Celebrate Easter with reenactment of Passion of Christ

Living Stations of the Cross has been depicting the events of Good Friday for the last 23 years. The family ministry, Servants of the Cross, began the tradition in 1999 at the Church of St. Peter in North Saint Paul.

Living Stations Co-Director and Coordinator Patti Knecht describes the event as an extended prayer.

“It began with an ecumenical service at the Church of St. Peter inviting others to come for Good Friday. I had the inspiration to write a play and put it into a prayer that depicts what occurred on Good Friday,” said Knecht.

The event shows the 14 different stations, or scenes, that retell the events of the Passion of Christ. According to Knecht, the tradition of telling the story of Jesus’ crucifixion originally came from Jesus’ mother, Mary, who would walk the different stations in Jerusalem, a path that today is known as the Via Dolorosa.

“It’s a chance for people to reflect on the 14 stations, which ends in Jesus’ crucifixion. We reflect on what happens but also think to ourselves, ‘What can we learn from this station?’” said Knecht.

Anyone of any faith or background is welcome to come to the three Living

Stations of the Cross events, which will be held on Good Friday, April 15, at noon at the Church of St. Peter in North St. Paul, 3:30 p.m. at St. Jude of the Lake in Mahtomedi and 7 p.m. at Church of the Presentation of the Blessed Virgin Mary in Maplewood.

The actors in the 45-minute presentation are children ages 9 to 18 from churches around the area.

Knecht says many of those who have participated for the past 23 years have come back and now have their own children participate in the event. Joe Hoffman, who serves as co-director with Knecht, was the first person to play Jesus back in 1999. Michelle Adam, Mary Duncan, Melody Cylcowski and Knecht are among the four women who have been participating in Living Stations of the Cross each year.

“We have many hands helping the Servants of the Cross team. It wouldn’t be done without everyone, parents and grandparents too. Soon we’ll have to find someone to pass it on to,” said Knecht.

A freewill donation is requested.

Environmental fair returns for 15th year When a small group of environmentally conscious Mahtomedi residents met in Becky Siekmeier’s living room, little did they know their brainstorming would lead to the 15th anniversary of RITE of Spring.

Among them was Bill Coleman, who credited former resident Karen Fitzpatrick with the acronym RITE, which stands for Really Into the Earth.

“We wanted to have an event that celebrated Earth Day,” recalled Coleman, who has lived in Mahtomedi for 30 years. “Karen was a go-getter in environmental and social issues.” He also credited Mary George, assistant director of community education at the time, with pitching the idea to the group.

As their ideas blossomed, RITE became an interactive, educational fair that focused on recycling, repurposing and environmentally friendly activities.

This year, just like the first, there will be electronics recycling thanks to the county; an electric vehicle display; and the popular hands-on, “makeand-take” station. High school students from the Eco Club will be on hand to help participants make their own earth-friendly laundry and dish detergent to take home.

The city and its Environmental Advisory Commission took over RITE seven years ago as a co-sponsor with Mahtomedi Community Education.

has been involved with RITE about 10 years. She describes her role as a Girl Friday this year. “We haven’t hosted the fair in two years, so the time is right to start it up again and get people outside,” Ahmann-Maples said.

There isn’t a theme per se, but the focus, as in years past, is on things like water conservation, pollinator education and native plantings. There will be information on the city’s organic recycling program, too. For those who don’t know, there’s a drop-off site at the fire station.

Weather dependent, the event has drawn as many as 700 people.

“The milestone year is a good length of time for any kind of volunteer effort,” Coleman noted. He called the event “one more great opportunity to build community spirit and messaging with an environmental focus.”

Community development director named WHITE BEAR LAKE — A new community development director has been named by the city.

Jason Lindahl will be coming to White Bear Lake from the city of Hopkins, where he has served as city planner since 2015. Prior to his time in Hopkins, Lindahl was the city planner with the city of Rosemount for over 12 years.

Lindahl has a Jason Lindahl master’s degree in urban and regional planning from Minnesota State University, Mankato and a bachelor’s degree in urban studies from the University of Minnesota. He is also certified by the American Institute of Certified Planners (AICP).

“Jason will bring great experience in both process and project management to the city of White Bear Lake,” said City Manager Lindy Crawford. “His attention to detail and respect for the community he serves really stood out during the hiring process. He will be a great addition to our team.”

Lindahl’s first day as community development director will be May 2, 2022. He replaces Anne Kane, who held the position for 10 years.

Study dives into county government, creates platform for advocacy

Ramsey County Schaffer, who was one of the researchers for the Ramsey County portion of the study, explained that there were two things that stuck out to her when it comes to Ramsey County.

The first, is that Ramsey County seems to have a “well-organized” program in place when it comes to community outreach.

“They do make a concerted effort to reach out,” she said. “I think that Ramsey County seems to have a pretty organized and vigorous outreach and approach.”

Another finding, or perhaps what Schaffer could not find, was information about who is serving on advisory committees. “You don’t really know who they have appointed to all these boards and committees. Is it a major problem? I don’t know, but it was it was one area where they weren’t quite as transparent as maybe some would like.”

Washington County Marti Micks resides in Hennepin County, but she served as one of the researchers for Washington County.

Micks said Washington County seems to operate similarly to a city council.

“Their commissioners don’t all meet in committee. In Hennepin County, they meet in committee, but then it’s (mostly) the same people, who then recommend to themselves how they should vote, whereas in Washington County it is citizen advisory committees.”

She said one thing she appreciated about the county was the abundance of information the public can find about the various advisory commissions/ committees, who serves on them, what qualifications the county is looking for,

etc. “That was impressive … Maybe it is the advantage of a smaller county,” she said.

Amy Mino, another researcher for Washington County, said one thing that surprised her was the number of committees that exist within the county.

She agreed that Washington County does have a lot of great information available on its website and mentioned that County Administrator Kevin Corbid was very accessible and made an effort to answer their questions.

“I think they do a good job of getting a lot out there. Most of most of their information is there, most of their meetings and things are there,” Mino explained. “It’s a little hard to navigate and find it. I think that’s typical of government websites.”

Now what?

The 19 metro-area chapters of the League of Women Voters are now meeting to review the study and decide/vote on a collective position it would like to see CMAL adopt.

“When we do a study and then take a vote on a position, then that creates an opportunity for our members to engage in advocacy.

It’s a platform for advocacy, meaning public speaking, lobbying, seeking change where it’s warranted,” Schaffer explained. “If there is a particular position that we take, people can use that, saying, ‘The LWV has a specific position and we don’t think you live up to it.’”

CMAL will meet in May to decide its final position.

The Council of Metropolitan Area Leagues of Women Voters (CMAL) recently released an 111-page report that dives into how transparent county governments are in the seven-county metro area. Although there are some similarities, there are certainly differences in how things are done from county to county, the report concludes.

In 2020, CMAL voted to conduct a study that would focus on the visibility, accountability, civic engagement and intergovernmental relations of the seven counties (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott and Washington). The study will assist CMAL’s member leagues in adopting a position on metro-area county governments. CMAL last evaluated the transparency of metro-area counties in 1975.

