Lino Lakes police cars doubling as fire cars

LINO LAKES — A firefighter in a police car is coming to a neighborhood near you.

As the Lino Lakes Department of Public Safety cross-trains its police officers to provide firefighting services, their police vehicles are also being equipped with additional firefighting resources.

Director of Public Safety John Swenson said any fire suppression equipment used previously by police was primarily used just to buy time until the fire department arrived on a scene.

Now, prepared with fire safety training and equipped with additional firefighting resources such as fireproof garments and cans containing water mixed with fire-retarding Class A foam, police officers are better able to provide service in fire situations.

Sgt. Mitchell DeMars experienced a situation demonstrative of police’ abilities to provide fire service on Nov. 8 when he responded to an emergency call regarding a lawnmower fully engulfed in flames. He first emptied his fire-retarding dry chemical can on the blaze as the resident hooked up a garden hose at DeMars’ request.

“The dry chem knocked it down, but the water from the hose extinguished it completely,” said DeMars. He arrived on the scene at approximately 1:44 p.m., had the fire extinguished and was leaving the scene by 2 p.m., once the Centennial Fire Department arrived.

Though DeMars’ vehicle was not yet outfitted with the 2-gallon water can now available in at least 10 of the police vehicles, the situation is a good example of the capability police officers have

Centennial Fire District sticks together; Lino Lakes hires new firefighters

LINO LAKES — Centennial Fire District firefighters chose the district over the station.

In the midst of big changes coming to the Centennial Fire District through Lino Lakes’ decision to part ways, its firefighters are sticking together.

“All of them are planning on staying and transferring to another station,” said Chief Harlan Lundstrom.

The other options were to take a leave and maintain their training certifications or resign and choose to apply to the Lino Lakes Public Safety Department.

The Lino Lakes Public Safety Department will operate former CFD Station No. 2 come 2016. The station will be redesignated Station No. 1.

The city has also constructed an additional fire station, which will be designated Station No. 2. It is expected to be completed Dec. 4.

As of press time, Michael Manthey, current captain of CFD’s Station No. 2, has not said whether he is taking a leave of absence or resigning from the district following his election to the Lino Lakes City Council Nov. 3, according to Lundstrom.

The Centennial Fire District (CFD) boasts 55 firefighters. Despite retaining

its firefighters from the Lino Lakes’ station, the district will be working hard over the next six weeks to prepare for Lino’s departure.

“We have quite an extensive list and a very short time to get [it] done,” Lundstrom said.

When Anoka County broke away from Washington, Ramsey and Benton counties to form its own identity on May 23, 1857, only the townships of Centerville, Anoka, Watertown (Ramsey), Round Lake Township (Andover), Bethel, Columbus, St. Francis and Oak Grove existed. Those, with the last-minute addition of Menomin County (Fridley, Columbia Heights, Hilltop, Spring Lake Park) to the record books, became what we know as Anoka County today.

As time passed, growth and political shuffling rearranged people, businesses and boundary lines.

Thanks to a state legislative act in 1974 that changed the status of all villages into cities, St. Francis, Ramsey, Lexington, Hilltop, Ham Lake, East Bethel, Circle Pines, Centerville, Bethel and Andover joined the ranks of established cities.

Lino Lakes was originally part of Centerville Township, which was platted in 1854, with the village taking shape in 1910. As we have discussed in previous columns, Father Joseph Goiffon led a mission life with the Metis peoples of the Red River Valley and arrived in 1861 to serve the Parish of St. Genevieve for that decade. Surrounded by immigrants — from Germany, the Scandinavian countries, Poland and Ireland — the Centerville French Canadian population stood out for its connection with the fur trade and Native traditions.

As still occurs with modern immigrant populations, each nationality clung tightly to each other within settlements in an effort to share language and social ties. The Germans of what would become Lino Lakes hosted travelers along the stage coach route from St. Paul to Duluth at the Kettle River Junction. Now known as Highway 8, the sandy and rutted trail for a brief time offered a post office headed by a single postmaster, Mr. Parks.

Transportation of ideas, goods, and people became easier as the decades wore on, though it didn’t come without much labor. Those slow and cumbersome trails became military roads, courtesy of an appropriation of funds by Congress before Minnesota became a state in 1858. The crossing of choice occurred at the Main Street bridge in Anoka. This triggered a buy-up of land nearby and plans for development before the outbreak of the Civil War. While the confluence of the Rum and Mississippi rivers and new military road provided an easily navigable location for industry trades such as logging in Anoka, it did little to aid the growth of “inland” locations like Centerville. Businessmen such as Charles Peltier, F.X. LaVallee, and Francis LaMotte, who built a sawmill in 1854, may have had access to a number of lakes nearby, but they still struggled to move their goods overland to Anoka for shipping to St Paul.

LaMotte holds the distinction as being the fi rst official settler, though the Centerville area had been occupied by hunters, trappers and native peoples for many years prior to his arrival in 1853. Closely followed by LaVallee, Peter Cardinal and Peltier, the men soon led the new community in clearing the land and establishing farms.

