began as a bird dog training program and over the years has transitioned into a behavioral training and boarding kennel.

At the beginning of 2022, Follow Me Dogs officially joined forces with Blaine Kennels. General Manager Emily Hanson, who also happens to be the co-founder of Follow Me Dogs, has been helping dogs in the animal rescue world for over 17 years. She has worked with Blaine Kennels since she discovered them in 2017.

“I often called them Minnesota’s best kept secret. I referred multiple dogs to them for training and their structured day care setup. I had truly never known of a boarding facility you could walk into and not hear a peep,” Hanson said. “I was primarily working with dogs with serious behavioral hurdles so having a place they could board or even increase their dog and/

Notable events that have taken place on July 4 Residents of the United States spend July 4th celebrating the country’s independence. Though July 4 has served as America’s Independence Day for centuries, many other significant and memorable events have taken place on the fourth day of July.

1744: The Treaty of Lancaster is signed in Pennsylvania. The treaty dictates that the Iroquois will cede land between the Allegheny Mountains and the Ohio River to the British colonies.

1776: The United States Declaration of

Independence is adopted by the Second Continental Congress. July 4 actually marks the day the final wording of the declaration, which had been submitted on July 2, was approved.

1802: The United States Military

Academy officially commences

operations. Located in West Point, New York, the USMA is the oldest of the five American service academies.

4th of July pet safety Animal Humane Society recommends tips for keeping your pet safe during summer celebrations As Minnesotans gear up to celebrate the Fourth of July in a couple of weeks, the Animal Humane Society (AHS) is reminding pet owners that many pets experience noise aversion or noise phobias, which can be triggered by fireworks and firecrackers.

Now’s the time to start preparing your pet for celebrations. Here’s what pet owners can do to keep their pets safe: • Play recordings of firework sounds starting a few weeks before the Fourth of July. Start quietly and gradually turn up the volume while engaging your pet with treats and toys.

This helps build a positive association with the sound.

• Don’t take your pet to fireworks displays, leave them in your car or leave them outside unattended,

POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • An officer stopped a vehicle for illegal driving conduct in the 600 block of Town Center Parkway June 14. The driver was issued a citation for driving after suspension.

• Officers responded to a report of a male acting erratically and walking in and out of traffic in the area of Lake Drive and Forsham Lake Drive June 14. The adult male was found to be experiencing a mental health crisis and was transported by ambulance to a hospital.

• Officers responded to a delayed theft from vehicle report in the 700 block of Town Center Parkway June 14. The incident was documented.

• An officer took a report regarding disorderly conduct in the 600 block of Apollo Drive June 14.

The incident was documented and officers were unable to determine who the involved parties were.

• Officers responded to a personal injury crash involving a vehicle and a horse in the 800 block of Ash Street June 14. Officers provided aid and the vehicle was towed.

• An officer located a suspicious vehicle after hours in a local park in the 6900 block of Sunrise Drive June 15. The occupants were identified and cited.

• Officers were dispatched to a vehicle vs deer property damage accident in the 800 block of Birch Street June 15. The incident was documented and deer was properly disposed.

• An officer received a theft of license plates report in the 8000 block of Lake Drive June 15. The plates were entered as stolen and extra patrol will be provided.

• An officer took a report involving a neighbor disagreement in the 6400 block of Lakota Trail June 15. The incident was documented and no police assistance was needed.

• A community service officer responded to a report of ducks stuck in a storm drain in the 7200 block of Stagecoach Trail June 15. No ducks were located.

• An officer took a report regarding littering in the 600 block of Town Center Parkway June 16. The officer investigated and the suspect received a citation for the incident.

• An officer was dispatched to a theft report in the 8000 block of Lake Drive June 16. The investigation is ongoing.

• An officer responded to a suspicious activity report in the 700 block of Town Center Parkway June 16. The officer documented the information and was unable to make contact with involved parties.

• Officers were dispatched to a domestic assault June 16. Upon police arrival, the suspect had left the scene. The victim declined medical attention.

A Keeping Our Police Safe (KOPS) alert was entered for the suspect since he had left the residence before police arrival. The suspect was later charged with domestic assault.

