Baseball coach’s legacy lives on at Sitzer Park

It was a perfect day for youth baseball when the fields in Sitzer Park, the crown jewel of Shoreview’s baseball parks, were officially renamed for former baseball coach Mike Anderson.

Former Shoreview Area Youth Baseball (SAYB) players, friends and family joined Mayor Sandy Martin, City Council Member John Doan and members of the Minnesota Youth Athletic Services (NYFS) at Sitzer Park May 7 for a celebration and field dedication in honor of Anderson.

Anderson was a resident of Shoreview for 39 years before he passed away peacefully in his sleep on May 20, 2021.

Those who knew him have stories to tell about the longtime volunteer.

Erik Drange, former SAYB president, recalled that he first met Anderson at an SAYB board meeting after he decided to get more involved with the organization.

“At this meeting, there was this white-bearded guy there who clearly knew what he was doing, clearly involved in the organization, and his name was Mike Anderson,” Drange said. “I became good friends with Mike, and he was a mentor of mine. I got to witness firsthand all of the time and energy that Mike put into this association, which really helped shape the community.”

Anderson had a passion for baseball, and coached hundreds of kids through the Shoreview baseball association for over 20 years. “He truly cared about his players, not only during the season but off the

Construction change sparks concern for business owners

Businesses near the Lexington Avenue construction project have hit a bump in the road.

businesses that there would be one lane open both ways throughout the entire construction project scheduled to be completed in November.

“Then on May 4, they pulled out the rug and told us that starting May 9 through June, the northbound lane would be closed for potentially seven weeks or longer,” Julie said. “It was already going to impact businesses being down to one lane each direction, but that was more doable than being totally closed.”

“We’re afraid that people will avoid us because of the construction,” Gary added.

Julie said she spoke to approximately 40 businesses in the area between County Road E and I-694.

“They were so upset and concerned about the financial impact of this and this is just another obstacle for all of us businesses here,” Julie said.

One of the project managers on the Lexington Avenue construction project is Luke Lortie, a construction engineer for Ramsey County Public Works.

“It was originally anticipated to be a one-year construction project and the plan was to build the road in halves and do the west side of Lexington as the first half and the east side as the second

half,” Lortie said. “The first week we went out there with the contractor to look at the utilities on the west side, it became very apparent that we had multiple utilities that were unforeseen and not in the plans and needed to be relocated before starting the work.”

Lortie said he sat down with the contractor and utility companies to decide how to move forward. They decided that the best approach was to start construction on the east side first and have the utility work done on the west side.

“In doing that, we weren’t able to maintain two lanes of traffic,” Lortie said. “We looked at what would work best and we settled on a single lane, one way, southbound direction only.”

Lortie noted the county is trying to work through this phase of construction quickly.

“The utility companies have been quick to respond with making sure they’re getting their work done on the west side,” he said.

According to Lortie, the county has been communicating with area businesses on the project through fliers and social media.

“We will work with the businesses as this moves forward and we do have an

alternative business access sign right out there now,” Lortie said.

The first phase of construction is scheduled to be completed by the end of June and after that, there should be one lane open in each direction, according to Lortie.

Julie and Gary said are concerned for not only their business but for all businesses in the area.

“Our message is that we are businesses have had to endure a lot with the prior construction, COVID

shutdowns and challenges,” Julie said. “We are here and are hoping that the community will rally behind and support local small businesses during this construction time so we’re all here when it’s done.”

HIS IS CLEARLY a wonderful time of year as the weather warms, trees come to life, and the early flowers start blooming.

Fishing season is open and all the water sports come alive.

Garage sales start showing up, and the garage gets cleaned. Winter coats are put away.

It’s time to take a hike, cycle a path or get that tennis racket or pickleball paddle out and get some overdue exercise. It’s all part of the enjoyment of living in the Midwest.

It’s also a time to review safety protocols, whether you are on a bike, on the water or four-wheeling through the pine forests. It’s graduation time, and also a chance to get your fingers in the soil as we begin planting flowers and vegetables. Whether it is a large garden or pots on the porch, it’s clearly a mark of a new season. People are working hard to clean up their lawns and gardens. Have you heard of “No mow May?” It’s when your yard is allowed to bloom to be pollinator friendly. This also the time of year to make home repairs and do painting.

It’s all part of having pride in a community. I love living here.

I THINK WE are faced for the next 12 months with gasoline at $4 plus per gallon. Our country has adequate oil, as well as natural gas, but getting it into the pipeline has been clogged in part due to government regulations and executive leadership. Perhaps it wouldn’t make any difference what party was in office with the polarization and politics slowing down the process of what’s good for the American people.

We are going to eventually see difficulty with our electric power grids. Some of our leadership has been too anxious to go green, thereby eliminating fossil fuels prematurely. It’s good to have national goals, but we need to be realistic in bringing them on line without putting undue pressure and excessive costs on the consumer.

Government spending on petroleum is probably the biggest cause of the inflation. Production and delivery is centered around petroleum supplies and products. Inflation will need to be controlled and with that we are likely to have some type of recession. I don’t think any of this was necessary, at least at the level we are experiencing.

The cost of living is spiking. Expectation is there for employees to receive higher wages, and rightly so. That adds to the costs of producing all that we consume. Once wages are established, they don’t go down.

We have the additional problem of labor shortages. There are far more jobs available than there are people qualified to fi ll those positions.

When you are making a purchase, thank every employee that helps you for coming to work that day. So many stores are short of staff and through it we are learning lessons of patience and priorities.

Raising (Raspberry) Cane in your home garden

H

ave you considered growing raspberries, but you aren’t sure how to get started? The key to success is to pay attention to the variety you plant, know if you have a summer or fallbearing type, and understand its pruning requirements.

