2022 is a big election year for Minnesota.

Incumbent governor Tim Walz seeks reelection among a slew of new opponents, and each of Minnesota’s House and Legislature seats are up for election. But before any of these candidates make it to the

November ballot, Minnesota voters will select their favored candidates in the primaries Aug. 9 or from now until Aug. 8 if they choose to vote by mail.

Dr. Andrew Bramsen, a professor of political science at Bethel University, provides some insight on the Minnesota primaries to help voters understand what they might see

on their ballot this August.

“Primaries don’t actually choose the public office holders.

What they do is they choose the people who will be nominated to be public office holders,” said Bramsen.

Hayden Zillmer, 30, former North Dakota State all-American wrestler, moved to Shoreview in 2016 to be close to the Pinnacle Wrestling School, of which he was a member. Pinnacle has since moved to Roseville.

“It’s a great community, and I enjoy getting out of the big metro area,” said Zillmer about his continued residence in Shoreview. He’s now a member of Gopher Wrestling Club.

Zillmer earned his Team USA slot by winning the 125 kilogram freestyle title at the Final X New York tournament on June 8 at Madison Square Garden’s Hulu Theatre.

In the finals, Zillmer defeated Nick Gwiazdowski, a two-time world meet bronze medalist, in a best two of three series. He lost the opener 5-0 but won the next two, 4-3 and 6-5, rallying from a 5-0 deficit in the finale. For that, he was named USA Wrestling Athlete of the Week.

“It’s a thrill, absolutely,” Zillmer said. “I’m 30 years old, and this is the first world team I’ve made. A lot of guys quit before they’re 30 to pursue different paths in life.

“I’ve been working toward this for a long time.

I’ve been close. I’ve made national teams six times.

That’s the top three in the country. The world team, that’s just the top guy at each weight.”

World tournaments are held in non-Olympic years. This year’s world meet is slated for Sept. 1018 in Belgrade, Serbia.

Zillmer was a three-time state high school champion for Crosby-Ironton. At NDSU, he was a three-time NCAA Division I qualifier, where his best finish was sixth at 184 pounds in 2015. He continued to wrestle after college, with Minnesota Storm initially and then Gopher Wrestling Club.

‘Operation Pollination’ abuzz in Shoreview The Arden Hills – Shoreview Rotary Club will soon begin the building process for its newest project, a pollinator garden and rain garden at McCullough Park.

Oltoman said that Rotary has seven areas of focus, and one of them is on the environment.

The Rotary has prioritized pollinator gardens for quite a few years. Without pollinators, Oltman explains, 75% of the world’s plants would disappear and 35% of our food supply would disappear. A pollinator garden will help maintain and increase the amount of pollinators in the surrounding area. As the number of pollinators decline worldwide, the

three say the pollinator garden will be a small demonstration in support of a much larger mission.

“The pollinating insects themselves, for example, butterflies, bees, moths that engage in pollination, are under existential threat. A small, but worth doing exercise is providing them plants to pollinate.”

Those insects will then contribute to pollinating more plants outside of the small garden the club is building.

Meet the new pastor at Peace Community of Faith

Jason Steffenhagen is settling into his new job as pastor of Peace Community of Faith Church in Shoreview.

“I love teaching, and I’ve worked in higher education for 16 years,” Steffenhagen said. “My hope is to build on the foundation of who we’ve been and then have a shared vision of who we want to be and move into that.”

Steffenhagen grew up west of the Twin Cities, received a Bachelor of Arts at Bethel University, a Master of Arts in theological studies at Lee University, and a doctor of ministry at Bethel Seminary.

Steffenhagen’s ministry experience includes serving as associate minister at The Well, a United Methodist Church in Rosemount; associate campus pastor at Bethel University; and assistant director of discipleship at Lee University in Cleveland, Tennessee.

He lives in New Brighton with his wife Michelle and two sons Mateios and Michneyder.