Those in favor of the railroads expanding into Anoka County lobbied zealously to the St. Paul and Pacific Railroad and the Great Northern Railroad as they completed mile after mile of track, finally reaching St. Paul and St. Anthony in 1862. The following year trains reached Manomin (Fridley), Coon Creek and Anoka on their way to St. Cloud.

This new mode of transportation not only increased the feasibility of product and human movement, but also facilitated the founding of new towns like Constance and Cedar.

This next series of articles will explore the early roots of influential families and businesses as they grew together with the ever-expanding transportation modes up to the turn of the century.

strom said they then knew for sure, “Here’s the road we have to go down …”

The CFD and the Lino Lakes Public Safety Department appear to be at odds, but will still be in each other’s mutual aid agreements, Lundstrom said. That means they will come to each other’s rescue if needed. And beginning Jan. 1, the split will slowly happen.

The two entities plan to respond to fires together to “work out any bugs,” said Lundstrom. “We are working together on the whole transition.”

Lino Lakes, Circle Pines and Centerville formed the CFD in 1985, 30 years ago.

Where will Lino Lakes get firefighters?

The Lino Lakes Public Safety Department currently has 32 firefighters on board. By Dec. 19, seven more firefighters will be trained and certified, bringing the total to 39, Director of Public Safety John Swenson said. Of those, 23 will be cross-trained law enforcement personnel, three of whom are Swenson, the department’s deputy director, and its captain.

There are also seven more on-call firefighters currently in the hiring process, two of whom are already certified by the state.

“It’s conceivable by the first of the year we will have over 40; 41 to be exact,” Swenson said.

As for the on-call firefighters, several have worked with other departments in the state, such as White Bear Lake and Stillwater, and many are new recruits.

is also second in command, after Lundstrom, who came on as chief in August when former chief Pat Devaney left for Andover to serve as assistant chief there.

Peil has been a lieutenant and emergency medical services (EMS) training coordinator who also acted as interim fire chief when Devaney resigned. She oversaw the EMS training for new firefighters in Anoka County.

torney and independent contractor, a mechanic and a pharmacist.

The paid on-call district fire chief of Lino’s newly built Station No. 2 will be Paul Peltier, who was formerly assistant fire chief in White Bear Lake. There will also be a fire chief at newly named Station No. 1 on Lake Drive, who is yet to be named. Two paid on-call lieutenants will also be assigned to each station.

Lino’s plan is to use cross-trained law enforcement personnel to get a firefighter on scene as soon as possible. Of Lino Lakes’ emergency calls, 4 percent are fire calls and most of those are false alarms, noted Mayor Jeff Reinert.

Since police officers are typically the first ones on the scene, cross-trained personnel will be driving squads equipped with some firefighting equipment.

In the event of a major fire, the entire volunteer firefighting team would be deployed and enough law enforcement personnel would be on site to serve in both capacities.

In other CFD changes: Dave Bruder and Kathy Peil were officially promoted within the Centennial Fire District Tuesday, Nov. 10. Bruder is the department’s new assistant fire chief and Peil is the new training chief.

Bruder had been acting as interim assistant chief since Glen Olson’s retirement as deputy chief in April. Bruder previously served as a fire technician, overseeing inspections and investigations. He will now be overseeing the operations of the fire department and assist in administration. He

to extinguish small to moderate fires before the fire department arrives.

“It’s a huge win for our community,” said Swenson.

Deputy Director of Public Safety Dan L’Allier brought the concept of equipping the police with water cans from his experience as fire chief in Virginia, Minnesota, where their use was part of the training protocol. Swenson noted the use of the mixture of fire retardant chemical with water puts the police at even more of an advantage than the use of water alone.

“I’m not absolutely certain, but I suspect we may be the only police department in the state of Minnesota to use water cans with Class A foam,” he said.

Among Lino Lakes’ cross-training resources is a video of a Michigan public safety department, showing a firefighter putting out a fully engulfed bedroom fire with just a 2-gallon can of water. Swenson said there is obviously more to be done after such a blaze is seemingly extinguished, but the demonstration is strong evidence of what can be accomplished with a water can.

Among the additional police vehicle equipment is the accommodation for it: MC MetalFab of Lino Lakes was hired to help design and build metal shelves and weapon-securing drawers for the equipment.

Mark Ellers, owner of the company, said the project went very smoothly. “They already had a good idea of what they wanted,” he said.

There were only two prototypes developed before settling on the final design now being installed in the vehicles. The entire shelf and drawer design process took a little over six months.

Swenson said that police have always arrived on scene before the fire department, as they are already on duty and accessible. The new equipment will provide a way for an award-winning police department to even better serve the community.

Proactive ordinances

A

s we witness events unfolding throughout our world, it’s human nature to have compassion for people dealing with conflict, tragedy, and security issues; but at the same time we may take comfort in knowing that our neighborhoods here are safe. In fact, we often don’t worry or even think about bad things that could happen in our neighborhoods until they do. Proactive ordinances can protect us.