The taste of fresh, homegrown raspberries will be well worth your efforts!

Raspberries come in a rainbow of colors: black, purple, red, and yellow.

A fun fact is that yellow raspberries are just red raspberries that don’t produce pigment. All raspberry have Gardener’s plants perennial Grapevine roots and crowns, and Norm Mofjeld their canes (branches) live for only two summers. Fall-bearing varieties, such as everbearing red raspberries, will fruit in the late summer or fall during the first year and in the summer starting in the second year. Summer-bearing varieties will not produce fruit until the second year.

Bare root raspberries can be planted in April or May once the soil can be worked.

Potted raspberries should be

planted in May or June after the threat of frost has passed.

Choose a planting site in full sun; the plants will grow in partial shade but will have limited production. To provide support, you should trellis your plants or grow them along a wall or fence.

Raspberries grow best in rich, well-drained soil, so prepare your site with a few inches of compost prior to planting. Always keep the plant’s crown one to two inches above the ground. Space red and yellow raspberry plants two to three feet apart, and black and purple plants four feet apart.

To keep raspberry plants healthy and productive, it is important to water, fertilize, mulch and weed. Regular watering is necessary because the root system is in the top two feet of soil. Raspberry plants need roughly an inch and a half of water per week from flowering until harvest.

Annual pruning and thinning are important, and the correct timing depends on your variety and harvest preferences. To keep the harvest manageable, trim the tips of all varieties in the spring to approximately one foot above the supports, making sure to take out any dead growth.

Summer-bearing raspberries should be thinned in the spring. Cut out

unwanted suckers and remove excess first-year canes to no more than five of the sturdiest per square foot.

If you have fall-bearing raspberries and want only the fall crop, cut all canes off at the base before growth begins in the spring. Fruit will be produced on new canes in late summer or fall. To get both fall and summer crops, thin the canes as described for summer-bearing raspberries.

The canes that produced the fruit should not be removed as they will produce fruit again the following summer.

Raspberries are ready to pick when their color is developed and the fruit comes off the plant easily. Unwashed raspberries will keep in the refrigerator for a few days.

RAMSEY COUNTY SHERIFF BRIEFS Domestic dispute leads to charges A Shoreview man, 29, faces up to five years in prison and/or a maximum fine of $10,000 for felony threats of violence and reckless disregard for safety following a domestic dispute in the 500 block of Harriet Avenue.

At 1:50 a.m. April 29, Ramsey County Sheriff’s Office deputies called out to the scene of suspicious activity were met with a crying woman clad in a bathrobe, saying she was afraid of her children’s father. She pointed out a dark Chryser PT Cruiser pulling out of a parking lot on the north side of Harriet Street heading west without headlights illuminated.

Deputies radioed for other squads in the area to stop the vehicle, and a traffic stop was conducted in the area of Harriet Avenue and Cohansey Street that resulted in the suspect’s arrest.

The suspect arrived at the victim’s home shortly after 1:00 a.m. to see their children, law enforcement reports said, and was told the kids were asleep and that he should leave because the victim’s fiancé was about to visit. After the suspect refused to leave, an argument started up in the kitchen. The victim told deputies the suspect followed her upstairs and struck her in the face.

He then took the victim’s phone and was scrolling through the call log to see if she had called the police. The victim said she felt afraid for her safety and fled to the neighbor’s house to call 911. As she was leaving, the suspect threatened her, stating that he would shoot her in the face. The victim believed him because he had a history of assaulting her and had carried guns in the past.

Deputies found the victim’s phone in the suspect’s vehicle when they arrested him. His story was that the two of them had gotten into an argument over her boyfriend coming to her residence while he was there. He denied hitting or threatening the victim and said she threw her phone at him.

Man beats up catalytic converter thieves

Stealing a catalytic converter in broad daylight doesn’t always go smoothly, because things can happen to thieves when people see them. At around 6:37 a.m. May 7, CJ interrupted three men stealing a catalytic converter from an RV parked in his driveway in the 3400 block of Victoria Street

N. after he spotted a green Mercedes Benz parked in the driveway. He then heard the men yell, “Go! Go! Go!” As the Mercedes was backing out of the driveway, CJ jumped on the driver and fought with him, kicking him in the face several times.

When a passenger in the back seat mentioned something about a gun, CJ grabbed the keys out of the ignition and retreated into his home to call the police. With their getaway car disabled, all three men fled on foot.

When Ramsey County Sheriff’s Office deputies arrived on scene, they found a reciprocating saw blade under the RV. Before towing the Mercedes, deputies found a hydraulic floor jack and several Sawzalls in the front and back seats. They also found a catalytic converter inside a black duffel bag on the rear passenger seat. Deputies recovered a red shirt, black hat, black mask and a freshly cut catalytic converter cut from CJ’s RV from a yard next door to his house. Neighbors directed deputies to a blue duffel bag containing a Sawzall and a bolt cutter in a yard several houses away from CJ’s house that had been dropped by the thieves.

A passerby saw the three men run toward Arbogast Street and remove their hooded sweatshirts before throwing them into the woods. Deputies later located the driver of the getaway vehicle walking down the street. He was soiled, dirty, sweaty and had sustained obvious injuries consistent with having been kicked in the face. CJ positively identified the subject as the man he’d fought with.

The suspect, a Lino Lakes man, 37, faces up to three years in prison and/or a maximum $5,000 fine for felony possession of burglary tools. The suspect has seven prior felony convictions for second-degree burglary, four motor vehicle thefts, second-degree assault and several more crimes.

His two accomplices didn’t escape scot-free, because deputies stopped a Honda Civic near Victoria Street and County Road D and arrested them.