The study committee followed a two-part strategy.

The first part consisted of reliance on county websites to develop answers to a list of questions concerning the visibility, accountability, civic engagement and intergovernmental relations of county government. The second part consisted of interviews with county officials and/ or staff to answer the questions that could not be answered by consulting the county websites.

Committee members with direct, personal knowledge also contributed information.

“This specific study was to look at how the seven county governments were doing with respect to accountability, transparency and visibility.

We just wanted to see how they were doing, kind of a checkup,” explained CMAL Chair Karen Schaffer.

“The last time our organization looked at county government in the metro area was 1975 … that was one reason that our current membership was interested in looking at it, because nobody had been looking at that particular question for many years.”

According to the study report, it appears that during the intervening 46 years, the seven metro-area counties have each made substantial progress toward increasing their transparency and accountability. For example, all seven maintain robust websites and provide other online opportunities for the public to follow the activities of county government and provide input.

“The differences between counties and how they operate with — or without — community member involvement in local government is stark.

Wedding dresses

N

early 70 used wedding dresses were donated by Press readers to be re-sold at our 37th annual Wedding Show.

The idea to collect wedding dresses came from longtime employee, Patti Carlson. As small ads were placed in our newspapers beginning in January, dresses started to come into our office. In a way, it was overwhelming.

Wedding dresses are big and they took up space. We were surprised at the response, and it became clear it was going to be something unique.

The dresses were offered for sale at our Wedding Show for just $10. We offered dresses of all sizes and styles. Most had been professionally cleaned after their first use and many came in sealed boxes. A few still had price tags on them. We had many brides who were appreciative of the opportunity to purchase a dress so reasonably, when most new wedding dresses range in cost from several hundred to several thousands of dollars. One bride who said she been having trouble finding a dress in the right size found a perfect one.

She started crying and told our staff that she felt like she had just won the lottery.

Our vendors agreed it was one of the best shows in years. Our staff felt great about it, too. Many thanks go out to those who donated wedding dresses and the volunteers and staff who made the show a success. Our friend Judy King set us up with a group of volunteers to help unbox the dresses and put them on display. One dress came with a nice Publisher’s note tucked inside of it addressed to the next bride.

View We will donate the proceeds from the Carter Johnson sale of dresses to the White Bear Area Food Shelf. It was such a hit that we will once again collect clean dresses before next year’s show. Nerf Wars When Amy and I walked into the house after a night out last Friday, we were ambushed by a flurry of darts shot from a Nerf gun.

Upperclassmen in many local high schools are pulling out their old toys and organizing teams for the annual Nerf Wars.

At one local high school, teams pay $5 per person and create an instagram account so that results can be tracked. I heard nearly 400 kids could be participating. The incentive – in addition to fun - is that the winning team gets the pot of cash.

With potential of 100 teams and each person paying $5, it can equate to thousands of dollars for the winner. Nerf wars are between classmates at the same school, and many schools have a version of the game.

There are rules, such as you can’t shoot people in or from a moving car, you can’t shoot people at school, and you need permission to enter someone’s home. As I understand it, it can be a challenge to hang out with friends on a different team for fear of getting shot. Participants stalk one another on Snapchat, and find out where classmates live to ambush them after school or whenever they leave the house. We have been warned not to let anyone in the house over the next few weeks, even if they are friends.

Who knows what the best guns to win are- mini single-shot Nerf guns, mega clips with rapid fire, or the high-powered Nerf guns. At many schools Nerf balls or discs are not allowed, just the foam darts. In our experience last weekend, getting hit with darts doesn’t hurt (our son, who had pulled out his old Nerf guns to give to his sister, was behind the trigger and thought it was hilarious.)

It’s important to note Nerf wars are not a school-sponsored event. I’m guessing most school staff don’t condone it, though many teachers have probably had experience with Nerf wars themselves. As long as participants keep safety top of mind and it doesn’t become a distraction at school, Nerf wars seem like a pretty harmless, fun way to celebrate the end of the school year.

If you see teenagers wandering around your neighborhood with Nerf guns, you’ll know what is going on. Don’t make an assumption they are up to no good, but if anything seems out of hand, say something. Otherwise, stay out of the crossfire and remember that most of us played ding dong ditch or worse at one point or another. Parents – remind your kids to keep the competition safe and light-hearted.

Talking financial scam protection with U of M

ccording to the Federal Trade Commission, consumers reported losing more than $5.8 billion to fraud in 2021, an increase of more than 70 percent over the previous year.

Marty DeLiema, an assistant research professor in the School of Social Work, studies the risk factors associated with financial fraud, provides expert tips for how to avoid financial fraud, and what Movers & identifies to do when you fall victim to Shakers scammers.

Q: What are some examples of common financial scams?

Prof. DeLiema: There are so many different types of scams that are trending right now. Like street crime, rates of reported fraud are on the rise. Scams to look out for include business imposter scams, where fraud criminals pretend to be the consumer’s bank, a tech support company or Amazon.

The criminals call, email or text to alert the consumer about a “problem” with their account and proceed to request money to help resolve the problem.

Romance scams are also on the rise and are responsible for the greatest average losses for consumers. What’s noteworthy is how fraud criminals have shifted their preferred method of payment in the last few years.

Mass marketing scammers are demanding payment using gift cards, cryptocurrency and Zelle transfers. These payments are more instantaneous and harder to trace.

Q: What are ways to prevent financial scams?

Prof. DeLiema: Education and awareness are always the best tools in the fight against fraud.

Fraud depends on successful deception—and it can happen to anyone. If the consumer is aware of the scam beforehand, the chance that they will be tricked by the scammer drops drastically.

Consumers also need to be aware of red flags, such as requests for payment using gift cards. If someone requests or demands gift cards or to wire money, that’s a sign that it’s a scam, especially if that person claims they are with a company or government agency.

We also need to treat everything we see and read online with a fair dose of skepticism, remembering that no government regulator is actively culling misinformation from the internet. This is especially true when it comes to fraudulent product claims and posts about items for sale that don’t really exist. There is very little enforcement against bad behavior on online marketplaces and social media.

Q: Who should you notify of attempted scams?

Prof. DeLiema: There are many organizations that accept fraud reports, including AARP, the Better Business Bureau, the Internet Crime Complaint Center and the United States Postal Inspection Services (for mail scams). For the most general reporting option, you can file a fraud or attempted fraud report with the Federal Trade Commission at reportfraud.ftc. gov. All of these organizations encourage people to report fraud attempts, regardless of whether money was stolen.

Q: What should you do if you fall victim to a financial scam?

Prof. DeLiema: In addition to reporting, if you’ve had money stolen, it is important you notify your bank or financial institution to report the fraudulent activity and to share any concerns about identity theft. You should also check your credit report and place a freeze on your credit to prevent criminals from using your identity to open new credit cards or take out loans using your personal information. Changing passwords is also a good idea.

In the more extreme cases, I’ve known victims who have chosen to change their phone number to stop incessant scam calls. Others close their social media accounts and create new email accounts so that the fraud criminals no longer can contact them.

Q: Where can consumers find additional information about preventing and reporting financial scams?

