CIRCLE PINES — Although members of the City Council admit the Down Under property will likely remain vacant for quite some time, they have directed the city attorney and staff to continue following the process following the declaration of the property as a nuisance per city code.Aresolution will be drafted for the next council meeting to address exactly how the city plans to abate the nuisance on the property located at 10100 LakeCityDrive.Attorney Shelley Ryan explained at a public hearing on the matter last week that the city’s building official conducted an inspection of the property June 15 and declared the property a public nuisance. “The property had a building, it was torn down, the foundation exists and has been covered but no action has been taken since the building was taken down to make that environment safe, so it is kind of a hazard waiting to happen,” she said. She noted that the property owners, as well as their legal counsel, were sent an compliance order that gave Timothy and Thomas Pawlik until July 16 to abate the nuisance. “We did not hear anything back and no actions were taken ... We do not have confirmation that this issue has been corrected,” Ryan told the City Council.Attorney Danny Deveny, representing the property owners, responded, “We want the council to know that we really are taking this seriously.”

The 14-acre site is vacant commercial. City Planner Katie Larsen explained that the property is zoned general business and has been guided for commercial development since 1958. The closest residential neighborhoods to the site are Rice Lake Estates in Lino Lakes and The Pine Hollow development in Circle Pines. Larsen said the parking lot is proposed to be about 820 feet away from the closest home and the building approximately 1,000 feet. “We are very excited about the opportunity on this corner,” said Dean George, a representative of Kwik Trip. “We are happy to be here in Lino Lakes. Pedestrian traffic: Anoka County is currently collecting pedestrian traffic volumes at the subject intersection. We are also revisiting the previous Birch St corridor study to update the proposed corridor improvement alternatives and pedestrian accommodations to meet current and future needs for all roadway users. We will also be coordinating efforts with the city of Lino Lakes as we continue looking for safety improvements to address corridor user needs. More to come on this topic as I continue to find the right solution. Jeff Reinert is the Anoka County Commissioner for District 6. If elected in November, he will continue to serve as the county commissioner for what will be known as District 3.

WITH INTEREST RATES rising, in part due to slow inflation, I am wondering why banks aren’t increasing the interest rates on savings accounts. Maybe it is because they don’t need the money. Consumer savings is a very high number and the banks will continue to make money on our savings. You will have to search far and wide to find rates on savings above 1%. I HAVE SEVERAL nephews in the automobile business in northwest Minnesota, eastern South Dakota and North Dakota. I called Todd, a GM dealer in Fertile, Minnesota, and asked how long it would take for arrival if I were to order a new car. He said eight to ten months. I asked, “Would you sell it to me at sticker price or is there an add on?” He said, “Well, Uncle Gene, since the first of the year we have had three raises to the sticker price, approximately $2,000 each time. We don’t add to the sticker price. It’s already built in.” When asked about the book price on used cars, Todd said, “If the mileage is at 50,000 to 60,000 miles, they are selling at 20 to 30% higher.

Birch Street: As a follow-up to the very unfortunate bicycle versus vehicle crash on Birch Street at Sherman Lake Road involving a young girl in Lino Lakes, I want to provide you will an update on what our Anoka County Transportation and Highway Department is doing to increase safety for pedestrian crossing on our busy roadways. Thankfully the most resent update is that her recovery is going very well. Below is a list of the activities we’re working on, or haveTherecompleted:areshort term and long-term solutions to all problems. Short term solutions are affordable and can be implemented quickly, long-term solutions may be better, but need planned funding. Our decision process begins with collecting and assessing data and that is what we have been doing. Below you will see work that has been done over the last six weeks.

