p.m. Monday, March 28, at City Hall. There will also be a work session immediately beforehand at 6 p.m. in the community room.

Real estate prices and valuations rise

CENTERVILLE — Yes, Virginia, real estate prices in Centerville are going up.

Whether buying or selling, property owners active in the real estate market probably have experienced one or two involuntary raised eyebrows over the past year. “It’s been a wild year,” City Assessor Mary Wells assured the Centerville Council.

The trend of people paying high dollar for properties is not unique to Centerville, but is happening throughout the county, across the state and even throughout the nation — in places such as Virginia, Wells said.

A strong market in which property is really selling affects assessment numbers greatly, Wells said, before giving council her 2021-2022 assessment report. Values set for 2022 are the basis for 2023 taxes, she noted.

Residential values in Centerville are up between 17 and 30%, depending on which of the nine groupings a home

belongs to, Wells said. The different types of homes in Centerville include townhomes, lakeshore properties and downtown properties, to name a few.

For example, to focus on a basic home in Centerville, the citywide median residential value increased by 25.5% over the past year from $280,200 to $352,600. The average residential value increased by 23.5% over the past year from $310,000 to $383,000, Wells said.

The average is calculated by adding up all the individual values and dividing this total by the number of observations. The median is calculated by taking the “middle” value — the value for which half of the observations are larger and half are smaller.

During the past year, Centerville saw 106 total residential sales with 64 “good” residential sales used as the basis for assessment. “Good” sales exclude sales between relatives, foreclosures, new construction, estate

sales and vacant land sales.

The sale of a home on Pioneer Lane was used as an example of a home sold during the strong seller’s market last year. In March 2021, the home listed for $289,900 and closed in April for a sale price of $325,000. For valuation purposes, the sale price of that home is used, rather than the listed price.

Before it entered the market, that home’s estimated market value in 2021 was $277,000. Using the state-authorized calculating process that must guarantee an increase of between 90 and 105%, the adjusted sale price of that particular home becomes $362,000, and the new estimated market value of homes like it in the city is now $345,200 — an increase of 24.6%.

This new calculation means that everyone’s valuation goes up. But it doesn’t necessarily change the amount of tax that each property will pay. But it does change the tax rate,

Did you know that one lead sinker can kill a loon?

One in five loons die a slow and painful death of lead poisoning from fishing tackle. And it’s not just loons. Lead poisons eagles, trumpeter swans and some mammals as well.

Kelly Amoth, program administrator for the Minnesota Pollution Control Agency (MPC), gave a Zoom presentation on the Get the Lead Out program at the Shoreview Environmental Quality Committee speaker series March 16.

Get the Lead Out is an educational program to protect and restore the population of loons in Minnesota by reducing their exposure to leadbased fishing tackle. This outreach effort will run until 2023.

Amoth said loons mostly eat fish, but will occasionally dine on frogs, toads or leeches.

“If you’re an angler, you know that fish aren’t always on the top of the water,” Amoth said. “Fish can be deep, and loons have a great ability to dive.

They are known as the great northern diver. They can dive up to 130 feet and can hold their breath for up to five minutes.”

Amoth said one way loons are exposed to lead is by feeding on fish that are being reeled in by an angler, or fish that have broken free with tackle still attached. Another way is that lead weights fall to the bottom of the lake and the loon ingests the lead along with the pebbles needed as grit to aid in digestion.

“They will pick up small rocks, but they will also pick up lost fishing tackle,” Amoth said. “Any fishing tackle that was lost yesterday, or 60 years ago, is still there at the bottom of the lake. It’s not going anywhere, and it becomes pollution.”

Once lead tackle is ingested, it is broken down in the gizzard and passes into the bloodstream and organs.

“The current nationwide estimate right now is about 25% of loon death is caused by lead poisoning,” Amoth said. “That’s all human behavior. So it’s just changing our behaviors and our buying habits to make a switch to lead-free to prevent those deaths.”

She noted there has not been a single case where a loon has recovered from lead poisoning.

To decrease lead pollution to loons, Amoth said people can buy lead-free tackle, recycle lead tackle properly and share about the danger of lead to wildlife. Anglers can protected themselves from lead when fishing and hunting by washing their hands before eating and drinking.

The MPC is currently working with over 40 partners for lead collection, including lake associations, environmental nonprofits and county household hazardous waste facilities.

Amoth said Shoreview has a fishing lead tackle drop-off box at Sucker Channel.

“It’s been doing pretty well,” she said. “We’ve collected over 2 pounds of lead, which is great, because that is lead that will not go into our lakes.”

City Administrator/Engineer Mark Statz said. “A raise in your property value doesn’t necessarily mean a raise in your taxes,” he added.

“Your value is up 25%, but your taxes won’t go up 25%, probably,” Wells said.

Last November, property owners will have received their estimated city tax bill for 2022, which doesn’t include school district, county or other taxes.

The Anoka County notices with each property’s valuation will be sent out by the end of March with tax statements payable in 2023.

Amoth said they are in the final stages of working on a retailer rebate program with bait shop owners and are hoping to get that program up and running by this year’s fishing opener.

“The goal is protecting our loons and making sure that their population remains strong for many years to come,” Amoth said.

POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • Officers were dispatched to a call of suspicious activity at a closed business in the 6900 block of Otter Lake Road March 8. Two males were subsequently arrested for burglary.

• An officer responded to a local business for a report of vandalism in the 700 block of Apollo Drive March 8. Officers investigated the incident and determined it was a civil issue.

• An officer stopped a vehicle for speeding in the 300 block of Main Street March 8. Drug paraphernalia was found inside the vehicle and the driver was cited for the violation.