A week ago last Saturday we received a letter from the Washington County Sheriff informing us that a Level 3 sex offender will be moving into our neighborhood - and we were invited to attend a Publisher’s public notification meeting three days later.

This situation is happening at the end of my street, and it has been eye-opening. Upon receiving the notification letter our thoughts focused on the implications for our family and our kids to be safe and enjoy a carefree childhood – to play driveway basketball or walk down to the park.

Sex offenders classified as Level 3 are deemed the highest risk to reoffend. Many people have asked if we are scared; of course, this is highly concerning for us and the majority of our neighbors.

We went to the notification meeting, where it was standing-room only. It might be the largest turnout in history at the Birchwood Village Hall. As representatives from the Department of Corrections presented the facts about sex offender laws and classifications, they went into detail about the unregistered sex offenders who live in every neighborhood, rates of recidivism and other statistics. They shared measures we can take to protect our families and how this individual will be under a structured intensive form of supervision, electronic monitoring and both regular and random checks.

The main problem is not the loving family wanting to help a relative; it’s not even the law that requires the DOC to release someone after completing their sentence whether or not they have been rehabilitated; rather it is the DOC’s process and evaluation of where they are placing these Level 3 sex offenders. How can the DOC allow a sex offender-who within the last 90 days was evaluated by them and deemed to be the “highest risk” to public safety and who requires the most intense level of supervision-to live in a residence that is across the street from a community park and a bus stop, and within close proximity to dozens of young girls and a vulnerable adult. It may be legal, but it makes absolutely no sense for high-risk, Level 3 sex offenders to live in this type of setting – whether it’s in our neighborhood or the north side of Minneapolis.

Wyoming is the closest community that has enacted an ordinance to restrict Level 3 sex offenders from residing within a certain distance from schools, parks and bus stops. The Birchwood city council swiftly set a meeting last Sunday night to consider a similar ordinance. I am guessing this will become a common ordinance added to cities throughout our readership area. If this is an important issue for you and your neighborhood, take action. Reach out to your city council members. I have learned that the League of Minnesota Cities reports increased interest from cities with regard to implementation of sex offender restriction ordinances. Further, reforms and laws regarding sex offenders will be addressed in the next legislative session. Contact your state representatives and senators and urge them to enact reforms and laws that make sense and protect our state’s greatest asset – children.

Thanksgiving – easier said than done This is the time of year when we take a break from our regular routines to be grateful for all we have in our lives. For some the hassle of preparing for the holiday makes it hard to stop and be grateful. Others, caught up in the Christmas buying spree hype, loose focus on the intent. But it’s not just that gratitude feels good, it’s also good for us.

Multiple studies link high levels of gratitude with better physical and mental health. Grateful people tend to live longer, enjoy healthier relationships, fare better socially and at work, and are more generous.

While gratitude is good for us, it sometimes seems like Brussels sprouts on the Thanksgiving table.

We take a taste because we know we should, but we don’t plan on making it a daily activity.

So why aren’t we more grateful?

Overloaded schedules, conflicts at home, at work, in our community, and in the world don’t help. Access to a 24/7 news and social media network that often thrives on negativity can drive out

any grateful feelings. A natural response is a need to take cover, protect ourselves and our resources, and shut others out so we can protect our own. That’s not what Thanksgiving is about and it’s not how we should lead our lives throughout the rest of the year.

Thankfully, there are things

Modern American life often comes with an abundance of stuff. That abundance can be a bigger burden than a blessing. we can do every day to create and maintain that sense of gratitude year-round. Here are just a few: Thank others first. Research shows that showing gratitude to others benefits the giver as well as the receiver. Not everyone will respond in kind, but the act itself can lift your mood and make you more aware of the ordinary things for which you can be thankful.

The simple practice of writing down ten things to be grateful for can be a quick way to refocus your mind on the positive when it feels overloaded by the negative.

While having a year-round attitude of thankfulness doesn’t negate the painful realities of the world around us, it does give us more energy to do something about those problems we can affect and shield our selves from those we can’t. Cultivating an attitude of gratitude as a daily feast rather than a once a year “ought to” experience, takes work but it is worth it.

A lot at stake

he White Bear Lake area is a great place to live. We are blessed with good schools, friendly people and safe neighborhoods. As wonderful as our community is, sometimes there are some not-so-great things going on that we may not be aware of.

During the period 1999-2012, poverty in suburban communities of the Twin Cities grew by an astonishing 81%, making the Twin Cities metro area one of the top ten fastest growing segments of suburban poverty.

Minnesota often fi nds itself in the top 10, but this list certainly isn’t one we want to be on.

November 14-22 is Hunger & Homelessness Awareness Week, and we have a lot to be aware of. In last week’s paper, we learned that use of the White Bear Food Shelf increased by 25% last year, and they now serve more than 3,000 families annually. Likewise,

homelessness in Minnesota has increased dramatically, and children now make up the fastest growing segment of those experiencing homelessness.