A s your county commissioner, one of the many committees I serve on is the Transportation Committee for Anoka County. Serving on this committee puts me in a great position to influence road improvement projects to come to our area. We have had many road improvements projects already this summer, but I want to concentrate in this column on just two, and answer some questions I’ve received. Lake Drive: Lake Drive is on the county schedule for a complete reconstruction in 2028/2029 but its current condition was so bad, I was able to convince the committee to order a resurfacing this summer. By the time you read this column, Lake Drive should be a much smoother commute.Residents have been asking me if this summer’s work on Lake Drive will include walking paths and the answer is no. The purpose of the improvement this summer is just to give us a “drivable” roadway until the complete reconstruction in a few years. When the complete reconstruction of Lake Drive occurs, it WILL include a walking/biking trail, and will run all the way from Lexington through Circle Pines and Lino Lakes and into Columbus. It will also include roundabouts at Elm St and possibly 2nd Ave, which will reduce speed and increase safety.

USE OF LAKES in Minnesota and Wisconsin is changing. At one time, in the 1950-60s, water skiing was the most popular sport. The next wave trending was surfboards, saucers, or a saucer with a chair or a five foot ladder. They were all challenges and sports providing enjoyment on the water.More aspects of water sports were possible as the horsepower increased. You see some water skiing on the lakes these days, but it doesn’t seem as prevalent. We see more wake surfing, where the ski boat can take on water in its stern tanks and create a large wake for the surfer. It’s not uncommon for some of the watercraft to sell for between $100,000 and $200,000. The boats required for wake surfing also tend to be larger, safer, family friendly-boats.Largerboats can create a bigger wake and the drivers should learn techniques to keep the surf side wave directed toward the center of the lake, along with keeping distance from other boaters. Time will tell if we need more regulations on the lake. Review crash history: We reviewed the recent (three-year) crash history at this intersection, as well as the Pheasant Hills Drive intersection. There have been two crashes, one at each intersection. Both crashes resulted in property damage, but no known injuries. Neither crash involved pedestrians and bicyclists.Signage and pavement marking inventory/analysis: Our traffic team completed an analysis of our in-place signage and pavement markings to ensure it meets current requirements and standards. The analysis confirms that the existing signage and striping meets “current” standards. Speed Study: We are currently monitoring and collecting speed data along the entire corridor. Based upon the speed data we collect; we are considering the installation of additional speed limit signs to assist with speed limit enforcement. (a possible reduction in the speed limit from Centerville Rd to Timberwolf Trail is also being discussed).