• Officers were requested to assist another law enforcement agency with an investigation at a residence in the 7700 block of Marilyn Drive June 16. Assistance was provided.

• Officers responded to a neighbor dispute in the 6600 block of Blue Heron Drive June 16. The parties were advised to leave each other alone.

Officers responded to the 6700 block of 21st Avenue South where juveniles were knocking down garbage and recycling cans June 17. The parties were not located by officers, and the garbage and recycling cans were picked up.

Officers responded to a commercial district in the 6900 block of Otter Lake Road June 17 on a call of a suspicious vehicle. Officers found a homeless party sleeping in their vehicle. The person was provided options and was asked to leave the area.

An officer was dispatched to a report of mail in the roadway in the 100 block of Lilac Street June 17. The officer collected the mail and the investigation is ongoing.

Officers responded to a dumping complaint in the 500 block of Apollo Drive June 17. The incident was documented and referred to the city planner.

An officer took a theft report from a dealership in the 8000 block of Lake Drive June 18. The investigation is ongoing.

An officer was requested to assist another agency with a K-9 track in the 1700 block of 119th Avenue NW in Coon Rapids. The K9- was deployed and the suspect was located and was taken into custody without incident.

An officer located an unoccupied stolen vehicle in the 700 block of Town Center Parkway June 19.

The vehicle was towed and the reporting agency was notified.

An officer responded to a two-vehicle property damage crash at the intersection of Main Street and Otter Lake Road June 19. A police report and Minnesota State Crash Report were completed, and the vehicles were driven from the scene with moderate damage.

An officer responded to a traffic complaint in the 1400 block of Sherman Lake Road June 19. The officer called the driver of the vehicle and spoke to them about their driving behavior.

An officer received a report about a possible threat in the 800 block of Country Lakes Drive June 20. The officer documented the information and extra patrol will be provided for the neighborhood.

An officer stopped a vehicle for failing to display license plates in the area of Ash Street and I-35E. The adult male driver was arrested and booked into jail for driving after cancellation inimical to public safety, no proof of insurance, possession of marijuana in a motor vehicle and possession of drug paraphernalia.

A community service officer responded to a report of solicitation without a permit in the 300 block of Linda Court June 20. The solicitor was made aware of city ordinances.

The Centennial Lakes Police Department reported the following incidents: • Police received a request for extra patrol in the 10 block of Park Drive in Circle Pines June 15.

• A wallet was found near the 4100 block of Lovell Road in Lexington June 15. Police notified the owner.

• An officer conducted a traffic stop on a motorcycle near North Highway Drive and Restwood Road in Lexington June 15. The motorcycle was subsequently found to be stolen and the adult male driver was subsequently arrested.

• An officer conducted a traffic stop near Civic

OBITUARY

Jon L. Latcham Jon L. Latcham passed away peacefully surrounded by family on June 19, 2022 at the age of 74.

Jon grew up in White Bear Lake, Minnesota. He went to WBHS where he excelled in sports. He then went on to Hamline University to study and play football. He worked for 30 years as a P.E. teacher for St. Paul Schools and was the proud owner of Three Diamond Corp.

In the last few years he struggled with Alzheimers. He spent the last year in memory care at the Pillars of Whote Bear Lake. He enjoyed the activities and most of all, the wonderful people. He was preceded in death by his parents, Lowell and Evelyn.

He leaves behind a family that loved and admired him. His wife of 52 years, Bobbie; daughter, Karrie (Tim); son, Jon

Officers were dispatched to the 9200 block of South Highway Drive in Lexington on report of shoplifting. No suspect information was available and the items taken are unknown.

Our greatest adventure begins

N

ow that I am entering the second trimester, I can finally share the news! My husband Patrick and I are expecting our first child this December.

Keeping this secret for the last three months was INCREDIBLY difficult. There were so many times where I would almost say something, just to remember I shouldn’t spill the beans yet.

I did however tell some close family members and friends early. My mom’s reaction was pretty epic, and my sister is also thrilled to become an auntie. My grandparents are also so very excited to welcome their first great-grandchild.

I think my dogs, Frosty and Twinkie, are going to make great big sisters.

Twinkie however is going to have to come to terms with the fact that 100% of Out and everyone’s attention won’t always be on her. (She will always be my little spoiled About princess though.)

