City Council fills empty council seat

Turtle Lake Elementary receives 1st place in yearbook contest The Turtle Lake Elementary School volunteer yearbook staff received the first-place award in the 2021 Lifetouch Yearbook Showcase Contest for elementary schools. The publications were sorted into four divisions: high schools with more than 1,000 students enrolled, high schools with fewer than 1,000 students enrolled, middle schools and elementary schools. Yearbooks were evaluated on theme / theme development, design, continuity, photography, writing, creativity, content and coverage. The winning entry reflects many months of hard work by the yearbook staff during a difficult pandemic year.

When longtime Shoreview City Council Member Terry Quigley passed away earlier this year, members of the council were tasked with choosing his replacement.

After a thorough application and interview process, the council named John Doan to serve on the City Council.

“This is a short-term appointment,” Mayor Sandy Martin said at the March 21 City Council meeting. “I thought it was very important that we have someone with some planning experience who would be up to speed on some of the projects that we have coming before us in the next couple of months that are critical planning issues.”

Doan currently serves on the Planning Commission. As part of the application process, he wrote a letter of interest to the City Council.

“First, I would like to acknowledge Terry Quigley’s faithful and tireless service over the span of 50 years to our beloved community,” Doan wrote in his letter. “Terry was a pillar of good governance and leadership that put the city and its residents front and center. It is humbling for me to seek this appointment to fill out Terry’s term on the council.”

Doan stated that he is interested in serving the city of Shoreview because it is an opportunity to build upon an already amazing community.

“Our city is endowed with many natural amenities, excellent schools, smart investments in community assets, stable housing and commercial tax base, caring residents and a great tradition of thoughtful city leadership,” he wrote.

Doan was born in Saigon, Vietnam, shortly before the city fell to the Viet Cong.

“We escaped as boat people and lived for a year in refugee camps near Singapore. I grew up in subsidized, affordable housing in the CedarRiverside neighborhood of Minneapolis,” Doan wrote. “My strong-willed, devote Catholic, single SEE JOHN DOAN, PAGE 3

Get the Lead Out is an educational program to protect and restore the population of loons in Minnesota by reducing their exposure to leadbased fishing tackle. This outreach effort will run until 2023.

Doan’s urban homelife and suburban schooldays piqued his interest in urban planning and community development.

He received a bachelor’s degree at Carnegie Mellon University in civil and environmental engineering and went on to earn a master’s degree in public policy, John Doan with a concentration in housing, urban development and transportation at Harvard’s Kennedy School.

Doan served as a commissioned naval officer, chair of the State Council on Asian Pacific Minnesotans, appointed member of the Metropolitan Council and chair of the Shoreview Planning Commission.

“Across these experiences, I recognize the importance that local land use authority, smart investment in quality infrastructure and services, prudent fiscal stewardship and good city governance are vital ingredients to build strong, vibrant communities,” Doan wrote. “My commitment to public service brought me to work at five levels of government, from the City of New York to Hennepin County and the Metropolitan Council to the Minnesota Department of Transportation and the U.S. Navy.”

In a press release from the City of Shoreview, John and his wife Erin have two college-aged children who graduated from Mounds View High School. He is currently the vice president for operations and equity at Trellis, a non-profit that helps people optimize well-being as they age.

According to a press release from the City of Shoreview, when asked what he most looks forward to in this new role Doan said, “My mom told me that God gave me two ears and one mouth, so I should listen twice as much as I talk. With that in mind, I am so honored and excited to listen, learn, and problem-solve MDAN ads to run with our great residents, staff, and fellow council members.”

Doan will take the oath of office at the next City Council meeting Monday, April 4.

The evil empire

T WAS PRESIDENT Ronald Reagan in 1983 who called the Soviet Union the evil empire.

What’s happening in Ukraine today is deplorable. It appears that Russian President Vladimir Putin wants to recover the satellite countries that were once part of the Soviet Union.

The world watches as thousands of lives are lost and families are escaping to Poland, Romania and other countries.

As a result, Ukraine is losing its freedom, independence and sovereignty. This is a struggle of good against evil, according to Reagan.