The number of families on waiting lists for shelter and supportive housing in Ramsey and Washington Counties are growing daily (yes, we actually put on a waitlist Movers and children for shelter!) and Solid Ground and our partShakers ners in the community Trisha Kauffman simply cannot keep up with the need.

What’s going on here?

Much of the problem is that wages simply aren’t keeping pace with basic living costs, particularly housing and transportation. Thirty years ago, the average 2-bedroom apartment cost

$480 monthly; today it costs twice that at $970. And while some households’ wages have grown dramatically during this time period (primarily those with advanced education and specialized skills), renters’ household incomes have actually declined in real dollars.

The recent increase to the state minimum wage is a start, but even at $8 an hour, a person would have to work three full time jobs in order to afford a 2-bedroom apartment. And that is, of course, if they can actually fi nd a landlord who will rent to them. If they also have a poor credit or rental history, or even a minor criminal record, their housing options become almost nonexistent in today’s tight rental market.

Increasing household income is only part of the equation; we also need to build more affordable housing units that individuals and families can actually afford on a limited income. The math just doesn’t work otherwise, and

the market certainly isn’t meeting the need. Our communities must invest in more affordable housing, because if we do not, the numbers of families who cannot afford to put food on their table or a place to lay their heads at night will only increase. And children who are hungry, tired, and desperate are not going to do well in school. Or develop physically and emotionally as they should. Or grow into young adults that are prepared for the workplace and to be the leaders of the future.

As we look forward to gathering with friends and family at Thanksgiving time, let us also be aware of those who are experiencing, or on the edge of, hunger and homelessness and what we can do to create a more stable community. We have a lot at stake here.

LETTERS TO THE EDITOR Defending Ely’s economy I found staff writer Sara Marie Moore’s feature, “Centennial Grad Defends Boundary Waters” troubling. I applaud Nick Kourajian’s passion for the Boundary Waters Canoe Area (BWCA), and respect his efforts to support his cause.

However, this article felt like a subtle anti-mining piece to me, complete with the anti-mining activist’s website referenced. It

repeatedly presupposes that if mining is allowed, the BWCA will be destroyed. The BWCA vs. mining issue is not an either or proposition, nor is it as simple as the tree huggers vs. evil capitalists. Since this may be the only article your subscribers read on this topic, I feel it is important to point this out.

Compost sites close Nov. 30

Anoka County’s two compost sites, located in Bunker Hills Regional Park and Rice Creek Chain of Lakes Regional Park, will close for the season Nov. 30 at 4:30 p.m. However, the Bunker Hills compost site, will reopen for two days in January to receive Christmas trees and evergreen garland (not heavily bound with wire), as well as other types of yard and tree waste. Examples of acceptable yard and tree waste include leaves, grass clippings, garden waste, weeds, brush, logs and stumps.

Hours and dates are 9 a.m. to 4:30 p.m. Saturday Jan. 2 and noon to 4:30 p.m. Sunday Jan. 3.

Residents are asked to remove all wire from evergreen boughs and garland before bringing them to the compost site. Christmas trees should be free of tinsel, ornaments, wire and stands. Centennial district implements new lockdown

Centennial School District 12 is making safety and security upgrades in all of its buildings, thanks to voter approval of a levy in 2014. In addition to the additional security precautions, the district also has changed the way it would respond to an active threat inside its schools.

In the summer, Centennial staff participated in a two-day training session alongside its law enforcement partners at Anoka County Sheriff’s Office, where they became certified in the A.L.I.C.E. procedure. A.L.I.C.E. is an acronym that stands for Alert, Lockdown, Inform, Counter, and Evacuate.

A.L.I.C.E. teaches individuals to participate in their own survival while leading others to safety. This procedure enhances the current lockdown protocol practiced by students and staff throughout the school year.

Staff has been trained on the protocol, and this week they are teaching their students how to respond to a threat in the building.

Q: What do you think will be your team’s greatest strengths this season? Feel free to mention overall strengths and/ or talented individuals.

A: I think the greatest strength of this year’s squad will be balance. We return a place winner in Tyler Shilson and four other state entrants (Jake Bergeland, Mike Matheson, John Noll, Justin Mohlin) along with a couple starters and some guys who have had great success on JV who will get a chance on the Varsity squad this year. This team is going to be very balanced, experienced and will have some great depth and leadership.

We look forward to getting the season underway, putting in the hardwork and going after the Section 4AAA Title. We as a team are very excited for what this season may bring but as we all know we have to put in the work to get to where we want to be.

Q: Who are your captains?

A: Mike Matheson 12th, Logan Breuning 12th, Jake Bergeland 11th, Tyler Shilson 11th Q: What competition are you most looking forward to, and why?

A: Two exciting tournaments that we attend every year are the MN Christmas Tournament in Rochester and the Rumble on the Red in Fargo. Both of these tournaments have some of the top wrestlers in the state and from around the country. It is fun to see our kids compete at that level and see how we do against the best competition. Along with those two we will be looking forward to the 4AAA section team and individual tournament.