The driver lied about his identity and said he was going to an area junk yard. However, deputies identified him by his fingerprints as a suspect with two Washington County warrants out on him. The passenger, who had a red car jack between his legs, told deputies they were in the area because a friend’s car had broken down. Deputies spotted two backpacks in the backseat that contained reciprocating saws and 15 saw blades. They also noted

there was no junk yard in the area. During the search prior to arrest, deputies found several latex gloves in the passenger’s pants.

CJ was brought to the traffic stop to confirm the identify of the men who stole his catalytic converter.

‘Disrespect’ of family members leads to altercation

A Shoreview man, 39, faces up to seven years in prison and/or a maximum fine of $14,000 for second-degree assault with a dangerous weapon.

If convicted of this first count, his sentence could be doubled if he is also convicted of a second count relating to the same crime.

At the stroke of midnight on May 10, deputies responded to a residence in the 1600 block of Park Street on a report of an argument and fight. On arrival at the scene, deputies saw a black Dodge Charger driving away. A male on the street told deputies the departing vehicle had just attempted to ram him.

The man said that the subject was dating his mother and another relative was dating the subject’s sister. When the subject came home angry and started treating the two girlfriends with disrespect, the three males decided to take it outside and a physical fight ensued. After the two men taught the subject a lesson, they started to go to their vehicle to leave.

However, the subject got into his own car and rammed the men’s vehicle while they were standing next to it. The subject’s Charger backed up and crashed into the other vehicle a second time.

One of the man had to jump out of the way to avoid being hit, and the other man was thrown onto the lawn and twisted his knee, the men said.

Deputies stopped the Charger and identified the driver as the defendant, who, in a post-Miranda interview, said he had rammed the other vehicle accidentally the first time. The second time, however, he said he rammed the vehicle in self-defense, because he knew one of the men had a gun and might have been reaching for it. He admitted to not seeing any gun and that the two males were close to the vehicle when he rammed it.

Coach Pratt: From missiles to ministry to mentoring runners

A track-and-field program as vibrant as Mounds View’s is dependent in large part on the quality of the many assistant coaches needed.

A gem in the Mustangs staff, said longtime coach Ross Fleming, is 80-year-old Wilfred “Bill” Pratt, a former Stanford University star, and retired pastor and one-time Air Force missile launch officer. Fleming picked him up a decade ago to work with distance runners.

Pratt was featured recently in his hometown paper in Wenatchee, Washington, having been named to the high school’s hall of fame.

Fleming got hold of the article and proudly forwarded it to Shoreview Press.

“Bill has a very keen track acumen,” said Fleming. “He is a student of the sport; he goes to all the clinics, and reads voraciously. He’s forgotten more than I know.

Eighty years old and he still always wants to get better.”

Pratt captured two state championships in the 880yard run (now 800 meters) at Wenatchee High and was a tight end on their undefeated 1958 football team, thus the

hall of fame honor.

He attended Stanford University, majored in Psychology and won the Pacific Coast Conference 880yard championship in 1960.

A Minnesota resident since the 1970’s, when he arrived to attend Luther Seminary, and met the woman he would marry, Pratt has mentored runners for decades as an assistant coach at high schools and colleges.

“I like the purity of distance running, and the challenge of helping young men and women achieve their greatest potential,” said Pratt, asked why he’s still at the track every day. He added: “Although I have coached some outstanding athletes, I get as much pleasure seeing an athlete with average abilities achieve personal records.”

His biggest thrill at Mounds View, he said, was “helping our slowest runner celebrate the fact that he had lost 65 pounds during the season, including summer running.”

About that military career: Young men were being drafted into the Army in the sixties, due to the Vietnam War. Pratt opted to enlist, and wound up serving in the Minuteman Missile

This was in the aftermath of the Cuban Missile Crisis in 1962 where the world was on the brink of nuclear war over missiles installed by the Soviet Union before actions taken by the Kennedy Administration led to the missiles’ removal.

“During that time there was big buildup of the Minuteman ICBM — nuclear — force, which included trained launch officers,” Pratt said.

“I have no idea why I, a Psych major, was assigned to such a program. As far as I could

tell, all the other officers were engineering graduates.”

After learning about the electronics and mechanics of the missile system at a base in Illinois and missile launch procedures at a base in California, he served at Malmstrom in the training division of the wing operational unit.

Pratt started coaching as a graduate student at Eastern Washington State, and got back into it by accident during his Air Force stint.

One day in Great Falls, a high school track coach caught him trying to sneak over the fence to run on the track. They got acquainted.

The coach, impressed by the officer’s background, hired him.

Once he started in the ministry, Pratt got away from coaching for a couple decades, but drifted back into it in the mid-1990’s at the high school level and at Hamline, while pastoring in the St. Paul area.

“He was an assistant at Roseville for track and cross country for many years, and had great success with distance runners and younger runners,” Fleming said. “Then they got a new coach who was distance. So Bill was switched to coaching

shot and disc for a while. I met him at the Hamline Elite Meet. I needed an assistant and offered him a job, and he jumped at it.”

Fleming, also the cross country coach, was elated to add an assistant for both teams with such a rich background, not to mention such a winning manner: “He is one of most positive human beings I have ever met. Very supportive of each kid’s specific needs.”

Pratt describes his approach as athlete-centered, not results-centered.

“I believe that running is a life sport, and the more I can get athletes to feel good about themselves and the sport, the greater the benefits. I am capable of helping athletes with championship ability become champions, but I do not want to do this at the expense of their spiritual, social or academic lives.”

Mustangs finish 3rd in SEC Mounds View won two of four conference games last week and finished third in the Suburban East.