The Ukrainian people are brave and they are fighting very hard to preserve their independence, but the Russian Army is large and their government is powerful. What happens in Ukraine will encourage Putin to continue his takeover of the former satellite countries. We need people of faith and a moral fiber to help lead world governments. Prayers are in order for our leaders. God is still in control.

LAW ENFORCEMENT PROFESSIONALS are essential to keeping law and order in a democracy.

This includes a wide range of trained people from police to the National Guard.

Law enforcement deserves our support financially, in terms of recognition, and in getting the best training. They deal with so many types of issues, many dangerous, for our protection and safety.

Volunteers can be helpful, too.

Politics must be put aside and government policies must be followed to ensure regulations and laws are carried out.

SCAMS OF ALL types are growing and taking advantage of vulnerable people of all ages without regard to education or income. According to an AARP study in Jan. 2022, found people’s emotional state at the time of a encounter was a factor in becoming victims of fraud.

People listed in obituaries are targeted by scammers. Insurance scams grow after natural disasters and scammers troll dating websites for vulnerable people. My take is to refuse all calls, letters and messages from people you don’t know. If it sounds too good, it’s probably false or misleading.

Some cell phones can be set so all calls without a previous contact are declined.

OUR COUNTRY NEEDS to become energy efficient again. This would be a step in keeping fuel prices under control as well as reduce inflation in every avenue of production of consumer good.

We also have to go slower in moving away from fossil fuels. Remember when automobiles came in, we didn’t kill all the horses. Catching up on petroleum production doesn’t happen over night. We need to encourage our president to plan ahead and not lead from behind.

Find your Zen with a Japanese Maple Years ago, I was transfixed by pictures of Japanese Zen gardens, especially those containing graceful, weeping trees that come in a variety of colors and heights. After researching these delicate beauties, I learned that the object of my affection was Acer palmatum, the Japanese maple. I set aside my dreams of ever having one grace my landscape when I realized that in Anoka County, we are outside of the tree’s Gardener’s happy place, which is Zones Grapevine 5-8.

However, a Paulette few years ago I Greenberg was ecstatic to learn of a new Japanese maple species called Velvet Viking, (Acer palmatum var. dissectum 'Monfrick'). It was developed right here in Minnesota from a mature Japanese maple that a landscaper found thriving in an Eden Prairie yard. The original tree succumbed to disease, but it provided enough cuttings to create a Minnesota-hardy (Zone 4) Japanese maple.

With its semi-dwarf growth habit and maximum height of three feet, Velvet Viking

is perfect for container gardening and is compatible with gardens big or small. My yard is exposed and southern facing, so I decided to plant my tree in a large pot. This enables me to move it as needed to avoid extreme fluctuations in weather, which can create cracks in the bark that lead to canker.

If you choose to find your Zen with the Velvet Viking Japanese Maple (or another dwarf or semi-dwarf variety), here are some tips for container success: • While most literature indicates Velvet Viking can tolerate full sun in northern climates, my container tree prefers afternoon shade in July and August, along with plenty of water.

• Once temperatures routinely drop below 30 degrees and leaves begin to drop in the late fall, I give my tree a good soaking and move it to a dark, cool spot in my garage.

I water once a month and prune any damaged branches once the tree is dormant.

• Keep container trees out of extreme cold. They are more exposed than in-ground plants to freeze and thaw patterns that can damage the roots.

• Once temperatures stay above 30 degrees in the spring, move your tree outdoors to a protected area for

a few hours each day until it acclimates to the sun’s rays.

If your tree starts to bud before this happens, keep the leafing out cycle going by using grow lights for about six hours a day or moving it to a window where it can get some sunlight.

If you plant a Velvet Viking in the ground, find a sheltered spot where it will be protected from wind, falling ice, and excessive sun. You can further protect it from winter damage by wrapping the branches with burlap and applying approximately four inches of mulch around the base. The mulch should not touch the trunk.

Whether you keep any variety of Japanese maple in a container or make the Velvet Viking a fixture in your yard, some extra care and thoughtful placement will help you enjoy your little piece of Zen for years to come!