Q: Any special events or fundraisers readers should know about?

A: Our home schedule is on our website at www.centennialwrestling.org, here you will find information about our high school program along with the youth program which starts on November 17 at the high school. As stated the schedule is on the website and we would love to see the community come check us out at one of the home duals and see what Centennial Wrestling is all about.

CENTENNIAL - COUGARS BOYS SWIM AND DIVE

Q: What do you think will be your team’s greatest strengths this season? Feel free to mention overall strengths and/ or talented individuals.

A: Centennial girls will have a nice mix of size and speed. We have one of the top shot blockers in Sarah Grow returning along with starters Nikki Clark, Paige Comer and Sydney Stapleton.

Sydney will be looked upon to do more scoring this year with the departure of Jaycie Gerding(15 Pts./game). We have 16 letter winners returning so competition for the top spots have been intense. Sara Stapleton has made nice progress as a young center. As we have no seniors we will try and play our best at the end of the season.

Q: Who are your captains?

A: Captains are Sarah Grow, Nikki Clark, and Sydney Stapleton.

Q: What competition are you most looking forward to, and why?

A: Every game we play in our conference is a great rivalry.

We play in the Roseville Christmas tournament as a special event.

Q: Any special events or fundraisers readers should know about?

A: We are one of the featured games at the one day Breakdown tournament on Dec 5th. We play Orono, one of the top teams in 4A.

A: We have 6 gymnasts returning from last year’s competitive team and 10 new gymnasts joining us this season. They are all very hard working with a lot of potential. Junior Andrea Gessner competed as an All-Around in the State tournament last year and placed 2nd on vault. She is coming back strong and will be fun to watch. Madison Dorn is a 9th grade returner, we will be looking to her to contribute on all events this year.

Kylie Binder is a newcomer to the team this year as an 8th grader and is coming in from club with some exciting skills and experience.

Q: Who are your captains?

A: Our captains this year are senior Brigid O’Fallon and Junior Amy Marrah. They have been working hard in the off season as well and will bring strong leadership to this young team.

Q: What competition are you most looking forward to, and why?

A: The girls have 3 invitational meets this season that we are looking forward to. They are always a lot of fun and great for team bonding.

Cougar girls make huge splash at section meet

COON RAPIDS — It’s been a while.

It’s been since way back in 2008.

The move to Section 7AA this fall after competing in 4AA certainly suited the Centennial girls’ swim and dive crew.

The Cougars joined forces to win top section team honors going away for the fi rst time since 2008, and will send nine athletes to take part in 12 events at the state showdown. The state test is set for Nov. 18-20, and the U of M Aquatic Center.

Centennial won handily with a final score of 484 at Northdale Middle School over Anoka (385), Andover (313), Blaine (295), Coon Rapids (198), Forest Lake (186), Cambridge-Isanti (124) and Duluth East (118).

“We were 12th as a team last season,” offered Centennial coach Janet Lindblad “We are hoping to fi nish higher than that this year.”

Earning return trips to state in individual events were freshman Abigail Schwartz and senior captain Tara Chapman. Schwartz won the 200 yard freestyle with a state qualifying time of 1:54.36, and the 100 yard backstroke with a new section record, pool record and state qualifying time of 55.84.

Chapman was second in the 100 yard freestyle with a Centennial record and state qualifying time of 51.21, and fi rst in the 100 yard breaststroke in state qualifying time of 1:04.76.

Earning her fi rst trip to state was seventh grader Layni Andrle who finished second in the 500 yard freestyle in 5:18.46. Andrle was also third in the 200 yard individual medley, just missing the state cut at 2:11.81. Freshman diver Gabi Parkinson fi nished fourth with 351.35

Juergens is a big part of her hockey team. Not only is she the goalie, but she is also the captain.

The November 17th game against Maple Grove may have been a loss for Centennial, but Anne kicked aside 52 shots.

Section champs can’t kick about their season

The Centennial girls’ soccer team took time to celebrate this past season at their award’s banquet. There was much to be happy about and thankful for.

Coach Ginger Flohaug’s crew was competitive and tough from the initial game of the season, and capped the run where every prep team wants to finish - the state tournament.

Centennial finished the season with a 13-4-2 overall record. The Cougars successfully defended their Section 5AA title, but tumbled 2-0 to Mounds View in the state tourney in the quarterfinals.

At the team’s postseason banquet to celebrate their championship campaign, Nan Glinsek was cited as Most Valuable Offensive Player, while Mikayla Iaquinto was Most Valuable Defensive Player. Senior goaltender Caitlyn Bangert was named most dedicated.

Ashley Ebeling was rookie of the year, and Hannah Haile was presented with the Most Improved Player Award.

Iaquinto, Bangert, Glinsek, and Ebeling earned Northwest Suburban all-conference honors, with Meghan Wilson, Megan Shock, and Ellie Eskierka honorable mention.

Iaquinto was first-team all-state and a member of the Class AA state all-tournament team, and Bangert and Glinsek were second team all-state.