The Mustangs lost to East Ridge 5-3 on Monday, beat Roseville 15-10 on Tuesday, lost to White Bear Lake 9-8 on Wednesday and edged champion Stillwater 14-13 on Friday. The Mustangs have two non-conference games left before sectionals.

Stillwater was 14-4 in the SEC, followed by Park 13-5, Mounds View 12-6, Roseville 11-6, Woodbury 11-7, East Ridge 10-7, Cretin-Derham Hall 9-9, White Bear Lake 4-12, Forest Lake 4-14, Irondale 0-18

Mustangs win section again, place 11th at state The Mounds View boys won the true-team section championship for the 24th time in 25 years, but, dealing with illness and a key injury, didn’t have one of their better state meets, placing 11th of 12 teams last Friday in Stillwater.

Highlights were Victor Lelinga winning the 800 in 1:58.19 with William Skelly third (1:58.41), and Skelly winning the 1600 in 4:15.22 with Elliott McArthur third (4:23.75).

The 4x400 team placed second (3:29.62) with Max Gregory, Dieudonnee Reponse, Cooper Fellman, and Evan Kirkland. The 4x800 team placed sixth and 4x200 placed eighth.

Elijah Anderson, a versatile senior team leader, suffered a pulled hamstring in the long jump, his first event, on the first attempt.

“Elijah is in four events. That’s major points,” lamented coach Ross Fleming. The Mustangs were already missing two sprinters with illness, he added.

Accustomed to finishing from second to sixth place in the last decade, the Mustangs saw that they weren’t going to finish in the top half, and let most of the alternates compete, Fleming said. For instance, McArthur, one of the state’s top distance runners, didn’t do the 3200.

Dylan Wheeler took 10th in the 400 (52.17) with Max Derosier 13th (52.56).

Anthony Willier was 11th in shot put (48-11/4) and Ryan Edelman 11th in discus (137-11).

Rosemount was team champion with 1206 points, followed by Wayzata with 1096 and Owatonna 987.5.

GIRLS LACROSSE

Mustangs are 5-7 after 2 wins The Mounds View girls lacrosse team finished Suburban East Conference play with a 2-7 record.

The Mustangs are 5-7 overall after beating Tartan/North 15-6 on Thursday in the conference finale and St. Cloud 24-4 on Saturday. They have one non-conference game left. Reagan Valois leads them offensive with 33 goals. Ella Westerman has 15 goals, Abigail Norlinger 12, Brigitte Otto 11 and Avelyn Anderson nine. Rachael Bond, goalie, has a 7.85 goals-against average and .442 save percentage.

BOYS LACROSSE

Mustangs have 1-10 record The Mounds View boys lacrosse team finished Suburban East Conference play with a 1-8 record.

The Mustangs are 1-10 overall with two non-conference games left. Top scorers are Liam Anderson with 18 goals and five assists, Caden Ayshford with 10 goals and eight assists, Evan Streeter with nine goals and 13 assists, and Brody Herr with four goals and nine assists.

Section champs

In the Section 5AAA meet at home May 10, the Mustangs won six events and tallied 1016 points, followed by

Edina 969 and Minneapolis Washburn 700 among nine teams.

The Mustangs finished 1-2-3 in the 800 run and discus.

Skelly won the 800 in 1:54.48, followed by Lelinga and McArthur, who coasted in the 800 after placing second in the 1600. Skelly, state champ last year with 1:53.48, ran a 1:52 anchor leg to pull out a 4x800 victory.

Ryan Edelman won discus (135-10), followed by Reginald Smith (130-6) and Anthony Willier (126-5).

Other firsts were by Thunor Berthiaume in pole vault (13-0), Anderson in high jump (6-2), the 4x200 with Derosier, Phenning-Wendt, Wheeler, and Gregory (1:33.22) and the 4x800 with Jack Carlson, Lelinga, Noah Hammett-Devine, and Skelly (8:12.13).

Jason Walker was third in pole vault (12-0), Willier fourth in shot (44-10) and Owen Farm fourth in high jump (5-10).

As a junior, Valois tallied 16 goals. “Reagan persistently works her way into the critical scoring area, within 12 meters of the goal, often coming from behind the goal, and she has a very powerful shot,” said coach Wendy Frantz. Valois is a dedicated and motivated player, Frantz said, and she’s in great shape each spring from cross training.

The Mustangs won the section meet for the third straight time with 993.5 points, fending off Roseville (949) and Edina 938.5, at home May 10.

The Mustangs had four first-places — Streit in shot put (42-1/4) and discus (120-0), Ahlberg in pole vault (120), and the 4x200 team of Lauren Ballinger, Julia Dahl, Muriel Sorensen, and Nystrom (1:47.50).

Ahlberg’s personal-best lifted her to No. 2 all-time for the Mustangs behind state record-holder Julia Fixsen.

Rhyn was second in the 200 (26.08) and third in the 100 (12.82). Isabel took second in the 800 (2:18.77) and 1600 (5:05.77). Emily Mehta was second in the 3200 (11:16.5) and seventh in the 1600 (5:20.83). Kyra Marshall was fourth in the 100 hurdles (16.71) and seventh in the 300 (50.16).

“Always a great opportunity to compete against the best at true team state. We do not take that opportunity for granted,” said Aaron Redman, co-head coach with Scott Yikanen.

“There were great performances across the board from the girls and they really enjoyed competing for one another.”

The team figured they could place as high as third if all went well, but “finishing fifth was really impressive,” Redman assessed, “considering that we are competing with schools, Minnetonka, Wayzata, that are nearly twice our (enrollment) size, as well as Rosemount and St, Michael Albertville, who are around 600 larger.”

Hadley Streit led the Mustangs as she won the shot put (40-10 3/4) and fifth in the discus (117-6).