Several local churches serve up the perfect fish fry

To complement the fish, the St. John’s Men’s Club is serving boiled baby red potatoes and french fries from a well-researched recipe that’s supposed to mimic McDonald’s fries. St. Genevieve’s will also have mac and cheese, coleslaw and hearty oatmeal raisin cookies to finish off the meal.

“It’s all picked to complement the fish,” said Courteau.

St. Genevieve’s fish fry will be from 5-8 p.m.

March 25, and April 1 and 8 at Fortin Hall, 14383 Forest Boulevard North in Hugo. Guests can choose to dine in, or pick up a meal to go.

Many other area churches have popular fish fries all throughout the north metro, so be sure to get out and try them while you can.

Local churches are not about to give up the recipe to the perfect fish fry, but community members are welcome to stop by, try the fish for themselves and speculate as to why the Lenten Friday fish fry is so good.

In Lino Lakes, volunteers at St. Joseph of the Lakes Catholic Church are pan-frying and baking their Friday fish dinners with the help of St. Joseph’s Men’s Club and the Knights of Columbus.

Cod is also the fish of choice at St. Joseph’s, which sports a unique breading to go with it.

“It has its own recipe. A cook of ours prepares it and all the breading, but he doesn’t tell us what’s in it. We’ve seen him put stuff in it, and we just cook it,” said Don Hohm of the St. Joseph’s Men’s Club.

Now in its 12th year of fish fries, the men’s club has found that folks like the choice of pan-fried or baked fish.

“It’s pretty evenly divided what people want. The baked is healthier, but the pan-fried is really, really good. Even the pan-fried is healthier than the deep fry. We soak them, then dry them with the added steps to the pan fry,” said Hohm.

To go with the fish, St. Joseph is serving tomato basil soup and homemade desserts.

“Being a good Catholic, you can’t have anything with meat in it,” said Hohm.

The men’s club is expecting over 200 people to attend the fish fry. Both Catholics and nonCatholics alike have appreciated the good food and good company on Friday night.

St. Joseph of the Lake will serve fish from 5-7 p.m.

As for the secret to the best fish fry in town?

Hohm says it’s all about the camaraderie within the community, with a side of good fish.

Over in Hugo, the St. John’s Men’s Club is serving up the “World’s Greatest Fish Fry” with fresh Icelandic cod made to order at the Church of St. Genevieve.

“This is our 20th (year) of fish fries, and after a couple of them, we were able to find the best (fish) we could. We’ve gotten many compliments since,” said Men’s Club member Bill Courteau.

Courteau says the perfect fish fry means having the right cut of fish, but to get that crispy goodness, it all comes down to a special beer batter breading.

The men’s club has also installed three new fryers, which cook the fish extra fast so each serving is made to eat right away. That was about all Courteau could share without giving any cooking secrets away.

How to save on fuel expenses As gas prices continue to move higher, many motorists are looking for ways to use less gas or to save a few cents at the pump.

According to AAA, personal driving habits are the single biggest factor that affects vehicle fuel consumption.

“A few changes in driving behavior, combined with price-lowering strategies at the pump, can contribute to significant savings on gas,” said Gene LaDoucer, regional director of public affairs for AAA-The Auto Club Group.

Here are some tips:

• When buying a car, look for models that offer the best fuel economy in their class. For most drivers, an optional larger and/or more-powerful engine is unnecessary.

• Keep tires properly inflated. Underinflation reduces fuel economy, but more importantly, tires low on air degrade while handling and braking, wear more rapidly and can overheat and blow out.

• Slow down and drive the speed limit. On the highway, aerodynamic drag causes fuel economy to drop off significantly as speeds increase above 50 mph.

• Avoid “jackrabbit” starts and hard acceleration.

These actions greatly increase fuel consumption.

• Avoid extended idling to warm up the engine, even in winter. It’s unnecessary and wastes fuel.

• Accelerate smoothly with light to moderate throttle. This allows the automatic transmission to upshift into higher gears sooner, which reduces engine rpm and saves fuel.

• Use cruise control to help maintain a constant speed; however, never use cruise control on slippery roads because a loss of vehicle control could result.

• Plan ahead to accomplish multiple errands in one trip, and whenever possible travel outside high-traffic times of day.