“I have two dogs — Oliver and Blu, who I absolutely adore,” Steffenhagen said. “They are two of my best friends.”

Steffenhagen grew up playing baseball and was a pitcher for the Bethel University baseball team for four years. Now he helps coach his sons’ sports teams.

“We keep really busy with the football season, baseball season and basketball in the winter,” he said.

In the wintertime, Steffenhagen and his neighbors make a hockey rink on a pond surrounding their backyards.

“I put up the lights and other neighbors put up the nets,” he said.

“We shovel the hockey rink and the kids play hockey all winter long under the lights, which is pretty cool.”

The family enjoys hanging out with friends in their neighborhood and participating in the community.

“My wife and I are pretty active. We like to go mountain biking and do a date day where we work out and then we find a restaurant and eat outside.

We enjoy doing the healthy thing and then the reward thing.”

Steffenhagen said he became a pastor because people are what matters most.

“I love walking alongside people and learning from their story, and also recognizing that part of my role is to help them grow,” he said. “When people have that ‘AHA’ moment or one of those light bulb-type moments, sometimes it’s just putting language in something they’ve always felt in their gut. Those moments are so powerful.”

He said the Bible is meant to be something we dance with and wrestle with, and is relevant in today’s world. With all of the polarization in our world, with all of the conflict especially in the U.S. with so much division, the Bible has much to say about what we are experiencing.

Steffenhagen’s vision for Peace Community of Faith is that it should be a place where people feel a sense of belonging and transformation.

“All people are made in God’s image and are worthy of love,” he said.

“We invite all to participate in God’s Kingdom, and be open to truly being transformed by God’s Spirit of love, joy and justice.”

His favorite Bible verse is Roman’s 12:2.

“The short version of it is, ‘Be transformed by renewing your mind or changing the way you think.’ I love the idea of renewing your mind and changing the way you think, because it’s both something that we have to do but that change is part of our dance with God.” Steffenhagen said the church is asking the question, “Who are we becoming as a church, and how do we talk about who we are?”

for a path or a community,” he said.

“We also want to be a home for the religiously entrenched who are looking for a generous or inclusive space.”

Steffenhagen became the pastor at Peace Community of Faith on May 1 and said he’s looking forward to the future.

“We’re trying to do the humble work of doing a lot of good,” Steffenhagen said. “Anyone wanting to partner with people and be about the work of reconciliation, want to grow, include

people, love others and be about the work of justice in the world, we have a home for you at Peace.”

A basket containing $5 was reported stolen from the front seat of a vehicle parked in the 4200 block of Westin Way overnight July 8-9 after the front passenger window was broken in for access.

• A Lake Elmo man, 32, was arrested July 9 in the 4100 block of Lexington Avenue N. for gross misdemeanor domestic assault after he hit the victim in the face with a pillow and whipped her with a towel. The victim told deputies she was in fear of the suspect, who has a previous domestic violence-related conviction from 2014.

He faces a maximum combined penalty of two years in prison and/or a maximum combined fine of $6,000 if convicted of both domestic assault charges.

• A Minnesota Adult Abuse Reporting Center received an assault report on a vulnerable adult that occurred July 11 in the 200 block of North Owasso Blvd.

• A Shoreview man on July 11 reported being involved in a dispute after he parked his car in the 1500 block of Oakwood Terrance outside a facility where his children play sports.

It all started when a lawn care employee accidentally threw fertilizer pellets into his vehicle. When the complainant took a photo of the employee’s vehicle, an argument with the two lawn care employees ensued. The complainant video recorded the verbal dispute.

Ramsey County Sheriff’s Office deputies on arrival at the scene advised the complainant to take out a harassment restraining order (HRO) against the lawn care workers, as his children play sports near the lawn care workers’ site.

Deputies advised the lawn care workers to be courteous of citizens who are using the facility and parking on the street.