Shannon I knew we were going to shock some people, because I think many of them Granholm had given up on the thought of us ever having children and being fur parents forever. Patrick and I just celebrated our seventh wedding anniversary June 27.

My husband was ready to have children a couple of years ago, and was just waiting for me to say when. I’ve always known I was meant to be a mom; I just didn’t know when I wanted that to happen. I kept waiting for this big ‘aha’ moment and eventually realized that’s never going to happen for me. I’m never going to not be scared of all the unknowns. I just need to trust that what is meant to be will be — as corny as that sounds.

Perhaps one of the reasons it took me a while to be “ready” was because I was so worried I would have an unhealthy baby. Growing up with a sick father, I can’t tell you how many times I saw my dad get taken away in an ambulance or recovering in a hospital bed. To this day, it is very hard for me to visit a hospital, so that should make labor interesting.

I’m a very type A person but have learned to accept the fact that I can’t control everything. I’m still in the “terrified” stage, but hoping eventually that the excitement will outweigh the scared.

Even though having a newborn in the dead of winter won’t be much fun, I am a believer in signs. The fact that our first child is expected the same month my father passed away is not just a coincidence. My father always wanted to be a grandpa and was even pestering us for grandchildren before we got married. Now hopefully a month that has historically brought me a lot of sadness, will also bring me happiness too.

Seeing increase in unemployment fraud calls

T

he recent months have seen an increase in unemployment fraud calls to our office. Individuals are stealing identities to claim monetary unemployment benefits from the state, and victims are finding out once they are notified by receiving a letter from the State of Minnesota, or their emCops ployer.

In fact, some Corner estimates James Stuart suggest that up to 7-10% of Americans are affected by unemployment fraud each year.

Some of the ways identity thieves obtain your information are through data breaches (both accidental and intentional), phishing schemes, stealing physical materials from you (wallets, mail, etc.) and by viewing private data over an unsecure internet connection.

Once a thief obtains your

private information, they sometimes use it to create an imposter unemployment insurance account in your name with the intention to steal money from the Unemployment Insurance Program.

If you do receive a letter or call about your identity being used to claim unemployment, you should be aware of the following: • You won’t know you are a victim of the scam until you receive a letter from Minnesota Department of Employment and Economic Development (DEED) stating that they created an account for you, or they are denying your claim.

• If you are working, report the fraud to your human services department to document the incident.

• Contact DEED and let them know this is fraud – DEED.CustomerService@ state.mn.us or call 651- 2597114.

• Make a report with your local law enforcement agency.

• Review your credit report and possibly freeze your

credit. Your bank may offer free monitoring tools.

• Change passwords on your email, banking, and other personal accounts.

While employers and individuals who are victims of unemployment fraud are not required to pay back benefits obtained due to the fraud, being a victim could mean your personal information is at risk of more fraud. Additionally, you may have a more difficult experience obtaining legitimate unemployment benefits if the need arises.

If you are aware or suspicious that someone may be committing unemployment fraud, or that you are victim of unemployment fraud, you can fill out an anonymous form online at www.uimn. org/fraud- report, or call the non-emergency line at 763-4271212 to make a report with the sheriff’s office. CENTENNIAL SCHOOL BOARD SNIPPETS • A special election will be held along with the general election Nov. 8. The filing period for school board will run from Aug. 2 through Aug. 16. School board members Kathryn Timm, Tom Knisely, Robert Vollbrecht along with Chair Suzy Guthmueller’s terms all expire Jan. 1, 2023. (Vollbrecht’s seat will be up for the special election, as he was appointed to fill the remainder of the term by the school board after former board member Stephanie Carlson resigned.)

• Andrea Krueger will be the new assistant principal at the middle school beginning July 1. Krueger has been an English teacher at both the middle school and high school and also served in the positions of an AVID coordinator and Targeted Services coordinator. Most recently, she served as the technology integration coach and Centennial Alternative Compensation System (CACs) co-facilitator.

• The district has agreed to pay its annual dues for 2022-23 to the Northwest Suburban Conference (NWSC) in the amount of $7,500; Schools for Equity in Education (SEE) in the amount of $9,256; and the Minnesota School Board Association (MSBA) in the amount of $15,437.