• Officers responded to loud noises coming from an apartment in the 700 block of Town Center Parkway March 9. The officer spoke with the resident of the apartment and learned he had been in a disagreement with his brother. No assault was reported and the brother who did not live at the location had left prior to the officers’ arrival.

• An officer was dispatched to investigate a report of damage to property in the 700 block of Town Center Parkway March 10. The officer investigated the incident and there is no suspect information available at this time.

• An officer was dispatched to a theft report in the 7300 block of Sunset Avenue March 10. The incident was documented and extra patrol was provided.

• An officer received a report of a suspicious person inside a closed business in the 6500 block of Ware Road March 10. The person was identified as an after-hours employee.

• Officers stopped a male riding a bicycle without proper equipment in the 7300 block of Lake Drive March 10. The male was identified and advised whatwas required on a bicycle.

• An officer was dispatched on a phone call report of suspicious activity in the 7000 block of Sunset Avenue March 10. The officer documented the incident and provided extra patrol.

• An officer was dispatched to a business for a theft report in the 400 block of Park Court March 10.

The case is under investigation.

• An officer was dispatched to a delayed theft report in the 6400 block of Pheasant Hills Drive March 10.

• Officers received a fraud report in the 1500 block of Holly Drive March 10. The victim had a financial loss associated with the scam, and no suspects were identified.

• An officer located a male with an outstanding warrant in the 400 block of Part Court March 10. The male was arrested and transported to jail.

• An officer took a report of a fraud in the 6000 block of Foxtail Drive March 10. The officer documented the incident and is investigating.

• An officer responded to a two-vehicle property damage accident on Lake Drive and Market Place Drive March 11. No one was injured, and the officer documented the incident.

• Officers responded to an anonymous report of a noise complaint in the 1000 block of Birch Street March 12. Officers arrived in the area and did not hear any loud noises.

•MDAN An officerads stopped for an equipment toa vehicle run ONE TIME, viothe lation on 21st Avenue and Main Street March 12.

The officer found the passenger had an open bottle of alcohol in the vehicle. The evidence was secured and the passenger was mailed a citation.

• An officer stopped a vehicle for multiple lane violations on Ash Street and Centerville Road March 12. Through investigation, the officer determined the driver was impaired. The driver was arrested for third-degree DWI and booked at jail.

• An officer was requested by another agency to assist with a panic alarm in the 1900 block of Main Street March 12. The officer assisted and located the owner of an unreported stolen license plate.

• Officers attempted to arrest a male at a residence on a warrant in the 6900 block of West Shadow Lake Drive March 13. The male was not at the location.

• Officers responded to a residence for a report of suspicious activity in the 7500 block of Woods Edge Boulevard March 13. The officers checked inside the home and found no problems.

• Officers responded to a report of a possible injury accident in the 600 block of I-35W March 14.

Officers learned it was a property damage accident and the vehicle was towed.

• Officers responded to a two-vehicle property damage accident on Birch Street and 20th Avenue.

There were no injuries. One vehicle was towed from the scene and the other was driven from the scene.

• A community service officer was dispatched to a report of a vehicle in a ditch in the 6700 block of Lake Drive March 14. The vehicle was removed without incident.

• While on patrol, an officer observed a disabled vehicle in the ditch in the 6200 block of Hodgson Road March 14. The vehicle was not a hazard to traffic and a private tow was ordered. The officer provided the occupant a transport to a family member’s home.

• An officer took a report of a stolen vehicle from a dealership in the 6000 block of Hodgson Road March 14. The vehicle was entered as stolen and an investigation is underway.

• Police were dispatched to the 300 block of Civic Heights Drive for a civil dispute March 11.

• Officers were dispatched to a report of theft of package in the 30 block of Village Parkway in Circle Pines March 11. There are no known suspects at this time.

• Officers were dispatched to a report of a driving incident on 20th and Main Street March 11 in Centerville. Officers called the complainant, who advised he had a verbal altercation with a driver who threw items at him. No crime occurred.

• Officers responded to a civil dispute in the 80 block of Golden Lake Road in Circle Pines March 12. An officer mediated the situation between the renter and landlord.

• Officers were dispatched to the 250 block of Twilight Terrace in Circle Pines for a barking dog March 12. Officers did not hear any violation of city ordinance.

• Officers were advised of suspicious individuals in the 1900 block of Main Street in Centerville March 12. Officers later learned that the suspects had committed a theft in the 1800 block of Main Street earlier in the day. The suspect vehicle was located in the 1900 block of Main Street. Suspects were seen leaving in a separate vehicle. Officers attempted to stop the vehicle. The vehicle fled, leading officers in a pursuit ending in St. Paul, where the two suspects were arrested.

• Officers were dispatched to a phone call report regarding a person who left their wallet at a business in the 1800 block of Main Street in Centerville March 13. The wallet was picked up by another person. Officers located the person who had taken the wallet and assisted in returning items to the complainant.

• An officer was dispatched on a delayed theft report in the 30 block of Village Parkway in Circle Pines March 14.

• An officer conducted a traffic stop near Lake Drive and Pine Drive in Circle Pines March 15. A female driver was cited.

Chain of Giving returns to raise money for Angel Fund

The 9th annual Chain of Giving Casino and Community Game Night was back in full force March 19 at Infinite Campus. Community members enjoyed food, played games and bid on silent auction items, all in an effort to raise money for Centennial’s Angel Fund. The fund provides scholarships for students at the middle school and high school to help pay for out-of-pocket costs to participate in sports or clubs.

The total amount raised from this year’s event was not available as of press time. Past events have raised more than $10,000.