• Remove unnecessary and bulky items from your car. It takes more fuel to accelerate a heavier car, and the reduction in fuel economy is greater for small cars than larger models.

• Don’t purchase costly high-octane or “premium” gas unless required for your vehicle. AAA research has found that unless premium fuel is recommended or required by your car’s manufacturer, it provides no added benefit.

• Take advantage of loyalty programs such as AAA’s Fuel Rewards program at Shell stations.

Former Shoreview resident Darrin Bergman, a longtime curler, found himself growing increasingly frustrated over the lack of books about curling at the recreational level. Everything he found was either for beginners or Olympians.

“I’m not a beginning curler, and have no aspirations to curl at a championship level,” he said.

During the pandemic, Bergman wrote and published “Plan B Curling,” which describes his passion for the sport while also inviting others to participate, even if they never want to compete in the Olympics.

Press Publications recently sat down with Bergman to find out more about him and his book.

Q. Tell us a little bit about yourself?

A. My wife Marlys and I currently live in Circle Pines, and I am a founding member of the Four Seasons Curling Club in Blaine. We raised our three children in Shoreview, and they all attended schools in the Mounds View District. I was also an active curler as a member of the St. Paul Curling Club throughout the 1990s and a member of the Chicago Curling Club in Northbrook, Illinois, for many years.

In addition to seasonal addictions to curling and golf, I consider myself to be an avid outdoorsman who loves fresh air, fresh food and fresh ideas.

Truthfully, I’m fond of any recreational activity that pairs well with beer.

Q. What inspired you to write “Plan B Curling?”

A. If a book you want to read doesn’t exist, then you need to write it, right? None of the currently published books about curling spoke to me, because they focus either on introducing the game to non-curlers or on outlining championship level concepts, but I’m not a beginning curler and have no aspirations to curl at a championship level.

I was frustrated by this lack of resources for recreational “club” curlers, so I started writing “Plan B Curling” during the pandemic, determined to describe the game as it is actually played at the recreational level — the version of curling you DON’T see on TV! Q. Give us a brief synopsis of the book.

A. At its core, “Plan B Curling” is really an invitation wrapped inside a love letter. I’ve been curling most of my adult life, and I LOVE everything about the sport, especially as it is played at the recreational level. The book reveals my passion about the sport while also inviting others to participate, even if they never want to compete in the Olympics.

Fixsen placed third in the NCAA indoor meet with a vault of 14 feet, 7 1/2 inches in Birmingham, Alabama, March 11-12. She also placed third in the Atlantic Coast Conference meet with 14-3 1/2. Her teammate Rachel Baxter was champion in each, with vaults just over 15-1.

In the outdoor opener, the Texas Relays in Austin, competing against the top college and professional vaulters, Fixsen placed No. 3 among collegians with 14-7 1/4, beating her outdoor personal best by more than a foot, on March 26.

At Georgia, Fixsen was SEC champion as a freshman with 14-7 1/2 and qualified for the NCAA meet which was canceled due to the pandemic. In an injury-plagued sophomore season, she won the SEC again with 14-5 3/4 but was hampered by a foot injury at nationals.

Boys basketball: Kirk, Wheeler repeat on all-SEC

The Mounds View boys basketball team had two all-Suburban East Conference picks in senior guards Dylan Wheeler and Kobe Kirk. It was the third all-conference honor for Wheeler and second for Kirk.

This year, Kirk averaged 20.8 points and Wheeler 12.8. Wheeler missed nine games with a wrist injury.

Wheeler totaled 1,110 points in four years as a starter. Kirk had 876 points in two years as a starter. Getting honorable mentions were senior Ryan Edelman (7.0 points per game) and juniors Colby Deluce (10.3) and Jacob Becher (8.1). The Mustangs were 16-12 overall and 8-10

Welcome to hockey heaven

Matchups won’t be announced for a few months yet, but the local organizing committee for Hockey Day Minnesota 2023 is already immersed in planning the extravaganza.

Held annually since 2007 at host cities around the state (with the exception of 2021), the special event celebrates the game that makes Minnesota the “State of Hockey.”