Taylor Isabel ran fourth in the 1600 (4:57.57) and fifth in the 800 with 2:19.13. Isabel became the first Mustang to run a sub-five minute 1600.

Her 5:01.00 at the Hamline Elite Meet broke Mallory Van Ness’s 2005 record of 5:01.43, and she sliced three more seconds off Friday night.

Jaylyn Ahlberg took second in pole vault (11-0). Julia Dahl was third in triple jump (37-1/4).

Lauren Kath took eighth in the 400 (59.80) with Ivy Nystrom 13th (1:00.90). Celeste Rhyn was ninth in the 200 dash (26.70) and 12th in the 100 (13.03). Emily Mehta took 12th in the 1600 (5:20.98). The Mounds View tennis team finished the regular season with a 11-4 record, the conference championship, and the No. 5 ranking in Class 2A. This week, the Mustangs are hoping to regain the Section 4AA championship. Last year, they lost in the finals to Mahtomedi 4-3, ending a six-year run of state tournament trips.

The Mustangs are top-seeded and beat Spring Lake Park 7-0 in the first round. On Monday, they faced No. 4 Centennial while No. 2 Mahtomedi met No. 3 Stillwater. The championship will be held Wednesday at Mounds View if the Mustangs win.

Section individuals will begin Thursday in St. Paul at the Como Park and Harding courts.

Redistricting draws new boundaries in Shoreview boundaries and polling places.

Polling places must be located in close proximity to the voters served by the location.

The new House District boundary moved north, splitting city Precinct 4 in half. Precincts should also follow school district boundaries. The city is in two school districts — Mounds View and Roseville. Shoreview’s Precinct 1, the only precinct located within the Roseville School District, will maintain the same boundaries.

Precinct boundaries should follow major roadways, railways and highways to avoid dividing neighborhoods or city blocks.

State Rep. Kelly Moller of Shoreview will run for reelection in November in a new legislative district. Moller’s old District 42A will become District 40A. The new district includes parts of Shoreview and New Brighton, as well as all of Arden Hills and Mounds View.

The newest parts of her district are in several precincts in New Brighton (including most of the area north of I-694), while parts of Shoreview

Every 10 years following the federal census, Minnesota undergoes a redistricting process that redraws congressional and state legislative district boundaries.

The purpose of redistricting is to make sure that each legislative district contains roughly the same number of people so that persons in each district are equally represented.

In Minnesota, the state Legislature is responsible for redistricting Minnesota’s Senate and House districts. Since Minnesota’s Senate and House were unable to agree on district maps, the new maps were drawn by a five-member panel of judges.

Shoreview is now within Senate District 40 and House Districts 40A and 40B. According to Shoreview Assistant City Manager Renee Eisenweiss, the new district boundaries require that the city establish new precinct

located mostly south of Tanglewood Drive will shift to a new district currently held by State Rep. Jamie Becker-Finn.

In a written statement, Moller said, “I look forward to talking to voters this summer and fall to hear their concerns and comments, especially new constituents in New Brighton.”

HISTORICAL DATES: • 1953: Dorothy Sutherland of the U.S. Department of Health, Education, and Welfare sent a proposal to President Eisenhower to proclaim a "Nurse Day" in October of the following year. The proclamation was never made.

• 1954: National Nurse Week was observed from October 11 - 16.

The year of the observance marked the 100th anniversary of Florence Nightingale's mission to Crimea.

• 1974: In January of that year, the International Council of Nurses (ICN) proclaimed that May 12 would be "International Nurse Day." (May 12 is the birthday of Florence Nightingale.)

Since 1965, the ICN has celebrated "International Nurse Day." • 1982: In February, the ANA Board of Directors formally acknowledged May 6, 1982 as "National Nurses Day." The action affirmed a joint resolution of the United States Congress designating May 6 as "National Recognition Day for Nurses."

• 1993: The ANA Board of Directors designated May 6 - 12 as permanent dates to observe National Nurses Week in 1994 and in all subsequent years.

ational Nurses Month began with a one-day recognition on May 6 in 1982; a proclamation from the American Presidency Project read: “Scientific advancements in recent years have dramatically expanded the role of nurses in our healthcare system, and their knowledge and skills have increased to keep pace with new technologies and methods of treatments. Yet, the very core of nursing—caring for patients at the bedside—remains unchanged.

Nurses bring a special compassion and concern for the patient and for the patient's family. Nurses play a vital role in educating people in how to avoid illness and promote good health. Nurses are essential to every healthcare setting—in hospitals, nursing homes, ambulatory care centers, and patients' homes.”

National Nurses Week begins each year on May 6th and ends on May 12th, Florence Nightingale's birthday.

As of 1998, May 8 was designated as National Student Nurses Day, to be celebrated annually. And as of 2003, National School Nurse Day is celebrated on the Wednesday within National Nurses Week (May 6-12) each year. The nursing profession has been supported and promoted by the American Nurses Association (ANA) since 1896. Each of ANA's state and territorial nurses associations promotes the nursing profession at the state and regional levels.

According to the ANA: “The impact of nurses on healthcare is unparalleled directly affecting the health and wellbeing of our society. Nurses are everywhere we live, work, play, learn, and worship, and in every health care setting providing care to millions of people.”

Ramsey County approves $21.6 million for affordable housing

SHOREVIEW CITY COUNCIL SNIPPETS • Shoreview City Council meetings will take place in the Shoreview Room at the Community Center beginning June 6. Mayor Sandy Martin said renovations to council chambers will take several months.

• The first concert in the commons is at 7 p.m.

Wednesday, June 15, at the Shoreview Commons.

Performing will be the Backyard Band. “It’s a great concert, and well attended,” Martin said. “The Shoreview Community Foundation will again be there providing free ice cream to all the concertgoers.”