McKenna Gieske was the MVP of the junior varsity team. Lauren Cina was most improved, and Jessica Zola most dedicated.

“As a team we worked hard to stay focused on a unified goal to make it to the section finals,” offered Flohaug.

“Winning and advancing to the state tournament was more then what they originally thought was possible after losing 11 seniors off last years thirdplace state team. It was a great team effort to get as far as they did and to have three seniors be recognized as all-state was a great tribute to all of their hard work as well.

think a lot of people want a break.”

Ewe Yarn will offer refreshments and a place to step back from hurried shopping, between 10 a.m. and 6 p.m., its normal Friday hours.

“I just want to provide a place that is soothing and relaxing,” she said.

Judson fi nds the tactility of knitting and crocheting to be calming. “There is something about the yarn running through your fi ngers,” she said. “It’s almost meditative.”

Women who come to her shop also fi nd a social support group and help each other talk things

through.

Judson believes in supporting small businesses all year long, and so also won’t be doing anything big for Small Business Saturday. When small businesses give steep discounts it can actually detrimentally affect the business, she noted.

Judson opened Ewe Yarn in 2006 after she became an empty nester. She closed in 2012 to babysit her grandchildren for two years. Ewe Yarn reopened in a new, bigger location in August 2014.

Fellow knitters and crocheters continued to meet while the shop was closed and now meet happily

among hundreds of colorful yarn skeins again.

“There’s really a community around a yarn shop,” said Judson.

Ewe Yarn offers classes for all levels, most of which are one session to cater to busy schedules.

Open knit times are also offered.

“We’re just a simple little yarn shop,” said Judson.

Third time’s a charm for agreement Centerville approves maintenance agreement with Lino Lakes

CENTERVILLE — The road is paved, but the two cities involved with that road have yet to start building bridges.

On the third try, a joint powers agreement (JPA) governing maintenance of West Cedar Street — revised by Centerville and yet to be approved by Lino Lakes — barely squeaked by at the Oct. 28 Centerville City Council meeting. The 3-2 vote (Council Members Steve King and Jeff Paar opposed) indicates just how unpalatable the whole matter remains for Centerville — even though the agreement is worded in its favor for the moment.

“I say ‘no,’ no matter what happens,” Paar said after a discussion about whether Centerville’s neighbor would approve a JPA in which it must assume 90 percent responsibility for all costs of crack fi lling and seal coating the cities’ border street or whether mention of crack fi lling and

seal coating should be abandoned altogether.

Being put on the spot to share responsibility for paving and maintaining 1,650 feet of West Cedar Street east of 20th Avenue S. (CSAH 54) has left a sour taste at City Hall. The Centerville council was apparently unaware about periodic project discussions that took place between Centerville’s outgoing city administrator and Lino Lakes city staff members last fall as Centerville transitioned to a new city administrator. The paving project was initiated by Lino Lakes; Centerville’s Public Works Department is situated on the street, which until recently was surfaced in gravel.

After fi rst tabling action, council at its Sept. 23 meeting approved a JPA to share the costs of paving the street by a vote of 3-2, with King and Paar opposed. Council voted unanimously to table the separate maintenance agreement at that meeting and again at the Oct. 14 meeting until it could

be rewritten. City staff rewrote the agreement so that Centerville would be obligated to pay only 10 percent of the crack fi ll and seal coat responsibilities instead of splitting it evenly with Lino Lakes.

“Even if there is substantial repair, I didn’t want to get involved until that other street (21st Street) was tied in,” King said. “It’s their road ... why would we fi x a road that doesn’t have any value to us?”

In an attempt to distance Centerville from obligation to Lino Lakes any way that he could, King also asked staff to rewrite the recital portion of the agreement to say that Centerville participated with Lino Lakes in paving the road, rather than “paved the road” with Lino Lakes.

Centerville also removed street sweeping duties, ditch mowing and maintenance of the gravel shoulders.

Rather Centerville taking on sole responsibility for maintaining the stormwater drainage system, city staff inserted instead that each city will inspect and maintain the system

within its own boundaries.

And how might Lino Lakes feel about Centerville’s changes to the JPA? City Attorney Glaser said he had been having conversations with Lino Lakes city staff and didn’t know whether they would sign off on the revised agreement. “Their staff was upset, to be honest,” he said.

Lino Lakes didn’t object to the fi rst change in the recital, Glaser said, but when the division of cost changed to 90/10 percent against them, “we heard back from them, asking why we were doing this.”

In finally approving the redraft, Centerville left out the paragraph about division of cost entirely.

Centerville could direct Lino Lakes not to spend any of its money before there is an agreement about any single repair project, City Engineer Mark Statz said. “‘Any dollar spent that you (Lino Lakes) expect us (Centerville) to participate in will be done by separate agreement,’” he added.

Bernadette Hanson, Rachel Marcello and Delaney Warren will represent the city of Lino Lakes at various functions in the community and throughout the metro area.

Acting as the municipal canvassing board, accepted the results of the Nov. 3 municipal election as presented by a vote of 4-0 (Councilman Rob Rafferty was absent).

