CENTERVILLE — After months of being known as “Project Banjo,” the identity of a new development in town has been revealed.

An Amazon Distribution Center will be developed in the Fairview Second Addition, after the Centerville City Council unanimously approved several key documents in one action.

The actions were approved with clarifications to the noise study, which will be rewritten into the documents by City Attorney Kurt Glaser and adjusted moving forward through attorney negotiations.

The key documents are the preliminary plat, the final plat, a conditional use permit (CUP) for a planned unit development (PUD), a developer's agreement and a resolution in city ordinance that encompasses all the above documents.

At its April 5 meeting, the Planning & Zoning Commission voted to process the request from Ryan Companies, as representative to the yet unnamed developer, as a planned unit development (PUD) and to consider the proposal at a May 3 public hearing. Following public input on May 3, the commission recommended approval with a multitude of conditions.

Those conditions pertained to traffic impact, noise impact, environmental impact and others, and were reviewed at the May 25 council meeting prior to action on the documents.

The 140,000-square-foot Amazon Distribution Center will be built in the industrial park in the 6900 block of 21st Avenue on property currently owned by Rehbein Properties. The site consists of three parcels totaling about 40 acres that lie between 20th and 21st Avenues, north of Fairview Street and south of Commerce Drive. The site is essentially vacant at present, as it is being used for Rehbein's large-scale black dirt operations.

2 golf coaches start up junior golf programs this summer

LINO LAKES–Betsy Larey and Trent Anderson have been teaching golf for a long time. This summer, they hope to be busier than ever, now that two junior programs have been added at Chomonix Golf Course in Lino Lakes.

A Junior Golf Learning Program is for ages 8-12 who are new to the game or need help with the basic skills. There are two three-week sessions offered, one in June and one in July.

Also coming is the Junior Golf Performance Academy for middle through high school players

who have experience and would like to play competitive golf. That program runs for eight weeks and includes small group instruction, private lessons, on-course play and weekly video lessons mailed weekly.

“Our instructor-to-player ratio is 3-to-1 to ensure every player receives individual attention,” Larey said.

Neither Larey nor Anderson is a stranger to teaching the sport. Larey is a Ladies Professional Golf Association (LPGA) professional who has been teaching since 1995. She’s served as the women’s coach at Carleton College in Northfield; Flagler SEE CHOMONIX GOLF COURSE, PAGE 6

• The city will submit a 2023 Legislative Citizen Commission on Minnesota Resources (LLCMR) application for $200,000 to assist with initial capital costs and rollout of a water stewardship program.

Community Development Director Michael Grochala said city staff is currently considering the implementation of a tower-based radio read system that, coupled with 1-gallon resolution meters, radio transceivers and a customer portal, would enable real-time feedback on water use to residents. The system would also provide customer alerts based on use patterns and provide operating information to water utility staff.

Phase 1 of the project would include installation of an antenna and base station for citywide continuous data collection, software for analytics and a customer portal, and the acquisition and installation of Sensus SmartPoint radio transceivers.

The city system currently has approximately 2,600 meters that can be programmed to read at 1-gallon resolution. Of those, approximately 800 already have the correct radio to begin use of the system. The plan would include equipping the remaining 1,800 programmable meters with the new radio system.

The estimated cost of the Phase 1 program is $424,000 and would provide service to approximately 50% of municipal customers over a three-year implementation period.

The balance of the system (Phase II) would be completed over six to eight years through annual changeout of existing hardware through the water operating budget, Grochala explained.

Council Member Tony Cavegn wanted more information on whether all of the bells and whistles of the program’s technology would really be necessary, or if the city could just focus on updating its old systems.

“I’m not sold on spending threequarters of a million dollars for a smart system that I’m having a hard time believing people are going to take advantage of,” he said. Cavegn was the only member of the council to vote against the grant application.

• The city of Lino Lakes will once again participate in the Anoka County’s Housing and Urban Development (HUD) programs. Anoka County administers receipt of federal HUD funds from the Community Development Block Grant (CDBG) and HOME Investment Partnerships programs.

process to continue receiving and administering funds. As part of the process, the county is required to notify participating communities of the option to be excluded from the county’s funding cycles for the next three years.