• The district has adopted its budget for 2022-23. Budget revenues will be $121,277,373 whereas expenditures will be $127,650,848. Executive

Director of Business Services Patrick Chaffey explained that the projected $6,373,475 deficient is a combination of the updates for long-term facilities maintenance projects, the voterapproved operating referendum plan, Centerville Elementary expansion and the 2022A bond refunding payments.

The district now has an agreement in place with the Blaine Police Department for a school resources officer at Centennial High School through 2025.

A joint powers agreement for school nutrition programs has been renewed for the 2022-23 school year. The agreement is between the district and Karner Blue Education Center (Northeast Metro Intermediate School District 916).

The district will renew its transportation contracts with Safe Tree Transportation and Collaborative Student Transportation (CST) of Minnesota for pupil transportation services. Chaffey explained that the rate increase for the one-year contracts represents a 3% increase. The Safe Tree contract also includes a market adjustment.

The district will pursue solar projects at Golden Lake Elementary and the high school east building. The district has been exploring solar strategies and options to reduce power consumption to save energy

with iDEAL Energies. Chaffey said an added bonus is that iDEAL offers a solar-based curriculum, which includes a science-based module that engages students in the real work of STEM professionals to develop their understanding of solar energy, STEM careers, teamwork, design and realworld issues.

The high school east building project is estimated to see a 65% energy savings, whereas the Golden Lake Project will see closer to 16%.

The district is expected to save $24,000 annually from both solar projects.

• The district has updated its Long-term Facilities Maintenance (LTFM) Plan, which it is required to do every year.

The plan includes a 10-year revenue projection and expenditure plan, and levies the maximum for LTFM funding so the district can maximize its state aid dollars. Districts are required to submit their LTFM Plans to the Minnesota Department of Education by July 31.

• The district will get its milk and related products from low bidder St Paul Beverage Solutions for the 202223 school year.

• The district has experienced an increase in population from the 2020 census figure of 34,775 to the current census figure of 35,321 as determined by the state demographer. That figure will now be certified to the state demographer for approval of

use in the 2022 payable 2023 revenue calculations.

• The district has settled eight individual contracts for the 2022-23 school year. Across the board, all of the contracts include a 2% salary increase; and a health insurance increase of up to 2% for 2022 and 2.5% for 2023. Some of the contracts also include an increase in 403b of $500 or $1,000 for 2022.

• Dale Schuster will serve as the health and safety/facility operations specialist for two years, effective July 1.

• The school board may decide to change up its evaluation tool in the future, but for now, Superintendent Jeff Holmberg marked high in all five areas of his evaluation. Chair Suzy Guthmueller said, “You went above and beyond this year. We threw you into a fire and you came out very well out of that. We are pleased with your evaluation and what you have accomplished this year and we are looking forward to hopefully less fires and hazards next school year.”

The Centennial School Board’s next meeting will be at 6:30 p.m. Monday, July 11 in the district office. There will also be a work session immediately prior at 5:30 p.m.

CENTERVILLE TIDBITS • This fall, City Hall will receive a new parking lot, after council formally received and approved the feasibility report for the 2022 thin overlay and City Hall parking lot improvements. After a three-year hiatus, the thin bituminous overlay program is starting back up, said City Engineer/ Administrator Mark Statz. About six years ago, the city switched from sealcoating to a thin overlay program, he said. The shift in mentality meant that road work no longer cycled every three to five years but every seven years.

• “The city is now looking at something that costs two to three times as much and lasts two to three times as long. We are very happy with results,” he said. In 2020, the city completed the last of those projects on every street in town and entered the maintenance phase, Statz said.

Work is expected to start in September with a one-inch overlay on Beaver Pond Way, Hunters Ridge Lane, parts of Dupre Road, Widgeon Circle, Mallard Way, Grouse Hollow, parts of Pheasant Lane, Partridge Place and Progress Road.

Adjacent properties on these roadways will be assessed, according to Minnesota State Statute 429, but private properties will not be assessed for City Hall work. The total cost for the project is expected to be $711,000. The public hearing will be held July 11 at the next council meeting.