S trong partnerships between communities and their police department are key to ensuring a safe and thriving community, and Lino Lakes is no exception. As your public safety providers, we are proud to serve a community that encourages, supports and assists our agency on a daily basis. Our partnerships are something we are proud of and never take for granted. Unfortunately, the pandemic challenged our ability to establish new partnerships for a couple years, but we are back in action and need to make up for lost time. As everything has gotten back to normal, we are happy to be able to offer many of our community initiatives again. Each year our agency offers great safety courses to the public. These courses include firearm and snowmobile safety certifications, crime awareness seminars for businesses, scam awareness seminars for residents and practical self-defense seminars for small groups. Due to our community valuing crime prevention partnerships, like we do, our agency has come to rely on the watchful eyes and security cameras of our residents. Our residents hold our community to a high standard and know to call 911 when something out of the ordinary is occurring. Last year, we started a video camera registration program that allows anyone in our city to partner with our agency by registering their cameras at their home or business with us. The camera registry is utilized by officers and investigators when a crime or suspicious activity occurs to assist in obtaining video evidence from your home or business. This partnership has proven invaluable, especially in theft cases. To date, the LLPD has over 100 participants in our camera registry and we hope to see that number continue to rise.Another great partnership initiative that was introduced to our community last year is our business registration program. This program gives business owners and managers the opportunity to provide valuable information to help officer’s better respond in the event of an emergency at their business. This initiative provided unique opportunities for our officers to hear from our business community and learn what is important to them.Anintegral part of our operation is our partnership with our volunteers, who augment our public safety department in many ways. From the uniformed patrol assistance provided by our Reserve Officers and Police Explorers, to the Community Emergency Response Team ready to deploy in an emergency, the Trail Watch volunteers in bright shirts monitoring those paths less traveled, and our Chaplain program that provides specialized care to staff and residents. All of our volunteers bring strength and support to this community on a level we cannot begin to cover in this short article. Our agency is continually recruiting for our partnership opportunities and volunteer programs. Susie brings a host of skills necessary to provide leadership in this complex, political environment. After receiving her law degree at the University of Minnesota Law School, she joined the U.S. Army, where she served on active duty as a judge advocate or attorney in the U.S. Army Judge Advocate General’s Corps (JAG Corps) for almost five years. Susie served in a variety of duty positions, including as special victims counsel and advocating directly for sexual assault survivors in the military. She also served as a military prosecutor or trial counsel, where she was responsible for the military justice matters of her unit, including leading paralegal Soldiers and prosecuting cases at courts-martial. She continues to serve our country as a judge advocate in the U.S. Army Reserve. The skills that Susie learned in the Army — discipline, organizational skills, problem-solving, working through complex issues — will serve her well as a member of the Minnesota House of Representatives. Hikers & runners beware The wonderful off-road trails in the gorgeous natural areas very near both Centerville Lake and Chomonix Golf Course may now have become too risky for those on foot. For the past several years, we’ve loved hiking both the paved and off-road trails in both areas. I recently read that Anoka County Parks has completed a project enhancing those off-road routes to, apparently, officially be known as county park bike trails. Given the incredible natural beauty, this surely is a welcome investment. (And answers my curiosity re what the equipment purposes were, that we have seen there on occasion.) I now suggest those on foot need to consider avoiding said off-road trails. Or somehow become super vigilant. Those are narrow trails with numerous blind hilltops and corners, with much opportunity to encounter folks coming both toward you and from behind. As evidenced during my 45-minute walk in the western half of the Chomonix trails area on the morning of Wednesday, Aug. 10, I encountered a group of three off-road bike riders who were calling out warnings to each other as they approached a blind, sharp left turn at a four-way intersection. They were both friendly and quite surprised to see me. Glad I heard them coming, fortunately enabling me to step off the trail while they rounded the corner. Further, as to Anoka County Parks, perhaps relevant warning signage is yet to be installed. I fear an occasional collision. Jim Cox Circle Pines Baltos is about 18 months old. He’s energetic, and he loves to play. He likes to play fetch, tug and he can walk for hours. Baltos weighs about 50 pounds and enjoys being with his people. He is social, and he likes everyone he meets. He also likes to play with other dogs. After having lived outside his entire life, Baltos is still working on his basic training and commands, but he is very smart and he is progressing well. Baltos is a happy boy and his tail never stops wagging. He would do well in a home and with a family who likes adventures and playtime as much as he does. Baltos is more than ready to love his new family if you’re ready to love him. The Chain of Lakes Rotary is bringing back the Hot Dog Mile, but with a new twist that is sure to be a fun-filled experience for community members from all walks of life — running or walking enthusiasts, Rotary supporters, families, pet lovers and rock ‘n’ rollers. It’s all a part of the Rotary Rock ‘n Run schedule for Saturday, Aug. 20, during Blue Heron Days. Rotary began hosting an annual run 11 years ago. For many of those years, the club partnered with the Officer Shawn Silvera Run, but the two events are no longer affiliated. In addition to the Hot Dog Mile and Foam Run, there will also be live music, a beer garden, arts and crafts, a cornhole tournament, food trucks, the dog bar and show, and many kids activities including games and bounce houses. All will take place on the Lino Lakes Community Green, 7125 Village Drive.TheBlue Heron Days annual parade will take place on Lake Drive at 11 a.m.This year’s Hot Dog Mile will appeal to any and all community members who can walk or run a mile. That’s it. After completing the mile, hot dog milers can go through foam and eat a hot dog while a rock guitarist plays on stage.Kevin Fitzpatrick, past Rotary president, said running a 5K can be daunting, especially after COVID-19. With the cessation of the Silvera family partnership, volunteers and resources were in short supply. “There’s so many 5K’s out there,” Fitzpatrick said. “We thought we’d do something fun.”

Proceeds from the event will go towards the Rotary’s Students Taking Renewed Interest in the Value of Education (STRIVE) scholarships and the Rotary International Youth Exchange Program.