Prof. DeLiema: AARP has some excellent fraud awareness information available through the Fraud Watch Network.

The Better Business Bureau has Scam Tracker, an interactive fraud reporting website where people can read reports from other fraud reporters in their geographic area and search for similar scams on an interactive map. And the Federal Trade Commission website always has great information summarizing trending scams and detailing how the scams work.

LETTERS TO THE EDITOR Be part of the solution for lake level crisis

Kudos to Press Publications for keeping us all informed on the White Bear Lake levelrelated litigation and proposed legislation. This issue has been in the news for so long that some of us may have long ago “tuned out,” because of its complexity and because we are weary of the contention and finger-pointing.

But this issue is not going away, and perhaps it is time to turn from focusing on the legal wrangling and, instead, put more attention on what we can each do individually to conserve water. If we each cut back a little bit on our water consumption, we will help relieve the stress on the aquifer from which we all derive water for drinking, lawn care, industries, recreation, etc.

I propose we do no more finger-pointing, unless we are pointing at ourselves. How can I reduce my water use? How can I be part of the solution?

Perhaps Press Publications could continue its excellent coverage of this matter by running a series of articles, and the involved communities likewise utilize their respective newsletters, to advise residents and businesses on best practices for lawn and garden watering, water-efficient appliances, fixing plumbing leaks, rain-barrel reservoirs, rain gardens, and the like. We could thereby each increase our conservation efforts within our own households and businesses. The involved city governments might share the best practices that they have each been implementing, so we can all “up” our game in terms of water conservation.

Some of us might have bought a home or be leasing a business that came with an automatic watering system that sometimes operates in the rain. Is there a way to adjust the mechanism to avert this? Let’s hear

from the experts. Could I pay more attention to the weather forecast, and postpone watering my lawn or garden if rain seems promising? How about shorter showers? Turning off the tap while brushing one’s teeth? Only running the washer when one has a full load? We will each make our own efforts. What is possible for some may be impractical for others, so again, let’s not focus on what other communities or our neighbors can do, but rather on what we can do ourselves.

It appears that the White Bear Lake school board has unlimited funds in its checkbook to proceed with expensive projects for the district despite declining enrollment. They haven’t been very transparent, especially for having the biggest school levy in the State of Minnesota.

Residents — remember this when the funds fall short and the school board has a request for another levy on a future ballot. I hope you will consider what it will cost you out of your pocket!

Renovation of courts a waste

I noticed this past weekend that demolition has already started to dismantle the fencing around the refurbished tennis and pickleball courts that were completely renovated two years ago. I am inclined to believe that those who are on the school board in charge of the construction project currently underway at North Campus knew full well that when these renovations were done, that it would be temporary, but they still spent they money. Why did they proceed with the upgrade of these courts when they knew it would be short-lived?

I have heard that they are relocating the courts with a different design/ directional appearance from where they are currently.

Didn’t they know this prior?

Obviously, parking lots are more of a priority than are residents enjoying recreation close to home. What are the demographics that determine parking needs for this project?

What a waste of White Bear/ Ramsey County and the State of Minnesota taxpayers’ money! Many people use those courts during the spring/ summer/fall seasons. They are always busy. I suspect demolition is only days away.

Mississippi students not better readers

Mississippi is not beating Minnesota at reading. Sen. Roger Chamberlain claims they are in his April 6 opinion column, which concludes that Minnesota needs a big change in teaching standards and “Mississippi has shown us the path to success.” He bases his conclusion on data from nationsreportcard. gov, and this data clearly shows Minnesota fourth and eighth graders have higher reading scores than those in Mississippi! These are the only grades with statelevel results for comparison.

Here are the actual results: Minnesota fourth graders scored 222 with 38% above the proficiency level, while Mississippi fourth graders scored 219 with 32% above proficiency level. Minnesota eighth grade scored 264 with 34% above proficiency, while Mississippi eighth grade scored 256 with 25% above proficiency. Minnesota was above the national average in all categories, and Mississippi was at or below the national average in all categories. The entire premise of his column was a big lie.

One has to wonder what Chamberlain was trying to accomplish with this obviously false claim. State Senate

Republicans have proposed a budget for our schools that comes nowhere near what is needed to close the race and ethnicity gap, provide mental health and counseling resources and pay our teachers and aides what they deserve.

The conclusion I draw from Chamberlain’s false claims is that he wants to blame our teachers for poor outcomes, and additional funding wouldn’t be needed if teachers would just do their jobs.

Corruption on the rise?

At one time it was reported that St. Paul, in Ramsey County, Minnesota, was the most corrupt city in America.

Maybe it is again …

No jail time for criminals, no sentences for people who caused others to die, routine traffic stops are all but a memory, and a state politician who lives in another state.

From the internet it was reported: “As state Rep. John Thompson appealed to Minnesota voters for a seat in the state Legislature last November, he was using a Wisconsin address to renew his driver’s license in the Badger State.”

Without cooperation and tacit approval from the Capitol, none of this could happen.

LETRS data needs further study

I read with great interest the article, “Mississippi is beating us at reading?” Sen. Roger Chamberlain makes a strong argument for the Language Essentials for Teachers of Reading and Spelling (LETRS) training for teachers. I decided to do some research on the Mississippi reading scores.

Very impressively,

Mississippi increased its reading scores from ranking 49th among U.S. states in 2013 to 29th in 2019 on the National Assessment of Educational Progress (NAEP) for fourth grade students. For 2019, Mississippi was the only state in the country to improve reading scores, and was first in the country for gains in fourth grade reading and math.

However, the state still falls behind the national average in eighth grade reading.

What made the scores increase? Mississippi replaced a whole word approach to reading with a phonics approach by requiring teachers to take Language Essentials for Teachers of Reading and Spelling (LETRS) training. However, training teachers is not the only change Mississippi made.

The article, “Mississippi rising? A partial explanation for its NAEP improvement” reports that there are several possible causes: the rollout of early literacy programs and professional development, faithful implementation of Common Core standards and focus on the “science of reading.” Another change Mississippi made is a retention rate higher than any other state. So the reason for the score increases in reading for Mississippi is complicated.

With correlational results, cause cannot be proven. More research is needed.

As a taxpayer, I am very interested in what more careful study of LETRS will show. I also think there should be careful study of the other strategies used in Mississippi and if their effects are just on fourth grade scores or last throughout schooling. If there is good data to support funding for any of these strategies, I would be happy to pay for it. However, at this point I don’t think the data is there to support LETRS as a single cure to reading problems.

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff’s Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights

• The Vadnais Heights Walmart in the 800 block of County Road E reported being robbed by a shoplifter at 10:04 p.m. March 25.

When loss prevention personnel stopped a male pushing a cart full of merchandise that had not been paid for at an exit and asked him for a receipt, he lifted his shirt and displayed a silver handgun in his waistband. After threatening the employee, 22, he continued out of the store and left the area in a silver SUV. • The Children’s Discovery Child Care in the 3600 block of Talmage Circle reported criminal damage to property after employees arrived at work in the morning of March 26 and discovered a broken window. No entry to the building or stolen items were detected.