• Council Member Sue Denkinger said the Shoreview/Arden Hills Lions Club and the Shoreview Community Foundation are unsung heroes. “They are constantly working to make the community better for everybody,” Denkinger said.

“The Shoreview Community Foundation, a group made up of volunteers that raise money for people across the community, do such a

good job, and they do it very quietly.”

• Council Member John Doan said the Gallery 96 spring exhibit, “Escape from Reality,” will be open until June 14. “For those in the community, please come out and see the great artists that we have in our community,” he said.

• Beginning Jan. 1, 2023, the mayor’s salary will change from $844 to $936 per month.

City Council salaries will change from $627 to $646 per month. The council passed the amendment that was originally in the consent agenda. “I thought it was worth taking the item off the consent agenda for transparency and education,” Martin said.

“There are people who think that mayor and council are full-time positions, and there are people who don’t realize that it’s kind of a stipend in many ways.”

• Shoreview resident Csaba Nemes expressed concerns about safety during the citizens’ comment period at the May 16 City Council meeting. “I’ve

noticed the parking along Victoria Street from the entrance of the community center to Mound Street is significantly heavy, and people are actually unloading and loading families there,” Nemes said. “I drive through there daily, and I significantly reduce my speed. However, I’ve observed speeds through there that are quite significant, and I anticipate a child running in front of a car and being struck in that area.” Another safety concern is the pond by the pavilion. He said the water in the pond is approximately 2 1/2 feet deep, and he’s concerned that a child or an elderly person might fall in and drown. Martin thanked Nemes and said she takes his concerns seriously and will bring the issue to staff.

The next Shoreview City Council meeting is at 7 p.m. Monday, June 6, in the Shoreview Room at the Community Center, 4600 Victoria St. N., in Shoreview.

The Ramsey County Board of Commissioners and the Housing and Redevelopment Authority recently approved an investment of $21.6 million for affordable housing developments across the county. The action significantly advances the county’s objectives to expand and ensure affordable housing solutions for all residents.

Ramsey County Community & Economic Development received 36 eligible applications totaling nearly $56 million in requests. Of the group, 18 projects were awarded funding. The projects would deliver approximately 450 new or preserved affordable housing units, with nearly half designated as deeply affordable units at 30% of area medium income (AMI). This will dramatically increase the affordable housing supply within the county and align with Ramsey County’s economic competitiveness and inclusion plan to close the gap of the 15,000 units needed by residents.

Selected affordable housing projects, investment amounts and funding sources were recommended by Ramsey County Community & Economic Development during the second phase of its deeply affordable housing infrastructure initiative. Funding sources include the American Rescue Plan Act (ARPA), a Housing Redevelopment Authority (HRA) levy and general obligation bonds.

The county board also approved an action to allocate the remainder of its previously committed ARPA funds, $17 million, for additional investments in affordable housing projects. This is a part of Ramsey County’s dedication of $37 million in ARPA funding, matched by the city of Saint Paul, to create more safe and stable places to call home. This joint effort emphasizes the crucial need for housing solutions for families throughout Ramsey County who need it the most.

Brought to you by WeathermanWatson.com That was some storm that raked the eastern Metro last Thursday, May 19. Remember that date for hail claims for your car and roof. It had been some time since the east Metro received quarter-size and larger hail. Reports have the largest hail occurring over North St. Paul. Shoreview received mainly pea-size to a few nickel-size. My neighborhood in White Bear Lake experienced a mix of pea-size to quarter-size. Fortunately there wasn’t much wind and rain with the hail storm and that limited damage. May has been an active weather month as warmer air is battling to displace colder air leftover from the winter months.

COPS&COURTS • COPS&COURTS • COPS&COURTS • COPS&COURTS RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff’s Office reported the following selected incidents in Shoreview: • A Keep Our Kops Safe (KOPS) alert was issued at 1:13 a.m. April 24 following the arrival of Ramsey County Sheriff’s Office deputies at the scene of a physical domestic family dispute in the 5500 block of Chatsworth Street N. A male aggressor, 51, refused to speak to deputies, so the female victim was transported to a safe place. The case has been forwarded to the city attorney for review of possible charges.

• A Prior Lake woman reported the passenger window of her vehicle broken in April 24 while it was parked at the Shoreview Community Center in the 4500 block of Victoria Street N. A purse was stolen from the vehicle, and the victim’s credit cards were used at multiple locations to the tune of $1,800 in fraudulent charges.

• Domestic assault on a juvenile was reported April 25 in the 4100 block of Lexington Avenue N. The case has been forwarded to the Criminal Investigations unit for further study.

• An Andover man reported his wallet stolen in North St. Paul and his debit card used April 25 at the Shoreview Target in the 3800 block of Lexington Avenue N. The thieves ran up more than $800 in fraudulent charges. The case is under investigation.

• A group home resident, 39, was reported April 25 for assaulting a staff member in the 200 block of North Owasso Blvd. The victim was transported to Unity Hospital in Fridley.

• A resident in the 500 block of Ridge Drive on April 27 reported mail containing a check stolen out of his mailbox. Video from the doorbell camera at the residence shows the check being stolen at 10:18 p.m. April 18. The unknown suspect then tried to cash the check at an unknown bank, but was unsuccessful. No money was lost.

• Burglary in the 400 block of County Road E was reported April 28 after items in a transparent container were stolen from a self-storage unit during the week of April 25-28.

• A catalytic converter was reported stolen from a Toyota Land Cruiser parked in a driveway in the 100 block of Bridge Street sometime during the week of April 23-28.