• The city has found another culvert under 21st Avenue to include in the agreement it adopted with the Rice Creek Watershed District (RCWD).

The council has approved a revised agreement with RCWD to add that culvert. “This revised agreement adds a culvert that will be part of the Amazon development, which will convey public water and not Amazon water and put them in the Rice Creek channel area,” said Statz. “So, we will add 15 feet of pipe to do that, and we need agreement for it.”

• The ambulance service housed in the Centerville Fire Station makes, on average, 21 calls per month to a Centerville address, according to the M Health Ambulance Service 2022 Annual Report. Two years ago, the city switched to M Health, who pay $500 each month to lease space in the fire station. Each year, the city asks its ambulance service provider to submit a report on their activities over the previous 12 months.

During the period from May 2021 to May 2022, ambulances were called to a Centerville address as many as 29 times in November and as few as 15 times in January. Psychiatric issues made up 20% of those calls, illness 16% and breathing problems 12%.

• Each year, the city’s cable provider, North Metro Telecommunications Commission (NMTC), asks

that every member city endorse the proposed budget for that year, and council did adopt the NMTC 2023 proposed budget. The commission’s operating budget for 2023 is proposed to be $1.4 million, a $59,589 increase over last year’s operating budget. This increase includes a 2.75% Cost of Living Adjustment (COLA) increase for staff, benefits increase, building maintenance costs, bandwidth costs, higher energy rates and insurance costs. Capital costs for 2023 are $628,335, a $39,161 decrease from the 2022 budget.

In total, the 2023 budget is $20,248 higher than the 2022 budget. Centerville’s share of the proposed budget is 3.5%, which it finances with money from the General Fund.

END OF YEAR EMPLOYEE RECOGNITION After a two year hiatus we will be bringing back the Employee Recognition Ceremony. There will be a hybrid model this year. Employees will be recognized and receive their years of service pins in their building. An all employee event is scheduled for Thursday, June 9 with breakfast in the West Learning Commons at 7:00 a.m. followed by the district Employee Recongition Ceremony at 7:45 a.m. in the PAC. 6. ACHIEVEMENT AND INTEGRATION UPDATE Executive Director Grossklaus reported that we received confirmation today from MDE that we have been approved. The position for the Coordinator of Teaching & Learning will be posted first with the other positions being posted during the next month.

7. TIMELINE FOR SUPERINTENDENT EVALUATION The link to the evaluation form will be sent out to board members this week. The board will go into closed session at 5:30 on May 16 to discuss the evaluation. They will meet with the superintendent to go over his evaluation in closed session on June 6.

Results of the evaluation will be reported out at the June 20 board meeting. 8.

Summer weather brings ticks, disease risk Late May through mid-July is highest risk period for Lyme and other diseases carried by Minnesota ticks.

If your weekend plans include walks through wooded or brushy areas, make sure you pack the insect repellent – and use it – to ward off tick bites.

Health officials warn that blacklegged ticks (also known as deer ticks) like to hang out in many of the same places as Minnesotans this time of year. Using insect repellent and taking other precautions can help reduce your risk of getting one or more of several serious diseases carried by ticks.

Mid-May through mid-July is the period of highest risk for blacklegged ticks in Minnesota. Memorial Day weekend is often the first time of year when large numbers of Minnesota residents venture into tick habitat, those brushy or wooded areas of Southeastern, Central and North Central Minnesota. Recent field sampling by the Minnesota Department of Health (MDH) found that the immature blacklegged ticks (called nymphs) are out now and will likely become even more active in the next few weeks.

The blacklegged tick can spread Lyme disease, as well as anaplasmosis, babesiosis, ehrlichiosis, and Powassan disease. In 2014, 896 Lyme disease cases were reported in the state, along with 448 human anaplasmosis cases and 49 babesiosis cases. The number of cases of tick-transmitted diseases for previous years can be found on the MDH website.

American dog ticks (“wood ticks”), which are very common in spring and

early summer throughout wooded or grassy areas of Minnesota, can also carry diseases such as Rocky Mountain spotted fever (RMSF).

While RMSF is most common in the southern United States, a small number of RMSF cases have occurred in Minnesotans who did not travel outside the state.