• Woods of Baldwin Lake Park will undergo improvements this summer for a price tag of $165,123. The city only received one bid from G.L. Contracting, approximately $19,376 over the engineer’s estimate. Public Services Director Rick DeGardner guessed the higher quote was likely related to current marketplace uncertainties, fuel costs and labor costs. Park amenities will include a seating area, shelter with picnic table, playground, basketball half court and a doggie station.

The playground equipment, which was installed in 1994, will be replaced. The city has entered into a contract with Northland Recreation Inc. via Sourcewell for $70,304.

(Sourcewell is a public corporation that serves as a municipal contracting agency for government and education agencies.)

The next City Council work session will be at 6 p.m. Monday, June 6, in the community room. The next regular meeting will be at 6:30 p.m. Monday, June 13, in the council chambers.

• Muddy Cow Tap House, located at 617 Apollo Drive, will likely open its doors in August. The City Council recently approved the issuance of an on-sale and Sunday sales liquor license for the new business.

• An ordinance is now in effect regulating the possession of catalytic converters within the city. (See “New ordinance may be ‘tool to curb’ catalytic converter thefts,” May 17.)

• A soon-to-expire joint powers agreement (JPA) for the investigation of financial crimes has been updated. The Minnesota Bureau of Criminal Apprehension (BCA) oversees the Minnesota Financial Crimes Task Force (MNFCTF) and the appropriated funds for the investigation of financial crimes in Minnesota. The public safety department has been a member of MNFCTF since November 2018 when the council approved the current JPA, which is set to expire June 30, 2022.

Per the JPA, the city of Lino Lakes is authorized to be reimbursed for overtime expenses stemming from the investigation into financial crimes. The city also has the ability to be reimbursed for financial crimes training related to expenses.

• The city will spend approximately $196,180 on a 2004 Spartan fire engine from Custom Fire. That price includes both the engine as well as equipment that needs to be purchased to make the apparatus operational.

The engine is needed now that Aerial 11 has been taken out of service after a structural issue was found during an inspection. Public Safety Director John Swenson said the used piece of fire apparatus will meet the water pumping capacity needs for the city.

• The timeline for the Water Tower No. 2 rehabilitation project has been delayed slightly. Recently, the council granted the contractor, Classic Protective Coatings Inc. a time extension for substantial completion after the project was delayed because removal of the tower antenna was delayed to mid-June. Originally, the project was supposed to be substantially complete by Aug. 15.

The contractor now has until Sept. 5.

• The city has received $24,000 from a water efficiency grant under the Legacy Amendment Clean Water Fund to continue its efforts to conserve water by purchasing smart irrigation controllers and passing them along to residents at a discounted price. The grant requires a $6,000 match from the city.

Graduation season is here

T

his is the first year of the past three that high school graduation activities, ceremonies and parties are proceeding as normal. Graduation season has special meaning for our family this year, as our daughter prepares to graduate from Mahtomedi High School next week.

It’s a busy time as we have watched her wrap up 12+ years of school, prepare for the ceremony, and look forward to the all-night senior party and friends’ graduation parties.

Graduation has become a months-long celebration with Publisher’s parties from May through July. It’s been fun to see the View announcements arriving at our house and learning of the Carter Johnson future plans these young adults have, many whom we have known since they were little kids. Our weekends through the month of June are completely booked. It’s an exciting time.

Being the parent of a graduating senior brings a lot of different emotions. I have pretty vivid memories of walking Abbey into the first day of kindergarten at Osceola Elementary School. It was at a time she was refusing to wear socks and her teacher, Mrs. Traynor, made the transition easy by allowing her to wear flip flops. I find myself remembering and feeling nostalgic about things like her first bike ride without training wheels; the daddy-daughter dances; the first time she got up on water skis; our time together in the car when I dropped her off every morning at middle school; being on the sidelines as we watched her play (at various times) soccer, gymnastics, basketball, lacrosse, tennis and golf - and trying not to be the overbearing dad at the bottom of the ski hill at races. She has been my beekeeping helper. Family road trips to ski destinations out west are also particularly memorable.