• The city also has a new police officer, sergeant and two paid on-call (POC) fire lieutenants. Police Officer Jared Zimmerman will fill one of two vacancies within the police department. Officer Matt Carlson will be promoted to sergeant to fill a vacancy that will be created by Sgt. Mike Rumpsa’s retirement effective Aug. 16. Brian Gustafson will be promoted to a POC fire lieutenant position to fill the vacancy that was created when Fire Lt. Jesse Fronek was promoted to district chief. Paul Kartman will be promoted to a POC fire lieutenant position to fill the vacancy that was created when previous Fire Lt. Derek Riley took a leave of absence. (Public Safety Director John Swenson explained that Riley took a full-time firefighter position with another fire department. Riley stepped down from serving as lieutenant, but will remain POC.)

• The city continues to pay its bills for the Northeast Drainage Area Improvement Project. Most recently, council approved pay voucher No. 9 for $1,027,342 to Jacon LLC.. The next City Council meeting will be at 6:30 p.m. Monday, Aug. 22, in the council chambers. There will also be a work session immediately beforehand at 6 p.m. in the community room.

• The city will advertise for bids for the I-35E pipe crossing project. In December, the council approved the preparation of the plans and specifications for the 2022 I-35E Pipe Crossing Project. Since then, staff have obtained an easement east of I-35E for a temporary access and to bulkhead the pipe. Permitting for the project is also in place. The project is the second phase of the city’s planned northeast drainage improvements. The first phase was the construction of the Peltier Lake outlet. This second phase of the project includes constructing a stormwater conveyance system under I-35E to the east side of the freeway, north of Main Street. The pipe system will tie into systems within the Watermark development. The estimated total project cost is $750,000. The council will likely award a contract Sept. 12 and construction could yet begin this fall with final completion in fall 2023.

• The city now has a credit of $133,400 for the water tower No. 2 rehabilitation project. A tank inspection revealed that areas would not need the level of sandblasting effort in preparation for new coatings as was initially thought.

• A variance has been granted for property owners of 6966 and 6970 Lake Drive, Robert and Carol Stanek, that will not require them to combine two contiguous nonconforming lots. The property owners intend to keep one property (6970) and to sell the other parcel. City Planner Katie Larsen explained that the city has been working with the Staneks since 2014 to bring the two lots into compliance with regard to accessory structures, farm animals and lot combination. The variance was granted with four conditions: A shoreland buffer declaration will be recorded against both lots; the accessory structure on lot 6966 will be removed before the closing date of the property as well as any farm animals; and the number of farm animals on the 6970 property will comply with current city requirements.

• A reminder to Quad area residents that Blue Heron Days is scheduled for Aug. 18-21. Special event permits have now been approved for the Quad Area Community Family Fun Festival Thursday; the Rotary run and festival Saturday; and the Blue Heron Days parade and festival Aug. 20. • The 2002 Freightliner Toyne (Aerial 11) will be sold to Armory Shell Towing and Auto Body for $10,000. A11 was taken out of service after it failed an inspection this spring. Swenson explained that the city had hoped to sell the apparatus for more than $10,000, but only received two offers, one of which was below that amount. The city also attempted to sell the apparatus via online auction, but the $10,000 threshold was never met.

• The city of Lino Lakes is showing its support to expand broadband services, given a resolution recently passed by council. The state has expanded funding sources available within its Border-to-Border Broadband Development Grant Program, which was originally created to provide financial resources for new and existing providers to invest in extending broadband infrastructure into “unserved” and “underserved” areas of the state. In the 2022 legislative session, $25 million in general fund revenues were allocated to the Border-to-Border grant program for 2023. Anoka County worked with an outside vendor to identify areas through the county that would qualify for this funding and has submitted a grant application to the state for consideration.