Mark your calendars and save the date: Jan. 28 at Polar Lakes Park in White Bear Township.

The Minnesota Wild originated the unique day, which the organization produces in partnership with Bally Sports North and the local host community, selected more than a year in advance.

As the showcase for hockey has evolved over the years, so have expectations from event partners, said Corey Roberts, part of the team that got the puck passed to White Bear Lake.

In other words, the pressure is on for local organizers.

“Benchmarks are required by the Wild and Bally’s along the planning process,” Roberts said. “We need to show we’re making progress and that we’re working to get support.”

The support to which Roberts refers is mainly financial at this point.

One of the committee’s first major tasks is recruiting a “title sponsor” to anchor the event.

With the top-tier financial commitment comes many perks that include a premier pavilion location near the rink with hospitality areas inside and out, a prominent in-ice logo, radio and television exposure, brand signage and other advertising opportunities.

The committee is dedicated to providing bang for the sponsors’ buck.

“We are committed to delivering great value to our partners,” Roberts pledged. “Budgets aren’t great these days for events like this, so we’re focused on creating value.”

As is tradition, the township park will be transformed into a Hockey Village for the weeklong celebration. There will be merchants, food trucks and live music. A luge course is tentatively planned. Youth hockey games will be scheduled daily with a college face-off planned Thursday or Friday night.

Saturday’s marquis events will feature a boys and girls high school matchup, televised live. That night’s Wild home game will play on jumbo screens. The opponent will be named when the NHL finalizes next season’s schedule.

The refrigerated rink alone will cost about $225,000, according to Roberts. Picture-perfect ice is part of the deal with the Wild, which sets guidelines and parameters for Hockey Day. The playable surface has come a long way since the first event on Baudette Bay in northern Minnesota 17 years ago.

“This is a once-in-a-generation opportunity,” Roberts pointed out.

“One of our tag lines is ‘Welcome to hockey heaven.’ We want a ‘wow’ factor when people walk in. If sponsors want to get on board, this is their opportunity.”

For perspective on numbers, last year’s event, held in Mankato, drew 18,000 attendees, according to the committee. Television views numbered 162,500 for Saturday’s games.

The MPC is currently working with over 40 partners for lead collection, including lake associations, environmental nonprofits and county household hazardous waste facilities.

Amoth said Shoreview has a fishing lead tackle drop-off box at Sucker Channel.

“It’s been doing pretty well,” she said. “We’ve collected over 2 pounds of lead, which is great, because that is lead that will not go into our lakes.”

Zoom participant Nicki Bentley asked what steps are being taken currently to get lead-free tackle in more stores and bait shops in Minnesota.

Amoth said they are in the final stages of working on a retailer rebate program with bait shop owners and are hoping to get that program up and running by this year’s fishing opener.

“The goal is protecting our loons and making sure that their population remains strong for many years to come,” Amoth said.

that are being reeled in by an angler, or fish that have broken free with tackle still attached. Another way is that lead weights fall to the bottom of the lake and the loon ingests the lead along with the pebbles needed as grit to aid in digestion.

“They will pick up small rocks, but they will also pick up lost fishing tackle,” Amoth said. “Any fishing tackle that was lost yesterday, or 60 years ago, is still there at the bottom of the lake. It’s not going anywhere, and it becomes pollution.”

Once lead tackle is ingested, it is broken down in the gizzard and passes into the bloodstream and organs.

“The current nationwide estimate right now is about 25% of loon death is caused by lead poisoning,” Amoth said. “That’s all human behavior. So it’s just changing our behaviors and our buying habits to make a switch to lead-free to prevent those deaths.”

She noted there has not been a single case where a loon has recovered from lead poisoning.

Determining your debt-to-income ratio is valuable asset

If you are concerned about having too much debt, University of Minnesota Extension suggests you determine your debt-to-income ratio (DTI).

It compares the amount of money you pay toward meeting your debt commitments and the amount of money you earn in take-home pay.

By calculating this ratio, you can determine how much debt you can safely handle.

Calculating your DTI ratio simply starts with a list of monthly debt payments — only the payments made to repay a lender for money you’ve borrowed. Your monthly expenses — groceries and rent — aren’t part of the DTI. Nor is your home mortgage.