Like all high school students, she has experienced trials and tribulations along the way. We are hopeful the lessons learned have better prepared her for the challenges of the future. Life is full of them.

I appreciate the teachers and fellow parents who have helped support and coach us through the various stages, twists and turns of raising children. Many of the friendships we have made through our kids will last long after graduation.

Graduation day seems to have come way too fast (though I admit there were some days it couldn’t come fast enough for all of us.) Shortly after the celebrations are over, Abbey will head off to college three states away. Like most new graduates, she is ready to move on to the next phase, though I’m guessing has some apprehension, too. Leaving home for the first time is both exciting and a little scary. For us as parents, it’s bittersweet. We are happy for her yet sad to see her go. The realization has set in that with graduation, her childhood and time at home as we know it is coming to an end.

To all the families of graduating seniors, I hope you cherish these next several weeks with your graduate. To the graduates, I hope you take all you have learned and embrace the next steps to achieve your goals and dreams, whatever those may be. Hug your parents, have fun celebrating, and be safe.

Centerville has a rich volunteer history which fuels our engine. We have fantastic staff, dedicated elected officials, and our volunteers provide the ties that bind.

Centerville is blessed with a Lion’s organization which donates countless hours into serving the community.

They host Movers & dinners, organize Shakers festivals, donate to D. Love those in need and even take time to clean up our roads. Their contributions are immeasurable and more appreciated than they will ever know.

Centerville has a strong Planning and Zoning

Commission filled with a group of volunteers who put many hours into reviewing site plans, ordinances, and zoning to develop plans for our city’s future. We have a Parks and Recreation Committee filled with volunteers who continually discuss ways to engage the community and build stronger bonds. The members of this committee often put in extra time to volunteer for many events they plan. We also have an Economic Development Authority filled with volunteers who spend time thinking about helping our current business partners as well as making our community one which other businesses would want to call home.

Centerville also has a volunteer fire department.

Centennial District Fire protects the communities of Centerville and Circle Pines and is a top-notch organization with rich history. Though the department is dedicated to our community, it’s reach goes well beyond as they respond to emergencies in other surrounding communities

providing service and protection with empathy and caring.

Small communities like ours join together because of the heart and passion of volunteers. Whether it’s one of the opportunities listed above, volunteering at your church, coaching youth sports or being involved in Scouts your time, energy and effort is incredibly valuable.

If you are looking for your niche, please consider volunteering for your city; we have openings on Parks and Recreation as well as EDA. We are looking for volunteers to help with our summer (Fete des Lacs) festival.

We were all blessed with many talents. The opportunity to share those talents with others in your community is not only beneficial to others, but it can be incredibly rewarding to you as well. Knowing you made a difference for someone else is incredibly uplifting. We are truly ‘stronger together’!

DNR BRIEF DNR cautions lakeshore property owners about improper use of hydraulic jets

The Minnesota Department of Natural Resources (DNR) frequently receives questions about devices that generate water current to blast muck and plants away. They have various trade names, but the DNR refers to these devices generically as hydraulic jets. Even though you can buy one in Minnesota, they cannot be used in any way that disturbs the bottom of the lake or uproots plants.

A person may legally operate a hydraulic jet if it is placed high enough off the lake bed so that it does not disturb the bottom or destroy rooted aquatic plants. It should be

directed upward toward the water’s surface, a technique that can prevent dead vegetation and duckweed from collecting around docks and boat lifts.

Aquatic plants are important to lakes. They help maintain water clarity, prevent erosion, stabilize the bottom and provide habitat for fish and wildlife and are therefore protected under state law.

Specific regulations govern what situations require permits for aquatic plant removal. Regulations and a guide to aquatic plants can be found on the DNR website at mndnr.gov/ ShorelandMgmt/Apg/Regulations. html . To apply for a permit, visit mndnr.gov/MPARS .