• A resident in the 100 block of Grass Lake Place on July 13 reported becoming a victim of fraud after he lost $3,885 to a scammer pretending to represent a rental property in Minneapolis on the internet. The case is under investigation.

• Sunbelt Rentals on July 13 reported a rented scissor lift stolen from a job site in the 5800 block of Rice Creek Parkway on June 20.

Deputies following up on investigative leads on July 18 executed a search warrant in Ham Lake and recovered the scissor lift.

• An Inver Grove Heights woman, 30, was transported to Regions Hospital for a wrist laceration and other pains following a domestic argument with a St. Paul man, 32, July 14 in the 4300 block of Chatsworth Street N. Although the argument had turned physical, neither party wanted the other arrested.

However, the case has been forwarded to the city attorney for consideration of charges.

• A cell phone was reported lost July 14 in the 500 block of Arner Avenue.

• Deputies reported recovering a bicycle July 14 in the 5000 block of Hodgson Road. After they couldn’t find the serial number of the bike, deputies placed it into property.

• A North Oaks man, 61, was arrested for DWI July 15 in the 100 block of Colleen Avenue after he was involved in a single-vehicle accident where the vehicle ended up against a mailbox.

He was booked at the law enforcement center and released pending further investigation.

His vehicle was towed.

• Two firearms and ammunition were reported found July 15 in the 1400 block of Viewcrest Road. The items were surrendered to deputies, who placed them into property for destruction.

• A resident in the 1400 block of Knoll Drive reported criminal damage to property after his house was egged by unknown persons sometime overnight July 15-16.

How many Minnesotans read newspapers?

M

innesota is home to 14,000 lakes, 12,000 loons, 135,000 seasonal lake cabins and 3.9 million newspaper readers. Really?

Really. Every month, 86% of Minnesota adults read newspapers’ print and online issues, according to a new Minnesota Market Study conducted by Coda Ventures.

The study measures media usage and purchase behavior of Minnesota adults across urban and rural zip codes (see full-page ad in this issue).

The 3.9 million Minnesota newspaper readers number might not come as a surprise to you. After all, you are reading a newspaper right now. You are in the majority of Minnesotans who value your newspaper’s local news and ads.

Who are these 3.9 million Minnesota newspaper readers? Coda reports: Above the • 78% are under age 65, • 68% are homeowners, Fold • 77% believe they have a responsibility to Matt McMillan shape the future of their communities, • 77% vote in local elections, 84% vote in state and national elections, • 80% believe newspaper advertising is important, • 69% take action as a result of newspaper advertising, • 57% use newspapers to decide which products to buy, • 72% have lived in the community 5 or more years, • 91% of the people who contact elected officials/community leaders, and • 92% of the people planning to attend local events such as festivals, fairs, concerts, sports and bars Minnesotans said they rely on local newspapers as their primary source of news and information about schools, local government, high school sports, local entertainment, candidates/ballot issues, crime and safety.

Minnesotans rely on newspapers for local advertising, too.

Most, 69%, said they take action on newspaper ads.

Minnesotans set a high bar in many areas. Think about it. The Gopher State has the nation’s greatest voting participation rate, not to mention an impressive variety of Paul Bunyan statues and the largest ball of twine collected by one man.

Minnesota’s lofty newspaper readership and action taken on newspaper ads is impressive. It makes sense readers who vote want to learn about local elections, learn about candidates running, and learn about local issues from a trustworthy local news source. Wise candidates and businesses buy ads in these same news pages where 80% of its readers believe newspaper ads are important.

Minnesota is home to 275 newspapers. Unlike other states, every one of Minnesota’s 87 counties has a newspaper. Most counties have multiple newspapers. And many newspapers are hiring. Really? Check out www.mna.org/member-classified to see dozens of current job openings.

However, some U.S. and Minnesota cities don’t have a community newspaper. Studies find cities and counties without a community newspaper pay higher taxes because no reporters are watching local governments, have lower voter turnout, have fewer candidates running for office and more partisanship.