• A catalytic converter was reported stolen March 26 from a 2002 Ford F-350 parked in a driveway in the 3200 block of Belmar Drive.

reported stolen March 30 from a 2014 Hyundai Sante Fe parked overnight in the 1000 block of County Road D. • A Wyoming woman reported her financial information stolen March 26 after she provided a courtesy ride to a couple from the Speedway station to the Target store in the 1000 block of County Road E. While en route, the suspects asked to use the victim’s cell phone. They then accessed her cash app and PayPal accounts and changed her passwords. It is unknown at the time of the report whether financial losses occurred.

• Ramsey County Sheriff’s Office (RCSO) deputies were sideswiped by a drunk driver shortly before midnight March 27 as they were conducting traffic control for a vehicle on the shoulder of I-694, just west of Rice Street. The Minnesota State Patrol processed the accident and arrested the driver, a Hudson, Wisconsin, man, 32. The squad was then towed.

• A Shoreview woman reported her vehicle broken into March 28 while it was parked in the Sucker Lake north lot. After the driver side window was smashed, a coin

• Ramsey County Sheriff’s Office (RCSO) deputies arrested an unidentified motorist for DUI at 3:46 a.m. March 19 in the area of Dellwood Avenue and Echo Street, following a pursuit.

The reason for the original attempted traffic stop was speeding.

• A Grant resident at an undisclosed address called in March 16 to report ordering an item online from a company that doesn’t actually exist.

• A resident in the 10000 block of Joliet Avenue N. on March 18 reported Xcel Energy for contracting with a tree service to clear trees around the power poles and lines running through his yard.

The complainant had already contacted the city and the power company to make the report.

• An unidentified individual was arrested at 5:00 p.m.

March 22 in the 11000 block of Julianne Avenue N. after staff at a group home attempted to detain him. He then went after deputies and assaulted them as well.

Mahtomedi

• An unnamed motorist was arrested on multiple warrants at 1:41 a.m. March 16 in the area of Century Avenue and Woodland Drive. The subject was also cited for driving after revocation.

• A violation of an order for protection (OFP) was reported March 21 on Maple Street.

• A suspicious vehicle reported at 4:05 a.m. March 22 left running and playing loud music in a parking lot on Stillwater Road turned out to be occupied by a cigar smoker who was sitting in his car because smoking was not allowed in his building. He agreed to turn down his radio as he smoked on.

• An unidentified motorist was arrested for theft at 5:42 a.m.

March 23 near the gas station on Stillwater Road after deputies were called out to conduct a welfare check. The welfare check turned out to be a gas drive-off committed in a stolen vehicle.

Pine Springs

• A westbound motorist was cited March 20 on Highway 36 for speeding 71 mph in a 55 mph zone by deputies on stationary patrol, who clocked her on radar at 389 feet. The driver was verbally warned for a child not wearing a seat belt while in his booster seat.

• A Minnesota motorist was cited March 20 on Highway 36 for speeding 76 mph in a 55 mph zone by stationary deputies, who clocked him on radar at 1,228 feet. The driver said he was speeding because he was in an Audi.

• A Maplewood woman, 30, was arrested March 29 at the Vadnais Heights Walmart following a report of a shoplifting incident in progress. Deputies arrived in time to witness the suspect placing items into her vehicle and arguing with loss prevention personnel. She was also cited and trespassed for making threats while being released from the scene, as shoplifting incidents at the Walmart escalated this week.

White Bear Township

• A White Bear Lake man, 26, was arrested for DWI at 10:50 p.m.

March 24 at the intersection of

County Road J and Otter Lake Road.

• A case of beer, two cartons of cigarettes, a keychain and numerous tools were reported stolen overnight March 24-25 from a garage in the 4300 block of Oakmede Lane after thieves entered through an unlocked service door. The complainant said it would cost $800 to change the keys to the house and vehicle.

• A Hugo woman, 44, was arrested for DWI March 27 in the 1100 block of County Road J after deputies were dispatched to the scene of a property damage accident in a parking lot. Of the two drivers, the subject was the one who showed signs of impairment. After failing field sobriety tests, she was transported to the patrol station, where she delivered a blood alcohol content of 0.18. The case was forwarded to the city attorney for consideration of charges.

• An empty enclosed trailer was reported stolen overnight March 29-30 from the 2300 block of Leibel Street. The trailer has been entered into the National Crime Information Center (NCIC) database.

PUBLIC SAFETY BRIEFS Long turn arrow not cause of driver asleep behind wheel VADNAIS HEIGHTS — A St. Paul man, 34, faces up to one year in prison and/or a maximum $3,000 fine for third-degree refusal to submit to a breath test. If convicted, his sentence could be augmented if he is also convicted of misdemeanor carrying a firearm while under the influence of alcohol.

At 3:11 a.m. March 21, Ramsey County Sheriff’s Office deputies on patrol in the area of County Road E and I-35E observed a maroon Toyota Tundra stopped in the turn lane to go northbound on I-35E. After deputies parked their squad in front of the vehicle so that it couldn’t drive away, they approached and found its driver asleep behind the wheel. The vehicle’s transmission was also in drive.

Deputies knocked on the window of the vehicle and woke the driver, who appeared disoriented and displayed all the classic signs of being intoxicated.

The driver was made to exit the vehicle to take part in field sobriety testing.

During a pat-down search prior to the tests, deputies found a Glock 19 handgun.

The driver failed all the testing, and when it came to the breathalyzer test, he never did blow properly into the device, despite receiving instruction again and again. He was then transported to the Ramsey County jail for further testing.

After consulting an attorney, the subject agreed to take the Datamaster test but displayed similar behavior as he did at roadside. He failed again and again to blow directly into the machine, despite repeated instructions. After 20 minutes of failed attempts, his conduct was deemed a refusal. After further attorney consultation, the subject agreed to take the test, and this time he registered a blood alcohol content of approximately 0.15.

After custody drop off, ex-husband turns in ex-wife for DWI VADNAIS HEIGHTS — A Hugo woman, 46, has been charged with two counts of DWI after her ex-husband reported her for being intoxicated when she dropped their daughter off at the Target Store in the 900 block of County Road E. At approximately 9:18 p.m. March 25, Ramsey County Sheriff’s Office deputies were dispatched to the Vadnais Heights Target to check on the condition of a motorist and her boyfriend passenger in a black Ford Explorer. Her ex-husband gave deputies the license plate number to aid in the welfare check. Deputies arrived in time to observe the vehicle pull into a parking spot at the store.

No one left the vehicle for some time, so deputies approached it and saw a woman seated in the driver’s seat.

The subject smelled heavily of an alcoholic beverage, was falling over in her seat and had difficulty forming complete sentences. However, she did manage to put one sentence together enough to say, “I’m f----ed up.”

Because the subject had extreme difficulty keeping her balance and could not stand on her own without supporting herself on the side of the vehicle, deputies elected not to conduct field sobriety tests. At jail, she was read the breath test advisory, declined to speak with an attorney and said she understood all of it. She also twice refused to take the breath test, saying she would not do so until her husband was present. Her conduct was deemed a test refusal.