COMMUNITY BRIEF Candidate registration opens for ambassador program

Current high school junior or senior girls who live, work, worship or go to school in the Centennial area as well as female Centennial High School graduates are invited to register for the summer candidacy program for

possible selection to be a Lino Lakes Ambassador. Registration is due by 11:59 p.m. Wednesday, June 22; only 20 candidates will be accepted. Those candidates that have been accepted should plan to attend an orientation at 6:30 p.m. June 22 at Lino Lakes City Hall.

Dicey, better known as Sophie, is a beautiful 2-year-old girl. She’s about 45 pounds, which is petite for a shepherd/ husky mix, but her size makes her a perfect fit for a moderately active forever family. She’s soft, smart, playful, very attentive and loves belly rubs.

Her ears are like antennas and always on alert. Sophie is house-trained and kennel-trained. She loves her squishy toys and likes to carry them around, monitor them and herd them. She is social with all people, but at least to start, would do best with a

family and in a home as an only pet. She can be reactive to other dogs but with training, slow introductions, consistent and positive interaction and patience, it’s anticipated her reactive behavior can be changed. She has not been introduced to cats.

Although she is young, she’s already been a mama to eight pups.

CALENDAR BRIEF Rodeo finals will be held in Hugo

The Minnesota High School Rodeo Finals State Championship will be held Friday, June 10, Saturday, June 11, and Sunday, June 12, at Dead Broke Arena, located at 5676 170th St., Hugo. Events will start at 7 p.m. June 10 and June 11 and at noon on June 12. There will

also be free cowboy hats for kids (while supplies last), pony rides, hay wagon rides and more. Tickets are $10 per adult at the gate, or $15 for a three-day pass. Ages 18 and under get in for $5 per person and children age 5 and under get in free.

CHOMONIX GOLF COURSE: 2 junior golf programs will be offered this summer FROM PAGE 1

College in St. Augustine, Florida; and White Bear Lake Area High School. She’s also been the swing coach at Centennial High School. She currently teaches adults and juniors at Keller Golf Course in St. Paul as well as at Chomonix in Lino Lakes.

Anderson has been the women’s golf coach at Bethel University in St. Paul since 2010. In 2021, he led the team to the NCAA Division III National Championships and was named Minnesota Intercollegiate Athletic Conference (MIAC) Coach of the Year in 2020. He was an all-star athlete in multiple sports at Bethel during his college career. He currently teaches science at Centennial Middle School.

Larey said she hopes to have about 24 players for the Junior Golf Performance Academy and 50 for the Junior Golf Learning Program.

“We do have a maximum number

of spots available, so if parents are interested we ask that they please sign up as soon as possible,” she said. “I’ve been offering a Girls Golf Performance Academy for years, as I believe once girls get to middle school they don’t get as much individual attention as boys.”

Larey added, “When I got the chance to offer this at Chomonix, it was a great opportunity to bring Trent on board to start a program for the boys as well as working with the girls.”

involve bringing goods onto the site in trucks, unloading those goods, sorting the goods, repackaging them for distribution and loading them into vans for delivery throughout the area. The applicants describe the proposed uses as warehouse and offices, noting that the facility will distribute merchandise to customers.

Currently, Amazon has about a dozen facilities in the greater MinneapolisSt. Paul area, all of which have different functions.

Centerville's distribution center will be one of only

three delivery stations in the greater Twin Cities area.

The facility is expected to generate a considerable amount of traffic; an anticipated 344 vans will depart in the morning and return in the evening. The operation will deliberately avoid the peak morning and evening rush hours, as delivery vans will leave the site between 9:50 and 11:30 a.m. and return between 7:10 and 9:10 p.m. Because this traffic will have an impact on adjacent roads, especially the intersection of Main Street and 21st Avenue, a

traffic study prepared by the applicant's consultant has been factored into the recommendations.

Studies and mitigation measures involving pollution, noise, safety, impact on the environment and other factors will be ongoing.

CIRCLE PINES CITY COUNCIL SNIPPETS • Complaints from the Anoka County-Blaine Airport are down by approximately 20% compared to this time last year. Council Member Steve McChesney, who serves as the council liaison on the airport commission, said the decrease in complaints is likely because more people have returned to working in an office rather than out of their home.