Minnesota’s 3.9 million newspaper readers could fill up U.S. Bank Stadium’s 73,000 seats 53 times and still have a waiting line. Picture 53 U.S. Bank Stadiums. That’s a lot of readers. And Minnesota newspaper readers nearly double the 2 million Minnesota State Fair goers.

The pandemic was tough for many businesses. But Minnesotans desire for local news and shopping grew. Many newspapers saw a 30% bump in online readers seeking local health and school news. During the same pandemic period, a good number of Minnesota newspapers also grew subscriptions. Community members, like you, felt a need or desire to support their hometown and hometown newspaper. That rally to local news and taking action on newspaper ads is likely reflected in these strong survey results. How strong?

Imagine 3.9 million other Minnesotans – just like you – who care. You are the power behind your community. You are the power of community newspapers. Together, we are the power of healthy communities. Really.

those, 214 are in our mobile home community – Brookside; and 116 are located in senior citizen facilities. The demand for affordable housing in Shoreview vastly outweighs the supply.

In order to address this shortage, the city has created a new policy to ensure that we are doing our part to meet the needs of all families, while offering housing for a broad range of income levels. The policy requires developers who construct or renovate a building with at least 20 multifamily units to have an affordable component.

While this only applies to multifamily construction, and impacts a relatively small number of units (5-10 % of the units), it marks a turning point in taking bold action to increase access to housing in Shoreview. The policy does allow for certain incentives, including financial, to builders to recognize some of the lost revenue from requiring rents below market rate.

Here is what is meant by affordable housing and how the city’s inclusionary housing policy is applied. Shoreview’s policy relies on area median income (AMI) focusing on 80%, 60% or 50% of that value.

For reference, 80% AMI in

Shoreview for a family of four is $89,400 and 50% AMI for a family of four is $58,650.

Under the new policy, a new 200-unit apartment building must include one of the following, or pay a fee dedicated toward the creation of affordable housing: • 20 units (10%) affordable to someone making 80% AMI • 15 units (7.5%) affordable to someone making 60% AMI • 10 units (5%) affordable to someone making 50% AMI Over the last few years, I’ve talked with many residents who have adult children who would love to stay in Shoreview and raise their own families here. However, as young adults, it is too expensive to find housing. This policy is an important step in continuing our community’s success moving forward. Along with our first-time homebuyer loan assistance program, it will help bridge that gap, providing access to housing for young adults, young families, diverse families, families living with disability, and all of those who love Shoreview and want to be part of our wonderful community.

That would be solutions, maybe. I cannot believe a professor of philosophy could title the article as a solution, when only 1/16 of the article dealt with solutions. By the way, I was born in 1943 and feel that we should go back to the ’50s in many ways. It was the peak of the United States and we have been declining ever since, similar to the Roman Empire in many ways. Again, thank you for your opinion, you are spot on!

The Ramsey County Attorney’s Office (RCAO) formally launched its new public data interface, complete with multiple dashboards that highlight adult and youth referral and charging, child support information and employee demographic information. The new public data space is part of a broader effort to facilitate the public’s understanding of the work of the County Attorney’s Office, provide transparency and accountability and develop an informed dialogue about desired outcomes.

County Attorney John Choi has already conducted over a dozen presentations this year with city councils and community groups with a focus on RCAO data. The new dashboards will allow the public to access the information on an ongoing basis. So citizens may better understand the work of the RCAO and give their own input on how justice is delivered throughout Ramsey County, Choi will host a series of listening sessions via Zoom and in person during the summer and fall. Anticipated groups include media, law enforcement and individuals with past justice system involvement, along with various community stakeholders. Lexington Avenue construction update

Lexington Avenue continues to undergo construction between County Road E and I-694.

There is now a northbound lane open between I-694 and Red Fox Road. Contractors hope this will help control some of the congestion near the Target parking lot. Frequent mass shootings are unique to the United States.