Other popular events include family movie night at the park, which will feature “Shrek” this year; the Quad Area Chamber of Commerce Business Expo; the American Legion Family Picnic; the annual Rotary Run; and the food truck car show event.Forthis year’s festival, the chamber is sponsoring the Minnesota Sings Competition, the Quad Area Car Show, a vendor show and Quad Dog Days. The chamber also provides the festival committee with ideas, solutions and local business to complete the festival.CoriSendle, director of Centennial Community Education, works alongside the chamber to put together the food truck and car show event for the festival. This will be the second year for the event. Sendle says the drive behind the event is to provide a sense of pride for the community as well as a way for families to get out and for neighbors to meet. Depending on the event’s success, scholarships may be able to be given out to local families in the district to help pay for community education activities outside of the classroom they might otherwise not be able to afford.

The city of Lino Lakes is bringing back the Blue Heron Days festival this summer from Aug. 18–21. The city works with local community organizations including the Quad Area Chamber of Commerce, Lino Lakes Rotary, Lino Lakes Legion and the Lino Lakes Ambassadors, to bring this funfilled family event. Each year something new and different brings families out to enjoy the festivities. A highlight of the festival is the parade at 11 a.m. Saturday on Lake Drive, which starts at Target and ends just short of Main Street to the north. The parade, which has become more popular each year, features celebrity grand marshals and guest emcees, floats, local organizations and businesses and the Lino Lakes Ambassadors, who ride on the city float. The coronation to crown next year’s Miss Lino Lakes Ambassadors will be held Friday, Aug. 19.

That person was Jesse Bentrup — a Circle Pines resident who owns Jesse Bentrup Agency in Lino Lakes. “Jesse Bentrup is the heart and soul of the Lino Lakes community. His whole family is actively engaged in community events, whether it be setting up the course and equipment for the Rotary run, hosting the chain of giving, or even hosting an exchange student for four months,” said Kevin Fitzpatrick, Rotary past president. “Jesse was the first one I thought of when I was asked about who would be a good Blue Heron days parade master.” As grand marshal, or parade master, Bentrup will ride in Fitzpatrick’s convertible in the grand parade Saturday, Aug. 20. Bentrup has owned his insurance agency for about six years. Prior to that, he was a finance manager in the car sales industry for 18 years. “Instead of selling and trying to see how much I can make on people, instead I get to sell by seeing how easily I can help people, how I can make their lives better, save them money and get them better coverage. It is a little bit nicer selling,” he said. The agency’s main mission is giving back. “We don’t really advertise, or do traditional things, we try to give back and do good things and know that karma comes back,” he explained. Outside of his agency, Bentrup is involved in many other community organizations. He has served as the Centennial Area Education Foundation (CAEF) president for three years, and has also been involved in the Rotary and Quad Area chamber for many years. Some may also recognize him from his efforts with a company he started two years ago called Goons 4 Good. Even though the business is not classified as an official nonprofit, it helps entities organize hockey tournaments to raise money for charities. The business now assists with about 10 tournaments a year. Bentrup has set up tournaments to raise funds for the Lino Lakes Beyond the Yellow Ribbon Network, the Freedom Fishing Foundation, the Rotary area youth hockey teams and more.“I’m grateful they thought of me (for grand marshal),” Bentrup said. “It is very nice to know that people see the work that I’m doing. I’m out there and trying to help the community the best I can. It is just validation for the work that I’m doing, people notice it.”