“Any of these diseases can make people very ill and can have serious complications, so it’s important to take steps to prevent them,” said David Neitzel, a tick-borne disease specialist with MDH. Though blacklegged tick nymphs are much smaller than adults – they are about the size of a poppy seed – they can carry as many diseases as the adults. They can be difficult to see or feel, so it is especially important to use insect repellent to keep them from biting.

Protect yourself from tick bites

• Know when you are in tick habitat; this is when it is most important to take precautions: • Wooded or brushy areas for the blacklegged tick.

• Grassy or wooded areas for the American dog tick.

• If you spend time outdoors in tick habitat, use repellent to lower the risk of disease: • DEET-based repellents (up to 30 percent DEET) can be applied to clothing or skin.

• Pre-treating fabric with permethrinbased repellents can protect against tick bites for at least two weeks without reapplication. This is an excellent option for people who frequently venture into wooded

areas.

• People who spend time at cabins on heavily wooded property often encounter ticks and should consider managing their landscape to reduce their risk. Consider the following strategies: • Keep lawns and trails mowed short.

• Remove leaves and brush.

• Create a landscape barrier of wood chips or rocks between mowed lawns and woods.

• Apply pesticide treatments in the spring or early summer along the edges of wooded yards and trails; follow pesticide label instructions carefully.

Perform daily tick checks

Perform tick checks during and after outdoor activities in tick habitat.

Frequently search your entire body for ticks that may look like a speck of dirt or freckle on your skin. If you find a tick on you, remove it immediately but properly. Early detection of tick-borne illness is important to prevent potentially severe complications. Seek medical care if you develop symptoms that could be indicators of a tick-borne disease after spending time in tick habitat. Signs and symptoms of the various tick-borne diseases can include, but are not limited to, rash, fever, headache, fatigue, muscle aches, and joint pain or swelling.

These symptoms can be associated with other diseases, so it is important to mention possible tick exposures

or time spent in tick habitat to your medical provider. Except for Powassan disease, which is caused by a virus, all of Minnesota’s tick-borne diseases are treatable with antibiotics.

Our best chance for rain was on Saturday as central, northern and southern Minnesota received some nice rainfall totals. By the time the weather system reached the Metro, all that was left was spotty showers. Our intense heat of the previous week was followed by cooler and drier air. Thank you Canada! The biggest complaint I still hear is the strong winds. While great for sailing, it makes for rough waters for pleasure boating, kayaking and boarding.

Hopefully winds will ease in the coming weeks. Have a great 4th!

DNR BRIEFS Minnesota’s draft wolf plan update is ready for public review

The Minnesota Department of Natural Resources (DNR) welcomes comments through 4:30 p.m. Monday, Aug. 8, on a draft of Minnesota’s updated wolf management plan that incorporates the diverse views of Minnesotans and will guide the state’s approach to wolf conservation once finalized.

The updated plan includes summary information about Minnesota’s wolf population and the history of wolves in the state. It details the diverse and changing public attitudes about wolves, the legal status of wolves, tribal perspectives on wolves and ways to support a healthy and resilient wolf population, while minimizing conflicts between humans and wolves. The draft plan also sets out

a framework for future decision-making about whether to hold a wolf hunting or trapping season.

To learn more about wolves in Minnesota and review and comment on the draft plan, visit the DNR wolf page (mndnr.gov/Wolves).

An informational webinar about the plan will be held at 6 p.m. Wednesday, July 13. Registration is required and free, and participants will have an opportunity to pre-register to ask questions and comment during the webinar. The DNR expects to finalize the wolf management plan in the early fall.

DNR webinar covers smallmouth bass fishing

The Minnesota DNR invites Minnesotans interested in fishing, wildlife and outdoor skills to tune into an upcoming webinar that will discuss smallmouth bass fishing in rivers.

The webinar on smallmouth bass fishing in rivers will be at noon Wednesday, June 29. Join Eric Altena, DNR fisheries supervisor, to learn more about where smallmouth bass hang out in rivers, why people love pursuing them and how to get more of them on the end of your line.