The subject faces up to one year imprisonment and/or a maximum $3,000 fine for third-degree refusal to submit to a breath test. If convicted, her sentence could be enhanced by an additional 90 days imprisonment and/ or a maximum fine of $1,000 for fourthdegree driving while impaired.

Local telehealth spreading as quick option for common health concerns

Vadnais Heights residents are taking advantage of virtual health care options, including telemedicine, at The Urgency Room.

“It's a way for patients to access care when it's convenient for them, and we have the ability to diagnose and treat many conditions,” said Dr. Craig Matticks, medical director of The Urgency Room, located in Vadnais Heights. “Providers can assess, diagnose and treat injuries big and small, whether you’re an infant or a senior citizen.”

Telehealth at The Urgency Room is available from 8 a.m. to 8 p.m. and is open 365 days a year.

Once patients have successfully logged into the online platform, they will be placed in a virtual waiting room and will receive a text message as soon as a health care provider is ready to see them. “Typically, you will be seen within five minutes if the provider isn't busy with another patient,” Matticks said.

Also, patients will be seen in the order received. Patients under 16

years old must be accompanied by a parent or guardian when presenting to the clinic.

According to Matticks, if the visit requires any additional testing or evaluation, patients will be instructed to visit a clinic either to pick up a test kit or leave a sample. If a patient needs more care than what can be provided during a telemedicine visit, schedulers will get them in to see a physician in Vadnais Heights as quickly as possible to continue the visit in person.

All three of The Urgency Room’s clinic locations are owned and operated by Emergency Physicians Professional Association (EPPA) and situated in Eagan, Vadnais Heights and Woodbury. “We are an independent ER physician group that contracts with 11 local metro emergency departments,” Matticks said.

According to the U.S. Department of Health (HHS), a recent report found that massive increases in the use of telehealth helped maintain some health care access during the COVID-19 pandemic. Specialists like behavioral health providers saw the

highest telehealth utilization relative to other providers.

The report showed significant increases in Medicare telehealth (more than 60 times the typical number) and behavioral health care visits (more than 30 times the typical number) through telehealth.

Matticks noted that during the height of the pandemic, providers were seeing 60 to 80 patients during an eight-hour shift in The Urgency Room.

“One area that blossomed unexpectedly during the pandemic is mental health visits,” Matticks said. “If someone is suffering from a mental illness or mental health issue, they may find it hard to make it to a therapy appointment.”

“It gave health care providers who work with mental health patients visibility into the patient’s living situation. Mental health care is a welcome and unexpected response to the telehealth opportunity,” he added.

‘No Mow May’ proposed in Vadnais Heights

You might want to leave your lawn mower in the garage next month.

Vadnais Heights resident Judy Lissick appeared before the City Council April 6 and asked council members to consider supporting a movement that started in the United Kingdom and has spread like wildflowers across the U.S. — “No Mow May.”

The idea is simple: Refrain from mowing your lawn for one month to give earlyseason pollinators a chance to mature and do their thing.

Letting the grass grow not only provides habitat for beneficial bees and other pollinator species and allows new grass to grow, it also reduces noise and air pollution from growling gaspowered lawn mowers.

Lissick referenced a study done in Appleton,

Wisconsin, in 2020 in which 435 homeowners agreed to let their lawns go for the month of May. They were compared to city parks where regular mowing occurred.

Researchers found much higher bee populations — and more varieties of pollinators — in the unmowed lawns.

She suggested the city do a “short mow” for the first mowing in city parks where a more manicured look is desired, and use “no mow”

near wetlands and other features. Both practices help develop plant root systems and make them more resilient in times of drought. North Oaks and West St. Paul are two nearby communities that have adopted the practice.

Vadnais Lake Area Water Management (VLAWMO) alsosupports the practice.

Although Lissick asked the council to consider relaxing the city’s landscaping codes, council members made

no formal commitment at the meeting. Mayor Heidi Gunderson asked for more information and said the idea would be discussed at the council’s next workshop meeting.

The White Bear Township Board announced it will neither approve nor disapprove plans for the Bruce Vento Trail.

“Unlike cities that have wards with an elected person to represent them, White Bear Township prefers to let township residents speak for themselves,” said Board Chair Ed Prudhon at the board’s April 4 meeting.

Board Member Steve Ruzek noted that data on trail usage had not been updated since the beginning of the COVID-19 pandemic, leaving the board with too little information to make decisions.

OBITUARIES

Verna E. Burns Beloved mother, grandmother, sister and friend, Verna Burns (86) passed away peacefully on April 5, 2022. She was born on July 4, 1935, in Collegeville, Minnesota to Bernard & Mary Zazek (Pflueger). Verna is a graduate of Albany High School and attended the College of St. Benedict where she received her nursing degree in 1956. She was united in marriage to James Burns on Sept. 14, 1957, and they made their home in the White Bear Lake area where Verna worked as an RN until her retirement from the White Bear Care Center.

Verna was a vibrant and engaging individual who enjoyed watching and rooting for her favorite teams - the Twins, Gophers and Vikings. She was an avid reader of the local sports sections and rarely missed Sports Center. If you had a question regarding sports, Verna could be counted on to have the answer.

Besides sports, Verna was a regular Jeopardy viewer; loved playing Bingo and cards; and always enjoyed a good book. Verna’s family meant the world to her, and she loved doting on her six grandchildren. She always had time for family and friends and knew the important things in life. Verna had a strong independent streak, and her spunk, humor and wisdom will be sorely missed by all those who knew her.

Verna is survived by her sons, Ken (Nancy) and Mark (Erica); her wonderful grandchildren, Nate, Jesse (Erik), Jamie, Jennifer (Troy), Erin and Garrett; her sisters, Helen Thome, Joan Ditty, and Patty Bogard; brother-in-law, Charles (Doris) Burns; along with several beloved nieces, nephews and other extended family members.

Verna was preceded in death by her husband James, in August 1973; her son Tim; her parents, Bernard and Mary Zazek; her sisters, Mary Stack and Irene Schirmers; her in-laws, William and Elizabeth Burns; as well as several brothers-in-law, aunts, uncles and other extended family members.

A memorial service will be held on Friday, May 6 at St. Mary’s of the Lake Church in White Bear Lake.

Visitation will be at 11 a.m. with the Funeral Mass at Noon. There will be a graveside service held on Tuesday, May 10 at 10 a.m. at Fort Snelling National Cemetery.

Edward Ray Harrell

Edward Ray Harrell, beloved husband, father, brother, uncle, and friend passed away on April 3, 2022 at the age of 86. Ed was born in Jacksonville, Illinois, attended Illinois College and graduate school at Indiana University. Ed and his dear wife Cloda (“Clodie” Rolston) settled in Minnesota in the White Bear Lake and Hugo area with their three children Lynette (Harrell) Vesey, Lisa Harrell, and Greg Harrell. He worked for 3M for 37 years as a research chemist, earned multiple patents, and was eventually named a Corporate Scientist. He was an innovative problem solver both at work and in his many roles of leadership at Eagle Brook Church.