Credit card debt, auto loans, student loans, medical bills and others that require a monthly payment should be on your list.

Add up that debt and calculate your net income. Next, divide the total amount of debt payments per month by the monthly net income. You likely will get an answer that is less than one, perhaps 0.35 or 0.23. You multiply that by 100 and that determines the percentage of take-home pay is used for your monthly debt payments.

Financial experts suggest a DTI ratio of 14% would be favorable. Other sources say you might be able to handle double that number.

This formula can be used to plan a method of reducing debt or making a purchase using credit. An extra monthly payment might put your DTI above 20 percent. If that occurs, it might be wise to wait on that purchase until your income increases or your debt decreases.

A group of seniors, current and former residents of Shoreview, recently discussed the DTI during a weekly breakfast gathering.

“Don’t spend more than you make,” said Jim Bruder, only somewhat jokingly. He said he remembers when it was the norm to purchase a home or property for as much as 2 1/2 times your income.

“But prices have gone up so much that you can’t say that anymore,” Bruder said.

Dick and Nancy Olen are living on their Social Security checks and her pension. “For the last six years we’ve touched nothing in our savings,” he said, adding that they are careful in their spending, which is highlighted by one holiday trip per year.

But they don’t consider it a true budget. “It’s just worked out that way, but we didn’t plan it that way,” Olen said. “We hope that one trip will be within our budget.“ Dick recalls purchasing a home in Boston for $60,000. A recent check revealed it later sold for $1.1 million.

ORDINANCE NO. 999 ORDINANCE AMENDING SHOREVIEW MUNICIPAL CODE SECTION 901 REVISING THE REFERENCED STATUTE NUMBER FOR TOWING OF VEHICLES The Shoreview City Council ordains that Chapter 900, Traffic, is hereby amended by revision to Section 901.050 (Towing), as follows: 901 Local Road Authority 901.050 Towing.

(A) Trailers.

(1) Authorized. Any City employee or law enforcement agency may tow any trailer parked in violation of this section. Such trailer shall be stored at the location designated by the City Council.

(2) Notice. As soon as practicable after an authorized City employee or agent removes a trailer parked in violation of the provisions of this section, the City Manager shall advise in writing the person shown to be the owner of such vehicle by the registration thereof, of the following facts: (a) A general description of the trailer, together with the license number thereof.

(b) The approximate time and reason for removal and the place to which the trailer has been removed. (c) The charge for such removal and daily storage shall be as provided by the contract between the City and the independent contractor who has contracted to provide these services for the City. The provisions of this section do not apply to those situations where trailers have been towed by private trailer towing firms which are not under contract with the City. (d) The notice shall be addressed to the registered owner and shall be deposited with postage prepaid in the United States mail as soon as practicable after the removal of the trailer. Before the trailer shall be reclaimed, the owner or other claimant shall satisfactorily identify himself, establish his right, title or interest to the trailer and the right of possession thereof, and shall pay, in addition to any fine which may be assessed, all costs and charges in connection with the removal and storage of such trailer.

(B) Motor Vehicles. Motor vehicles may be towed pursuant to the provisions of MS 168B.035 and its subdivisions.

(C) Costs and Penalties. Payment of the impoundment costs and charges shall not relieve the owner or other person responsible for the violation from payment of any fine or penalty for violation of this or any other applicable ordinance, statute, or regulation. No person shall reclaim an impounded vehicle without first paying all of the towing costs and storage charges in addition to any fine which may be assessed.

The Ramsey County Sheriff’s Office reported the following selected incidents in Shoreview:

• A motor vehicle was reported stolen overnight March 6-7 from the 1600 block of Lois Drive. After the vehicle was entered into the National Crime Information Center (NCIC) database, it was recovered by Woodbury Police the next evening in the Walmart parking lot. The driver of the vehicle was arrested and booked into the Washington County jail on outstanding warrants and for several new charges. After the vehicle was towed to the Ramsey County impound lot for processing, the case was turned over to Woodbury police.