The webinar is part of the DNR’s Minnesota Outdoor Skills and Stewardship Series, which aims to give participants quick, relevant information on upcoming seasons and events, as well as skills to enjoy these opportunities. The webinars are free, but registration is required. The U.S. Department of Education invites public to comment on proposed changes to Title IX regulations In celebration of the 50th anniversary of Title IX – the landmark civil rights law that has opened doors for generations of women and girls – the U.S. Department of Education is seeking public comment on proposed changes to the regulations that help elementary and secondary schools and colleges and universities implement this vital legislation.

According to U.S. Department of Education, the proposed amendments will restore crucial protections for students who are victims of sexual harassment, assault, and sex-based discrimination – a critical safety net for survivors that was weakened under previous regulations. The proposed regulations will also advance educational equity and opportunity for women and girls across the country to ensure that every student in America, from kindergarten through a doctorate degree, can achieve her dreams.

“Over the last 50 years, Title IX has paved the way for millions of girls and women to access equal opportunity in our nation’s schools and has been instrumental in combating sexual assault and sexual violence in educational settings,” said U.S. Secretary of Education Miguel Cardona. “As we celebrate the 50th Anniversary of this landmark law, our proposed changes will allow us to continue that progress and ensure all our nation’s students – no matter where

they live, who they are, or whom they love – can learn, grow, and thrive in school. We welcome public comment on these critical regulations so we can further the Biden-Harris Administration’s mission of creating educational environments free from sex discrimination and sexual violence.”

The proposed regulations will advance Title IX’s goal of ensuring that no person experiences sex discrimination, sex-based harassment, or sexual violence in education. As the Supreme Court wrote in Bostock v. Clayton County, 140 S. Ct. 1731 (2020), it is “impossible to discriminate against a person” on the basis of sexual orientation or gender identity without “discriminating against that individual based on sex.”

The regulations will require that all students receive appropriate supports in accessing all aspects of education. They will strengthen protections for LGBTQI+ students who face discrimination based on sexual orientation or gender identity. And they will require that school procedures for complaints of sex discrimination, including sexual violence and other sex-based harassment, are fair to all involved. The proposed regulations also reaffirm the Department’s core commitment to fundamental fairness for all parties, respect for freedom of speech and academic freedom, respect for complainants’

autonomy, and clear legal obligations that enable robust enforcement of Title IX. The department’s comprehensive review of its Title IX regulations began in March 2021, as directed by Executive Order 14021 – Guaranteeing an Educational Environment Free From Discrimination on the Basis of Sex, Including Sexual Orientation or Gender Identity. Over the last year, the department has heard from a wide variety of stakeholders.

“The proposed regulations reflect the Department’s commitment to give full effect to Title IX, ensuring that no person experiences sex discrimination in education, and that school procedures for addressing complaints of sex discrimination, including sexual violence and other forms of sex-based harassment, are clear, effective, and fair to all involved,” said Catherine E. Lhamon, assistant secretary for Civil Rights.

PUBLIC SAFETY BRIEF Crash on Birch injures 12 year old

A 12-year-old resident of Lino Lakes remains hospitalized after being struck by a vehicle last week.

According to the Lino Lakes Public Safety Department, a crash involving a pedestrian was reported at 4:46 p.m.

Thursday, June 23 on Birch Street,

west of Centerville Road. Upon arrival, officers and firefighters from Lino Lakes and the Centennial Lakes Police Department found a young patient being cared for by numerous passerby who had stopped to help.

Through investigation, officers learned the 12-year-old was attempting

to cross Brich Street from south to north on a bicycle when she was struck by a vehicle traveling west on Birch Street. The victim was airlifted to a metro hospital. The patient’s condition was described as critical at the time of the report.

The crash is being investigated by

the Lino Lakes Police Department and the Minnesota State Patrol.

“Although the investigation is ongoing, at this point, we have no reason to believe this was anything other than a tragic accident,” said Deputy Director Kyle Leibel.

Everson heads Cougar LAX honors list; 5 on all-NWSC

The Centennial lacrosse team that reached the state semifinals had five members named to the allconference team, headed by Matt Everson, who got first-team all-metro and all-state laurels.

Named to the all-Northwest Suburban team were Everson, senior defender; Noah Berger, senior midfielder; Sam Rodriguez, senior midfielder; AJ Carls, senior midfielder; and Brol Scherman, sophomore attacker.