Ed was an avid fisherman and hunter and enjoyed introducing others to the joys of the great outdoors.

He was well loved by his friends and family and was appreciated for his good humor, love of a challenge, wise counsel, and faithfulness. His deep desire was to honor Jesus Christ and encourage and empower those around him.

He is preceded in death by his father and mother, John S. and Effie (Barnes) Harrell; sister, Shirley VanBebber; and brother, Robert Harrell. In addition to his immediate family, he is survived by his sister, Norma Brown of Fayetteville, Tennessee; beloved in-laws, and numerous nieces, nephews and their families.

Celebration of Life will be at 11 a.m. Friday, April 29 at Eagle Brook Church, 2401 Buffalo St, White Bear Lake, with visitation one hour prior. Elaine Norma Mayfield Sept. 26, 1931 – March 31, 2022. Beloved wife, mother, grandmother. Elaine passed away surrounded by her loving family after a brief battle with cancer.

Blacksmith Lounge ‘won’t be the same’ without longtime owner

HUGO — Since 1981, community members have grown accustomed to walking in the doors of the Blacksmith Lounge to be greeted by longtime owner George Reus, who would crack jokes and pour complimentary drinks.

Reus, 75, of Hugo, passed away March 26 after a short battle with pneumonia.

“This will be a huge loss for our community,” said Hugo Lion Katie Riopel. “George was kind and generous to so many.”

Reus owned the Badger Lounge in St. Paul for 11 years before he struck a deal with owners Gene and Marion Peltier to purchase the Blacksmith in 1981. (Gene’s father, E.O. Peltier, had been the local blacksmith in Hugo for many years.)

Reus worked with a couple of partners over the years who came and went. Eventually, his daughters Georgie Gibbons and Jennifer Ehlert became coowners alongside him.

Blacksmith Lounge is known for its chicken and bloody marys. Riopel, who was bartending at Carpenter’s Steakhouse at the time, recalls Reus and one of his partners (Ed Adams) bringing the “new” bloody mary to Hugo, which was made with Clamato juice. Tracie Charpentier, who has worked at Blacksmith for 39 years, says Reus still loved the chicken after 41 years. The restaurant has also become known regionally for hosting car shows and auctions.

Charpentier explained that many of the Blacksmith employees have been there just as long as she has, and some even longer, all because of Reus. “He was a great man and a phenomenal person. That’s why everyone that works here has been here so long,” she said.

“It has been a tough, tough loss for all of us. We loved him very much.”

Customers loved him too.

“George was like a magnet; everyone was attracted to George,” Charpentier said, adding that many of the customers would bring him food to take home.

One of reasons Reus was so likeable was his sense of humor.

“He harassed everybody. If he harassed you, you know he liked you,” Charpentier said.

Everyone who shared memories of Reus said he was a generous man.

It was a tradition for Reus to donate a wheelbarrow of booze to the Hugo Lions for a raffle prize at Good Neighbor Days each year.

“There are very few people that I know that are so kind and generous with their time,” Riopel said. “George never turned down a request for a donation, whether it was giving his famous chicken dinners, or a huge barrel of booze.”

Reus is survived by daughters Georgie Gibbons and Jennifer Ehlert; grandchildren, Riane Ehlert and James Gibbons; the Blacksmith family, very special friend, Karen Johnson, nieces, nephews, other relatives and friends.

There will be a visitation from 3 to 8 p.m. Monday, April 18, at Roberts Family Funeral Home in Forest Lake. A private celebration of his life will be held at 2 p.m. Tuesday, April 19, with visitation one hour prior at Roberts Family Funeral Home.

The Blacksmith will be closed to the public that day, and a private luncheon will follow the service from 4 to 9 p.m.

A public memorial gathering will be held under the outdoor pavilions at Blacksmith Lounge once the weather warms up.

Presentation: Career and Technical Education Jill Stewart-Kellar, assistant director of 916 Career & Tech, shared the benefits of our career and technical programs for both students and member districts. There are currently over 800 students enrolled in the 20+ programs offered. Jill was joined by two students, a Mounds View student enrolled in Automotive Technology, and a South Washington County student enrolled in Criminal Justice and Law Enforcement. Both students shared how much they have enjoy having the opportunity to earn college credit and certifications and professional skills while in high school.

Presentation: First Reading: 2022-23 School Calendar Scott Thomas, director of educational services, shared the proposed 202223 calendar. A few changes were highlighted with the biggest change being adding an additional seven minutes on to the student contact day in the special education programs. This changes the number of student contact days from 172 to 170 and allows for two more professional development days for staff. Additional changes include having a staff development day on January 2 to give staff a chance to return to the classroom and have intentional time to prepare for the students to return and only having a half day of student contact time on June 8th which is the last day of school. This is helpful in giving staff time to pack up their classrooms in the afternoon which allows their focus to be fully on students in the morning.

Presentation: First Reading of Board Policies Mark Kumlien, executive director of finance, presented on Board Policies 714 and 721. Policy 714 Fund Balances is new to 916. Mark shared many districts have this policy in place and the language used is standard language from MSBA. He did point out that 916 will strive to maintain a minimum unassigned general fund balance of 10-15% of expenditures. Policy 721 Uniform Grant Guidance Policy Regarding Federal Revenue Sources was adopted in 916 in March 2020. It was reviewed and language was added regarding Subrecipient Monitoring as a result of the findings in the audit this past year.

Superintendent’s Report Superintendent Boe commented on the following items that were included in her written report: (a) Board Notes; (b) Presentation to District 282 School Board; (c) COVID Report; (d) Mahtomedi Academy Highlight; (e) 916 Highlight; (f) 916 Strategic Actions Update; and (g) Labor Negotiations Update.

Approval of the Consent Agenda Approved the consent items, accepted as part of the approval of the agenda, consistent with the recommended actions presented by the administration.

Approval of Minutes Payment of Bills and ACH Payments Personnel (Employment, Resignation, Eliminate Position, Adjust Hours/ FTE, Leave of Absence, Reassignment/Transfers, New Positions) Donations Approval of Joint Powers Agreement with Minnesota State Colleges and Universities and Century College Retirements (10+ Years) Accepted the resignation of Michelle Beaulieu, Interpreter II, who has provided the school district with 29 years of service. Her retirement date is 06/09/2022.

FY23 Budget Assumptions The administrative staff of Northeast Metro 916 are developing the financial budget for the next fiscal year. Financial assumptions are a key driver in the budget development process.

Approved the 2022-23 financial assumptions for budget development for Northeast Metropolitan Intermediate School District 916 as presented.

Committee Assignments In October 2021, the School Board approved board committee assignments. The Personnel Committee and Metro ECSU Committee had open positions remaining and Board Members were given a chance to fill those positions if interested.

Board Forum Member Forsberg shared that there is a number of things going on in the legislature and to look at both the MSBA and AMSD websites for updates. She also mentioned now may be a good time to reach out to legislators on various topics being presented.

Member Forsberg shared that the Executive Committee met and worked on the Superintendent’s Evaluation. They will continue working on it and will share when completed. Information, including a timeline as to when to fill it out and submit it in May, will be sent out.