McChesney added that the airport will host a Burger Bash Fly-In June 11. The event is a fundraiser for the Young Eagles Program, which was created by the United States Experimental Aircraft Association and designed to give children ages 8-17 an opportunity to experience flight in a general aviation airplane while receiving education about aviation.

• Residents who are looking to have work performed by a contractor, such as tree removal service or landscaping, should first call City Hall to see if a contractor is licensed to perform business within the city.

Metro Tree and Stump Service’s license, which was on the last City Council agenda for approval, has been temporarily suspended after an incident.

City Administrator Patrick Antonen explained that the business applied for a license to operate within the city back in March but never turned in all

The next City Council meeting will be at 7 p.m. Tuesday, June 14, at City Hall.

• Improvements to the City Hall campus will now move forward, after council approved (4-0; Council Member Michelle Lakso was absent) two of the three portions of the engineering proposal offered by Stantec for this project. This item had been tabled at the May 11 meeting for greater cost breakdowns. Although council approved the parking lot resurfacing and thin overlay project along with the parking lot lighting improvements after receiving greater details, council tabled action on the City Hall/Fire Station landscaping improvements. City Engineer Mark Statz will study this item and possibly save the city several thousand dollars.

The total cost of the engineering proposal was $37,700.

• Members of the community will have an opportunity to learn to use an automatic external defibrillator (AED) to potentially save a life in a sudden cardiac arrest emergency, after the Centennial Fire District received an Allina Health Heart Safe Communities grant to train the public on these devices. Station 3 Battalion Chief Matt Montain attended the council meeting in person to highlight this opportunity for the city. During a cardiac event, the AED analyzes

the patient’s heart condition and, if necessary, applies electrical current to the patient to revive the heartbeat.

• The property owners at 7037 Eagle Trail will be allowed their parking pad, after council approved an encroachment agreement to install the pad along the front property line in the city’s drainage and utility easement.

• The St. Genevieve’s Church annual Parish Festival, scheduled for Sunday, Aug. 21, can go on as planned after council approved three permits for the event. The parish, located 7087 Goiffon Road, was granted a special event permit for private property; a temporary on-sale liquor license and a charitable gambling license for a raffle. The event will take place on the Parish Community Center grounds.

• MidWestOne Financial Group Inc., an Iowa corporation, has granted a permanent pedestrian trail easement along Main Street to the city for an annual fee of $1.

Boys Golf: Cougars tie for 3rd in NWSC; Pass, Lick are all-conference BRUCE STRAND SPORTS CONTRIBUTER

The Centennial Cougars tied for third place among 14 teams in the final Northwest Suburban Conference standings after six conference meets, led by seniors Brody Pass and Caden Lick, who earned all-conference honors. Maple Grove was champion with 75 points, followed by Spring Lake

Park with 74.5, Centennial and Totino-Grace with 55 each, and Blaine with 49, for the top five. Pass averaged 74 strokes and made all-conference for the second time. Lick averaged 77. The lineup also includes Josh Marciano, Keegan Johnson, Peyton Blair, Hayden Frank, Harper Searles and Hunter Ubel, all of whom were in the top four (counting scores) and one time or other. The Cougars are coached by Chris Kopp. Next is the Section 5AAA tournament May 31 and June 1 at Bunker Hills.

GOLF First ace sunk at Chomonix

Ryan Johnson dropped in a hole-inone on Tuesday, May 17, at Chomonix, the first of the season at the Lino Lakes course. Playing in the Tuesday Night League, he got his first ace using a seven iron on the 168-yard No. 7 hole.

TENNIS Centennial finishes season 13-4

A strong Centennial tennis season ended with a 7-0 loss to No. 5 ranked Mounds View in the semifinals of the Section 4AA tournament on Monday.

The Cougars finished the season 13-4.

They still had section singles and doubles play from May 26 to 31.