Many golfers I work with block their driver to the right. In my opinion, I see this happen more often than any other miss with the driver. There are a number of reasons why it can happen but chances are you probably do the same thing with all of your clubs. It’s just exacerbated because of the length of the driver. One of the most common reasons golfers block to the right is they are not able to put their body in the correct position at impact. From the top of the backswing, the spine should rotate on a vertical plane to impact. What happens with blockers is the downswing starts with the left shoulder and left hip going up. At that point the spine is tilting backwards and the club most definitely will be coming too far from the inside. The end result is a block to the right. The only way to save it is to rip your hands through the hitting zone and pray your timing is impeccable. Try this drill and see if this feels like where you are at impact. Get in your good golf set up without a club, then turn your back to the target. With your right arm, pretend like you have an empty tray of drinks in your hand. Next, start the downswing with your legs first, then turn your chest towards the target. Your job is to deliver the tray to impact, so the tray is facing your target line. Your left hip should be back out of the way, your right hip should be firing down the target line with air under your right heel. This is what the correct impact position should look like. Try it in front of a mirror so you can see it. From there, drive your hand down the target line and stand up tall, patting yourself on the back and tap your right toe on the ground. If you’re still having trouble, split your hands about an inch apart on your driver. Let your right hand do the work and drive the clubhead down the target line. Never forget that the right side is the side that delivers the power. You should feel your right forearm crossing over your left after impact. Several trees will be saved on the property, but 240 are proposed to be removed.Thecity of Circle Pines sent the city of Lino Lakes a memo detailing some of the concerns it has with the proposal and suggestions. Circle Pines requested Lino Lakes consider more screening between the Kwik Trip and the Pine Hollow neighborhood, specifically a berm with trees planted on top. Circle Pines also has concerns with the right-in/rightout access and its proximity to the Lake Drive and Hodgson Road intersection. Circle Pines also had concerns about lighting and noise impacts as well as pedestrian safety along Lake Drive. A berm was not a favorable option, Larsen said, because it would require the removal of additional trees. As for pedestrian safety, the city of Lino Lakes is requesting a trail or sidewalk connection from the intersection of Lake Drive and Hodgson Road to the parking lot. The city is also requesting an 8.5-footwide trail connection from Sandhill Drive to the parking lot. The trail would then connect into the city’s existing trail system, which ultimately connects to the regional system. Many residents, most of which were from the Pine Hollow neighborhood in Circle Pines, shared their concerns and asked questions during the public hearing Aug. 10. Jared Pennoyer, a Pine Hollow resident, said he is a frequent visitor to Kwik Trip, but has concerns about one being so close to his home. “I do appliance repair. I do 100 miles a day, so I go to a lot of gas stations and Kwik Trip is the best one I have been to by far … but when it is in my backyard, I start to get a little nervous.”

Community Development Director Michael Grochala said the Kwik Trip project would have no impacts on that. Many residents shared their concerns with a 24-hour business going in there. Residents also shared concerns regarding traffic, screening, runoff, environmental pollution, pedestrian safety and more. Planning and Zoning Board Chair Paul Tralle said, “If you are a neighbor and you don’t want it to go there, buy the land. If it is zoned properly, it can go there. The fact of the matter is that Kwik Trip bought the land. They have every right to build there. And they are going to. It’s just the way it is.”

Ultimately the Planning and Zoning Board recommended approval of the proposal. The board did, however, make a change that would restrict the hours of operation for the car wash. The car wash will only be able to operate between 7 a.m. and 9 p.m. rather than the initially proposed 24 hours. The City Council will consider the conditional use permits and site and building plan reviews at its Sept. 12 meeting.

Pine Hollow resident Eric Brix echoed those thoughts. “I definitely don’t want a Kwik Trip in my backyard,” he said. “I own two businesses and we have company vehicles and use Kwik Trip to fill up all of our cars. I love Kwik Trip. I’m there weekly. But I’m very sad to see this plot of land would be used for something like this. I always pictured a strip mall, nice restaurant, something overlooking the lake, but not a gas station.”Several residents said there was already an abundance of gas stations in the area and another was not necessary. Pine Hollow resident Steve Breivik added, “I feel like there are enough gas stations along that corridor … I know that someday something is going to go there, but a gas station the size of a small truck stop isn’t what I want to see go there. I want to see something smaller, quieter, safer, less lights, something that runs 8 to 5 Monday through Friday and is closed on weekends.” Lino Lakes resident Daniel Alberts said he worried about what adding this chain business to Lino Lakes would do to businesses close by, like Olson’s Market and Kingdom Bakery in Circle Pines. “I know you want to attract business, but have you taken into consideration how it is going to hurt some of the other businesses? It could kill it,” he said. Alberts also wondered about the increased water use for the car wash and how that would impact the city’s ongoing issues with manganese levels.