Member Forsberg shared that Spring Lake Park held their Gala recently and between the online and live auctions, raised $120,000.

Member Palmer shared a reminder that the 916 Gala will be held on April 7th at 7 Vines in Dellwood. There will be an electronic flyer sent out. They are looking for items for the silent auction.

Sam Rathmanner of the Mahtomedi tennis team opened his sophomore season battling for a 5-7, 7-5, 10-7 win over Eagan’s Allen Gong, a senior who reached the final eight at state last year. His upset win Saturday in Eagan gave the Zephyrs their fourth point in a 4-3 victory. Due to fatigue from that two-and-a-half hour match, he was stationed at 2-singles and 1-doubles in the next two matches, and won at both slots as the Zephyrs beat Elk River 4-3 and Hastings 7-0. “He’s a complete player, very athletic, mentally tough,” said David Wald, assistant coach. Rathmanner had a 19-5 record as a freshman.

Girls basketball: Zephyrs awards, stats listed after 1st-place season Mahtomedi had three all-conference picks and three honorable mentions after posting the program’s first unbeaten conference season. The Zephyrs were 14-0 in the Metro East and 19-8 overall.

Named all-conference were senior Zoie Centers, junior Sonya Potthoff and sophomore guard Ella Kletti. Honorable mentions went to sophomore Savanna Stockness, freshman Anna Greene and seventh-grader Mya Wilson.

Potthoff averaged 11.3 points, Center 10.9, Kletti 10.7, Wilson 9.9, Greene 9.2 and Stockness 5.9.

Boys hockey: Bears honored; Bishop MVP Tyler Bishop was named team MVP and headed a list of three all-conference picks for the White Bear Lake hockey team. The Bears were 10-3 in the Suburban East (third place) and 16-11 overall.

Bishop, senior forward, also got the Most Determined, Leadership, and Hobey Baker awards.

Also named all-conference were junior defenseman Joe Belisle and sophomore forward Nolan Roed.

Getting honorable mentions were senior forward Tyler Kotzmacher, junior forward Aiden Welch, junior forward Brady Borgestad and senior goalie Nick Pettman. Roed was named Rookie of the Year.

Players with more than 20 points were (goals-assists-points) Roed with 19-21-40, Bishop 19-19-38, Kotzmacher 16-15-31, Welch 15-15-30, Borgestad 14-14-28, Charlie Olsen 13-12-25, and

Belisle 7-18-25. Pettman posted an .895 saver percentage and 2.76 goals-againstaverage.

Boys track: Bears win 2 events, place 7th in Mankato meet The Bears placed seventh among 14 teams in an indoor meet at Minnesota State-Mankato on Friday, with Stillwater placing first. The Bears were strong in jumps. Gavin Rogers won the long jump (20-3) with Seth Olson third (19-11) and Bennett Gilson sixth (19-5 1/2). Gilson took second in the triple (41-4) with Rogers third (40-9 1/2) and Vatel Henderson fifth (40-7 1/2). AJ Perron won 60 meter hurdles (8.51).

Luke Williams took second in the 1600 (4:33), Elijah Ebbert third in the 60 dash (7.14) and Nick Svir fourth in shot put (45-10 1/2). The Bears 4x200 relay took second with Ebbert, Rogers, Caleb Anderson and Jontay Vaulx (1:34.97).

City, county support concept for Hardwood Creek Trail extension

HUGO — A trail connection that has long been on the city and county’s wish list may just be one step closer to coming to fruition.

The Hardwood Creek Regional Trail is a 12-mile multiuse trail that stretches through Forest Lake and Hugo. From the north to south, the existing trail follows the Burlington Northern Railroad corridor, adjacent to Highway 61, from the Chisago County border in the north to 140th Street in Hugo, where it stops.

A master plan was approved for trail nearly a decade ago (2013), and the city of Hugo underwent a preliminary feasibility study for the corridor a couple of years ago. “(It’s been) a long time that we have been talking about this,” Mayor Tom Weidt said.

Council Member Dave Strub added, “It is amazing how long some of these things can take sometimes … This looks like a great plan. It will be fun to inch this along a little bit more.”

Between 140th Street and Falcon Court to the south, an alignment is identified in the master plan to provide a route to get around a part of the corridor where rail use will remain active for an undefined period of time.

Fenway Boulevard N. and 130th Street N. to 120th Street N. (Ramsey County Road J). Conner Schaefer, of Washington County, recently visited the City Council to present the study findings and request a letter of support from the council, which the county plans to use to pursue funding for the project.

“There is a big gap in our network … This study was to really address some of the challenges, including transportation, environmental, utility, pedestrian, right-of-way, drainage,” Schaefer said.

As a part of the feasibility study, Schaefer explained that the county has completed public engagement with impacted neighborhoods, including the Bald Eagle Estates Townhome Association,

as well as Wilson Tool and other county residents.

The study identifies one alignment for the trail segment between 130th Street and Falcon Court. Two concepts were identified for the southern segment along Falcon Avenue.

(All concepts meet all design standards for roadways and regional trails.)

Concept A maintains the existing width of Falcon Avenue and Falcon Court, which requires the trail to narrow from 10 feet to 8 feet in some locations with less buffer space between the road and the trail. Concept B requires the slight narrowing of Falcon Avenue and Falcon Court, but provides a 10-foot paved trail throughout.

Schaefer said the county has decided Concept B will

be the better option, as it maintains the 10-foot-trail regional standard and could be coordinated with a road project on Falcon Avenue in the future.

The trail would likely be constructed in two segments: one from 130th Street to 125th Street, and a second segment from 125th Street to 120th Street. The trail would be located on the east side of the roadway. The estimated project cost for both segments is about $1.77 million.

The county will now apply for funding via the Metropolitan Council’s Regional Solicitation process. Schaefer explained that the county is confident it will have a better chance at receiving funding if it only applies to fund the first segment of the trail (130th Street to 125th Street), which

is estimated to cost about $1.12 million.

If the county is successful in its application, funding would be available for final design and construction in 2026-27. With or without an award of regional solicitation funding, discussion would continue between the city of Hugo and Washington County to select the preferred conceptual alignment based on cost, street impacts and continued public engagement.

Additional project funding would need to be worked out between Washington County and the city of Hugo.

110-unit apartment complex weaves through development formalities

A 110-unit mixedincome workforce housing apartment building is coming to Mahtomedi.

It will be located on a vacant site at 830 Wildwood Road. The property to be developed sits on 4.4 acres between the Dairy Queen and Aldi store, near the city’s western boundary.

At its April 5 meeting, the Mahtomedi City Council unanimously and swiftly approved three actions needed to complete the process of developing the property.

Months earlier, at its Nov. 16 meeting, council approved several land-use applications related to the property to facilitate the development of the multifamily housing development.

A condition of the council’s approval of the applications on Nov. 16 was that prior to the release of the plat for recording, the owner/developer must enter into a development contract with the city addressing the terms of the development.

The city took care of that formality on April 5, when the council unanimously approved the development contract for REE Mahtomedi Apartments LLC Wildwood Apartments planned unit development (PUD) project.