High rates of gun violence, homicide and suicide by gun are also unique to the U.S. In the developed world, Europe is a reasonable comparison. Europe’s population is 448 million vs 330 million in the U.S. Death by gun in the U.S. is 12.21/100,000 (world by gun in Europe is beginning adspopulation to runreview).

Europeans generally have the same social, economic and health problems that exist in the U.S. In Europe, just 9% of the population describe themselves as religious.

In the U.S., 47% describe themselves as religious.

More religion doesn’t improve these outcomes.

The obvious difference is access to guns.

Europeans own 15.1 guns per 100 people, mostly strictly controlled (Flemish Peace Initiative). Americans own 120 guns per 100 people, mostly easily accessible.

It’s the guns.

There will be no improvement in our gun-related deaths, including mass shootings, until meaningful gun control legislation is passed.

Ban assault weapons.

I just read your article in the Shoreview Press and was very impressed! I and many of my friends have talked about the same causes of the decline of the quality of life in the U.S. Unfortunately, many people see other issues as the cause of our moral decline.

There was an article in the Pioneer Press last Sunday that at first glance, I thought was going to be very informative. The title was impressive, “How can we prevent weaponized loners from striking?”

It covered 1/3 of a page. The writer had some valid causes for the shooters rampages, but only had two short sentences about how to prevent these shootings.

Tri-City Red done after going 2-2 in playoffs

A pair of big swings that drove home three runs apiece kept the Tri City Red Legion baseball team alive in Sub State 8 but the Red was ousted the next day, after winning two of four playoff games. They finished the season 17-11.

TCR, top-seeded, and hosting the tournament in Mounds View, opened with a 10-0 win over Lino Lakes on Tuesday, July 19, then got tripped by Hamline Purple 8-1 on Wednesday. They came from behind twice to defeat Oakdale 7-6 on Thursday afternoon, then lost to Rosetown 6-1 on Friday.

After Oakdale took a 4-0 lead, Cooper Kleppe, with bases loaded in the fourth, blasted triple to deep right center, then scored on Parker Holmboe’s single to knot the score 4-4. Oakdale regained a 6-4 lead. TCR loaded the sacks again in the sixth and this time it was Cole Hinkel driving the ball to right center for a double that sent them all home for a 7-6 lead.

“That was our two superseniors who came through with the big hits,” noted coach Bo Lovdahl, referring to 2021 graduates who are still eligible to play.

Leo Fleschacker went six innings, allowing seven runs (two earned) for the win, and Hinkel pitched a scoreless seventh for the save.

Declining water levels affect boat launches and retrievals

Low water levels resulting from below-average rainfall in much of the southern third of Minnesota in June and July are making boat launching and retrieval challenging at many lakes and rivers, especially in the Twin Cities metro area. When water levels decline, less of the boat ramp is underwater, which reduces the length of the ramp available for a successful launch. As a result, there is a greater chance of backing a trailer past the end of the ramp when launching. Ramps can be extended in some places to reduce this risk, but this is not effective where shallow water persists well beyond the boat ramp.

Another low-water hazard to consider is the possibility of a prop-wash hole at the end of a boat ramp. Prop-wash holes are caused by power loading, which happens when boat operators use the motor to load the watercraft onto the trailer instead of cranking the boat onto the trailer with the winch. The motor scours a hole in the sand and gravel at the end of the boat ramp. Unsuspecting boaters can back into the prop-wash hole with their trailer.

To successfully launch boats in low-water conditions: • Check the ramp, especially the firmness of the gravel at the end of the concrete ramp and the water depth.

• Use smaller watercraft or a different waterbody if the ramp you normally use is too shallow.

• Expect delays at public access sites and be patient with boaters who are having difficulty launching.

• Watch for obstructions in the water near the access, like large boulders or tree stumps.

With the many amenities the park has to offer, the park is an active one. The three Rotarians say it will be a resource for the surrounding neighborhoods and youth programs to help children learn about the pollinator garden. The garden could also attract volunteers to keep up with the maintenance of the garden.