• A handicap placard and a check were reported stolen from an unlocked vehicle parked overnight March 6-7 in an apartment complex lot in the 4100 block of Lexington Avenue N. A vehicle title, registration and insurance card were reported stolen from another vehicle as it was parked in the same parking complex overnight March 6-7. Later, cookware was reported stolen from an unlocked vehicle parked in that lot sometime during March 6-8.

• A handgun was reported found March 7 in a Shoreview Community Center locker in the 4500 block of Victoria Street N. Maintenance turned the firearm over to Ramsey County Sheriff’s Office deputies, who placed it into property and later returned it to its owner upon seeing proof of ownership.

• A 2006 Chevrolet Cobalt with a spare key stashed in the glove box was reported stolen overnight March 7-8 from an underground garage in the 3400 block of Kent Street. The vehicle was then involved in an attempted catalytic converter theft in Arden Hills on March 8. The vehicle has been entered into the NCIC as stolen.

• An Arden Hills man reported the front passenger window of his vehicle smashed in March 8 as it was parked in the lot at Snail Lake Park in the 4100 block of Snail Lake Blvd. A backpack containing miscellaneous items and credit cards was stolen. Soon after the break-in, a credit card was used fraudulently at the Shoreview Target. Later, the backpack was recovered with all the other items, less credit cards. This case has been linked to other cases, and a crime alert with the photo of the suspects was issued on March 14.

• A catalytic converter was reported stolen overnight March 8-9 from a 2001 Ford Excursion parked in the 3300 block of Victoria Street N. • A Maplewood man, 42, was arrested at 4:35 a.m.

March 9 in the 600 block of Schifsky Road for possession of stolen property following a report of a suspicious vehicle parked in a driveway for more than an hour. On arrival, deputies conducted a computer search of the vehicle’s license plate and found it to have been stolen from White Bear Lake.

RAMSEY COUNTY SHERIFF’S BRIEFS Longtime felons charged in burglary A St. Paul man, 49, and a Minneapolis man, 40, were reportedly caught on surveillance video shortly before deputies responded to a burglar alarm at 2:12 a.m. March 11 at the Corner Mart in the 3000 block of Rice Street. Upon arrival at the scene, Ramsey County Sheriff’s Office deputies observed tire tracks leading to the doors of the store, which had been broken open.

Deputies also found lottery tickets on the ground, which the store owner said had been stolen.

The store’s surveillance video shows a 2014 BMW backing repeatedly into the store’s doors until they burst open at 2:02 a.m. The video then appeared to show the St. Paul suspect entering the store, grabbing a large quantity of lottery tickets and bringing them outside to the waiting vehicle. The St. Paul suspect then returned to the store and tried to open the cash register before grabbing yet more lottery tickets on his way back out of the store.

It was later learned that the BMW had been stolen during a March 8 home burglary in Minneapolis, and multiple Keep Our Kops Safe (KOPS) alerts had been issued for the vehicle.

Officers located the vehicle traveling northbound on County Road 81 near Highway 100 at approximately 3:21 a.m. Officers from three different

agencies pursued the vehicle at speeds greater than 100 mph until the BMW eventually crashed in Brooklyn Center. The two suspects fled unsuccessfully on foot and were apprehended.

During the routine arrest search, deputies found the key to the BMW and lottery tickets on the suspects.

Also found in the vehicle was mail belonging to people other than the suspects, two Ohio license plates, and suspected narcotics, needles and drug paraphernalia. Their unique clothing and damage to the rear of the BMW matched those seen on the video.

The Minneapolis suspect faces up to 10 years and/or a maximum fine of $20,000 for second-degree burglary/ possession of burglary tools. This suspect’s record, dating from 2003 to present, includes five felony convictions for domestic assault, aggravated robbery, illegal possession of firearms and narcotics. He was on probation at the time of the incident.

The St. Paul suspect also faces up to 10 years in prison and/or a maximum fine of $20,000 for second-degree burglary/possession of burglary tools. His sentence could be doubled if he is also convicted of felony motor vehicle theft. This suspect’s record, dating from 2005 to present, includes 11 felony convictions for theft, burglary, fleeing police, receiving stolen

property, illegal firearm possession and narcotics possession. He also has an open pending case against him for motor vehicle theft.