Also on Nov. 16, council approved a tax increment financing (TIF) district to help pave the way for the project. The final

remaining action toward implementing the TIF district was the approval of the TIF agreement.

On April 5, council did just that by unanimously passing a resolution authorizing the execution of the TIF assistance agreement, which spells out the terms governing financial assistance. For example, the developer must preserve 40% of the units to remain affordable to households at or below the 60% area median income until 2050.

TIF is the ability to capture and utilize most of the increased local property tax revenue from new development within a defined geography (the TIF district), as authorized under the TIF Act in Minnesota state statutes.

TIF is used for a project, such as assisted affordable housing, that might not get off the ground without assistance from public funding. Mahtomedi has used TIF in the past, but sparingly. The total estimated tax increment revenues for the TIF district are $6.5 million, including interest.

The third essential action involved two housekeeping items and was approved unanimously in one motion.

The first item was the correction of a wrongly listed property owner on the plat, which was approved on Nov. 16. The second item was to approve the execution of a past release of the development contract for the Wedgewood Addition.

MAHTOMEDI CITY COUNCIL In other action from the April 5 Mahtomedi City Council meeting: • The property owner at 1401 Harmony Drive will be able to subdivide his property into two residential lots, after council unanimously approved a request for a minor subdivision. The property contained a single-family home until last November, when it burned down. Now, the property will house two houses. The Planning Commission unanimously recommended the subdivision with seven conditions.

• The telecommunications tower at 2111 Briarwood Avenue will have six new antennae, after council granted a request from Crown Castle USA Inc., for a conditional use permit (CUP) to allow co-location of six new wireless communication antennae on the existing telecommunications tower at that location, along with installation of a mount to accommodate the new equipment. The Planning Commission unanimously recommended approval with seven conditions: the tower must be structurally able to handle the additional antennae, the new antennae must be visibly compatible with the existing structure and the new antennae must not interfere with established communications. The communications company leases the land on which the tower sits from the city and generates a good source of revenue for the city, City Engineer John Sachi said.

• The city continues to upgrade its sewers.

Council passed a resolution awarding the contract for the 2022 sanitary sewer lining project to Insituform Technologies USA LLC. The bid was $236,743.70, the lowest of three received and tabulated on March 23.

The engineer’s estimate for the project was $217,807.50.

• The 2022 street improvement project will move forward after council approved a resolution awarding the contract for the project to OMG Midwest Inc., dba Minnesota Paving & Materials, of Rogers, Minnesota, with a total bid of $829,992.43.

Five sealed bids were received and tabulated on March 24. and The engineer’s estimate for the project was $897,156.50.

• For the 30th year in a row, the city has received the Government Finance Officers Association award for excellence in financial reporting. Mayor Judson Marshall presented Finance Director Scott Schaefer the Certificate of Achievement for Excellence in Financial Reporting for the city’s comprehensive annual financial report for the fiscal year ending Dec. 31, 2020. Schaefer said that Mahtomedi has

been receiving this annual award since before his employment with the city, and that it shows the commitment shown by city staff. “It’s a nice award, and I appreciate it,” he said.

• Accounting Clerk Melissa Bohdan completed her six-month probationary period with the city, and council acknowledged she had successfully completed her evaluation by increasing her compensation one step.

• The Mahtomedi Fire Department hired two new paid, on-call firefighters, contingent on the successful completion of the required physical and psychological assessments and background check.

• The city won’t wait for the Legislature to draft a state law to license massage therapy establishments. Council scheduled a work session for 6 p.m. April 19 to discuss a proposed city ordinance licensing these establishments. Council Member Jane Schneeweis noted that the Washington County Sheriff’s Office conducted a raid on a massage business in Willernie and offered to talk to council about what can happen when a city doesn’t have a massage therapy licensing ordinance in place.

• Council also scheduled a joint City Council/Planning Commission work session for 5:30 p.m. April 13 to discuss a concept for the property at 650 Wildwood Road.

• Despite losing 27 deer from the herd after last fall’s bow hunt, the deer population in Mahtomedi has increased from 99 deer in the spring of 2021 to 117 deer in the spring of 2022. Something is attracting them into town that the city needs to take care of, City Administrator Scott Neilson said in his report to council. Public Works Director Bob Goebel noted that he is seeing deer feeders all over town. A possible conference with the Department of Natural Resources and the Minnesota Bowhunters Resource Base was discussed as an option.

So was ticketing violators of the city ordinance against feeding deer. The deer are also moving to the south end of the city, but were seen in all parts of the city.

“According to the map, the only place they don’t want to come is City Hall,” Council Member Richard Brainerd said.

The council next meets at 7 p.m. Tuesday, April 19, at City Hall, 600 Stillwater Road.

AGING GRACEFULLY Medicare from A to D: Understanding the basics

For those approaching age 65 or those helping a family member sign up for health care, Medicare can feel confusing.

“I know it’s sometimes a better deal than what you get through your employer and that supplements can be good if you can afford it, but I would say it feels complicated,” said a local resident. “I think getting information on the basics is probably the best way to understand Medicare.”

The national health insurance program has changed over the years but, as of now, there are four essential parts to understanding Medicare. Parts A, B, C and D can be combined to fit your health care

needs. Here is what each part of Medicare covers.

Part A is included automatically upon enrolling in Medicare and is considered part of original Medicare. Part A covers hospitalizations, so surgeries, inpatient care in hospitals, skilled nursing facilities, longterm care hospitals, home health care services and inpatient care in a religious nonmedical health care institution are covered under this plan. For the 2022 plan, Medicare part A includes a $1,556 deductible.

Part B is also part of original Medicare.

It covers doctor visits, medical equipment, outpatient care, outpatient procedures, lab tests, X-rays, mammograms, cardiac rehabilitation and cancer treatment.

CONTRIBUTED

There is a seven-month period when you can first enroll in Medicare. It’s called the Initial Enrollment Period (IEP), and it begins three months before the month you turn age 65 and continues through the month of your 65th birthday and the three months after. If your birthday is on the first of the month, your coverage can begin on the first day of the previous month.

Unlike part A, you are not automatically enrolled in part B and you are not required to enroll if you have creditable coverage from

another source like an employer or spouse.

The standard monthly premium cost for part B in 2022 is $170.10, which is up from $148.50 in

2021. The deductible for 2022 is $233.

Many people over age 65 will need long-term care, meaning care like assisted living services, at some point later in life, but Medicare parts A and B don’t cover this type of care. Only shortterm medical needs are covered in parts A and B. Part C, known as Medicare Advantage, is administered by Medicare-approved private insurance companies. This means private insurance companies can cover the same elements that original Medicare plans cover. Part C covers the same benefits as A and B and can also cover prescription drugs which are included in part D. Part C also has other benefits that are not included in A and B like

vision care and fitness center memberships.

Part C is similar to a Health Maintenance Organization (HMO), which provides coverage through a network of physicians.

Part D is for prescription drug coverage. This is also administered by private insurance companies that have contracts with the government.

Part D is also typically included in part C. Some of part D will include a copay when it comes to prescription drugs.