The 2,000-square-foot pollinator garden will display 390 pollinating plants, and will be connected to the rain garden, which will have 92 plants. The Rotary will be responsible for maintaining the gardens, which Peterson said will require less and less maintenance each year. This is because the native plants have deep roots and don’t require the maintenance that annuals do.

The garden will be very accessible with bike and walking paths throughout. Signs will label the plants and identify the pollinators that visit those plants.

So far, everything has been approved and construction may start at any time. However, the plants will not be planted until late August or early September. The Rotary Club plans to hold a planting day, as many people in the community want to help out with the project.

Peterson said there are several other Rotary clubs that have also received grants for pollinator gardens.

“Rotary is urging and encouraging all of us clubs to initiate projects that have some sort of positive impacts on the environment,” Spellman added.

The Rice Creek Watershed District also saw the educational benefits of the project and suggested adding a rain garden to the pollinator garden. The rain garden will help supply water to the garden, but will also filter the water before it goes into the street gutters, into the streams and into the Mississippi River. The district offered to pay for 75% of the rain garden; the city of Shoreview will fund the other 25%.

The Arden Hills – Shoreview Rotary Club sponsors McCullough Park. As it is the largest park in Shoreview, it is a prime location to promote the use of pollinator gardens. Oltman has worked closely with Steve Benoit, parks and recreation director. The pollinator garden also incorporates the city’s goal to make more positive environmental

Affordable housing projects in the works, incentives for builders

With three new multifamily developments pending in Shoreview, a text amendment to Chapter 200 of the city code will allow the city to offer incentives to developers who provide affordable housing.

“The Met Council has estimated that Shoreview will need approximately 69 new affordable housing units between now and 2030,” Senior Planner Allison Eddins said.

Eddins said the city offers a first-time homebuyer a down payment assistance program, manufactured home improvement program and home improvement loan program. The Economic Development Authority (EDA) has worked with city staff to develop an inclusionary housing policy to address affordable housing.

“The text amendment takes in the language in the policy and gives it more teeth by adding it to code,” said Tom Simonson, assistant city manager and community development director. “The City Council will review and formally act on the inclusionary housing policy requirements in the next two months.”

According to Eddins, developers will have the option to pay a fee instead of providing affordable units. This fee will be assessed on an annual basis by referring to the Shoreview administrative fee schedule. The developer will be charged

Council Member John Doan asked Simonson about the perspective of the developers.

Simonson said developers want to know what the city rules are and don't want to be surprised while going through the process. “Many are supportive of providing affordable housing, and they understand that this is just a part of doing business.”

Simonson also noted that the city wants the policy in place when individual projects are examined in the coming months by the Planning Commission and City Council. The council unanimously approved the text amendment.

“It's such an important policy to have within this community,” Doan said.

“From my perspective and my understanding, inclusionary zoning isn't something that a developer looks forward to having to do. It's a tool that we have as a city to ensure that we have some teeth in requiring that affordable units are part of larger developments. I want to make sure that this isn't seen as some sort of benefit or incentive for developers to come in and give them more power, because I think it's just the opposite.”

The next Shoreview City Council meeting is at 7 p.m. Monday, Aug. 15, in the Shoreview Room at the Community Center, 4600 Victoria St. N., in Shoreview.

PRIMARY ELECTION: Provides more options for voters in Minnesota FROM PAGE 1

interested in running, and it is the job of voters to decide who they want to see on the November ballot.

Minnesota didn’t always have primaries.

It used to be that parties would select their preferred candidate at their convention and that candidate would be the one to be on the final ballot.

Today’s primaries are designed to let average voters weigh in and have a say.

“Part of the legacy of trying to democratize our system more is (that) people said, ‘We’d really like to have average voters be part of this,’” said Bramsen.

While primaries do provide more options for voters, Bramsen explains that it can occasionally attract more extreme candidates, which can hurt the party and provide them with a less viable candidate.