Escalation in tracking, stalking lead to felony charges

A Shoreview man, 43, faces up to 10 years in prison and/or a maximum $20,000 fine if convicted of second-degree burglary. This sentence may be doubled if the defendant is also convicted of felony stalking.

On Feb. 8, the defendant was personally served with an order for protection (OFP) taken out by his wife. The OFP prohibits the subject from going anywhere near his wife’s home or having any contact her.

On Feb. 13, the defendant reportedly violated the OFP by phoning his wife while he was at the Ramsey County Law Enforcement Center in St. Paul.

As a result, a domestic abuse no-contact order (DANCO) was taken out against him on Feb. 15. The DANCO prohibits the subject from having any contact with his wife; violation would result in a felony stalking charge.

On Feb. 28, the suspect reportedly violated the protection orders by calling his wife at a phone number provided to her by a domestic assault advocate. He told his wife he had obtained his wife’s protected phone

number by placing a tracking app on her phone.

On March 14, the complainant alerted deputies that the suspect had broken into her home after the complainant’s son became aware that the security cameras had been shut off at around 11:30 p.m. March 13. Later, the son’s app alerted him that the DVR was active again. He was then able to view the camera footage from before the system shut down. The video appeared to show the suspect at the residence shortly before shut-off.

At around 10:24 p.m. March 13, the suspect was shown trying to get into the garage door that was later found forced open.

When deputies checked the scene in person, they found that the side entrance door to the garage and a laundry room window had been forced open. The electrical box had been ripped off the house, the son’s room had been ransacked, the internet router was missing, the mailbox had been removed from its post and the DVR system for the security cameras had been taken. Deputies also found blood inside the residence.

The complainant has been staying at other locations to hide from the suspect because of his escalating behavior and of the fact that he has tracked her and her children.

Dress collection aims to make one’s dream dress more accessible

This year’s Press Publications wedding show will feature a discounted wedding dress shop with gently used donated dresses that will be resold for $10.

‘Do you know of any shops who carry used or less expensive dresses?’” said Director of Sales and Marketing Patty Steele. “We’d always say ‘Try Goodwill,’ but this year we’ll have our wedding shop.”

Steele has been amazed by the number of dresses that have been donated so far. While she expects more are on the way, about 60 used wedding dresses have been taking up space in the Press office since late January.

One gentleman told Steele that he had lost his wife to breast cancer and said it was painful to see her wedding dress box every time he opened the closet. One day he opened up the White Bear Press and saw

“People have been excited about paying it forward and letting another bride get some use out of a dress,” said Steele.

Martin has her own way of incorporating her arrangements with the wedding dress shop.

“I’m very, very excited about what they’re doing with the used bridal dresses. I’m working on something so when brides try on a dress they can hold a bouquet with it to see the final look,” said Martin.

A wedding dress for $10? You won’t find a better deal than that.

The 37th annual Press Publications wedding show will be from 11 a.m. to 2 p.m. Sunday, April 10, at the Best Western Plus in White Bear Lake. The show will feature a discounted wedding dress shop.

Following rising COVID-19 concerns in mid-January, the show was rescheduled for April. Now that cases are declining and spring is in the air, it’s time for brides and grooms to start planning their weddings.

The show, emceed by Gary LaRue, will include 21 vendors covering wedding must-haves like venues, catering, officiants and flowers. Many of the vendors have continued to return to the wedding show in order to keep their business local.

Bonnie Martin of Unreal Arrangements is in her 15th year of the show and has enjoyed the wedding show’s small-town feel.

“As a smaller floral studio, I don’t necessarily want to go to the convention center and get swallowed up by large vendors. I prefer a personal interaction,” said Martin.

Small crowds and local vendors have been a draw to the show over the years, but Press is excited to bring some new ideas to this year’s show.

This year will feature a discounted wedding dress shop with gently used donated dresses that will be resold for $10. All proceeds from the dresses will be donated to the White Bear Area Food Shelf. Since a wedding dress can be a large part of a wedding budget, the new wedding shop aims to make one’s dream dress more accessible.