• A St. Paul man, 31, was arrested at 1:50 a.m. April 29 for domestic assault and for possession of narcotics after he fled the scene of the domestic in the 500 block of Harriet Avenue when deputies were called. However, deputies located him in the 3500 block of Cohansey Street following a suspicious activity call. The subject has been charged in Ramsey County Criminal Court.

• An Allentown, Wisconsin, woman reported her purse stolen April 29 from an unlocked vehicle parked in the Rice Creek Trail parking lot in the 1900 block of County Road I. A pair of Apple AirPods stolen from the vehicle were recovered on the north sidewalk of County Road I under I-35W. The victim canceled her credit cards and sustained no fraudulent charges at the time of the report. The value of the items taken: $1,500. The value of recovered items: $250. The value of securing your vehicle: priceless.

• A Columbia Heights man, 57, was arrested for DWI April 29 in the 3800 block of Lexington Avenue N. following a driving complaint in the area of Lexington Avenue and Red Fox Road. Deputies located the vehicle in a big-box store parking lot and arrested the driver.

After the driver failed several standard field sobriety tests and a Datamaster test with a blood alcohol reading of 0.09, he was taken in to the law enforcement center and released pending further investigation.

• A Brooklyn Center woman reported the rear license plate stolen from her Hyundai Sonata during the early evening of April 29 while it was parked in an apartment lot in the 4100 block of Lexington Avenue.

• Deputies advised a resident in the 1300 block of Willow Creek Lane at 9:09 p.m. April 29 on how to obtain an emergency order for protection (OFP) after a male tried to schedule an exorcism for her.

• A St. Paul man, 24, faces possible charges for violation of an OFP following an incident April 30 in the 500 block of Harriet Avenue. After the victim became uncooperative and the subject went into hiding, deputies filed a report with the city attorney for consideration of charges.• A fight among adults and juveniles was reported at 6:40 p.m. April 30 in the pool area of the Shoreview Community Center.

Deputies identified the combatants and filed an information report.

• A St. Paul man, 42, was arrested on three outstanding warrants at 10:16 p.m. May 1 in the area of I-694 at Victoria Street N. after Ramsey County Sheriff’s Office deputies tried to initiate a traffic stop on his vehicle. The vehicle fled, and a short pursuit ensued but was terminated in the interest of safety. However, the driver helped out deputies by crashing, where he was then taken into custody. During the search incident to arrest, deputies found suspected methamphetamine in the vehicle. The vehicle was towed to the impound lot.

• A catalytic converter was reported stolen overnight May 1-2 from a vehicle parked in an apartment lot in the 100 block of Grass Lake Place.

• A man moving into a residence in the 200 block of Cottage Place reported a burglary May 2 after he discovered signs of a forced entry to the home and detached garage, along with items that had been moved around. However, nothing has been reported missing.

• A resident in the 600 block of Bucher Avenue on May 2 reported receiving a check mailed to her that had been cashed before she received it. Somewhere between Indiana and Minnesota, the check was intercepted and cashed at a bank located in Illinois.

• A St. Paul man reported his wallet lost May 2 while he was kayaking on Rice Creek in the area of Rice Creek Parkway and County Road I after he returned home and found the wallet missing. He canceled his credit cards and didn’t notice any fraudulent activity going on with the cards.

• A Centerville woman reported an unsuccessful attempt to use one of her credit cards at the Shoreview Target in the 3800 block of Lexington Avenue N. May 2 after her vehicle and purse had been stolen earlier in the day from Planet Fitness in Blaine. The Target store declined the card.

• A resident in the 200 block of Cottage Place reported a work toolbag stolen from an unlocked vehicle parked in his driveway overnight May 2-3.

• A resident in the 4400 block of Victoria Street N. on May 3 reported the front license plate of his vehicle stolen while he was out shopping the day before. His plate had been

replaced by a plate from a vehicle registered in St. Paul. The license plate number was entered into the National Crime Information Center (NCIC) database.

• A Shoreview man, 57, was arrested on several outstanding warrants at 10:51 p.m. May 3 in the 1000 block of Gramsie Road after deputies were called out to check on a male who had been loitering around the hotel for the previous five hours. Identification research revealed the suspicious male had three outstanding Ramsey County warrants and one Hennepin County warrant out on him.

• Deputies on May 4 were summoned out to the scene of an attack robin going after a front door in the 3200 block of Owasso Heights Road every day for the past several months. Deputies advised the caller that nests have been built in the evergreens near the garage, and that the male bird was becoming aggressively territorial with his reflection in the storm door.

• A Lino Lakes couple on a motorcycle reported being shot at May 5 as they waited at a red light in the area of County Road J and I-35W. The complainants think the weapon may have been a salt pellet gun. The Blaine Police Department had received similar reports and suspect that the perpetrators may be kids living in the neighborhood.

• Raising Canes in the 3700 block of Lexington Avenue N. on May 5 reported receiving threats on social media that their business would be shot up after the business advertised on Facebook that they were hiring. Suspect information was gathered, and the case is under investigation.

• A Lino Lakes man, 37, was arrested at 6:37 a.m. May 7 in the 3400 block of Victoria Street N. for theft from auto after the resident caught him and two accomplices in the act of stealing the catalytic converter from an RV parked in his driveway.

The resident beat up the driver of the getaway vehicle, took the keys out of the vehicle’s ignition and forced the subject and his two accomplices to flee — shedding tools, catalytic converters and clothing in their frantic attempt to escape the law. However, witnesses and neighbors were on hand to help round up all three failed thieves.

• Twenty seniors in the Mounds View School District will receive an Associates of Arts (AA) as well as a high school diploma at graduation Monday, June 16, at 3M Mariucci Arena.

Superintendent Chris Lennox said another student, a junior, also earned an AA degree.