“That has been an issue for both major parties at different points,” said Bramsen.

In Minnesota, voters can choose any party’s primary to vote in, but they can only choose to vote in one of the primaries.

Minnesota doesn’t have a complicated process of registering for a preferred party.

Voters can wait until the day they go to the polls to select which primary they’ll vote for.

Prior to the primaries, the major parties still make their own selection for their preferred candidate at the parties’ convention.

“That’s when they decide who they’d like to endorse. So, Scott Jensen for the Republicans and Tim Walz for the Democrats go into the primary as the endorsed candidate,” said Bramsen.

Just because a candidate is endorsed by a party, it doesn’t mean they’re the sole candidate for the party. It means the party has a preference for that particular candidate.

their party’s endorsed candidate and vote for someone else, but Bramsen said that in Minnesota there appears to be a tendency for voters to also select the endorsed candidate for each party.

Candidates who aren’t endorsed are known as “fringe candidates,” and may not have much of a chance of appearing on the ballot in November.

As for Minnesota’s smaller parties, the Grassroots-Legalize Cannabis and the Legal Marijuana Now parties, they function similarly to the major parties, but voters can only select candidates from their selected party. This means they can’t switch over and vote for a DFL or Republican candidate in the primaries. They can, however, switch parties and vote for a candidate of a different party during the general election.

There will be a few nonpartisan offices on the ballot like township, school board or city and county offices. These offices will be listed on the back side of the primary ballot and voters can select any candidate here.

Depending on which congressional district a voter resides in, their ballot may not have the same number of candidates to choose from and will instead have just one unopposed candidate. It all depends on the variety of Democratic or Republican voters in the district. Statewide offices like attorney general, governor and secretary of state will have a bit more competition.

Bramsen suggests doing plenty of research before heading to the polls. Those who get to know what each candidate stands for and then make the effort to go out and vote is the best way for voters to make their voices heard from now until election day.

SHOREVIEW – Last month, County Manager Ryan O’Connor sent a letter on behalf of the Ramsey County Board of Commissioners in response to the term sheet that the Arden Hills City Council and Alatus signed earlier this year for Rice Creek Commons.

The county’s letter reiterated the board’s commitment to finding a path to a development agreement that meets the goals of Arden Hills as well as Ramsey County’s goals of: • Prioritizing equitable development.

• Addressing the housing crisis.

• Building an energy-forward community.

• Respecting taxpayer investments.

• Increasing density to meet taxpayer goals.

In this letter, the board reiterated that any plans for this once-in-a-generation development opportunity – an opportunity with significant regional impact – must be grounded in both city and county goals and in partnership with the local community.

Last summer, conversations with dozens of community members yielded important and several suggestions from the community. Some of the key takeaways were the need to be more transparent in providing information to the community, a clear Ramsey County vision for Rice Creek Commons and what specific development terms will achieve that vision.

• Frethem is inviting the entire community to an event intended to provide transparent information and share how Ramsey County believes different proposed development terms would help achieve the county’s goals. The open house style engagement event will provide community opportunities to learn from county staff and third-party organizations and to take a vehicle tour of the Rice Creek Commons site with county staff. All event participants will be able to share their feedback, priorities and questions. Frethem considers this a continuation of the conversations that started last summer and believes these conversations must continue until there is clarity, collaboration and consensus about the pathway for Rice Creek Commons.

Until this year, he wrestled at 97 kg (213 pounds) but that slot on the world team was already taken by the silver medalist in the most recent Olympics. “So, I moved up a class,” said Zillmer, who, at 225 pounds, is facing opponents up to 275 pounds.

Zillmer has an Education degree, and a masters in Recreation Sport and Leadership, but wrestling is his current full-time occupation. Along with competing, he coaches at a wrestling club in the Brainerd area.

His most recent competition was a meet in Africa where he placed second behind a three-time world champion.