Getting honorable mentions were Reese Littlefield, junior defender; Logan Adams, sophomore attacker; and Evan Lechner, senior goalkeeper.

Centennial tied for the NWSC championship with Maple Grove, each finishing 10-1. The Cougars won

the Section 7 championship, then beat Chanhassen at state before losing to Prior Lake and Stillwater.

Their final record was 15-4.

Everson was named to the Star Tribune all-metro first team and the coaches association all-state first team. Everson and Berger were among 15 Minnesotans listed on an all-America team, picked

by USA Lacrosse and Minnesota Lacrosse.

Berger and Rodriguez each made second-team coaches all-state and second-team Star Tribune all-metro. Everson, Rodriguez and Berger were allsection. Berger also made the all-state tournament team.

Coach Jon Beach cited Everson for “great on-ball defense,” for being an excellent communicator who “puts our defense in the best positions possible,” and for being an apt student of the game. “He watches a lot of film, to study not only his opponents, but to

constantly make adjustments to his style of play.”

Everson scored four goals, two of them in the state tourney upset of Chanhassen, and led the Cougars with 85 ground balls. He will continue his lacrosse career at Loyola University in Chicago.

Cougar scoring leaders were Rodriguez with 44 goals, Berger 42, and Scherman 38. Next were Adams with 21, Isaiah Ward 15 and AJ Carls 11.

The fear factor and how to keep it in check

H

ow many times have you been tentative over a shot you were facing? Maybe you were unsure of the club selection or your ability to actually hit the shot you were attempting. When you plant the seed of doubt in your brain, the fear factor sets in and we all know it’s downhill from there.

Fear is actually a physiological Tee effect that can ruin your game.

Time So if everyone Betsy Larey knows this is true, why can’t most people control it? I think it’s because most people have no strategy for what they are going to do when face with adversity.

The first thing that happens most often is muscle tension, which can manifest itself in many ways. Your swing can get

quick, you can lose your balance, and a host of other different problems. This is because muscle tension works its way into your hands and jaw first.

The easiest way to take tension out of your hands is to have the correct grip pressure. Here’s how to find it. Extend your arms and hold a club straight up in the air. With your eyes closed count from 1 to 10, adding a little more pressure every step up to 10 (death grip). Count backwards to 1, then up again and stop at 3 to 4. That is your perfect grip pressure.

Another option is to take a big breath and exhale slowly right before you make the shot. This takes all the tension out of your muscles and allows you to hold the club with your perfect grip pressure. Trust me, this works.

One of the best tips I’ve used with clients is to put together the words “smooth swing” or “one two” as your swing. That is the perfect tempo for the golf swing, plus when you say this it

forces you to have a transition from your backswing to your downswing. If there isn’t a transition, the sequential order falls apart and the result is usually pretty ugly.

Everyone acts a bit different when the fear factor sets in.

The next time you’re playing an important match, write down what happens (the results of your shots) when you are faced with adversity. I think you’ll find you do the same things again and again. Knowing what your tendencies are and having strategies in place to deal with them will help you gain confidence and become a better golfer.

The annual Tough Mudder in Hugo, a challenging obstacle course event that draws thousands of participants, is scheduled for July 9-10 at Wild Wings of Oneka.

“We run 25 of these in North America every year. This is the sixth one in Hugo,” said A.J. Monette, senior producer for Tough Mudder. “We are expecting 6,000 entrants, and around 800 spectators. It’s not a competition. It’s something you do with friends.”

Participants can choose from a 5K course with 13 obstacles; a 10K course with 20 obstacles; and a 15K course with 30 obstacles.

Some examples of obstacles are walls, monkey bars, a mud pit and an ice bath.

The first waves of mudders will embark at 8 a.m. Saturday with action concluding around 6 p.m. On Sunday, the action will start at 8:30 a.m. and conclude around 4:30 p.m.

According to the Tough Mudder website, “Tough Mudder creates Climbers work their way over unconventional lifethe Mudderhorn obstacle. changing experiences that challenge pep to step outside their comfort zone and overcome obstacles through teamwork. Built on a foundation of camaraderie and community, our series of obstacle courses and mud runs will push your physical and mental limits, all without the pressure of competition.”