The number of persons who registered on election day to vote was 149; 159 absentee ballots were cast, and a total of 4,085 persons voted. In the

race for mayor, Jeff Reinert received 2,088 votes, and Michael Mooney tallied 1,752; write-ins numbered 13. Mooney prevailed in precincts 1-3 on the north end of Lino Lakes; Reinert in precincts 4-7 in the central and south areas of town.

For council, Melissa S. Maher received 1,997 votes; Michael Manthey, 1,629; Dave Roeser, 1,498; Dale Stoesz, 1,386; Byron J. Roland, 308; and writeins totaled 30. Precinct 7 saw the greatest voter turnout: 853 voters cast a ballot, or 40 percent of registered voters.

Precinct 4 was runner-up with 813, or 36 percent.

Approved payment of $381,295.50 to the Centennial Fire Department.

The amount includes the city’s contribution for the second, third and fourth quarters of 2015. Discus-

sion of the payment was held at the Nov. 2 council work session, where staff explained that only a single invoice was sent to the city early this year with quarterly payment due dates noted. It appeared that following the departure of the former city finance director, payments were not made because additional invoices were not received.

In prior years, the city received quarterly invoices for its $508,394 annual contribution.

Approved an exempt gambling permit for a Knights of Columbus raffle at St. Joseph Catholic Church to fund educational scholarships.

Held the first reading of Ordinance 12-15 establishing the city’s fee schedule for 2016. Some building permit, utility connection, surface

water management, land use and development fees have been adjusted to reflect increases in costs.

The second reading is set for Nov. 23.

Adopted a resolution in support of Lino Lakes becoming a Beyond the Yellow Ribbon Community.

Approved the hiring of Megan Brang as recreation supervisor in the Public Services Department at a salary of $49,344. Fifty applications for the position were received following the departure of former recreation supervisor Tanya Mozingo. Brang will start Nov. 30.

Received an update from Public Safety Director John Swenson on the progress of the new South Station.

Adopted an assessment in the amount of $6,869

for 599 Chippewa Trail after the property owners requested connection to the city water supply.

Approved the vacation of drainage and utility easements for Outlot C and Outlot D of Northpointe. The easements were inadvertently included in two succeeding plats for the development, where only one dedication is required.

Held the first reading of Ordinance 10-15, an amendment to Chapter 1103: Floodplain Management. The chapter is to be repealed and replaced with an amended section to bring the city code into conformance with changes at the federal level. (See separate story this edition.)

Approved a joint powers agreement with the city of Centerville addressing the mainte-

nance of newly paved West Cedar Street, which lies on the boundary between Lino Lakes and Centerville. Centerville contributed $10,000 to the paving project. Centerville will perform snow plowing and winter sanding/de-icing, as the city’s public works facility is situated on that street.

Amended the Northpointe Development assessment roll adopted at the Oct. 26 council meeting to include the parcels that prepaid assessments. The total amount assessed is $97,230.

Adopted assessments for Isabell Estates in the amount of $55,891, all three of which have been paid in full.

Hugo ante’s up for Lino’s mistake

A portion of 129th Street was accidentally paved in Hugo.

HUGO — Sister city taxpayers will be off the hook for a roadway oops.

As part of a Lino Lakes street maintenance project, a portion of 129th Street, which is technically in Hugo, was paved.

The road goes around the north end of Bald Eagle Lake, which shares its shoreline with several municipalities, including Lino Lakes. That city did a “full-depth reclamation” project on Bald Eagle Boulevard N., which turns into 129th at Hugo’s border. Contractors continued paving the road 330 feet into Hugo to the Elmcrest Avenue intersection. The paving was not authorized by either city council.

City Administrator Bryan Bear admitted the section was in poor condition and should have been paved with a previous project, but it was not. “Hugo was not aware this section was in Lino Lakes’ 2015 roadway repaving project,” he said.

The Hugo portion of the road cost about $15,000. If the proper process had been followed, the city would have assessed a property owner on the

northwest corner for $3,400, Bear told the City Council at its Nov. 2 meeting. It was noted, however, that if it had been done as a standalone project, the bill would have been higher, since there were no engineering or mobilization costs included.

Staff recommended the council authorize payment of $11,574 to the city of Lino Lakes, which is the total minus the assessment.

“If we had followed the process, this is the amount we would have expected to pay,” Bear said. Asked if the property owner would still be assessed, he said, “no.”

Mayor Tom Weidt asked Bear if Lino Lakes would “eat the cost of the repaving?”

“How it gets funded would be up to them,” Bear replied.

Noting that Hugo would have paid much more than $15,000, Weidt said he was “uncomfortable with the $3,400 hanging out there. I would rather pay the whole bill and have it be clean.”

The council agreed and approved payment in full.

Hockey hero Housley hits Hall

TORONTO — The wait is over. Phil Housley could finally exhale Nov. 9 as he was officially inducted into the Hockey Hall of Fame (HOF), culminating a weekend of activities and ceremonies in Toronto.