“We believe 21 AA degrees is the highest number we’ve ever had,” Lennox said. “It’s quite impressive, and this is just one of the quality educational pathways available to our students.

We want to extend our congratulations to each and every one of them for their accomplishment and we’re looking forward to celebrating with them and their families at upcoming graduation ceremonies, where they’ll be recognized on stage.” Mounds View High School graduation is at 7:30 p.m. and Irondale High School graduation is at 5 p.m.

• School Board Members Heidi Danielson and Yolanda McGee both serve on the District Equity Committee. They reported that the African American history course will be offered again for the 2022-23 school year at both high schools in the district. “This year, there were three sections at Irondale and two at Mounds View,” Danielson said at the May 10 school board meeting. “Next year, we will have five at Irondale and four at Mounds View.” McGee said the class is growing because of student interest and positive word of mouth. “The students are talking to others about it, and they’re extremely positive,” McGee said.

“I can’t say enough positive things that have been done. There was a lot of work that went into creating that class and a lot of thought, because there’s just so much to cover.”

• Treasurer Shauna Bock read the list of gifts the district received during this period. There were three gifts for school programs totaling $4,412.07, and 19 gifts received for the Ralph Reeder Food Shelf, adding to a total of $55,977.22.

Salvation Army seeks 1,000 volunteers to reward local heroes with donuts Friday, June 3, is National Donut Day, a day that was set aside back in 1938 to celebrate the sugary confection comprised of fried dough and a variety of sweet toppings. It was also created to honor the brigade of Salvation Army “donut lassies,” who served up donuts, coffee and memories of home to soldiers near the front lines of World War I. This year’s celebration, however, will also honor those who have diligently worked to make the community a better place.

The Twin Cities Salvation Army is seeking 1,000 volunteers to each deliver a box of donuts to an everyday hero of their choice, such as a first responder, health care worker, public servant, veteran, teacher or a kind neighbor.

The free donuts will be limited to the first 1,000 volunteers who can pick up and deliver them on June 3. Donuts will need to be picked up between 7 and 9 a.m. June 3 at one of six Twin Cities locations, which will be selected during the registration process. Registration is open at SalvationArmyNorth.org/free-donuts until May 31, or until all spots are filled.

Prescribed burning used to restore valuable habitats

In an age when we are instructed to prevent wildfires, it can seem alarming to see large swaths of land being consumed by flames—sometimes many stories high, or in close proximity to homes and businesses.

But that’s exactly what’s happening this time of year, and it’s okay. In fact, it’s a good thing.

Parcels of restored tallgrass prairie have become commonplace, often on former farm sites. The native grasses and forbs (broadleaf plants) that make up those prairies are beneficial to pollinators and other wildlife, and their extensive root systems prevent erosion. They are also good at excluding invasive species, if conditions are right.

The tallgrass prairie, which used to cover over 150 million acres in North America, historically experienced frequent wildfires. As a result, the grasses and forbs native to that ecosystem are adapted to that disturbance. Not only are they not harmed by fire, they are invigorated by its effects and grow thicker and more lush after a burn.

By contrast, trees and invasive plants (typically from Eurasia) are not adapted to this disturbance and typically do not fare well. Their seeds are consumed by fire, their seedlings perish and they compete less effectively with native species.

Consequently, what is called “prescribed burning” is an effective tool for keeping prairies healthy and productive, while controlling invasive species without need for chemical treatment. Spring is considered the best time to conduct such burns, as humidity and wind speed are within the right parameters.

Michael Goodnature, natural resource manager for Ramsey County Parks and Recreation, is charged with managing the county’s natural resources. When it comes to prairie, he reports there is currently “a little over 300 acres in Ramsey County out of 6,800 acres of natural open space and parkland.”

Goodnature says he has identified many places across the park system that are or were likely tallgrass prairie in presettlement times. “We are trying to establish more oak savanna and prairie, because that’s what previously existed.”

Oak savanna is a prairielike habitat with the same ground cover, but with scattered oak trees throughout. While tallgrass prairie is considered rare,

oak savanna is exceedingly rare. It is critical habitat for some species, including red-headed woodpeckers, which have experienced a precipitous drop in numbers in the last few decades.

Neglected for years, former prairie and savanna sites experience encroachment from trees. Those trees are often nonnatives like black locust and Siberian elm, which offer little to nothing in the way of wildlife habitat.

In order to establish or reclaim such places, the county removes most or all of the trees. This recently happened in Tamarack Nature Center in White Bear Township and in Battle Creek Regional Park in Maplewood.

If sufficient vegetative cover exists, the site is then burned. If not, prairie grasses and forbs are planted and fostered for a few years.

According to Goodnature, another 10 acres were also recently restored near Grass Lake in Shoreview.

He says the cost of reclaiming a prairie site is heavy on the front end.

Removing trees and planting a prairie, if needed, is labor-intensive. After that, maintenance shifts to prescribed burns on a three-to-five-year rotation.

“Once the prairie gets established, the cost of maintenance (burning) is very minimal.”

To conduct the burns, the county uses contractors who specialize in that work. While the number of county staff is limited, Goodnature says they are also “starting to do some smaller burns in-house.”

Other forms of prairie maintenance include grazing by livestock, mowing (which mimics grazing) and chemical applications, but burning is considered the most efficient and ecologically friendly method to achieve maintenance goals.

Goodnature said that although the state got way behind on its prairie burning schedule due to COVID-19, Ramsey County was able to stay up to speed, more or less. He is glad for that, because he sees his prairies as critically important components in the county’s park system.

“Every land cover type serves a purpose for various wildlife. When you consider the amount of prairie and oak savanna loss across the metro and the state, restoring prairie is a high priority, especially for those birds and insects that depend on it.”
