LINO LAKES — The city has received a concept plan for a new residential development along Lake Drive. The Environmental Board and the Planning and Zoning Board have already offered their comments on the plan; next up will be the City Council on Aug. 1. The applicant, Ranger Development, has submitted a land use application for planned unit development (PUD) concept plan review. The proposed residential development, Villas on Vicky, would be located on an approximately 5-acre parcel west of CSAH 23 (Lake Drive) and south of Vicky Lane. The concept plan proposes 23 single-family detached townhome villas. City Planner Katie Larsen explained that the applicant is proposing varying lots sizes, setbacks and building design standards that would require PUD flexibility. Developer Jon Blattmann, of Blaine, said Villas on Vicky would be his company’s fifth development of this kind, three of which are located in Blaine. Per the applicant’s narrative, the intent would be to develop 23 housing units that are either one- or two-level with private streets and a homeowners association. The lot sizes range from 5,358 square feet to 11,066 square feet. According to the city’s 2040 Comprehensive Plan, the area is guided medium-density residential, which allows for four to six units per acre. Ranger Development is proposing 5.12 units per acre.

Stirring up summer Students entering grades 6-12 recently tried out their cooking and baking skills through a variety of classes offered through Centennial Community Education (CCE). Classes included Global Cuisine from Scratch, Cooking with Chemistry, Minnesota Fair Foods at Home, and Sweet Treats. The courses were offered by Chess & Strategy Game Association, a nonprofit organization that offers student activities before and after school as well as summer enrichment activities all over the metro area. Living Waters Lutheran Church lives up to its name Living Waters Lutheran Church in Lino Lakes has been focused on tending to the needs of the environment and the large lakefront property on which the church is located. One of its largest project partnerships is with a business called “Growing Green Hearts.” Growing Green Hearts is devoted to building such community partnerships in order to address climate change, clean water, climate change, habitat and promoting youth leadership. Environmental educator and founder Heidi Ferris connects people to land, air, water and living things using science education and hands-on experience.

She also believes places of worship, like Living Waters, provide places and spaces for growth in science literacy and service to others. Growing Green Hearts works with a variety of water partnership projects, including natural playground design, waterfocused teacher trainings, native plantings for shorelines, rain gardens and water enviroSTEM workshops for leaders. In June, Living Waters introduced a curriculum that Ferris developed called “Connect-the-Drops: Faith, Science & Youth Leadership” to an all ages bible study.