Housley, 51, was selected to the Class of 2015 HOF inductees on June 29. “When I got the phone call and saw the call was from Toronto, I knew why they were calling,” Housley said during an exclusive phone interview on his way to catch an early morning flight to Toronto. He took a deep breath and let it out, knowing from that point forward he would be forever recognized as a Hall of Fame hockey player.

“It's a humbling moment to know that you're being honored, especially when you look at the other players going in this year,” Housley said. “You think of all the players who contributed to your success along the way, and you share the honor with family. Without their support, none of this would have been possible.”

Also selected in the 2015 Class were players Sergei Fedorov, Nicklas Lidstrom, Chris Pronger and Angela Ruggeiro, along with builders Bill Hay and Peter Karmanos Jr. Housley is the third Minnesota native in the HOF. Moose Goheen (1952) and Frank Brimsek (1966) are the two other honored members.

Housley retired in 2004 after a 21-year career as one of the NHL's top defensemen, donning the sweaters of eight different teams during that span. They were Buffalo, Winnipeg, St. Louis, Calgary, New Jersey, Washington, Chicago and Toronto.

At the time of his retirement, Housley was the all-time leading scorer of U.S.-born players, amassing 1,232 points (338 goals and 894 assists) during 1,495 regular-season games. His record has since been surpassed by Mike Modano, who played mostly for the Minnesota North Stars/ Dallas Stars franchise.

Housley coached the Stillwater High School boy's hockey team for nine seasons and currently serves as an assistant coach of the NHL's Nashville Predators. He is in his third season behind the bench.

He first caught the attention of the hockey fans statewide while playing for South St. Paul High School, bringing the Packers to prominence in the late 1970s and early 1980s under coach Doug Woog, who would go on to coach at the University of Minnesota. He scored 65 points in 22 games during his senior season as his team fell just short of the state title. A brief stint with the St. Paul Vulcan junior team followed before Housley was selected sixth overall by the Buffalo Sabres in the 1982 NHL Entry Draft.

“It was during the exhibition season with the Sabres that I knew I could play and perform well at the professional level,” Housley said. Going from high school to

the pros was a rarity at that time.

He performed so well, in fact, Sabres' coach Scotty Bowman chose to keep Housley with the team to open the season. “I had chills during the pre-game warmup of my first exhibition game, at the Montreal Forum, seeing the Canadiens' top player Guy LaFleur, who I admired growing up as a kid,” Housley said. “Here I was, a rookie, sharing the same ice as him.”

“In Buffalo, I was surrounded by a number of talented players who taught me what it took to be a professional player in the NHL. The team's top player, Gilbert Perreault, took me aside and told me to work hard defensively but also be ready to make offensive moves up ice toward the other team's net,” he said. He also credited teammates Mike Foligno, Lindy Ruff, Mike Ramsey and Larry Playfair for assisting him in the smooth transition.

Housley tallied 19 goals and 47 assists in his rookie year, finishing second in the Rookie of the Year voting. In his second year, he notched a career-best 31 goals.

After eight seasons with the Sabres, Housley got a harsh reminder that the sport was also a business. He was traded with two others players (one being White Bear Lake native Jeff Parker) to Winnipeg.

“The first time you are traded it's hard to accept,” Housley said. “It's not just that you are changing cities and teams. It's the behind the scene things others don't see.

games. He also scored 18 goals that season, closing the year with 97 points.

The closest Housley came to seeing his name engraved on the sports' Holy Grail, the Stanley Cup, came during the 1997-8 season with the Washington Capitols, making it to the Cup finals. “We gave it our best effort, but just couldn't get past the Red Wings.” Detroit defeated Washington in four straight games.

Over the course of 21 seasons, he amassed many individual honors. He was named to the mid-season NHL All-Star game seven times, finished in the top five four times for the best defenseman trophy.

Housley also represented United States hockey on the world stage, playing in six World Championships as well as the 1984 and 1987 Canada Cup tournaments. In 1996's World Cup of Hockey, he and his teammates took first place.

In 2002, at the Winter Olympics in Salt Lake City, he was a part of Team USA's silver medal squad. Housley scored the game-winner in the 3-2 semi-final win over Russia.

After retirement from the professional

game, he felt the need to stay connected to the game. In addition to coaching the Ponies, he focused his coaching skills on guiding many U.S. National teams to prominence, including a gold medal-winning performance at the 2013 World Junior Championship in Sochi, Russia.

“Coaching at the high school level was a great transition for me.” Housley said.

“It kept me close to the game and I could watch and learn how to handle the ups and downs of coaching. It taught me patience as players developed their skills. I learned a lot.”

He also enjoyed being able to be home with family. “I got to see my kids grow up, which I missed out on when I was away playing.”

Phil married his high school sweetheart (Karin) and the couple have four children, Taylor, Reide, Wilson and Avery. Karin is state senator for District 39. They live in St. Mary's Point.

Housley was enshrined in the U.S. Hockey Hall of Fame, headquartered in Eveleth, in 2004.