TRACK Four Cougars place in NWSC meet opening day

Centennial had four athletes score points in the first day of the Northwest Suburban Conference track meet on Tuesday. For the boys, Lance Liu placed third in shot put with a personal best 47-103/4. For the girls, Linaya Tubbs placed fifth in discus with 118-5, a personal best. Emily Anderson placed fifth in long jump with 16-1/2. Alyssa Draheim placed sixth in high jump with 5-4. Three boys events and three girls events were completed. Centennial did not score in boys pole vault or triple jump. The meet was scheduled to resume Thursday at Park High School in Cottage Grove.

SOFTBALL Cougars, top-seed in section, start with 15-0 win over SLP

The top-seeded Centennial Cougars coasted to a 15-0 win over the Spring Lake Park Panthers in their Section 5AAAA opener Tuesday. The Northwest Suburban Conference champions collected 17 hits, including three each

by Bryn Ruberg (triple, two RBI’s) and Brooke Helseth (double, three RBI’s).

Notching two hits each were Alexa Just (double, two runs), Jordan Lemire (RBI) and Riley O’Connell (triple, two RBI’s).

O’Connell pitched three innings and Montana Miller one inning, combining for a one-hit shutout. Centennial (15-5) met Spring Lake Park on Thursday while Maple Grove dueled Champlin Park. The tournament was to continue Friday and conclude Tuesday, June 2.

GIRLS GOLF Cougars finish duals 3-3; NWSC meet, sections next

Centennial shot a season low and defeated Anoka 179 to 201 in their final conference dual meet May 17 at Links at Northfolk in Ramsey, giving the Cougars a 3-3 mark. Taylor Thor shot 39, Amanda Kufner 41, Marina Allen 46, and Kate Sanvick 53. The Cougars were to close Northwest Suburban play with a full conference meet Thursday, May 26. They placed ninth among 14 teams in the Andover Invitational on May 16 at Bunker Hills. Thor shot 87, Kufner 88, Allen 98, and Ella Friedman 110.

Kufner and Allen both birdied a par-five hole. The Cougars have their section tournament May 31 and June 2, also at Links at Northfork.

BOYS LACROSSE Cougars (10-2) near NWSC crown; sectionals coming up

The Centennial Cougars edged Robbinsdale Armstrong 10-8 on Wednesday, May 25, improving to 10-2 overall and 9-1 in the Northwest Suburban Conference. They were to close the conference season against Spring Lake Park/Coon Rapids on Thursday, May 26. If the Cougars won, they would tie Maple Grove for the conference championship. Leaders in goals (not counting the Armstrong game, statistics not available) are Sam Rodgriguez with 25, Brol Scherman 21, Noah Berger 20, Logan Adams 10 and Isaiah Ward 10. Next for the Cougars is the Section 7 tournament June 2, 7 and 9.

She has driven home 16 runs. “Bryn puts the ball in play and hits the gaps — an extremely tough out,” coach Rick Thomas said. Behind the plate, Ruberg shows acute game awareness and a strong arm, with just one error while throwing out 12 baserunners.

“Best catcher in the NWSC, and one of the best in the state, to me,” said Thomas. Ruhberg, who hit .367 with 16 runs as a junior and made all-conference, has committed to St. Benedict’s.

ECONOMIC DEVELOPMENT AUTHORITY NOTICE OF PUBLIC HEARING NOTICE is hereby given that the Board of Commissioners of the Lino Lakes Economic Development Authority (the “EDA”) will meet on Monday, June 13, 2022, following adjournment of the regular City Council meeting which begins at 6:30 p.m., at City Hall, located at 600 Town Center Parkway in the City of Lino Lakes, Minnesota (the “City”), to conduct a public hearing on the proposed sale of certain real property owned by the Authority and generally located northwest of City Hall to Silver Creek Equity, LLC, a Delaware limited liability company, (the “Developer”). The property is legally described as: Lots 1, 2, and 3, Block 2, and Outlot B and Outlot C, The Village No. 4, Anoka County, Minnesota The EDA will consider the sale of the land under Minnesota Statutes, Section 469.105. A summary of the terms and conditions of the land sale is available for public inspection at City Hall. At the hearing, the EDA will meet to decide if the sale is advisable.

Any persons wishing to express an opinion on the matters to be considered at the public hearing will be heard orally or in writing.
